good morning. thanks for joining us. it is seconds away from 5:00. i'm laura garcia-cannon. >> good morning, everybody. i'm jon kelley. let's find out how crisp and cool it is. >> some cities are in the 20s. so we're below the freezing mark already. you're expecting a colder night through tonight. but not too bad in napa. you're at 50 there. 37 in santa rosa. 51 in san francisco. san jose at 49 degrees. i'll take you through the workweek from forecast. tell you how to dress accordingly with the weather. let's get you to work at 5:00 a.m. anything rough this morning, mike? >> we had a couple of issues. the north bay accident has cleared. now the disabled vehicle tracking at the caldecott tunnel has also cleared. right now all are clear for business and ready for the morning commute, no matter which direction you're traveling. we'll show you the approach coming up in the next report, guys. investigators are looking into a disturbing discovery at an east bay park.

more than a dozen geese and ducks were shot and killed in recent weeks. the latest happened at concord's new hall park over the weekend. christie smith joins us live in concord with more. good morning, christie. >> reporter: good morning, laura. this park is surrounded by homes and families use it. they bring their kids here. someone is shooting ducks and geese and leaving them for neighbors to find. that was the case this weekend. and i have to tell you, you know, the video is unpleasant. it's disturbing. it tells you what's really happening here. this e weekend the visitors found four geese dead. a fifth one was limping, apparently hit in the leg. the animal control couldn't retrieve it. but they think someone gave in with a pellet gun or bb gun and shot them a few days ago. a neighbor said he saw three other ducks or geese floating in

the water. within recent weeks similar incidents were at willow pass park. >> the way the birds were killed, the way they were found, areas where they were found, there's a good possibility it was connected. but we don't know for sure until we finish the investigation. >> and neighbors are really upset by this, telling us they want the person who did this caught. wanted to mention that in california, animal cruelty is a felon, so there could be possible jail time involved. concord police are asking anyone with information about whoever did this to please give them a call. reporting live, i'm christie smith. san jose. >> so sad to see the video. investigation is under way into three deaths on a bay area train track on saturday. all at different stations and at different times. around 10:00 a.m., a man was struck and killed by an amtrak

train in freemont. then just after noon a train hit a woman on the tracks. there had been 16 deaths on the tracks so far this year. that's five more than last year. san francisco police will soon begin in-depth training on how to better deal with mentally ill and people under the influence in crisis situations. the first session will start today and run through saturday. it's meant to expand on instruction that officers already received. the additional training comes after several highly publicized police shootings of armed, mentally ill people. >> and post offices all set to deliver a plan that could mean the end of overnight male service and the loss of thousands of jobs. damien trujillo is live in san jose on lundy avenue, carrying a

much heavier load these days. good morning, damien. >> good morning, jon. this center is now processing the mail also for the city of salinas. they had to shut that plant down and bring the operation to san jose. the united states postal service is doing all it can to avoid bankruptcy. it is in the red. it is in trouble. the post office has seen a 20% decline in mail since 2007. much of that is attributed to the internet e-mails and facebook. it's how we communicate now. the postal service will make the announcement later this morning in the nation's capitol. they are expected to make $3 billion in reductions. it means the staff letters may no longer arrive the next day for first-class mail. your postcard or birthday card may get there a day or two late. they already announced a 1-cent

increase in first-class male to 25 cents. 30 others are on the chopping block with the reductions and layoffs. it's 24/7. it's nonstop. we drove around the back right now. a lot of work is being done in san jose. damien trujillo, back to you. i'm sure they will be busy with all the letters to santa coming up. it's 5:05. the oakland police department is beefing up its force. the city received a $10 million grant from a u.s. justice department program that will allow it to hire 25 police officers in providing police academy which starts today. to 4 of 25 positions will be filled by rehiring officers that were laid off back in july of

2010. the officers will be stationed near several middle schools. things slowly back to normal in the mountains after thousands lost power during high winds. pg&e crews spent the weekend trying to restore power to homes and businesses in the dark since last week. only 1,000 people were without power as of yesterday afternoon. they tell us this morning all power has been restored. as many as 545,000 homes lost power because of all the wind. >> they are thinking big when it comes to building its wing. neighbors think it's a little too big. the request "w" hotel is trying to block the museum from building its wing next door. the museum didn't do enough to explain how it will slow down traffic in the area. the "w" says the 235,000 square

foot expansion will block the loading and valet areas. >> they had wind. they had fog. let's find out what's on the the buffet this week. >> we're serving up more breeze in fairfield. nothing out of the ordinary for us. if you've been waiting for rain showers to watch your car, go ahead and watch it. now winds are pretty strong in fair field. this is the only place to stay at 20 miles per hour. the told just can't settle in. that's the case throughout tonight. we won't see as much wind. temperatures in the mid-20s. possiblily near record lows in the north bay and east bay hills in the morning.

we have 40 trains on time m that's a great alternate for you. then, park in a spot that will get a lot of sun. likely anywhere in the bart parking lot. we'll look at the roadways as well. we have no problems approaching the bay bridge toll pla virginia. very few cars out there. it's very early for this commute to have any backups. >> this is how it's supposed to go. very, very happy here. a fairy tale season for stanford's women soccer team. they win the national championship. two stanford seniors who played together since they were kids combine for the lone goal of the game. stanford beats duke and georgia on sunday. 94-4 over the past four years.

had in some time. temperatures dropping into the mid 20s. we have a freeze warning in place until 1:00 a.m. that last until tuesday. this wind keeping things nice and mild. temperatures are in the 30s in the north bay in some cities. upper 30s for now. we'll drop off a couple more hours before we hit the overnight lows. by tomorrow a cold and clear start. because we start out so cold t sun will have to work hard to get to the daytime highs we usually see this time of year. so temperatures will be cooler in the afternoon. 42 right now in santa rosa. 29 in gilroy where the wind picked up a little bit. so the winds are helping you out down there. we'll hit 60s with full-on sunshine. throughout the day the breeze will relax. high pressure has really been very stubborn and just sitting over the great basin, making for breezy conditions all weekend

phones. zble we're liing it every day. it is 5:18. this morning people five have been questioned in a west oakland shooting that injured seven people, including a toddler. 1-year-old is still clinging to life at oakland children's hospital. the five people being questioned belong to a gang which may be linked to the shooting. police are calling them persons of interest. they're being held by police on unrelated charges. they are loud and nosey and supposed to give a warning of intruders entering a home. but one east bay city is taking a stand on false alarms. they have to approve the law by january 1st. they want to truce the number of false alarms being reported, which nationally is more than 90% of the time.

the giants supporting a claim filed by a coalition group which argues san jose's environmental review of a proposed stadium site is not up to snuff. the claim also argues city leaders shouldn't sell discounted land without putting it to a public vote. the giants oppose the move because they have a huge fan base in the south bay and do not want to give it up. it's 5:23 now. this week will brick a major test for jean quan as a movement to recall her from office is gaining momentum. once that happens, supporters of the recall have about five months to gather nearly 20,000 signatures to qualify for the measure on the november ballot. mayor quan calls the recall unfair, pointing out she's only been in office for 11 months. quan supporters argue her accomplishments are overshadowed by occupy oakland.

good morning to you, thanks so much for joining us. i'm laura garcia kan fon. >> good morning. i'm jon kelley. time to check in, was that wind out there we were see sng. >> all shake and bake in the higher elevations this morning. the good news is the wind is keeping you mild in fairfield, where it's the strongest. you have the mid-40s and right now gilroy, which is not receiving any wind, has fallen to 29 degrees. as we wake up tomorrow morning, not expecting any wind at all. we'll take you through the forecast. first, we want to get you to work on time off to a good start on a monday morning with our very own mike inouye. >> we're already. we look to the east bay. antioch, highway 4, where overall they're looking okay. i want to zoom in to the hillcrest center, showing us 39

miles per hour speed reading off the antioch bridge. that's early but slowing through antioch. that may mean a heavier commute through the east bay and other parts. i saw something brewing at the toll plaza coming up. people living in a long list of bay area neighborhoods from san francisco down the peninsula and parts of the east bay will see something unusual when they turn on their faucets today. bob redell is live in san jose with a little explaining to do. good morning, bob. >> this could be your last morning for a while where you can brush your teeth with this right here. clear tap water. this could become cloudy or milky. it's okay. the water will still be safe to drink, but it's going to have a lot of extra air bubbles. more than usual. you can let it stand. this will only afgt people whose water is provided by the public

utilities commission. they are doing maintenance on a line in the central valley and updrading another in the same area. which means the water will be coming from local reservoirs. the commission provides water to 2.5 million customers. the 28 cities throughout sf, the peninsula, south bay and east bay. you have to see if the local water company receives water. the water should be back to normal once they are finished on the line. should be during the first week of the new year. don't be alarmed if this clear substance is milky or cloudy. it's just air bubbles. and it is normal. >> it's going to look funky, but it will be okay to inject.

>> people living in san francisco's mission district are saying not in our neighborhood over a plan to relocate aup protesters. city leaders want to move them from justin herman plaza to an abandoned school site on mission street. people in the area say the city set up a meeting to discuss the plan. officials have taken out a full page add to get word out. port officials say because the port handles 8.5 million dlarz in imports and exports of an average day, a shutdown would be costl costly. >> it's unwisely shutting down

the port. it won't advance the goal of decreasing income disparity in the country. the people who work here are the 99%. >> it's really disheartening. but it's good to know we have them scared. essentially this action is hitting at the real wheel and gears of what some would call the 1%. >> next sunday they are planning to blockade all west coast ports, including oakland, los angeles, san diego, seattle, and tacoma, washington. rain or shine. one thing we've always counted on is the mail. the postal service is closing half the processing centers across the country. >> reporter: good morning, la a laura. this center is now processing the mail from the city of

salinas. they've been in the red the last five years. the post office is in trouble. later this morning on the east coast, they will announce some major changes to the business model. like this one in san jose. 3700 local post offices will be closing. and hundreds or thousands of layoffs are expected from the usps. with all the restructuring and changes to personnel, the postal service is expected to save $6.5 billion every year. the uspc is in trouble. it has to do something fast to avoid bankruptcy. business is down 20% since 2007. that's mostly attributed to the internet, e-mail and facebook.

if you still use mail, it means a piece of mail might arrive a lay or two late. plan a birthday card or care package ahead. it may not reach the destination on time. i'm damien, trujillo, "today in the bay." it is 5:35 right now. california's high speed rail authority under fire after reports it spent $12 million on consulting fees. the agency spent more than $7 million on public relations and other outreach. the feds have cut spending for the year. without the funding the future of the entire line is in doubt.

sunrise this morning at 7:05. 62 in redwood city. throughout tonight we're going to lose the wind. the skies will be nice and clear. any sort of daytime heat that we get will radiate back to the atmosphere. that will make for a very chilly night. we have freeze warnings in places in the bay area. the lows in the 20s and 30s as the dense cold air settles in. so, this is what it looks like. if waking up with us, we have a freeze warning in place hat 1:00 a.m. to 9:00 a.m. tomorrow morning. and a frost advisory in place for the east bay interior valleys. very, very cold conditions bring in the sensitive plants and pets, and we'll talk about what's to come after this. your seven-day forecast in my next report. let's check your drive with mike inouye. >> we'll take you to the maize and the approach to the bay bridge. things are moving nicely close

there's a new flu strain across parts of the country. health officials confirming it's existence in children in the midwest. today in the bay's tracie potts is live in washington with more on this new health threat. good morning, tracie. >> reporter: jon, good morning. the city will brief up on it more today. every one of them except for one, children under ten, have contracted this virus. now, here's the good news. it's really only for those with mild symptoms. the serious illness or hospitalizations, no deaths at all. this year's vaccine does not include this particular strain because it wasn't discovered until july.

they were well into production by then. remember swine flu from 2009? big buildup. not a lot of swine flu. not a lot of serious illnesses. the concern by the cdc is people won't take this seriously. they certainly hope they will and get their flu shot. you say nothing serious yet. a little unsettling into the holiday. will there be a vaccine for the new flu coming out any time soon? >> there is. they're working on it. they're working on the strain to develop that vaccine. it's just a matter of how quickly -- the process generally takes several weeks, how quickly can they get it done. we expect a vaccine during the flu season if, in fact, it becomes a big issue. it is 5:42 now. the field is starting to take place for the gop nomination for

president. newt gingrich is taking the lead, heading into the iowa caucuses cain's backers seem to have shifted over to the former house speaker side with gingrich on top with 26%. mitt romney in second place with 18% support. others are within striking distance. ron paul is close behind romney. he's calling himself from the tortoise in the race. >> so far i would like to think of myself as the flavor of the decade. >> there's no question that mitt has moved. what's the sincerity of the move? >> cain's official endorsement is up in the air with gop candidates trying to meet with a former front-runner. the iowa caucuses are in early january. >> what is the flavor of the week as far as the weather is

concerned? >> the flavor of the week is quiet. it's going to be really nice compared to what we had to deal with last week. the dense fog at the the start of the week. this is still takes place in some locations. for us the wind is more on the mild side. you can see a nice clear start in the bay area. the winds picking up in fairfield. you're now at 22 miles per hour sustained. 13 miles per hour in santa rosa. take a look at the the contrast in the places where you're getting the wind versus those where you are not. where you're getting the wind, 51 in fairfield. santa rosa, which nor notoriously hits. and our temperatures tonight and tomorrow morning should be downright cold. we have frost warnings and

freeze warnings in place for the bay area. 63 in santa rosa. expect 11:00 a.m. climbing up to the low 60s and 70s wounding out to 65 in wine country. 62 in the south bay, san jose, looking pretty good. overall we get a lot of sunshine today. it's the clear sky that will just let all the heat we do accumulate radiate back to the atmosphere, making for a very, very cold start without the wind to mix up our air. freeze warning in place from 1:00 to 9:00 p.m. tuesday. that's for the north bay interior valley. that's where we'll be the coldest. places like san francisco, oakland, san jose, your metropolitan cities will be very cold. make sure you're ready for that. we are expecting frost and ice formation over your local bridges tomorrow morning. so we'll be here to take you through that. we look pretty good. staying in the 60s and upper 50s. wash the car.

mother nature won't do it for you this week. >> it might freeze overnight. wash it. my brother washes his car at weird times. 880 construction zone continues for the area between old bay shore highway and 280. this is until 7:00. just a couple of spots where you have to watch for any slowing. the rest of the south bay looks really nice here. we have a good deal of slowing off the merge of 205. smoother towards north flynn. over there, look at that. slowing there, too. yellow mean speeds are into the 40s through that stretch as well. now the peninsula has nice drive times. 280, a smooth drive as well. a clear view. a nice easy drive.

no delays from santa rosa down through san rafael. and the toll plaza shows backup from time to time. >> appreciate it, my man. richmond police are looking for the man who shot and injured a security guard outside of a hookah bar. the guard was escorting the suspect and three others out of the bar when the man went to his car and opened fire. the guard was hit several times. the man drove away with three others in the car. investigators have not released a motive for the shooting. >> also police arrested the man suspected of shooting and killing another man in town for a family funeral. police responding to reports of f a shooting on griffin drive saturday afternoon. they found tony reynolds dead on the sidewalk. police caught the suspect,

26-year-old gill turner hiding in a closet in a nearby home. he was then booked on suspicion of murder. >> 5:47 now. redwood city police are looking for the person who shot two people outside of a burger king. it happened in the parking lot on middle field road near woodside road. the manager at the restaurant says a regular customer walked in with a bullet wound, asking for help. the man said his friend, he was also outside, had been shot. so far no word on the condition of either men. police are trying to figure out how the body of a milbray teen end eeded u ee eed -- up o of the road. it's across highway 101 from the airport. they have not released a cause of death. police say the area where the body was found is closed off to the public, so somebody would have had climbed to the fence to get the body in.

49ers are going to the playoffs. they climpnch the nfc west division title with their win over the rams yesterday. it will be the first post season trip for the 49ers since 2002. now they try to clinch a first round buy in the playoffs. they travel to arizona to take on the cardinals next sunday. the raiders sit in second place in their division this morning. they lost their grip on the top spot after losing 34-14 yesterday. the broncos won their fifth straight game. the raiders and broncos have identical 7-5 record. next up, a trip to green bay to face the undefeated packers. e stanford missing out on the bcs title game. instead, they will play oklahoma state in the ostitos fiesta bowl in glendale, arizona.
