on the south bay commute from redwood city down through san mateo approaching the bridge this is morning, you're finding light rain across the east bay. snow in the sierra so we have rain off and on by times. it's the morning drive. >> people have tried to dodge the rain drops, too. not a good idea. just stick to your route. 're getting an illustration of why you want to watch the roads. drizzle at times. they are wet. so watch the transition be but the volume is increasing. we'll watch for those to be report reported. new this morning, nine years after it started the u.s.

military declares the war in iraq is over. tracie potts is live in washington to show us the ceremony from overnight. >> we watched them as they came in. today the u.s. declared that it's over. this morning they participate in an end of mission ceremony taking down the last u.s. flag, marking the end of this 9-year-old war. >> as we confront the strategic challenges of the future. we will never forget the lessons of war. we owe it to all of the lives that have been sacrificed in this war. not to fail. >> president obama congratulated troops and thanked military families at ft. bragg on

"today in the bay." >> thank you very much, tracie. as of today there are still two u.s. bases. about 4,000 troops left in iraq. the final mission is to get those troops out safely. they're all slated to be out by the end of the year. but the goal is before that. >> also new this morning, the republicans introduce a $915 billion spending bill to the house. the bill made the debut in the early hours this morning. it's an attempt to force democrats to finalize legislation to keep the government working beyond the weekend. a temporary funding measure expires in just two days, if nothing is done they would shut down major services. it's 6:04 now. police are closing in on a suspected serial rapist on the run since the attack of a bay area woman. this morning they traced him all

the way back to southern california. christie smith is live at the contra costa sheriff's department where local authorities are building a case. >> he tells me he believes that this very violent rape happened here over the weekend. that this woman was not only raped but bound and gagged, threatened with a gun and hunting knives. the man told her he was going to kill her. she was shaken up, but she was able to identify a possible suspect. that man 45-year-old steven paul clark out of oakley. investigators had been tracking his cell phone after the attack and picked it up last night in the san diego area. they went to a rest stop there and clark ran, jumped a fence. he was with a female companion at the time, believed to be an ex-girlfriend who told

investigators she was confused and didn't know about his history. clark told him to jump and run with him. they did identify his car in the area. a dark-colored dodge intrepid. he told her the reason he wanted to go was to see some beaches. investigators believe he may have been trying to get to the border down there. since then, about 6:00 last night, even into this morning, there has been a man hunt going on, as far as we know they have not seen him. they believe he's on foot and still in the area. i do have calls into a spokesperson. i'll send it back to you guys in san jose.

one san francisco community is keeping a close watch over the neighborhood after a couple of women were attacked. two rapes over a three-week period along 24th street in the mission district. here's a sketch of the man who attacked the two women. you can't see his face here. >> it is 6:07 now. a federal judge is expected to sentence barry bonds tomorrow. a jury convicted the former slugger on one count of obstructing justice. prosecutors are pushing for a 15-month prison term for him. the men accused of brutally beating giants fan bryan stow will be back in court. the los angeles judge will decide if there's enough

evidence to bring them to trial. they're accused of sucker punching stow and kicking him when he was down outside dodgers stadium. stow spent months in a coma after the t beating but has shown improvement in recent weeks, talking with loved ones and writing his own name. a hearing will take place for alyssa tejada. she was in her boyfriend's car when he was accused of running down a firefighter on thanksgiving day. he suffered a severe injury in the attack. this morning a man is recovering after being beaten by a bat or stick near a popular hangout. the attacker is still on the

welcome back, everyone. 6:13 right now. a stop and go plan to run caltrain service over the bridge is bad news for the rail but good news for the process. they may give a chunk of money allocate odd the rail project to ac transit instead. the $5.5 million would go to running more buses over the bridge. the plan to run caltrain over the bridge has been in the works for decades, but it's certainly stalled several times. # $00 million has been raised for the project. $400 million more is needed to get it started. the debate over the high speed rail line shifts to the house this morning. they will hold a hearing to examine the cost and growing

concerns over the high-speed rails. several california lawmakers are scheduled to testify at the hearing. >> shoppers who take bart in oakland will get safety escorts for the next two days. volunteers who trained at the oakland police department citizen's academy will be there tonight and tomorrow night from 5:00 to 9:00. they will partner with bart and officers for the city of oakland to help keep riders safe by walking them to their cars once they get off the train. it's the third year of the safety escort program. good morning. 6:15 now. a little bit warmer because of the rain. >> yeah, we got some rain. air quality is nice. it smells nice and fresh. it's slowing down your drive, perhaps in a few spots. especially around the south bay. we'll take you to the radar view. look at that. the areas just south of the san mateo bridge.

almost down to morgan hill. not quite. you're looking at pockets of rain. same story around 880 towards union city. and a few areas of light rain in in the castro valley. a little for waiting for you in areas south of san mateo. all the moisture is getting out to the sierra, where we're seeing snow close to 4,000 feet. chain controls up on highway 50. also chain controls on interstate 80. once the system goes on by. we could be dry for the next seven to ten days. high pressure will build in once again, which will set the stage for more of the gusty, offshore winds this time tomorrow. so future cast shows you the main event for the rain happening right now through lunchtime. then as we head to the evening commute, we suspect what is left of the showers should be moving away from the south bay. so some sierra snow to talk about today. that's good news.

starting to fall behind on the snow pack. by tomorrow winds turning offshore. to the start of the weekend, more chilly mornings. afternoon temperatures will be coming up a little bit as we get closer to the weekend. today is 56 degrees. san jose will call for some clearing to the afternoon. again, most of the rain falling before lunchtime. look at that. truckee is 37 with snow showers today. now tomorrow, breezy and dry as we head into the weekend. things will be dry. chilly mornings. pretty nice afternoon. this morning looks to be the last of the rain for a while. >> that's good, rob. we have to deal with it right now. we're seeing the start of the commute for the south bay combining with the rain. we don't have major issues farce the speeds go. but we do have speeds into the 40s. no major incidents for san jose freeways. and i guess that's better news. and you're talking about the rain that came down the lower bay shore. 101 as well as 280 showing you close to the limit throughout this area. the entire peninsula is looking

good as far as the speeds go. but we're watching for the slick conditions. we talked about spin-ups being a possibility. one has been reported here for southbound 880 at whipple road. right at the off ramp. the slick conditions will make that a possibility for you as you're getting off the the freeway. just be careful. no slowing at the scene yet. we'll watch for that. this is about the time we should see slowing south of 92 anyway. coming through sunol, highway 84. northbound 680 at the exit. we have an earlier big rig accident. the big rig is off on the shoulder. that will be a distraction. and we end with a live look at the bay bridge where the backup continues and all lanes. >> it's that time. thank you, mike. 6:18. we are beginning to see an explosion in job growth here in the valley. but other industries in the bay area could be left blind. bob redell is live in san jose now with a look at two different economies in the bay area.

bob, good morning. >> good morning to you, marla. this is something we've been seeing for some time where you see tech going one way and other industries being status quo f not actually on the decline. but with regard to tech, companies in silicon valley are predicting to hire 5% more people within the next year. this is according to a study just released by nova, an economic development agency out of sunnyvale. if you look at the real numbers, that would come up to be 28,000 new jobs in the next 12 months. nova surveyed 50 tech companies. they found the majority do intend to hire more people within 12 months. about a third plan to maintain the status quo. only a certain percent are looking at layoffs. three-quarters of those hiring say it's getting harder for them to find people. in part because of the new technologies. they're newer, which means people are commuting with them. cloud technology is just one

example. we're talking about the divergence between tech and other industries. here's the prime example. unemployment is around 3%. compare that to the overall unemployment rate in stanta claa county, which is 9.8%. it shows that tech is really in a world of its own when compared to other sectors. this is interesting. a similar survey in may predicted tech hiring to increase by 11%. and here we are today. we have a survey showing it will increase by 5%. a sign that, yes, tech is still growing. but that perhaps the rate of growth is slowing down. marla, laura. >> okay, bob. thank you for that. the marines are collecting toys for to the this is morning. right now this is a live look at the event at the toys "r" us on blossom hill road, of course, in san jose, just off the express way. scott budman is there to help

6:23 right now. the san jose earthquakes are one step closer to scoring a new home. city leaders approved a permit for the club to start building the $60 million stadium. the 18,000-seat stadium will be built next to the international airport. some people living nearby are worried about noise pollution. the city agreed to meet with neighbors every year to find solutions to any possible problems once the stadium is built. san francisco's long awaited target store is on target to open in the south of market area. redevelopment leaders cleared the way for the new target store to move onto the second floor of the metrium last night. construction is set to start in january, opening day in october. they expect the 85,000 square-foot store to create 700 construction jobs and 600 permanent jobs. new tariffs on american cars coming to china are straining

ties with the u.s. the new tariffs up to 22% will affect vehicles from gm and chrysler, among others. non-american cars imported from the u.s. will not have to pay. chinese officials say u.s.-made suvs and luxury sedans are being dumped on the chinese market and damaging domestic industry. gm says it is working with represents from the u.s. in china to sort things out. 6:25 now. facebook this morning finally rolling out the long promise to time line to users. good morning. if there isn't an offer now, time lines are a new way ou of laying out your facebook profile. more pictures, more information in a chronological order. once you sign up for it, you have seven days to put it

woman. we have team coverage beginning with christie smith. local authorities are building a strong case. good morning, christi. >> i spoke with a sergeant in contra costa county who said he believes this violent rape happened here in contra costa county over the weekend. and they got a tip that their suspect may be in the area. they apparently have been following cell phone pings. tied to 45-year-old steven paul clark. the victim identified him earlier as the person who bound, gagged, raped and threatened to kill her with a pair of hunting knives. they located the car at a rest stop at interstate five. he was with a female companion.

believed to be an ex-girlfriend. he told her to jump the fence with him and follow him. but he's confused by the whole thing. told investigators that she didn't know what was going on. and she thought that they were going to san diego because he wanted to visit some beaches there. investigators think he may have been trying to get to the border to mexico. there has been a man hunt since yesterday. my colleague is live near camp pe pendleton. at this point, as far as we understand, there is still a man hunt going on for him because he did take off on foot. they do believe he's still in the area.

this morning a sheriff's deputy is out on bail after being accused of rape. police arrested him as he arrived at the jail where he worked. police say the crime took place in september. he and the alleged victim reportedly knew each other. wan to take you to san diego where we are closely following the serial rapist that has been spotted there coming from the bay area. i want to turn now to kelly mcpherson who is live covering this part of the story for us. >> this is the rest stop where steven clark was last seen in camp pendelton. the officials in the bay area. you can see the area has a lot

of construction. awe the fencing is up. he saw the cops and jumped the fence and ran to the other guys. they were here all night last night until 6:00 p.m. until early this morning. they believe he has two knives, a semiautomatic handguns. they've not been able to find him. they have a great witness. that is the ex-girlfriend here at the rest stop with clark. she said she thought they were going to the beach in san diego. from where we are right now is 60 miles to new mexico. the woman with clark is cooperating. she is trying to help them with the investigation. we expect chp and the sheriff's department down here to continue

their search into today. >> thank you very much, kelly. it is 6:36 right now. drug agents and s.w.a.t. teams raided a medical marijuana dispensary in newark and a home in danville. they were for conspiracy and sale of medical marijuana. four people lived at this danville home. agents arrested a woman they claim manages the pot club. they're still looking for three others. an assault rifle, a shotgun, ammunition. 20,000 pounds of pot and $40,000 in cash found inside the house. operators were pocketing six-figure salaries off the dispensary that is supposed to be nonprofit. pg&e is turning off the lights for customers in santa clara county. they removed smart meters without permission. a dozen hired licensed electrics

mainly lighter rain and sierra snow flying there. we're expecting partly cloudy skies and the showers out of san jose. temperatures in the mid-50s in the bay area and san jose. 56 degrees with some clearing today. the south bay will be the last place to clear. dry weekend ahead. some of the rain slowing things down around the tri valley and south view ahead this morning. >> we have another thing slowing you down into the tri valley through sunol. the headlights, you're looking at the backup. they're trying to remove a big rig that went off of the road.

he talked about lessons they'll never forget and new opportunities the forge partnerships and become a close ally with a newly democratic iraq. messages were echoed from president obama's address where he thanked military families, saying this ended not with a battle but with a march home. still those in washington and other places who disagree with how the war was handled. john mccain on the senate floor saying history will judge president obama with scorn and disdain that he opposed the surge that led to the successful end of this war. a war the congressional budget says cost over $750 billion and of course, hard to forget there were almost 4 u 500 lives lost. >> such a historic day. >> it is 6:44. police near san diego are picking up the hunt for a rape

i don't have details, but the slowing to the fact it may block at least one lane. the metering lights are on at the bay bridge and slow doing the east shore freeway from richmond to berkeley. what things are like at the toll plaza itself. all lanes are backed up all the way over 880 and crossing down the curve. we get another live look. northbound 101 is slowing all the way down to the airport. 87 is really jammed up off the 85. and we're still watching the progress. the big rig is still removed from the roadway. still wet, guys. thu morning they traced him all the way back to southern california. today in the bay is live at the

sheriff's department with the latest development. good norng, christi. >> good morning to you. this is a really scary story. a woman raped here in contra costa county. she was able to spot a suspect. police picked up a cell phone ping. that suspect, steven paul clark. 45 years old. the chp spotted him at a rest stop he jumped a fence and ran and apparently was with a female companion and told her to do the same thing, but she did not. she was confused by the whole thing. he said he wanted to go to southern california to see some beaches. and she didn't know about his

history. investigators do have his car, and they'ring it now for possible evidence. what they're thinking is that what he wanted to do is go down there and head towards the border and try to escape to mexico. there was a man hunt in the area. the rest stop last night. they weren't able to find him. but they're expected to pick that up today at daybreak. i'm christie smith. i'll send it back to you guys in san jose. >> thank you very much, christi. >> former giants slugger barry bonds will get his sentence for obstruction of justice tomorrow. bonds is set to be sentenced in a san francisco courtroom. prosecutors say bonds should serve 15 months in prison. but his defense team is asking for probation. bonds is accused of misleading the grand jury during his testimony about steroids. the jury convicted bonds of obstruction of justice earlier this year.

the men are accused of punching snow and kicking him when he was down outside the season opener in march. he was showing improvement, talking with loved ones and writing his name. and oakland police officer caught on video firing a nonlethal weapon is reassigned this morning. this video here shows scott campbell's point of view as he walks several yards. you can see an officer whose name has not been released firing a nonlethal shot. campbell is suing the oakland police department in federal
