counties. cooler today with those low clouds and another spare the air day because, unfortunately, with this high pressure that sets up, puts in a version over the bay area, the air can't mixed down. a lot of people want to bundle up and start a fire. can't do it. also we are following developing news for you this morning. a s.w.a.t. team situation happening in menlo park as we speak. police are at the scene and confirm some sort of activity near howard street which is near the border of east palo alto. we'll have the latest for you as details become available. this morning there are no u.s. troops left in iraq and some of the last to pull out are already home in fort hood, texas. 300 soldiers were reunited with loved ones overnight. with spontaneous horn honging,

soldiers left iraq and crossed over into kuwait. after nine years, $800 billion and 4,000 lives lost the iraq war is over. richard engle was with the troops as they left the country and has this look as what was their first part of their journey home, how it looks and how it feels. >> reporter: a last roll call before going home. >> definitely a great thing. i can't wait to go home. >> get my life back again. spend some time with family. >> reporter: u.s. military command closed in baghdad. kuwait is iraq's official out processing center where the war is packed up and shipped home. >> we look forward to getting home. about six months, a year from now everybody will look back on it wow we were the last people there. >> reporter: the iraq war was launched from here in kuwait nearly nine years ago. now everything seems in reverse. the troops are leaving from where they once prepared to

fight a dictator. the war is ending where it began. tanks are being washed instead of prepped for battle. kuwait's lot 58 is being described as the world's biggest parking lot. it is packed with $8 billion worth of vehicles. >> it's coming all here. it's getting put on the property book and make being sure we can account for all the equipment. >> reporter: for the troops the procedures are simple. but can seem slow and boring. most of the troops spend about five days in kuwait turning in gear. filling out paper work. packing. and loading. until finally a pre-flight inspection, x-raying weapons. as they pass a sign that reads freedom the troops move to a holding pen, ironically called lockdown. kuwait can feel like the worst five day layover. they play cards. and games. but the flights do eventually

come. >> happy to go home. >> reporter: after a war that tore and tested a nation the army is going home. richard engel, nbc news, kuwait. >> back home relief for several alameda families that escaped a massive fire. a three-alarm fire engulfed the south shore apartment building around noon yesterday. flames swept through 18 units destroying three of them and causing more than a million dollars in damage. investigators say that right now it looks like a baseboard heater started the fire. no person was injured but we do cho one pet died. at least 20 families who were displaced have found places to stay. and are getting assistance from the red cross. the renters, by the way, were forced to have renters insurance so they will get some relief there as well. this morning san jose police are urging people to be on alert after reports that a hell's angel member wanted for killing another hell's angel member was spotted back in town.

this man was in san jose within the past day and a half. he has been on the run since the deadly shooting of a hell's angel member during a funeral service on october 15th. he's considered armed and dangerous and has known ties to gilroy, campbell and fremont. to politics now. a top gop candidate is getting a very important endorsement heading into the iowa caucus. mitt romney now has the back being of the "des moines register" newspaper. the paper says he has the best judgment of all republican candidates. the iowa caucuses kick off the primary elections in the first week of january. a small victory for the obama administration as the senate approves legislation affecting workers paychecks and those without a job. the senate voted to extend a payroll tax cut this weekend. also approved long term jobless benefits for another two months. the house will vote on those same bills this week where it is expected that they will pass.

president obama did call for a year long jobless benefits, congress also passed next year's $1 trillion budget on friday. in fairfield a nativity scene and menorah are causing a stir. the military religious freedom foundation wrote a letter to the base last week saying the display violates the constitution's freedom of religion clause. the group asked the base to move the religious items to a nearby chapel. but the base denied the group's request saying it will not remove the nativity scene or menorah. the base issued a statement said upon review the inclusion of a sponsored nativity and menorah as broader of a secular seasonal display does not violate the clause of the united states constitution. we still have more ahead for you on today in the bay. a new place to sample food from all around the world starting today. we'll show you where you want to head to try it out. if packed malls is any

. first came black friday, then was cyber monday and now on this final full weekend of the holiday shopping season retailers are all the jig up sales from what stores call super saturday. retailers were working hard to lure christmas shoppers and if lines at the mall were any indication they had some look. we have a look at the last ditch attempt to get folks to spend some cash. >> good deals. >> all the stores are having good deals. >> reporter: these are the signs of christmas at mall, the bay area and across the country. >> traffic is very strong and we're excited this year because we're seeing a lot more shopping bags than last year. >> reporter: retailers dubbed this day as super saturday. a chance for customers to finish checking off their christmas list and retailers to entice shoppers with door buster deals. >> what are your looking for?

>> everything. >> i ended up with ten and six for myself. >> reporter: super saturday is usually the last saturday before christmas which this year would fall on christmas eve. but since stores will be closing early that day most retailers slashed prices early because they can't afford not to. >> it's huge. 50% of our year is really in this two months, november/december. >> reporter: the holiday shopping season is exceeding expectations. the national retail federation revised its forecast projecting holiday sales to rise 3.8% this year. to a record $469 billion. >> would you say you're spending more this year? >> yes. yes. i got a big bonus. >> i kind of lost track after the first hour. so, i got a little bit crazy

the forecast that looks incredibly dry. >> especially given december is one of the wetter months around the bay area. we'll show you our monthly rainfall totals. right now chilly start to the morning. our inland spots that are fairly cloud free dropped off overnight. notice the numbers coming up a bit now. napa up to 36 degrees. i say up because it was 27 about an hour ago. 40 in fairfield. 48 san francisco. 39 in san jose. offshore breeze or that easterly winds moving into solano county which is the fog pushing from the central valley pumping low clouds into the east bay. concord and fairfield seeing visibility down to a quarter of a mile. not enough wind or rain, we have another spare the air day. worst quality will be up in the north bay valleys and until we see more wind and rain air quality will be an issue. for today we have the fog and chilly temperatures for the morning. for the afternoon with the extra patchy low clouds temperatures will be running a little bit cooler.

mid-50s and even some low 50s out by fairfield and concord. dry pattern continues. this is the totals we should see by the end of the month. we're halfway through. the totals right now look like that. bone dry by december standards. if this holds up this will be the driest december since 1989. hopefully we'll see a change. only rain in southern california scooting off towards arizona later on today. for us the moisture we have in place, it's that fog pumping in from the central valley and here's the blocking ridge of high pressure. we call at it blocking pattern because it's not allowing any storms to come through. on the future cast over the next week or so maybe a few sprinkles here in the north coast but this is a seven day to eight day forecast and things are still looking dry here around the bay area. temperatures for the afternoon from san jose south we should see temperatures closer to 60 degrees. cooler around the north bay today. the inner bay and into those

inland east bay valleys where that fog could stick around into the early ann. temperatures near 60 in san jose. 50s to near 60 across parts of the north bay for the afternoon and yes fog i from sacramento to modesto. the pattern won't change. breezy by the end of the week and dry maybe past christmas see a pattern shift. right now no rain. >> we were talking with someone yesterday about the fact that last year's snow was so great for people who like the snowboard and ski. you couldn't get up there to tahoe. >> probably the best year for skiing and a real deep snow pack. this year kind of a slow start. >> best year for travel. >> that's true. in the philippines the death toll continues to rise following the tropical storm that swept through the southern part of the country. red cross says more than 500

but there's a question about the pricing. >> reporter: they seem like a perfect choice for book lovers. but you may expect the versions of books would be less. but that's not necessarily the case. take a look at this book "the antagonist." the printed version has a listed price of $32.95 if you buy it at a store. the ebook version? also 32.95. that does not sit well with some writers. peter nowak felt the high price of his book scared off potential readers. >> the ebook should be priced lower than the hard cover given the costs involved in not having to print it and not having to distribute it. >> reporter: publishers say that's not how it goes. >> a publisher is not a printer. a publisher is an organization

happening in menlo park. police are at the scene and they are confirming for us that there is some sort of activity near the border with east palo alto. police will have a news conference late they are morning to release new details. we have a crew headed to the scene and latest developments as they become available. an off ramp to east capital expressway opened after a deadly collision this morning. chp officials tell us a car hit a pedestrian who was on the exit just before 2:00 this morning. the roadway was shut down for more than an hour. that investigation is still ongoing. and families across the country are celebrating the holidays with the return of loved ones from iraq. the last remaining u.s. forces have left the mideast country and troops are making their way to kuwait. driving on the same road from where the war started nine years ago. soldiers weaved home as the troops passed the border. most soldiers will spend five days in processing before they get to fly home.

some are looking back with a sense of history. >> six months, a year from now, you know, everybody will look back and wow we were the last people there. >> definitely a great thing. i can't wait to go home. >> see my wife again. spend some time with the family. >> nearly 4,500 americans died during the iraq conflict. costing the u.s. more than $800 billion. a baseboard heater appears to be the cause of a fire that ripped through 20 apartments in alameda forcing dozens of people out of their homes. the fire happened on showerpoint court. investigators spent 12 hours at that scene. today we talked with some of those left homeless during this holiday season. >> reporter: this youtube footage shows the fire at its peak, flames shooting out of a second story window out of the south shore apartments in alameda and thick black smoke billowing overhead. >> it started smoking and then at some point the flames started coming out and we can feel it

from our balcony here. >> reporter: it was a scene she recorded on her iphone as she tried to reassure her daughter everything would be okay. >> she started crying. got nervous. i was shaking when i was taking the video. it was really scary. >> reporter: flames spread to a total of 18 units. three of them were destroyed. the others sustained serious damage. everyone escaped but a family's pet a small dog that died in the fire. juan rivera said the fire started in the apartment next door to his. >> he started his baseboard heater. he went to take a shower and when he came out his room was on fire. so we started knocking on all the doors, make sure, at least on our floor and for some reason i went back inside, grabbed my computer. >> reporter: rivera doesn't have an apartment to go home to. but he and others are grateful the loss was just material. >> i'm fine. material things. i'm still alive. nothing that a paycheck can't

cover. >> that's an amazing attitude. the red cross says that all of the people displaced have found places to stay. people that live in the apartment complex are required to have renter's insurance so that insurance should help cover some of their losses. san jose investigators made an rest of a woman stealing jewelry from children. 28-year-old sandra velasquez approached girls at three san jose elementary schools pretending to be a family friend. police say she would take their necklaces and replace them with costume jewelry in return. the victims ranged in age from 5 years old to 8 years old. velasquez is being held on $100,000 bail. leaders at a pleasant hill middle school are apologizing for a racist image that was emailed to parents. it was attached to the tgif newsletter on friday. the picture shows a black character from the peanuts cartoon with a noose around his

neck and the words white pride scrawled nearby. the principal says the picture was taken to document a school measure ral that was vandalized. whoever sent out that newsletter accidentally attached the wrong image. when the principal found out what happened she quickly sent an apology e-mail. a concord teenager faces serious charges for a recent killing of birds. police arrested the 17-year-old on friday on animal cruelty charges and is accused of killing at least two dozen birds at concord park since late october. 24 geese and ducks were found shot to death. that teenager is being held at juvenile hall. it may be cold outside but today is a spare the air day.

a problem. it's only going to be a problem if you're heading outside to put up your last minute decorations. chilly out there this morning. the third time is the charm when it comes to california getting some of that race to the top education money. twice before california tried to get a portion of more than $4 billion in a fund created by the obama administration for states that want to improve their education standards. twice before california was denied. this time, though, the state will get 53 million for early childhood education. for more on this let's bring in larry gerston. why did california get it? >> california is desperate when it comes to getting education funds. we rank 48th, 48th, only 50 states, 48th per capita of funding. this grant it doesn't apply to education per se. it does apply to getting kids ready for school, preparing them to succeed once they enter the k

through 12 education experience. hopefully it will contribute a little bit towards improving our education. >> we're never going say no to free money but the question is why now and why wasn't it possible to get that money before? the state did put an effort forth twice before. >> right. this is unfortunate. different people are going to give you a different spin. it depends on whose ox is being gored. race to the top is getting states to improve teaching and effectiveness. teacher organizations and administrators have been at odds over how much responsibility the teachers have for student achievement. so, with these two sides so far apart, it's just been very difficult. california has submitted weak applications again and again in the eyes of the trees the top managers. the bottom line here is so far we've missed out a lot. now $3.3 billion of the $4

of 30s up there in the north bay. the winds are still slightly out of the northeast and again this acts like a fog machine for the delta. pumps in fog for concord, visibility a quarter of mile. heading up to sacramento look out for that dense fog as you make your way through concord and fairfield this morning. air quality without a lot of wind and high pressure what sits in on top of us like a dome and acts like a lid over the bay area, all the smoke particles can add up around the bay area overnight. we're seeing a spare the air day today. another one tomorrow. north bay counties see the worst of the air quality. now frost and fog for the morning. changing over to some cool sunshine, especially areas south of san jose. sunny start but not quite as warm as ed especially from san francisco northward. oohs to the north bay and inland east bay valleys. heading out to the raiders game taking in the detroit lions mid-50s with patchy cloud at

times for the afternoon. no rain on the board here in the bay area but southern california seeing scattered showers as that upper low tracks into arizona and this is the pattern we're seeing. weak systems coming on through. high pressure holds on through and gives us foggy mornings. it blocks this incoming system. it blocks incoming storms sends them up to british columbia. on the east side of the high pressure we get inside sliders that stay too far to the east of us taend to stay dry giving us more wind than rain. future cast showing you that high which is right here not really letting anything get through. few systems try to weaken the ridge and bring showers on the north coast but expecting dry conditions all the way through this week and very likely into next weekend. that is next sunday morning you're looking at there with not much rain showing up. temperatures today for areas around san jose south low 60s, mid-50s around san francisco. heading up to the north bay and as you head over towards

sacramento you'll continue to see foggy conditions. mid-40s by daytime but in the teens overnight. so we can't get the natural snow but still cold enough for the machine groom snow in the sierra. there's snow up there. you want that natural powder to come on down. not adding to it there. there's enough cold temperatures there that they got most of the ski runs open. you just don't have the incredible snow pack like we had last year. that seven day looks dry. later on past next weekend looks like some storms will try to come in. >> you don't want to cross your fingers for storms especially when people are traveling. but it is kind of nice to have that kind of driving weather. >> yeah. nice once everyone gets through this holidays and gets new skis. hopefully the pattern does change. >> thanks, rob. a silicon valley charity is asking for the public's help providing toys for needy south

bay kids. today the 25th annual union community resources party is planned for the secular fair grounds in san jose. it's a huge party where more than 9,000 children are expected to attend this year alone but right now the charity only has 5,000 toys. other organizations including toys for tots have pitched in but it's still not enough. officials are blaming a struggling economy for the slow response. >> it has to do with what's going on with the economy, certainly and there are much more people in need, a lot more people out of work this year and many, many more people came in to ask us for help. so, we're caught with one day until the event and a few thousand toys short. we hope people will continue to be generous. >> if you fine yourself in a position of being able to help, you can still donate toys. there's a truck waiting at the secular valley labor center in san jose this morning. the festivities are planned for 1:00 this afternoon until 4:00 but they will take your donation any time you can drop it off.

it was bell ringing at its best in san francisco. salvation army ringer captain butch serriano rang out after more than two days of continuous ringing. he was still smiling when we checked in on him at noon yesterday. he stopped after 51 hours, 10 minutes, 25 seconds. he gave up his quest to set the record for the longest continue just charitable bell ringing. there were 23 other people across the country also vying for that title when the quest began on thursday. bell ringer in illinois clocked 60 hours of continuous ringing set agnew world record. butch's effort does give him the record among salvation army commissioned officers as those who lasted longer than him were either staff or volunteers. but i don't think it's fair he did his ringing outside and the guy who did his was inside a mall. i'm just saying. in the first of its kind in southeast asia a sand sculpture

festival in indonesia. 42 sculptures are being created by artists from all over the world. there's an international theme with egyptian pyramids and london's big ben. panda's at one chinese park is having too much fun. they spent the day rolling around in the snow. that's precious. they eat, they play, they love the cold weather. pandas are normally found in the chilly central mountain region of china and there are only about 1,000 left in the wilds. that's what my kids look like in their p.j.s. they look like these guys. scientists were surprised at a recent birth of a golden haired monkey in china. it's an unusual time the year for the primates to give birth. scientists at the wildlife rescue base where the monkey born females usually conceive in the fall and give birth in the
