i have that christmas forecast ready to go. got a new crash in oakland, huh? >> that's right. we do have eastbound highway 24 at martin luther king boulevard or just thereabout. we have an accident. car is spun out. it's facing the wrong direction. there may be another car involved. no major slowing off the 580-980 interchange and heading eastbound. we'll track this because it's getting crowded. developing news out of north korea. leader kim jong il is dead. the country announced today the leader died saturday of a heart attack and just hours ago a south korean news agency reported north korea conducted at least one short range missile test today. south korean government says it cannot confirm if a launch actually happened, but did say a launch would be part of a

routine drill and had little relationship to kim' death. the worker party announced the youngest son kim jong il. it's in his 20s or early 30s. he is not ready to rule and is likely going to rule from behind the scenes. investigators are trying to figure out what caused a small cessna plane to crash into hayward airport. this happened last night. firefighters rushed to the scene to put out the flames. no word yet on any injuries. new this morning a church nursery is boarded up after a van crashed through a wall. this happened at 10:00 last night after a special holiday service. the good news here is no one was

inside the nursery at the full gospel fellowship. it is 6:02 now. a biker on the run since the alleged murder of a fellow hells angel member may be back in town. now officers are asking for your help to find him. bob redell joins us live from the newsroom with details. good morning, bob. >> good morning, laura. this is who police are looking for. his name is steve ruiz. he's a 38-year-old member of the hell angels. spotted recently over the last few days in san jose. officers aren't giving more specifics other than to say they have credible evidence that he was in town. ruiz is wanted for the murder of this man, another member of the hells angel ls. the two got into some sort of argument in mid-october in san jose. they were at the funeral for the president of the san jose hells angel chapter who was shot and killed by a rival biker gang.

the argument ended with ruiz shooting and killing him. he then fled the scene. hadn't been seen since until recently. he had been driving a pewter colored gmc yukon and an older model toyota four runner. officer don't know if he's still using the vehicle. he's not a threat to the general public. in other words, they believe the shooting was an isolated incident. they also believe that ruiz has ties in fremont, gilroy and campbell. marla? okay, bob, thank you. 6:04. foster city police are looking for a suspect involve d with a mysterious death. lst last friday police found the body of a man at a home. the death was initially caused suspicious. but investigators later say the man was murdered. there are no details. anyone with information on this case is asked to call the foster city police department.

this is the first murder since 2006. a convicted sex offender who police say kidnapped and raped a woman is behind bars this morning. 45-year-old steven clark was taken into custody saturday after he was shpotted in san francisco. he has been booked into jail on kidnapping and rape charges. public programs will lose some $980 million in mid year state budget cuts, and one of the programs that will see big changes affects california's youngest lawbreakers. christie smith joins us live with more on the story. good morning, christie. >> reporter: good morning, la a laura. the governor came up with a plan to house more juvenile offenders in state facilities. this could cost about $6.2 million. probation officials here in alameda county have come up with their own idea to basically house them locally and then ask the state to chip in.

this according to the oakland tribune. the started as part of the trigger cuts that tie into a trend of shifting responsibility from the offenders for the state to counties. right now alameda county pays the state about $500 a year for each juvenile offender, and this is to feed, clothe, educate and supervise the most serious until they're 25 years noeld brown wants $125,000. state figure show the cost is closer to $200,000 each. they are skl the state to cough up $150,000 instead to them. to keep the offenders here locally. the county is already building a new camp, 140-bed facility. it's not a done deal, though. a judge would have to okay it before it goes through. that's the latest from here.

reporting live from oakland. tents are being pitched. it's a symbol of the occupy movement. organizers say no one is sleeping in the tents, and they will be taken down before midnight each night. the city council had earlier offered to drop charges against demonstrators if they didn't pitch tents for the next two years, but protesters say this is their version of a work around. and a rare vote of this morning for jean quan. the alameda labor council adopted a resolution opposing recall efforts against mayor quan. council says the recall would distraction attention from the crucial task of confronting the economic crisis in oakland and create additional financial strain on the city. a press conference will be held at the alameda office. really a nice weekend arn the bay area weather wise. let's see if the forecast will

6:12 now. still no deal on the payroll tax cut. house republicans plan to reject a deal to keep the taxes from going up january 1st. they voted to extend it two more months and left washington for the holidays. house republicans want a full-year extension. >> two months is just kicking the can down the road. the american people are tired of that. democrats say it's not fair. house speaker john boehner told them to keep -- to cut a deal to keep tacks from going up on 160 million americans and they did. now if the house comes up with a different plan they would str to come back to approve it or work out their difference in a conference this week. 6 kpln 13 this morning. iraq's convoy troops crossed out of kuwait this morning to the end of the war. details of the last departure

on sunday a computer crimes investigator testified he found more than 10,000 diplomatic cables on manning's work computers. manning's lawyer will cross-examine the witness when the hearing resumes today. want to check in with meteorologist christina loren. she joins us to talk about -- winter is on wednesday. >> yeah. >> winter in california. >> it's going to feel like winter tomorrow morning. temperatures falling back to the 20s and low 30s. we've got some cloud cover overhead right now that's keeping your temperatures nice and mild this morning. you'll notice that when you walk out the front door. you can see from this live picture, we don't have much in terms of fog, but we are expecting more to develop over the next couple of hours. in the north bay you have thick pockets. let's talk about where your visibility is dropping off. not in san jose. not in liver more. it's the napa valley down to 1 mile and we've seen these pockets kind of just swirling

around out there all morning long. that's what we're watching for. throughout the day today your temperatures will climb under full sunshine. 45 degrees right now in novato. 48 in san francisco. so it's nice and mild to start you out on monday morning. as we head through your noon hour, 50 degrees inland. up to 52 in san francisco. and you'll round out the day just about at that 60-degree mark inland and by the water. so we're looking at comfortable conditions. it will just be cold to start. as we head through tonight, high pressure sets up on top of us. all the low cloud cover will push out to sea. and that means the winds will pick up, clear the coastline, but it's that clear sky that makes for very, very cold conditions. and overnight your lows will be 10 to 15 degrees cooler when we meet back here tomorrow morning hat this time. 37 in los gatos. 35 in san jose. 27 degrees tuesday morning in fairfield. as a product of that clear sky overhead. so that's the biggest difference we're going to see over the next 24 hours. a much colder start tomorrow. overall nice and mild. first day of winter is

interchange as well. look at this, you guys. we have backup forming and continually building in the cash lanes. the fast track lane still shows the advantage. metering lights not on just yet. we have a nice easy drive down the east shore freeway. they'll be turned on shortly. all the roads are getting more crowded. back to you. it's the world's biggest social networking site, and now facebook has a new home. as it looks to build on its success. today in the bay's damien trujillo is live in menlo park with an update for us. good morning, damien. >> reporter: good morning. this is moving day for facebook. in just a few hours the employees will be filing into their new headquarters right here at 1601 willow road in menlo park. it's just on the west end of the bridge, just to give you an idea of where this place is located. the move comes after seven years of facebook leasing office space in the city of palo alto.

in fact, the offices were scattered in different locations. now it's all centralized right here on willow road. that means roughly 2,000 employees will be driving into 1601 willow road. that number is expected to go up to 9,000 in the next couple of years, and this place is big enough to house all of them. a new headquarters is supposed to have all the amenities any worker might need. it's i its own mini city within its. critics question what, if any, economic impact facebook will have on the local economy. it's the model we've seen at google. give the workers anything they might need during the day, and chances are they'll stay at the their work desks longer. while at work, we hear the workers will not have cubicles. just a desk and swiveling chair to communicate more easily with each other. so all of those new apps, the new time lines, this is where they'll all be originating from.

prince's investment at less than 10%. he's also a major investor in apple. russian investor uri milner also owns a significant part of twitter. there are a number of foreign investors who have been getting involved in american media, both in high-tech and traditional media. he also owns a big part of fox news channel and the wall street journal. this gives civil rights groups some pause. saudi arabia has censored their own media covering uprises and protest. do you remember this website? the cupertino company offline this morning will not be returning to the internet. they thought they found a clever way around putting movies on the internet. you would order a movie and a guy in cupertino puts a dvd in a dvd player and streams it to you. some unhappy monkeys on their website with the word intermission. it took hollywood about five seconds to sue them.

and this morning security analysts say there are questions about the stability of the country in the wake of his death. north korea now says his son, kim jong un will secede him. they think the younger kim will face opposition from more senior officials. it is 6:31 now. police believe a hells angel accused of killing another member in october has resurfaced in the south bay. now officers are asking for your help to find him. today in the bay's bob redell joins us live in the newsroom with the details. good morning, bob. >> reporter: good morning, laura. san jose police are hoping you'll take a look hat this photo. this is steve ruiz. he was spotted recently in san ho aover the past few days. officers aren't giving more specifics, other than to say they have, quote, credible evidence he was in town. it's not clear if he is still here, or if he has since left. ruiz is wanted for the murder of that man right there, another member of the hells angel.

bank robber on november 17th. he leaves behind a wife and three daughters. all proceeds from tonight and a raffle will go to them. it's going to be held at skipolini's pizza. it is 6:33 right now. this morning alameda county may have a solution to a $6 million budget problem. it involves some of the state's most troubled youth. christie smith joins us live in oakland with what the county is proposing. good morning, christie. >> reporter: good morning. governor jerry brown is asking counties to shoulder more of the financial burden when it comes to housing youth offender who is are in state facilities. for alameda county this would cost $6.2 million a year. but the county's solution is somewhat of a reversal, according on the oakland tribune. take the offenders back from the state and put them here locally, and then ask the state to help pay for it. we're talking about some of the more serious youth offenders.

the governor is asking for $125,000 per offender. this is tied to state trigger cuts until they're at least 25 years old. the actual cost according to state figures is closer to $200,000 a year. the county is right now has 150-bed facility to house the most serious offenders. they would be asking the state for $150,000 per offender to cover all the costs. now a judge would have to okay all of this. but apparently the governor is willing to consider it. reporting live in oakland, christie smith. back to you in san jose. a new milestone for the bay bridge construction project. this morning crews will install the first strand of the main suspension cable for the eastern span. now once completed on all sides of the bay bridge it will become the world's longest suspension

plan. bridge officials say it will take about two days to complete the job. construction of the new bay bridge is expected to end in 2013. >> i was just telling marla it feels pretty cold out there. i guess we're getting spoiled with the warm temperatures. want to check in with meteorologist christina loren. >> you know, we are getting spoiled this morning. come this time tomorrow i'm taking your temperatures down by about 15 degrees. so much, much colder overnight as our skies clear. we do have some fog out there this morning. looks good all the way fairfield aup to the napa valley. that's when your visibility will start to drop off. we have deep pockets of fog developing here. it is mild this morning. 48 degrees in san jose. 49 in sunnyvale. you're at 48 in san francisco. so easily once the sun comes out over the course of the next half hour, 45 minutes we're going to warm up quickly. 52 in sunnyvale.

the the weekend. tracie potts is live in washington now with the details for us. good morning, tracie. >> marla, good morning. in that bill that they passed. 89 members of the 100-member senate voted for democrats and republicans. then they backed up and went home. we're extended the payroll tax for two months and unemployment. it went to the house. the house said, no way, we don't like this compromise. and so now house republicans are going to vote on it and reject it, we're told, later today. what does this mean? the senate's gone. what could happen is that if house republicans come up with a different plan, the senate could have to come back and act on that. that forces them to modify or adjust the current plan. they might be able to work that out in conference without bringing back the entire senate. but the bottom line, what we thought was a compromise, what we thought was a deal affecting whether you pay the extra 2% in january and whether we see unemployment benefits now looks to be still up, very much up in

back out to sea. breezy conditions really start to pick up as we head through this afternoon. that will keep the coastline nice and clear. and we want to tell you about a big game tonight, what the forecast holds as the steelers take on the 49ers. i love that music. 55 degrees. it's pa big game for the 49ers. it will be on the breezy side. we could see the winds affect ball play. we'll watch that for you on the 11:00 newscast. a lot of people excited about that game. christmas eve is looking good. nice and mild. if you wanted to put it off until the last minute you could do so without worrying about the the rain. but you and all the other men out there, we don't recommend it. how do the roads look? >> the roadways look fine. don't wait until the last minute to get out there, things could change at a moment's notice. we do have flurries, christina. styrofoam flurries right here. southbound 101 at broadway. southbound side for now. but styrofoam can get disturbed by the flow of traffic and drift

to the northbound side so watch the entire stretch as you're approaching broadway. not enough disturbance to cause slowing on the sensors here is a surprise. down towards allen rock avenue, it shows slowing. it's been there for five minutes. that's a note for you. northbound past tully e we expect to see this just before 7:00. we have slowing now likely north of 680 over the next few minutes as well. we'll get you a look at east bay. 880 showing slowing southbound out of hayward to union city. and also here at the castro valley "y." a good amount of slowing as folks are coming out of that portion of the east bay. the volume builds.

but speeds are still close to the limit 15 to 16 minutes for 238 to the bay bridge toll plaza where the metering lights are indeed on. there's slowing there, as well as coming out of the a tlrks tamot pass. 6:48 right now. public programs will lose some $980 million in mid state budget cuts. and one of the programs that will see big changes affects california's youngest law breaks. christie smith joins us live from oakland with more on the story. good morning, christie. >> reporter: good morning, laura. right now alameda county pays the state $500 million to house each juvenile offender from alameda county. the governor has come up with a new plan and he's asking for a whole lot more money.

it will cost $6.25 million a year. the probation department has another idea. that's to take youth offenders back and put them here under local supervision. then ask the state to chip in to $150,000 per offender. right now alameda county is building 140-bed facility that could handle this. but before any of it is approved it would need a judge to okay it. in the meantime a disturbing trend on crime. a survey by the journal pediatric finds one in three americans will be arrested by the time they're 23. a similar study a few years ago found 22% of youth would be

arrested by the age of 23. they're now getting arrested for drugs and domestic violence. unlikely offenses in the 1960s. there soon could be changes to the three strikes law. they want to place an initiative on the ballot to scale back the law. it wants to place restrictions on who qualifies. right now offenders could be give an life sentence in prison. the group says taxpayers would save tens of millions of dollars in the long run with a reduced prison population. they're trying to figure out what caused a small cessna plane to crash into an airport. firefighters rush to the scene to put out the flames. there's no word yet on any injuries. this morning san jose police are urging people to be alert after reports that a biker accused of killing a fellow hells angel member was spotted back in town. they have credible information that 38-year-old steve ruiz was

in san jose within the last few days. ruiz has been on the run since the shooting of steve townsend during a funeral service at oak hill cemetery on october 15th. he considered armed and dangerous and has known ties to gilroy, campbell and fremont. tents are being pitched in front of san jose's city hall. three have been set up as a symbol of the occupy movement. organizers say no one is actually sleeping in the tents, and they will be taken down before midnight each night. the city council had earlier offered to drop charges against demonstrators if they didn't pitch tents for the next two years. but protesters say this is their version of a work around. 6:51 now. facebook is hoping you're going to like its new home. as the world's biggest social networking site looks to expand. damien trujillo is live with an update.

>> reporter: good morning. there's the new welcome sign at menlo park. 1601 willow road at menlo park will welcome the new workforce that will be coming in in just a couple of hours to the new headquarters of facebook just on the the west sides of the bridge. beginning this morning more than 2,000 facebookers will be filing into this facility for the seven years facebook has been located in buildings scattered throughout palo alto. but the company founded by mark zuckerberg is moving up. they are expected to grow to more than 9,000 in two years. the offices are said to be cubicle free. employeescan swivel in their chairs and talk face-to-face with coworkers, and the huge facility has a lot of amenities for the employees, so they won't have to go too far to get their gourmet coffees or lunch. that's similar to what google has, another silicon valley titan. the employees don't have to

leave the campus at all. that's why there's criticism about how much economic impact the facebook headquarters will have on the local economy here at menlo park. the social networking giant has come a long way since the days on the store front property on university avenue in palo alto. so a status update, if you will, for facebook here. what do you think? are you liking their welcome sign? >> i like it. i like it much better nan the former location. it was so plain jane before. >> there's just nowhere to park here. >> okay. thank you, damien. it's the monday before christmas. that means people are busy packing for holiday trips. this year aaa says 92 million people will travel 50 miles or more from home dur during the last few weeks of december. it's less than a third. but it's up 1.5% over the number of people fravling last year. in fact, holiday travel this year is expected to be the

second highest in the past decade. 91% of holiday travelers will take cars. about 6% will fly. san francisco mayor ed lee announced a new $3 million initiative to provide housing for 200 homeless families. the home for the holidays initiative is a result of the parter ship between the city and sales founder. he made a private donation of $1.5 million, which mayor lee matched, using a special homeless fund. many people are wondering why the public never knew about the fund and why the money sat untouched until now. 6:54. this morning plans for a public memorial service are in the works to honor the life of a bay area billionaire and philanthropist. a public funeral service will be held wednesday at congregation emanuel in san francisco. the 77-year-old died yesterday from complicationed linked to
