promising a full investigation. may yoor ed lee says i have directed fire chief joanne haste white and sfp city manager to investigate the causes of both outag outages. and with pg&e, identify immediate actions that must be taken to prevent incidents such as this from happening again. >> it's possible it won't happen again now that the 49ers are planning a move to the south bay. a lot of people were chanting, i understand. >> city leaders say the outages would not happen here. santa clara runs its own power company and does not rely on pg&e. just before kickoff and on national television, the lights went out they came back on, but

only to go out again. they say all of this makes the south bay look more attractive. >> a lot of cities don't invest in infrastructure. our roads are very important to us. the lights are all in here. >> the city council approved an $850 million loan to fund it in santa clara. team wants to move here. the fate of the stadium is in the nfl. at the very least, the power outages are bad pr for san francisco. mayor ed lee asked for people to identify what could be done to prevent such power outages in

the future. >> moments before police officers were dealing with another big issue. officers say someone phoned in a warning about an explosive device. but nothing was found. in a statement the san francisco police department says it's an unfortunate situation f but high row file events sometimes receive threats. they take all threats seriously and are very happy when such incidents end up without merit. christie smith is live in oakland where lawmakers are scaring off tonight. >> good morning to you. i checked the occupy oakland website. they're asking people to come down tonight at 5:30 in big numbers. they will decide how far to go

to prooecht future blockades. already the city spent $2.5 million dealing with this. mostly the money is in police overtime. apparently the council members think mayor quan has not done enough. she asked occupiers not to shut down port demonstrations. her spokesperson says she supports the resolution. last week shippers did not call in 3,000 workers. officers mostly kept their distance, unlike the clash here on october 25th: the council

i told you about a disabled vehicle. it is still there. your slowing is blocked. now let's get a live look to see how the crews are doing. they moved the truck all the way down to the bottom of the screen. no slowing in the northbound direction. no lanes closed. just a 14-minute drive through the area. there's still construction for 60. we have diablo road. sycamore valley road on the southbound side. crews remain there for another 40 minutes or so until they move out of the roadway. no incidents and no slowing for the commute. the southbound, these folks are nice.

and this is a live look outside the golden gate bridge. we're keeping our eyes on the the bay area bridges and roadways. 5:25 now. >> san francisco mayor ed lee vetoes a plan to transfer management of shark park to the federal government. the park is owned by san francisco, but located on the san mateo county coast and used for a public golf course. the zboel was to restore it to the natural habitat.

but san francisco park managers say they have a plan to protect the endangered species there and keep the golf course opened. cyclists in san francisco are getting an early safety christmas gift. several organizations will hand out more than 2,000 free bicycle lights. volunteers and city staff will flag down bikers and install front and rear lights for free. by giving lights directly to riders, it will keep them safe and in compliance with the law. scott mcgrew says the maker of farmville continues to wilt on the markets. what's going on with zynga? >> zynga can't get anything going. the stock price sank in the first full day. down another 45 cents to just over $9 a share. we've seen other stocks alter, like groupon. zynga has never traded higher than the ipo price.

the city of oakland wants to turn police loose on protesters who try to shut down the port. a full house is expected. >> yeah, good morning to you. i checked the occupy oakland website. they're telling people to come down here to the city council meetings in big numbers at 5:30. this happened more than once. occupy oakland members shut down the port in november, then again on december 12th. after that two city council members came forward. they're saying the economic consequences of all this are just too great. and the port of oakland lost $4 million during the last shut down on december 12th. they were not called to work. truckers sat there stuck. and police seemed to do very little. now the council will consider a resolution directing citied a majority tor deanna santana to

use whatever lawful tools we have to prevent future shut yn downs and disruptions. apparently the council members think that mayor quan didn't do enough to prevent ift. she did ask protesters not to block the port. the protesters say they agree with the reds lugs. says the reason is a lack of police resources. fuentes disagrees and says that's not the reason. the meeting tonight is at 5:30. back to you guys in san jose. >> east palo alto council members are expected to consider new guidelines on installing stop signs. they want to put a stop sign at

the intersection where a 6-year-old girl was killed in september. but they need to meet several state and federal guidelines. if east palo alto had its own rules they could bypass federal guidelines and install a stop sign now. new details are coming out regarding the federal case against an indicted police officer. court documents released yesterday show former danville officer accepted cocaine and guns as payment from a private investigator. in return he would arrest several men targeted for dui. the private eye would hire women to entice the men to drink at a bar. then he would pull them over. he has pleaded not guilty to the four extortion charges. >> we're going to find out the cause cause of a massive water main break. the investigation into why a 12-inch pipe broke in late

november is due in the next two weeks. 1 million gallons of water flooded it, damage nine homes and eight cars. the pipe was recently replaced as part of an upgrade. san francisco's public utility commissions says it's revising the design and construction standards. >> here is a live look at candle stick park in san francisco where the lights are on now. that was not the case when two power outages interrupted the 49ers game during football. santa clara county leaders are reacting to the outages. mon tee francis is live at 49ers headquarters with an update for us. good morning. >> laura, good morning. that was not the only problem at

candle stick park. san francisco police ininvestigated a bomb threat before the 49ers game against the steel ers. just before kickoff on national television, the lights went out delaying the game by 20 minutes. there was another blackout during the second quarter. the blackouts were traced to a transformer touds the stadium. they are still looking into the cause. city leaders are optimistic. >> what what i'm hearing, $150 or more. that's great news. >> santa clara city council approved a loan to fund a new stadium for the 49ers. the power outages are bad pr for

power. >> the power companies say we're using more powers and we have bigger homes. even though we have energy-efficient appliances, we have more of them. plus they're trying to comply with clean air regulations and put in new tnl. it's all driving up the bill. californians are paying 14 #/4 kilowatts per hour. quite a bit more than the national average. bills have gone up $300 a year for the last five years. you can imagine for people unemployed, for low-income families. the government announced almost $2 billion to help them with their heat this winter.

we're going to continue to drop off over the course of the next hour, hour 15 minutes. 38 in santa cruz. 37 in los gaatos. i'm forecasting 36 as the low in oakland. so this makes it one of the coldest days that we've had in december. we don't get this cold this early traditionally. the reason why is high pressure. we have a big area clearing the skies overhead. so all the heat we accumulate is able to radiate back to the atmosphere making for a mild afternoon. as we head to the next few days we're going to hold onto a president earn. really cold start making way to mild afternoon. no rain in the forecast until next wednesday. that's looking promising. an area of low pressure developing now in the eastern pacific. christmas sunday, 64 degrees. that's a california christmas. let's check your drive with mike inouye. >> love california christmas. love holiday driving as well.

one of the most well known newspapers in the north bay may get a new sowner soon. "the new york times" has tentatively agreed to sell "the press democrat" in santa rosa and other regional newspapers to a florida media group. the goal is to focus on core business. the sales would bring an end to the 26-year owner ship of the press democrat. at&t has called off its purchase of t-mobile. business and technology reporter scott mcgrew joins us. any effect on customers? >> not right away, laura. continue to make your calls, as always. at&t knows they have to hurry up and expand the networks, particularly in cities like sfrarn. and t-mobile towers were underused compared to at&t. as for t-mobile customers,
