then we'll see the 60s later on. 6:00 a.m. we want to check your drive with mike. >> watching a couple of issues for folks getting out of san francisco. debris southbound 280 that had cleared from the road across a couple of lanes. as you're getting to the lower deck, the sky way has cleared from that area. so now we're left with pretty much a clear commute for the freeways through san francisco, but the build is on, even though it's a lighter volume, a lot of folks taking off on vacation. >> thank you very much, mike. what caused a power outage. the cameras caught what looked to be a transformer explosion before the start of the game around 5:0. you saw nit the lower left hand corner of the screen. the lights came back on 20 minutes later. the stadium went dark around

5:30. there's word of more trouble around the stadium. san francisco police received a bomb threat before kickoff. officers searched the area, but they didn't find anything. they're now investigating the threat. monty francis is live in santa santa clara. he joins us with an update. >> city leaders say the power outages would not happen because the city runs its own power company and does not rely on pg&e. just before kickoff the lights went out, delaying the 49ers game by 20 minutes. the lights came back on in the second quarter. pg&e is looking into the cause. all this makes the south bay look more atrablgtive as a future home for the 49ers.

and the mayor joins us live. thanks for getting up so early to join us today. >> good morning. >> i have to ask you, what is your reaction to the fact that the power wednesday out last night? >> i think it was unfortunate. even during the rolling blackouts, we were a beacon of light. we're at the end zone. when the power comes on, the purchasing power from the city. just town the street we have a 145 megawatt power plant. we have one of the largest receiving stations in all of california. down the street we're expanding our mission. and reliable of power and cheap power is why people come to santa clara.

>> what do you say to the beam who say it's not the santa clara 49ers. >> the reality is we're in the san francisco bay region. we're very proud to be part of the reason. so it's important they're moving down the street. they were built at the same time. they were there to protect the mission. they were here first. and the reality is they're just moving down the street. we welcome owl our neighbors for next door. >> mayor, thanks for joining us. >> absolutely. >> all of this is bad pr for san francisco at the least. mayor ed lee issued a statement directing city officials to investigate what happened last night. laura and marla, back to you. >> everybody is certainly talking about. shark park will remain property of san francisco. mayor ed lee vetoed a plan to transfer management. the park is owned by stran but located on the san mateo county

coast and used for a public golf course. the goal was to restore the land to the natural habitat. the park managers have a plan to protect the species and keep them open. >> thousands of nurses in the bay area plan to strike this week. they will take part in the one-day strike on thursday. the issue is unsuccessful contract negotiations and cuts that nurses say affect patient care. the eight hospitals affected include alta bates summit medical centers in berkeley and oakland. the work stoppage is not expected to affect patient care but it will cost the hospital millions. blocking blockades before they hit the ports.

christie smith is live in oakland where lawmakers are squaring off with protesters tonight. good morning. >> good morning to you. when demonstrators shut down the port of oakland you had people picking sides. you had activist who is thought things wept well. you had a number of workers who were mad. two city council members are coming forward with a resolution directing to deana santana to use whatever lawful tools we have to prevent future shutdowns and disruptions. police mostly kept their distance from the protesters. that certainly prevented the big clashes that happened in october. one city council member says citizens are growing tired with the impact it's having on

working people. mayor quan asked the activists not to shut down the port of oakland. they did it any. one reason police held back was a lack of resources. but the council member says he believes they were told to stand down. that's why he introduced the resolution. okay land is urging activists to come down. it should be a full house. i'm christie smith. marla and laura, back to you. >> and we'll follow the story tonight. san francisco families living in affordable housing are getting much-needed support. the state appeals court denied a request to let dozens drop out of a program aimed at low-income families. the below market rate program sets aside apartment units when a building is converted to condominiums. they are then kept at below the

>> the city of oakland wants to turn them loose on protesters. down sill members will consider the plan tonight. a full house is expected. good morning. >> good morning. lots of folks for occupy oakland expected out here this evening. but i was just reading the resolution online on the city's website. it said that this port shutdown last week resulted in a 4 to $8 million loss for the two days. and it hurt port workers at a time when unemployment is high. council members are pushing the resolution. what it does is directs the city'sed a majority tor and urges the mayor to use lawful tools they have to prevent future shutdowns and disruptions. police largely didn't break up

the crowds. it only made a happened bful of arrests. some on the council think the mayor didn't do enough. although she did ask demonstrators no not shut down the port. clearly they didn't listen to that. her spokesperson tells the chronicle that police resources may have been one of the reasons why police kept somewhat of a distance. but they think they were actually told to kind of keep a distance. whoost why he's pushing this forward. the resolution says in part that the city is committed to free speech, and they also now have a responsibility to ensure that to this one is kept from earning their wages. now the council meets tonight at 5:30 and expect a large crowd. you want to be here, then you want to get here early. >> we'll keep an eye on that. today city council members are expected to consider new guidelines on the installation of new stop lines.

they want a stop sign at the intersection where a 6-year-old girl was killed in september. leaders have not met the handful of state and federal guidelines required to do so. the city wants to change the rules to install a stop sign now. san francisco police say they had to check out a bomb threat at candle stick park. overnight they sent out a release saying someone called in a threat around the same time of last night's blackout ft police sernled the area but did not find anything. now they're trying to find out who made the threat. adding fuel to the fire. last night's power outage giving another reason for the team to move south. monty francis is live at 49ers headquarters with more. a lot of people talking about it this morning. >> reporter: that's right. just about 30 minutes ago we spoke to the mayor of santa

clara who said those kinds of power outages would not happen if the 49ers built a stadium here. now last night at candle stick park just before kickoff and on national television the lights went out delaying by the game by 20 minutes. there was another blackout during the second quarter. the mayor says all this makes the south bay look more attractive as a future home. >> the one thing about santa clara is not only do we distribute our own power, but we deliver our own power. santa clara has lit up. so during the holing blackouts, santa clara was a beacon of life. >> the santa clara city council approved an $850 million loan to fund a new stadium for the 49ers

in santa clara. the team said it wants to move here. the fate of the stadium is now in the hands of the nfl, which is not kwishl committed to helping the fund the project. san francisco mayor ed lee has ordered city officials to fully investigate last night's blackouts. laura and marla, back to you. check ids before letting any worker this. that's the worng from police after a utility impersonator robbed a couple of homes. so far three homes were robbed. two older couples were robbed by men claiming to be with a water company. they told the couple they were repairing cable tv wires. call the cops if unannounced workers show up at your home.

the maps to see how things are shaping up. no major delays here. the east bay has slow spots. i'll show them to you. right now christina loren will give us the forecast. what's going on, christina? >> before they hit the highways, probably a good idea to warm up the vehicle. use the defroster, or a method i like to use, you pour water on the windshield. that tends to make things easier. then you turn your windshield wipers on. it's not cold enough to freeze on point. through noon the mid-50s in some cities. 52 at noon. in san francisco and as you make your way home from work. temperatures really comfortable for today. we won't see much in terms of change.

good morning. house republicans are rejecting a senate compromise. they're going a step further. tracie potts is live in washington on what they're doing now. >> we're trying to explain what's going on the senate has gone home. when it got to the house and the senate was gone, house republicans said they're not going to go at all. they get to come back to washington and work out a longer x tension for a year. now democrats are frustrated saying republicans weren't behind this from the beginning.

palo alto wants california to ditch plans to build a high speed rail system. the reasons include what they call a faulty, flawed business plan. the county says the project contradicts what have presented to voters in 2008. skiers and snowboarders headed to the slopes for christmas may be disappointed this year. the sierra ski resorts are waiting for major snowfall. the national weather service says the snow shortage is due to la nina weather pattern. some lake resorts had seen as much as seven feet of snow. this year it's only a foot ft. >> be careful. a close call. he was shooting a scene for a movie about big wake surfers. butler was apparently paddling
