i hope it is off to a good start for you. thanks for joining us. i'm kris sanchez along with meteorologist, rob mayeda who has a forecast that looks the same for 2012 as it does for 2011. >> it does. a very dry december. now, we are getting into january starting fairly soon. we are going to see more dry weather and patchy fog. we have that for you in the north bay. 32 degrees in novato. visibility,novato, napa and hayward, slowing down. high clouds. radar running underneath the clouds. these aren't rain-producing clouds for us. they will filter the sun. the rain steers off to the rain for weekend. around noon, lunchtime, 50s for most of the bay area. south of san jose, low 60s. upper 50s, closer to san francisco coming up. a close are look at that first forecast in 2012. we have the craft fight hunger bowl game happening today.

we are going to have a bowl game forecast coming up in a few minutes. >> thank you very much. in news, for the third time this year, a child is a victim of deadly gunfire on oakland city streets. a 5-year-old boy was shot just after 8:30 last night near the intersection of 55th and international boulevard. witnesses say the boy was standing near a taco truck when the gun was firing. the child was the only one shot. he died at the hospital. the shooter ran off. as police work with witnesses to develop a sketch of the suspect, the department is asking anyone who witnessed the crime or who has heard details about the crime to do the right thing. >> if you do have information, please come forward. this is a small child who lost his life this evening. we are reaching out to the community and asking and really at this point need information for anyone to solve this and

find this individual who is responsible for what happened here. >> a 5-year-old boy is the third child who was shot and killed in oakland in the last four months. on august 8th, a 3-year-old was shot at a market in international boulevard. in november, 23-month-old hiram celaen swras whot during the shooting of a rap video. he died on december 9th. this afternoon, a memorial service for all victims of violence in the city, the saint columbia catholic church is inviting people to recognize and celebrate the life of their fellow community members. today's service starts at 3:00. bay area high school students busted with marijuana while on a teen ski trip to utah are back at home. the teens were dropped off late last night. the trip made headlines earlier this week when nevada police uncovered a massive amount of pot and paraphernalia on some of the student buses.

officers confiscated those items but let the students off with a warning. the kids were on a trip run by s.w.a.t., which stance for summer/winter action tours. the company's owner said his employees did everything to keep kids drug and alcohol free on the trip. students say it is common knowledge that a trip like this is a good excuse to party. this morning, a member or y memorial service for a citizen watchdog who died at 55. he dedicated his life to keeping an eye on city officials. he published an opinionated news letter called east bay news service. he was found dead in his home in piedmont on tuesday. his memorial service will be at 11:00 at the chapel of angels in free land. every new year's eve, police warn people not to fire their guns in the air to celebrate at the stroke of midnight. this two peninsula cities are upping the stakes. east palo alto and red wood say

they plan to use the shot-spotter technology to pinpoint where the gun fire happens this year. a special police unit will also patrol past problem areas while in redwood city, police will launch operation silent night to crack down on gunfire. anyone caught and convicted could spend up to three years in prison. doesn't seem worth it. the stroke of midnight tonight also means that some new laws will go into effect, some 750 laws expected to begin on new year's day. chances are some of them will impact you and your family. hospital, then you can't play and that's no fun. >> now, thanks to a new law, these children will be buckling up in booster seats a few years longer, starting sunday. children will be required to ride in a back seat booster until they are eight instead of six. >> i think it is important, because the kids need to be safe when they are in the car. if they get in a crash, the seat belts will harm them if they are not tall enough. >> that's one of hundreds of new laws that will hit the books come new year's day. if you enjoy shark fin soup, eat up now. starting sunday, restaurants will no longer be able to stock up on the delicacy. shoppers won't be able to buy liquor through this self-serve check-out line and openly carrying an unloaded gun will also be illegal. expect tougher penalties for driving drunk if you are under 18, don't make plans to tan. the state is pulling the plug on

inspected, one serious and 22 minor gas leaks were discovered. it runs through pittsburgh, presentwood, byron, concord and discovery bay. on a stretch of pipeline in pittsburg, it was considered dangerous. the misstep brings back vivid memories of the pipeline that exploded in san bruno killing eight people and leveling an entire neighborhood. it led to new state guidelines which will go into effect tomorrow. they will be required to install remote control shutoff valves on pipelines that go through highly populated areas. this he will be required to meet annually with local fire departments to renew emergency response plans. the law prevents utilities from using money to pay for safety violation penalties. speaking for utility rates, pg&e says you might see a bigger bill next month.

not a lot of fog at the golden gate but rob is watching fog in parts of the east bay area. we will talk with him in a little bit. police say they nabbed a pair of serial jewelry thieves wanted for a string of smash and grab jewelry robberies up and down california. ryan mcknight and robert trivera were arrested in november in connection with a holdup robbery at a casino in san diego. police sought they were connected to a series of smash and grab robberies at mall jewelry stores. finally, got their evidence when the landlord of one of those suspects gave them a call. >> he has been in custody for a couple of months, hasn't paid the rent. the property management company was going in to prepare it for a new tenant and came upon what you see behind you. >> police found more than $1 million in watches in that apartment as well as an assault weapon and police gear. the two men are suspected of robbing a ben bridge store in san jose on october 15th. the search continues this morning for a monkey who was

stolen from its enclosure at the san francisco zoo. this ban ana sam looks like this guy, a two-pound, 17-year-old squirrel monkey. yesterday morning, zookeepers discovered this hole in the exhibit's back fence where they allegedly stole banana sam. even tho he that monkey is very cute, he is a wild animal and has sharp teeth and is known to bite. the monkey napping is also dangerous to banana sam. >> he needs to come back to the zoo. he is on a specialized diet. they are fed mostly a fortified primate chow. he is highly socialized and should not be alone and probably very stressed. >> a $5,000 reward is offered for his return. the zoo says, no questions asked. we still have ahead a bay area tech kink who was knighted by the british empire deals. getting ready for the in you

look can live at a beautiful start to the day. not foggy in that spot but there is fog through parts of the east bay and dry in our forecast. same thing in the sierra after a great early start in november, the skies over the sierra have been very dry ever since. the department of water resources says a snow pack is at 24% of normal. making december the second driest since 1921. as a result, it will be hard, if not impossible, to reach a normal snow pack by spring. a more detailed survey will be happening next week. not much is expected to change

you will see the low clouds start to break on up. air quality, good thanks to the fact we have enough wind out there. we did have the weak sus stim go on by yesterday that dropped a little bit of light rain. stirred up the atmosphere and improved our air quality here to kick off the weekend. patchy fog, a little bit of frost around the north bay valleys. lunchtime, high clouds, coming in. new year's eve, fine, chilly, temperatures in the 30s and 40s tonight and upper 50s around the craft fight hunger bowl out at at&t park. we should see the numbers in the upper 50s throughout the game. high clouds drifting in. you are seeing them around the south bay. weak, upper-level disturbance. even with the radar scan running underneath the clouds, you don't see anything out there. we do have an active pattern off to the west. a lot of moisture, rain producing proich offshore. as the story has been throughout december and it is going to be this way into the new year. high pressure acting like a shield for most of california.

>> no way. i like slippers. a charter school is asking for your help this morning after losing several of its classrooms in a fire. four buildings at the creative arts charter school were damaged by a five-alarm fire on december 22nd. the school lost six classrooms and most of its supplies to that fire. the damage was estimated at nearly $8 million. school officials say they need donations of cash for materials if they are going to open after the winter break. school was supposed to start on tuesday but was postponed by one day until wednesday to allow time to buy new classroom materials. as quick as a dropped call, verizon wireless reversed its decision to charge some customers an additional fee to pay bills. on thursday, the company announced the $2 fee. on friday, it changed its mind. verizon wanted to charge a convenience fee. i love how they call it convenience fee, to customers tho made a one-time payment on line or over the phone. public outcry forced verizon's

good morning. looking live at christmas in the park. your last chance to see it. it closes at the stroke of midnight tonight. the mavericks surf window opens tomorrow. they are doing what they can to make sure spectators can watch safely. they are trying to avoid an incident like this one in february of 2010 there was a rogue wave that washed into the crowds. to make sure this does not happen again, mavericks organizers are barring spectators from watching the contest from the beach and the bluff nearby. instead, a festival and live television coverage at a nearby hotel. organizers of police and fire officials will also hold a public meeting about the changes thursday at 6:00 at the half moon bay yacht club. final touches are being put on the float for the rose parade this morning as carrie berglund reports. one special report is sure to wow the kids. >> reporter: when you get down

looking live, a nice decent start to this last day of 2011. a dry forecast for the start of 2012. thanks so much for joining us on this saturday morning. i'm kris sanchez along with meteorologist, rob mayeda. nice for your weekend plans and your new year's eve plans to be dry, we really need the rain. we really could use some rain and obviously, the sierra, very dry. could use some snow right now. cold in the north bay, a little bit of patchy frost, 30s around santa rosa and novato. you can see the winds picking up a little bit. december's rainfall totals still at about a quarter inch or less throughout the bay area. this is a month typically we should have 2 1/2 to 5 inches of rain. this is incredibly dry. we have high clouds coming over the bay area. an upper level disturbance. what it is going to do is filter the sun. as we head towards the afternoons, we will see those numbers around 4:00, upper 50s to low 60s.

coming up in the seven-day forecast, one chance to see some showers coming back to the bay area. we will look at that in a few minutes. in oakland, police are searching for the man responsible for shooting and killing a five-year-old boy. the shooting happened just after 8:30 near the intersection of 55th avenue and international boulevard. that's where the boy was apparently standing near a taco truck where someone opened fire. the gunman ran off. police are working with witnesses to get a sketch of the man. the man with an outreach organization part of measure "y" said he heard those shots. >> we erd had the shots, turned around, got a call from kevin, told us a child got shot on 54th over here in this area. we turned back around, came back to this area to see what was going on. we couldn't get through the tape. so we spoke to one of the little young men at the taco truck. he explained to us it was a little 5-year-old kid. they left and went over to the

hospital. >> that shooting happened about ten blocks away from where toddler carlos navo was shot and killed four months ago. mr. is say this is oakland's 103rd homicide of 2011. new court documents show disturbing and threatening text messages allegedly from the woman accused of killing east bay nursing student, michelle lee. one text allegedly sent by the suspect, she dug her own grave. she was accused of telling her ex-boyfriend should would no longer be around much longer. she was plotting to get information about her before she disappeared. her body was found four months later in an east bay canyon. she remains in police custody this morning. new technology may help make dui charges stick more often in the south bay. santa claire county just got grant money to buy new

breathalyzer machines. they take a look at how the machines are expected to make a difference. >> police all over the bay area are looking for drunk drivers. santa clara county sheriff sergeant mike richmond is running this checkpoint in san jose. a former nurse, he has seen the horror caused by drunk driving. >> the drunk driver, the intoxicated driver, they have been causing damage for years. your family, my family, i don't meet a lot of people who have not been impacted in some way by a drunk driver. >> police arrest drunk drivers. it can be difficult to build a solid case that leads to serious consequences. in may, the santa clara district attorney's office had to review hundreds of dui cases after learning field breathalyzers were faulty. now, santa clara county is about to get 13 new breathalyzer machines that will help officers get reliable test results faster. timing is key.

>> there is a rule of thumb that it decreases .02 per hour. the sooner we can get it taken, it is more of an accurate reading of what we are seeing. >> reporter: they award the santa clara county d.a.'s office a $161,000 grant to buy the machines. ten 12-year-old machines will be replaced in field stations. three more will be added to new field stations. having more locations and state-of-the-art equipment will help land convictions. >> with new technology, the more accurate the test is, the better it is for us to validate what we are doing, what we are seeing. much easier for a judge and a jury to say, yeah, you are under the influence. >> in 2009, 950 people in california were killed in accidents involving drunk drivers. >> reporter: the new machines are expected to arrive in three to four weeks. reporting in san jose, jean elle. one of the oldest businesses

they all have extended service until 6:00 in the morning. they will wave fares between 8:00 and 6:00. injury lawyers are hosting a safe ride home for people in san francisco and east bay. between 10:00 tonight and 4:00 tomorrow morning, people can call veterans cabs in alameda, oakland or berkeley or luxor cabs in san francisco. the law firm will cover up to a $35 fare. anything more than that, you will have to shell out yourself. they have hosted a safe and sober cab ride home program for the last six years. still could come, a look at new laws that go into effect tomorrow, including one that could end upant u ououof yvir s ngu out of your savings. city hall, what a pretty picture. think of a new year's resolution. pick an easy one like wash the car one time. that's my new year's resolution. at the end of 2012, a new law that will affect the biggest city in the bay area. retailers in san jose and unincorporated parts of santa clara county will no longer use plastic or paper bags. only restaurants, nonprofitses and social organizations will be able to hand out those bags. it is aimed at cleaning a cleaner environment. it will hurt consumers and small businesses. if you get a bag from a store, they will charge you 10 cents per bag. it is expected to go up to 25 cents in two years. also, going into effect in the new year is a new law to try to prevent long-term damage from con k concussions in student athletes. schools will be required to take a student out of a sporting activity if they sustain a concussion or head injury.

they would not be allowed to return to play until they are medically evaluated or get a note from a doctor. the first phase of the dream act goes into effect tomorrow. this allows public colleges and universities to give privately funded scholarships to undocumented immigrants. the second phase will go into effect in january of 2013. undocumented students will be allowed to receive publicly funded aid as well. good news if you have some parking tickets you have failed to pay over the past few years. starting tomorrow, california courts are offering an amnesty of sorts. 50% off unpaid tickets during the first 10 months of 2012. tickets have to be more than three-years old and cannot include things like dui or reckless driving. great news if you did not pay your ticket. what if you did? >> i disagree on that. why do they deserve to pay less

bay, downright chilly with some 30s. san francisco, 46 degrees. this theme from san bruno mountain, some of the conditions from the hill tops. speaking of the cold temperatures, you are finding them from marin county up into sonoma out towards solano county. a bit more mild in san jose at 42 degrees. most places seeing a little bit of a southeasterly breeze picking up which will help kind of break up some of the low clouds and fog. not much wind in napa. that's the reason we are seeing visibility down to a quarter mile around wine country for you this morning. enough wind outside. good news for air quality. it is stirring up the atmosphere. mainly good air quality. the exceptions being the santa claire valley to the south and some north bay inland valleys to the north. as with he go through the day, high clouds. less foggy approaching lunchtime. new year's eve looks just fine. you are going to want to take a jack wet with you. it is probably going to turn pretty chilly with dry air and lows tonight in the 30s and 40s. high clouds going on by.

mar martini. if you are going to have eggnog, it is 450 to 500 calories. this one, we are going to go a lot lighter. one egg white or you can use powdered egg. fat free half and half and that's about one tablespoon of it and we have one tablespoon and a half of spiced rum and a little bit of cinnamon, a dash. we want to mix the flavors for eggnog without the drama that goes along with it. we will put a little bit of ice in there to get it extra frost think. i am going to let you have the honors. >> be careful. >> shake as hard as you can. you want to get a nice froth on this.

we will top this off with a little bit of ginger ale. >> we will go right off the top up there. just a little bit in there. to that, we are going to add three tablespoons of ginger ale. that is going to get a nice little frost on top. so you are going to get the flavors. right on top of that, fresh grated nutmeg. it is fast, easy, and pretty darn healthy. >> much lighter. 72 calories, you can't beat that especially on the last night of the year. this next one also has ginger in it. we are going to use fresh ginger. you can use nonalcoholic or alcoholic version. my husband and i drink this every single day. it is fantastic for you. you are going to put equal parts honey and lemon juice. i am using myer lemons because they are fresh and we happen to

have some in our backyard. two tablespoons each. you pot this in real quick there. very, very fast. one teaspoon of fresh grated ginger. it is strong, so, so strong. you don't need to overload it. you are going to get all those flavors in there no matter what. so this is going to be our alcoholic version since we already made that one. we are going to add about two ounces of vodka and one half ounce of ginger lacour. this is my healthy beauty cocktail. every single thing inside of it is fantastic for your body. it really is, as long as it is the nonalcoholic version. you have lemon juice great for detoxification, vitamin c, anti-oxidants and the honey packed with vitamins and

a serial arsonist struck once again this morning in southern california. several cars were set on fire in the north hollywood area around 1:00 in the morning. the seven or eight cars ignited are connected to two dozen arson fires in the last 36 hours. police did set up a command post and called a tactical alert to put more officers on duty. so far, no arrests. even better, no injuries. a san francisco man's last ha ra has made him $1 million richer. he made a new year's resolution to stop playing the lottery. he brought one last scratcher ticket. that was a big winner. he scratched off a $1 million prize. the doughnut shop where he bought the ticket got a $5,000 bonus. >> i didn't know there was a $1 million scratch-off prize.
