>> merely eight votes separating first and second place. >> going to be an exciting year. >> crazy year. >> thanks for joining us this morning. we'll be back at 7:25 with a loupnete. da gou. >> go out and enjoy the weather. see you later. good morning. mitt romney and rick santorum separated by that slim margin in the iowa caucuses. ron paul comes in third, while fifth-place finisher rick perry heads back to texas to reassess his campaign. just this morning, michele bachmann has canceled a trip to south carolina and has scheduled a news conference, fueling speculation she could drop out of the presidential race today, wednesday, january 4th, 2012. captions paid for by nbc-universal television
7:01 am
>> good morning, everyone. welcome to "today" on a wednesday morning. 7:00 a.m. out on the west coast. i'm matt lauer. >> and i'm ann curry. good morning, everybody. these results mark the closest in the history of the iowa caucuses and a big night that already appears to be reshaping the race for the white house. >> let's get right to the results. mitt romney's 30,015 to 30,007, unbelievable, a difference of just eight votes. it's been a remarkable surge for rick santorum, considering he was polling in the single digits just a few weeks ago. >> that's right. as we mentioned, ron paul finished in third with 21%, with newt gingrich, rick perry, michele bachmann, and jon huntsman rounding out the field. let us begin with savannah guthrie.
7:02 am
good morning. >> reporter: good morning to you, ann. the first votes cast at this 2012 race, iowa voters provided a photo finish reflecting a divided republican electorate. far from ready to anoint a front-runner. the race was so tight at one point romney and santorum were separated by just four votes. an afterthought in iowa as recently as one week ago. >> rick santorum! >> reporter: former rick santorum pulled off an epic turnaround by consolidating the support of iowa's social conservatives. >> thank you so much, iowa. >> reporter: promising he would go to distance. >> if we have someone to go out to western pennsylvania and ohio and michigan and indiana and wisconsin and iowa and missouri and appeal to the voters that have been left behind by a democratic party that wants to make them dependent instead of valuing their work, we will win this election. we are off to new hampshire.
7:03 am
because the message i shared with you tonight is not an iowa message or an iowa and south carolina message. it is a message that will resonate across this land. >> the next president of the united states. >> reporter: mitt romney once again captured about 25% of the iowa voters, approximately the same he got in 2008. >> this is a campaign night where america wins. we're going to change the white house and get america back on track. on to new hampshire. let's get that job done. come visit us there. we've got some work ahead. >> freedom is popular. >> reporter: finishing third, ron paul demonstrated a core of support that continues to make him a factor in the race, while one-time front-runner, newt gingrich, griping about the barrage of negative ads that were his undoing in iowa, sent a shot across the bow to romney phasing a more aggressive campaign. >> we are not going to go out
7:04 am
and run nasty ads, but i do reserve the right to tell the truth. and if the truth seems negative, that may be more a comment on his record than it is on politics. >> reporter: texas governor rick perry underperforming despite investing vast resources here, signals he may drop out. >> i've decided to return to texas, assess the results of tonight's caucus, determine whether there is a path forward for myself in this race. >> reporter: as for michele bachmann, finishing at the bottom of the pack, it appears her days on the trail may, in fact, be numbered. she's announced a news conference for aban hour today and cancelled a planned visit to south carolina. as for the top of the ticket, in a lot of ways there were two surprise winners here, certainly santorum but also mitt romney, who did not spend anywhere near the resources that he spent the last time around, and yet he ends up at the top of the polls. and romney advisers really
7:05 am
continue to doubt whether or not santorum is going to be able to compete as this race goes forward. as one romney aide put it to me, santorum basically ran for governor of iowa. they doubt he'll have the organization and resources going forward. real quickly, matt, john mccain, who, of course, was the standard bearer in 2008, will endorse mitt romney in new hampshire today. back to you. >> savannah, before you go, normally when a race ends and it's this tight, eight votes here, we're used to seeing an automatic recount, yet that's not the case in iowa. >> reporter: that's right. in fact, there's no provision in iowa law in this caucus setting for a recount. and then as a practical matter, you couldn't really recount these votes. some of them were literally scribbled on paper and called in from precincts to republican county headquarters. no recount. the vote is the vote, as one republican official said to me. >> tank you very much. mitt romney is with us from des moines, fresh off his narrow victory in iowa. governor, good morning. nice to see you. >> thanks, matt. good to be with you.
7:06 am
>> you didn't spend an awful lot of time in iowa, not a lot of energy until the very late going here, so did you exceed your expectations, or are you just a little disappointed that you didn't walk auto of that state with a more decisive victory? >> oh, i'm absolutely delighted. look, just a few weeks ago, we were way behind in the polls. we were able to do pretty darn well last night. and of course i've also been building a national campaign and making campaign appearances in states that are coming up down the road. i want to make sure that this is not just a one-state sendoff but instead we're able to get the delegates we need to get the nomination. so it's a long road ahead. i'm hoping to do well. but it felt very, very good last night when the final numbers came in. >> you came in second in iowa back in 2008. you've been campaigning for four more years yet you walk out of the state with just 66 more votes than you got in 2008. here comes that number again, governor rom mee, 25%. you can't seem to break it. i'm a golfer. i equate it to a good golfer who
7:07 am
can't seem to break 80. is it frustrating to you? >> no. we've got a field of seven viable candidates right now, and so it's just mathematically almost impossible to do a lot better than that. but i look back to 1980, as well. ronald reagan got 29% of the votes here, and ultimately he was able to become our nominee. so, you know, it's going to narrow down, and when we get down to a smaller number of candidates, some will get what they need to become the nominee. >> you congratulated rick santorum on his strong showing in iowa last night. because of the support he's receiving, 25% in that state, as well, he does shine a spotlight on what political observers have been saying is your achilles' heel, and that is that conservative voters are not completely comfortable with your record as a conservative. how do you convince them down the road you are, in fact, a guy who can uphold their conservative principles? >> well, i think people are going to take a look at my record. they'll also remember that i ran
7:08 am
for president four years ago, and mike huckabee and i were the two conservatives that were battling in the race. and then i think they can also take a look at my book and the beliefs that i have. you know, people get judged by their entire life experience. i understand that. and i know there are going to be a lot of attacks coming any way. i've got a pretty big target on myself. but i have another got broad shoulders. i'm ready for it. if people support me, that will be great. if they don't, of course that's their right as well. >> let's talk about congressman ron paul. he had a strong showing last night, as well in iowa. what impact does he have on this race as you move to new hampshire and beyond? >> i think ron paul continues to have a strong message. the fact he did so well here indicates he's got more than just a 10% group following him. a number of folks who were drawn by his convictions. look, i vehemently disagree with his foreign policy prescriptions but understand that some people have a different view, and i'll look forward to carrying our message down the road. i can't tell exactly how it's
7:09 am
going to work out, but now you've got three people battling for the top spot. >> that leads me to newt gingrich, something he said about you recently, "he's not telling the american people the truth. it's just like his pretense that he's a conservative. i think he ought to be honest to the american people and try to win as the real mitt romney." he seemed particularly angry at you in his speech last night. earlier in the day he agreed with an interviewer and said he thinks you have been lying. last night he basically said he plans to stay in this race almost it seems as a front-line blocker to help separate the vote and support between you and rick santorum. how do you respond to that? >> you know, i understand the speaker is pretty disappointed. he was well in the lead nationally and way in the lead here in iowa and finished in fourth spot. and i can understand that disappointment, and i also understand he'll get out there and make his case and that's right, and he's a strong person. i wish him well and i wish
7:10 am
calista well. >> mitt romney, governor, thank you very much. congratulations on your night last night. >> thanks, matt, good to be with you. >> nine minutes after the hour, here's ann. >> matt, thank you. texas congressman ron paul came in a close third with 21% of the vote as we just mentioned. representative paul, good morning and welcome. >> good morning. thank you. >> first, congratulations on finishing in the money in third place. but let me ask you this, you had the biggest organization. you had the biggest support of voters under 40 years old, and "the des moines register" had a poll that said you, not rick santorum, would be neck and neck, just 72 hours before the caucuses. so are you a little disappointed about finishing third? >> you know, you always can do better. it inspires our people and it inspires me to do better. but coming in third in a very, very close race, if you put the other two together, we're actually in second place.
7:11 am
they were tied for first. no, i think it's doing very well to be in the money and getting an opportunity to go in to the new hampshire state with a good showing. >> some might say the story of iowa caucuses might be that conservatives now have a real candidate in rick santorum. i wonder given his surge what you think about his potential in this race. >> well, you know, last night when i gave my talk, i tried to once again explain the difference between my conservatism and neoconservatism, because i'm conservative across the board on economic matters and personal matters. conservatives aren't supposed to believe in big government, aren't supposed to regulate your private life. also, why is it conservatives think the more money you spend overseas the more conservative you are? the american people are waking up to this. they're realizing fighting the wars and spending money overseas and foreign aid and neglecting our own borders and people back at home is not conservative, so
7:12 am
i don't think it adds to our national defense. so i see that that is a difference, that's the big difference is that if you're going to be conservative, you're supposed to follow the constitution and always limit the power and the scope of the federal government. >> let me ask you about this because a lot of republicans, in fact, the majority of republicans say defeating barack obama is a top issue for them and who they vote for. and on the stump you've been talking about a "political revolution to change ideas." but when you've been asked whether or not you see yourself in the oval office, you've said "not really." are you really going after the presidency or are you trying to send a message about this race? >> well, i think the quote you're using was taken a little bit out of context because obviously i'm running on issues which are very important but the best way to promote your issues is to win elections. i think that's the most important. as far as taking on barack obama, if you look at the independent vote last night i bet you i probably did the very best there.
7:13 am
if you look to bringing new people in, the frustrated, young people that obama had, you have to look at my campaign. that's where the enthusiasm is, so i would say the republicans are going to be very neglectful if they say oh, you don't need independents, you don't need the young people. that's where the excitement is, and that's where the changes are coming about, and that's how you would have to beat obama, so i think there were some very encouraging statistics. besides, if you took my votes and spread them in half, one half are very conservative, and the other are very moderate because they need a different approach to, you know, personal liberty and some of the foreign expenditures. i'm very encouraged with what we saw last night. >> that said, your policies, your nonintervention foreign policy, your support for drug legalization has you way outside the republican mainstream, and i think it has a lot of people asking whether or not you are electable. so on this question, what is your answer?
7:14 am
>> well, the whole thing is, there are some current republicans and neoconservatives like to do things differently, but republican tradition was always for less government, and you know, positions you've taken, i include eisenhower and robert taft, and actually i quote president george w. bush on his foreign policy of the year 2000 so to me it isn't out of mainstream. people won with what i'm saying and now that we're bankrupt it's very appealing. 75% of the american people are tired of that war in afghanistan, and so this is one thing. i think it's misconstrued to think that i don't want to deal with the world, because i do. i want to deal with it in a different fashion. i don't want to threaten and intimidate and invade countries and occupy countries and lob missiles on countries. i want to deal with it in a different away. i fear this aggressive approach and this careless approach into trying to force other peoples to
7:15 am
do our will, i think our job is to take care of ourselves and defend this country. >> on that note we have to leave it. congressman ron paul, thank you so much for joining us this morning. >> you're welcome. >> it is now 7:14. here's matt. let's get some perspective on the results. nbc's political director and chief political correspondent chuck todd has made his way to new hampshire, which hold its primary next tuesday. good morning the you. >> reporter: good morning, matt. >> we just heard from mitt romney and ron paul. rick santorum had a big night last night. which candidate has the most to crow about this morning in your opinion? >> well, clearly rick santorum does. i mean, this is a guy who is in single digits a couple of weeks ago and surged to a virtual tie with mitt romney. it is an incredible move, something we haven't seen. when you think about the fact that he didn't even spend half a million dollars on television ads, it's frankly something we hadn't seen before in republican presidential politics.
7:16 am
but mitt romney now is on his way to doing something that no republican nominee in modern times has ever done -- win both iowa and new hampshire. barring a huge upset here, he's heavily favored to win new hampshire, and no republican nominee was able to do this, not ronald reagan, any of the bushes. romney's got to feel okay this morni morning. >> even if the he does it and he moves on to the south and other primaries in the west, he does so with rick santorum shining a bright spotlight on what is seen as his achilles' heel, and that is the far right of his own party, the staunch conservatives are still not comfortable with mitt romney. >> let's clear up something here. mitt romney is not going to be the nominee if he doesn't win some major primary or primaries with the help of conservative voters. he didn't do it in iowa. that's pretty clear. he did it without the help of the base conservative votes. the only way he's going to win south carolina or florida is to
7:17 am
get some conservative support. so you're right. he's still got a ways to go. the question, though, is is whether rick santorum has the infrastructure, which he does not yet, and whether the social conservative, call them movement conservative community, will they rally around santorum or will they decide maybe they won't because they're afraid romney's going to be the nominee anyway, and if they get too antagonistic against them, then maybe he'll never listen to them. so that's something to watch for over the next three to four days. >> you say that rick santorum doesn't have organization and infrastructure. can a little heat and momentum from iowa make up for that in the short term? >> well, it can, especially now that you have the help of a newt gingrich, who's decided he's going to do nothing but throw bombs mitt romney's way. by the way, jon huntsman is making a last and perhaps only stand of his campaign here in new hampshire. so rick santorum may get the help of sort of two blocking tackles, one on the left from jon huntsman and one on the right from newt gingrich, and he
7:18 am
could float above. >> tell me what you're hearing. rick perry is heading back to texas. is he going to pull out? and michele bachmann is holding a news conference 11:00 a.m. eastern time, cancelled a trip to south carolina. is she pulling out? >> her close friend iowa congressman steve king just told me a few minutes ago everything he's hearing is that michele bachmann is indeed pulling some version on of the plug on her campaign. as for rick perry, his closest texas advisers are telling him it's time to go. >> chuck todd who covered to iowa caucuses, jumped on a plane and is now in new hampshire, thanks very much. donald trump joins us in a little while. first a check of the top stories. natalie is at the news desk. >> good morning, ann and matt. good morning, everyone. a possible motive this morning following the wave of arson attacks in los angeles. nbc's mike taibbi is there with what police say might have caused the suspect to snap. good morning. >> reporter: good morning, natalie.
7:19 am
while arson suspect harry burkhart sat in jail and his mother in a nearby courtroom for fraud and embezzlement charges against her four years ago. officials say it was the prospect of her extradition that likely set burkhart off. when harry burkhart was arrested early monday morning he reportedly shouted, request t i hate american." officials say it was anger over his mother's pending extradition on criminal charges she faces out in germany. she blurted out, "where is my son? he's mentally ill." her son is the lone suspect in some 52 car fires over four nights. prosecutors say he had revealed his anger and made himself memorable during his mother's first court hearing last week. >> he entered the courtroom and made quite a disturbance. there was a lot of cursing in english, words that i won't repeat here. he was detained momentarily by court security personnel.
7:20 am
>> reporter: within a day the arson rampage began. then on sunday the surveillance video was released showing the possible suspect along with the description of his van and other personal details. hours later with more fires raging, a lawyer volunteering as a reserve deputy sheriff, dubbed a citizen hero, recognized the van and the driver. >> as i pulled next to him and shined my spotlight in the car, i saw a male, wide receding line and short pony tail and that was, you know, big key. >> reporter: and the big relief to a whole city, not one more car fire since the arrest. burkhart, like his mother, is in this country legally as a german citizen, too, apparently living in l.a. for about a year, and later today he'll face his own first open court hearing in his arson case. natalie? >> mike taibbi in los angeles, thank you. tragic, new details reveal what sparked that christmas morning fire that killed three young girls and their

makes sense to do it. then set a date when to pay the money back if they borrow the money and how they're going to pay it back. what are you going to do to stick to the timetable. the other thing is think about this 401(k) loan as something that yes, you're paying yourself back but it's taxable money when it's taken out and after tax money that you're paying back. if you do it, also make sure that you're making the contributions to a 401(k) so you get the compounding interest. in terms of a bank loan, interest rates will be pretty high. for store credit or credit card, look for zero percent interest card. you can get them with a promotional rate. that rate over a auto period of time, if you pay it back in that period of time, that sounds like a great deal. that may be a good way to go. the other thing to consider is a home equity loan or line of credit if you have the equity in the home. the bottom line is really make sure that you need this home improvement and make sure you can afford it without going in debt if at all possible. >> all right. now we've got one last e-mail.
