>> reporter: if you're looking to cross the bay bridge into san francisco over presidents day weekend you'll have to make alternate plans. i'll explain in a live report. >> rescue crews go back in the capsized cruise ship off the coast of italy. why the ship is starting to cause environmental concerns. >> possibly everybody's favorite 49er. vernon davis has a way with fans. he's now adding his personal touch to a new mural in the city. >> a live look outside, golden gate bridge, a cold start to this tuesday, january 17th.

this is "today in the bay." >> good morning everyone. the time now is 4:30. i'm jon kelley. >> i'm laura garcia-cannon. lots to get to. bundle up and check in with meteorologist christina loren. >> coldest morning of the winter so far. you are below freezing in oakland. 23 degrees in santa rosa. 22 in gilroy and we are not even at the coldest point of the morning yet. two additional hours of dropping off before we hit our lows, so grab a jacket. another nice sunny afternoon shaping up, then the storm rolling in tomorrow. first he's back. how does the drive look? >> smoother than i think it's going to be tomorrow but we're looking over a dry road and easy drive along 101 despite the construction going on. embarcadero road exit off north and southbound 101 closed for overnight construction.

the crew should be moving over the next hour. we don't see slowing at the scene. we'll show you east bay spots coming up. >> welcome back. >> this one up your alley, big news for commuters. expect changes that could expect your drive between two major cities. >> caltrans will announce plans to again close the bay bridge. today in the bay's christie smith is live in oakland with what we can expect. good morning. >> reporter: good morning to you, laura. they are giving you fair warning. this doesn't happen until a month from now. what's happening is that the upper deck into san francisco is going to be closed down while the lower deck coming into oakland will remain open. this is happening february 17, that's a friday, starting at 8:00 at night all the way through tuesday, february 21st at 5:00 in the morning. the toll bridge program oversight committee made the announcement. they will share more details later this morning. but what this is for is for

construction of a slight detour near the toll plaza that will mean that the upper deck must be closed. if you recall, they did something similar last year. they are saying, though, that weather could slow things down so certainly something to watch for. this is the same area near the oakland touchdown that they worked on. but the hope is this could help speed up the opening in 2013. drivers will notice a slight realignment when the upper deck reopens, so you'll want to make your plans for an alternate way to get into the city. christie smith. i'll send it back to you guys. >> thank you very much. 4:33. the case against the two men accused of beat thing bryan stow is expected to take another step. a judge will seat day for a preliminary hearing for sanchez and norwood. prosecutors say they attacked bryan stowe on opening day back in march. both pleaded not guilty.

stowe continues to recover from the head injury in that attack. his family says he's now able to stand and is learning how to talk and write. >> also today t livermore teacher accused of having sex with a student is expected to return to court. she is charged with 24 counts of sexual assault during a six-month long relationship with a student under 15. she is scheduled to be arraigned today. >> 4:34. san francisco police giving the all clear to residents in the pacific heights neighborhood after an overnight power outage. police originally reported a natural gas issue on pacific avenue near lion street around 10:00 p.m. residents were ordered to stay indoors. crews discovered a transformer failed and no gas was leaking. about 300 homes in the area lost power. service has been restored but crews are still in the area making repairs. >> the number of people missing

in that cruise ship tragedy now is at 29. this morning rescuers blasted a hole in the ship's side to access a different area. officials say all of the unsubmerged areas have been searched leaving little hope of finding any one alive. six people have been confirmed dead. this is a live look at the ship this morning. officials are concerned now about the environmental impact on the region. there could be 500,000 gallons of fuel leaking. the ship's captain is due in court today, facing manslaughter charges. >> we're also learning much more about the cruise ship captain. go to our website nbcbayarea.com and read why the captain might have veered too close to sthor as a favor to a member of his staff. head to u.s. and world news on

our home page. >> friends of an area teen who survived being buried alive at a beach last summer asking for help to renovate his family's home. ryan buchanan was at the beach last summer. he was digging a tunnel from one direction while his friend started digging from the opposite direction. >> in the middle and after they connected one was coming out and ryan was going in, and the tunnel collapsed on him. >> ryan was then buried alive for 15 minutes. he now is in a vegetative state but he is beating the odds. his father says he can open his eyes and he can smile and he has brain activity. he has been at a children's house for medical care for several months. he will soon move back home. his house will need a total renovation that will cost $500,000. his friends and family putting together a fundraising concert at the creekside community

church to try to help cover the cost. >> berkeley leaders will vote on new rules that would ban people from harassing bicyclists. violators could face a civil lawsuit, fines and fees. it's to give cyclists the legal tools to fight harassment. they say it's nearly impossible to find lawyers willing to take their cases since there is little guarantee of a win. if the council adopts the code it would good into effect after 30 days. >> not since steve young was quarterback have the 49ers bent to the nfc championship game. you want to go to sunday's game? get ready for sticker shock. tickets go on sale wednesday. tonight, well this morning, they are on line up to 5 grand. season ticket holders get their first chance to buy up to four tickets. the general public will get their shot at 1:00 that afternoon. if you want to beat the crowd online sellers have tickets

listed between $350 and $5,000. >> the hottest ticket in town. 4:37. on the opposite sit extreme is the weather. christina is here to talk about how freezing it is. >> we don't usually see temperatures below freezing in oakland and santa cruz. that is the case now and i'm expecting about three additional degrees of cooling throughout the next couple of hours around sunrise is the coldest time of the day. 22 degrees, might dip in the teens in gilroy and fairfield. fair game for that. the good news is we're going to get a lot of sunshine early so we're going to warm up to about 50 degrees at noon. you know what, as we head throughout day about as warm as yesterday. basically a repeat performance. watch out, we could find black ice this morning especially up to the north bay and the interior east bay where we have some of the coldest temperatures all winter long. and yes, we are now getting into our real winter weather setup.

54 degrees later today in los gatos. throughout the day, we're going to stay clear but take a look at what's headed our way. this is the first of a series of storms. we're going to get three storms rolling through the bay area over the course of 72 hours. so it all works out like this. let me show you what's headed our way. stop the clock at 4:00 p.m. thursday. look at all of that rain. this could take us out of the deficit in a 72-hour period. we'll talk about that, what this means for the sierra nevada. first let's get you to work on time. >> that's a big turnaround. we're watching that. right now i'm watching construction on the east bay, northbound 680, sycamore valley road. we'll see flashing lights clear up there. it's from sycamore to al costa to the south. both directions have construction on the roadway as well as a couple of scattered off ramps. over the next hour, then things should start moving. the northbound side may see that crew north of al costa moving away from the scene now. we don't see slowing through

that portion north of the dublin interchange. it's a traffic tuesday after a holiday, expect a good flow out of the altamont pass. a smooth drive and easy drive but we'll watch as it gets more crowded here and the golden gate bridge, an easy view, easy drive. no problems through the north bay though there is that freeze warning. prepare possibly some black ice and frost around. back to you. >> it is 4:40. a nice tribute to the 49ers in san francisco's mission district attracting attention. tim hahn and steve ha have painted this while the team has been on a roll. they got permission to install it at 23rd and mission a few weeks ago. the former graffiti artist invited players to sign the piece. >> maybe we can steamroll this into something big and have them come out. there are murals all over. it would be so cool to have the mission to have the niners come out and sign. >> 49ers star vernon davis is a painter himself so he agreed to

including google, facebook and ebay. stocks begin trading on wall street after a nice three-day weekend. for a check on the markets this morning let's turn to jackie live at cnbc world headquarters. good morning. >> good morning to you. the futures are up ahead of the opening bell this morning. asia rose on the back of data showing that china's economy slowed in the fourth quarter but still grew better than expected 8.9%. europe is higher as investors shrugging off s&p downgrade of the bailout fund. there is no economic data but we get reportsen housing, inflation and manufacturing so watch for those. earnings season is picking up with results reported this morning. the dow fell 48 points to close at 12,422, the nasdaq lost 14 to close at 2710. google is tackling online privacy issues lanching a media blitz. ads are going to appear.

they are going to address the basics and refer people to a site for more information. the campaign may come across as disingenuous to some who say that google compiles too much personal data and isn't careful enough to protect it. mark your calendar, facebook's anticipated ipo is reportedly set for the third week of may. all things digital says that means the company must file in the next month or so as an s.e.c. review usually takes three to four months. facebook's ipo is expected to be one of the largest web deals with some reports saying the social networking site will raise up to $10 billion givening it a market value of $100 billion. over to you. >> thank you very much. >> rare whale sighting off the central coast. look at this video. a pod of or kas bumped noses with a boat yesterday. the people were bird watching when ten whales approached. only the third reported or ka

sighting since the 1950s. experts believe the whales were probably looking for food. >> i imagine they are looking for food all the time. >> aren't we all. >> we are. 4:47. this morning looking for relief i had frost on the windshield. >> good to hear. an accurate forecast. you might have to do the same. give yourself plenty of time. the big weather story is all the rain that's headed our way. we have inches of rain on the way to the north bay i think we'll pick up an inch here in san jose. as we head throughout the next few days it's going to start to get dicey. i think we'll see our first action down here south of the golden gate bridge until late wednesday into thursday. so i'll take to you that forecast this morning. it's cold. give yourself plenty of time to warm up your vehicle. 21 in fairfield. 23 in santa rosa. i think we're going to take down numerous records this morning so we'll talk about that, going to take through the forecast. freeze warning until 8:00 a.m. after that above freezing.

we'll let you know if the weather service has to extend that. they did yesterday until 11:00 a.m. 57 in redwood city. 57 in san jose. even cooler than our seasonal average later on today with full sunshine. it's the deceptive sun, so what to expect as we head throughout the coming days. things are going to get dicey as of late wednesday. that shower chance ramps up to the north bay. by thursday, greater bay area getting rain. we could pick upto an inch. we have three systems coming through. the next system friday into saturday that one's packing more moisture so let me step out of the way. your feature cast tells the story. take a look at all of that rain. we need it. we're asking for it but watch what you wish for. as you can see in santa rosa, maybe 2 to 5 inches up in sonoma county. down in the south bay up to two inches possible. and this is when i stop the clock for you on friday. remember, we've got another storm coming through saturday

activity. the airport says the move will allow delta to expand its service there and it will free up space in terminal b for alaska airlines and southwest. >> it is 4:53. the transportation security administration is going to start testing screeners to see if they are exposed to too much radiation. the tsa says screeners will wear devices that measure their exposure to radiation. the move is in response to concerns over how much radiation screeners are exposed to from the airport scanners. so far no word when the screeners will start wearing the devices. >> how would you like to go to the nfc championship game this weekend for free. >> love to. taking me? >> maybe with the right tweet. >> 49ers ceo offering those tickets plus a chance to get on the field before the game. he made this offer on twitter. let me know why i should give you four tickets plus pregame field passes to the nfc championship.
