point of the day. but it's bone chilling cold. temperatures at or below freezing just about everywhere on this map except for san francisco and san mateo. the big weather story is all of the rain we expect later on this week. we'll talk about both coming up. right now, though, back to you guys. >> all of the rain in the forecast. you may want to put on extra layers. >> we're talking about the cold snap. stephanie chuang joins us from the b.a.r.t. station on how commuters are dealing with the cold temperatures. good morning. >> reporter: good morning to you both. we were experiencing record setting heat this time last week. what a difference this morning. folks here at b.a.r.t. have been bundling up. don't forget your gloves like i did. in san jose, oakland, people heading out there are also feeling that freeze. the real concern, though, is when the rain is expected to

head our way wednesday overnight into thursday. with our recent dry weather that oil has been building on the roadways. the rain makes for dangerous driving conditions. locals say they are prepared. transplants aren't all that impressed by our temps. >> i'm used to midwest weather. >> this is nothing. >> i get up as 4:00 every morning so i mean, i'm at the b.a.r.t. station so i got about three jackets on. >> usually 38, 36, and then in the 40s mostly so. this will be the first day that it's going to be colder. >> reporter: the wind also could be hitting tomorrow so tie down things in the back yard just in case. and with the rain, clean out the storm drains. debris has likely been building and could flood. there could be another freeze warning late tonight into tomorrow morning so take care of those pets and plants.

stephanie chuang. back to you. >> bundle up. >> let's check in on your morning commute to work. mike inouye is here. >> we're looking at traffic kicking in, right after 5:30 for highway 4, antioch, building toward pittsburg and bay point. all of that eeking over to the bay bridge. so traffic tuesday is back in effect, no more holiday today. back to you. >> thank you. right now firefighters battling flames at a home in the east bay. we have video to show you. flames ripping through the home on walnut and martinez just before 4:00 this morning. no one is injured. and we have a crew on the way and will bring awe live report as soon as we can. >> we should find out when the men accused of beating bryan stow will be in court again.

the lawyers will meet with a judge to set a day. the two are accused of attacking stow outside dodger stadium. they both pleaded not guilty. stow is still recovering from severe head injuries. >> 6:04. san francisco sheriff recognizes mirkarimi returning to work even as he faces domestic abuse charges. his lawyer says mirkarimi will appear in court to answer three misdemeanor counts, plus witness intimidation charges. until then he is not allowed to have contact with his wife. the charges stem from allegedly bruising his wife's arm on new year's day. mayor ed lee says there is no imminent plan to suspend him from his job. >> divers will knew explosives to blow a hole into the partly sunken cruise ships. they need a way to get in to look for survivors and victims.

the ship sank friday after hitting rocks off the coast of italy, killing six people. the coast guard found the second data recorder and will question the captain later today. he could face charges including abandoning his ship with passengers on board. >> the power's back on and the shelter in place warning lifted. emergency crews thought they were dealing with a natural gas issue on pacific avenue near alines street. it was a power outage caused by a transformer failure. service now restored but crews are still there working hard to get it all right. >> 6:05. a case pits eight police officers against the police department and its chief. the high ranking officers filed suit in march 2007. they accuse chief chris magnus and his former top deputy of

discrimination. they say the chief told racist jokes and claim when he took over their promotions ended. the officers are seeking back pay. the richmond city council is expected to vote on a resolution that would allow the chief to deny mutual aid. some are concerned about safety and liability when such police actions involve tear gas and bean bags. refusing to help could leave richmond alone when it needs aid. >> in a few hours from now we'll get details of a plan to shut down the bay bridge. caltrans handing out hard hats to reporters at 10:00 for a tour of the construction on the bridge. all we know is the westbound deck will close that weekend. more details during our newscast at 11:00 this morning. now on to new changes at mineta

san jose international airport. delta airlines will now operate out of its new home in terminal a, delta's ticket counter in the north lobby. for the most part passengers will use gates 6 and 7. a spokeswoman says the airport applauds the move. >> well, it helps us balance our activity and leaves room for a lot of growth both for delta and other airlines. >> if you are flying out of san jose the closest parking lot we can tell you terminal a, the garage you'll want. >> the tsa wants to see if screener are exposed to too much radiation. they will start wearing devices that measure exposure. they long complained they are not properly enveloped about the health risk of working around scanners. they do not plan to test machines or passengers. >> we're testing the gravery.

brutal cold, get ready. >> unfortunately your pets can't let you know how cold it is. i tried to let my pug out, he was not having it. if you have an outdoor pet and you don't have a dog house, bring your pets in. the garage is always a good spot. it's much warmer than the outside air. i expect san mateo to hit about 30, same for redwood city before our low. we have two additional hours of cooling and temperatures in most cities aren't going to come above that until after 8:00 a.m. you can see later on a nice rebound on the way, temperatures climbing into the upper 50s, redwood city 57. and you'll hit about 58 degrees in livermore where you have dropped into the scenes this morning. it is so cold. we'll go from near record lows to record rainfall.

we need the rain. after two very dry months. this is the first system that's going to impact the area you'll get a little shower activity. up to the north bay, then the action for thursday. the rain/snow time line shows you will drop to 5500 feet. the next one on friday, not quite as snow so the snow level comes up to 7,000 feet. then saturday a very, very cold system that originated in the gulf of alaska will drop in the bay area. snow level 3500 feet. let me give you a hint of what you expect. we're going to be measuring the rain so far in temperatures. usually you get about an inch of rain will translate to an inch. tahoe i'm forecasting six feet of snow by sunday. we'll talk about that and i've got my seven-day in my next report. >> right now things are easing into the commute. hitting hard where it has kicked

>> 6:13. the republican candidates take part in another debate thursday. the five remaining in the race squared off last night. leader mitt romney bass wast again the focus of most of the attacks. the crowd gave newt gingrich the biggest applause when he responded to a question about him calling president obama the food stamp president. >> first of all, juan, the fact is that more people have been put on food stamps by barack obama than any president in american history. i know you're not supposed to

use facts that are uncomfortable. >> another highlight of the debate, romney said he will consider releasing his tax records in may if he is the sole republican candidate at that point. south carolina's primary is saturday. >> it's not good news for congress kicking off its 2012 session today with the worst approval rating in nearly four decades. democrats and republicans fought all last year over the best way to control try and control we should say, the national debt and annual budget deficit. a new media poll finds 13% of americans approve the job congress is doing. 84% disapprove. americans hold a more positive view of representatives from the two major parties. 21% approve of congressional republicans and 33% of you democrats are doing. the poll has a margin of error of plus or minus 3 1/2 points. >> seattle could get twice its

annual snowfall in two days. a massive storm headed to the city could be hit with 12 inches of snow. in the meantime, this sunday lake tahoe resorts are turning to native american tribes to get the snow to fall. dancers from several tribes are set to perform snow blessings. the sierra snow pack is at 19% of the average for early january but i think in the coming days things are going to turn around. >> they might be cursing the snow. >> we have some blessing. >> we're going to see record snowfall. i think we're going to see road closures. we need the rain and the snow pack to replenish our water supply for the summer. we'll take what we can get. this is no joke. we are wlooping up a big storm. it's a big one, the first of three that will impact the bay area starting late wednesday into thursday, friday, saturday. and then sunday and monday we keep those rain chances in place. it looks like the last system is

going to slow down. it's the timing we're trying to wrap our brains around. 26 degrees now in livermore. it's cold out there. we're going to drop off a little more. probably the next hour and a half or so. 47 in livermore by noon, 50 in sunnyvale, 45 degrees at noon in santa rosa. at least for the first part of the day you need that jacket. if you are tough enough to withstand the 50s you can lose it by 3:00. 57 later on in redwood city. 55 oakland. about 57 degrees in livermore. so staying on the mild side. and temperatures remain in the 50s. we're done with the 60s at least for the next seven or eight days. here is the first system. this is a juicy system. you can see that. the deep white, that's moisture headed to the bay area. let's set your futurecast into motion. starting wednesday we'll get rain up in the north bay by thursday our next system arrives. that's when the greater bay area

could pick up an inch of rain, even here in san jose. by friday, another system rolls through. friday into saturday. that's the juicy one. we stop the clock, showers pushing into the north bay. the yellow is moderate rainfall. 4:00 p.m. thursday. that's the first system. before all is said and done we could talk maybe 2 1/2 inches of rain in the north bay. looking like 1 1/2 areas south of the golden gate bridge. that's a lot of rain in a little bit of time so watch for flooding. we'll watch that for you. on saturday we get warm enough for a few thunderstorms. sunday into monday i think we'll see quite a bit of shower activity for the first part of sunday. hopefully those showers will clear up by 3:30. something that's going to cause a lot of traffic in the city of san francisco. >> hopefully a lot of cheering. we saw draw ma last weekend. i don't want to jinx anything. i don't know what you're talking about. traffic flows nicely in the

northbound direction. no drama for the commute. we have some things to point out. we have slowing that might be reported around 85 and 280. there is ladder in lanes. we'll have to have a traffic break. the traffic lights now, the metering lights on westbound 237 kick in today. they are on green for a week, next week is when they meter traffic. we'll track that and see how it affects the traffic around the interchange the next tuesday as well. we'll look at the san mateo bridge as it travels between the peninsula side over to 880, no problems eastbound or westbound. the bay bridge we should see metering lights shortly. we see these cash lanes building already. and again, it's about 6:18 so about the time on a tuesday we see lights. no problems on upper or lower deck. the maps again, eastern

council before being elected mayor. he is survived by his wife and son and daughter. >> voting tonight on new rules. violators could face a civil lawsuit, fines and fees. the new code is meant to give cyclists the legal tools to fight harassment. right now it's nearly impossible to find lawyers willing to take these since there is little guarantee of a win. they adopt it will go into effect after 30 days. >> you might want to lose the head phones. details on how dangerous it can be. >> a websitensla to go dark. we'll look 18 business.

a final vote on a plan to set limits on dog walkers. the proposal would set standards, require permits and limit the number of dogs being walked at the same time. if approved the law wouldn't go into effect until january 1. >> a new study says accidents involving people walking and wearing head phones tripled in recent years, no shock with all of those mp3 players. researchers looking at those involving pedestrians and vehicles twon 2004-2011. they found 116 cases of death or injury of walkers wearing head phones. those cases increased from 16 in 2004 and 5, to 47 in 2010 and 2011. >> got to watch where you're going. wikipedia is the latest to join tomorrow's planned interblackout. this is over two laws. >> yes. one called protect ip.

two laws with the best of intentions but many in the digital world don't like them bau they aren't well thought out. wikipedia to say it will shut down for one day to protest these proposed laws, all english language entries, more than three million, will vanish. wikipedia joints sites in the shutdown. the head of wikipedia tweeted student dues your home work early. wikipedia protesting a bad law on wednesday. there it is. the head of twitter quick to call it silly saying closing a global business in reaction to single issues, national politics lool foolish. twitter has gone center of the road lately taking on wikipedia and complaining to the u.s. government about google. but twitter has a point. the columnist car points out if

winter working together. it's cold out there this morning from near-record lows to near-record rainfall in 48 hours. we're 48 hours from the rain showers moving in. 23 degrees now in napa, 18 in fairfield and 21 in gilroy. we haven't even hit our lows. i think we'll hit about 17 in fairfield before all is said and done. sun rise, the coldest point of the day. temperatures are going to get colder before they start to warm up. which brings us to stephanie chuang out there in the cold this morning. you know better than any one how cold it is. how does it feel? can you talk? >> reporter: i'm trying my hardest. i forgot my gloves, that's what i'm struggling with. but very cold as you've been talking about. get out your beanies, your hot tea, coffee. if you have to wait like they do, be prepared. this is definitely cold.

between 1977 and 1994. during last week's hearing it was revealed he had a list with 10 women's names among his things. four are believed to be the women nasois charged with billing. there was a line that said quote girl near healdsburg. police are checking to try and see if nasomay be connected. >> 6:33. a mother will stand trial accused of starving her 3-month-old daughter to death. christine rocco is charged with second murder. prosecutors say the infant weighed less than two pounds or two pounds less than when she was born. we're learning more about the fresno woman who shot her cousin and children and the husband. they are looking through video

of the woman smoking meth hours before the attack. the apparent murder/suicide happened after an argument with the kids' father. he is clinging to life. the other people in the shooting did not survive. >> the teacher accused of having sex with a student is expected to return to court. marie johnson charged with 24 counts during a six-month long relationship with a tonight. under the age of 15. >> a man claims a sniper did. 43-year-old man says he was walking along the tracks near the rail yard yesterday morning when he was sighted by a laser pointer and shot in both legs. the man is expected to survive. >> more devastating news from the scene of that sinking ship. we know 5 more bodies have been

found raising that official death toll to 11. the news is jarring in light of all of the new damming evidence against the captain of the ship who allegedly begged the coast guard to stay on a life boat instead of staying behind with his shift. in the newsroom, more on this investigation. >> good morning. the captain of that cruise ship is now being heard in a recording making excuses as the italian coast guard orders him to get back on his sinking ship. in a call the coast guard official rips into the captain telling him quote, it's an order, don't make any more excuses. the captain was on a life boat and told the guard he did not want to return to the ship even as passengers were being evacuated. after more arguing the captain agreed to get back on board. it's unclear if he did. we do have a live look, this is

the italian coast line. this is video nearby. south of the city. the company that owns the ship says the captain caused the disaster by veering the ship too close to the ground. the captain chases charges of abandoning stip. i should mention the icalan officials released the nationalities of those missing. 14 german, 6 italian four french, one hungarian and one peruvi peruvian. >> we have more including the reasons why the captain said he was veering so close. >> to the shore. >> want to check in with christina loren. she's got a look at the forecast. a cold stafrmt look at the temperatures. >> we are racking up records.

add hayward to the list. a new record at hayward making this the coldest day on this date we have seen in over 120 years. it's cold throughout. traditional in the bay area. make sure you're ready for it. near record cold to near record rainfall potentially as we head throughout this week. let's take you through your hour by hour forecast. into the mid-40s and 50s through the south bay. about 51 degrees as you break for lunch. i believe san jose will hit a record the next hour. it's going to go forward. starts to warm up at 7:23. 54 in los gatos. 55 in oakland. let's talk about the main event. the first of a series of storms. the jet stream is bull's eyeing the area. taking each storm in. this is the first, you can see this area of low pressure starting to ride up that jet

stream. it's going to dip in the bay area. looks like thursday morning getting our first forecast. it's 5:00 a.m. you can see what happens. you get slammed with moderate to heavy rains especially at the coast. possible localized flooding. your occupation map. we stop the clocks at 4:00 expecting two inches of rain. 24 hours late are look at all of that yellow moving into san jose. maybe two inches. we expect to come above that deficit in terms of our totals. get ready, i think you'll like what i have. lirs let's talk to mike. >> westbound highway 4, really slow. speeds down, averaging below 10 miles per hour throughout the

area. no, no accidents there. we did have a disabled vehicle as you head to pittsburg and bay point. speeds around 50, we should see these turn to yellow as well as through concord south of 242 for 680. getting roud crowded there. expect slowing for danville to the south, 680, 24 through lafayette to the caldecott, we show a smooth drive. the east shore driveway, 20 minutes to the toll plaza. metering lights are on. a live look at oakland. pretty crowded both sides. the other side of the bay, the golden gate bridge an easy drive but we have a good number of headlights heading out of the north bay and cold as well. watch for possibility smaller ridges height have drost on them. >> still to come tfda fines the

may as well call this mitt romney against the field a. contentious debate in south carolina last night with the front-runner defending his record on jobs and negative ads. tracie potts live on capitol hill with the blow by blow highlights. good morning, tracie. >> jon, good morning. now without jon huntsman we have five major candidates here with mitt romney as the front-runner and last night we saw the other four targeting romney. he had to answer a lot of questions. first of all, about his record of job creation. he headed that investment company that candidates that rivals say shut down a lot of companies, created a lot of layoffs. he argued in the process of doing that they also created 100,000 jobs. rick perry took him to tasks questioning when are you going to release tax returns. romney said that it's traditional to look at doing that in april and that's

>> welcome back everyone. the time now is 6:46. we've been talking about it all morning long, freezing temperatures. i'm sure it's going to be more of the same. >> we're smiling because we're indoors where it's mild. but before you walk out the front door you want to bundle up. it is very cold. we had near record lows last week and we were talking about the upper 20s at that point. now we are crushing record lows this morning. 23 degrees in napa, you are 24 in santa rosa. and the coldest city across the bay, 18 degrees in fairfield. we're going to drop off through the next hour so make sure you bundle up. throughout the afternoon, temperatures only climbing into the 40s if you break for lunch. we round out the day with upper 50s. the cool pattern has started. we expect the wet pattern to start as we wake up thursday morning. it's looking very promising for near-record rainfall, probably

near-record snowfall in the sierra nevada. first of a series of systems. there is the first one. you see all of that deep white, that's deep moisture headed our way. we stop the clock at 3:00 a.m. thursday. maybe an inch of rain at that time. by 4:00 p.m. thursday we could be talking about maybe two to five inches of rain in the north bay. we continue that clock to 4:00 a.m. friday when we meet back here and yeah, a slippery commute. but we need the rain so looks like we'll make up a lot of those totals over the course of the last few months. your sierra snowfall forecast, the first system is cold so we'll sea levels come down to 5500 feet. the next one warmer, snow levels down to 7,000 feet. and then the big one arrives through saturday. this is your thursday snowfall accumulati accumulation. we're talking about maybe a foot, two feet of snow in lake tahoe. as we head throughout the next 48 hours it's going to start to

get activetive. it will be wind sew tie down loose objects. a great time to clear out the storm drain. you haven't had to do it. we have near-record rainfall potentially measuring it in inches even in the south bay by monday. we're tracking this storm every minute. he's tracking your commute. >> no major problems but traffic is building so we're going to see significant slowing. here we do have a new accident northbound 101. not a major issue. expect a little slowdown coming up to the split. 85 slows here as you head north toward highway 17. 101, speeds into the 40s as you head up toward the airport. we typically see this as the commute begins to build. right here, if you are getting out of milpitas you'll have new metering lights.

what happened? >> that's correct. they were sleeping, they have the fireplace we believe lit off. they had a wood burning stove. they were awakened by smoke deticketers. >> one person injured, transported to the hospital. >> can you talk about neighbors might know this house. >> this is known as the christmas house in the city of martinez. during christmas time they light up the house, they brought in a 20 amp service break tear the house for all of the lights at christmas time. >> at this point are they getting help? >> that's correct. the red cross has arrived and they are getting clelter and checking on the person transported to the hospital. >> thank you very much. i wanted to mention it is so cold and they have water running down the street. the city of martinez is bringing out sand or salt to get rid of it. the water is turning into ice.
