it is wednesday, january 25th. this is "today in the bay." thanks for joining us on this now wednesday morning. we've made it half-way through the work week. let's say good morning to meteorology christina loren who has a buffet of weather. >> a mixed bag for you this week, a little bit of rain at the end of my seven-day, and today we are talking 70-degree weather in some areas cities. this morning jab your jacket, leave the umbrella at home. i'll have your full forecast in moments. let's talk to mike about your drive. the earlier shot we showed of the golden gate bridge was just the construction crew moving cones for the morning commute. they're getting ready. over here getting ready for a smoother drive. the incident just cleared from the chp report southbound to 280

had two separate accidents. no slowing right now after those traffic breaks have cleared and a smooth drive down to the airport on the 101 as well. 5:00 right now. big step to keep drugs out of some tri-valley high schools has received get-ahead this morning. "today in the bay's" christie smith joins us live from pleasanton where the school district is agreeing to bring in drug sniffing dogs now. >> reporter: good morning. yeah, the decision was unanimous, 5-0, last night. the school board decided to allow drug sniffing dogs on the three high school campuses here in pleasanton and basically the decision was sparked by a rise in drug related suspensions that's been happening at all the high schools. at foothill high, where we are. >> reporter: this year there have been 29 related expulsions and suspensions compared with 26 for all of last year and we're only half-way through the school year. the pleasanton police department will offer the dogs at no cost

to the school district. what they're going to do is random searches of parking lots and school lockers when the students aren't around. they won't implement this until the end of february when they actually get a policy in place. when we were doing this story earlier, one principal said that the point of this is really not to get students but really deter them from bringing the drugs in the first place. reporting live in pleasanton, christie smith. back to you. opening statements will start this morning in a high-profile murder dating back to 1999. mohammed harun ali accused of killing the daughter of former oakland star fred biletnikoff. he was convicted of the murder in 2001 but in 2008 an appellate court threw out that verdict. this time around ali's attorney is expected to argue the killing was a manslaughter, not murder. more details this morning on the teenage tourist assaulted near fisherman's wharf. it was breaking news yesterday.

the san francisco examiner reporting the 15-year-old girl had split from her tour group before meeting her alleged attacker early yesterday morning. witnesses saw the two outside of a 7-eleven on mason street. police later found the girl and the 18-year-old in some bushes about a block away. both were hospitalized for unexplained reasons. the man was arrested and faces charges, including sexual assault. people living in the apartment building damaged by a rockslide on san francisco's telegraph hill were allowed to spend the night at home. city engineers told the tenants to sleep in rooms that do not face the hillside. just in case more rocks fall. the department of public works thinks the slide has stopped but they still need to stabilize that hill. monday's rockslide followed several days of rain. a gas leak has the community of san bruno flashing back to a deadly nightmare after a construction accident sent fumes wafting into the neighbor. on this scare. good morning, bob. >> reporter: good morning to you, jon. the ruptured pipeline that was located underneath this mettle plate here on chestnut avenue has been repaired and our understanding is service has been restored on this street but what a scare this was for people who live around here an remember the gas pipeline disaster of a year-and-a-half ago. fortunately, this one turn out to be nothing more than an inconvenience. around 2:00 yesterday afternoon a contractor accidentally rupture a two-inch gas line with their backhoe while trying to replace sewer pipe. the gas rushed out of the line with a high-pitched whistle that we understand could be heard a block away. several homes here had to be evacuated. it was for about 45 minutes while pg&e shut down the line. the neighborhood is back to normal. in september of 2010 in another neighborhood in san bruno, eight people were killed and more than 30 homes destroyed when a much larger transmission line exploded. later tomorrow assemblyman jerry

hill of san mateo who represents san bruno will coincidentally be holding a public forum on gas pipeline safety to update people on the peninsula to update people on safety. that's at 8:00 in the city council chambers of the palo alto city hall. in the meantime, pg&e's teaming up with local fire departments this morning for emergency drills to help prepare for disasters like that pipeline explosion in san bruno. this morning a drill will happen at barber court in milpitas just off the 237 and 880 interchange. it will simulate a vehicle collision with a natural gas line. pg&e and milpitas fire will practice controlling that fictional gas leak. that drill will start at 10:00. it was 90 minutes that may define the rest of the year in american politics. the president using his state of the union speech to lay out his views about the economy, jobs and taxes.

>> we can either settle for a country where a shrinking number of people do really well while a growing number of americans barely get by. or we can restore an economy where everyone gets a fair shot and everyone does their fair share and everyone plays by the same set of rules. >> president obama calling for the nation's wealthiest to pay more in taxes. he also called for incentives that reward companies that create jobs here in the u.s. and the development of more alternative energy technologies. mr. obama also promising tougher enforcement of trade rules, new opportunities for mortgage refinancing, and better policing of wall street. the republican response coming from indiana governor mitch daniels -- >> the president did not cause the economic and fiscal crises that continue in america tonight, but he was elected on a promise to fix them and he cannot claim that the last three years have made things anything but worse. >> today president obama beginning a three-day tour of

politically crucial states to sell his economic policy goals. coming up later on in the newscast, we'll go live to washington for what people are saying about his speech this morning. 5:06 right now. oakland city council will hold a special meeting today to look at proposed new budget cuts. oakland lost $28 million a year when the state cut redevelopment funding. as a rul, at least 105 city employees will lose their jobs. the mayor says off-limits will be police and fire, city libraries and services for seniors and homeless. there will however be cuts to community services such as the children's fairy land and the oakland zoo. both will lose 40% of funding. the jack london aquatic center will lose all city funding. a final vote set for next tuesday. alameda county waste management will vote on two ordinances today aimed at reducing waste. the first will prohibit single

use plastic bags at check-out stands. the other would require large businesses and multi-family complexes to recycle certain materials. nice temperatures out there. want to check in with meteorologist christina loren joining us from the nbc bay area weather station. you were even saying 70 degrees some places. >> yeah, especially down through the south bay. i think that will be the warmest area with the most sunshine coming in right off the bat. we do have some clouds streaming in from an area of low pressure. right now riding to our north. but hey, south bay, you'll see partly cloudy start. sun will be coming out over the course of the next hour and a half. as it does so we'll warm up nicely. 48 degrees in oakland right now. you're at 47 degrees in sunnyvale. 43 in santa cruz. your weather headlines show you we'll see a cold start, areas of patch ya fog, although visibility for the time being is actually pretty good. all across the board. we'll let you know when the fog starts to settle in. by later on this afternoon we are talking about one of the warmest days we've had in quite some time. temperatures in the 70s.

the dry trend lasts all the way throughout the end of the week. this is why -- big ridge of high pressure firmly in control. you can actually see the clouds arcing up and around that ridge. the clockwise rotation. throughout the day today it will continue to move over us and will be at its peak strength for today. as we head through tomorrow it starts to break down just a touch. you will see a little bit of cooling an more widespread fog to start out. temperatures though comfortable for today. 66 in palo alto. 63 in places like dublin and even right by the water, warming up to 66 in san francisco today. already at noon talk about temperatures climbing into the mid 60s. i've got that seven-day forecast in my next report. i'll talk about when we might get some rain looking pretty good at the end of my seven-day forecast. first mike has your drive. construction crews still have the off-ramp at oregon expressway closed. southbound 101 down the peninsula through palo alto. that should be cleared over the next hour but right now that's the only issue for the lower bay

shore, 101 and 280 behaving themselves. we'll look across the bay now heading over to the peninsula or from on the senate bridge. highway 92 looks really nice right now. headlights coming over from 101. smat drive on 880 as well. further south and east, sunol 680 southbound with the taillights over the hill from sunol into fremont. can you clearly see this grade across the golf course. that means clear skies right here. watch as that commute starts to build pore 680 over the next hour or so. we should see some slowing, guys. 5:10 right now. olympic organizers are trying to stop a tantrum over ticket prices at the 20 is it london games. yesterday organizers announced that every child, including infants in their parents' arms, must have a ticket to get in. the problem is a lot of mothers bought tickets before they became pregnant and now most events are sold out.

good wednesday morning to you. taking a live look outside from the east bay this morning. this is 880. looks like traffic is picking up a bit. we'll check the morning commute coming up. how about the northern lights lighting up the skies over europe? this is time lapsed video of aurora borealis in norway. what makes this light show just so rare is it's also being seen by people further south in ireland and in england. the northern lights occur when the sun's solar wind hits the earth's magnetic field. the light show should last a few more days so catch it while you can. that is very cool. >> isn't that amazing? >> mother nature. beautiful thing. mother nature and beautiful things, we have some weather to

talk about. >> great day to get outdoors if you have the luxury to do so. even if you just have to get to work, at least you won't have to run your heater on your way home. temperatures will be really comfortable. talking about 70s in some cities in the heat of the day. we do have some fog out there but not really impacting visibility anywhere across the bay area. i will be scouring visibility maps all morning long. we are expecting patchy fog to develop throughout the next few hours. high pressure firmly in control taking the storm track into the pacific northwest. we do have and area of high pressure that will likely impact us as we head through this weekend probably late friday, winds will pick up and maybe, just maybe, a little bit of precipitation in the north bay but the chance for that does not look that good until we hit tuesday. we'll all see a little bit of rain. a little bit cooler today by the coast than inland. temperatures at 67 degrees at 4:00 p.m. inland, comfortable conditions. seven-day outlook shows nice and toasty for this time of year all the way through friday.

66 degrees. saturday and sunday staying dry. could even hit the beach comfortably if you'd like to. things start to change late monday, into tuesday, clouds increase, rain returns on tuesday to locations north of the golden gate bridge but even down here if the south bay i think we'll see a little something. we'll start to time that out for you as we head into next week and my next report. now mike has your drive. the south bay is no problem but we'll see changes northbound over the next hour and a half as the crowd starts to build. we also have an overnight closure of 85 between el camino and fremont. that's reopened, a little earlier than anticipated. things moving smoothly. milpitas has the new metering lights, mccarthy on to westbound 237. tonight striping will be going on as well in preparation for the new express lane set to open at the end of the month, looking

at march i think. that striping work should start around 9:00. prepare for road crews throughout the area. southbound 101 at oregon expressway the off-ramp is closed. we have an issue for construction clearing from highway 92 between delaware and el camino, should not be a major problem as crews should be clearing right about now. across to the bay bridge toll plaza, 18 minutes off of the carquinez bridge to here. apple's earnings report is out. >> good morning. apple's quarterly profits doubled in fact smashing wall street's forecast thanks to strong holiday sales of the iphone and ipad. that's helped swell apple's cash war chest to nearly $100 billion. equal to california's spending plans for 2012 and '13. apple sold roughly 133 million

iphones and ipads last year. if you laid them end to end they'd stretch half-way around the world. the stock trades above $450 today, if it does, apple will pass exxon mobil to become the world's most valuable company. google is watching you even closer. it is going to start tracking users' activities across nearly all its services and in many cases you won't be able to opt out. when you search for something on google, your past activity on sister sites like youtube and gmail will be set to influence those results. changes take place on march 1st. back to you. visiting one of the most famous natural landmarks in the entire country will soon be a little more difficult. in an effort to protect half dome yo semmy national park rangers talk about reducing the number of permits for hikers. they'd like to limit access to just 300 people a day, 100 fewer than last year. the goal here is to relieve congestion and the potential for accidents on all that slick

granite. san jose city leaders are moving forward with a plan to cut their own pensions to help balance the budget. the council has taken a preliminary vote to terminate pensions for council members and the mayor. the council took on the issue as a way to lead by example. it's already asking city employees, firefighters and police officers to cut their pension plans to help balance the budget. 5:19 right now. coming up here, the giants locking up a key player in record breaking contract. next. and what santa clara leaders have decided to do about a petition to stop a project.

good wednesday morning to you. do i need to go to the eye doctor? that is the hp pavilion. i can make it out. 5:21 right now. >> and strabstract art. santa clara has cleared another hurdle in the earth to bring the 49ers south after two hours of a heated debate. city leaders voted last night to not put the stadium back on the ballot for another vote. group santa clara plays fair had submitted a petition saying voters didn't have all the financing information when they approved this project in 2010. the council's rejection of another vote means construction will in fact move forward. great news for giants fans. the team has locked up a new player. the two sides agreed to a deal yesterday avoiding arbitration. the two-time cy young award

winner will become the highest paid giants salary when it comes to annual salary. >> it takes him an entire year to make $20 million. scott mcgrew says it takes apple less than an hour. >> apple has become the most important company in america, one of the most important in american history making so much money it is honestly hard to grasp. the company announcing it made $46 billion in the last quarter. that's $511 million every single day where or as you pointed out, $20 million and change per hour. this is the second-biggest amount of quarterly revenue in american history behind exxon mobil. $37 million iphones, 15 million ipads. i put together a couple different ways of look being at these numbers. apple made more money last quarter than it made in all of the year 2009. 75% of apple's income comes from iphone and ipad.

escaping from the ruptured gas pipeline that's underneath that metal plate here on this street on chestnut avenue. some workers who were replacing a sewer line in the street accidentally ruptured the two-inch line with their backhoe early yesterday afternoon. several homes had to be evacuated for 45 minutes while pg&e shut off the line which has since been repaired. after speaking with a neighbor this morning, it does appear that service has also been restored to the homes affected on this end of the street. you can imagine why this received so much attention. in september of 2010 in another neighborhood in san bruno, eight people were killed, more than 30 homes destroyed when a much larger transmission line ruptured and exploded. c coincidentally, tomorrow will there be a public forum on gas line safety to update people in the peninsula on what's been done since the disaster to improve safety in these neighborhoods. if you're interesting in

attending, it will be from 6:00 to 8:00 tomorrow night at the palo alto city hall city council chambers. live in san bruno, bob redell, "today in the bay." 5:30 right now. cairo's tahrir square is filled with hundreds of protesters this morning marking the one-year anniversary of the egyptian uprising that led to the fall of former president hoseni mubarak. >> reporter: don't get me wrong, cheers can be heard loud and clear in tahrir square but uncertainty and anxiety linger among the egyptian people. take a listen. the latest look here at the square shows protesters waving flags and chanting but they're chanting slogans against the country's ruling military council. then there's the reaction of the military police. protesters being hit and chased away with tear gas. overall though it is a much calmer scene than one year ago

when thousands stormed the square in violent protests against hosni mubarak. you think his ousting would have paved the way to democratic change and more social justice but people say the military council that took over is just as authoritarian. >> this has been a worse rule than even the time of mubarak. it was a small prison during the time of mubarak. now it is a bigger prison. >> right there, that is a widespread opinion despite the fact egyptians held their first free election in decades earlier this week. also the military ruler lifted law that legalized censorship so that's good news for the people but mubarak and his sons are currently on trial but so far no convictions for the deaths of some 900 protesters during last year's uprising. we'll continue to follow the latest in tahrir square, bring you the latest still ahead. jon and laura? >> marla, thank you. according to neighbors, it's

been a magnet for crime but a san francisco jack in the box will be allowed to stay open deep into the early morning hours. the city entertainment commission ruled last night the fast food franchise at geary and 10th can stay open until 4:00 a.m. despite neighborhood complaints of noise, loitering and violence. questions about the late night hours were raised after a fight inside the restaurant that led to a cal firefighter being injured in a hit and run about a block away. the firefighter right now is recovering and the suspect is facing charges. 5:33 right now. new this morning, fire investigators are searching for the cause of an early morning fire at a coffee shop in san francisco's bay view district. the one-alarm fire happened at the bay side coffee shop on bay shore road just before 1:30 this morning. crews were able to put it out in about 30 minutes. no one was inside and no injuries reported. new signs this morning facebook is getting all ready for that ipo.

business and tech reporter scott mcgrew is live in the newsroom with what's happening today and what it means for the bay area company. good morning. >> reporter: good morning, jon. facebook will no longer let people trade its shares in what we call the secondary market behind the scenes. though facebook is not on the stock market it still has shares it hands out to employees and those employees can sell those shares. the company sold huge blocks of shares to early investors and well and those are bought and sold all the time but bloomberg reports this morning facebook has called a halt to those trades. why? perhaps because facebook is getting ready to file the paperwork associated with an ipo. that paperwork will contain what up until now was very private information about facebook's business. facebook wants to make sure there are no conflicts of interest, no appearance of insider trading before that feeling. is an ipo imminent? no. is the filing for an ipo imminent? well, the evidence would appear to point in that direction. jon? >> all right, scott. i know you'll keep us posted.

san francisco mayor ed lee says he's got to make good on that bet with new york mayor michael bloomberg come super bowl sunday. the mayor agreed if the giants beat the 49ers in the nfc championship he would decorate a cable car in giants team colors. red and blue. mayor lee's office says the cable car will be decorated for super bowl sunday on february 5th. mayor lee also agreed to provide sourdough bread to bloomberg in the event of a 49ers loss. 5:35 right now. let's check in with meteorologist christina loren. >> you can comfortably sip lemonade this weekend, then go back to chowder and bread bowls for the weekend. let's talk about the here and now. it is chilly this morning, 43

right now. in san jose, a nice clear start for the most part. we are expecting some patchy dense fog to develop as we get closer to sunrise. watch for that dense fog between 7:00 and 9:00 this morning. overall though high pressure still firmly in control of our weather pattern. in the pacific northwest can you see clouds arcing up and around that amplifying ridge. tomorrow it sets up right over the great basin driving off-shore winds. we are going to see pretty dense fog tomorrow morning before we get to the sunshine later in the afternoon. enjoy what we have for you today. we'll see sunshine right off the bat in many bay area cities. low to mid 60s is the overall trend but i think that the warmest cities will peak in the 70s. slight cooling by thursday, mix of sun and clouds and here it is, your forecast for the south bay today. will be at 60 degrees by noon. up to 65 degrees as you make your way home from work. you can comfortably give that heater a break, open up the windows in your home. we still have air quality for the greater bay area.

i'll let you know when that could change and about some rain in the forecast in my next report. kind of right on schedule. that's not great for highways though because that means slowing. through antioch over the last six minutes speeds have dipped from 55 down to 25 through antioch. still holding up into the 50s through pittsburg and bay point though but this is a typical wednesday. 680 and interstate 80 moving smoothly out of the north bay into the east bay. no problems towards the walnut creek interchange. north bay, travel times 101 popular from santa rosa through novato and san rafael, speeds into the 60s all the way into the city from san rafael just under 20 minutes. a live look at the san mateo bridge, smooth to drive over to the peninsula. your commute direction westbound with the taillights off of 880, no slowing from the toll plaza all the way to the foster city side and a smooth drive along the peninsula as well but

giffords' last day in office, formally submitting her letter of resignation later today. her last act in congress was to attend the state of the union last night. she received an emotional outpouring of support from both houses. giffords said this weekend she would resign to focus on her recovery. she was shot in the head last january in a tucson shooting spree that killed six people. >> good to see she's improving very, very much. . democratic lawmakers have filed suit against the state controller for taking away their paychecks. the suit claiming john chang misused his power last summer when he withheld their pay over what chang said was an unbalanced state budget. lawmakers say they aren't seeking back pay here but they do want the court to bar the controller from ever doing this again. voters passed the law in 2010 that allowed the controller to withhold lawmakers' pay if the budget is not passed. 5:43. governor jerry brown's tax proposal is gaining support.

the wolf was set with a tracking collar so scientists could monitor his movement. lately he's been hanging out in the same part of the county where the state's last known wolf was killed back in 1924. experts say it is likely a coincidence though it may point to something in the wolf's habitat preferences. san francisco's embattled sheriff says, no, he will not be stepping down after a meeting with mayor ed lee, he says he can do his job while he defends himself against misdemeanor domestic violence charges. he says while he won't take a leave of absence, he will suspend his pay while he's in court. he also says controversy is not affecting his performance, however it is affecting his family. by court order he cannot see or talk to his wife or son until the trial is complete. the trial is scheduled to start next month. 5:48 right now. another bay area city's putting

some strict smoking rules into effect. mountain view city council held an initial vote to expand the city's smoking ordinance. that means by the summer it will be illegal to smoke in outdoor dining areas or within 25 feet of any doorway, window or other opening into an enclosed area. it will also be illegal to smoke in city parks. the city council will hold a second vote on that issue on february 14th. 5:49. raider nation set to welcome a new era this morning. the nfl network reporting dennis allen has signed to become the team's brand-new head coach. allen was the broncos' defensive coordinator last season. once the signing is official, allen will become the raiders' first defensive head coach since john madden was hired way back in 1969. 5:49. coming up, a major change is coming to your kids' school lunch. details coming up. plus, coaching controversy. some high school basketball players taking a stand against

for the first time in more than two decades, no one has died from whooping cough in california. in 2011, california roared more than 3,000 cases of whooping cough but no deaths. state health officials credit a new law requiring a whooping cough vaccine for older students. school lunches are about to get a lot healthier. first lady michelle obama and agriculture secretary tom vilsack will announce later on today new rules for school lunches. meals will have less sodium and more whole grains. fruits and vegetables in schools can only be able to offer low-fat or fat-free milk. the rule change is the first major overhaul of school lunches in 15 years. students at gunnederson high school are divided over whether the boy's basketball coach did the right thing or went too far when he dismissed 1 varsity basketball players. ryan trand was a junior point guard for the team. he says coach mike allen
