"today in the bay." made it to the middle of the week. you'll be rewarded with descent temperatures. we'll check in a second. let's check in with meteorologist christina loren to tell us how good it will feel on this wednesday. >> oh, it is going to feel real good! we've got a great looking day shaping up today, tomorrow we'll be dealing with widespread thick fog at this time so enjoy the clear conditions. making way though to kind of a cool morning. 48 in san mateo. 45 in fairfield. not only do we have 70s on the temperature map in some cities today, we've also got rain in your seven-day outlook. but first we want you to arrive

at work safely. >> sounds like this is already an issue, an accident for the east shore freeway. this is a westbound 80, at central avenue just off of the merge with the richmond-san rafael bridge. a good deal of slowing because of this, pickup truck and van sound like they're involved in an accident. one of those vehicles is on its roof or on its side blocking 3 of the 4 westbound commute lanes. there is slowing already. sigalert has not yet been called by chp but i'm saying this is at least sigalert status meaning at least 30 minutes or more and a significant impact to the commute. it looks like at least half-an-hour until this will get completed. >> we'll check back with you. 6:01. a gas leak has a san bruno neighbor flashing back to a deadly nightmare after a construction accident sends fumes spreading through the streets. "today in the bay's" bob redell joins us live from san bruno with more on this scare. good morning, bob. >> reporter: good morning, laura. that pipeline that ruptured here

on chestnut avenue in san bruno has been repaired. service has been restored. but what a scare this was for people who live around here. reminder of the gas pipeline disaster of a year-and-a-half ago. fortunately this turned out to be nothing more than an inconvenience. around 2:00 yesterday afternoon a contractor accidentally ruptured a two-inch gas line underneath the street with their backhoe while trying to replace sewer pipe. gas rushed out of the line with a high-pitched whistle that could be heard a block away, according to one witness. several homes were evacuated for 45 minutes while pg&e shut down those lines. the neighborhood is back to normal. in september of 2010 in another neighborhood in san bruno, eight people were killed, more than 30 homes destroyed when a much larger transmission line explode. coincidentally later tomorrow assemblyman jerry hill of san mateo who represents san bruno will be holding a public forum on gas pipeline safety to update people on the peninsula with the

cpu krechlt and pg&e have done to improve safety. the meeting is from 6:00 to 8:00 at city council chambers at palo alto city hall. bob redell, "today in the bay." new this morning, an american woman and another hostage safe after a nighttime navy s.e.a.l. raid in somalia. u.s. officials telling nbc news kidnappers took the hostages in northern somalia this past october. the s.e.a.l.s then mounted their attack and raided the kidnappers' compound late tuesday. we'll have more details in about ten minutes from now. 6:03 right now. the san francisco sheriff tells the mayor le not take a leave of absence. mayor lee has raised questions about whether the sheriff can function while facing domestic violence clarnlgs. the tsheriff insists he's stayig put. he is due in court tomorrow to work out terms of a protective

office. a school district has a green light this morning to launch a plan to keep drugs off its high school campuses. >> reporter: a high rise in drug related suspensions are going on at all schools in pleasanton. at foothill high school, for instance, they've already had 29 drug related suspensions this year compared with 26 all of last year. so last night the school board voted 5-0 to allow drug sniffing da dogs in all of the high schools. this will happen when students are in class so they won't be face to face with the dogs that will be checking out lockers and parking lots. the searches will be random with pleasanton police dogs offered at no cost to the school district. pleasanton will follow a few other bay area districts like livermore, castro valley and

dublin that are already using dogs. a frnd meiend messages me on fak and told me it is already happening at her daughter's catholic school in the bay area. this probably won't be implemented until the end of february. back to you. 6:04 right now. oakland city council will hold a special meeting today to look at a new proposed budget cut. oakland lost $28 million a year when the state cut redevelopment funding. as a result at least 105 city employees will lose their jobs. mayor gene kwan says off-limits will be police, fire, city, libraries and services for senior and the homeless. there will, however, be cuts to community services such as children's fairyland and the oakland zoo. both will lose 40% of funding. the jack london aquatic center will lose all city funding. a final vote on the cuts will be held january 3 1st.

funding runs out february 1st. san jose city leaders moving forward with a plan to cut their own pensions. the council has given preliminary approval to ferm nature the pensions for council members and the mayor. the council took offer the issue as a way to lead by example and it is currently asking city employees, firefighters and police officers to agree to pension reform to try and help balance that budget. 6:06. democratic lawmakers have filed suit against the state controller for taking away their paychecks. the suit claims that the controller misused his power last summer when he dock their pay for passing a budget he said was not balanced. lawmakers say they are not seeking backpay but they do want the court to bar the controller from doing it again. voters approved the no budget/no pay nichetive in 2010. santa clara clearing another hurdle in its effort to bring the 49ers south. city leaders voted last night after two hours of a heated

debate to not put the stadium back on ballot for another vote. the group santa clara plays fair submitted a petition saying voters didn't really have all the financing information when they approved that project in 2010. the council's rejection of another vote means construction will in fact move forward. an update this morning on the progress of the fourth caldecott tunnel. excavation is about a quarter complete. the top portion of the tunnel is dug from end to end and crews will need another six months to work on the lower portion where the two new traffic lines will be built. the new tunnel should be up and running late next year. 6:07 right now. we check back in with meteorologist christina loren in the weather center to find out how sweet it will be today and maybe what kind of activities you can get into if you feel like jumping outside, soaking up the sun. >> she was toying with some temperatures in maybe the 70-degree range. >> yeah. talking about 70s later on today and warmest cities across the

bay, the general trend will be the low to mid 60s for the greater bay area. but hey, let's take you through your hour by hour forecast for your city. livermore right now holding on to the low 40s. san jose, 53. san francisco by noon today warming up into the mid 60s in some cities. very comfortable in san jose. already bypassing our seasonal average high for this time of year. now enjoy today, we'll shave off a few degrees from your temperatures tomorrow but today, 66 in palo alto. you'll hit about 68 in santa cruz. 70 morgan hill and gilroy. east bay, temperatures warming up nicely. we expect some patchying to to develop but not that much. as a result the sun will be out early. clear start makes way to a for just afternoon. 65 in bodego bay. high pressure is really in

control of the weather pattern here. it takes the storm track well into the pacific northwest. for us high pressure stays put for today. by tomorrow it will drift into the great basin region. as it does so that will drive our wind offshore. we'll see another nice afternoon but we have to deal with pretty thick fog tomorrow. as a result, slight cooling. then the rain comes back into the forecast. i'll tell you when and what that means for sierra nevada coming up. first let's check your drive at 6:09. the accident we reported earlier was still there at carlson, now definitely going to be a sigalert situation. travel times, folks, westbound 80, your commute direction, we're up to already 40 minutes for your commute time. the majority of the slowing is from richmond and san pablo all the way down to carlson boulevard where this accident now has the coroner called to the scene. we've also sent christie over there. once the coroner is called to an accident scene it is at least an hour until they get things over

6:13 right now. thousands of people are packed into egypt's tahrir square right now to mark the one-year anniversary of the uprising. it is mostly a celebration. some demonstrators did carry banners calling for the military council now leading egypt to step down. military took control last february after former president hosni mubarak stepped down. also on the international scene, we're following overnight developments in somalia where u.s. special forces rescue aid workers being held hostage by somali pirates. one of those workers is an american. marla, an interesting story as you are starting to learn fascinating details about the

rescuers. >> reporte >> the headline should read s.e.a.l. team six does it again. the navy s.e.a.l. responsible for this overnight rescue in somalia is the same unit that killed osama bin laden last year. the team flew in to northern somalia late tuesday night via helicopter an then parachuted into the region under a cover of darkness. they freed 32-year-old american jessica buchanan. we do have this photo of her and a 60-year-old man from denmark. u.s. officials tell nbc news the two were working on the danish refugee council when they were kidnapped by somali pirates in october. the white house has released this photo of president obama on the phone with the first lady by his side. he's talking to jessica buchanan's father informing him that his daughter has been rescued. he made this call right after his state of the union address last night. now the freed hostages are now under medical evaluation. they're said to be in good condition.

while u.s. defense secretary leon panetta says no u.s. troops were killed or hurt during this operation, officials say the navy s.e.a.l.s killed nine pirates in a shoot-out during that raid. >> they get remarkable training. thank you very much. 6:14 right now. it was 90 minutes that might define the rest of the year in american politics. the president in his state of the union speech laid out his views about the economy, jobs and taxes. >> we can either settle for a country where a shrinking number of people do really well while a growing number of americans barely get by. or we can restore an economy where everyone gets a fair shot and everyone does their fair share and everyone plays by the same set of rules. >> president obama called for the nation's wealthiest to pay more in taxes to restore fairness to the u.s. economy and rein in the deficit, he says. he also called for initiatives for companies to return jobs to the u.s. and the development of

alternative energy and better training for american workers. he promised tougher enforcement of trade rules, mortgage refinancing at lower rates, and better policing of wall street. it is 6:15 right now. great looking forecast coming up. christina loren is here to tell us about it. >> one of the reasons we all live here in the bay area and california in general -- we got some gorgeous weather and today you will be thankful that you live here. we're going to see some beautiful conditions for the second half of your day. it is clear out there, kind of cold to start. we do have some areas of patchy fog developing up in the north bay. sonoma county, for instance. travel cautiously up there. as we head through this afternoon, warmer conditions than yesterday by about five to eight degrees. a substantial warm-up. it will be brief but it is going to be nice today. then we stay nice and dry all the way throughout the weekend, maybe, just maybe, a little bit of shower activity as we head towards next week. we'll show you when we get to my seven-day outlook in moments.

this clear start we are enjoying at this point will be a thing of the past tomorrow morning. at 6:00 a.m. thursday fog starts to push onshore. fog so thick that it does generate that steady misright at the coast. keep that in mind tomorrow and travel cautiously. temperatures today, south bay, 70 degrees. morgan hill 68. 68 in los gatos. east bay, 63 danville. 61 alameda. 66 in san rafael even getting gorgeous weather up in marin county. we'll stay comfortable, we'll have to deal with the dense fog tomorrow but 64 inland is not bad, a little bit cooler by the bay and at the coast. friday temperatures buzz back up to 66 degrees. little bit on the breezy side. this weekend we stay dry and keep the 60s. monday into tuesday things start to get interesting around here. clouds increase on mobbed and then the rain returns to the greater bay area come tuesday.

we've got a good shot for that right now. we'll talk more about that. think snow levels will be at about 7,000 feet to start. i'll tell you how much we are expecting coming up. first let's talk to mike about your drive. very serious situation. folks using the upper east shore freeway, heads up. there is a deadly accident right here westbound 80 at carlson boulevard. this is just before both 580 and 80 merge just off of the richmond bridge before you get to the racetrack in your commute direction. all of this back-up extends back to richmond parkway. that's one of the ways can you get around, jump back on to 580 and take it around the scene. you should join up with traffic just after the accident scene. but again just a calculated risk you'll take because a lot of folks will head over to the richmond parkway as well. plan on big delays north of the accident scene. 3 out of 4 westbound lanes are blocked. this means trouble if you're coming south off of the

carquinez bridge, westbound 80. your commute direction. out of hercules on highway 24, consider 680 which will take you down to 24. congestion heading through pittsburg and bay point funneling down through the walnut creek interchange but it will take you through the maze, and south of the back-up you see as you head into berkeley. we track that sigalert situation. meanwhile, metering lights should be turning on at the bay bridge toll plaza but that will be a little lighter flow because of all of these folks held up right there. quick check of the south bay, that commute starts to build. no problems north of san jose. south of san jose we'll see slowing developing around capital expressway, tully and 68 680 interchange. we'll follow that sigalert up in richmond and san pablo. new jersey governor chris christie wants same-sex marriage on state ballots this november. the governor is proposing an amendment to the state

constitution which will need three-fifths approval from the state legislature. if it makes to t to the ballot it would be the first time in u.s. history voters are asked to legalize same-sex marriage through a ballot question. san francisco mayor ed lee says he's a man of his word and he will make good on his bet with new york mayor mike bloomberg come super bowl sunday. the mayor agreed, if the giants beat the 49ers in that nfc championship game, he would decorate a cable car in giants' team color, red and blue. wait a minute. 49ers lost that game? i mentally blocked it out. mayor lee's office says the cable car will be decorated for super bowl sunday on february 5th. his office and mayor lee also agreed to provide sourdough bread to bloomberg in the event of the 49er loss. the nfl network reporting dennis allen has signed to become the oakland raiders' new head coach. allen was the broncos' defensive

6:23 right now. governor jerry brown's tax proposal is gaining support. a new field poll shows that 6% of voters surveyed support the proposed ballot initiative. that's up 8% from a poll taken just six weeks ago. the plan would increase the sales tax by a half-cent and raise taxes on individuals making more than $250,000 a year. brown says his proposal could raise nearly $7 billion but some analysts question those calculations. new this morning -- the finalist for the nation's most prestigious pre-college science competition just announced and there are a few bay area students making the cut. intel science talent certainly narrowed the field down to 40 finalists this morning. among them, a student from bl-- three will be invited to washington, d.c. in march to display their work and meet with

scientists. the winner will receive $100,000. no doubt, some of those kids will end up working as apple as that company just continues to explode and grow. scott mcgrew joins us now. it is really hard to grasp how successful apple really is. >> apple makes -- $5,500 a second. $5,000. $5,000. $5,000. the company announced it made a flabbergasting $46 billion in the last quarter. the second-biggest amount of quarterly revenue in american history behind exxon mobil. 37 million iphones sold. 15 million ipads. i tried to come up with ways you could look at these numbers. apple made more money last quarter than it made it all the year 2009. 75% of apple's income comes from iphone and ipad, neither of which existed five years ago. apple is the single largest buyer of chips in the world.

good morning. thanks for joining us. 6:29. i'm laura garcia-cannon. >> i'm jon kelley. mike inouye joins us with a deadly accident on the road. >> we have a deadly accident, a significant alert. at least one person is confirmed dead in this accident involving a pick-up truck and a van. the van is overturned and blocking 3 out of 4 westbound commute lanes on the east shore freeway. we have a big jam at least starting back at the richmond parkway. take rich mon parkway over to eastbound 580 and join us with with folks on that bridge and on to the east shore freeway south of the accident but of course a major impact to the rest of the bay. as folks see this, they will ripple throughout. christi smith is heading to the scene. weather goes hand in hand with your drive tomorrow.

you don't have to worry about thick fog slowing you down or any win to tell you about at all. it is actually relatively mild out there this morning. at 44 degrees in san jose. 50 in oakland. 53 in san francisco. we have a gorgeous day shaping up. i'll take you through that forecast and tell you when the rain might be back in the neighborhood. 6:30. back to you guys and today's top stories. there is a new gas leak stirring up old fears in san bruno after construction pipe ruptured -- actually, construction crew ruptured that pipe and sent some fumes right into the neighborhood. bob redell is live in the neighborhood with this big scare. >> reporter: one man walking his dog could hear this terrifying sound a block away. it was a high-pitched whistling sound of gas rupturing, skwaepiskwaep i escaping from this pipeline located underneath this house on chestnut. workers accidentally ruptured the two-inch line with their

rescued an american woman and aekd hostage from somali kidnappers, the same s.e.a.l. team that killed osama bin laden performed that rescue. president obama received word that the raid had been completed just a few hours before his state of the union address. in fact this is a picture of him on the phone with the family of an american aid worker jessica buchanan. u.s. officials tell nbc news kidnappers took buchanan and a danish man hostage in north somalia this past october. 6:33 right now. opening statements begin this morning in a high-profile murder dating back to 1999. accused of killing tracy biletnikoff, the daughter of former oakland raider star fred biletnikoff. he was convicted in 2008 but an appellate court threw out the verdict. the defendant's attorney is expected to argue the killing was a manslaughter, not murder. a bay area school district has approved a plan to use drug

sniffing dogs at its three high school campuses. pleasanton school board voted last night to allow the canines to search school parking lots and locker rooms when students are not present. the district is developing a policy for those searches and hopes to have it implemented by the end of february. the new tactic is in response to an increase in drug related suspensions and expulsions. a federal judge is ordering oakland to speed up reforms in the police department. interim police chief howard jordan has been ordered to regularly consult with an independent monitor. u.s. district judge is make being the move after questioning whether promised reforms are even being met. the monitoring is part of a consent degree the city agreed to nine years ago in the wake of a police misconduct scandal. police living in the apartment building damaged by a rockslide on san francisco telegraph hill were allowed back into the building to sleep and spend time at home last night but city engineers advising tenants to sleep in rooms away fromqg+ hillside.

this is the east shore freeway, your commute direction westbound 80 is jammed up because 3 of the 4 lanes are blocked at carlson boulevard. an earlier accident resulted in a death of at least one person there and the back-up and blocking of 3 of those 4 lanes. your alternate, one good one is richmond parkway because it is a wednesday, we're seeing a lighter volume as compared to tuesdays and thursdays. the back-up seems to be helding steady through san pablo. richmond parkway 580 eastbound will joining up just past the accident. looks like a lot of folks may be taking that route. watch for unusual slowing through richmond and past businesses there. no major problems off the carquinez bridge but everyone out of interstate 80 and hercules on highway 4 may join that back-up. 680 over to 24, 24 down to the bay bridge toll plaza is moving smoothly and holding steady for highway 4, antioch, pittsburg

"today in the bay's" bob redell is live in san bruno this morning of details of a construction accident that sent fumes through a neighbor. good morning. >> reporter: good morning, to you. talking about a gas line that ruptured underneath that metal plate here on chestnut avenue. that pipeline has since been restored and my understanding is the gas service on the street has been restored as well. but what a scare this was for people who live around here and remember the gas pipeline disaster of a year-and-a-half ago. fortunately, this turned out to be nothing more than an inconvenience. around 2:00 yesterday a contractor accidentally ruptured

a two-inch gas line with their backhoe while trying to replace sewer pipes. the gas rushed out of the line with a high-pitched whistle that could be heard a block away, according to one witness. several homes were evacuated for 45 minutes while pg&e shut down that line. the neighborhood is back to normal. in september of 2010 in another neighborhood in san bruno, eight people were killed, more than 30 homes destroyed when a much larger transmission line ruptured and exploded. coincidentally later tomorrow assemblyman jerry hall of san mateo, he also represents san bruno, will be holding a forum on gas pipeline safety to update people on the peninsula what pg&e and the cpuc have done since that disaster to improve safety. the meeting is from 6:00 to 8:00 in the city council chambers at palo alto city hall. live here in san bruno, bob redell, "today in the bay." another community will be practicing preparations this morning for disaster like that pipeline explosion in san bruno. it will be taking place at

barber court in milpitas just off of 237 and 880 interchange. pg&e will team up with firefighters for an emergency drill simulating a vehicle collision with a gas line. that drill is set to start at 10:00. 6:50 right now. we're getting more details this morning on the teenage tourist assaulted near fisherman's wharf. this is breaking news we brought you yesterday. san francisco examiner reports the 15-year-old girl had just split from her tour group before meeting her alleged attacker early yesterday morning. witnesses saw the two outside a 7-eleven on mason street. police later found the girl in bushes a block away. both were hospitalized for undisclosed reasons. the man faces charges, including sexual assault. san francisco's embattled sheriff says he will not step down. after a meeting with mayor ed lee, the sheriff says he can do his job while he defends himself against misdemeanor domestic

violence charges. he says while he won't take a leave of absence he will suspend his pay while in court. he says controversy is not affecting his performance. he goes back to court tomorrow to ask the judge to lift an order barring him from contact with his wife and son. another ban on plastic bags being considered in the bay area. alameda county waste management will vote on two ordinances today aimed at reducing waste. the first would ban single use plastic bags at checkout stands. other would require businesses and multi-family complexes to separate recyclables and organic waste. the new rules would not take effect until next year. 6:52. according to neighbors it's been a magnet for crime but a san francisco jack in the box will be allowed to stay open well into the early morning hours. the city entertainment commission ruling last night that the fast food franchise at geary and 10th can stay open until 4:00 a.m. that despite neighborhood complaints of noise, loitering and violence. questions about the late night

hours were raised after a fight inside the restaurant last month that led tho a cal firefighter being injured in a hit and run accident. the firefighter right now is recovering and the suspect is facing charges. another bay area city considering some tougher smoking regulations. mountain view city council giving initial approval last night to the expanding of a city smoking ordinance. it would make it illegal to smoke in the outdoor dining areas or within 25 feet of doorways and windows during summer months. it will also be illegal to smoke in city parks. the council will hold a second vote some time next month. walnut creek is drafting a new ordinance to stop late night bar fights. police have seen more bar brawls in the past year. city council says the city will draft an aggressive new ordinance to try to prevent the violence. it could include getting rid of the current system that grandfathered in softer regulations of home businesses.

behind the scene. facebook isn't on the stock market but it does have shares and it hands it out to employees and those employees can sell those shares. the company sold huge blocks of shares to early investors as well and those are bought and sold all the time. this morning, bloomberg reports facebook has called a halt to those trades. why? well, perhaps because facebook is getting ready to file the paperwork associated with an ipo. that paperwork will contain what up until now was very private information about facebook business and facebook wants to make sure there are no conflicts of interest. no appearance of insider trading before that filing. in a separate issue, facebook has thrown the switch on time lines. it is now mandatory in seven days, everybody gets a time line. you get a time line. unless you make adjustments, everything you did or said on facebook, ever, will be visible. this is not a big deal if you're older but if you started facebook in college, like a certain nbc bay area producer we
