680. the roadway is open but the mall is not but we have more issues to tell you about a little further north. that's update's coming up. 4:31 right now. a 15-year-old boy accused of strangling his adoptive mother and father, killing them. he's facing two counts of murder today. >> he will be tried as an adult an will be back in court today. da in the bay's christie smith is live in oakland now with the latest for us. >> reporter: good morning. well, oakland police say the 15-year-old boy who's accused of killing his parents has confessed and she says he is expected to be tried as an adult. he's due back in court today here in oakland. apparently he was brought in yesterday but did not enter a plea and did not have an attorney. it is a horrible story. he is accused of strangling his adoptive parents. the couple was found dead in their car on friday. robert's brother spoke to nbc bay area news and says that the boy was adopted when he was 6 years old and the family had

recently noticed a change in him from sensitive and creative to troubled and angry. bruce came and says he knew something was wrong when he spoke with him on friday. >> he was saying, my parents, i miss them, let's go look for them. part of it was a real feeling because i think he regrets doing it to some degree. i don't know why he did it. >> police say co-workers became worried when the couple didn't show up for work and then of course, police went out there and checked on things. the boy could face two counts of murder and a special circumstance which, if convicted, could mean life without the possibility of parole. reporting live in oakland, terisaty smith. back to you guys in san jose. 4:33 now. new information this morning in the death of a 14-year-old girl at a slumber party in santa rosa. investigators tell the santa rosa press democrat she

overdosed on the date rape drug ghb. investigators initially thought she'd die the of alcohol poisoning during a july sleep over. stunned over a new leash law literally. golden gate recreation area took over a popular open space near montero along the coast in december. it was a favorite to off-leash area for dog owners but the ggnra added a new leash law. a ranger was out telling dog owners about the new rule sunday when he had a run-in with a man walking his two small dogs off leech. man gave the ranger a false name, then begran to walk away. witnessed say that's when the ranger fired her stun gun hitting him in the back. >> i'm outraged about it because it's a person's right to not be tazed if they're not being violent. >> a police officers needs to be trained to deal with them

without using lethal force. >> the ggnra says it will take a few weeks to investigate the incident. dog lovers say it has them more determined than ever to fight this new leash law. 4:34 right now. the city of oakland is cutting 8 80 employees from its staff. starting today, no longer exists. last week council members announced up to 400 people would lose their jobs in order to cut $28 million from the city budget. last night that number was pared down to 80. layoff notices will go out today. the fate of dozens of other positions is still up in the air. at least a dozen occupy oakland protesters are facing criminal charges this morning after creating chaos in downtown oakland this weekend. 360 protesters were arrested, most cited for failing to disperse and were released. four charged with felonies,

including assaulting an officer. right now they are under court toward stay away from city hall plaza and the convention center that he tried to occupy saturday. 4:35. it is something tech gurus have been anticipating for months and now it looks like a facebook ipo will happen. facebook is expected to file for its initial public stock offering today. the company will reportedly try and raise about $5 billion. coming up in ten minutes we'll go live to cnbc world headquarters to find out how this news is affecting wall street and consumers. pg&e customers may soon have the option of ditching digital smart meters for analogs. a proposal will allow customers to opt out of the smart meter program. some people are concerned with the health risks associated with the wireless technology. pg&e insists the meters are safe but has submitted a proposal to allow customers have have an analog meter if they pay an

additional monthly fee. republican presidential candidates are turning their attention to nevada this morning after mitt romney walk away with a landslide victory in florida's primary. in spite of losing by double digits, newt gingrich says he is not giving up. tracie potts has the story from tampa, florida. >> thank you tonight for this great victory. >> reporter: mitt romney now has three times as many delegates as newt gingrich and starting tomorrow, secret service protection, too, after a decisive win in florida. he won women, seniors and hispanics. 46% of the vote after bombarding florida with ads targeting gingrich. >> a competitive primary does not divide us, it prepares us. ours will be a united party with a winning ticket for america. >> reporter: gingrich is the only candidate who did not call to congratulate romney. he came in a distant second but insists he'll compete in upcoming caucus states. >> we are going to contest every

meteorologist christina loren, see how the weather is looking today. >> hey, good morning, ladies. we've got a really good looking day for the second half. this morning, a little cloudy, a little cool. some showers are passing to the north. onshore flow strong enough for you to use your windshield wipers along the peninsula this morning and right by the water. can you see for the most part the front has pass and it is heading into the central valley. heading throughout the day today, we will see clearing by about noon, clouds breaking apart, the sun shining through. so the second half of the day will be fine for outdoor activities. as we head throughout the day it all works out like this. by noon, 58 degrees. the coast will be at 53. san francisco, oakland, little bit on the cool side for the first part of the day but we'll all be able to make it just about to 60 degrees by the water, then you'll hit 63 as you make your way home from work in places like san jose. now we have a big weekend

shaping up. i think you'll like it. then another chance for rain at the end of my seven-day forecast. let's check your drive with mike inouye. >> yesterday we had a few spin-outs from slick roads. similar conditions. this accident and resulting arrest at the scene but it looks like chp has cleared southbound 680 passing by stoneridge and that's why there is no slowing or problems south of the dublin interchange. north of there, 680 had some construction spots between el costa and bollinger canyon road. no slowing yet because of the light volume of traffic. we have a lighter flow of traffic on 880 with just northbound taillights going past the construction zone as you are heading up toward high street. notice the glowing lights. there are misty conditions out there. you'll have to use the windshield wipers from time to

there are so many people using facebook. >> there is just a lot of reerns why it is a successful company. as everybody uses it everybody wants to use it because you can kent with a lot of people. >> just so many of the reasons why so many people are looking forward to the social media company's ipo. facebook is expected to file its paperwork today. something the tech world and wall street are certainly buzzing about this morning. for more, let's turn to cnbc's world headquarters live. >> good morning. facebook is sending wall street a friend request today. the social media giant is expected to file papers today for its very much anticipated ipo. reports saying facebook is looking to raise $5 billion, though the final number could be much more than that depending on demand from investors. that could value facebook at between $75$100 billion making it one of the world's largest companies.

facebook will lii . stocks have been mostly flat following disappointing data on home prices and consummer confidence. this morning, numbers on manufacturing and construction spending. the dow slipped 20 points yesterday to close at 12,632. president obama's expected to announce details of his latest housing initiative today. he speaks in northern virginia at 11:00 a.m. eastern. reports say that the plan aimed to help people who are current on their mortgage refinance into lower interest federally insured loans. the white house has proposed funding that effort by taxing large banks, something republicans say they really oppose. other initiatives include auking blocks of foreclosed homes and allowing them to be converted into rental property. 4:45.

a massive shutdown of many of the country's old refineries has been averted today. the united steel workers union agreed do a new contract with shell oil and bp. a tentative three-year agreement affects 30,000 workers in oil related industries nationwide, including te ining a refinery. the deal was announced hours last night before the midnight deadline. it includes a 2% pay hook this year. the contract still has to be ratified by union members. 4:46 right now. the park city utah has a sundance film festival and san jose has a film festival. last night the kickoff at the san jose athletic club. our own christina lorn was on hand to get the party started. she also emceed the event. nearly 200 films will be shown this year in and around downtown san jose.

morning. as we head through the day today, comfort conditions by noon, 58 at the coast. 58 inland as well. notice temperatures running a little bit cooler for the first part of the day than they were yesterday but we're still going to round out with temperatures in the mid to upper 60s. it all works out like this. little drizzle this morning warning up by thursday. 67 by friday. i'm bringing your temperature up to 70 degrees on super super bowl sunday. we'll get gorgeous weather for any sort of barbecuing you want to do. monday and tuesday temperatures drop off and a few showers roll into the bay area. i think the greater bay area will see some rain as we head wednesday into thursday of next week. jet stream finally taking a substantial dip to the south, ladies. 4:48 now. it is not your mother's department store anymore. jcpenney rolls out its new look today. jcp, as it is now called, will

include a new look and new pricing strategy. the company says merchandise will be marked down 40% all the time to keep the shopping experience simple. the redesign is the work of new ceo ron johnson. he's the former apple executive behind that company's successful chain of retail stores. you might be more dependent on that smartphone than you think. according to a new survey, more than half of adults use their cell phones to get shopping information as they went from store to store during the holidays. the pew research center study found 33% of people use their phone to check a website while inside a brick and mortar store. 38% called a friend for advice about a purchase. i'm guilty of that. 24% check online product reviews. and 25% used their phone to see if they could get a better price elsewhere. >> they're always with us, aren't they? 4:49 right now. still ahead a friendly wager for super bowl xlvi. what two state governors have bet on the game.

welcome back, everyone. a beautiful live look outside this morning. christina said if you're south of the golden gate bridge, don't take an umbrella. you shall be in the clear this morning but we are seeing some precipitation out there. 4:53. we'll check that forecast in a bit. this morning we will learn how much water we've pick up over the past month. the department of water resources will conduct its second snow survey of 2012 today. experts say electronic data shows the snow pack is only 38% of nomrmal but that's still muc better than the survey taken on january 3rd which showed snow pack at just 10% of normal. the water monitors say despite the dry winter, most of california's reservoirs are still above normal levels for this time of year. a kitchen that's helped san

francisco's poor and hungry for decades will serve its last meal today. st. anthony's original dining room on jones street has been feeding the hungry home-cooked meals for more than 60 years. now the building is set to be demolished to make way for a new facility. an interim dining room just around the corner at golden gate avenue will continue to serve the community. lieutenant governor gavin newsom is supporting immediate yen stephen colbert's fake campaign for president. san francisco's former mayor has been listed as a donor on colbert's political action committee's website. newsom confirms the san francisco examiner he had in fact co-natured $500 to the colbert super pac. newsom said he wanted to support colbert for "exposing the absurdity" of our current political financing system. >> and maybe remaining in the spotlight then, too. 4:54. time to check the morning
