>> good monday morning to you. thanks for joining us. seconds before 5:00. i'm laura garcia-cannon. >> good morning everyone. i'm jon kelley. time to check in with meteorologist christina loren to find out what the weather's going to look like this week. nice today but the rain is coming. >> yes. don't wash your car. i know you are angry with me now. don't wash it. hold off for a day. as we are going to get enough rain to get all of that dirt and muck off of your vehicle tomorrow. in fact, we expect heavy rain at times. especially down here through the south bay. we're not going to see a lot of sierra snow. i'll explain. leave the umbrella home. looking good for a monday. we'll take you through the full forecast. first your drive with mike. >> that beautiful shot showed the bay bridge which is moving smoothly right now. we'll take to you the south bay with our maps, we'll look at the golden gate bridge. coming over from the north bay, into san francisco. no problems as you approach the toll plaza and the earlier crew we showed you, they cleared off the bridge. a smooth flow between the marin

side and the san francisco side. on the south bay, construction northbound through san jose. the issue between capital and story and no major slowing. we'll show you a wider look coming up. >> thank you, mike. >> san jose police are investigating an overnight homicide. it happened on blackford avenue near saratoga avenue. a man was found shot lying on the ground. bob redell is live in san jose. he has the latest on this shooting. good morning, bob. >> reporter: good morning to you, jon. unfortunately he became the third person to die within the city limits of san jose this year. we spoke with one of the lieutenants this morning. and he is trying to reassure people who live in this neighborhood that this does not appear to be a random shooting. he's not giving out details but they believe that for whatever reason these people knew each other and had some sort of disagreement which obviously ended up with one of those people dead. happened around 10:15 last night in an apartment complex on

blackford avenue, not far from the intersection with saratoga avenue. police are trying to identify the suspect or suspects. there might have been more than one person responsible. the man who was shot, at least once, was 21 years old, found in the parking lot located in the back of that apartment complex. >> we got reports of a person down, we responded out here and found a person laying on the ground, suffering from life threatening injuries. the person was taken to the hospital and died there shortly thereafter. >> reporter: police know who the victim is but aren't releasing his name until they notify his family. they will release more information about this crime sometime later today. reporting live in san jose, bob redell, "today in the bay." >> 5:02. overnight violence in oakland, the victim of a shooting we told you about this morning has now died. nbc bay area's christie smith will have more in a live report as she continues to gather information. in the meantime, it was a

violent day in oakland. police are investigating several shootings that sent seven people to the hospital. around 3:00 yesterday afternoon there was an exchange of gun fire outside a home near the emeryville border. at least five people were injured. then police found the man shot at the intersection of 59th street and telegraph avenue. a seventh person showed up at the hospital later in the day with gunshot wounds. police are trying to figure out if the person of interest is connected in either shooting. all of the victims in those related shootings are said to be in stable condition. >> 5:03 now. we should learn more about recent hate crimes in san jose sometime this morning. police holding a news conference set for 10:00. among the cases an assault on a man in san jose in a parking lot back in november. this is a sketch of that suspect. police say the victim was leaving the lot on white road when several men approached him. one of them reportedly hit him in the head with a liquor

bottle. the victim was treated at a hospital for injuries. >> walnut creek bar owners to try to work with city leaders to make the streets safer on the weekend. last month nine people were arrested. the city wants more authority over business owners and how they deal with customers. the two sides are trying to work out the extent of that control. >> a warning for people living in san mateo county after a mountain lion sighting. it was spotted in la honda yesterday morning. officials say if you happen to see a mountain lion, make loud noises and try to appear larger by waving your arms in the air. they say you can also try and throw things at it to scare it off. >> overseas the philippines trying to recover after a deadly earthquake but aftershocks are really making that difficult.

marla tellez joins us with the latest. >> good morning so. far more than 40 aftershocks have been recorded. the good news is the tsunami alert that was initially issued in the philippines, that has been lifted. new video in to our newsroom shows school children in evacuation mode trying to make to the safety. this after at least 13 people are confirmed dead including two children after a 6.7 earthquake shook the central philippine island. dozens are feared trapped under the rubble. the quake was felt as far as 70 miles from the epicenter. in pakistan the search and rescue continues after a three-story factory collapses. at least three people are dead, another three or so believed to be trapped. rescuers have pulled five people including that young boy saw, to safety. the collapse is blamed on a gas explosion inside the factory that manufactured medicine.

here in the states a makeshift memorial is growing this morning in washington in honor of charlie and braden powell. people are leaving behind candles and stuffed animals and balloons for the brothers who were killed in a house fire yesterday afternoon. their father josh powell also died in the flames. officials say he deliberately set the fire. he was a person of interest in his wife's disappearance. susan powell went missing from their home in 2009 and just last week a judge once again denied josh powell's request to regain custody of his sons. laura and jon. >> thank you very much. supporters of a millionaire's tax will be out this morning gathering signatures. you might spot the banners in san francisco at the intersection of interstate 80 and vermont street exits. also you'll see them at the 880 and 29th avenue in oakland. the proposal for the november ballot asking californians who earn $1 million or more to pay

an extra 3% in state income tax. and those who earn 2 million or more asked to pay an extra 5%. >> it is 5:06. loggers will continue chopping down more than 1,000 oak trees today. rangers are trying to stop the spread of a devastating fungus that is rotting trees from the inside out. many camp sights are closed to protect the public. this is one of the largest tree removal projects in santa clara county history and is expected to take three months. >> this swoon a step forward to try and protect a san francisco landmark. the protect coye tower committee would force the city to use it for the tow tear help improve the park, maintain the building and restore its murals. committee members planning to drop off signature sheets at the department of elections today f. enough signatures are verified

the measure will be placed on the june ballot. >> 5:07. want to see what's in store for the forecast, checking in with meteorologist christina loren. she joins us from the weather center. >> good morning. it's cold out there this morning. we're going to see another really comfortable afternoon before the rain arrives tomorrow morning. so, let's start with your current temperatures. 43 degrees in oakland, 46 in san jose. low to mid-50s in places like san francisco and san mateo. we're starting out so mild we're going to see temperatures easily climbing into the mid-60s. even in the city by the bay as we head throughout this afternoon. by noon today up to about 55 degrees. by the water, and then inland about 63 degrees as you break for lunch. rounding out the day at 65 degrees as you complete your monday. 65 degrees at 4:00 p.m. inland. look at this. we've got a very substantial system right here. very tightly wound area of low pressure. this is going to continue to push toward the bay area breaking down the ridge of high pressure as we head through tonight, so you will see

increasing clouds and the rain doesn't move in until tomorrow morning. we'll time that storm out for you, tell you how much we're expecting in your city and what we expect from the system in the sierra nevada as well. i've got all of the answers coming up. first, let's check your drive with mike inouye. >> we'll take folks out to highway 4 where we often see the early signs of slowing. no major issues right now. the 57 is a little lower than we've seen. that's at the l street sensor. pittsburg and bay point, a nice commute. we had the earlier accident affecting celanoway. at least the on ramp is clear. crews should be gone in the next few minutes. 242 not a problem through concord. we're looking at 680 at the top so let's get a wider view. across the benicia bridge, 880 across the carquinez bridge. looking nice out of the north bay and the east bay. 18 minutes from the carquinez bridge to the bay bridge toll plaza. then back on 680 south through

sunol and you see the taillights over the hill into fremont without problems. we have a steady flow of cars but nothing to cause slowing. good commute right now into the south bay. >> people easing into their monday morning. the rangers are looking for a defensive coordinator. they may take him from a bay area university. the news group reports david allen is looking at stanford's defensive coordinator jason tarver. he has worked with the cardinals since 2010. before that he spent nine seasons with the 49ers as an offensive assistant coach. >> along with the newly crowned giants, super bowl champs, the bay area's jeremy lind the talk of the town. putting on a show for the crowd at madison square garden scoring 25 points. he helped need the knicks to beat the nets, 99-92, scoring

>> welcome back on this monday morning. a live look at the hp pavilion in san jose. it's dry out, it's nice, but meteorologist christina loren says brace yourself, you're going to need the umbrella tomorrow. plan ahead. 5:14. >> a good chunk of europe is buried this morning under a huge blanket of snow. i want to show you what it looked like in serbia where hundreds were trapped in cars by more than seven feet of snow. emergency crews were called in to try to get people out and fly them to hospitals. in venice, italy, temperatures so cold that the canals have a sheen of ice on them. further south in vatican city, the pope gave his weekly address in a snowy st. peter's square. more snow expected throughout europe today. >> he must keep the heat up in there. >> well taken care of.

>> 5:14. good morning again to meteorologist christina loren. tell us what's happening in weather. >> we've got that storm system on the way. good morning to you. thanks for waking up with us especially after what you went through yesterday. chances are you watched that big game. a lot of people celebrated, so getting up this morning might not be that easy. the good news is you don't have rain yet slowing you down. tomorrow, that will not be the case. in fact, i think that rain will slow you down across the board tomorrow. we have a pretty good looking storm system on the way. 40 in concord, 50 in san mateo and 38 degrees in santa rosa. as we head throughout the day, temperatures will be on the climb yet again. unseasonably warm. clouds will increase, though. by this evening i think we'll see a few showers, light showers to start right at the coast. probably at about 7:00 p.m. then the rain will continue into tomorrow morning. the first rain we've had in almost 13 days, we stop the clock, i step out of the way, 8:00 p.m. monday, you can see the coast getting a pretty good amount of shower activity.

the blue is an indication of heavier moisture. that will come through as we wake up tomorrow morning. so basically what we expect out of this system is going to sidle down the coast. we're not expecting a lot in the sierra nevada as a result. possibly, possibly six inches of snow above 7,000 feet. but a lot of the moisture and energy from this system is going to dissipate as it continues to push over to the east along the mountain range. 66 in fremont for today, 66 in san jose and about 68 degrees in livermore. seven-day outlook shows you we won't be done with the rain wednesday morning. a few showers. thursday, friday into the weekend, dry. sunny late sunday into monday another round of rain in the forecast. so the good news is we need the moisture. we expect maybe a quarter inch even here in san jose. we'll talk more about that, talking rain totals coming up. first let's talk to mike about your drive. >> we're going to start in the south bay where we have that remaining construction crew that's on northbound 101 north of capital.

maybe going on toward story but we haven't seen major slowing. a little blip here and there. 880 and 87. likely a few more cars hitting the road. so far there are no incidents to report there. smooth drive up the lower bay shore up to 92 for 101. i want to point out that redwood city has seen crews. since this morning a smooth drive. flooding reported here, southbound 280 at edgewood road. i think there might be sprinkler busted. i waited, didn't want to alarm anybody. looking at the water, the san mateo bridge, a live look if we can over the bridge and a smooth drive. we'll look at the bridge. there we go. over to the map i showed you, a smooth drive as well. no problems there. we are looking at the sign here, it's warning that folks, they are going to close the bay bridge over across the bridge for presidents day weekend.

i'm told our chopper is going to check out that flooding report. hopefully it won't be a problem. back to you guys. >> to find out if the feel good friday carries over to today we turn to courtney reagan live at cnbc world headquarters. good morning. >> good morning. futures are a bit lower now, looks like markets are taking a breather. asia was up but europe is in the red. investors continue to wait for a deal to restructure greece's debt. we're again waiting. there is no economic data points today in the u.s. but we'll get reports this week on consumer credit, the trade deficit and consumer sentiment. the dow up 156 points on friday which means today we open at 12,862. the nasdaq rising 45 to 2905. boeing has identified and is fixing a problem with the

fuselage on its new 787 dreamliner jet. the company says the repairs won't affect production. reports say the issue is known as delamination shims or structural spacers weren't properly attached. boeing built 50 dreamliners and delivered five so far. the 787 entered service last year but after three years of delays. wall street is cheering the giants super bowl victory because they are both from new york but the super bowl predictors state that when teams from the original national football league win the markets go up. stocks fall when an afl team like the patriots win. 79% success rate though it was wrong the last time in 2008. that was the year we ended in the financial crisis. so things were different then. >> we'll focus on the positive side. thank you very much. >> it is 5:19. massive four alarm fire still smoldering this morning.

investigators say a combination of wind and open windows in an abandoned warehouse helped the flames spread. the fire broke out around 10:00 a.m. near k and railroad streets. firefighters were forced to take a defensive position. they worked to protect neighboring buildings and vegetation. the fire may have been started by the homeless camping inside. the building was slated for demolition. >> alameda working on cooking up a plan to end the turf war between food trucks and restaurants. the city's new food truck ordinance goes into effect today. operators must now obtain a local business license, pay taxes and comply with health and safety restrictions. the ordinance also designates where the trucks can operate. the city leaders say the regulation will level the playing field between food trucks and brick and mortar

restaurants. >> 5:20. san jose state has something new, it's scored major backing from nasa for students space projects. they were awarded $73.3 million in research money. it's the largest pot of money ever for the state school. it will go to help fund projects to send astronauts deeper into orbit and help travelers on earth take off on time at the airport. >> us earthlings appreciate that. up next, big time controversy after the super bowl halftime show. we have all of the details coming up. >> you may have tweeted about it. i tweeted about. there are new records for twitter. we'll take a look.

>> welcome back everyone. 5:23 now. new controversy surrounding the super bowl halftime show. ♪ >> madonna rock out with the likes of nikki manaj. did you see this, it was the snip of a finger. mia gave the middle fing tear the camera, something that nbc failed to blur out. after nbc release add statement. the nfl hired the talent and produced the halftime show. our system was late to obscure the inappropriate gesture and we apologize to our viewers. the nfl called the incident inappropriate and very disappointing. something always happens. >> indeed. if you missed the finger, well,

you heard about it on twitter. scott mcgrew says the super bowl meant super new records. >> it did. 10,000 tweets per second toward the end of the game. it was fun to see. laura garcia-cannon and the rest of the bunch thought as i watched twitter and the game at the same time. most of my friends seemed more interested in the commercials than the game itself. at least till the end. though madonna's age was tweeted, she is 53. the twitter record previously was the women's world cup soccer match between the u.s. and japan. said one person to madonna's critics post a video of yourself doing cart wheels in five-inch heels and we'll talk. another, i guess that we should be ready for lady gaga at the super bowl show in 2032. and my friend ed put it into perspective with sad day for tom brady, the other quarterback there as he is reduced to beautiful millionaire married to model. twitter helping extend the life of all of the commercials with its own page. if you missed an ad, seems hard

"today in the bay." >> good monday morning to you. thanks for joining us. 5:30 now. i'm laura garcia-cannon. >> good morning everyone. i'm jon kelley. we check in with meteorologist christina loren. looks like we're getting rain. >> we're going to get a 36-hour blast of winter but that arrives tonight. we want to get you ready for that. let's get you out the front door, grab a jacket. increasing clouds later on today. and as we see those clouds increase t breeze will pick up as well. our first rain in 13 days. let you know when that arrives coming up. talk to mike about the drive. >> all right. we had chp reports of initial flooding on 280 along the peninsula. southbound 280 at edge wood road. the chp crews nearby drove through, couldn't find the flooding that was across all

lanes so they cleared that from the incident report. i still have it on the maps, still watching and i think our chopper may be heading there so we'll let you know. we're trying to keep our eyes out for anything and flooding would be one of them. >> we'll check back with you. 5:31. one man is dead, a person of interest in police custody after an overnight shooting in oakland. christie smith joins us with the latest developments. good morning. >> reporter: good morning to you, laura. this has turned into a full homicide investigation because the man shot here overnight on 83rd avenue near international has died, according to an investigator i spoke with. police are still here, they are still looking for evidence. but they tell me they have recovered the gun they think was used in this and they are speaking with a person of interest this morning that they have detained. this came in as a call of gun fire about with 1:30 this morning and when police arrived they found a 40-year-old man on the sidewalk, he was shot in the

stomach. police were walking around with their guns drawn, started immediately looking for the suspect. they say there are a number of abandoned homes on the block. the person of interest inside one of those homes eventually came out. but he actually backed out of one of the homes with his hands in the air, talking on a cell phone and smoking a cigarette. he was detained by police. they are not yet calling him a suspect because they are trying to sort out exactly what happened here and what may have set this off. but they tell me that they are not looking for any one else right now. and the good news they say is that witnesses are cooperating with them and are downtown now and should be speaking with police very soon. reporting live, christie smith. back to you. >> thank you very much for the update. san jose police now searching for the person who shot and killed a young man overnight. this all happened on blackford avenue near saratoga avenue at an apartment complex.

bob redell is live in san jose. he has an update. good morning, bob. >> reporter: good morning to you, jon. you see police behind me are still on the scene. they are trying to figure out who did this, who shot a 21-year-old man and left him to die in the back parking lot of that apartment complex here on blackford avenue not far from the intersection with saratoga avenue. when police arrived after 10:00 last night they found the man lying on the ground with at least one gunshot wound. they aren't saying if he was shot more than once. he was rushed to valley med but his wound was too serious. he died. police want to reassure people that this does not appear to be a random crime. >> it's probably one of those deals with the residents aren't going to have to worry. it's basically something that was related to this person but we don't know that for sure. >> reporter: police know who the victim is but aren't releasing his name until they are able to

notify his family. they do tell us that he did not live here in this apartment complex. police say they will release more information about this later today. this being the third homicide in the city of san jose in 2012. reporting live in san jose, bob redell, "today in the bay." >> bob, thank you. this latest murder comes as the city is reviewing a report that says it could get by with even fewer police officers. ibm did a study of san jose's crime rate and the conclusion was the city could cut 400 more officers at a savings of $60 million. mayor chuck reed says the tech giant was brought in at no cost to analyze the city's public safety department. he says this is not mean there will be cuts to the police force. >> i just don't know how any one in their right mind could think we could do this job with 3 or 400 less police. we're below 1100 now, which is the lowest in over two decades. >> the jobs on the line, this report identifies some ways we

could be more effective in the way we deploy officers, we can use this analysis to help us further avoid further cuts in the department. >> later this week on wednesday, mayor reed will ask the city manager and auditor to come up with their own recommendation. >> a warning this morning from the marin county health department after several outbreaks of norovirus. the marin independent journal reports since january 20th there have been four outbreaks at schools and children centers and another six at long term health care facilities. two of those facilities were briefly quarantined. >> students at a san francisco school will finally head back to class this morning after a suspected norovirus outbreak shut down their campus. st. ignatious college prep closed on wednesday when 20% of the students became ill. 325 students and 30 teachers ended up contracting the illness. a live look at st. ignatious where classes will soon be back in session in about two hours. school officials canceled

classes three days last week to thoroughly clean and allow students and staff to get better. >> norovirus is a gastr gastrointestinal illness. you can prevent it from spreading, the best thing is wash your hands and wear gloves and protective clothing while cleaning surfaces that a lot of people touch f. you contract the virus stay home until your symptoms disappeared for at least 48 hours. >> 5:36 now. occupy oakland will be marching through downtown again today. it's all part of their day of action to show support for demonstrators who were arrested earlier like this one. a rally set for 9:00 a.m. this morning inside the courthouse, then at noon at frank ogawa plaza, marching to the courthouse where there will be hearings for those arrested. oakland neighbors and merchants planning to stage their own counterprotest today. they are upset over the loss of

business from the violence. >> 5:36 now. a warning for today from meteorologist christina loren. don't wash that car. >> yeah. don't water the plants tomorrow. turn that sprinkler off. we're going to get rain. some cities might pick up a whole inch of rain or more. i'm talking about you up in the north bay. you can see from this live picture of san francisco, winds already picking up as the storm system approaches the california coastline. looks like it's going to impact the coast and sidle down as we head throughout the day tomorrow. for us today, we're going to get one more spectacular day with temps ending up in the mid-60s. 50 in san mateo, at 44 in sunnyvale and 38 degrees up in santa rosa. throughout day your daypart forecast shows you we'll be in the 50s, a low of 60s inland by noon. then 4:00 p.m., 65 degrees as you make your way home. this is what we're tracking. as we wake up tomorrow the rain will have started. by about 8:00 tonight we're going to see our first showers.

they will continue overnight. as we wake up tomorrow we'll have slick conditions, still showers on the radar so tune in tomorrow morning. mike and i will be all over this. bring that umbrella to work if you don't get off past about 7:00 p.m. the the rain starts at about 8:00 p.m. 5:38. let's check that drive right now with mike inouye. >> one of the last few minutes we had this construction crew reported for 101 clearing from the area north of capital expressway. heading up to story road we had construction work going on. looks like things are wrapped up. still haven't had slowing for the area. we have slowing in the bottom of the screen in northbound 87, shows up from capital to curtner. the commute starting to build as well as 280. slowing shows up north of 85. that likely won't stick around for the long term but we'll track that. a look at oakland shows awe nice volume northbound. now filling in the lanes, we have no slowing past the

for tonight, greater bay area, every city across the bay expecting to see some of this precipitation. we'll check that for you. right now we're tracking cool temperatures. 38 in fair field. 50 in san mateo and 38 in santa rosa. high pressure is the reason for that dry stretch of weather that lasted well through the weekend a. beautiful weekend here. finally this ridge is starting to break down and retreat. you can see that. clouds pushing on shore. they were colliding with the dry ridge of high pressure just evaporating last week that was the case. now this week things are changing. this big storm system now starting to break that ridge down. it will move into the bay area as we head through tonight. the core is going to sidle down the coast so cities by the coast right by the water, you are expecting to see the most precipitation out of this, not a lot of sierra snowfall, maybe six inches above 7,000 feet. the next 24 hours work out like this. dry start, we'll see clouds

increase, mild afternoon, though. and then the rain moves in tonight at about 8:00 p.m. you can see that. we stop the clock at 8. san jose to santa rosa. we continue that clock to 4:00 a.m. the heavier rainfall coming down through places like concord, the east bay, 10 south bay getting hit. showers will last until about 11:00 a.m. tomorrow and then a dry break till the first part of wednesday when we see residual most frontal precipitation come through. 66 in san jose, 67 almaden valley. through the next three days the rain returns tuesday, showers wednesday, then we dry out thursday into friday. and another system rolls in for the second half of this weekend. so we need the rain and we've got more on the way. let's get you on the way with mike inouye. >> we're getting folks quicker on the way. south bay, the slowing we saw northbound 87, speeds backs up in the 50s. close to 60 throughout approach to downtown in time for the

area, no major slowing northbound 280 coming off of highway 85. here is the change. we had flooding reported southbound 280 at edge wood. that was cleared from chp's report. they drove through the area. a new report comes in, northbound at sand hill for the opposite direction and further south. this one also reports flooding across all lanes so this may be where the water is, spraying across the road as you head up into palo alto through the pills to san mateo. no slowing here, not for the peninsula. we'll track that. dumbarton, san mateo bridge fine. northbound 238, typical slowing, building off the castro valley y, and we have 16 minutes the bulk of this slowing into livermore, a little here at the dublin interchange. antioch, typical pattern, jamming up below 20. then you see the clearing and then a live look out there shows you what we're talking about at the bay bridge toll plaza. easy drive right now. back to you.
