cannon. >> good morning, i'm jon kelley. let's check in with meteorologist christina loren. tell us what we should be seeing and look out for. >> you want to make sure you give yourself plenty of time. you might look out your front door to find completely clear conditions and once you hit the highway, you lose that visibility. it will get worse before it gets better. good morning to you. make sure you give yourself plenty of time this morning. overall, we're headed towards a really nice second half of the day. i'll tell you when that fog will burn off in your city. and when the rain comes in my seven-day forecast, as well. first let's check your drive and see how that reduced visibility is treating you out there with our mike inouye. >> it could be fine, it could be not so fine. you never know what you're going to find in the fog and that's why we say slow down. we have a fog advisory issued and that will burn off 9:00 or 10:00. at the bridge, we have that backup. the toll plaza cash lanes showing slowing. this wednesday we see an early slow down here. we'll watch this and track it as folks come through oakland, as

well. 880 doesn't show any problems right now. a smooth drive along the nimitz. but further east, warnings for low visibility through concord. 680, watch it, could be an issue. completely whiteout at points in time so use caution. >> really he have to slow down. thank you very much. >> 6:0 2 now, and good news this morning, always welcome news about jobs in silicon valley. scott mcgrew says the south bay outpacing the rest of california. good morning, scott. >> good morning. mostly good news in the latest once a year report, john, from joint venture silicon valley, really the best snapshot we have of the south bay economy. it says employment is back to 2006 levels after the valley added a staggering 42,000 jobs last year. this puts us far ahead of the rest of other regions when you think about it as job growth per capita. so here are some numbers for you. the unemployment rate in silicon valley estimated at 8.3%. that's the same as the

unemployment rate nationwide. so why do we get so excited by that? remember, we live in, where generally the economy is still terrible. california's unemployment rate is 11%. now, if you're in silicon valley but you're not feeling any of the benefit i'm talking about, you are not alone. this same report says the good times are not shared by everybody. families who make a high income account for nearly half of all homes in silicon valley. and their income is going up. but those who don't make lots of money, in fact, saw their income fall over the past year. now, do expect to hear lots more about this report in the next few days. the paper version of this was released tuesday, but then this coming friday, there's a big gathering of silicon valley leaders who will go over it and figure out what to do about our economy. a look at the good stuff and bad stuff, as well. back to you. >> all right. speaking of cities, they have been having a tough go, as well. budget cuts, occupy protests, certainly a tough year for oakland and its leaders.

tonight, mayor jean quan will look for a positive spin as she delivers her state of the city address. "today in the bay's" christie smith joins us where occupy protesters say they will be at tonight's address as well. good morning. >> reporter: good morning to you. mayor jean quan could have a packed agenda tonight. there is certainly a lot to talk about. $28 million in budget cuts. the chief of police just talked about a recent spike in shootings. 20 in recent days. layoffs, 80 in the city. and, of course, the occupy movement she has been trying to get a handle on since november. some demonstrators saying they may try to stay stage a silent protest as kwan delivers the state of the city address. police and demonstrators clashed most reasonable january 28th. 400 people arrested. property inside city hall damaged while protesters complained of heavy-handed tactics by police against them. and just last night, the city council failed to pass a

resolution to boost policing of future occupy protests. they needed five votes. they didn't get that. but they got an earful of demonstrators' complaints. demonstrators shouting "let's go oakland," as they walked out as the vote went down. the state of the city address starts at 7:00. reporting live, christie smith. jon and laura, back to you. >> thank you very much for the update. the u.s. supreme court could be reviewing prop 8 as early as october. yesterday's ruling by a federal appeals court in san francisco paving the way for another appeal which could end up before the nation's highest court. now if prop 8 supporters petiti petitioned for review without delay, it would allow for a hearing during the nine-month session that does start in october. the 2-1 ruling by the ninth circuit of appeals was the first federal ruling to overturn a state law defining marriage. supporters of prop 8 have two weeks to appeal. san jose may look for new ways to reduce its police force.

mayor chuck reed will ask the city manager and auditor to come up with recommendations today. he says it doesn't mean there will be more cuts, he's just looking for suggestions. last week, tech giant ibm issued a report analyzing the san jose police department. it found, based on the crime rate, the city could cut up to 400 police jobs at a savings of $60 million. it's going to be closing time earlier for walnut creek bars and grills. got a live look, in fact, at downtown walnut creek this morning, where last night city council shot down an appeal from the owners of lift lounge and grill. that would have allowed it to stay open until 12:30 in the morning. the city is telling the business to close one hour earlier, at 11:30 for the next 90 days. after that, the business can reply to extend those hours. walnut creek is dealing with an increase in violence and fights outside bars and night clubs. 6:06 now. san francisco sheriff ross

mirkarimi back in court trying to get permission to see his 2-year-old son. mirkarimi will ask a family court judge to modify a stay away order imposed after he was charged with misdemeanor domestic abuse. the sheriff is accused of bruising his wife, lopez's arm during an argument back on new year's eve. lopez is refusing to cooperate with investigators. and prosecutors are expected to call an ex-girlfriend of mirkarimi's to testify about what she calls a violent temper. the trial is scheduled to begin february 24th. >> it is 6:07 right now. a public memorial will be held later this morning for a construction worker who died at a construction site. zapatta was buried alive when a 13-foot retaining wall collapsed on him two weeks ago. the memorial will be held in hay ward. it starts at 11 being this morning. the state investigates whether

the contractor was in violation of a stop work order before that accident. all right, on the international front, the mayhem just continues in syria for a fifth straight day of deadly fighting. "today in the bay's" marla tellez has that and other overnight developments. good morning, marla. >> reporter: new video in our newsroom brings to life all of the violence, bombings in syria caught on tape. [ explosion ] >> reporter: right here, this is the scene in the city, where cnn is reporting more than 50 people have been killed overnight. people in a state of panic, seen running from their homes, trying to escape the deadly force of the assad regime. mean time, new this morning, the european union says it will impose harsher restrictions and sanctions on syria as it too hopes to calm the violence there. monday, you recall, the u.s. took a stand against the violence when it shut down its emin damascus. now to pakistan, where

cameras were rolling for this amazing rescue. we told you about the gas explosion that caused a factory to collapse monday. this morning, new video shows rescue workers pulling this 30-year-old man out of the rubble. he's alive after being trapped for almost two days. he's the 16th person to be saved, and he told searchers there are more survivors under all that debris. so far, though, 18 people have been confirmed dead. also in pakistan, we are following new developments of another suspected u.s. drone attack along the afghan border. this is in the northwest region. cnn is reporting ten people were killed this morning when two missiles were fired. this happened at an insurgent hideout where security officials say it's a haven for militant groups leading the insurgency in afghanist afghanistan. of course, we'll stay on the story to bring you the latest. laura and jon? >> thank you very much, marla. time to check in with meteorologist christina loren. had had rain earlier this week and now the fog out there. >> yeah. you know, we're getting it from

both sides, as well. we've got fog creeping in from the delta and that marine layer fog forming right at the coast. let's start there. you see from this live picture of san francisco, really thick fog. and over the course of the small span that comprises the city of san francisco, take it live to the golden gate bridge, you can see some areas are socked in with fog. others completely clear this morning. so that means if you walk out your front door in san jose to a completely clear sky, you might drop in visibility as soon as you hit 280. so you do want to take it easy out there. we have thick pockets just drifting around. that will be the case until after sunrise. sunrise, just an hour away at about 7:10 this morning. four miles of visibility in livermore, less than 200 feet of visibility in places like concord. the one benefit of the low cloud cover is keeping temperatures nice and mild this morning. so we'll easily hit the 60s by noon today at the bay and inland. rounding out the day at 65 degrees inland, i'll take you through our seven-day forecast

in my next report and tell you when rain returns. that's on the way first. let's get you on the way to work with our mike inouye. >> trying to clear things up at least as far as the speeds go. looking at a slow drive. obviously, we have your commute westbound through antioch. typical slowing through summersville. then i circle pittsburgh. we see the speeds start to dip here, as well as recently in the last minute or so. the bottom of your screen over to the left, the 59 comes down from 61 and 62 as you're heading towards i go nationa valley road. you might get hit with heavy fog at 680. that could be an issue for drivers. moving toward the mays, no major slowing although the incline across the bridge has speeds dipping there and the fog advisory for the bay bridge, as well. no metering lights yet. further south, we have an issue of debris through oakland. a live look shows you 880 approaching the coliseum, no problem for the flow. we'll track this, guys, and send it back to you. >> all right. thank you very much, mike. 6:11 right now. still to come on "today in the

welcome babblick. good wednesday morning. 6:14. have you felt it in your wallet? prices higher at the gas pump. bob redellel is on the road in the south bay with more on the recent spike. good morning, bob. >> reporter: good morning, laura. northbound 87 here in downtown san jose, making our way to northbound 101.

usually we get a break at the pump around this time of year, and your ride into work does cost less. but not this winter. we're actually coming off the most expensive january ever for gas prices. and a week into february, we're not seeing much relief. here are the latest overnight numbers from aaa. san jose, oakland averaging just below $3.80, around $3.76 for a gallon of gas, sf just over $3.80, a jump of ten cents over the past 30 days. typically in january, we normally see a dip in prices, demand is down as more people stay home, having just spent the month of december traveling for the holidays. but that has been offset this time around by a growing economy. and what fuels the growth? diesel. a lot of industries rely on diesel. so as a result, many refineries have boosted their production of diesel, cutting back on the production of gasoline, let's gasoline supply equals higher prices at the pump. oil speculators are also pushing

up the price of crude oil. what does the future hold, what does the road ahead look like? some analysts believe it would be back in the $4 range, come memorial day. reporting live here on northbound 87 in san jose, bob redell, "today in the bay." >> thanks, bob. >> yeah, thanks for the great news. 6:16 now, foggy news to report. meteorologist christina loren telling us about the conditions. >> let me tag team on that good news. good morning to you. yeah, it's foggy out there, but i can tell you, by about 10:00 today you're going to get a lot of sunshine over the greater bay area. even right by the water, which is where we're starting this morning on the golden gate bridge where from time to time we are losing visibility completely. but at this particular moment, 6:16:32, nice and clear through here, at least for the time being of the just watch out, fog is thick and drifting across the bay area this morning. no exclusions. as we head throughout the morning hours, we will lose that fog. so visibilities will start to creep up by about 7:10.

especially between 7:00 and 8:00. and then by 10:00 a.m., we should see mostly clear conditions. watch out, though, from fearfield through concord, you're going to find some really deep patches where you can see only for 100 feet or less. we stop the clock on your future cast. you can see cloud cover starting to push back out into the pacific, and then by 10:00 a.m., mostly sunny over the greater bay area. and temperatures, because of all that sunshine coming in so early, will likely hit the 70s. it's going to be a really comfortable day today. as we head through the second half of your day, mild conditions persist. by thursday, dense a.m. fog will make way to warmer conditions as high pressure sets up over the greater -- the great basin. so for the greater bay area today, temperatures will be in the upper 60s, even a couple low 70s in places like los gatos. 66 in san jose today. 64 for walnut creek. and 61 degrees in alameda, even touching on the mid 60s in san francisco. so spring-like weather returns but not for long. more rain on the way as we head through the second half of your weekend. temperatures climbing into the

upper 60s by thursday. then we drop back off into the 50s and low 60s by sunday with a few showers on the way starting in the north bay sunday over the greater bay area come monday. so let's get you through the fog on the way to work on time, of course, with our own mike inouye. >> we take you to the south bay, traffic flows nicely through the area. northbound routes are where i have the speed sensors. and no slowing shows up even for capital past tully towards 101. expect 50s over the next 15 to 20 minutes developing. we'll track that. we do have the debris that was reported about 20 minutes ago. northbound 85 around deansa boulevard that has not cleared from the reports but no slowing there, either. so should be okay through cupertino. 680 and 580, if you're heading through the amount mont pass or livermore, speeds into the 40s and 50s. everywhere you see yellow to el chara where our speed sensor shows 50, down 7 or 8 miles per

hour last time we checked. a 20-minute drive over the dublin interchange. very smooth through castro valley. yesterday folks had a tough drive because of an accident. that is clear. no incidents through the castro valley and smooth drive through the san mateo bridge. we end with a live shot of the bay bridge toll plaza where a backup is forming because of the metering lights. and there is the reason, the fog advisory across the span. back to you. >> see it out there, pretty thick. thank you, mike. 6:19 now. rick santorum shaking up the gop race for the white house. he's a winner of the colorado and minnesota caucuses and missouri's nonbinding primary. wins don't grant santorum any delegates, but he does gain some momentum. now he's won four states, including the iowa caucuses. mitt romney still the front-runner, however. but in missouri, he received nearly half the number of votes he received back in 2008. >> this was a good night for rick santorum. want to congratulate senator son

santorum, wish him the best. but i expect to become your nominee with your help. >> fighting to the end. yesterday's results not too good of news for newt gingrich. ron paul says he's not giving up. this next story could make a huge difference for fall families trying to afford college. john perez introducing legislation today that would provide large tuition and fee breaks for families that earn less than $150,000 a year. he calls it the middle class scholarship. now under this plan, uc students would get more than $8,000 of a break each year while csu students would see a $4,000 savings. about $1 billion a year is needed to fund this program. now money would come from eliminating corporate tax breaks approved back in 2009. >> interesting to see what happens with that. 6:20 right now. coming up, san jose student headed home after showing off his science skills to the president of the united states. details coming up next.

well, the city led the push to ban plastic bags. now san francisco is playing a little catch-up. yesterday's supervisors unanimously approving a measure to expand the ban on nonreusable bags to all stores, not just groceries.

if customers need to buy a paper dag, it will cost one dime. several bay area cities have similar laws in place, but san francisco was the first city in america to ban plastic bags at supermarkets back in 2007. it is 6:23 right now. south bay student headed home this morning after meeting the president. eric bay conjoined other young science and math whizzes at the white house yesterday, showing off the robotic skills. senior san jose's bellerman prep says the entire visit was a dream come true. >> never had i imagined i would be able to come to the white house, have president obama say great job on everything you guys have been doing. just overwhelming. >> bacon was there representing his robotic's team cheesy poofs. >> can't get enough of that name. california teachers don't like facebook's board of directors. scott mcgrew is here to tell us why. >> california's teacher retirement system sent a letter to facebook, taking it to task,

because facebook has no women on its board of directors. cal star likely will buy more so it will have a say in how facebook is run. although mark zuckerberg owns so many shares of facebook, the board will not be as powerful as other boards. nonetheless, cal star wants women on facebook's board. by comparison, hewlett-packard has five women. google has three. apple just won. comcast, which owns this tv station, has just one, as well. the board of directors at yahoo which has two women, gets a shakeup this morning. the chairman of the board says he is stepping down, along with three other board members. we did expect this, but bottom line, it clears the way this morning for new ceo scott thompson to make more changes at the tech company. the latest estimates say 2 million people watched the super bowl online on sunday. now, that's not a lot compared to tv, but still, 2 million. and the online version didn't have all the fun commercials,

from nbc bay area, this is "today in the bay." good morning to you and thanks so much for joining us. it is wednesday morning, 6:29 right now. 6:30 on the dot. i'm laura garcia cannon. >> i'm jon kelley. we check in with meteorologist christina loren talking about rain yesterday. today it's about the fog. >> yeah, aftermath of the rain showers. the cities that picked up the most moisture in particular seeing the densiest of the fog this morning. also have some fog creeping in, that tule fog creeping in. so 100 feet of visibility or less. make sure you give yourself plenty of time this morning. we'll let you know when rain returns all in my seven-day forecast. first, 6:30, reduced visibilities likely means problems on the roads. let's check that out with mike inouye. >> good morning, christine. we have the fog advisory issued since early this morning for the bay bridge. the toll plaza, the metering lights turned on just after 6:10 this morning. so early there, because of

limited visibility. and there you see, you can't make much out past the lights approaching the toll plaza. the backup goes past west grand avenue. likely slowed the metering lights to make sure there is more space between the cars. sunol, the fog has rolled in here. and a note for the east bay valley, 680 basically from the venetian bridge through this area, you're likely to find a very dense patch of fog so be prepared to lower the speeds. in fact, just lower them overall, because you'll have less reaction time. >> really good practice. thank you. >> always wise advice, mike. thank you very much. 6:31 right now. the city of oakland facing budget cuts this morning. how to deal with that is likely to be a major talking point in the state of the city address taking place tonight. "today in the bay's" christie smith live in oakland now with a preview on mayor jean quan's city report. good morning, christie. >> reporter: good morning to you, jon. jean quan will certainly have a lot to choose from to talk about in her state of the city address tonight. deep budget cuts the city is

dealing with, but also some of the job losses weren't as bad as originally predicted. and, of course, the occupy movement here in oakland that she has been trying to get a handle on since november. but she also recently announced new leaders for both the police and fire department. reed, the first african-american female fire chief and interim police chief howard jordan did get the top job. though the department could face possible receivership from the federal government. now, this comes as occupy demonstrators complain of heavy-handed tactics by police. january 28th, 400 were arrested. city hall was damaged. that was just the latest protest. and last night, the city council failed to approve increasing enforcement at occupy demonstrations. it needed five votes, and focused on the port, but could have also been used elsewhere. the state of the city address is at 7:00 tonight here at city hall and the doors open up at 6:30. reporting live in oakland, christie smith. jon and laura, back to you.

>> thank you very much, christie. 6:3 2 right now. gay rights advocates continue to separate after a federal appeals panel ruled prop 8 unconstitutional. the justices' majority opinion says the ban on gay marriage did nothing but quote, lessen the status and dignity of gays and lesbians in california. legal experts say, despite the ruling, the fight is far from over. >> the prop 8 backers would ask for a review by the entire ninth circuit. but then if that doesn't go forward, they then would seek review in the united states supreme court. but if the united states supreme court does not hear the issue, then it won't go back to the ninth circuit for further proceedings. the three-judge decision would take effect. >> now, prop 8 supporters have two weeks to appeal. the court also continues the stay on same-sex marriage until all of the legal challenges are exhausted. we know more this morning about the man accused of shooting a federal officer in newark. this was a story we broke

yesterday morning. the suspect, dennis bagwell. his neighbors tell us he's an optician and a teacher and he manages an apartment building on melinda avenue on the piedmont oakland border. this is bagwell on a photo of the optical school's website where he worked as a teacher. bagwell accused of shooting an off-duty custom's officer at the officer's home. the motive and the condition of the officer, unknown. the investigation of a triple murder will continue this morning without one of its jurors. juror number six was dismissed yesterday for dozing off during the trial. the man accused is accused of killing tony balon i can't and his sons michael and matthew in june of 2008. prosecutors say it was a case of mistaken identity. earlier this week, the suspect's brother-in-law testified that he intentionally sought out more violent group of gang members to join. a court hearing will be held today for a san jose state student accused of groping

several women at a campus dorm. michael escobar has been charged with five counts of battery for the attacks two weeks ago. police say he entered the dorm, checking each room for unlocked doors. the 21-year-old then allegedly groped four students as they were sleeping. escobar, who is a junior at the university, has month prior criminal record. san jose police need your help finding the man who robbed a downtown convenience store. we've got surveillance photos to show you. it's a robbery that happened at a stop & save store january 15th. police say the robber had a handgun but no shots were fired. the man described as hispanic, between 20 and 25 years old, 5'6", weighing 130 pounds. if you know who this is, call san jose police. all things considered, we have a it pretty easy when it comes to our weather, especially compared to other parts of the world. russia right now in a deep freeze. overnight developments. good morning, marla. >> reporter: john, good morning. it is bitter cold, windy and just down right miserable for thousands of people in southern russia this morning. you can see the strong winds that have brought down power lines, trees and flipped over cars and trucks. but that's not the worst of it. almost 100 people have been hurt because of the storm. and get this. some 75,000 people are without power. this is near the coast of the black sea. no word yet on when these harsh conditions are going to ease up. moving on to france now, where it's day three of a four-day airline strike. the strike has forced officials to cancel about 40% of the flights out of paris today. pilots, air crews and ground workers all walking the picket line. i will say, being stranded in paris an extra day or two doesn't sound too bad. and then who knew getting that caffeinated kick in the pants could be as easy as taking

welcome back, everyone. well, it was a surprise outcome yesterday, rick santorum stopping mitt romney's momentum in that gop race. he stepped up and swept all three state contests that were held yesterday. "today in the bay's" brian mooar steps in on this and surprised more than a few people out there, huh, brian? >> reporter: probably including rick santorum himself. he was hoping for a big night. this was huge. this was an earthquake. not just minnesota and missouri, but also colorado, which was widely believed to be romney's to lose. he won it back in 2008. but something big seems to have happened, at least yesterday for sure. and this could be a game-changer. it is a gut shot for newt gingrich. and for ron paul, it's now this long slog to try to collect delegates, stay in the race as long as they can. but for mitt romney, this is really bad news. once again, this shows the

welcome back, everyone. 6:47 right now. we're talking about the fog, the low visibility this morning. >> yeah. not a way you want to start out a wednesday morning. but it's not too bad at this point, except for at the immediate coast. and through your east bay inland valleys. right now a live look at san francisco. we can dense fog drifting, but the sun making an appearance, and quickly burning off the top layer of that fog. clearing it from the top down. so we are going to see a pretty nice second half of the day. in fact, by about 10:00 a.m. today, mostly clear skies over the greater bay area. you can already see that blue setting up here above the city by the bay. you'll be able to comfortably hit the water later on today. but watch out for some very thick fog. especially inland this morning. talking about your visibilities dropping off in places like concord, napa, santa rosa or

measuring visibility in hundreds of feet. so take it easy out there. you can also see we're starting to drop off in livermore, san jose and gilroy. so as we head through the next couple hours, that's when the fog will at its most dense and then we'll progressively clear as we head throughout the morning. 8:00 a.m., your future cast, you can see fog situated over the central valley but pushing back out to sea when it comes to the bay area. by 10:00, a lot of sunshine from san francisco to livermore. high pressure is the reason why. it's going clear our skies very quickly and keep us nice and mild through the second half of your day. by tomorrow, setting up over the great basin, making for an even warmer afternoon with temperatures in the mid 70s in some cities. so, yeah, it's still the heart of winter, but going to feel more like spring. as of this afternoon and even more tomorrow. 67 degrees in morgan hill today. 70 in los gatos. mid 60s in san francisco. 63 degrees. pacifica, half moon bay, touching on the low 60s.

now, this will probably be the issue as the sun comes up as the other fog is burning off. this is in that pocket there around the golf course. so a lot of grass and moisture in the area. that's what's keeping things around here. but as you're heading down into fremont and the south bay. the south bay itself moves nicely north of san jose. past tully and towards the airport, 87 slows. and we end with the golden gate bridge. the bridge itself is clear but north of that patches of fog for 101, as well. back to you. >> thanks for the update, mike. 6:50 now. new budget troubles facing oakland as the mayor prepares to deliver her state of the city address tonight. christie smith joins us where occupy protesters say they will be there, as well. let's hear what the mayor has to say. good morning. >> reporter: good morning, to you. these are certainly challenging times for the city of oakland. $28 million in budget cuts. police staffing issues. crime. and, of course, the occupy movement the that mayor jean

quan has been trying to deal with since they were set up in november. with the budget cuts, though, job losses weren't quite as bad as predicted. still painful, though. 80 people lose their jobs. 105 positions eliminated. now, occupy demonstrators are increasing their tactics. 400 arrested january 28th. city hall was damaged. and just last night, the city council backed off increasing police enforcement at occupy protests. basically, it would have meant more enforcement of laws against blocking streets and gathering without permits. at the state of the city address -- [ no audio ] >> clearly, we're having some problems there on the audio. we will try and check back with christie if we can. we have lost that signal. but we will continue here. the most recent criticism against kwan coming from the activist group monday must. this group post, person information about the mayor, police chief jordan and other

city officials, including home addresses, family information and names of family members. it appears to be over the retaliation over the city's handling of occupy protesters. a councilwoman was spared and instead they thanked her for her support. the u.s. supreme court could be reviewing proposition 8 as early as october. a federal appeals court panel ruled the ban on same-sex marriage is unconstitutional. supporters could ask a larger panel to review the case, but it is more than likely headed to the nation's highest court and that could mean a hearing as early as october. yesterday's opinion was the first-ever federal ruling overturning a state law defining marriage. there is new information coming to light about the man suspected of shooting an off-duty customs officer in newark. dennis bagwell is an optician and teacher who manages an apartment building on the

piedmont/oakland border. this is a photo of him where he worked. people who know him say they're stunned he is a suspect in the case. >> pleasant enough. but he's not here that much. >> i know that he's very kind and caring man. and can't believe it. >> police arrested bagwell during a traffic stop in union city hours after the shooting outside of the officer's home in newark yesterday. there's still no information being offered on the motive or the condition of the wounded officer. 6:53. pg&e in the hot seat again. welders say the condition of the company's old gas lines are questionable and have potentially deadly flaws. san francisco chronicle reports the welders noticed the problems while working on pg&e's high pressure water testing of transmission pipelines last year. those tests were done after the deadly san bruno pipeline explosion in september of 2010. the welders say the gas lines have corrosion and flawed wells

and shoddy repairs. pg&e says they are taking the accusations seriously, and are investigating. in the mean time, the accusation comes on the heels of pg&e's announcement it has finished the safe operating pressure of thousands of miles of gas pipelines. the testing was done in densely populated areas of northern and central california. water pressure was used to check pipe strength. the utility now says it will turn its attention to its remaining gas pipelines under rural areas. 6:54 right now. grocers, meat cutters and medical marijuana workers now belonging to the same union in san jose. 30 medical cannabis workers from the sc care dispensary have joined the ufcw local 5. they are the first unionized medical marijuana union members in san jose's history. the union's contract provides the employees something they haven't had before. stability. >> i am so proud. i can take care of myself. i do have a chronic illness, so i'm able to have health care,

"today in the bay's" bob redell is on the road in the south bay with how much more we're paying at the pump. good morning, bob. >> reporter: yeah, i'm amazed. good morning. driving through this 76 station here in san jose and passing the pump, it's $3.90 for a gallon of gas. i bring this up, because normally this time of the year, we're not paying that much. our ride into work is much less. but this is not normal. we're actually coming off the most expensive january ever for gas prices. and here we are, about a week into the month of february, and there's no relief in sight. i want to show you some numbers. these are courtesy of aaa.

the overnight averages. you can see, san jose, oakland, averaging around $3.76 for a gallon of gas. that station we were just at was clearly above average. san francisco, over $3.80. this is a jump of about 10 cents per gallon over the past 30 days. and in a typical january, we normally see a dip in prices. demand goes down as more people are staying home. having just spent the month of december traveling for the holidays. but that has been offset this time around by a growing economy, and what fuels growing industries? diesel. many refineries have boosted their production of diesel, cut back on gasoline. less gasoline supply equals higher prices at the pump. so what does the road look like on the way ahead? well, analysts are saying that we could hit the $4, $4.50 range by memorial day, just in time for the summer driving season. and incidentally, if you're going to be heading north on 101 out of san jose and santa clara, you can see we do have some
