good morning to you. thanks for joining us. seconds away from 5:00. i'm laura garcia-cannon. >> good morning. i'm jon kelley. time to check in with meteorologist christina loren and it feels good today, not friday but it is friday eve. >> it is friday eve. just got to get through today, the good news is for commuters out there, you had to drive through the dense fog yesterday. not so much the case at this point. we could see the dense fog develop at the coast. as we head through the next couple of hours, right now we're clear as a bell from san francisco all the way down the peninsula. we head throughout the day, 70s on the temperature map and then the rainy pattern develops as we head through the weekend. so a lot to talk about. first let's get you out the door with mike inouye. >> let's look outside, we did show the golden gate bridge. and there are more crews. they are moving the construction crews that were on the north side of the bridge. no delays as a result because the traffic as you see is so very light.

we have as many construction trucks i think on the bridge as commuters. but they are getting ready the move the cones in the center as well so expect flashing lights as they continue on the northbound direction for the next few minutes. we'll get a look at sunol. 680 moves smoothly. this is the area north of the express lanes for 680 into fremont. things have been moving nicely. since those open add few months ago. we're getting to and from work, also bob redell is out on the roadway for doesing roadway. good morning. >> reporter: good morning to you, mike. we're on southbound 880 from fremont heading into milpitas. and how many of you at home have been in this situation. as you ride in to work trying to get to mountain view, southbound 880, once you hit westbound 237, there is so much congestion and boy, you wish you could be in the carpool lane. you don't have more than two or more people in the car. well, starting in march and you're going to see this in a

moment as we pull up here, they are going to open up an express lane. basically it's one of those hot lanes that you hear about on 680 sunol grade where they are converting this carpool lane into a toll lane f. you have a fast track transponder if if you are solo you would be able to pay. it would start at 30 cents. probably averaging $3 and right there i don't know if you can see it but there is the sign saying it's going to open in march 2012. and this is from here, 880 southbound on westbound 237, and also in the opposite direction, eastbound 237 to northbound 880, it would shave roughly 10 minutes off your drive. and any one stuck in bay area traffic knows that is an eternity. looking at the westbound highway 92 approach in san mateo. this is another area where one of these express lanes will be opening. if you want to take a look at a map you can get a better sense

of how vast a network the commission would like with all of these express lanes. 2015 they expect to have hundreds of miles of these, not only on the westbound approach to the san mateo but the highway 84 approach to the dumbarton, westbound to bay bridge toll on 80, 580 and 880. any one who drives to the south bay is familiar with this as was evidenced when they opened up the express lanes on the sunol grade on 680. you would need a fast track transponder. this is the kind of drive you could expect. here we are in an hov lane on 237. a little early but if you arsolo driver boy, this could save a lot of headaches. reporting live in milpitas, bob redell, "today in the bay." >> we're learning the federal

agent shot is in critical condition. the 61-year-old man is not being named but we know he works with u.s. customs and border protection at sfo. the man suspected of shooting him is piedmont optician dennis bagwell. he's being held without bail and could be arraigned as early as today. prosecutors say they may file attempted murder charges. bagwell is accused of shooting that agent early tuesday morning in the driveway of the agent's home. the motive is not clear. >> alameda county sheriff's deputies investigating a homicide. the body after man was found in a ravine where hampton road runs under the b.a.r.t. tracks. deputies have not released a cause of death. this is the second body found in the hayward area in the past week. police trying to determine if the two incidents are related. >> it's 5:04. a san francisco muni driver facing criminal charges for a

fatal accident. wallace laggens is charged with vehicular manslaughter. prosecutors say he hit a woman in a crosswalk while making a left turn. they say he should have seen that woman and only stopped after he heard a bystander scream. >> the state has dropped charges in a police corruption case in contra costa count sew federal prosecutors can take over the reens. several are still being investigated. they face a slew of charges including bribery, embezzlement, dui setup and selling stolen drug evidence. the state dropped 38 charges to avoid interfering with the federal case. >> an elementary school in los angeles is set to reopen with an all new staff. it was shut down after the arrest of two teachers for lewd behavior involving students.

marla tellez joins us with more on the story plus other developments. >> good morning. when students show up to school this morning at miramonte elementary in l.a. they will be greeted by all new staff. new teachers, principal, new support staff, even new janitors, all in all, 120 new faces, about 90 of those, are going to help the school start fresh. it has been closed two days. the district shut it down following the arrest twoof former teachers, mark burnts accused of committing lewd acts on 23 children. if convicted he could face life in prison. then 49-year-old martin springer charged with committing three lewd acts on a single student. he pleaded not guilty. outraged parents caused the second largest school district in the nation to fire everyone and start anew as it is going to do this morning. >> moving overseas to italy to

the capsized "costa concordia" teams are back at it hoping to finish the prep work that allow -- that will allow crews to pump out the 500,000 gallons of fuel in that crashed ship. work was suspended for several days because of rough seas. 15 people remain missing from the january 13th accident. 17 has been confirmed dead. a new study released shows unemployment for adults between 18 and 24 is at an all-time high. the report published by the pew research center found 31% of those surveyed have postponed either getting married or having a baby and 24% moved back in with their parents after living on their own. the pew research center wanted to show how the younger generation is being hit by the tough economy. >> thank you very much. a stanford educated professor

will now be allowed to sue the government for putting her on the no-fly list. reinstating the law by a native said she was placed on a terror watch list. she was arrested at sfo wack in 2005 as she attempted to board a flight to ma qulash. when she tried to return to the u.s. she was told her visa had been revoked because she was a suspected terrorist. >> chuck read will give his state of the city address. issues include the city what to do with the number of pot clubs and the badge. the state of the city will be aired on the city website. tonight's address is expected to start at 11:00 at honor jose's auditori auditorium. >> there could be troubled waters ahead for the america's

watch out for patchy fog. that's not going to last long. about 9:00 sunshine. noon 64 degrees. you'll make your way home at about 66 degrees in san jose and almost. you can see by tomorrow morning we are going to be dealing with clouds and even drizzle courtesy of a stronger onshore flow. keep that in mind. this is the last day of that sunshine. you have outdoor activities you need to get done, raking the leave, today is your day. a wet pattern through this weekend and next week. we'll talk about that but first let's check your drive at 5:10. >> overnight we had construction all over the bay area. the crews are picking up. we're looking at 680. we do have still some crews scheduled between al costa and rutger. we expect to see blips from 680 through the san ramon valley.

clear at this point where yesterday we were socked in with fog, at least until 10:00 a.m. not going to be the case today. fog that does develop will burn off. i'm forecasting complete clarity over the bay area by about 8:30, 9:00. 44 degrees now in concord. we lose that cloud cover, we drop off in temperatures so grab a jacket. we're running cooler than 24 hours ago. fly you under the clouds, what we expect, high pressure moving into the great basin that's going to continue to drive the winds off shore. warming along the bay and bringing temperatures into the 70s. we'll see plenty of 70s where we see the most sunshine. about 62 in los cats, 69 in san jose. and 64 degrees in concord. the next three days work like this. your sunshine in the mix, then saturday into sunday, a few showers on sunday if the you are trying to make outdoor plans,

saturday a much better day, then by monday we're talking about rain at times. heavy rain over the greater bay area. a few showers on tuesday, plenty of warmth on wednesday. if you wanted to hit the beach, noon, a lot of clarity. a great day. 5:17. let's check your drive. >> we'll start out in the south bay. look at this. the sensors showing no problems as you come northbound on the commute route. no problems, no major construction. great news about the tully road exchange. we have a light at the end of the construction through there. looking here, construction as well going on 880 to 237. bob is talking about the new express lane expected. right now just overnight construction but it's cleared and no major delays into mountain view. 101 through palo alto, north and southbound 101 have construction crews sticking around at oregon

expressway. but the nearby off ramp moving through the area. plenty of options into sfo. debris for 101 near sfo. to the east bay, 680 down through the area, southbound around the ken from sunol into fremont no problems here. might see pockets of fog. right now no problems for visibility or driving. a hook for highway 4 where we often see the early times of the commute. it's 5:18, we're at 62 miles per hour. watch how that changes over the next 20 minutes. >> thank you. a decision on the oakland a's bid for a new stadium in san jose could come very soon. lew wolf says major league baseball could give him an answer in days. it's been three years since plans for the new stadium were put into motion. leaders stepped up by offering a

it's a sigalert if there are more than half the lanes blocked. two of the four, so half the lanes are blocked eastbound 580. chp says it's a sigalert if it has a major impact for a half hour or more and they do not think that's the case. a smooth flow now past the scene so as far as chp no sigalert. what i say there is an accident. be careful toward the castro valley y. >> a settlement between the government and the biggest mortgage lenders could soon be signed today and california playing a key role in reaching this deal. business and tech reporter scott mcgrew live with what this could mean for you. >> good morning. honestly, it could mean little. not totally a done deal but it looks as if california has signed off on a multi-state agreement with some of the largest banks to collect its share of 26 billion.

sounds like a lot but remember, americans have millions of americans are under water with their homes, they have fallen behind on payments or foreclosed on. some people will get help, the times estimating that a family kicked out by foreclosure might get a check for $2,000 within three years. we don't know all of the specifics because of now there is no finished deal. one estimate says banks would have to forgive 700 dtds billion in principle to bring everyone back to even. but we're talking about 26 billion in the deal, one of the reasons that california was hesitant to climb on. banks hope that they sign off on this deal. it would be harder for states attorneys general to pursuit other shoots against them. when we know more we'll tell you. >> speaking of banks, the bay

area job market got more crowded. one of the largest banks is cutting hundreds. christie smith joins us live where bank of america plans to close its concord customer services operation. good morning. >> reporter: good morning. we're talking about a big number here, 450 workers, they got the bad news yesterday that they will be laid off from the concord bank of america. looking at some of the comments on line, people are angry and disappointed about this. not just for the workers but also to the city, the employees are in the bank's customer service unit which includes the customer service and fraud claims department. why is this going on? bank of america is saying that they are constantly looking for opportunities to operate more espiritually including optimizing building space. bank of america has excess

office space here. the times is reporting that the mayor of conkert is disappointed too saying it doesn't help our enemployment situation which is higher than the national average. the bank says these employees can apply for other jobs with the bank where they may get a severance package. one worker e-mailed us that she believes their last day is may 20. if you are one of the 450 that got this i'm on facebook, christie smith, so if you wanted to send me information about how you're feeling about this go ahead and do that. reporting live in concord. john and laura, back to you. >> cool offer. armed and dangerous and on the loose, looking for six men that got away during a major drug raid. more than 900 swarming in a palo

suddenly backed up pinning one of the officers. the injured officer's partner opened fire. >> get out of the way. the suspect backed his vehicle which pinned a bloofr between the suspect vehicle and the unmarked car. >> the officer has serious injuries with legs and hands. no word on why. >> more bay area drivers may be able to pay their way to a faster commute. bob redell is live with more on a plan to put more cars in that expressway. good morning, bob. >> reporter: on southbound 880, this is a popular commute for people trying to get in to work. you might have noticed that you're trying to get on westbound 237, there's new

signage, they are opening a toll lane. opening in march. this will allow them people are not carpoolers frik my photograph and i to use a fast track transponder, to shave as much as 10 mints off of your commute. if you're not familiar you might have seen this on a snow parade. once you get in one of these and you have to backtrack, you pay from 36 cents to $3 to use this toll lane to ease your commute. this is one of many toll lanes that will open up. you have this one in march, take a look live here we're going to take you up to the san mateo bridge, westbound 92 on the approach. that's another area that will be opening up eventually westbound 84 on the dumbarton, westbound approach to the bay bridge toll plaza on 880, 580 and 80.

all of these opening up within the next few years, by 2015, metropolitan transportation commission hopes to have hundreds of miles of these lanes installed just to make life so much easier for those of us have jobs and need to get in to office. 880. >> it's clear through there. >> that's a good sign. 5:38. time to check in with meteorologist christina loren who is over at the nbc bay area weather center. >> it's mostly clear overall this morning, guys. we expect some ragged patches of fog but the story of the day will be sunshine right off the bat and warm temperatures about 5 to 10 degrees above their seasonal highs. so your weather headlines tell the story. patchy fog, it will not last long. we expect mostly clear conditions. this will be the warmest day of the week. through friday, not as warm.

contraceptives in their health care plans. brian mooar is live in washington where gop lawmakers right now gearing up for a fight with the white house. good morning, brian. this has a lot of layers. >> absolutely, jon. and this is not going to go away quickly. the white house says the president is trying to protect women, gop lawmakers say the president has clearly gone too nar on this one. this is a controversial plan that would force religious affiliated groups like hospitals and universities, to provide contraceptive services for patients as part of the health care plan. speaker john boehner says that this is nothing short of an attack on religious liberty and he says this will not stand. he is threatening to bring up some sort of legislation, not exactly clear what, but senate democrats are saying that they will fight right back on this one. the white house is arguing that this is a policy that is pro women, not anti-religion. but this has become a talking point on the campaign trail. newt gingrich, rick santorum,

mitt romney all attacking the president's stance. jon. >> brian, thank you for that. >> 5:43 now. women will soon be allowed to get a closer look at war time com pennsylvania the pentagon is expected to announce it is changing its rules giving women jobs closer to the front lines. until now most of those roles were limited to men. the new rules will not allow women to serve in infantry, armor or special operations forces, however. >> the house is getting read the follow the senate's lead today to take on insider trading. house lawmakers, voting today on the bill banning members of congress and other federal workers from profiting from stock information received as part of their job. the senate passing a similar bill last week and president obama says he will sign the legislation immediately when it reaches his desk. >> i want to check the forecast with meteorologist christina loren. some of the temperatures inland going to be nice today. >> really nice today. by noon as a matter of fact.

good morning to you. let's go ahead and start with a live look outside and show you why. we're going to warm up so rapidly. clear conditions out there. taking a live look over san jose. nice and clear here. as we head throughout day today, temperatures are going to soar by about 3 to 5 degrees. even by about 8 degrees in some cities. yesterday was a warm day in santa cruz. we had 67 in santa rosa and redwood city. 66 for san jose and sonoma, you came in at 65 degrees so overall looking much warmer as you head through this afternoon. an offshore flow is at peak strength. 44 in oakland. by noon, plenty of upper 60s in places like fremont and san jose. at 64 degrees in palo palo alto. we'll round out the day with 70s on the map. down through the south bay where it will be warm. that's where we'll see the most sunshine. there is fog starting to develop

at the coast. visibility not bad yet. mike and i will watch that. slight cooling for friday. saturday into sunday things start change, a few showers on sunday. monday, heavy rain at times, by tuesday, mother's day, a few showers early, 59 degrees, making for romantic conditions. you can get your valentine an umbrella this year. what do you think about that? >> i think that i might need to work on the gift. umbrella would be one of them. we're looking at the south bay. here's our map. let's take a live look and see how things are shaping up for the freeways on the northbound. 280 through downtown. want to look at this area with a live camera. if we can't get that -- there we go. northbound traffic starting to pick up. i wanted to give folks the ytd of traffic coming up toward the 880 and 17 interchange so this is going to get very busy later on. just starting to build. back to the maps.

not enough to show a slowdown. 85 shows unusual slowing north out of cupertino. the peninsula there. looking here toward the earlier construction, that is clear from the oregon off ramp. both directions no problem flowing to the area. the earlier debris has been cleared from the reports without problems on that side of the bay. we have this. the accident eastbound reports of lanes blocked but no major slowing. off the dublin interchange in the westbound commute direction. we'll watch for slowing. >> an oakland woman rallying against the occupy movement is in the cross-hairs in the group known as anonymous. nancy helped lead a group of anti-oakland protesters complaining the movement lost its focus. besides because of her ral hi
