good morning to you and thanks so much for joining us. it's 15 seconds away from 5:00. let's just call it 5:00. good morning, everyone, i'm john kelly, we check in with christina loren giving us the forecast for the thursday. >> three-day weekend, many of you get to sleep in on monday. of course, we'll be here on presidents' day. temperatures this morning are running on the cool side in some cities. we're in the 30s in conconsidereconcord. the microclimates are kicking in, grab your jacket and leave your umbrella at home. we'll tell you when the rain is on its way. but let's check in with mike. >> we're looking at oakland and 880, the nimitz shows a light volume of traffic northbound with the taillights past high street. continuing up towards market. we still have reports of that disabled vehicle. chp has yet to get on the scene. it sounds like everything is out of the lanes and the smooth drive on the sensors out there.

and let's show you what things are like over across the bay. a smooth drive, construction clearing from the north side and no problem with visibility. good stuff, you see the lights. back to you. >> thank you very much. we want to take you 35 a b.a.r.t. news conference that's going on right now. we've been keeping tabs on it this morning. they'll be talking about the bay bridge closure over this weekend for the presidents' day weekend this morning. we've got the reporters on the scene to gather information so you know what will happen what b.a.r.t. stations will have open to help the commute over the weekend. we'll keep tabs on that this morning for you. it's 5:01. a manhunt continues in san francisco for a would-be kidnapper. police released a composite sketch. a girl broke free and ran to school after a man tried to kidnap her. the man is in his 30s.

look at the sketch. he has spiked dreadlocks and a scar on his right cheek. anyone with information is asked to contact san francisco police. east palo alto police right now looking for a gunman who shot another man. when officers arrived on the scene near cooley and runnymeade street, the shooter and the victim were gone. the victim later showed up at a stanford hospital with a nonlife threatening gunshot wound. the suspect may have been driving a silver pickup truck similar to a to it rav4. restaurant and bar owners tell the "contra costa tyimes" they may sue the city to roll back the hours. business owners are concerned that city leaders will force more of them to shift the current closing time of 2:00 a.m. even earlier. thousands of patients and a long list of north bay hospitals

may have been victims of a security breach. st. joseph health systems says the records of more than 6,000 people were put out on search engines by mistake. personal health data including names and lab results were accessible much of it from santa rosa memorial hospital. now, authorities do say, though, however that no financial records or social security numbers were leaked. new this morning the investigation in to the deadly prison fire in honduras turns up new details about the prisoners and rescue efforts. good morning, marla. >> we are just learning most of the inmates killed in that massive prison fire had never been charged, let alone convicted. this is all according to the associated press which obtained an internal honduran government report. this morning officials are confirming the flames killed more than 350 inmates. also new today, firefighters say they were held outside for 30 minutes by guards who feared there was a breakout.

officials say the fire was lit by a prisoner tuesday night. in the west bank, the death toll is expected to rise in that deadly school bus crash. right now officials say at least five children are dead. 40 more hurt with severe injuries. you can see the overturned bus truck and then caught fire. and the man known as the underwear bomber will be sentenced this morning in a detroit courtroom. umar farouk abdulmutallab faces a mandatory life sentence. he admits to working for al qaeda while trying to blow up a flight bound for detroit from amsterdam that was on christmas day, 2009. now at least five passengers are expected to speak in court before he's sentenced at 10:00 this morning, that is pacific time. john? >> marla, thank you very much. president obama arriving in the bay area a few hours from right now, bob redell live in san francisco with details on this visit and how it could disrupt your plans.

good morning, bob. >> reporter: good morning to you, john. the president will end his day here at the nob hill masonic center, it's one of three fund-raisers in a short visit to san francisco, and this is part of a greater three-day fund-raising trip on the west coast during which he's expected to raise $8 million for his re-election campaign $3 million of it coming from donors in the bay area. the president arrived in los angeles yesterday for a fund-raiser there last night but during which he warned democrats that this presidential campaign is not going to be easier than the first one. he arrives at sfo before 1:00 this afternoon. he'll attend an event at the mark hopkins intercontinental hotel, and then a private dinner in san francisco. both of those events will cost almost $36,000 a plate. tickets for the fund-raising rally at the masonic starts at $100. the president's visit could affect your morning commute

tomorrow. assuming he stays in san francisco overnight, he's supposed to leave sfo around 9:00 a.m. that means his motorcade would be heading down 101 during the morning rush. reporting live here in san francisco, bob redell, "today in the bay." school's out at a bay area college shut down by state regulators for deceiving its students. "the oakland tribune" reports the institute of medical education was closed due to accusations of false accreditation and financial problems. the campus offers programs in dental hygiene and nursing and other medical fields. the school has three days to respond to this. regulators will be on campus today to try and answer student questions. it is 5:06 right now. if san francisco can do it, why not san jose? today san jose state students will launch a petition drive to raise the city's minimum wage. they'll collect signatures to bump it from $8 to $10.

the students will have to get 19,000 signatures to get it on the november ballot. san francisco became the first city in the country to top $10 earlier this year. it is 5:06 right now. at cal occupy tents not going away, but they are moving. occupy cal protesters now camping out on the steps of the memorial library. protesters decided to move the tents to the university's largest library to turn students' attention to library cuts. administrators say the campsite isn't allowed and is asking the group to voluntarily leave. it could be the answer to b.a.r.t.'s money troubles. the b.a.r.t. board will consider a proposal today to put billboards on the agency's right-of-way properties, the areas along the highways and maintenance yards and transit stations owned by b.a.r.t. an advertising agency said it could raise $10 million a year for the transit agency. one possible obstacle, however, ordinances preventing billboards

on many b.a.r.t. properties. time for a check of what's happening outside right now. meteorologist christina loren is in the nbc bay area weather center to let us know what's happening right now, christina. >> it's cold out there, you'll need to turn your heater on in your car if you are leaving right now. this is a live look at 880 in oakland and mike will be along to tell you if we have problems in this area as you head throughout your morning. 50 in san mateo. 39 in sunnyvale. good morning in concord. 36 degrees. cold up there. as we head throughout the afternoon we'll continue to see the very gusty winds and that will mean a windchill factor this morning, but the same winds will warm us up as we head through the afternoon into the 70s in some bay area cities. a really good-looking forecast. mostly clear and breezy to start. staying breezy this afternoon but plenty of sunshine as a result. and then we'll get a few showers in your seven-day forecast. i'll tell you when those are expected in your city and how much rain we're expecting. also we'll get a little sierra

snow heading into this weekend. heading up to tahoe for presidents' day weekend. inland you'll be at 63 as you make your home from work. but you got to get to work first. good morning, christina, we'll look at the tri-valley commute and 14-minute drive from the altamont pass to the dublin interchange with no problems from 580. 680, your typical ove night construction not there. and castro valley looks nice over the castro valley "y." the blip shows up after the transition that usually happens as folks lower their speed as they make their way to northbound 238. and no problems down through hayward and the san mateo bridge transition. christina showed the earlier shot past the coliseum and the disabled vehicle has cleared from downtown on the nimitz. we're looking at marsh road. the on-ramp to southbound 101 has construction crews there but no slowing on the scene other than that particular on-ramp and that will be just for another

few minutes. meanwhile we're moving up toward the golden gate bridge -- i'm sorry, let's get a look at the golden gate bridge there and we have a nice smooth drive north toward the marin side and smooth down out of san rafael. we want to warn you the video we're about to show you is difficult to watch. a san francisco man in a crosswalk being run down by a bus. we've got surveillance video. this is in tender loin, the victim enters the crosswalk with a cane and the shuttle bus hits him square on. the man was pinned until firefighters pulled him free. somehow he survived this. police say he broke a lot of bones but the injuries are not life threatening. wow. >> they didn't see him at all. 5:10 right now. lost and found the new york woman has located the owner of a camera she picked up at the super bowl. they posted the photos online to

try to find the owner of the camera. she thought she was from palo alto, it turns out the man whose name is tom travels to the bay area a lot on business. welcome back, everyone, and a good thursday morning to you. what a beautiful live look outside along the embarcadero of san francisco this morning. full forecast coming up in mere minutes. it's 5:14 right now. to the victor go the spoils and the winner of the westminster dog show getting ready to make an appearance on wall vote, malachy expected to i guess ring the bell on the new york stock exchange today. reach up a little paw and make it happen. he made a number of stops yesterday on his whirlwind big apple tour including a nice lunch there after the "today" show. normally the dog that wins best in show gets a steak for a meal, but malachy likes it lean and mean. he wanted chicken and rice. up next for the prize pooch, yes, a much-needed retirement.

>> he was at sardi's and he didn't get a steak. if you are retiring, give the dog steak. let's check the forecast with christina loren. >> steak and eggs, good for breakfast. good morning to you whether you are having coffee right now or enjoying the show or getting ready to walk out the front door, give yourself plenty of time this morning and that's because we've got winds out there especially for you high-profile vehicle drivers, you could get caught by a gust from time to time and you can see from the live picture of the bay bridge, yeah, it's a little shaky out there because we've got pretty strong winds. 53 degrees, good morning to you in san francisco. 48 in fairfield, 36 in concord and 45 degrees this morning in livermore with pretty strong gusts in fairfield and napa, we are getting caught with the strong gusts from time to time from the east bay hills and the north bay valleys, so take it easy. as we head throughout the day, the wind will continue. but it's a warming wind. we'll see the winds warm us up

pumping from land to sea, on the way they warm up as they push over the dry land. we're talking about the upper 60s and 70s in many cities across the bay area today. your forecast works out like this. about 67 in san jose, 70 meanwhile for fairfield and gilroy and you'll hit the 60s on the water today at the coast. 68 degrees tomorrow, we warm up even more so. we get a few more clouds saturday into sunday. a few showers mostly in the north bay. by sunday things start to get a little bit dicey. i think we'll see moisture pass over the greater bay area and the best chance would be late sunday into monday. we'll have a few showers and we'll meet back here on monday morning but next week looking mild and dry. a.m. fog on tuesday and warming up on wednesday. we'll check on the bay bridge first of all. the typical overnight construction. atypical construction this weekend, yes, they're going ahead with the closure and the upper deck getting out of oakland from san francisco will be closed starting tomorrow night at 8:00.

plan your reroutes, one of the options is taking the richmond/san rafael bridge and down across the golden gate bridge, that is a two-toll alternate for you. the earlier accident clearing from the roadway right here. westbound highway 4 at franklin canyon golf course, a smooth ride towards the eastshore freeway where the construction zone eastbound picked up a few moments ago as well. and more construction if you are heading eastbound toward the antioch bridge, no slowing and westbound, 55 shows up there is a little slowing showing up here over the next 15 minutes we'll see it drop by about 20 miles per hour as the crowds really rush in through that portion of the commute. look at the south bay. a live shot we'll show you san jose, northbound, the 880 and 280 interchange, a light volume here. in fact, all around the south bay, a smooth drive. the speed sensors showing no delay. and the construction on the peninsula, the marsh road

slowdown. financial troubles in greece continue to impact the markets right here in the u.s. for details on that and the rest of your news before the bell, we turn to live to cnbc world headquarters. good morning, kayla. >> good morning. thanks so much. yeah, those greek headlines are sending futures lower. they actually continue to get lower from where they were trading earlier this morning. the market continuing to monitor those headlines about a potential bailout. but today investors also weighed the key release of unemployment and housing data, we're expecting those just in about ten minutes' time. meanwhile asian markets were lower overnight and european markets in the red this morning. we also just got earnings data from general motors. the automaker was expected to announce its lowest quarterly profits in more than a year and they reported just about a cent per share less than that, so that's news about gm hitting the tape. as far as amazon, yanking its ipad ii off its chinese website

after apple requested the online retailer remove the computer sold by resellers. apple said it's unrelated to a legal dispute in china. but they said it's because the storefront isn't authorized to sell the ipad ii. and as far as travel goes, if you fly southwest get ready to pay more when you do. the carrier increased fares on nearly every roundtrip route by $10 yesterday and southwest isn't alone. jetblue and american airlines also increased their fares this week. they're claiming increasing fuel costs are barring them on price, it's not just you as the consumer getting higher gas prices at the pump. it's also now when you fly on an airplane. guys, back to you. >> okay, kayla, thank you very much. a domestic violence shelter will unveil a billboard inspired by comments by ross mirkarimi. he's a look at the billboard set to be unveiled today at 3:00 on

tenth and harrison street. the shelters raised $4,000 to pay for the billboard. domestic violence is never a private matter is a direct reference to a comment mirkarimi made when he said the alleged incident involving his wife was a private matter. the sheriff will stand trial on domestic abuse charges february 24th. san francisco mayor ed lee has a message for the warriors. if you want to move across the bay, yeah, you better bring cash. the team's lease at oracle arena ends in 2017. the team's owner trying to decide whether to extend the lease or maybe possibly move over to san francisco. at an economic forum, mayor lee said he'd welcome the warriors to come over but no public money would be spent on a brand-new basketball stadium. laying the law. >> i guess. a san jose post office about to go up for sale because of federal cuts. we'll have details. plus, the new proposal to make life easier for cyclists in san francisco. and congress gets ready to

welcome back, everybody, on this thursday morning. we're talking a little history today. that is at san jose state. it was a tough time socially here in the united states back in the late '60s. during the 1968 olympic games in mexico city, san jose state athletes tommy smith and john carlos both stepped to the metal stand to make a silent gesture. people at the time talking about black power, a salute to make their point about equality in this nation, but tommy smith who set the world record in the 200 there said it wasn't just about black power. in fact, this was a human rights salute, so a very significant

statue there out at san jose state. it is 5:23. you can buy a bit of history and you can at the same time help the postal service. palo alto's 80-year-old downtown post office will be officially put up for sale come this may. now, it's all part of the plan by the u.s.p.s. to close many such facilities to save some money. a public meeting is set for tuesday at city hall to discuss the sale. no word yet on the asking price. commuters who bike to work in san francisco could soon have a safe place to store their ride. a safety committee is expected to approve a measure which would require buildings to have secure storage areas for bikes. if it doesn't have the space, parking must be provided in a few blocks. a full vote before the board of supervisors will be scheduled at a later date. scott mcgrew joins us now, and the foreclosures in the city is worse than guessed.

>> they figured they would take a couple hundred homes sold after they were foreclosed upon in san francisco, see if they were suspicioususpicious. and nearly all were suspicious, 99% had what they called irregularities. 84% have what the city says to be one or more clear violations of the law. one of the most common problems, documenting who or what organization actually owned the home at the time of foreclosure. now, since the report, california's real estate laws were designed to address a far simpler, much different markets. california's foreclosure process appears to be utterly broken. other news, the house energy and commerce committee will meet tomorrow to talk about taking a big step politically, subpoenaing people in the investigation in to fremont's solyndra. up until now the committee has only subpoenaed documents. the people testified voluntarily. i talked to committee members

and while subpoena is not a sure thing, they'll start with management and budget which was the first to see solyndra's loan applications. and washington state is considering taxing electric car owners for not using gasoline. as much as $100 a year. this sounds crazy but when you stop and think about it, it may be necessary someday. the roads you're going to drive on this morning on the way to work is maintained in large part through the state's gasoline tax. if everybody uses the roads but they don't use gasoline, laura and john, you'd have a real problem. >> uh-huh. thank you very much, scott. 5:26 right now. still to come on "today in the bay," back to the bargaining table, pg&e and san bruno trying to figure out how much is enough money to pay for the deadly pipeline explosion. the calendar reads winter, but later on your thermometer will reflect spring-like temperatures. we're on our way to the 70s, we'll tell you where. 24 west reads at the limit as you are traveling out of the

it's 5:29 right now. i'm laura garcia-cannon. >> and i'm john kelly. it's time to check in with meteorologist christina loren to check out what's going on right now and heading into the weekend. >> gorgeous conditions, not just today, but we warm you up for tomorrow. and we've got rain in the seven-day forecast. grab the jacket and leave the umbrella at home, but something you can peel off by noon as we head into the 60s in many cities across the bay area. i'll take you to the full forecast. but, first, let's get you out the front door on good note with mike inouye. >> not a whole lot of problems this morning. the san mateo bridge camera a lot steadier than it was yesterday because of the wind that was going on. today much calmer. the note on the side says the bay bridge is closed, yes, it is this weekend. this is one of your alternates, the taillights going westbound to the peninsula. and 880 past the coliseum, you'll have to use this route if you are using it as your alternate and it goes past the coliseum b.a.r.t. station and

"today in the bay's" christie smith is talking about the developments and the b.a.r.t. announcements for this weekend. >> reporter: good morning to you, well, you know, the bay bridge closure is a go in the westbound direction, so b.a.r.t. had a number of people out here near their downtown 12th street city center station just a minute ago explaining what they'll be offering which is extended service basically running friday all the way through sunday. they're going to be running b.a.r.t. trains 24 hours a day, and these are longer trains. they'll be stopping at 14 out of b.a.r.t.'s 44 stations and the stations are -- the 14 are spread throughout the system, so basically everyone can use it. there is a catch, though, to this overnight service that we just found out about. let's say you go in to the city to party over the weekend and you want to come back on b.a.r.t., well, the trains won't be running as often as you might think. >> so only a train every hour, and so i should add that if you are planning on using b.a.r.t.

at 3:00 in the morning and you're coming from san francisco going to the east bay, the train leaves downtown san francisco about on the hour. >> reporter: now, going into the city, it's a different story. the trains will be running about every 30 minutes and b.a.r.t. will have extra security on hand overnight. what they're saying if this bay bridge work takes a little bit longer than expected, b.a.r.t. can extend their service, but they do plan to go back to normal hours on monday so they can do their routine maintenance. reporting live in oakland, i'm christie smith, "today in the bay." >> one final grisly task today for searchers in san joaquin county where more than 1,000 bone fragments have been unearthed in a mass grave. today a camera will be lowered down into the well where the remains were recovered. giving investigators one last look around. digging's been completed at that site. it's getting clear actually near there in the town of linden that dumping ground identified by the

so-called speed freak killer wesley shermantine. a lot of people who live in the area just hoping this discovery will bring some closure for the loved ones. >> there's nothing to go on. there's no leads, so there's no case to move forward with. and so families are left just simply not knowing. >> in addition to bones, authorities also found shoes, purses, and jewelry in that well. the remains are being sent to the richmond crime scene and lab for identification. it is 5:33 right now. an off-duty san jose police officer's been credited for nabbing a trio of bank robbers. michael nasr spotted three hooded people running into a bank in south san jose. he got suspicious and called fellow officers. it led to a standoff in salinas, the three men were arrested after a three-hour standoff. officer nasr is now in the process of being reinstated after a layoff. pg&e and san bruno city

leaders expected to talk this week about compensation for the deadly san bruno explosion. the city says it wants compensation above the cost of the physical damage to the community. pg&e has set up a $70 million trust fund for the families touched by this explosion. eight people were killed, 38 homes were destroyed during the 2010 tragedy. 5:34 right now. president obama will be in the bay area in just a few hours. he's making a reelection campaign fund raising swing through san francisco. "today in the bay's" bob redell joins us with more on the president's plan. good morning, bob. >> reporter: good morning to you, laura. california is not a swing state. certainly no one is expecting it to determine this year's presidential election, but candidates do need cash to run their campaigns and they can't ignore us because the richest state in the country, california, is their trough. president obama expected to raise $8 million during his three-day swing up the west coast, $3 million during his 20-hour visit to san francisco,

says instead of workers cold calling voters, they helped develop items for the president's website and will possibly develop new campaign apps. technology field office believed to be the first of its kind for a presidential campaign. let's see what kind of forecast the president will have today in the bay area. it's pretty nice here, christina. >> yeah, that's why we pay the big bucks to live here. good morning to you. getting a gorgeous look outside. mostly clear. a little breezy. you will have a windchill factor in addition to the already cold temperatures out there, so make sure you garage your jacket, but forget about the umbrella. at least until this weekend. we'll tell you when showers come back into the mix. but right now we're nice and mild for this thursday morning. 28-mile-per-hour wind gusts reported in napa and we've got pretty strong wind gusts throughout the higher elevations that will be the story for today. offshore flow fully in effect. the winds pumping from land to sea, warming as they move over that dry land and push out to the pacific. clear conditions. we'll see a warm day today.

upper 60s. a couple of 70s. i'll tell you where coming up. first, let's check your drive at 5:36 and see how it's shaping up with mike. >> shaping up on schedule for our thursday. looking at highway 4, first we talk about the construction. eastbound that should be clearing up over the next half an hour but we don't have any slowing in the eastbound direction. westbound, that's where we see it kicking off right on schedule before 5:30 now, it shows up into the 20s on the "l" street sensor and smooth and down to the 40s between most of the stretch. no points for concord and the walnut creek interchange. a smooth drive across 680 and carquinez bridge. and the earlier accident westbound highway 4 has completely cleared from the roadway and the incident report. no slowing toward the eastshore freeway. and a live look at that toll plaza. shows a light volume of traffic. no problems from the eastshore freeway on the top of the screen.

billion to give you the extra $40 every week ends up getting tacked on to the nation's debt, unemployment won't run out. but you won't get 99 weeks in the states with the highest unemployment, it will go down to 73 by may. that will be paid for and so will medicare. medicare doctors were looking at a 27% cut in their payments. at the end of the month that will not happen. it will be paid for through adjustments for the health law. >> do you think they'll be able to vote on this by tomorrow? >> reporter: they're trying. here's the challenge there. there's a rule that says you have to have any legislation written and available for lawmakers to read three days before a vote. they just came up with this final deal last night. they've been able to skirt that before, and they're hoping they're going to be able to get around the rule so they can get some votes done by tomorrow. >> all right. we'll wait and see. thank you very much, traci. it is 5:43 right now. swiss scientists are going above

activities you'll be able to do so later on today. as we head for the weekend, things get dicey when it comes to your forecast. we could see a few showers develop in the north bay sunday into morning, a.m. fog tuesday followed by warming trend wednesday through the remainder of the week. we'll look at typical pattern here. you are 16 minutes out of the altamont pass to livermore, the yellow means speeds into the 50s roughly. about 52 on average coming through the area. 55 on average coming through the entire stretch all the way over towards that dublin interchange. this 45 just showed up on our sensors, and i'll track it, but no incidents reported and no problems through sunol or fremont through 680 or 880 coming down to the south bay. a nice drive northbound to 101. 87 shows a little slowing. we had some yellow stretches between capitol and kurtner, and it's sorted itself out. we'll track that and a little slowing showing up on 280.

janet liang, conley is suffering from lymphoma. liang has been diagnosed with leukemia. the ball in the city council's court after questions raised by an nbc bay area investigation in to san jose's pension project. the city's election commission says it won't address an ethics complaint filed by unions against mayor chuck reed for alleged misrepresentation of pension costs. the election commission voted yesterday to refer the complaint to the city council. >> so, if anybody's going to look at it, it's got to be the council. i think the feeling was this is a significant issue. without making any judgments on the facts. it's a significant issue, and the council ought to have the opportunity to decide if they want to look into it or not. >> so now the city council must determine if, in fact, it wants to pursue any investigation. a piece of the american dream may be closer than first thought for many families in the south bay. the city of san jose is promoting a little known program to fix up and sell foreclosed
