>> new this morning the search is on for several missing boaters in san pablo bay. i'll have that story coming up in a live report. >> it was supposed to be closed until tomorrow, but this morning cars are back on the upper deck of the bay bridge. what led to the early opening. >> and a controversial program in the east bay has parents upset. how teens are getting free condoms in the mail courtesy of the government. >> a live look outside this morning at the other big bridge that people recognize, the golden gate. pretty quiet on this presidents day monday, february 20th, this is "today in the bay."

>> good morning everyone. it is just about 4:31 a.m. i'm jon kelley. >> i'm laura garcia-cannon. lots to get to. let's check the forecast with meteorologist christina loren. >> good morning to you. well, the rain for the most part has subsided for the time being, but take a look at what came through the bay area over the past two hours. you see all of that red, that yellow, especially the peninsula got hammered so we've got a lot of aftermath to deal with and more rain on the way. we'll take you to the forecast. first let's find out what we're dealing with on the roads. >> one less thing, more things i guess because more roads are open. we'll get a look out there and we'll show you some lights, the bay bridge. the bay bridge is moving. you see the headlights from treasure island into san francisco. that's not new. that was going on all weekend. getting there from the oakland side you can do that, the

incline is open, the toll plaza is open, the lanes, there is a shift, a little curve going on. we'll talk more about that in a few minutings. i did want to let you know it's open again getting into san francisco. >> good news. thank you very much. >> right now a massive search under way in the waters near the richmond/san rafael bridge. >> looking for a man overboard as two boats collided. christie smith has the latest for us. >> reporter: good morning to you. i got off the phone with the coast guard. they tell me the search is ongoing right now with at least four boats near the richmond/san rafael bridge. we're on the marin side this morning. but what they tell me so far no sign of the missing boaters. coast guard got a may day call last night. then a second call a few minutes later from a boater saying his boat collided with another. he had four people on board, and the other boat, he believed that at least one person jumped into the water.

so, at this point it's unclear exactly how many they are looking for. could be one, could be more. but that was it. they say after that no more communication. two boats were out here earlier, then two more, helicopters using night vision equipment and navigation lights. they are going to keep searching throughout the morning. that's the latest from here. live in marin, christie smith, "today in the bay." >> the westbound lanes of the bay bridge open thanks in large part to mother nature. the bridge was not supposed to open until 5:00 a.m. tomorrow morning but because the weather did cooperate caltrans got its work done ahead of schedule. it was reopened last night after crews worked overnight to demolish parts of the existing bridge blocking the path to the new span. they realigned and revamped the oakland approach. >> it has you come through the metering lights you're going to be eased off to what would be your left. go easy, the merge lanes are different. but you've got the same amount

of space. >> for the record this was a final shutdown of the bay bridge until the new one opens labor day weekend in 2013. >> despite the reopening b.a.r.t. is running overnight service. the agency says the around the clock service will end at 6:00 a.m. this morning. it does not plan to provide overnight service tonlts. extra ferry service bill be offered to alameda, sla lay who through today. >> still an active scene in oakland where an officer-involved shooting happened after 11:30 sunday night near seminary avenue and international boulevard. the suspect suffered non-life threatening injuries. no word on what led up to the shooting. >> a teenager is in custody this morning suspected in the double stabbing at a south bay mall. the 15-year-old boy was arrested at san jose's east ridge mall. several teens were involved in what appears to be a gang fight and two were stabbed. it's not clear if the boy arrested actually had the

weapon. the victims are expected to survive. >> occupy protesters will rally in support of prisoners. the occupy san quentin demonstration will take place at the east gate of the prison from noon to 3:00. it's part after day in support of inmates condemning what they call the destructive impact of imprisonment. because of today's rally san quentin's village's main street will be closed to traffic and there will be no parking along east sir francis drake and east francisco boulevard. >> a controversial new program has parents feeling upset. it allows kids as young as 12 to get free condoms in the mail. the program is available to kids between 12 and 19 who live in alameda county and parts of san francisco. it's supposed to -- it's supported by public health officials and is partly funded with federal money. each teen that applies gets ten condoms in a nondescript

envelope and information about sexually transmitted diseases and teen pregnancy. critics say it encourages kids to have sex. >> the young adults, and responsibility for children should be on the parents. >> kids are going to have sex regardless, and i would rather see them do it with condoms than doing it recklessly without protection whatsoever. >> the california family health council says there is no evidence that providing access to birth control leads to teens having sex. under the program, teenagers are limited to one package of condoms per month. >> it's 4:36 now. two pilots are recovering after the small plane and helicopter they were flying clipped each other in midair. it happened last night in solano county. the helicopter crashed into a field about eight miles away and the plane crashed south of the byron airport where it was trying to land.

both pilots suffered minor injuries. it's unclear if any one was on board either aircraft. the faa and the transportation board are investigating. >> it's 4:36 now. let's check back in to the nbc bay area weather center. and christina telling us looks like the rain is going away. >> yeah. you know, we actually got hit pretty hard. we're going to see a few, and just a few residual showers that you can see where the bulk of the moisture is confined right now. just to the south of so lee news. we had, though, over an inch per hour coming down along the peninsula earlier so you're going to find areas with some really heavy ponding and pulledles this morning. you want to take it easy. in fact, let me show you what we dealt with. set the loop in motion for you. all of that moisture and really where it came through, along the peninsula down through the south bay, that's where you find the slickest conditions. throughout the morning hours we'll continue to clear out. you can see that from your futurecast. by about noon getting sunshine.

by 5:00 p.m. mostly clear over the greater bay area. a major warm-up on the way after this. i'll take you through that coming up. first we'll check your drive with mike. >> as you talked about this, there has been rain on the roadways so there will be some slick conditions around the area. we'll focus on an accident, a few incidents, one in san jose. montague, it looks like a car went off of the road into a tree. this may be a result of slicker roadways or just a result of someone still having their mind on the weekend or on vacation. we do have the off ramp to watch. no ponding reported throughout the area in the northbound direction for your commute. a live look, the golden gate bridge where the water is on the road. slick conditions through the north bay and across the bay. we should see less traffic this morning than we did in the last couple of days because that bay bridge is open again, you don't have to reroute to the richmond bridge. that was a nightmare getting into the city.

>> thank you. 4:38. a bay area soldier returned home. >> it was an emotional day. sergeant william sanchez, jr. from gilroy receiving the hero's welcome greeted by his family and friends. sanchez currently stationed over in afghanistan serving his second tour of duty and has been in the war zone since june. >> to be honest, i could have been out of the military february of this year, but since i became an nco i was training soldiers and i really wanted them to just take them to afghanistan and bring them home. >> the patriot guard riders were also on hand to escort sanchez home. he will celebrate his 29th birthday friday before heading back to afghanistan in a couple of weeks. >> good to be home for him. >> absolutely. 4:39 now. rick santorum continues his surge in the polls. this morning he finds himself

welcome back everyone on a monday morning. a calm scene out at hp pavilion. looks like the rain let up. unfortunately for the sharks they probably wish they were home. they lost again last night to the detroit red wings on the road, 3-2. so, maybe they get that magic back when they get back to their house. it's 4:43. >> rick santorum is riding a wave of success in recent elections, leading the latest michigan polls, one week before that state's primary. but he's also on the defense over comments he made this weekend. tracie potts has the latest from washington. >> reporter: last night rick santorum seemed to compare president obama to hitler. >> maybe he's not the best guy after a while you found out some things about this guy over in europe and he's not so good of a guy. >> reporter: this after a controversial comment saturday.

>> it's not about you. it's not about your quality of life, it's not about your job. it's about some phony ideal, some phony theology. >> he's questioning the president's faith. that is a new low. in american politics. >> reporter: santorum said he wasn't talking about the president's faith. >> i repeatedly said i believe the president is a christian, he says he is a christian but i am talking about his world view. >> reporter: republicans came to santorum's rescue criticizing president obama for requiring churches to pay for employees birth control. >> he has a political philosophy that believes that he can mandate certain benefits and activities of the american people. >> reporter: santorum is leadings the latest michigan polls by 3 to 10 points, mitt romney unable to command the vote so far in his home state. newt gingrich sees opportunity. >> any of us lose our home state, you have i think a very, very badly weakened candidacy.

>> reporter: the president's campaign reacted to santorum saying the president's faith was attacked in what has become a bitter republican race. tracie potts, nbc news, washington. >> three men have died in a weekend avalanche in washington state. right now they are described as expert skiers. they were in an out of bounds area sunday when an avalanche broke loose and swept them away. other skiers dug them out. unfortunately it was too late. a fourth skier, a woman, was saved by an avalanche safety device. >> today marks 50 years since john glenn became the first american to launch out into orbit. 50 years ago, john glenn blasted off to become the first american to orbit the earth. he circled the earth three times before finally splashing down near bermuda. in 1998 at age 77, glenn became the oldest man to fly aboard the space shuttle.

>> for a few minute this is weekend a water fall in yosemite became a lava floe. the orange and yellow colors happened in a flash when the sun illuminates the water fall so perfectly it looks like molten lava flowing down. it's at dusk during the same two weeks every february if the weather cooperates. it is quite amazing. a beautiful place. >> looks like it's getting nice out. let's check back with meteorologist christina loren to find out what's ahead. >> the weather will cooperate with your afternoon plans if you want to get outdoors or do some shopping. a lot of sales this presidents day. if you've got to get to work this morning you want to give yourself plenty of time although not as many people out there. we've got slick conditions. look at what came through the bay area. i sthet radar back two hours and you can see red, yellow, yeah, heavy rain. a quick shot of rain now clearing the bay area.

and pushing into salinas. overall we're slick out there. it's going to take some time to dry out so give yourself plenty of time this morning. futurecast tells the story. by noon a few clouds over the north bay, maybe over the city by the bay. some clearing at that point in the east bay through the south bay. we'll clear out as we head throughout the evening. offshore flow sets up and we're talking about 75 degrees by thursday in some bay area cities so it works out like this. today the coolest of the week, we're going to hit about 58 degrees inland by the bay 57, 53 degrees at the coast but by tuesday up to 65, up to 72 wednesday. then thursday into friday really comfortable conditions as we round out the work week. thursday, 74 degrees inland. so comfortable conditions. after we get through this slick start on a monday morning. back to you guys. >> thanks so much. 4:47 now.

another weekend of lin-sanity. >> it keeps going on. jeremy lin did not disappoint with the knicks against the mavericks. he stepped up working the magic. pumped in 28 points, racked up 14 assists and had five steals, helped the knicks beat the mavs, 104-97. in the stadium to cheer him on is palo alto coach and former teammate his former coach says lin loving life. >> he's just doing incredibly well. i mean, incredibly well. he just seems so much more himself, you know. like he's smiling more, he's just seems happier. he was kind of a very stoic player in high school and college. now i've never seen him smile so much. >> plenty of reason. that's a good thing. the group will meet with lin in new york before heading back home. the knicks for the record have won eight of their last nine

games. go ahead. a welcome sight for giants fans as catcher buster posey started spring training with the team. posey returning to his catching routine in scottsdale nearly nine months after taking a hit that theft 24-year-old with a broken leg and ligament damage. posey telling reporters in spite of several surgeries he feels ready to play. ryan vogel song will sit out after straining his back in a workout. he says he won't be able to pick up a baseball for another 7 to 10 days. >> this week could be the deciding vote for the san jose stadium. the team is hoping to break ground soon and it has the permit. but last month neighbors in the area appealed over concerns about noise and traffic. on wednesday, the san jose planning commission will take a vote on whether to allow the team to move forward. if the commission rules in favor of the residents the team will have to start the permit process

over. >> it's 4:49. when it comes to sleep, more is better, right? turns out that may not be the case with teenagers. why a new study suggests that most teens do better in school on less sleep. >> so get up on your day off. and a berkeley grad gets her passport back 60 years after she lost it. how facebook played a role in the find. >> we're looking at highway 24, if you're heading through caldecott, moving smoothly. once you get to the bay bridge, you can wait a couple more seconds, everyone else is paying attention. back to you.

>> welcome back on this monday morning. a nice illuminated shot of the port of oakland. meteorologist christina loren says the rain has subsided for the moment. she'll keep you posted on the rest of your day. it is 4:53. >> if your teenager's lack of sleep is keeping you up at night a new study should help put your mind at ease. national guidelines recommend at least eight hours a sleep a night for young people. a new study found teens may not need that much shuteye. researchers compared the test scores of 1700 students.

teens perform best about with about seven hours of sleep. researchers hope the results will help parents rest easier. >> when they read the study and find that seven hours is really fine, then that makes them feel better about their teenager's sleep. >> researchers found the optimal amount for a 12-year-old was higher, about 8 hours, 10-year-olds did best with nine hours. fans of the colbert report will get to see new episodes. steven colbert theft show to take care of his ailing mother. he thanked everyone on twitter who offered thoughts and prayers. he is expected to talk about his absence in today's episode. comedy central ran repeats saying at the time it was due to unforeseen circumstances. >> 4:54 now. rain this morning has the roads wet. let's check in to see what your commute is like. >> good morning.

folks, we'll tell you about the wet roads, i'm glad i can talk about crossing the bay. the east shore freeway moves smoothly. should be better this morning because the bay bridge reopened, almost a day and a half earlier than anticipated. that's great news. it beat the rain. we have slick roads down the east shore freeway. richmond bridge to san rafael, smooth drive as well. a look at the san mateo bridge, got a lot of traffic this weekend westbound, hopefully will settle out but still have a lot of folks probably planningtake that. plan for a little bit of a different flow even if it is presidents day. might have slower spots than you expect. >> thank you very much, mike. >> the uc-berkeley graduate who lost her passport 60 years ago has it back thanks to social media and a clever student. >> the student bought the old passport as a souvenir while he was studying in paris. he wanted to find the owner, a woman named betty worther who
