shooting. details are coming up. >> a live look outside at 880 past the coliseum. well, it's a cool start to your tuesday but guess what, you're one day closer to the weekend. february 28th, "today in the bay." >> good tuesday morning. thanks for joining us. 6:00 now. i'm laura garcia-cannon. >> good morning everyone. i'm jon kelley. of course we check in with meteorologist christina loren to find out the cool weather, also hold some rain in store later on. >> yeah, a real winter week around here. for real this time. temperatures are cold this morning. you need grab a jacket on the way out the front door. and something you can keep with you every time you have to walk outside because it will stay cool. temperatures only reaching the mid-50s again. as we head through tonight our first showers in the north bay. so we'll time those out.

maybe an inch in some places of rain as we wake up tomorrow. we'll talk about that coming up. first, we'll check your drive. >> a lot of folks traveling in the east bay, typical early starts for highway 4 and 580 where you're looking here. a little slower, more traffic than we see at this time of day. we're looking at a slow drive. 20 all the way over on the right. around greenville, slow all the way into livermore and then again as you're approaching that dublin interchange, we'll see how this plays out. right now a live shot shows you traffic pretty smooth, standard here as you make your way up the incline past the truck scales over into fremont. >> sounds good. thank you. 6:01. this morning crews are on the scene of a four-alarm fire in mountain view. five units in a large complex are a total loss. several others are damaged and dozens of people are displaced. bob redell joins us live where investigators will start looking for the cause in a few hours. good morning, bob.

>> reporter: good morning. once the sun comes up they will try to figure out what the source of ignition was at the apartment complex here in mountain you have which went up in flames yesterday. we got an update. they tell us that this entire building tc unit, has been evacuated. you had five units destroyed and there are others that are uninhabitable. ku are looking at 45 to 50 people who have had to rely on red cross which did rush to the scene, more family and friends for help. to give you an idea how serious this fire was. when the fire department arrived they realized they ha to up the response because the flames were so intense. they call forward a fourth alarm. remarkably everyone got out. there are no injuries in terms of the residents. one firefighter was hurt but those injuries we're told are minor. bob redell, "today in the bay." >> it is not the news you want

to hear in earthquake country. the white house wants to cut funding to the tsunami warning system. christie smith is live at ocean beach with more on what is at stake. good morning. >> reporter: good morning, jon. hard to believe it was almost a year ago that the tsunami waves tied to the earthquake in japan hit the california coast. a lot of residents got an evacuation advisory, many left on their own. now comes word that the white house is considering cutting $4.6 million from tsunami programs. last year places like santa cruz and crescent city were hit with crushed boats and damage to harbors. one area that worries scientists is a proposed $1 million cut to buoys anchored to the ocean floor. what they do is provide critical details like how high the waves are and when they might hit

land. another potential cut for programs that help educate the public, evacuation routes and where towns are threatened. now there are also groups who believe that the impacts won't be that severe because critical systems are in place and people know what to do. all of this, though, is part of the proposed 2013 budget. reporting live, i'm christie smith, today. >> 6:04 now. we should learn later on the tsunami and how it traveled. pieces of home and appliances all the way across the pacific to the west coast. a researcher says one to two million tons of debris are still out floating on the ocean. the researcher will announce his latest estimates and forecasts today. >> 6:04. difficult discussion on the

agenda for the san jose city countriesle. members will start looking at whether to pursue a ballot measure to raise the city's sales tax. the council put off a decision on the matter a couple of weeks ago to have time to figure out the best strategy. the hike could be a subject of a special etleex avoid competing. on the june and november ballots. the securities and exchange commission is looking into a client following an investigation that looked at retirement cost projections. an attorney said city officials including the mayor never told investors that retirement costs could reach $650 million by 2015. this while seeking multi-million-dollar bonds for the airport and convention center. the complaint alleges the figure, 650 million would jeopardize the ability to pay back investors.

to see our investigation log on to nbcbayarea.com and search pension. >> developing news right now out of ohio. a second student has died from injuries after yesterday's tragic school shooting rampage. marla tellez is in our newsroom, she has all of the latest details. >> the medical examiner's office in ohio confirms 17-year-old russell king jr. died early this morning. he was pronounced brain dead. he was one of the five shot by suspected shooter, 17-year-old tj lane. he was a student at a vocational school for at-risk teens. msnbc is reporting his father has an extensive criminal record and was arrested for abusing women. blaine moved in with his grandparents following his parents' divorce.

his attorney says lane's family is devastated. >> there are continuing prayers, this is something that could never have been predicted. t.j.'s family asks for privacy as they try to understand and while they mourn this terrible loss for their community. >> one student remains in critical condition, another in serious. the community will gather to recommend the young man who died including the first victim. t.j. lane is scheduled to make his first appearance in juvenile court. he's scheduled toing arraigned at 12:30 pacific time. >> thank you. so sad and tragic. pedestrian rights advocates want a shuttle bus driver slapped with criminal charges for gunning down a man.

watch the right side. a few weeks ago a man with a cane gets hit in the crosswalk at eddy and leavenworth. typically drivers face criminal charges when the accident results in a death. he is expected to survive. the driver was cited for failure to yield. >> police are looking for a man who rammed a woman's car and took off with her purse. we have a sketch. the woman says he rear ended her, then beat her up and stole her purse. that happened wednesday at a stop light on monterey road. >> over to christina in the bay area weather center. >> good morning. we have rain on the way as of tonight for the north bay. looking like the great are bay area we'll get wet as of this morning. good tuesday morning.

45 in san mateo, you're starting the day at 31 degrees in gilroy so below freezing. it works like this. temperatures climbing into the mid-50s by noon 53 degrees inland you'll be at about with 51 degrees by the bay. you break for lunch. we have a lot of cold air in place and it's going to be reinforced by another cold front that moves in tonight. so we'll continue this future cast by tonight starting our first showers up in the north bay. i'll time this out for you. how much we expect in your city. lirs talk to mike about your drive. >> folks, let's look at the drive in to downtown san jose. in the northbound direction, reports of an accident at 280. we have a camera in the area, buildings are blocking our view. i couldn't see it from our shot

>> good tuesday morning to you. a beautiful live look outside. hoping for a nice day. change in the forecast. don't wash that car yet. >> a state lawmaker telling a transit agency do not pack your bags yet. state senator of concord introducing a new bill in sacramento to block the metropolitan transportation plans to move oakland to san francisco. the bill would forbid the mtc from spending more money on the move until a state audit can

determine if the move is legal. the mtc using toll money to buy a new headquarters in san francisco. >> 6:13. facing uncertain future the san leandro school district is hoping for the best but preparing for the worst. board members will meet to discuss a proposed parcel tax and more school budget cuts. the district is planning ahead just in case voters reject a tax initiative in november. the the board says it needs to cut $1.5 million from its budget. >> the america's cup is almost a done deal. the board will vote on the final agreement to host the race. to make sure things get done on time, race organizers are ditching plans to renovate piers 30-32 where the teams were supposed to be housed. they will be at pier 80. exhibition races start in august and the main event happens next year. >> 6:14. our main event is all about the weather at this point.

meteorologist christina loren is our ring leader. chilly but a little rain. >> yeah, and then followed by a warm-up. up to the 70s again so. something for everybody in your seven-day forecast. let's start with current temperatures and a live look outside. it's chilly but you can see some clouds moving in ahead of a front, slated to bring our showers to the north bay as of tonight. so temperatures this morning running cold, below freezing, places like gilroy, 33, 33 for santa rosa, 40 in sunnyvale. area of low pressure moves on shore as we head through tonight it's going to drive the cold front with it. and that's going to reinforce the cold air in place out there so snow levels as a result will come down potentially to 2,000 feet as of thursday morning. here's how it works out. cloudy by this afternoon, overnight we'll start to get a few showers in the north bay. then tomorrow is your wash-out day. not great for outdoor

activities. showers in the north bay pushing to the south by 6:00 a.m. making for a sloppy commute tomorrow morning. by 2:00 p.m. we'll still have steady rain in areas south of the golden gate bridge. then later on we'll get a little bit of clearing late wednesday into the first part of thursday with more rain thursday night. so how much are we expecting? take a look at some of these totals. maybe upwards of an inch in some cities in the north baxt our future cast is projecting shy of an inch in santa rosa. above a half inch in concord and oakland. and in san jose we're going to pick up probably more than a quarter inch and we'll take what we can get. we've been lacking rainfall totals when it comes to seasonal averages. they are down about 30% of normal. 54 in oakland. 57 in san jose. and you'll hit about with 55 degrees in livermore so you need the jacket today. tomorrow you need the umbrella, keep it with you on thursday. and then you break out the tan keeny come this weekend with

temperatures in the upper 60s and 70s. i'm talking to you, mike. >> i told him man-kini. i call them spanx. traffic flow looking all right. the slowdown around 50. we have the yellow changing to green now. it will fluctuate. the accident right there. had a report northbound 87 at 280, it looks closer to almond. let me show you what my friend mark found in the control room. he turned the camera, the live camera, showed you at 101 all of these streaming lights coming off the area past curtner into downtown. the heavy volume, one lane is blocked north of alma. that could restrict the flow getting into downtown. keep that in mind for guadeloupe. no major injuries but an ambulance has been called so this is going to be here a while. a look back to the maps, south from here also we have still

saratoga avenue, that one block, it's closed for repairs. wires are down, pg&e does not have an estimate when the 2500 customers will have power. this could be an issue as you get to 85. but 85 is moving through the area. looking at the dublin interchange. slowing as you pass, and the 20-minute drive through almost and that's the build. thank you. >> voting is under way in arizona and michigan primaries this morning. today could be a game changer in the republican race for president. arizona looks like a shoo-in but his home state another story. republicans insiders say romney has to win michigan to avoid a long fight. 30 delegates are at stake. there was a lot of back and forth between the candidates lately. >> a feud talking about with each other instead of what needs to be done for this country.

>> even before michigan and arizona vote the accounts are already looking forward to next week super tuesday. and ohio. santorum will be there today, romney is outspending him nearly three to one. >> drug sniffing dogs could roll the halls of is some high schools. the board to vote on a new policy f. passed dogs would inspect lockers while students are at class and check on the school lots. pleasanton came wake-up the plan after a rise in suspensions in all three high schools. >> the district will consider 5.5 million in cuts, plus schools may be forced to increase class size and indicate some counselors to balance the budget. elementary schools could lose some reading support. if the tax niftives are not passed in november more cuts could be needed. >> did school board will consider a bond measure to fund

schools. the 99.9 million is the second to improve buildings and equipment. the board will vote on placing it on the june ballot. it will cost $29 a year if passed. >> a rocky road but sacramento is keeping the kings. the city and the nba team agreed on pieces of arena financing deal. it would keep the kings in sacramento for another 30 years. the deal follows 2 1/2 days of negotiations between mayor johnson and the team owners and nba commissioner david stern. >> 6:20. if you don't have one your next car might have a rear view camera in it. we'll tell you why. >> a software company abandonstr t onreass. bor the strangest reasons.

>> 6:23 on tuesday morning. homeless people living near a san jose freeway overpass will have to find another place to amp. month the highway patrol gave the people near the highway 87 interchange near 280, 72 hours notice to pack up and leave. once the area is cleared, crews will move in to clean it up. >> it is a battle over safety versus beauty out in wine

country. pg&e says it needs to cut down thousands of trees under its high voltage lines in sonoma county. it will protect it from blackouts but people tell the press democrat this is overkill and threatens to create a scar on the land. until recently pg&e trimmed the trees but the federal government is fining utilities for outages caused by vegation so pg&e wants to cut the trees. >> a major safety feature will soon be mandatory for cars made in america. regulators plan to require all new cars to have rear view cameras. 50 children are injured every week when someone rides over them. >> accusing facebook of stealing ideas, scott, i mean facebook has been around a long time. why did yahoo! wait until now?

>> our theory is it's part of the new yahoo!'s ceo strategy to find money where he can. the tech world let out a collective groan when the news broke. patent fights generally a low blow. just about anybody can claim they own an idea. >> just about every company engages in this fight. facebook can't launch back to address the allegations. the state of california is trying to figure out how much money it might make. the best guess is around a half billion. another two billion or so in coming years all from the new facebook millionaires. still not enough to make it. where the government is not going to make tax money is taxing facebook's profits.

the company is profitable but it's going to transfer so much welt it may declare a loss which will free it from corporate tax. the chronicle recording that sales fort.com is abandoning these plans to build a new head quarter in the mission bay head quarter of the city. the company may be the victim of its own success. it says it's growing so fast it can't wait to build new offices, instead will present existing offices in the city. what will happen to the 14 acres is not clear. this is not a net loss for the city. the people stay there but it is a construction job loss. back to you. >> thank you very much, scott. 6:26 now. still to come on today, firefighters are still at the scene of an apartment view. we'll have the latest. >> the white house may cut funding for a tsunami warning system. what that could mean for bay

see even on a tuesday. there is the backup off of the berkeley curve. to the south bay, more details but a new accident could complicate things. a lot of slowing shows up there. >> thank you, mike. >> 6:31. it is a frightening idea for people in earthquake county. the tsunami warning system in california could become a victim of budget cuts. christie smith is live at san francisco's ocean beach with the proposal being pitched by the white house. good morning. >> reporter: good morning to you. you know, i remember that day almost a year ago after the big quake in japan, the water rolled way back here in california and then in some coastal cities it came crashing back to the shore. these warnings are critical for toasting towns, people move to higher ground. last year santa cruz and crescent city were hit hard. one of the ways the white house

is considering buoys anchored to the ocean floor. they alert scientists when tsunamis are heading the to shore and how big the waves might be. last year waves from the big quake in japan hit our coast causing about $58 million in damage according to the merc. boats and harbors were badded. the obama administration is considering putting $4.6 million from programs. the administration is saying that coastal safety won't be compromised. it will work, it may take longer to repair. they will stay in place for the most part and they have done their job. the plan would still need congressional approval. reporting live at ocean beach, christie smith, "today in the bay." >> 6:32. mountain view investigators will be back at the scene of a

four-alarm fire looking at what damaged several apartments and left dozens homeless. bob joins us live from mountain view with the latest. good morning. >> good morning. a sense of how fierce this fire was, more than 12 hours after and the fire department is still out here at the dana garden apartment complex to make sure there are no hot spots and they are waiting for daylight. try to get an idea of what caused this toite up yesterday. shortly after their arrival seniors real highsed this was so serious they were going to have to increase their response. the fire ended up destroying five units, then caused smoke and water damage. you are looking at roughly two 6 units uninhabitable, to seek help from the red cross or

family and friends. >> my passport, my document, if it's gone everything is ruined. it's a pain. >> reporter: everyone who lives here was able to get out okay. one firefighter was hurt. a minor injury we're told. reporting live, bob redell, "today in the bay." >> a investigation could be launched. police say andrew crowley fell three stories saturday night trying to climb down a drain pipe at the fraternity house. he remains hospitalized with a severe head injury. police believe crowley was drunk at the time. at this point this is called an accident but that could change if crowley is permanently disabled or if he would die. >> san jose state abandoned plans to end admissions for county students. the university said that caps in

funding were jeopardizing the program that impacts about 1400 applicants. those students are accepted under a more lenient emission standards. >> one of the final steps before the 49ers can start construction on their stadium will take place tonight. santa clara city leaders expected to approve ground lease between the city and the 49ers. the lease expected to pro pour 60 million in the badge. santa clara will get half of the profits from non-football events. there are now 120 days after this passes to start construction of their new stadium. >> i want to check the forecast. a little something of everything. >> yeah, a little bit of everything. we have showers on the way. this morning we're close to that

freezing mark. you're at 31 in gilroy. holding on to the low 40s along the peninsula and down in the south bay. throughout the day we have a cold front that will reinforce that cold air. we're only going to slime climb into the low 50s. at 4:00 p.m. 54 degrees inland, 51 degrees by the bay and 55 at the coast. so temperatures will not be all that warm. you need that jacket and we'll have limited sunshine by 4 or 5:00 tonight. you can see we stop the clock on future cast. we'll let you hoe how much we expect to fly to the south and what that means for the sierra nevada. that's in my next all right. >> this is horrible for the south bay. san jose into downtown, things get worse. northbound stit t, you see slowg

kicking in but the accident does not appear to be adding to the slowdown. this is the concern, northbound 87 just north of alma to 280 and downtown san jose. we see the slowing starting down here at 85 all the way up with speeds in the 20s, that's the entire stretch. the streaming head heights heading north, this is jammed all the way up to where one lane. there are two chp cruisers, no major injuries but major slowing and we'll have the ripple effect. we'll get another look out here, a live look showed you 88 past the coliseum. no major slowing, about 15 minutes, up to the bay bridge plaza. we continue to follow the drama in the south bay. >> thank you very much.

long break in presidential primaries over this morning, polls are open in michigan, will open -- already open in arizona as well. tracie potts live in washington this morning. show us how the candidates are approaching today's election. good morning. >> reporter: hi, laura. arizona not such a big deal today at least mitt romney doesn't think so. he has a comfortable lead there. but michigan completely different story. the polls essentially tied on this election day. we've seen them swing back and forth a. big surge by santorum. in the last couple of days you look at the sunday and monday polling mitt romney may have made gains but essentially they are tied. this is mitt romney's home state, insiders say he's got to win it, if he doesn't we could look at a long battle into spring, maybe summer, maybe the convention. the candidates have been going back and forth. today santorum has been making robo calls to democrats urging

them to vote. any one who is registered even if not a republican can vote in this one. it's proportional so depending on how the vote goes they may split those and that could proof essential. before the polls close, santorum's headed to ohio focusing on super tuesday where mitt romney is outspending him almost three to one. >> 6:42. coming up the house could pent for the west coast tsunami alert system. >> welcome back everyone. i want to check in with meteorologist christina loren. she's got a look at our forecast. >> good morning to you. the winds of change are blowing in. we've got a potent winter storm on the way. and you can see the leading edge vividly taking a live look outside this morning. you'll see that on the way to work. it's going to take its time before it gets here. we're not expecting rain until tonight. you can leave that umbrella at home. grab your jacket because it's cold out there. one of the coldest mornings we have had where we did touch on the 30s, hrd this morning. we're back at 41 but they 3 in napa, 33 in santa rosa, cold enough for a jacket just about all day long. temperatures only reaching the mid-50s as this front is now moving on shore. we get our first rain showers as of tonight. it will turn cloudy later on. mostly cloudy skies if the you make your way home from work. overnight rain showers in the north bay, then the front will slide to the south through wednesday producing rain showers, heavy at times

throughout leap day. here's how it works out. 1:00 a.m. on wednesday, you can see the front sliding to the south. between 1 and 6 getting wet making for a rough commute tomorrow morning. 2:00 p.m., steady rain south of the golden gate bridge. then the front will move out, we'll get another weak disturbance behind it. that will bring showers through thursday. so overall totals your storm totals work like this. 6:00 a.m. thursday, maybe upwards of two feet of snow but as we wake up thursday, even more snow in the sierra nevada we could be talking 3 1/2, maybe four feet of snow. fresh powder above 5,000 feet because this is a cold system. temperatures today only in the 50s, 55 degrees in livermore. 57 in san jose. throughout the next couple of days you'll need the umbrella tomorrow, keep it with you on thursday. then friday into the weekend, we start to climb. up to 65 degrees saturday, 67 sunday.

tons of sunshine, warm up to 70 come monday. so a dramatic change again. but this one might be welcome after we get showers. let's check your drive with mike. >> all right. let's take you out to a live shot of highway 87. downtown san jose. as we look at the backup that continues from this accident we told you about north of alma into downtown. this is northbound 87 all the way past curtner. curtner is jammed up here but the roadway getting there is not so that's an additional slowdown, back to the map, 85 all the way up past capitol, curtner, downtown, we had speeds in the 20s. looks like speeds are in the 30s and 40s through most of the stretch. that's a lot of slowing, probably going to allow folks to kick to 101. we're seeing slowing from capital on 101 up past 680 and to the scene of another accident at de la cruz. that is moving off to the shoulder. no lanes are blocked. it's a distraction.

it's a bad interchange to have a distraction. 101 meets with 87 and 880. that might put folks up 17 to get around that. but looks like if you stick with 87 you might be okay and allow extra 10 minutes, maybe 20 to be safe in case there is another accident. northbound 85 slowing through saratoga and in saratoga the wires down, and that might affect your drive over to 85. we're not clear what roadways are open so man on extra time or maybe head to the sunny veil on ramp to northbound 85. we're looking at the dublin interchange with an easy drive. 27 minutes if you drive out of the altamont pass through livermore, bogging down around vasco, then around the isabelle interchange and 40 miles per hour toward the interchange 680 and 580. a smooth drive to the y, then slowing, 40s into the 20s for

the quake in japan hit the california coast and really battered some coastal cities, some got evacuation advisory. now period that the white house is considering putting $4.6 million from a tsunami warning and peppedness programs. last year santa cruz and crescent city were hit. one area that is worrying scientists is a proposed $1 million cut to america's network of dozens of buoys that are anchored to the ocean floor. what they do is provide details like how high the waves are and when they might hit land. the the administration is saying safety won't be compromised. what may happen is the buoys may take longer to repair when they are damaged. this is part of the proposed 2013 budget. christie smith, "today in the bay." >> jury selection likely beginning today in the trial of

san francisco sheriff ross mirkarimi. the judge dealing a seat back to the defense ruling jurors will be allowed to see a video of mirkarimi's wife showing the bruises on her arm. the video was shot by a neighbor 18 hours after an alleged fight by the couple. the judge plans to interview an ex-girlfriend of mirkarimi who claims she was also abused by hm. >> the trial of six men accused of killing a german tourist in san francisco set to start today. the couple was walking to dinner where they were caught in the middle of what police call a gang shoot-out. shourer died in her husband's arms. >> 6:52. more on a developing story from ohio. this morning a community pulling together after that tragic

school shooting that left a second student dead. marla tellez joins us from the newsroom with the latest information. >> the medical examiner's office in ohio says it will hold a news conference at 8:00 to talk about the death of 17-year-old russell king jr. he was pronounced brain dead early this morning. king was reportedly dating the ex-girlfriend of suspected shooter tj lane seen in this photo. we are learning that lane lives with his grandparents and came from a family with a history of violence. students say the 17-year-old walked into the school cafeteria and began shooting. this morning lane's attorney says he's not sure what led the teen to shirt. students calling him a good kid. >> pretty much sticks to himself but does have some friends and he's never been in trouble, never been in trouble for anything that we know about with. >> i hope every parent if you
