>> reporter: you think there's a lot of drivers in that carpool lane? move over. it's about to get more crowded starting this morning. i'm bob redell. we'll take you live coming up. >> we take a live look outside right now. oh, the pacifica shot there. the water splashing around. if you're briv you'll get in that. the brand new month for you thursday, march 1, "today in the bay." >> thanks for joining us. 6:00 right now. i'm laura garcia-cannon. >> good morning. i'm jon kelley. let's get to the weather with meteorologist christina loren. what's happening outside? >> it's cold out there. grab your heavy winter coat, take your umbrella with you if you're waking up with us. areas north of the golden gate bridge are seeing showers, very light, very spotty so i thought it would be more important to show you the futurecast. between 7:00 and 9:00 we're going to get more moisture across the greater bay area.

then we'll see the front pass to the south. i'll let you know what you can expect for the second half of the day into your all important weekend. we're so close. with showers on the radar that means slow down on the roadways. >> that's a good note for folks. use caution. lower speeds. we have an accident into san francisco. minor injuries if any at all reported northbound 101, right around caesar chavez. you see north of the 280 interchange. we have the slow lane blocked. crews have been on scene. they may have moved the car to the shoulder. 101 approaching the interchange as you get over to the skyway. this is north of the incident itself. the headlights are coming past the area. a light but steady flow into the city. >> mike, thank you. it is 6:01. no doubt about it it's going to be a noisy one on uc-berkeley campuses as students join a day of action against cuts to higher education. christie smith is live with more on the protests. good morning.

>> reporter: good morning, jon. it's pretty early for students to get started but in about 90 minutes they are heading over to california hall here at uc-berkeley to kick off this strike for public education. they say they picked california hall because that's where a lot of the decision makers work at uc-berkeley. when occupy cal activists were set up they told us that really what they were doing was leading up to this march 1st day of action. this day and then the next few days. they say they refused to accept massive tuition hikes and outrageous loan debt while banks make record profits. a number of bay area colleges and universities, today this is going on up and down the state. students and faculty at cal plan to have classes outside instead of inside, a noon rally, then a

march to downtown oakland near city hall where they will meet with more activists, more students, this again, leading up to another march on monday to the state capitol. that against state budget cuts that would affect education. christie smith, "today in the bay." >> it is 6:03. jury selection begins monday for sheriff ross mirkarimi's trial. about 100 potential jurors filled out a questionnaire. the jury selection process continues next week. tomorrow a judge will hold a private hearing to determine if mirkarimi's ex-girlfriend can testify as a witness. christina flores filed a police report last month saying he abused her during their relationship. that case has not gone to trial. >> a retrail in the murder with the accused killer on the stand a. jury convicted ali of

trangling back in 2001. the verdict was thrown out in 2009 over misconduct by prosecutors. in court yesterday ali testified that he killed the woman over a fight over his drug use, then tried to make her death look like it was a sex crime. >> police looking for help in finding a bank robber. a man enters a bank of the west yesterday morning just after 9:00. he forced a teller to turn over cash, then took off. police do not think the man was armed. >> a sticker gives you a green light to more drivers in the hov lane. bob joins us live with what you need to do to get that carpool pass. good morning. >> reporter: normally to get 18 carpool lane you got to have another friend with you, a carpooler, you know, someone that is riding with you in the car. starting today there is a new ticket to ride, a new sticker that looks like this.

it's a green clean air sticker. this is for drivers who own near zero emission vehicles. right now only two vehicles that qualify t 2012 chevy volt and the toyota prius plug-in hybrid. if you get one of these you can go solo in the hov lane. this is not to be confused with the white stickers that are all electric or natural gas. this is not to be confused with the yellow sticker, they ended up last stumer and those were for hybrid vehicles. to get one of these you have to apply. they started that in january of this year. january 1. today being the first day you can use them. you might recall with the yellow sticker program, the state issued about 85,000 stickers. there were complaints saying

this is crowding up the hov lane. the resources board changed that this time around issuing only 40,000 stickers. this program until 2015 unless the legislature extends the program. there is going to be a good reason to start trying to get these cards. if you haven't been paying attention the gas prices are up. here is the latest overnight. gas prices here in the bay area, in for $4.30 that's an increase of 20 cents over the past 7 days. heading through mill pete. that's a smooth flow. >> caltrain riders find out if they have to pay more. the peninsula joint powers board will jot on increasing cash fares. that's a 50 cent increase for a round trip ticket. it's to get more people to switch to the clipper card

system. the board will vote on a plan to fund a popular fee bike storage program. one has been storg at the fourth and king street station. the service got so popular they can't afford it. caltrain is expected to allocate as much as $10,000 a month. >> the bullet train, the obama administration backing off of a deadline to get the project started this september. that then gives the authority more time to prepare for the construction of the $100 billion rail line. it was feared missing the september deadline would mean a loss of funding. as long as progress is being made toward starting, the funding will be there. >> let's keep it here there. looking forward to it. >> we can tell what kind of weather you like.

we have a big time warm-up on the way. temperatures climbing into the 70s. it's cold out there. it will be cold throughout the day. we have showers in the north bay. we're going to see those by about noon. the winds picked up the surf, 12 to 15 feet with breakers up to 17 feet. but hey, look at your temperatures so a little too cold for surfing. it should expalestine at 9:00 a.m. 40 this morning in san jose. right now it's dry south of the golden gate bridge. areas to the north have seen shotty showers throughout the morning. a little more active between 7 and 9 at its most activity. the radar starts to dry out by june. dry over the greater bay area. we have debris on the roadways from the winds overnight in addition to the condition

especially through your construction zone. it works out like this. about 52 inhand at noon. not much separation between what we expect versus up the coast. so temperatures uniform. only in the mid-50s. got that forecast next. first a check with mike. >> out to highway 4. we have the same as far as the geography covered that's the same spread for highway 4, slow down but a little slower, the l street sense wer a 14 miles per hour drive there. not much worse than we see on a thursday. we have a smooth drive approaching. the maze, stale 19 minutes off of the carquinez bridge. no major slowing. we'll get a look out there further south, live look at the san mateo bridge, the condition is westbound from 880 with their taillights. no major wind.

>> welcome back. new this morning more u.s. troops killed overnight in afghanistan in the wake of the koran burning controversy. marla tellez is in our newsroom now with all of the latest details. good morning. >> good morning. in less than two weeks, six nato service members have been killed in afghanistan including the two shot to death this morning by afghan gun men. according to u.s. officials. the latest attack happened in the southern region outside of kandahar. one of the gun men believed to be an afghan soldier, the other a civilian. this is the latest attack following protests over the accidental burning of the koran. >> the heartbroken city of chardon coming together three days after alleged gun man t.j. lane opened fire in the cafeteria killing three students. right now students and community members are about to set out on a unity walk to the school. the campus reopens today with grief counselors on hand though classes officially resume

tomorrow it's about the search for survivors and cleanup after a deadly surge of tornados swept through five dates from kansas to kentucky, at least 12 people have now died in the violent weather. the hardest hit area, harrisburg, illinois, at least six were killed, 100 injured. they faced winds up to 171 miles per hour. more deadly weather could be on the way in the next 48-72 hours. the weather service says 550 people die in the u.s. at the mercy of a tornado last year. it was the deadliest year in about a century. now the latest storms have weather watchers worried that 2012 could be even worse. >> closer to home, interstate 80 and highway 50 as heavy snow continues to fall in the sierra. this is what it looked like in ma placer county last night.

more snow is expected this week. >> that looks like winter. winter's here. >> we're in it. >> finally looking like winter. meteorologist christina loren is here to tell us a chilly day. >> chilly day. the 10th of march. ten days from daylight saving time. put that on your calendar. >> we are rounding out winter. we did get a nice cold blast and some of the fluffy powdery snow that you snowboarders like. you have to have cold air and a lot of moisture in place to get that fluffy snow. still some showers coming down over the north bay but they are fizzling out. we're going to see the bulk of the moisture start to track to the south. between seven and nine the rain showers will be most active. then clear out. by noon a little dull over san francisco spreading showers

south. high pressure really starts to build in. this is a strong ridge of high pressure tracking closer to the california coast pushing that all air will take a while to mix out. we head through tomorrow and especially the weekend, we're talking about about abundant sunshine and temperatures jumping by about 20 degrees from what we expect today versus that of sunday. 54 in fremont, by sunday 74 degrees. if you forecast, as you head throughout the day staying cool, showers early. by friday we'll bump you up a little bit. staying 0 at any cool side, then saturday into tund the warm air comes into play. 74 on sunday. mild for monday. then another round of mild showers kind of a warm system passing through the bay area tuesday into wednesday. overall looking belter when it comes to the weather.

but we have aftermath. let's see if we have problems. >> no major issues but good to warn the folks. rain continuing. be careful. we're looking here, a nice drive through 580. 19 minutes, the 46 and the yellow indicates speeds bho 50. just clearing up by the time you get to 57 and no problems through the dublin interchange. sunol moving mooth through the area, also 880 through fremont, all showing the speed limit as well. a nice drive. up the lower bay shore, 101 to the peninsula a smooth flow. north to palo alto, south through menlo park, both of those will show the slowing about 7:30 when the snow comes up and the bulk of the traffic combine. 28, not a problem through san mateo. to the city, we still have the

"today in the bay." >> peninsula special ed teacher accused of physically abusing her students is expected in court. adex us bogg will be arraigned acowsed of twisting a wrist and kicking the kild in the stomach. she is on administrative leave. the school district says it will discipline six employees from failing to report the abuse. employees knew what was happening but did not report it as required by law. the employees will not face charges. >> after 26 years the parents of a murdered woman are bringing their daughter's body home. >> grabbed my husband and we just tried. the following morning -- that we're timely bringing her home. >> heart breaking listening to.

but that program ended last summer. at the time there were a lot of carpoolers who complained this are too men. they are blogging them up. the state has limited the number of people who can get between stickers. this they say is going to end star legislature doesn't extend the pratt. there could be a lot of people taking you up on the recover of 40,000 stickers. i want to flash up some numbers, the gas price averages for the bay area. we're in the 4.30 range. you look at that, that's about 19 to 20 cents higher just a week ago. >> a majority of california voters support same-sex marriage

north of the golden gate bridge. those are starting to work into san francisco. we'll see that moisture start to make its way into san jose. we'll stop at 9:00 and you can see that catch of rain over the north bay. we continue until noon, a little potty activity at the post. by about 10 p.m. we're dry. we'll stay cool. a lot of old air in place. we have a reinforcing shot with this secondary front. so we're only going to see highs in the hoe to mid-50s inland by the bay and at the coast. throughout the afternoon temperatures on the comfortable side. something else you might need to know, bitsine raining also windy. mike can tell you how that is impabl pacting your drive. >> yes. great note. i've got the conditions coming

>> welcome back everyone. want to get a look at the forecast. a first day of march. >> you need your umbrella and your jacket for the first part of the day. but by this weekend you can break out jon's favorite, the tankinin. the high surf. as we have 12 to 15 feet breakers up to 17 feet taking a live look now at san jose. it's still nice and dry. we have showers on the radar,

let's show you where those are coming down. right now the east shore is seeing the bulk of the moisture as we continue throughout the next couple of hours the showers sag to the south and move into the south bay. we're forecasting that by about 9:00 a.m. you can see the activity ramping up in san francisco now getting spotty activity, enough to slow down your commute. we take to you the south bay you can see still mostly dry. 9:00 a.m. that front sags to the south, spreading light rain across the south bay until about noon. then we'll get a nice dry break. the coast might see showers between noon and 2:00 but after that the greater bay area drys out nicely and hopefully tomorrow a clear shot at the snow-capped mountains. high pressure moves in for friday. warming us up. it's going to take one day for the cold air to mix out so we're going to hold on to the mid-60s for one day, then we jump you right up into the 70s in the warmer cities across the bay, saturday and mid 70s by sunday. so, we've got -- this is the way i like to look at it. cool today, 53 in san jose.

take these temperatures, add 20 and that's your forecasted high come this sunday. so even touching on the 70s at the coast it's going to be a beautiful weekend. 66 by monday. a few showers tuesday. this is a warmer system so snow levels will not be as low. this is not packing a lot of moisture. showers tuesday, clearing by wednesday. 6:48. now if the rains come in let's check your drive with mike. >> with this live shot, you're talking about this, this is oakland. past the coliseum, we're quickly losing sight of these. at least it's not as clear because of the drizzle, the rain, the clouds in the air. so that's what's going to hit you here. oakland, fremont and the east shore freeway. that will lower the speeds. the south bay there is no rain. we showed you that dry shot. a look at the slowing from capital expressway north all the way up toward san tomas. highway 87, starting off tough at 85, just north of 17 showing

day of action. >> reporter: good morning. we have rain out here and it is cold but i bet that's not going to stop students from grabbing their signs heading out for a rally they have planned in about with 30 minutes at california hall here at uc-berkeley. they say that's where a lot of the decision makers work so that's why they picked it as a place to start at 7:30 this morning. this is a day of action, a strike for public education that has to do with tuition hikes, the students say they can't afford and that it saddles them with massive student loan debt. this is from a day of action in november. this action really happening at colleges up and down the state today. at cal they will have teach-outs holding class outside, then a march to downtown oakland to meet up with more activists. this is leading up to monday, a big rally in sacramento where they are calling on governor brown to scrap plans for future tuition hikes.

christie smith, "today in the bay." >> lawyers in the domestic violence case against ross mirkarimi will wade through the jury pool, about 100 potential jurors have filled out questionnaires including supervisor eric mar who worked with mirkarimi when he was a supervisor. the potential jurors are expected back in court on monday. no court action expected in that case today. tomorrow the judge will hold a private hearing to determine if mirkarimi's ex-girlfriend can testify as a witness. christina flores filed a police report last month saying he abused her during their relationship. that case has not gone to trial. >> investigators will be back at the scene after fire trying to find the cause. it's an update to breaking news yesterday. the fire at a duplex on denise way and almaden road left four people homeless. the home's shake single roof helped feed the flames. fortunately no one was hurt.

that apply, the 2012 chevy volt and the 2012 toyota prius plug-in hybrid. this is not to be confused with the white clean air vehicle sticker which is for pure zero emission vehicles, and not with the yellow that went out of service last summer. that was for hybrids. at the time a lot of carpoolers complained that hey, you're dumping too many in the hov lanes. this time around the board with the green stickers only issuing 40,000 of those and those will probably be phased in more gradually. perhaps you'll not see as big of a rush or crush into the hov lanes, this program is supposed to last until the start of 2015, that's of course assuming it's not extended by the state legislature. you could wouldn't be surprised, though, that this could be popular given where we're at on gas prices. people wanting to save money, getting a better fuel efficient
