walking out that door. we're going to get colder as we transition into the next hour. then once that sun comes out temperatures are going to climb quickly into the 70s. dress for the two different parts of the day. we have rain on the way. first let's see if there are problems with mike. >> a couple of problems. the san mateo bridge, looking at the taillights away from us, wind much calmer than the last couple of days. but we have a disabled vehicle along that flat section. haven't seen anything for the last ten minutes. oakland 880 past the high street exit there is construction going on. you see the flashing lights and no one is getting off at high street. that construction will continue probably 5:30, 6:00 when we see that reopening. shouldn't be a problem on surface streets. >> there is a problem in berkeley this morning. we are following breaking news

where flames are ripping through a building on dwight way, west of the people's park. firefighters called for a second alarm. christie smith is on her way there. we'll bring you the latest details throughout morning but from what we understand it is a very large fire burning in berkeley. 5:02. >> the city of tracy will celebrate the life of sandra cantu. the family will hold several events on what would have been her 11th birthday. police will hand out i.d. and kits to parents. there will be fun events like a magic show and children's story time. this is the second year the family has held such an event aimed at teaching kids to be safe. you may recall sandra was kidnapped and killed by her neighbor in march 2009. she is serving a life sentence without the possibility of parole. >> oakland police looking into

the city's 24th homicide of the year. just before 6:30 a man was gunned down at an apartment. one person was arrested. police arrested another man an hour earlier in a separate shooting near frick middle school. >> according to a report the bridge rail foundation which is pushing for sea side burial on the bridge says 37 people died jumping from the span in 2011, up from 32 in 2010 and 31 in 2009. 100 people were prevented from jumping last year. the district is trying to come wake-up the $50 million for a net under the bridge. >> the men who ran down a baseball fan near at&t ball park will go to jail. peter vargas pled guilty for hitting ryan white as he walked with his family after attending

the game in august. white was critically injured but did return home to pennsylvania to recover. vargas will have to pay restitution and perform community service. he was sentenced to one year in bail but will be released in june. >> it's 5:04. the president of israel heads south today. shimon peres will be in los angeles to meet with jewish community members. during his visit to the bay area, he touted technology as an instrument for peace. he visited a number of bay area tech companies. this is the first time in the history the president of israel has visited the bay area. >> 5:04. three san leandro high school students are staging a hunger strike to protest a fifth year of budget cuts to the district, after the school board voted to spend sink slips to 42 employees. the board is cutting 1.5 billion

from its budget. if voters reject the statewide tax measure in november. >> a massive solar storm is battering the earth now and could disrupt power grids, satellite and navigation. bob redell is live with what caused the storm and what it could mean for you. >> reporter: good morning. the only effect it would have on us likely would be if it were to disrupt our power supply. we are in the thick of it. you can't tell but we are. so far there has been no reports of problems. the majority should be finished by tonight. you're looking at the the strongest solar storm in over five years as captured by nasa. scientists call this a kor ronal mass ejection when part of the sun's atmosphere blows off sending a cloud of charred particles our way at 4.5 million miles an hour. scientists believe the worst

arrives at night and 24 hours later. it can mess with the electric grid, wouldn't affect the gps in your car, only used by surveyors and the like. the the storm is forcing some flights to change their path away. the storm on the up side produced northern lights seen as far south as michigan. usually it's in alaska that you see that. scientists don't want you to worry. this is part of a normal cycle.b >> we continue to keep an eye on breaking news that we're following in the east bay. a two-alarm fire burning in berkeley. if you look at the middle of the screen you can see a faint red glow and blinking lights. firefighters struggling to get this two alarm fire under

control. christie smith is on scene. we'll get a riv report from her as soon as possible. we're just getting this in that the third floor is about to collapse in this building and firefighters in fact are being told they need to evacuate as soon as possible. so obviously a situation we're following in berkeley and we'll continue to do so. >> you mentioned, that's a tough situation when firefighters have to get in there but it poses a danger to their own safety. when you have such a big fire, are the winds. let's check in with christina. are we zmaum >> we are completely calm. good morning, and that's one of the reasons why our temperatures are able to drop into the low thirds, below the freezing mark in some cities because we have calm winds f. there is anything

to note positive about the conditions, there is no wind and we're not expecting those to pick up until much later. so, as we head throughout the morning hours it's cold. you'll need the jacket. high pressure is in control of our pattern. near-record cold this morning, all the way up toward near-record territory this afternoon when the breeze will pick up. probably between 2:00 and 5:00. 71 degrees at 4:00 p.m. that's not even a high. i think we'll touch on gilroy. tomorrow you tack on 5 degrees we warm you up even more. i'll have your full report but right now winds are calm. we'll keep you updated if anything changes as far as the weather. >> overall the freeways are looking light so i did want to take the opportunity to show you what's going on, first we show the maze in the vicinity approaching the bay bridge.

moving closely across, heading toward the bridge. that fire we've been following is at that christie smith is going to give us a report, dwight way is closed between shattuck and telegraph. you'll have to use an alternate through the area. as me is further to the south but dwight between shattuck is closed. there hasn't been slowing for four yet. we have an accident encountered. that could affect folks to or between 242 all surrounding that intersection. >> 5:09. good news for bay area fishermen. a bigger catch is expected the for this year. new data shows more than 819,000 chinook salmon can be found in coastal waters. that's good news since several seasons were canceled.

>> we continue to follow breaking news this morning. a fire in berkeley. this is a pretty wide shot to show you but if you look toward the center of the screen toward the right, kind of a red glow to it. a huge fire that was ripping through a building on wright way between shattuck, about three blocks west of people's park.

firefighters had to pull back as we understand the third floor of the building was collapsing. we don't know of injuries, we don't know how it started. we have a crew on the scene gathering information. we'll keep monitoring this. >> a new warning this morning watch out for whales in the bay. check this out. just beyond the orange ball you can see a spout of water, then a gray whale breaching. this video was caught by one of our photographers. gray whales are at high risk of colliding with vessels especially near shipping lanes. under the marine mammal protection act boaters must stay at least 100 yards from any whale, never cross their path or get between a mother and its calf. >> a mother any time. >> 5:14. want to check the forecast. >> it's cold. one of the reasons why is because it's so clear. we lost a lot of the wind that

we had yesterday. when you've got the wind mixing up the atmosphere you don't get that cold dense air settling to the surface. this morning we don't have that wind, winds reported calm. it's clear as a bell. you can see that from the golden gate bridge. as a combination look where your temperatures are. they are very chilly and napa right at freezing. freezing cold in gilroy, in the 30s, sunnyvale, so you want that jacket. something you can peel off by about noon as temperatures are going to soar into the 60s. strong high pressure in control of the weather pattern. offshore flow in place. all of that marine air t marine layers year used to seeing not going to be the case. we don't have low clouds or fog and offshore flow continues to push the marine layer well out into the pacific. 71 degrees in morgan hill. 72 forevergreen. another spring-like day across the bay area. 67 for dublin. about 67 degrees in san

francisco. we get even warmer tomorrow. peak warmth. if you want to get outdoors, have those activities to take care of, maybe raking the leaves, you might want to get it done before we hit this weekend. temperatures are going to drop, we'll get more cloud cover, then monday, tuesday and wednesday, storm system arrives. several pulses behind the initial storm that means we'll see a wet week just about every day next week showers on the way. let's check your drive. >> early start, pretty smooth drive now heading to the bay bridge. highway 24, caldecott not a problem. the east shore freeway, 18 minutes from the carquinez down to the bay bridge. the fire we keep talking about is going on in berkeley. here is the east shore freeway. head toward that area, dwightway connects shat tuck and ellsworth. it's one way heading to the east.

looking at the westbound commute through livermore, a smooth drive for 580. 14 minutes, calmer than the last couple of days. smooth over to the dublin interchange. 580 and 680 no slowing as far as the sensors go. looking at the south bay, sunol moves nicely. smooth drive, the accident here by great mall but it's it new problem. the golden gate bridge now with a clear drive. back to you. >> 5:17. how europe handles the deadline for a debt deal with greece could impact trading on wall street. for that and the rest of the news before the bell we turn to jack jackie deangelis. good morning. >> good morning. futures are higher after stocks rebounded somewhat from tuesday's sell-off. the markets helped by an upbeat report on jobs, employers may have added 216,000 jobs. a "wall street journal" article

suggesting that the fed may be thinking about new measures to boost the economy even though chairman bernanke didn't mention that during his congressional testimony. a lot of focus is still on europe as the deadline for creditors to sign on to a greek bond slop. we saw the dow rise, the nasdaq adding 25 to close at 2935. consumer borrowing jumped in january, credit rose by nearly 18 billion, more than expected. but nearly all of the gains from non-revolving debt which includes student loans, personal and auto loans. summer internships are starting. "usa today" reports that this comes amid a flurry of lawsuits claiming that interns should be compensated. under guidelines unpaid internships are only legal if they meet strict cry tear yarks providing training and benefit

to interns, not just the employers. >> not just getting paid in experience any more. jackie, thank you. >> following breaking news in the east bay, a fire raging out of control in berkeley. christie smith is live on scene now. what's going on? >> reporter: i can tell you that this is a major fire and it is still burning. i spoke with the deputy fire chief and he says they had to take a defensive posture because the fire was moving so quickly so they are spraying water from the outside but i want to step aside so you can see the water there, then this huge plume of smoke. you can smell smoke through the entire neighborhood. we're here on dwight way and fulton street. this is a second alarm fire in a six-unit apartment building. the call came in about 4:43 this morning. they tell me they immediately tried to get everyone out but one of the issues they are dealing with here is that not

only did the roof go down but there is concern that the floors may have collapsed inside as well. for now they are saying no injuries and they believe that everyone is accounted for. but this fire moved so quickly they had to evacuate three buildings, adjacent buildings here, and we walk up and down the street i think seeing a few people there, there are people sort of walking around, a lot of them got out on the road because it's so smoky in this neighborhood. not sure how it started. they are trying to make sure everything is out. for now you smell a lot of smoke, a lot of folks standing around, the red cross is on the way to help everyone. still at this point they are trying to make sure that the fire is out and telling me it still is an active fire so we'll keep an eye on the situation and check back with you. that's the situation from berkeley. >> thank you. >> bp is being sued for shipping

millions of gallons of dirty gasoline. the regulators claim it did not meet clean fuel standards for toxic and cancer-causing compounds. about 85 million gallons were delivered between december of '08 and march of '09, enough fuel to run 170,000 cars for a year. the suit seeks unspecified damage. >> new opportunity to sound off. the s.e.c. asked for public comment trying to determine if it is in fact a safety concern. b.a.r.t. approved the policy to prevent protesters from organizing to disrupt service at stations but says it will only be used in extreme circumstances. the s.e.c. is taking comments through april. >> coming up, what a judge is saying about the lanch filed on

>> welcome back everyone. 5:24 now. work it out yourself. that's the word from the federal judge to the family of injured giants fan bryan stow and the los angeles dodgers. the judge wants the two sides to come out of court to a settlement. an out-of-court settlement, rather. the lawyers want the dodgers to pay $50 million for his long term care. stowe was beaten after a giants/dodgers game. his lawyers have file add civil suit and sued in bankruptcy court against the dodgers. the civil case is on hold and attorneys for the dodgers want the bankruptcy court judge to throw out the claims. the judge put the decision off

until march 21. they have claims of concern over security at the stadium. >> wells fargo is looking to consolidate. there there is a branch just about everywhere. >> starbucks went through this problem when it said we have too many locations. at san francisco's headquarters executives are talking about about a plan that would consolidate branches, bring the number down. the problem was worse in some cities because wells fargo bought wachovia. remember tuesday i mentioned we were concerned about with pandora. shares in the company fell 26% yesterday after the company confirmed what we said. indeed it is paying far more for music and that's cutting into profit. it makes about $60 for every 1,000 listeners of desk top music software. this is a big but.

pandora makes $20 per 1,000 on mobile apps. what's happening to the desk top? exactly. this is a problem for facebook, too. people using facebook on iphone, ipad but fewer on their desk tops. nbc says it will work with youtube to put some olympic events on line. you'll see the big events like gymnastic on regular channel but things like handball really gated to youtube. >> interesting. >> still ahead on "today in the bay" t the state looking into san jose finances. how long the audit will take. >> we continue to follow the breaking news out of berkeley a. fire burning out of control. firefighters had to pull back as we understand that there were some floors ready to collapse. these are hive pictures as you can see the flames leaping from

forecast. mike has a couple of areas that could slow you down. >> the wet but not yet as far as the roads go. the volume is starting to pick up a bit. to the map and show you the east bay. the approach to the bay bridge, caldecott, east shore freeway, 580 and 880, had earlier construction that picked up. we're following workly. dwight way closed between shattuck and els woorth. a fire we continue to follow. even in the area you guys, i'm going to hand it off to you. >> because we'll have christie smith as we follow this breaking news of a huge fire. it has been so bad the firefighters were forced out of the apartment building after the roof was collapsing. the fire is still burning as you mentioned mike on dwight way. we understand that some of the

people that lived in this complex are on the street. we hope no one is injured. we don't know right now. let's check in with christie smith live with the latest. >> reporter: good morning to you. we've been here for maybe 20 minutes or so. firefighters telling me this started about 4:15. flames are still coming out of the roof this morning. maybe two minutes ago we su a big orange glo. firefighters on the outside, they have a ladder truck basically pouring water into the roof because the roof is on. i got an update from the chief telling me that not only is the roof gone but they had a third floor collapse. he did tell me this is a six unit apartment building. he thought everyone was out. now he's telling me they have confirmed that everyone is indeed out. they have also evacuated at least three other buildings on

the street. but also neighbors around here, it's so smoky that they are just getting out on their own. this is so much noise. 32 firefighters, several trucks blocking the street. people standing around in blankets and robes, watching what's going on. i spoke with the deputy chief about what was going on. here's what he had to say. >> we have reports of floors within the building that have collapsed,s that that's why we have withdrawn our firefighters from interior work. we are now outside spraying water on the fire and through the roof top of the building. >> reporter: there are report this is may have come in as a call of an electrical fire. the deputy chief says at this point they are focusing on getting the fire out. they don't have a cause yet. quite a bit of damage. there was concern that this may have spread to some of the adjacent buildings. they got on it quickly and they

don't think that has happened. that's a bright spot, i guess. now and then we look at the roof and maybe 15 foot flames start again. they still have their hands full. going to be quite a while. they say at least for that building they bheev they have everyone safe and accounted for and the red cross the is helping those who need it. >> 5:34. berkeley residents will get a chance to question the police chief how the department handled the murder of a homeowner. peter died during a confrontation. the police responded to a call for help was delayed because officers were tied up with an occupy protest. the first call from peter's wife went to a non-emergency line, then 15 minutes later to 911. police arrested daniel dewitt.

the meeting begins at 7:30 at the north brae community church. >> san jose finances will be reviewed. legislators gave the go ahead after an nbc bay area investigative unit study. the audit will focus on the city's finances and its pension obligations. that audit should take four months to complete. but the pension reform measure will be on the june ballot. >> the new ipad hit stores next week. you don't have to buy the latest technology to benefit. >> that's right. i would encourage you boo to buy any ipad. it's not how knew, it's the concept altogether. little noticed when apple introduced the newest ipad was the announcement that the company will drop the price of ipad 2 by $200. ipad 2 is only 361 days old.

>> welcome back. 5:42. student loan debt is worse than thought. new figures show americans owe more on their student loans than on their credit cards or cars. brian mooar is live in washington, d.c. this morning with a look at the rising cost of higher education. good morning. >> reporter: this is a big dark cloud over the u.s. economy. i'm going to try to end it on a bright note. the bad news, $870 billion, that's how much americans owe on just college debt. if you spread it out over everyone in the country it would be $2800 per person. you know what, it's not spread out that way. $23,000 on average is how much the college student of america owes coming out of school before even getting a job. in the state of california, 48% of students leave college owing money. the average is about $18,500 in

california. that's slightly better news. 17% of parents took out loans for graduating in the year 2010. the brackets that owe the most, ages 30-39 and 40-49. what that suggests is that americans are getting out of college, finally paying off debt just in time for their kids to start taking on these loans. so here's the good news. this is a big red flashing light urging american parents to start saving as early as possible. >> thank you, brian. >> 5:44. the republican presidential race is heading south. mitt romney is the front-runner after super tuesday, has a healthy lead in the delegate count. newt gingrich is focusing on gas prices, an issue he hopes will kick start his campaign. >> you prefer algae, vote for

>> welcome back. 5:53 now. a group of undocumented students going the extra mile to support the dream act literally. they are walking from san francisco to washington, d.c. the four students will kick off the walk today at uc-berkeley. they are trying to rally support for the dream act which would

allow undocumented immigrants to gain u.s. citizenship by going to college or joining the military. the events will be held at sather gate on the uc-berkeley campus. the students will start the 3,000 mile journey this weekend. they are hoping to reach washington, d.c. on the eve of the november election. >> turns out the nice quiet weekends up in wine country are getting interrupted by rowdy crowds. the highway patrol says they have been called out by wineries in sonoma dealing with drunk and out of control crowds. wineries in the area say two recent tasting events have attracted a surge of young people under 25. no reports of violence or major issues but wineries say they are dealing with a new problem, get this, beer cans in their parking lots. >> 5:54. wells fargo is taking steps to do away with free checking accounts altogether. the bank will start charging $7

a month for checking accounts in six more states. so far the bank is not naming which states will be affected. the service fee applies to the bank's essential checking account. customers can waive the fee maintaining a $1500 minimum daily or making direct deposits of $500 or more every month. wells fargo stopped offering free checking accounts in 2010 but existing customers were able to hold on to free accounts. >> apple shares did something unusual after yesterday's big announcement, they rose. scott joins us with a look at the markets. >> good morning. we were talking yesterday how stock in apple usually falls a bit after a new product is announced. this is buy on the rum e sell on the news. this week started so badly apple shares were a relative bargain so people kept buying. a few minutes ago the government said the number of people filing first time jobless claims rose slightly.
