afghanistan. a u.s. soldier has been taken into custody into southern afghanistan. good morning. >> reporter: gmg, jenna. nato is calling the incident regrettable. they say a u.s. member left kandahar province and shot at civilia civilians. they say he went into the homes, shooting at men, women and children. they're saying at least 15 people have been killed or wounded. at least half of them could be fatalities. nature toe says they've taken them to hospital fa sicilities. this is not going to bode well for americans here. the anti-american sentiment is boiling over especially concerning the koran burnings

conservative vote? where does that leave romney? >> i think if he can win mississippi or alabama, the gingrich can say, i'm staying in this thing,s a southern candidate. i'm accumulating delegates. for santorum, each man would like to run one-on-one against romney, and they can make a better run at him if that were the case. as it continues to be split, have you to favor romney. >> i'm looking at the numbers. you need 144,000 delegates. with santorum gaining momentum, gingrich for the south, is this up for grabs? >> the tough is tough for anybody but romney. the only thing he lacks is he's

not connecting with the heart of the republican party. in 2008 you think about hillary clinton and barack obama were going toe to toe in the course of the primaries, the view inside the party is that both these figures were pretty acceptable. i don't think that's widely shared here. romney has to continue to make the case that math does mean momentum. and he's simply not there yet. it's going to take a longer period of time for him to consolidate. >> the longer they slug it out, the more money me spend. the obama campaign has raised $151 million. how does that change the dynamic when we march into the fall? >> this allows the president to carpet bomb once there's a nominee. they are poised and ready. you think back to president bush when he was amassing his war chest. you think about the fact that all of these candidates, even

romney, is having fund-raising difficulties for you. it's an enormous amount of money to spend and creates an advantage. this president has been able to hang back here. spend this time raising money. it really does give you a leg up when it comes to the general election. >> david, we'll see you a bit later on "meet the press." thanks. now here's jenna. thank you. in japan a moment of silence. prayer and reflection as the country marked the first anniversary of the earthquake and tsunami that devastated the country. ian williams reports from japan. >> reporter: good morning from one of the places hardest hit bit tsunami where they've been remembering the moment much of this city was swept away a year ago. they stood in silent remembrance marking the moment the tsunami

hit, shattering lives and lively hoods along the northeast coast of japan. the time was 2:46 in the afternoon. the tsunami followed 9.0 magnitude earthquake, the strongest ever recorded ed ied japan. ist it's a day few will ever forget. it brings back so many painful memories. this family chose today to return to the spot where their home once stood and from which his mother was swept away. after losing so much, how can you just move on, he said? the raging water obliterated entire towns sweeping away everything in its path and leaving twisted wreckage. one year on and most of the debris has been cleared and piled into vast mountains of

trash that line the coast here. there's still no real plan for getting rid of it which could take years hampering the recovery. >> seems like clean-up but nothing has changed. it is same. >> reporter: more than 300,000 people still live in temporary housing and the government has yet to come up with a blueprint for rebuilding. the tsunami destroyed 90% of the fishing fleet but there are signs of recovery. fishermen marked the anniversary weekend with a celebration, taking delivery of a fleet of ten new boats from the u.s. the u.s. charity operation bl s blessings commissioned them from a boat builder in maine. these are resilient communities to rebuild but it was a time to reflect. >> such a horrible time but they're making great progress.

cnbc's mandy drury at the news desk. good morning. >> good morning. u.n. envoy kofi annan is in syria looking for a peaceful solution but he's running into new roadblocks. president asasd told him he rejects anything with opposition and they look to crush the opposition in the north. friends are garing on long island to remember marie colvin, the american journalist that was killed last month in syria working for the "times of london." her friends call her a hero . her funeral is tomorrow. canada and action sports world suffered a tragedy at ski world cup in switzerland.

nick died saturday ave crashing first into the net dear the final jump of a sport called nascar on skis. a man arrested in washington state in an attack that wounded a judge and sheriff's deputy. 34-year-old was turned in as a result by his mother after he hid out at her home. it's not known what sparked friday's violence in which the judge was stabbed and the sheriff's deputy was shot. he's been treated and released from the hospital. a u.s. army veteran is on a 3800-mile bike ride for a very good cause. tom skinner has post-traumatic stress disorder from his years serving our country. to bring awareness to ptsd he's riding his bicycle from his home in california all the way to vermont. he started his journey on saturday and is expected to take 117 days.

place, and temperatures are not too bid. mid-40s as opposed to mid-50s yesterday. 47 in san jose. later today back in 60 here inland. coastal areas will be cool. mid-50s there and, again, that rain moves in by the middle part of the day, and it will be with us as we head through the upcoming week so dust the umbrellas off and keep them with you. they will get a good workout this week. >> thank you very much, anthony. in livermore police are on the lookout for a man they say tried to kidnap a 4-year-old boy from a day care center. a witness helped police come up with this sketch of the alleged kidnapper. investigators say the man walked into the livermore valley tennis club and told a child care worker that he was there to pick up his son. then he pointed at a child. when the employee asked him for his i.d., which is required to pick up a child, the man quickly left. the boy's mother told police no one else was authorized to pick up her son. during a controversial visit to uc berkeley nation of islam

madeleine mccann is the little british girl who disappeared almost five years ago while on vacation with her family in portugal. but now, our investigators thinking of reopening the case? nbc's duncan gol stanley joins us from london with more. good morning, duncan. >> good morning, jenna. madeleine was only 4 years old when she went missing on vacation with her family in portugal. since then her parents have suffered years of heartache and frustration at how the investigation has been handled. but finally, they might have something to be positive about. madeleine mccann has been missing for nearly 5 years. in that time there have been suspects, there have been sightings, but still her disappearance remains a mystery. this maddie's last christmas at home. now a new police team will review the original investigation into her disappearance. >> we want to get a new team, new eyes, new hands on who will look at this evidence, perhaps

in a new way, and see something that other investigators may, just may have missed five years ago. >> reporter: the portuguese review will happen alongside one already being carried out by london's scotland yard. both are trying to shed new light on what happened during the mccann's family vacation. kate and jerri mccann had been dining in the resort restaurant while maddie slept in their nearby apartment. after she went missing a window and shutter were found open. despite a massive search and intense media coverage there were few clues as to where maddie was, or who had taken her. >> we will leave no stone unturned in the search for our daughter madeleine. >> reporter: but, the following year, portuguese police ended their investigation, which at one point involved questioning kate and gerry. they fought hard to keep their story in the public eye, determined the time since maddie's disappearance would be

no obstacle. >> if more than one person was involved, you may have had this pact of secrecy that took place at the time madeleine was kidnapped but that pact may have gone away. there may be someone out there right now who very much has a reason to come forward and to talk. that's the person law enforcement wants to identify. >> reporter: the mccanns say they welcome the case being reviewed and reviewed and hope it leads to the investigation being reopened. hope is all they have had for five long years without their little girl. reports say there are no new leads that lead to her whereabouts so portuguese police won't reopen the case. this could at least be one step closer for them. jenna? >> duncan, thank you. now here's lester. >> thanks. investigators in california are keeping an eye on lottery ticket sellers. seems some sellers are stealing

winnings from consumers. >> three years ago we started following california lottery veflts as they pioneered their sting operation to see if lottery clerks would identify winning tickets to players. now we're back with them in san francisco. al is leading the team. >> today we're going to do random checks on businesses. >> reporter: the california lottery has conducted operations all over the state, this is the first time vefrt investigators have worked the city by the bay. an investigator will take in a $10,000 winning ticket along with two losers. this is the lincoln park liquor store. >> yeah, but one $5. >> reporter: $5 winner? >> yeah. >> reporter: the clerk says the ticket is a $5 winner and gives him a new $5 lottery winner.

what happened to the other $9,995. investigates returned to san francisco and we're right along with them. we're headed to lincoln park market where lottery investigators presented two tickets, two losers, one $10,000 winner. that owner of the store put in a claim for the $10,000 ticket. investigates told him he'll be getting paid the $10,000 prize today. so at first he may think we're

the prize patrol. nice to see you. sounds like you're getting $10,000. >> yes. >> are you excited about that? >> yes. >> reporter: i'm chris hansen with "dateline" nbc. we're doing an investigation in stolen lottery tickets. >> stolen? >> reporter: stolen. there's an indication you stole this lottery ticket. i showed him the video from the hidden camera. >> i can, too. he says he got the $10,000 winning ticket mixed up with a small winning ticket he bought for himself. >> i didn't win that ticket. ticket sold. >> reporter: he says he couldn't see the tickets without his glasses. you didn't see the $10,000 because your glasses? >> yes. >> reporter: as you can see, his glasses were perched on his nose and he doesn't identify the ticket as a big winner. tell me what happened. later he pleaded no contest to a felony for filing a false claim. he was sentenced to 30 days in a work program and community
