other shifts in the south bay. >> thanks. >> there are several new developments following the killing of 16 people in afghanistan at the hands of a u.s. soldier. the taliban now vowing revenge. afghanistan's parliament calling for a public trial of the suspect. president obama apologized for the shooting. the pentagon says one soldier shot and killed nine children, three women and four men, just 500 yards from a u.s. military base in southern afghanistan on sunday. >> these incidents and in particular the short distance between the incidents that we've seen in the recent weeks are a burden and are of concern. >> nato is sitting in a tinder box and this could be the spark that unravels our presence in afghanistan. >> the embassy in afghanistan warning americans to be very, very safe there to avoid large

public gatherings and keep their travel plans private. we're also learning more about the suspect. a military official says the gunman is a 38-year-old, 11-year army veteran who worked along side green ba rays but was not a beret. he is married with two children. he served three tours in iraq before being deployed to afghanistan for the first time back in december. we will have much more coming up on the latest developments on the "today" show, and today in our show in one hour. >> this just in. a school bus crash has killed at least two people in indianapolis this morning. we have video of the scene from a few minutes ago. you can see crews still at the scene of the crash. one student and the driver of the bus are reportedly dead. ten children are hurt. police say the bus hit a concrete support. this is happening in

indianapolis. >> a big step for bringing b.a.r.t. to the south bay. hundreds of millions of funds will be delivered to san jose city hall. stephanie chuang is there live for the preview of the celebration. good morning. >> reporter: marla, good morning to you. we're talking about a $100 million check by the transit administration to the b.a.r.t. project out of its $900 million commitment. so nice cash coming to b.a.r.t. we have the spokeswoman with us. good morning. put in perspective what this means. we were banking on this federal money. how much does it mean, the project? >> today really marks the culmination of all of the efforts that had to take place to get the funding. it was a huge local commitment for the last decade, then the state backed it as well and now we're here to celebrate that final funding package of $900 million. we're going to be able to begin

construction in a month. we've had some construction but this really marks the beginning of very active construction, boots on the ground, lots of jobs because of this grant. >> reporter: we're not expecting the opening until 2016, but we're talking about jobs in the meantime. >> we're talking about thousands of jobs related to construction and then even more jobs that are indirectly relate toold the project. it's major economic news for the valley. >> reporter: people from the south bay. >> it's going to help the corridors we have on the freeway. >> thank you for joining us so early in the morning. here joining us will be congress members who have been huge supporters. they will be here at 10:00 this morning when the check signing happens. stephanie chuang, "today in the bay." >> the b.a.r.t. extension could not come at a better time. the american public transportation association says

more people than ever are taking public transit. 200 million more, in 2011 than in 2010. one reason is more are going back to work. about 60% are commuters. americans took 10.4 billion trips, that's a billion more than in 2000. >> police looking for a man they say tried to abduct a boy from a daycare. this is a sketch of the would-be kidnapper. he walked into a tennis chubb and told the child care worker he was there to pick up his son. when asked for i.d. he left. the mother told police no one else was authorized to ever pick up her son. >> a mystery in an east bay park, police are trying to figure out the identity of a man found at the hayward regional shore line. a hiker called to report the discovery. the body was found along side the san francisco bay trail on

west witten avenue. >> this morning a third challenge to stop prosecutors from showing a video in ross mirkarimi's domestic abuse trial. christie smith is live in san francisco. she has the newest defense tactic. good morning. >> reporter: good morning. yes, new legal challenge but we're talking about the exact same piece of evidence. it has to do with a videotape where we see san francisco sheriff ross mirkarimi's wife in it. the defense is now saying that it shouldn't be allowed because he wouldn't be allowed to cross-examine her in court over it. eliana lopez refuses to testify and the video is key to the prosecution's case, it was made by a neighbor and apparently show his wife had a bruise from an alleged incident with the sheriff from new year's eve, in front of their young son. mirkarimi and his wife have said there was no abuse.

this is the third legal challenge over this. on friday the judge refused to let jurors see. the jury pool has been widened. there are still 144 potential jurors to get through. reporting live, christie smith, "today in the bay." >> 6:08. berk hi's police chief issuing an apology after he sent an officer to a reporter's home in the middle of the night. the chief admits he was upset about a story the reporter had written so he sent an officer to the reporter's home shortly before 1:00 a.m. friday, demanding changes. the reporter, doug oakley, says he was startled and felt intimidated so made the changes. the chief admitted he was wrong. >> obviously a very significant and i put doug in an awkward position. what i'm doing is i'm falling on my sword because i'm simply in

>> welcome back. closing arguments will begin in the murder retrial of a man accused of killing tracy biletnikoff. his conviction was overturned. ali admitted killing biletnikoff but his attorneys say it was an unplanned crime of passion. if found guilty he faces a possible life sentence. tracy was the daughter of oakland raiders receiver fred biletnikoff. >> a plane crash sparking a brush fire on sunday night, the fire started after the plane went down. two people on the plane were taken to an area hospital. at this point no word on their injuries. investigators working to

discover what caused the plane to crash. >> 6:14 on monday morning. we want to check the forecast with meteorologist christina loren. >> good morning to you. you've been asking for the rain, many of you have on my facebook page. you're going to get it this week. we have so much rain on the way. what's interesting is that our temperatures trend warmer this time of year. we're almost a week away from the start of spring, the 20th of this m. and as a result our daytime highs warmer this time of year so the next systems that come through are on the warm side. when it comes to tahoe snow levels are going to be low to start but the next couple of systems that come through are warmer so what's interesting is we're going to see more rain than snow as we head through the next few days. for today comfy and dry, systems stay to our north. tuesday, rain is likely. and like i said, the first system is a colder one, so potentially bringing about three new inches of snow to king veil, we'll continue the snow totals throughout tuesday into wednesday. then wednesday night into

thursday, a warmer system comes on shore. so all of the snow that we get on tuesday, yeah, we're going to get more rain on top of that. so interesting conditions setting up for the tahoe area. if you're headed up there make sure you have chains handy. winter weather driving conditions expected just about all week long. 65 degrees in morgan hill, 64 evergreen. and 52 in dublin. san francisco today you'll hit a high around 59. it all works like this. tomorrow we could pick up 3/4 inch of rain in the north bay. a quarter inch in the south bay. on wednesday, we'll tack on an additional quarter inch, thursday we get another round ever rain, friday into saturday an unstable air mass moves on so showers with thunderstorms looking very active around here as we head through this weekend. we'll talk about how much rain we expect before all is said and done, and these totals might blow your mind. >> the roads getting active. the south bay not a big deal.

northbound 101, 87, still showing close to the limit for the northbound commute routes. look at this. in the east bay a jam out of the altamont pass. 21 minute drive. over to the dublin interchange, the jam up around darty road. things are jamming up at the interchange. it's looking like it may be some of the commuters getting later start because of that time change. and clogging it up. so now things are jamming up in your usual spots. heavier than we see about this time. we're also seeing slowing here as you come over to concord, westbound highway 4 and expect that to affect 242 and southbound 680. the peninsula, also the sunrise changing your commute time an issue for later in the commute. 101 sees slowing as the sun pops in, that will be around 7:30, 8:00. unusual for a lot of folks. the bay bridge, not a problem

spraying a line of peaceful protesters in the face back in november. the police officers union says the full report of the incident should not be made public because it will name officers and could contain confidential information. attorneys for the uc system and the american civil liberties union say the report should have been made public last week. >> a public service could soon be paid for with private funds. the state wants to charge a new $150 fire protection fee each year to about 800,000 homeowners in rural areas. the growing number of people building homes in remote areas means the cost of fighting fires there is going up. critics say there is no new service in exchange for the fee. the new fee would bring in almost $85 million a year for the state. >> a new report takes a look at how dangerous stairs can be for young children. stairs. it says a child under the age of 5 is rushed to an emergency room for a stair-related injury every

nato says they are concerned that the two incidents have happened so closely together. they are investigating, so are the afghans, so is the united states. president obama has called president karzai to apologize to say this doesn't represent the u.s. military. karzai calls it murder, calls it terrorism and says it was intentional and they want answers. at this point the u.s. service member who turned himself in, three tours of duty in iraq, one in afghanistan, is being held by u.s. forces until they can figure out exactly what needs to be done. jon, the big concern is this might cause some international incident in as much as relations were already strained with afghanistan. this doesn't seem to make things much better. >> probably will get a lot uglier. thank you. >> 6:43. coming up, 15 minutes of uninterrupted news including

accept a major cash infusion. stephanie chuang joins us live from san jose city hall with a ceremony that's a long time coming. good morning. >> reporter: good morning. there has been a little uncertainty about the realization of the b.a.r.t. extension project. that should end because today is when the federal government guarantees $900 million for the project. 100 million presented in a check here at city hall in a few hours. the total cost of the project, $2.3 billion. work has begun on the 10-mile stretch from fremont to north san jose. the first phase. it won't be finished until 2016. in the meantime, as south bay commuters wait job seekers are benefiting. this is creating thousands of jobs. of course most of them in construction but not all of them. state and local funds helping to guarantee this also, paying for

the rest of the project. the 1.2 billion from measure a sales tax money. a culmination of decades of hard work. the check signing ceremony is at 10:00 this morning. stephanie chuang, "today in the bay." >> unfortunately still no sign of a former marine from san bruno who disappeared 10 days ago. 27-year-old joseph mchenried is he was going camping and rock climbing. his car has been found on wednesday near the sharp park golf course. some of his gear was discovered on thursday but investigators aren't saying what was found or where searchers scoured the boch. they scoured the beaches and cliffs but didn't find anything new. >> a mystery in an east bay park, police trying to figure out the identity of a man found at the hayward shoreline. a hiker called 911 last night the report the discovery.
