good monday morning, everyone, it is just about 4:31, i'm john kelly. >> and i'm laura garcia-canon. let's check that forecast with rob in for christina. >> good morning to you, as well. a chillily start this morning. the winds have backed off, but you're going to need a nice winter coat as you step outside. mid-30s in the north bay valley, 44 san francisco, 42 in san jose. and for now, the winds have backed off at sea level, not the case in our bridges which mike will talk about in a moment. and here's the good news. no rain for your morning commute. the showers have shut down. today a drier day, though, beginning tomorrow, could see a few more showers dropping into the north bay, mike. >> rob, like you said, the winds are not quite as bad. definitely not as bad as last week. but the chp did give an advisory for the bay bridge. gusty conditions over the nighttime hours, we'll see if they continue through the early morning commute. we have yet to get an update for that.

we have that for the bay bridge and the san mateo bridge. it's holding steady right now. although the sign over on the right is lit up, high winds for the high-rise, we'll keep that in mind. but there you go, guys, back to you. >> thank you, mike. the search continues for a missing morgan hill teen. >> last seen heading off to school on friday. joining us live from morgan hill with an update on today's search. good morning. >> good morning, laura, i just got off the phone with the sheriff dispatcher about a half hour ago. she tells me there's nothing new to report on this case meaning that sierra lamar is still missing. she did not show up for high school on friday morning. her mom did not know until late friday via e-mail. the teams spent three days looking for her in the field to her home. if this was an abduction, then they lost valuable time by getting such a late start on the case. sierra has no history of running

away and there were no indications that that's what happened. but this is a possibility. deputies have not ruled out completely. sierra catches a bus for school not far from her home. her mother tells nbc bay area everything was normal when she left for school friday morning. >> we gave each other a big hug good-bye and said we loved each other. and she's been in a great mood. >> this is a rural part of unincorporated morgan hill and it's normal to see school children at bus stops in the dark in this area. deputies are hoping for some sort of lead since this, sierra's cell phone is dead so they cannot track it. this apparently does not meet the parameters of an amber alert. one, there's no license plate to report on. but i used to live not far from this area and i did receive an alert from the sheriff's office on my cell phone on friday night right after this incident was reported. we are live in morgan hill, today in the bay.

the alameda coroner's office has identified a body that washed up on the rocks at the berkeley marina this weekend. authorities say it is 31-year-old douglas jones of berkeley. a restaurant employee found this body just before 8:00 on saturday morning. there were no signs of trauma on his body. the coroner will eventually determine the exact cause of death. well, police have called off their search for a missing gilroy woman who they believe was a third victim in a murder/suicide. crews have found no signs of martha gutierrez after searching an area over the weekend. the 52-year-old mother has not been seen since last tuesday. the day before her son killed his 11-year-old sister and shot himself. police believe abel gutierrez also killed his mother inside his car where police found an evidence of a violent struggle and gunfire. but her whereabouts are still

unknown. it is 4:34 right now. facing sentencing today in his domestic violencing case. the sheriff pleaded guilty to a misdemeanor charge of false imprisonment last week in exchange for dropping three other charges. he was accused of bruising his wife's arm during an argument on new year's eve. he's expected to serve probation, community service, and take ang anger management course. he will decide after the sentencing whether he will remove him from office. oakland police are searching for two men who who a woman says lured her to a secluded spot near city hall and raped her. officers say it happened early sunday morning on broadway near 14th street. the woman was treated at a nearby hospital. no arrests so far. it is 4:35.

assembly man jerry hill and a consumer watchdog group will hold a press conference urging the commission to reject pg & e's proposal to pass that cost on to rate payers. they've been ordered to make repairs to aging pipelines in the wake of the deadly san bruno explosion. east bay residents will have a chance to weigh in on a cleanup of a toxic mess. the environmental protection agency tieing to remove the chemical ddt. a chemical company contaminated that site back in the 1940s. tonight the community will hold a meeting to discuss the cleanup plan. that meeting will be held at the richmond community foundation starting at 5:30. 4:36 right now. not giving up on the idea of raisinged mission standards for local students. the university will be the first of three public hearings today to discuss the changes for the 2013 school year. currently, qualified santa clara county students are given

preference over other applicants, but in the future, that may not come. administrators say they need to be more collective because of severe overcrowding and classrooms already impacted by the loss of state funding. some south state drivers can expect a change of pace this week. the new lane on 237 and 880 are set to open tomorrow. the 4-mile stretch of car pool lane through the crowded silicon valley were supposed to be changed to so-called express lanes last week buzz were delayed because of week. the express lanes will allow solo drivers to drive in the car pool lane if they pay a toll. as the rain died down this weekend, winds and waves started kicking up all over the place beach goers were met with chilly winds and flying sand at ocean beach. the sand drifted all the way up out on to the roads. crews there had to come in and sweep it all away. and pacifica, waves reaching as high as 17 feet out there while

morning, we're still seeing bsoe breezy conditions. it is very cold. low to mid-30s across the north bay valleys, 35 right now, napa, and a chilly 37 degrees in gilroy. we're catching a bit of a break now. a cool start to the morning, clouds at times today, not as much window. our highs today in the 50s and later tonight, does look like we'll see a few more showers coming in. so we could see wet roads for tomorrow morning's commute. right now, the radar's looking pretty dry, exception to the rule is down around monterey bay. earlier this morning, now you can see the showers have shut down and the reason why it was so gusty and cold, we had the jet stream drop in on us, move to the south, cold air settled in, now the jet stream arching off to the north for the first half of the week, which means areas in the north bay stand to see the best chance of showers arriving as early as later on this evening. some clouds spilling in as we get into tuesday, tuesday morning, i think, we're going to see a little bit of light rain moving back into the bay area. temperatures today climbing in the upper 50s around san jose,

cool start to the morning and fairly cool afternoon, as well. tri-valley locations highs in the upper 50s. mid-50s around san francisco, and by the way, it's officially spring coming up tonight at 10:16. but the temperatures not looking like spring. wednesday, now, that's the day it's going to feel more like spring around the p bay area with upper 60s. you can see we'll see a few more showers on thursday and oh, horrible timing, we've got more rain for the weekend there. mike? >> well, maybe we'll try to stay up to that 10:16 ring in of spring. rob talked about the winds, gusty at times, over the hill tops and that's what we're getting from chp noting that the wind farms placed there specifically because they can catch that lot of wind and you're going to cash gusts, as well. not a major issue for the drive. 580 is just a 14-minute drive over toward the dublin interchange. highway 4, no big surprise but g street is closed. both off ramps have been closed but the rest of the freeway

civilians meets with his attorney for the first time. john henry brown flying in to meet with robert bales. bales being held in isolation in kansas, accused of going on a midnight shooting rampage near his base in afghanistan. a total of nine children and three women were among the 16 killed. on to politics now, next stop illinois. republican presidential candidates gearing up for that state's primary tomorrow. and over the weekend, mitt romney taking all 20 delegates in puerto rico's primary. he right now is the clear leader in the polls in illinois, but how about this? rick santorum stepping up and making a bold monumental prediction. >> we're able to come out with a huge or surprise win, i guarantee you. i guarantee we will win this nomination. >> good luck with that. newt gingrich and ron paul also on the illinois ballot. but newt gingrich admitting the

illinois primary will largely be a contest between romney and santorum. apple in the headlines again this morning. companies set to announce what they're planning to do with a massive stockpile of cash. for more on that and the rest of your news before the bell, we turn to jackie deangelos. good morning, jackie. >> what do you do with $98 billion in cash? well, investors are going to find out later this morning when tim cook and cfo peter oppenheimer hold a conference call to discuss their plans for apple's massive pile of cash. they're speculating the company will announce a shareholder dividend or a stock buyback. meantime, futures pointing to a lower opening this morning coming off of last week's big gains. the dow and s&p had the largest weekly gains of 2012 due to positive employment numbers and favorable retail and manufacturing news. we saw the dow close down 20 points on friday to 13,232. the nasdaq closing down a point to 3,055 and the s&p closing up

a point to 1,404. today investors are going to be looking toward to the national home builders survey to gauge the confidence there. and also looks like we're in for more pain at the pump. the price of a gasoline rose 6% in february, and now $3.83 a gallon. some american refineries prepare to shut down due to increases in operating costs. the "wall street journal" reports that sonoco will close the northeast's largest refinery in july removing barrels of oil from the market. >> thank you for the update, jackie. sagging sales prompting a production halt for the chevy volt. general motors says it will shut down assembly lines today and keep them shut down for five weeks to reduce inventory. gm expected to sell about 60,000 volts by this time, but so far, only 1,600 have sold. 1,300 workers will be out of

work during that shutdown. if you find yourself wondering where did our spring-like temperatures go? apparently they landed in the midwest. shorts out in cleveland. that's weeks ahead of schedule there. trees and flowers, beautiful, already budding and blooming over the midwest. perfect weather for a little stroll out in st. louis. sunshine also melting away the fun of this skating rink in northern virginia. temperatures in the upper 70s to low 80s. we can tell you, not exactly ideal, reducing skaters to trip triple axles on a little slush. >> boy, what a whacky weekend. >> that's not right for minneapolis and the midwest to get 80 degrees and we have 40s here and snow and all the crazy weather. at least the winds have backed off. that's good news. for your morning commute, not much rain, not much wind, but it's plenty cold this morning. we'll show you those numbers in a moment. the top rainfall, looking back

from the last week and it's incredible. santa cruz mountains had almost 20 inches of rain if you go back from about a week's time. that's incredible total. scott creek ben lomond, that is more rain we see in an entire year in san jose in five day's time. as you can imagine, over the next few days, we could have mud slide problems due to all that rain. but at least we're not adding to it this morning. you're going to want a winter coat outside. mid-30s north bay and south bay valleys this morning. winds have backed off sea level. but throughout the morning, the mid span of the bridges higher up in elevations were higher up in the hill tops. seeing a bit of a breeze picking up around the bay area. radar right now is dry, and at least the workweek is starting off mainly dry. i think later tonight we'll see some showers for the north bay but a few light showers around monterey earlier, things were pretty quiet. the jet stream did anchor itself to our south this weekend. it dropped in all that cool air.

now the jet stream starting to move further to the north. our chances of seeing showers this week from the golden gate bridge northward, we're going to see this later tonight. more clouds spilling in. but we should be mainly rain-free until this evening. we go to the future cast. we're starting to see showers there, toward the north bay and this will very likely drop down into the tuesday morning commute. temperatures around the bay area today, not those 70s and 80s, the folks in the midwest are seeing, but upper 50s around san jose, close to 60 in pleasanton, mid 50s around san francisco, and yes, spring gets started. coming up at 10:00 tonight, the most spring-like day will be wednesday with upper 60s there and as we go through the week, plenty more showers for thursday and as we head into the weekend, looks like things will be cooling down with more rain saturday night on into sunday. john? >> rob, thanks very much. it's no secret, the 49ers right in the mix for the peyton manning sweepstakes. and with that, quarterback alex

welcome back, everyone. a live look outside. 4:54 right now. well, a new version of the state's $100 billion high-speed rail project is emerging right now. the rail authority hinting at the cost savings, changes during a recent hearing in mountain view. ideas include using existing tracks in urban areas. that would mean more than $1 billion in improvements to lines right here in the bay area and in los angeles. the rail authority planning to release the revised plan later

on this month in hopes of winning greater legislative approval. chance to get up above the bay area today. we talk to chp earlier this morning, they confirm mt. hamilton road will reopen at 9:00 a.m. it was closed on saturday morning after the snow made it unsafe for drivers. this is what it looked like coming down. snow angels managed to go up there. you can see where things were pretty iced over. what a snow to hit the bay area. hail and everything. >> and snow men. and the angels out there. it's 4:55 right now. another check on the traffic. what happens is, when the snow is there, the local mountain peaks, a lot of folks want to go up there and then they slip off the roadway and the tow truck goes and helps them and that slips off the roadway. that's why they close the road. not a big deal for your commute. smooth flow, traffic northbound, with these speed sensors moving up smoothly up the peninsula.
