today the san francisco sheriff's legal troubles may be ending, but are his political problems just getting started? why sentencing day could be decision day to save his job. and a live look outside, golden gate bridge, what is in store? weather wise for your workweek, we'll find out on this monday, march 19th. this is "today in the bay." good morning to you, and thanks so much for joining us. 5:00 right now, i'm laura garcia-cannon. >> we find out after a pretty wild weekend. looks like things are calming a little bit now, right? >> are you finally ready to say good-bye to winter? >> finally, yes, winter's gone -- the forecast's not going to live up to it. and we're watching the radar. we don't have rain around the bay area. rain offshore, but nothing impacting your morning commute. the temperatures quite chilly.

hour-by-hour, you'll need a winter coat and keep the jacket on during the day today. no need to dress in layers. highs today only in the mid-50s. tomorrow morning, though, looks like a few more showers coming back into the bay area. well, you're talking about sustained winds, nothing like last week, but we've got a gust or two. and right here, chp says, you know, watch it, as you're coming in through the pass, you might get caught with a gust or two. we talk about higher profile vehicles, but even the smaller cars, get caught with those gusts. oakland, we look at 880 across the coliseum, and the camera is steady. not a problem for the east bay right here. and that smooth drive up to the bay bridge. >> thank you very much. well, sadly gone without a trace. a morgan hill mother is desperate this morning to find her teenage daughter after a weekend search failed to turn up any sign of the girl. today in the bay's damian joins us in morgan hill where the teenager failed to show up for

classes on friday. good morning, damien. >> reporter: good morning, laura, it's unclear if there'll be any search today or how extensive that search will be. we'll keep you posted. but you're right, nobody has heard from sierra lamar since she disappeared on friday. they spent the last two days looking for her in the fields next to her house. her mother says sierra has never run away and showed no indications she was attempting to do so. her cell phone is now dead so deputies are not able to track it. the 15-year-old left for school friday morning at 6:00 a.m. just like any other day. but her mother wasn't notified until late friday that sierra never showed up at her high school. so she dialed 911 and the search began. deputies say the other troubling thing is there are no witnesses. no one has seen or heard from sierra since she left home. >> it's just out of character. she always, you know, maintains contact and sometimes i'll have to text her twice to get a

response, but she always texts back right away. >> reporter: sierra is a 15-year-old sophomore here. some of her family lives in fremont, but they've been out helping in that search. again, no word on how extensive that search might be today. the sheriff office says it is troubling to them that they began this search so late in the game. several hours after she was apparently missing out of morgan hill. we are live in morgan hill, i'm damien today in the bay. the police called off their search for a woman who they believe was a victim in a tragic murder/suicide. they found no signs of her after looking in a rural area. the 52-year-old mother has not been seen since tuesday, the day before her son, an iraq war veteran killed his 11-year-old sister and then himself inside the family's gilroy apartment. they found evidence he killed his mother, as well, inside his

car, but there's still no sign of her body. also this morning, police right now in oakland searching for two men who a woman claims lured her to a secluded spot near city hall and then raped her. officers say it happened early sunday morning across the street from broadway street near 14th. she was treated at a nearby hospital, so far, no arrests have been made. we're still watching the water gushing on to the street. trying to cap a water main break this morning. the 15-inch rupture burst this morning near monte rosa drive. so far, no word on if the water has gushed into nearby homes. today a california couple will once again go to court to fight for their right to sell arms at local gun shows. their appeal could have a wide-ranging impact on gun show laws across all of california and across the entire city. today in the bay's christy smith live at the fairgrounds which is at the center of all of this

legal argumenting. good morning, christy. >> good morning to you, john. a number of counties have laws on the books that don't allow the sale or possession of guns on government property, which essentially bans gun shows at what some consider some of the best places to hold them like fairgrounds. this is video from near the cal palace and now a couple is asking a federal appeals court in san francisco to take another look at their request to strike those laws down as unconstitutional. that according to it -- they're challenging alameda county's. the couple says the fact they can't have gun shows where they want to has really affected their lives tremendously. the decision could determine the fate of gun show regulations in california and a number of other western states. and some believe this could actually end up all the way at the u.s. support. the ninth circuit court of

appeals is expected to hear arguments this afternoon in san francisco at 2:30. reporting live in pleasanton, christy smith, today in the bay. 5:05 right now. today, san francisco sheriff faces sentencing. and now his job hangs in the balance. pleading guilty to one misdemeanor count of false imprisonment. in exchange, officials are dropping domestic abuse charges that left his wife's arm bruised. he's expected to be sentenced to three year's probation, 52 weeks of domestic violence classes, 100 hours of community service and a $400 fine. mayor ed lee is consulting with the city attorney to decide if he should remove him from office. he so far insists he's not stepping down. a man opens fire at a jewish school in france taking the lives of children there.

we're hearing this may be linked to other recent attacks in southern france, correct? >> yeah, the attack comes after three soldiers were shot and killed in two separate shootings. the same area within the past week. there are reports that the gun used in today's attack was of the same caliber as one used in the soldier shootings. but this connection has not been confirmed. here's what we do know. officials say a man on either a scooter or a motorcycle pulled up to a jewish school in france and just opened fire. so far, three children and one adult have died. this includes two brothers and the father. at least five more are hurt. the gunman got away and now security is being tightened at all jewish schools across france. well, today the u.s. soldier accused of killing 16 afghan civilians will meet with his lawyer for their first face-to-face meeting. the seattle-based defense attorney arrived in kansas last night where army staff sergeant robert bales is being held in an

isolated cell. prison officials are calling today's meeting a privileged visit. bales has not been charged yet in the march 11th shooting. but formal charges are expected to be filed within the week. well, it is tornado season in western nebraska as the latest victim of mother nature's tornadic force. two confirmed tornadoes hitting lincoln county overnight wiping out power lines, damaging homes and vehicles. now, one of those tornadoes carried winds above 110 miles an hour. now, officials say some people were taken to the hospital for minor injuries, but so far, no deaths have been reported. john and laura? >> nebraska's my home state, i'll have to call back and make sure everybody's okay back there. that's serious stuff this time of year. we had some weather of our own over the weekend. want to check in with rob maeda. >> we're seeing breezy conditions over the hill tops this morning, but the hail, snow, flooding rains has given the bay area a break. it's chilly, though, 30s and

40s, 35 in fairfield and livermore, even san jose, kind of chilly, relatively speaking at 41 degrees, 43 in san francisco and close to 40 in oakland. the winds at sea level not too bad, but the mid spans of the bridges, the bay bridge, san rafael bridge and the san mateo bridge, breezy conditions higher off of the water this morning. patchy clouds to start the day, filtered sunshine at times, another cool day today, highs in the 50s and later tonight, i do think we're going to see a little more rain coming our way, especially for the north bay as we head into tuesday morning. the radar right now mainly dry and you can see here the future cast heading through the day, mainly gray skies, overcast conditions and eventually we're going to see a better chance for rain showing up later on. for the north bay, and this time tomorrow, count on seeing some showers. we're not talking super soaker rains like we had last week, but rather enough probably to wet the ground as you can see here. rainfall totals heading through

tonight and tomorrow, north bay heading into tuesday and enough to wet the ground around parts of the south bay i think as we get toward tuesday afternoon. numbers in the upper 50s, feeling more comfortable outside because it won't feel as gusty. 57 in kaster valley, almost like one giant micro climate today. to the north bay, as well, 57 degrees in santa rosa. so later on tonight, it's 10:14 spring. wednesday's going to be the spring-like area after showers for tomorrow, and toward thursday, i think a few more showers and moving into the weekend, temperatures will be cooling with a little more rain as we head toward saturday and sunday. mike? >> 10:14. we'll look over here to the bay bridge where we're looking at those gusts you're talking about, rob. chp did warn about those. your other east/west bridges and we're looking at the approach as far as the commute goes and not a problem. light volume. easing into this much better

who saw temperatures more typical of june. described as balmy. five 80-degree days in a row. all records 35 degrees above average. >> it's pretty unusual to have to debate whether or not you're going to turn on the air-conditioning in march in chicago. >> everybody's breaking out the tank tops. the cause of the unusual jet stream pushing way north to canada keeping the cold air in the arctic and ushering warm gulf air through most of the country. well, while it feels like summer in much of the country, arizona, look at that, feeling the chill. that's flagstaff, arizona. yeah, up in the mountains. the rare snowstorm has left up to 2 feet of snow on the ground near flagstaff there. some highways had to be shut down stranding travelers, some of whom weren't really sure what to do. >> we never drove in snow before. this is the first time. so try to find a way home.

>> and more snow is expected to fall throughout the day. we shovel it out? >> i'm from nebraska so i love seeing people who have never witnessed snow. they're in shock. >> what is this? no way. >> and the video from chicago, you would have thought that was south beach. >> oh, man, that's incredible. well, unfortunately, we're sort of more like arizona, especially this weekend, we had hail, we had low snow, around hamilton roadway, the snow totals of the last week. you might think this is good news. we had almost 20 inches of rain in the san cruz mountains, perhaps good news for some of our reservoirs up there for some of the runoff coming off the mountains. but as we show you now updated rainfall average to date numbers. and you can see we kind of made a dent in some of those numbers for the north bay, san francisco, and oakland, but it tells you how dry this year has been. we're only 50% of average.

san jose kind of missed out on a lot of that heavier rain last week. no rain this morning, plenty chilly, though. winter coat weather this morning. 30s and 40s outside. dry for now, but we're going to be watching a jet stream pattern, which obviously dropped in the cool and blustery conditions this weekend. move a little bit further to the north as we go into today. and also into tomorrow. still not totally out of our neighborhood. so we're going to see moisture spilling up and over into the bay area that will toss clouds our way, maybe a few sprinkles toward this evening and for parts of the north bay, looks like you will see a little more rain. the future cast model picking up on light rain moving back into the bay area by this time tomorrow. today, overcast skies should see numbers in the upper 50s. this is the last afternoon of winter with our temperatures in the bay area mostly mid to upper 50s outside. 58 degrees in dublin. mid to upper 50s toward the north bay. tonight, actually spring

officially arrives, but it's going arrive on wednesday. tuesday, again, on thursday, and for the weekend. looks like a little more rain rolling in as we head into saturday and sunday. so the weather goes on. we're looking over here to the south bay. we are looking at a nice smooth drive. talking about the weekend leftovers. we have the peak of hamilton closed. we'll get the updates before we let folks go up there. northbound moving smoothly through the south bay up through the lower peninsula. 101, 280, no problems, rarely a problem this time of morning. a smooth drive here. the dunbarton bridge, wind advisory from chp, that high-rise section along county line, and gusts possible over to the san mateo bridge, highway 92, at the county line, similar reminder from chp. across the bay, we'll get a look at 880 past the coliseum with a smooth drive.

national home builders survey to gauge into the industry's confidence. and starbucks is expanding from java to juice. the company will open its first evolution juice store today. they will help starbucks decide whether it will continue to expand into the $50 billion health and wellness industry. they'll have vegetarian and vegan dishes. today, general motors will halt production of its electric vehicle the chevy volt. the detroit plant will cease production of a car for approximately five weeks to help clear out inventory. the volt has experienced low sales despite the tax credit offered to buyers of the luxury vehicle. >> i'm still hearing that $8 for 16 ounces, better be the fountain of youth in there. march madness is normally associated with basketball, but also applies when it comes to divorce filings. that's right, the people at

finelaw.com say more couples file for divorce in march more than any other month. they analyze divorce filings between 2008 and 2011 and found divorces spike in january, continue to rise and then peak in late march. one lawyer tells the website, some families decide to try to keep it cool, wait until after the holidays are over to split up to give their children one last celebration. for others, the stress of the holidays pushes them right to the point of divorce. >> i thought perhaps it was an analysis of the present. coming up, cap and gown cutoff. plus a huge announcement coming from apple this morning. we're talking more money than the gdp of iraq that may come into the economy. we'll about the it coming up. ♪

well, graduation is just a few months away for high school seniors. a new study shows more work needs to be done to reduce the number of dropouts. children advocacy group headed by colin powell finding 1 in 4 fail to graduate within the past decade. and more than 1,500 schools failed to pass more than 60% of its students. there is a push to develop early warning systems to try and identify and help those who may be at risk of dropping out. it is 5:24 right now. it is one of the most important decisions ever made by an american company and it's happening in a little more than half hour in coopertino. what will apple do with all its cash? business and tech reporter scott

mcgrew has details. >> never before in history has any company had such a cash hoard. they will announce what it's going to do with $98 billion in cash. it'll do so on the conference call with reporters. tim cook has been hinting about this for some time. last night apple announced this morning will be the morning. so let's go through the possibilities. the most obvious thing apple could do is pay a dividend. everyone who owns a share of apple gets a share of the $98 billion. apple could buy back its own stock. this would reduce the number of shares out there and that would boost apple share prices to never before imagined highs. apple could buy something. actually could buy practically any company in the world or let's not forget it could do absolutely nothing. not impossible, but unlikely. why does apple have so much cash money? obviously from selling lots of stuff. but the hoarding mentality is inherited from this man, steve

good morning, thanks so much for joining us. it's 5:29 right now. i'm laura garcia-cannon. >> and we've been talking about things chilling out, but the question is, for how long? >> right now, the rain has stopped right now. we have clouds moving over the bay area and you can see it on the satellite and radar view this morning. we have a little bit of light rain offshore, but not expecting much in the way of rain today, but things will be changing in the next 24 hours as we go hour by hour. your temperatures this morning, obviously it's quite cold, 30s and 40s outside by lunch time, low 50s. a dry day, but, mike, i think we'll be tracking the radar and a wet morning commute. >> oh, my. all right. something to look forward to for tuesday. right now, we're looking at an accident, though. eastbound 92 as you're getting off at the bridge in hayward, reports of the left lane blocked again heading over toward 880 your commute direction, watch as you're heading over the high-rise further over off to the left. let's get a live look out there.

the san mateo bridge, the sign lit up on the right side. gusts possible over the higher elevation here. the bay bridge, just a note. today the fight over where gun shows can be set up in the bay area heading to federal court. today in the bay's christy smith live at the fairgrounds a site right at the center of this legal challenge. christie, good morning. >> reporter: yeah. good morning, john. gun shows have been jaut outlawed here since 1999. and now a couple from glenn county is challenging that law and those like it in the bay area as unconstitutional. they have allowed to set up shop in clara county for gun shows. but counties like alameda, san mateo and marin have laws that don't allow the sale or purchase of guns on government property. which means you can't hold them

at what some people consider the most desirable places like ferry grounds. this according to the merck. the couple is asking the ninth circuit court of appeals to strike down these regulations. and they're specifically targeting alameda county. the outcome could determine the fate of gun shows in california and other western states. they're going to be watching this closely. the ninth circuit court of appeals panel is expected to hear the case this afternoon at 2:30. reporting live in pleasanton, christie smith. the end is near for guaranteed admission. administrators abandoned plans to toughen standards this fall for students who have been historically given preference. overcrowding in classes brought on by state budget cuts is forcing them to be more selective. the issue is coming up again in students applying for the 2013 semester could be impacted. three public hearings are

scheduled in the south bay this week. a peninsula lawmaker wants pg & e to pick up the tab for upgrading the aging pipelines. a consumer watchdog group will hold a news conference in san francisco today urging the california public utilities commission to reject pg & e's plan to charge rate payers 95% of the cost to upgrade the pipeline system. problems with the aging pipelines were exposed during the deadly san bruno explosion back in 2010. 5:33 right now, a new stretch of toll lanes is expected to open tomorrow. four miles worth of the new lanes were supposed to open last thursday on 237 and interstate 880. but the grand opening was delayed because of bad weather. express lanes allow car poolers but also solo drivers who pay a toll through their fasttrack account. >> always hate to start your morning off on a monday with downer news, but gas prices, yes, still on the rise nationwide. aaa says prices rose 7 cents

over the last week. reaching an average of $3.83 for one gallon of regular unleaded. that is 31 cents more than one month ago. the all-time nationwide high $4.11 a gallon. that was set in july of 2008. now, of course, prices right here in the bay area far higher than that nationwide average. but right now, well hopefully they seem to be holding steady here. in san francisco, a gallon of regular unleaded is going for $4.41 on average. in san jose and oakland, $4.33. just a month ago they were around the $4 mark in most cities. >> probably the one time in life you don't want to be above average. >> can we be mediocre? 5:34. some records over the weekend, as well, when it came to rainfall. what's in store for this week? >> yeah, not so bad at least this morning, what a wild weekend we had.

it'd be nice if our temperatures could go above average. it's cold outside, it's going to get you to step out the door to temperatures in the 30s. 41 in san jose and some of our temperatures in the south bay now, sunnyvale down to 39 degrees, 36 in gilroy and look at santa cruz down to 38 degrees, 43 in san francisco. not as windy as yesterday, that's a little bit of good news. we're not dealing with the windchill factor this morning, but it's going to be a cool day today, overcast skies, highs in the mid-50s and a slight chance of rain coming back in. doppler radar is dry. the reason it was so blustery and cold this weekend, the jet stream actually dropped into southern california, opened up the door for all that cold air and for today, the jet stream's going to start to move a little bit further to the north. we'll see some rain, i think for the north bay as early as late this afternoon, then looks like most of the bay area come this time tomorrow's going to see a little more light rain. we've got overcast skies through the afternoon wz head toward the

evening, rain offshore starting to approach the coast, but unlike the super soaker heavy rains we had last week, we're talking mainly light rain coming back in as we head toward tomorrow morning. upper 50s around san jose, 60 degrees, that's not warm for this time of year. we should see 70s on these maps, mid-50s in san francisco with increasing clouds, and yes, spring arrives, 10:14 tonight and just in time for that, we're going to see some showers into tuesday morning. wednesday looks pretty good. upper 60s. we'll warm up a little bit. and as we roll into the weekend, looks like more rain as we go into saturday and sunday. tough commute around here and probably tough commute up in the sierra again for the weekend. >> hey, but you know, some folks are willing to go through that. we're looking over here to 580 as folks will head east if you're going to the sierra, but west is your morning commute and we do see some slowing right now. early for this slowing to start up and beats highway 4. 15-minute drive, that's the same area to greenville where we have

wind advisory coming off that hill there. keep that in mind. i said it's beating highway 4 and it is. that 57 registering there. so still not a whole lot of slowing and it's after 5:30. we'll watch over the next ten minutes, likely to see speeds dipping down there, but a lighter flow so far for your morning commute this monday. we will get a live look out there. and as we look at the golden gate bridge, i want to give folks advisories. we are getting this from twitter. tweeting out an alert. an update from the city of vallejo due to ongoing work -- the unavailability of scorpio, these are both ferries, there are going to be delays. so the 7:00 and the 8:30, to san francisco is what's important. there's a bus bridge in place. you'll have to take a bus instead of a ferry. you can't use the scorpio this morning. >> i thought you were giving us a horoscope for a minute. >> back to you from the

delegates to nominate the person from the republican party who will represent the party in november. those votes disconnected so those delegates not bound by the popular vote. mitt romney is going into this with momentum after winning big in puerto rico this weekend. he won all of the puerto rico delegates, all 20 of them. he also is leading the polls in illinois by in some cases as much as nine points. but his chief rival there, rick santorum, thinks he can win the nomination. and winning it, he says, has a lot to do with what happens tomorrow in illinois. >> able to come out with a huge surprise win. i guarantee you -- i guarantee you, then we will win this nomination. >> every time it looks like mr. romney has some momentum, he gets set back. he hasn't been able to make the sale to his own party. >> we're only at halftime. i think that this process is going to play itself out. we will have a nominee. i think fairly soon. one, two months away.

resort northeast of fresno says the 30-year-old snowbordarrdeas killed. a 54-year-old skier was killed after falling into a deep hole created by an underflow of water. and at kirkwood mountain resort a skier taken to the hospital after being injured in a small avalanche. the extent of that injury is not known. >> the turn of this kind of weather, we weren't expecting the wind, the rain, trees falling, people getting injured up in the tahoe, but it's starting to slow down this week a little. >> last week we had several feet of snow in the sierra, several inches of rain in the bay area, but this morning, it's probably the cold weather that's going to get you. we have some 30s, napa, fairfield, santa rosa, sunnyvale down to 39 degrees. santa cruz, 38 degrees this morning, it's cold. we have partly cloudy skies, at least the wind has backed off. that was a big story yesterday.
