they're asking to come here at 8:00 a.m. you'll register and spend two to three hours searching a specific area under the guidance of law enforcement. it has been 11 days now since the 15-year-old girl disappeared. the sheriff's office has since recovered her cell phone and purse containing her clothes, but there's no indication still of where she might be. investigators tell us they have also received more than 350 tips and sightings. nothing credible so far. sierra's father is asking if you know anything, even if it seems insignificant, call it in. >> we don't want to discount anything at this point, you know. anything like that is worth it now because we don't have anything else. >> reporter: now, this search is being organized by the klaas kids foundation, his own daughter polly was abducted from her home and murdered in 1993. again. if you're interested in

sunnyvale. police say a woman was hit by an suv on sunday night near wildwood way. investigators at this point just not sure if the woman was -- that passenger was inside the suv or how she actually ended up out on the roadway. she was rushed to valley medical center where she eventually died. her name at this point has not been released. police still looking for that suv. a bay area university is shaken by the death of one of its athletes. sanford sophomore samantha wilpot died sunday eight days after being rushed to the hospital from her canvas residence. she was a volleyball player from santa barbara and was considered one of the country's top high school prospects. she also played on three junior olympic teams. the exact cause of her death has not been determined. the man charged in a three-way gun battle in the east bay could learn if he'll go to trial. a preliminary hearing continues

for 46-year-old byron williams. he's being charged with attempted murder with a 2010 shootout on interstate 580. no officers were hit in this incident. the chp says the time of the arrest, williams had planned to travel to san francisco where he was going to attempt to kill leaders of the aclu and the tide foundation. it is not exactly what race organizers wanted, but a key vote is expected today on america's cup. board of supervisors will hold a scaled back version of the event. the original plans to build team bases on piers 30 and 32 were scrapped. instead, teams will be housed on pier 80 in the neighborhood. exhibition races start in august. the main competition will be held next year. a reported act of generosity quickly turning into controversy over a winning lottery ticket. >> reporter: good morning, john. here at liquor and tobacco is where you see the sign millionaire made here. that was won by a woman back in january. well, apparently she won her second jackpot just recently last week, actually. this all happening within three months, the odds very incredible here. you're looking at video of emily leach back in january buying tickets. she'd been struggling to pay medical bills, tried her luck and hit the jackpot. again, $1 million. well, she wrote to us sunday night telling us a ticket she bought at the same store on friday was also a winner, $260,000 prize and says she gave that ticket to a man who recognized her. "i paid for his beers, gave him $100 and one of the quick pick tickets i had bought for the megamillions jackpot. i wished him luck and he gave me a hug." that was in an e-mail sunday night. but within 24 hours, she's quoted in the san jose mercury

news changing her tune, "that's my ticket. he knows it's my ticket. you need to give me my ticket back." as is protocol, the four-member lotto commission which includes gregory ahern is expected to look into this and check the surveillance video from the store and see if she's the one buying the ticket. if no one else is in that video puts things "firmly in her favor." so a little bit of a complicated story. does it matter if she was meaning to give the ticket away or not? we'll have to see what happens in this investigation. live in mountain view, stephanie chaung, "today in the bay." >> huge this morning. estimated $363 million. jackpot. go ahead and dream for a minute. it's the third largest in the

hours and this afternoon. it's a slow-moving system. but the showers are rolling through already this morning. and it's not just the rain we're seeing, the moderate rain, watch out for that. give yourself plenty of time, especially if you're taking those little ones to school. we stop the clock on your future cast at noon and you can see that's where we get heavier downpours, especially in the north bay. not just the yellow, we've got that orange. santa rosa could potentially pick up 1 to 3 inches of rain. so it just depends on where we see the bulk of the moisture come through, the heavier cells. the santa cruz mountains will once again get slammed, lasts through about 12:00 a.m. by wednesday night, we start to see the showers lighten up a little bit. but talking about showers pretty much all day tomorrow. thursday, a little bit of residual shower activity and getting a little bit of a break. thursday, your temperatures will be able to climb. but you want to be on your guard traveling around the bay area. not only rainy, it's windy, so you'll find debris on the

highway. let's see exactly what you're facing right now with mike. >> and we're going to take you over to the antioch bridge where we have highway 160 meeting with highway 4 there. reported there off of the merge across the bridge, there was a disabled truck reported over on the shoulder. chp checking it out. but the interesting fact about this car, said it was tough to see because of the rain, as well. so we now know that the roadway should definitely be wet coming through antioch as christina was reporting. that area getting hit highway 4 will have the rain and the visibility was an issue for a short time this morning. highway 4 going to get hit with more and more slowing coming in toward the l street sensor already into the 50s. a live look outside for a north bay shot and here's southbound 101 with the glowing lights, shiny road indicates slicker conditions up there, as well. as christina talked about, rain will be an effect in your morning commute. and we have a road closure to tell you about in the north

throughout the morning hours and into this afternoon. especially in the east bay and the south bay. the south bay, we're going to have to wait a little while for the heavier rain to come through. your weather headlines tell the story. slow showers this morning, they will slowly intensify, probably by about 10:00 a.m. getting heavier downpours up in the north bay. tuesday, stays soggy just about all day long today. the rain will move out as we head through the second half of the evening. so we're talking about maybe 9:00 p.m. tonight starting to get a little bit more of a showery pattern. that'll last through your wednesday, and then this weekend, we get a colder storm, it's not packing as much moisture, but it's a cold system that could really prevent you from traveling, well, timely fashion up to the sierra nevada. we could see big-time problems with snow headed their way, as well. we're talking about an inch of rain in concord, over 1 1/2 inches in santa rosa and maybe 3/4 in san francisco where we need that rain. temperatures will easily hit the 60s, especially in the south bay, we'll get that sunshine for

the morning has worn on. and markets are looking to build on yesterday's rally as you mentioned. stocks jumped on comments from bernanke. he says the fed remains committed to the pledge to keep the rates low to support the economy and could do more if necessary. that helped the dow erase all of last week's losses in one session. we get data on home prices and consumer confidence. the dow rising 160 points on monday to 13,241. the nasdaq closing up 54 points to 3122, that's the highest close since november 15th of 2000. well, the obama administration could announce today rules to limit carbon dioxide emissions at power plants. more efficient natural gas plants. opponents which include republicans and democrats from high-energy using states say the rules will prevent companies from building new coal plants, which give off double the co-2 emissions of natural gas plants. well, southwest airlines and

thor air tran unit are hiking fares up to $10 round trip to offset fuel costs. it's the third increase by southwest this year. earlier this month, the carrier said it won't earn a profit this quarter because it's paying more than expected for fuel. other airlines are following suit as they often do. united, delta, u.s. airways, frontier and virgin america have matched southwest fare hike. it's going to be hard to escape this one. once one do it, they all do. >> the good news with southwest, at least the first few bags are free, right? we've got that going for us. >> that's true. >> thank you very much. speaking of fuel, there may be some relief coming at the pump. oil prices have leveled off in asia and europe this morning. that is thanks to news that iran will meet with the u.s. and five other world powers in april to talk about the nuclear program. iran has been ruled third largest exporter of crude oil and recent tensions have kept oil prices high. one recent report concluded a

continuation of those tensions could lead to gas prices of $8 a gallon next year. >> that is scary just thinking about it. just when you thought it was safe to leave your bottles and other recyclables out on the curb for collection, time to think again. hundreds of people drive around san francisco stealing the recyclables to sell at scrap yards. the company hired by the city to pick up that garbage and recycling says the theft up to $5 million each and every year. we can tell you it is illegal in san francisco for anybody to take, remove, or move recycling bins or items inside. the future of the south bay animal shelter that serves a number of bay area cities is in limbo this morning. palo alto is considering shutting down the animal shelter. the center serves mountain view, los altos. it was funded by money from all four cities, but mountain view has decided to leave the partnership. and palo alto says it cannot

afford to make up the difference. if you're into mini cute things, you're going to love this one. an animal shelter may be the home to the world's smallest dog. yes, meet little beyonce. she was so small at birth, she could fit right into a spoon. and now she's almost three weeks old about the size of an iphone. looks like a little gerbil. she was last born to a litter of five and had no heartbeat, get this, at birth, but the vets managed to revive her. the foundation which is fostering says beyonce will be ready for adoption in about two weeks. i'm sure a lot of people will be lining up to get her. until then they've submitted an application for the guinness world record for the world's smallest dog. that little bottle there. >> so tiny. >> wow, amazing she was able to stay alive. >> i know, that is great. 5:22 right now. coming up, google front page gets a new look this morning.

welcome back, everyone. 5:25 right now. the north bay is honoring the life of one of its leaders today. an art exhibit space at the frank lloyd wright civil center will be renamed in honor of former marin county supervisor. the 49-year-old died a year ago today after suffering a heart attack while skiing at lake tahoe. he was a big supporter of the art museum and will be honored in part for his efforts. it is 5:25 right now. san mateo county wrestling with

the idea of possible budget cuts. facing a $28 million shortfall in next year's budget if it's not fixed. the county deficit could balloon to $50 million by 2017. the county manager says the plan to build a new jail in redwood city is putting a strain on its resources. he says the county is banking on revenue from three tax measures on that june ballot and contracting sessions from county workers. the google web page has a new look this morning. check it out. at the top, there's a new feature called play. it's a source for movies, apps, music and ebooks. right now the store only offers movies for rent, but it could sell them soon. we can tell you facebook's new campus has a new look, that is if you happen to be way up in the sky for a bird's eye look. workers armed with paint and of course a little bit of beer. they left their mark on the company's roof at the headquarters. they got to work rapidly

"today in the bay" is live in san francisco with the very latest. good morning, christie. >> reporter: yeah, really scary. two people stabbed in two nights at this small occupy encampment here on market street near spear. i just spoke with a man who said he was stabbed last night. about a dozen occupiers have been camping since last month. late sunday, another man was stabbed in the chest. he was last listed in critical. the group believes there are two different suspects involved and they are not occupiers. a 27-year-old man who tells us

his name was jim says he was just defending the camp last night when it turned ugly. >> well, i'm fine now. hurt my arm and stabbed me, but just got in a scuffle with somebody i don't even know the guy. he wasn't from occupy. i don't know. he just came over. i don't know why he did it really, so. >> he got stitches on his arm and neck last night at the hospital and came right back here and the group says they are not leaving. they say that they're going to be taking care of each other with night watch, riding their bicycles around the camp trying to alert each other if they see anything suspicious going on. both the suspects got away. so far, no arrests. reporting live, "today in the bay." it is 5:33 right now. the push for oakland to sever ties with big banks. council members will join

homeowners and other community leaders at a community finance meeting today at noon. they want oakland to move city money out of the large institutions and into community banks and credit unions. the push has been in response to the involvement of some of those banks in the mortgage crisis. a new chapter in the search for sierra lamar. this morning, volunteers joining that effort try and help find the morgan hill teenager. "today in the bay" live in morgan hill right now at the school where people will gather in just a few hours to help out. bob, good morning. >> good morning to you, john. the kids foundation has set up what they're referring to as the find sierra center here in morgan hill. this is where organizers will coordinate to find sierra lamar, the 15-year-old girl who has been missing for 11 days now. what's going to happen today and throughout the week would be on top of what law enforcement has been doing.

they have more than 40 investigators assigned to this case reporting more than 350 tips including possible sightings. so far nothing has panned out. a search of the 12-mile area surrounding the home. they have found her cell phone and purse inside, but no sierra. starting this morning, volunteers under the guidance of law enforcement will be divided into groups of 12 to canvas specific areas. >> each one of the search assignments typically lasts between two and three hours. they'll fan out and begin doing a line search. >> if you're interested in helping out, you need to show up here at 8:00. the time commitments usually going to be from 8:00 to 1:00. they plan on doing this at least through sunday. you must be 18 years old or older. that's why they're asking you to bring a photo i.d. you want to address appropriately, long pants, sturdy shoes. asking if you could donate

this morning the supreme court showdown over the president's health care mandate turns to a key question. can the law force americans to purchase health insurance? "today in the bay" live outside the courthouse in washington, d.c. where the legal arguments continue this morning. good morning, tracy. >> reporter: good morning, that is part of this argument we'll hear today. the commerce clause that says the government can regulate all types of businesses, business industries in this country. can they use that to require almost every american, almost, there are some exceptions, to buy health insurance or pay a penalty if they don't. it is the key part of this law. it is what we will hear arguments on today, on the one side is the government saying that this is an appropriate use of the commerce clause. on the other side are 26 states, most of them with republican governors, and the national federation of independent business, small businesses who say, no, it's a government power

grab. it's an overreach by congress to use that law in that way. so the court will hear arguments today on both sides. yesterday, the issue was is it too soon to hear this case? or do they have to wait until people start paying that penalty in 2014. and whether or not the penalty itself constitutes attacks. probably 200 or more who have gathered just this morning. they've already started taking in the first group of people who will get to listen to the arguments today. laura? >> thanks for the latest tracie. and the president trying to clear up controversial statements picked up by the microphone. >> first of all, is the mike on? arms control is very technical, extraordinarily complex. and the only way it gets done is if you can consult and build a strong basis of understanding, both between countries as well as within countries.

definitely easing those drought woes. we are concerned because we're at about 50% of normal for this time of year, but we're going to make up some pretty good percentages as we head throughout this around, take a nice chunk out of that deficit. winds out of the southeast at 14 miles per hour in santa rosa, winds picking up in oakland. you've got a sustained wind coming in straight line at 18 miles per hour. so we're talking about really gusty winds that could catch you offguard over our local bridges. so the wind gusts come through a lot stronger. you need to take it easy this morning wherever you're headed. in addition to the wind, it's slick out there, showers on the radar this morning. let's go ahead and take a look at where the showers are headed. throughout the next couple of hours, looks like the bulk of the moisture will be concentrated up in the north bay and areas north of the golden gate bridge, that steady rain coming in from the pacific. but we had a nice batch of rain coming through the tri-valley and the east bay over the past hour or so. at least for the next couple of hours, and we get our heaviest

rain as we head through the second half of your day. there's a lot of the way. we stop the clock at 1:00 p.m., that yellow coming into the north bay, front slides to the south by 5:00 p.m. just in time for your drive home from work. well, you're talking about heavy downpours coming down, not just up in the north bay, all the way from santa rosa down through san jose. and the santa cruz mountains will be downright treacherous because in addition to the heavier downpours, the winds are also going to increase. so we are watching for downed trees and we do have the potential for some localized flooding, as well, with a lot of rain coming in very quickly. we stop the clock on your future cast again. 10:00 a.m. wednesday, that's when we start to get a little bit of a break. the showers will lighten up and then thursday, just a few spotty showers early. take a look at your temperature on thursday. we'll get to these first, 66 degrees morgan hill, 65 today in evergreen, 60 in black hawk, add about 10 degrees to your high there that's what we're expecting on thursday. comfortable conditions, up to 70

a federal appeals court was asked on monday to speed up its review of a san francisco case. it involved the legality of the defense of the marriage act which denies federal benefits to same-sex couples. the obama administration also wants the courts to convene an 11-judge panel. that would allow them to set a stricter standard for the laws which deny equal treatment. this is also the last step before a supreme court review. apple is in trouble down under. they're talking about the new ipad 4g capabilities there. the australian competition and consumer commission is seeking court orders demanding injunctions, penalties, and refunds. claiming apple misled customers saying the new ipad could connect to 4g networks, but it operates on a frequency that is different from the ipad's, so it cannot connect. 5:55 right now, the maker of the so-called pink slime is
