moody, but i'm questioning at this point in time. we've got temperature swings and another potent storm system after just getting through two. so this is how it's going to work out for the next couple of days. temperatures in the morning, nice and mild, warmer tomorrow, then the rain arrives. i'll tell you when you can get outdoors this weekend. spring break kicking off for a lot of kids and you want to get them outdoors. let's check your drive with mike. >> yeah, winding up for some of the local colleges after this week. and that's why we had a lighter flow on the bridge and the east bay. the san mateo bridge this morning, no wind advisories, calm like christina said and oakland 880 past high street, that has cleared up, as well. but we have road crews for 680. i'll point those out in the next report. well, new this morning, ten people are facing charges after taking over an oakland school district building. the group was demanding the school board reverse its decision to close five schools. the disruption forced board members to recess the meeting

until today. nine adults and one juvenile were arrested for refusing to leave. nearly two weeks after sierra lamar went missing, investigators are starting to develop a theory about what may have happened. "today in the bay" live with all the developments. good morning. >> good morning, john, here on the third day of the volunteer search, we're getting a better sense of where they stand into the investigation into the disappeadis disappearance of sierra lamar. she's telling us they're not ready to call this a stranger abduction, just not there yet, it's quite possible. whoever took sierra lamar 13 days ago knew her or was at least acquainted with her. investigators do believe this person is familiar with the area. the sheriff points out that 40% of people who abduct children live within a mile of the child's home. and the working theory that this was a crime of opportunity, in other words, that this person didn't plan this, they saw the

15-year-old girl and made a snap decision to take her. now the sheriff's office has already vetted registered sex offenders who live within a couple of miles of her home. they're about to finish with probationers and patrolees and mo parolees. both of her parents have taken polygraphs, but law enforcement will not comment on the results. yesterday the sheriff's office searched the nearby pond and the reservoir for clues surrounding her disappearance while almost 300 volunteers looked through fields in the area. you can still volunteer for the search being run by the foundation by showing up here at burnett elementary on the 85 tilton between 8:00 and 1:00 tom through sunday. reporting live here in morgan hill, bob redell, "today in the bay." 5:03 right now. san ramon police are hoping someone will recognize the sketch of a man who sexually assaulted a woman. take a close look at the picture. a man forced his way into the home tuesday morning and attacked the woman.

he took off in a small blue or silver suv. the man appears to be in his 40s with a heavy build, black hair, and brown eyes. a teacher heading to court this morning answering charges of sexually assaulting a student. he's expected to enter a plea today. police said he had a nine-month relationship with a 16-year-old student at james logan high school starting last march and facing 22 counts of sexual assault and free on bail. entering a new phase next week. edwin ramos is accused of opening fire killing anthony balona. prosecutors rested their case tuesday after arguing ramos killed them after mistaking them for rival gang members. the defense begins monday with his attorney claiming he was

driving the car but was not the gunman. it is 6:04, actually 5:04 right now. suspected serial killer returning to court next week to set a trial date asking a judge yesterday to postpone until he could discuss this with the attorney advising him. he'll be back in court on april 4 to set the date. representing himself on charges he killed four northern california women between 1977 and 1994. 5:05 right now. more debate and questions in the trayvon martin case after police release surveillance video after the shooting. in the newsroom with a look at the tape and the reaction. >> this video was taken the night 17-year-old trayvon martin was shot and killed back on february 26th that was obtained exclusively by abc news. it shows the suspected shooter, george zimmerman getting out of a patrol car at sanford police headquarters in florida. zimmerman told police he shot

the unarmed teenager in self-defense claiming martin attacked him, broke his nose, and cut the back of his head. while taking into consideration this does not provide any direct close-ups, this video allows you to be the judge. speaking for the first time to fox 35 in orlando, we hear from zimmerman's father who says martin threatened his son, the martin's family attorney has his own take on this video. >> in doing so, his firearm was shelved. trayvon martin said something to the effect of you're going to die now or you're going to die tonight, something to that effect. >> we know this here that there absolutely was some misleading the public when they said his nose was broke and there was blood on the back of his head. there's no blood on his clothes. >> zimmerman was on duty as the neighborhood watch captain the night of martin's death. martin was walking home carrying an iced tea and a bag of

skittles. zimmerman has still not been charged for any sort of crime. >> thank you so much for the update. the bay area city putting new parking meters in today designed to make paying a little bit easier. walnut creek installing 1,000 new meters you can pay with coins, credit cards and eventually through mobile devices. it should take about a week to complete. special parking sensors will be installed giving realtime information on available spots around the city. developing story we're following right now, a man planning to board a flight to san francisco was arrested at philadelphia international airport this morning. a live look at the airport where a bomb disposal unit was called in to inspect some sort of firework in the man's carry-on luggage happened just after 6:00 a.m. thursday philadelphia time this morning. he's 29 years old, this is all we know. he was headed for san francisco. he's being detained by the

transportation safety administration at that airport this morning. he was planning on boarding a u.s. airways flight to san francisco. the plane we're told is not in any danger. but we'll continue to monitor this. 5:07 right now, meteorologist christina loren in the bay area weather center with an update on the forecast. >> kind of rainy. we are going to get the best of both worlds, winter and spring through the next 72 hours. today spring-like, temperatures warm in the 50s in san francisco and san jose starting out at 50 degrees, in the 70s across the bay today and even warmer as we head through your friday. all works out like this. 1:00 p.m. today, touching the upper 60s, south bay, looks like the most sunshine today, hence we'll see the warmest conditions, a little bit on the limited side when it comes to sunshine, up in the north bay for the first part of the day. fog and low cloud cover. you'll still hit about 70

degrees later on today, 67 in fremont and 70 today in san jose. our next system drops in over the course of the weekend. we'll time that out for you, let you know when you can get outdoors and what next week holds. we're getting into easter weekend next week. 5:08, let's check your drive with mike. >> we'll take you to that construction i told you about for 680. this is not a major concern as far as the flow of traffic but a few onramps. this will be the road onramp, at the bottom of your screen. top your screen, you have red gear road and between those construction spots, we have both north and southbound 680 reporting one or two lanes at times with road crews still there for the next 45 minutes. no slowing on our sensors, but that's great news. 680 itself coming off the dublin interchange. this is early for the start, we should see some slowing out of the altamont pass over the next 15 minutes. we'll track that and get a live look outside, as well and see how things are across the bay. the camera holding steady for

our san francisco mountain. and things are pretty cool over there as you're coming over from the oakland side. a smooth flow and no major issues on the bay area bridges. >> if we hit that lotto, we can buy one. the plan to electrify caltrans slowly inching forward right now. the transportation commission approving a fund deal to upgrade and electrify those tracks. the rail authority and five bay area transit agencies agreeing to split up that $1.4 billion cost. caltrains wants to finish the project by 2019, hoping to share the tracks with the state's high-speed rail line. a stretch of roadway in need of repair will be fixed before this year's california bike race. it will be used to repair cracks and holes near danville. the repair job is supposed to

saturday. but nonetheless, that's my word of the day. we're actually going to hit about 72 degrees before that storm system rushes in. that's the good news, the quick-moving system too. it's going to come in over the course of saturday and move out of here with the bulk of moisture coming through saturday morning probably while you're sleeping. here it is quickly approaching the coast, pushing that ridge of high pressure out of the way. for us, we're going to see nice conditions before that area of low pressure arrives. 70s today, 72 degrees in san jose tomorrow and then we get those showers by about 6:00 p.m. stop the clock on your future cast, you can see, greater bay area starting to get wet. bulk of the moisture at about 7:00 a.m., you can see the deep green over san mateo through napa. look at the cold blast that sets in overnight, little snow high atop mt. hamilton. thing moves in quickly and moves out just as fast. and by sunday afternoon, though, lots of sunshine, and temperatures will climb into the

low 60s. not quite as warm as today. 70 in san jose, 70 in fairfield, 69 degrees in livermore, becoming sunny throughout the day. showers arrive late tomorrow, but look at your inland temps, 72 degrees. we're going to drop you to 56 on saturday. you'll need the umbrella and jacket. 60s return. let's check your drive with mike. >> well, right now the roadways obviously dry. we're looking for that change you're talking about, but not yet. and that means there's just this minor change. the accident northbound 101 is the only thing for the south bay. sounds like everything should be moving off to the shoulders. haven't seen slowing in the last five minutes since it happened. a great flow of traffic from there. out of san jose, up the peninsula. the oregon expressway off-ramp, still there, going to be there for another half hour, eastbound heading over to the newark and fremont side, blocking two lanes. typical overnight construction, recommended over the bridges over the bridge anyway.

no advisories for the san mateo bridge. and 101, continuing into the city, a smooth drive coming from the north bay, a nice smooth drive, as well. crossing the golden gate bridge, low clouds hovering around but the visibility just fine, we can see the lights all the way across the bridge. and the lighting right now matches the color of the bridge itself. that's appropriate. >> it's a beautiful thing, mike. thank you very much. the markets and wall street trying to get back into the positive after two straight days of losses. for a look at the futures and the rest of the news before the bell, jackie deangelos at cnbc headquarters. good morning. >> good morning, john. the futures are lower right now after the markets fell for a second day on wednesday. we saw investors dumping some energy in other stocks more closely tagged to the global economy. this on renewed concerns about growth following a disappointing report on demand for durable goods. and in the u.s. this morning, we're going to get data on unemployment. and that final report on fourth quarter gdp. economists are saying they're

going to be looking for clues on whether consumers are spending more. the dow fell yesterday, the nasdaq losing 15 points to 3,104. the house is set to vote on the republicans' $3.5 trillion budget plan, it would slash spending by government agencies, overhaul medicare and reject president obama's call for higher taxes on the wealthy. on wednesday, the house rejected both a compromised budget and the president's plan. the gop budget is expected to pass the house, but will likely die in the democrat-controlled senate. and news corp. reportedly considering a u.s. cable sports channel to rival espn. they've been discussing the option for months but it wouldn't launch this year. news corp. has 20 regional fox sports networks and about 75% of u.s. homes. the company would likely convert an existing channel like fox soccer or fuel tv. back over to you. >> okay, jackie. thank you very much for the update. it'll take a few more weeks for administrators at a south

bay high school to determine how many students were involved in a cheating scandal. san jose unified school district has suspended eight seniors and one junior for allegedly stealing test information in december. the student got his hands on a master key, downloaded data on his test and then sold it to his classmates. administrators are interviewing other students to see if anyone else is involved. students and parents say there's a lot of pressure attending an academically top-notch school. >> it's very competitive. everyone wants to be on top. they want to be the one that the teachers notice. but, i guesses right now, it's a bad notice. >> administrators say the scandal will likely lead to revoked college admissions. we can tell you san francisco has a plan, one to set parking meter rates based on demand. the price of some of the meters near the civic center can be found for only a quarter per

hour according to the chronicle. however, if you want to park in the financial district, it gets heavier, about $4.75 per hour. this is the fifth rate adjustment since the program started back in july. the idea is to lure drivers to places where there's a lot of parking and keep them from adding in the more popular areas. coming up, a possible professional golf tradition could be changed next month all because of the bay area company. plus, efforts to raise that minimum wage in one bay area city taking a big step forward today. and yet another ipo, the third for a bay area company this week. we'll take a look coming up. ♪

well, this one started out as a simple class project. and now an effort to raise san jose's minimum wage is headed for the november ballot all because of some pretty strong students in a sociology class at san jose state. they developed this initiative and with the help of labor unions and community groups, the students have gathered more than 30,000 signatures and got this one to put it on the ballot. the students will deliver that petition to city hall to be verified. it's 5:24 right now. one of the most prestigious and exclusive golf courses in the world will be forced to break with tradition. the golf club in georgia is home to the masters golf tournament. the club has not admitted a woman as a member since its founding eight decades ago. but historically, the club invites the chief executive officer of ibm to join the organization, but the dilemma, of course, is that ibm's chief officer is a woman. so far the club has not revealed

if it will give her green jacket privileges. well, we go from green jackets to just good old green. by the end of the day today three bay area companies will have ipos and that makes for quite a week. >> annie's food yesterday, john, today cafe press, they'll start trading on the nasdaq some time after the opening time on that market. cafe press, it's that site that lets you create t-srts and coffee mugs with your design on them. it's been around forever in internet time since 1999 and is just now going public. now, wednesday's big ipos both had good days of trading. vocera which makes hospital communication devices, a lot like the badges on star trek, trades under the symbol bnnny exploded up 89%. now, you would think companies would be thrilled when their stock rises 89% in the first few moments of trading. actually, someone at the company or a banker totally misjudged

the pricing. the company only gets the cash from the very first trade, the initial public offering, every trade after that is a trade between private individuals. if i buy share of a company at $10 from the company, sure, the company gets $10. if the stock rises to $100 and i sell it, i keep that money. the company should've priced its ipo higher. tim cook seen here visiting with the chinese government has visited the plants in shenzen. hardly his first visit. cook pretty much invented apple's manufacturing process. he was the man who moved apple away from making its own stuff in its own factories to consolidating one massive contract factory. >> so interesting to see him there. >> really is. it is 5:26 right now. still to come on "today in the bay." what they're trying to do to cut costs. and it's not the time of year when you normally think about food donations, but the alameda county community food

i haven't seen any slowing, but chp says they're still onscene. slowing already kicking in. actually just a few minutes before 5:30. and thursday, we expect to see an earlier start for many spots. the north bay picking up the volume, as well. but no drama as far as the weather, not right now, but as christina's forecast is telling you, things are changing. new this morning, oakland police right now investigating a shooting that left one man dead. a woman on the scene tells us that victim is her son. she gave us a photo of him -- the shooting happened around 12:30 this morning near 20th street. details are still coming in at this point. and we know at least one man has been killed and homicide democr detectives have been called to that scene. it is 5:31 right now and the search for sierra lamar is taking a new direction as investigators reveal a new theory about what might have happened to the teenager. live in morgan hill with

preparations for another day of searching for sierra. good morning, bob. >> reporter: yeah, good morning to you, laura. we're at burnett elementary where in a few hours from now organizers will begin their third day in the effort to find sierra lamar, the 15-year-old girl who disappeared two friday mornings ago before ever making it to school. the sheriff's office is still looking for her kidnapper. they believe it's quite possible that he or she is familiar with this area. especially when you consider the statistics. sheriff lori smith pointing this out to us. 40% of people who abduct children live within a mile of the child's home. investigators are also working on a theory this person didn't plan this abduction instead it was a crime of opportunity. >> we believe in cases of stranger abduction, and we're not there yet. we don't know if this was an acquaintance or a stranger, but in cases of stranger abduction, we know that it's usually an impulsive act. >> the sheriff's office has

suspect. the public defender's office asking to represent him in this case, but a possible conflict of interest has to be settled first. the office recently represented his brother in another case and he is a potential witness in this murder trial. it is 5:34 right now. this morning, the debate over using public money to pad the wallets of u.c.'s best paid employees is headed to san francisco. u.c. regents will talk about a threatened lawsuit by 36 top executives. they say the regents are legally required to increase their pensions because of a policy approved back in 1999 to lift limits if a federal waiver was approved. that happened in 2007. today the u.c. system president will ask regents to rescind that policy. a report on the pepper spraying of students will soon be released. a judge told the task force investigating to release the report about what happened after it removes the police officers'

names. the officers have 21 days to appeal that ruling. if there's no appeal, the report can be released. empty shells and short on funds. a food bank needs some help and a lot of it. be dangerous there. 46 degrees in livermore, 50 in san jose, up to 65 degrees by noon. the good news is, we're going to see a lot of sunshine here in the south bay today. so our temperatures will climb quickly. meanwhile up in santa rosa, you're going to be in the 50s, upper 50s at noon and that's because of the fog out there. it's going to take a while for the sun to breakthrough, but nonetheless, we're talking about 70s today in santa rosa and san jose. 66 for oakland, and 64 in san francisco. as we head through the second half of your weekend, we're going to get a break from the rain, but we've got a lot of rain on the way for saturday, pretty much a washout. the bulk of the moisture comes through over the course of the morning. today and tomorrow, 70s, before that system arrives. tomorrow night, we have that rain coming in at the coast. i'll time it out for you, let you know how much we're expecting, what it means for the sierra nevada and about a 20-degree drop between friday and saturday's temps. hey, folks, we've got a lot to sort out on this map. we'll start with the accident in
