good morning, and thanks for joining us this morning, 4:59, seconds away from 5:00. i'm laura garcia-cannon. >> i'm john kelly. let's jump to the weather with rob mayeda. and a lot warmer today heading out. a sign of things to come? >> yeah, 50 degrees in many spots this morning. you're going to want to dust off the umbrella for what's coming up later today. we could see a few showers dropping in. there you saw the temperatures in the 40s and 50s outside. more clouds coming in, acting like a blanket, keeping the temperatures up. and as we go throughout the day, the increase in clouds and look at the time frame, 5:00, starting to see a few light showers. that will be something we'll be watching more so tonight as we see a change in the forecast midweek. we'll talk more about that in the seven-day forecast coming up in a few minutes. >> rob, thank you very much. well, new details this morning, the developing story about the campus shooting rampage in oakland. a total of seven people were killed, three more injured and

that community still in shock. >> the shooting happened at oikos university, a small, private university that caters to the korean community. that's where christie smith joins us live this morning with how the campus has responded. >> reporter: good morning, i just spoke with oakland police who are still out here at oikos university, the entire school still behind yellow crime scene tape, which shows the gravity of the horror that went on yesterday. what they're telling me now is they have had a chance to speak with the suspect in this case and in their opinion, he is not remorseful about what happened here yesterday. a shooting rampage that left seven people dead, three wounded. they're telling me that the deceased includes six women and one man. he is a former student, originally from korea, he came to the school yesterday looking for a female administrator he was upset with and took a

receptionist hostage and went into classrooms, lined people up and started shooting. >> we don't know exactly how the sequence took place. we knew when we got there, officers found several victims throughout the classroom, throughout the building, there was several people hiding in locked buildings, locked doors behind desks. >> now, of the three injured, i'm told two are still hospitalized this morning but are expected to be okay. police tell me they believe the suspect used a .45 caliber weapon. what they're saying is contrary to early reports, they're telling me that's not true and they're going to spend part of the day searching waterways around where we are near the airport looking for that weapon. they're also telling me they plan to have an update on the situation some time later this morning. reporting live in oakland, christie smith, "today in the

bay." >> thank you, christie. >> well, the suspect eventually turned himself in at a neighborhood safeway store about five miles from the scene of that shooting. one woman says the arrest was so calm out there, he thought he was being arrested for shoplifting. >> looked like at that time the police were checking his pockets and he had the same stance, he wasn't moving. he wasn't putting up any struggle. >> investigators towed a silver honda from the parking lot, the car they believe goh was driving. the gunman always seemed a little unstable. >> she says he wasn't all there. >> another victim also told her brother-in-law the alleged shooter seemed a little off. police talked to that suspect. she's not been formally charged. does not seem remorseful, but he is in oakland police custody. bob redell joins us live from oakland this morning.

do we know anything more about a possible motive for this heinous crime? >> reporter: we're getting a better idea, i guess you could say. after interrogating goh, the oakland police department expects to file charges against the 43-year-old suspect some time tomorrow. as you're aware, police arrested him a few miles away from the scene of the shooting just a short time after the shooting took place. as for a possible motive, fellow students tell us that the former nursing student who was a south korea national didn't fit in at the college because of a language barrier, and we are learned he was apparently upset at the school for having expelled him. the oakland police chief says he walked in, took a receptionist hostage and demanded to see a female administrator he was not happy with. he then lined the victims up against the wall and shot them execution style. it's not clear whether the receptionist or administrator were among those shot.

the nbc bay area investigative unit has dug into goh's background and found he was struggling with significant debt and has been dealing with the loss of his mother and brother, both of whom died within the past year. the unit has also confirmed that law enforcement is looking into whether a 45 caliber automatic gun is the same one he purchased legally last week at a gun shop in castro valley. as for the debt, the irs has issued two liens against goh totaling more than $23,000. and there are two judgments against him totaling more than $10,000. reporting live, bob redell, "today in the bay." two surviving victims remain hospitalized this morning. and we've got an update from oakland police telling us both victims remain in stable condition. a third survivor released from the hospital last night tells her story in about half hour from right now. the shooting marking the

most devastating mass murder in the bay area in almost 20 years. the worst in recent memory happened back in 1993 when a businessman killed eight employees at the san francisco law office known as 101 california. and just last october, a man opened fire on his co-workers at a cement plant in cupertino. back in 2009, a man shot and killed two oakland police officers during a traffic stop. he later killed two more during a gunfight. a memorial for yesterday's victims is planned for tonight at allen temple baptist church on international boulevard in oakland. stay with nbc bay area news for continuing coverage of the school shooting rampage. we'll update you throughout the morning and all day at nbcbayarea.com. crew members aboard a damaged yacht are finally back on dry land. their 68-foot long sailboat was whipped around by large waves and gus tip winds on saturday.

about 400 miles off the california coast. a u.s. coast guard cutter was called to transport several of the injured crew members. the yacht was taking part in an around the world race. it's 5:07 right now. dozens of occupy protesters facing charges after taking over a vacant san francisco building. the city's arch diocese owns the building on turk street and signed a trespassing complaint authorizing police to enter that building. occupiers took over the structure sunday saying they would use it as a homeless shelter and hold classes on cooking and medicine. police estimate the total number of arrest between 70 and 80 people. california's top education official calling on csu to put a pay freeze in effect. slated to receive 10% pay hikes. but the superintendent of public instruction says the state cannot handle such pay increases while finances at this point are so very tight.

csu has already faced criticism for paying tuition or raising, that is, tuition for students. the board of trustees will discuss a salary freeze in may. >> i don't think we're going to freeze today. in fact, you're going to notice it's a little warmer heading out the door. >> yeah, it is. >> keep those umbrellas handy. >> and the reason why we're running a little bit warmer this morning, we've got more clouds coming in, and eventually that moisture should drop a little bit of shower activity by the afternoon. more clouds during the day. showers in the far north bay should start to sweep to the south by the evening commute. and tonight we'll see some showers and by this time tomorrow we hope we'll see clearing skies. we shouldn't see too much of an impact on tomorrow morning's commute. the winds picking up as the -- toward the evening commute, here's the cloud cover, and the rain still up on the north coast. this is going to drop into the north bay by early afternoon.

40s and low 50s, the temperatures in the south bay are going to warm up pretty good south of san jose but in the north bay, cooling into the afternoon, that's a sign the rain is flying there. san jose, 68 degrees, close to 70 around gilroy for this afternoon. before we see the showers stop, north to south, into this evening, tomorrow morning, perhaps a lingering shower or two, and look at the temperatures, we're cooling off for the middle part of the week and we'll warm up again as we go into the weekend, though, easter weekend looks pretty good. actually 60s and 70s, finally setting the best weather for the weekend into the week. >> thank you very much. we have a crystal clear look at the bay bridge out there. traffic flowing smoothly so far. if you haven't opened a window or gotten outside, you'll notice a little bit nicer today start than it was yesterday that was a little brisk. rob mayeda at 5:13. >> yeah, we're enjoying it because we had all those recent downpours. may not have washed away some of the state's water problems, however. the sierra snow pack is only 55% of average. and unusually wet march didn't make much of a dent after so many dry months. now, despite the report, reservoirs are still at above average levels. the april measurements are considered important because this is when the snow pack is at its peak. i think we're relying on some of last year's. >> kind of the fourth quarter of a football game down by five touchdowns. it's tough to come back. >> hail marys. >> march did sttry. the numbers did come up. the automated reports close to what they found on site.

and statewide, 55% of average, it's the southern sierra, though, 39% of average, that's the dry section of the sierra compared to last year we had 155% plus of normal. this, again, is quite a dry year. despite the fact we had the march recovery and i think we're going to get more out of the system that moves later on tonight. right now this morning, kind of a mild start, you don't need a winter coat with these types of temperatures out there. 40s and 50s outside. it will turn breezy today. so as you dust off the umbrellas for the afternoon and evening showers, hang on a little bit. right now, the radar not picking up anything around the bay area. starting to see the rain on the north coast that's starting to drop down. for now, though, mainly the cloud cover in the bay area that will lead to the chance of scattered showers as this relatively weak front drops in by the evening. hour by hour, the forecast, you can see out here toward the evening commute. looks like we'll see a few of these showers drop in toward the tail end of the evening commute with the showers out of the south baby the late evening into

tomorrow morning. we hope this pattern holds. a quick clearing. rain totals not impressive at all around the bay area. perhaps more impressive for north of interstate 80 for the next 24 hours. maybe 1/2 foot of snow coming down. snow levels close to 26,000 feet tonight into tomorrow morning. around the bay area, at least south of san jose. still kind of mild for a day, but you'll notice the temperatures running a little bit cooler as you get up to concord and fairfield. 50s around san francisco and the coast and the north bay may warm up close to 60, but it'll turn cooler during the afternoon as we see some rain come in, mainly light rain at that. late today into early tomorrow. the trend still holds, though, as we get toward the weekend, we'll go from these cool temperatures to some of the nicest weather as we get into saturday and sunday. and here's mike. >> we'll take that for the weekend. right now, we'll take this for pittsburgh. it's off of the freeway. it is at riverside and joaquin

5:16 right now. for more on that and the rest of our news before the bell, we turn to jackie. good morning, jackie. >> good morning to you. well, it remains to be seen. right now the futures are pointing to a lower open after the markets got the second quarter off to a positive start yesterday. investors responded well to a better than expected report on u.s. manufacturing, easing some of their concerns about a slowdown. the european markets are in the red today and updates on factory orders as well as the minutes from last month's fed meeting later this afternoon. we saw the dow rise yesterday 52 points to 13,264. the nasdaq adding 28 to 3,119. more americans are deciding their car is more important than their house right now. a new report finding that consumers were more likely to make payments on their car loans before paying off their credit card bills or mortgages last year. transunion says consumers need their cars to get to work or look for a job and with the

housing market recovering and many homes worth less than the mortgage, there's less motivation for people to pay down these negative assets. automakers reporting march sales today expecting to see another strong month for the industry capping off a sizzling first quarter. consumers got easier access to financing. also, there's rising gas prices, people are buying fuel-efficient vehicles to deal with them and gm says sales of those types of cars topped 100,000 last month. back to you. >> thank you very much. as you jump into your car this morning, grab that cell phone and put it right out of reach. maybe throw it in the backseat or the trunk. several cities cracking down today on drivers texting or talking on their cell phones without hands-free devices. this crackdown runs until april 18th. violations can run into hundreds of dollars, beware. a new study is challenging an age-old method for measuring obesity. the report says the 180-year-old

body mass index may be giving a false reading for about half of women and a small percentage of men. and there was a study conducted by women. bmi measures body fat based on height and weight. and many people were actually healthy. it was based on the public health department developing a new measurement system. don't they say if you pinch an inch kind of thing? another health study found kids not getting enough daily exercise. nearly half of preschool age children who are not in day care did not play outside. health experts say outdoor activity is important for both mental and physical development. get them out there in the backyard and run around. >> good excuse for parents to run around too. chasing the kids. the time now is 5:19. coming up, a setback for a south bay casino. this morning, it's cheaper to buy a share of groupon than it is to groupon.

and a good tuesday morning to you. all quiet there, going to be quiet tonight, as well. as the sharks take on dallas stars in dallas. good luck, guys. well, google's searching for new ways to reach internet users around the world. a plan to build a data center in taiwan to meet growing demand in that region. this will be their third center in asia as part of google's $700 million global expansion. well, the south bay's newest casino will have to wait a little bit longer before it

opens up its doors. owners of the casino matrix wanted to roll those dice and open up today, but a final permit has not yet been signed off by the city. more than 700 employees are now out of work. last week the casino sued san jose to clear way to operate, but a judge denying its request for an expedited hearing. it is 5:23 right now. scott mcgrew says the high-tech world is waiting for president obama to sign the crowd funding bill passed by congress. >> passed easily by the house. so far, though, no action by the president. the law would make it legal for small businesses and by small we mean businesses much bigger than the average mom and pop, to solicit investors much like companies do when they go public without many of the safeguards and accounting practices required by current law. bottom line, you can give your local dot com $1,000 in exchange for equity long before an ipo.

now, critics of the bill say investors barely have enough protections as it is. take groupon, the company had to restate profits rally changing its accounting again. early investors in groupon are under water. shares are well below their ipo price after plunging 17% on monday. and nokia will show off a new phone today. here's some pictures that nokia released to websites. it's going to run the windows phone operating system. the price $99. already won some awards, including best of ces. but of course, it has to compete with the iphone. they're hoping maybe on price. nokia used to be the world's biggest cell phone maker and now they can barely get any attention whatsoever. >> oh, how things can change so quickly too. >> in a hurry. 5:24 right now. still to come on "today in the bay." the latest development in the shooting rampage that killed seven and injured three in oakland. what we are learning about the

that university is still completely taped off this morning. we have seen oakland police coming and going. in fact, the front doors still are wide open. i spoke with police this morning, and they're telling me they have had a chance to speak with the suspect who is in custody and in their opinion, he is not remorseful for what happened here yesterday morning. that suspect 43-year-old, an oakland resident and former student here originally from korea. the first 911 calls came in around 10:30 in the morning of a shooting with multiple victims. police tell us that he came to the school looking for a female administrator, ended up taking a receptionist hostage as he started searching the classroom that he lined up the victims, one-by-one, and started shooting, and according to one student's sister, he said get in line, i'm going to kill you all. as you can imagine, there was panic, complete chaos, officers say they had to force their way in to locked classrooms. >> we don't know exactly how the

sequence took place. we knew that when we got there, officers found several victims throughout the classroom, throughout the building. there was several people hiding in locked buildings, locked doors, behind desks. >> now, in all, seven people dead, three injured. police tell us of the deceased they include six women and one man. when officers arrived, they believed the shooter was still in the building so they extracted 13 people calling it an evacuation/rescue. police eventually got the suspect's name, went to his house but he ended up surrendering at a grocery store in alameda and oakland police telling us this morning that contrary to earlier reports that the gun was found, it was not. they say -- they believe it was a 45 caliber weapon, but they're still searching for it, in fact, they're going to get into some waterways around the airport today and continue looking for it. we're also told that oakland's police chief is on his way here

to where we are and will be giving us an update within the next 30 minutes. that's the latest reporting live, christie smith, "today in the bay." learning more about the victim, as well. one of if wounded nursing student and soldier recovering at home this morning. you can see 19-year-old on the phone saying she was shot. her brother told us kalr described a chaotic scene. she says she would've escaped injury but she went back inside the classroom to help a friend escape. >> i when to help a fellow student and i got shot in the arms. it's okay. >> kalr was released from the hospital last night with her arm wrapped in bandages. learning more about the small christian college where the shooting rampage took place. a wide range of programs including nursing, music, and theology to korean students.

the university is licensed and accredited with the state. more than four dozen faculty members work at the 8-year-old school. the latest tax return shows the university took in nearly $1 million in tuition. simply devastating, that's how oakland city council president larry reid is describing the massacre that unfolded in his district. he also expressed sorrow that yesterday's killings add to an alarming homicide rate. just a few months into the year. >> there are just too many guns in the hands of individuals who aren't afraid to use them. and certainly this individual who took the life of six people and wounded three others is no different when one individual loses their life. it's just really sad. >> he says more than 27 people have been killed in his district just this year. before monday's mass shooting. and laura, last week -- he remains in oakland police custody. bob redell joining us live from oakland. and what do we know about maybe

telling the federal government leave pot clubs in peace. city supervisors, city attorney, and several state officials holding a press conference at city hall this morning. they want california's u.s. attorney to stop the federal crackdown that's already forced the closure of five city dispensaries. the press conference began at 11:30. it'll be followed by a rally and a march to the federal building. today's rally following a federal raid across the bay, often regarded as the princeton of pot, the leaders of the first marijuana school say yesterday's raids targeted the school's founder richard lee. just last month, oakland moved ahead with the plan to increase the number of pot clubs from four to eight. it is 5:36. and investigators are expanding the search for sierra lamar. detectives are canvassing areas in morgan hill, san martin, and gilroy this week.

receiving more than 900 tips. investigators are stepping up the search. the daily searches with hundreds of volunteers are winding down. the next community search is set for this saturday. well, a north bay neighborhood trying to force marin county to rethink a new development near sky walker ranch. today the board of supervisors will hear an appeal to the environmental impact reports on george lucas' plan for grady ranch in san rafael. the film maker wants to revamp that land with a production studio, a restaurant, a general store, a tasting room, and a parking lot there for at least 200 cars. neighbors say they're concerned about traffic, noise and late night movie shoots. the chamber of commerce says the development will create 250 new jobs. it is 5:37 right now. i want to check the forecast with rob mayeda. you can tell it's warmer out there today. >> not too bad. 40s and 50s thanks to more clouds coming in. those clouds will probably drop a little bit of rain.

outside right now, speaking of those temperatures, 50s in oakland. napa 46, it was this time yesterday we were seeing mid to upper 30s around the north bay. it is more mild and we do have a little bit of sea breeze pumping in moisture. and as we go through the afternoon, you will notice a chance of those showers dropping out of the north bay. nothing on the radar right now. this is the line that's going to work its way to the south as we go through the afternoon. in the meantime, mostly cloudy, mostly mild start to the morning and the increasing clouds dropping to the south. the cloud cover hung up here over the north bay as we drop into the evening now. we've got game two of the bay bridge series and may have a little bit of light rain at times. then as we go throughout the evening, clearing this time tomorrow morning. temperatures hour-by-hour, notice san jose, kind of interesting, you can see that light rain keeping things cool here. but still 68 degrees to near 70

down around gilroy. behind the system, we're going to get a couple of cool days. wednesday, thursday, and friday we start to clear out. and for the weekend, doesn't look all that bad. numbers jumping into the 70s. >> all right, rob, well, we're driving -- you've got to watch out for this. the traffic flow's away from us in the westbound commute direction. there's a stall reported on county line that's basically near the top of the high-rise. so westbound may find some slowing. sounds like a tractor-trailer is currently blocking one lane as you're heading over toward the foster city side from the hayward side. we'll get a look out to the maps and we'll see the traffic slow. not disturbed on our sensors. smooth but slow. continuing, look at that, the really hard hit for highway 4 off the antioch bridge and "l" street. we may have some early slowing even for this traffic tuesday, that's a bit early for that to show up.

and the interchange. we'll send it over to you. >> thank you, mike. we have developing news this morning. howard jordan giving a press conference at oikos university about yesterday's deadly mass shooting. >> -- randomly shooting victims -- he shot seven people and killed them, three people were wounded. we do know that he was upset at administrators at the school. we do know that he was upset with several students here because of the way he was treated when he was enrolled here two months ago. we don't have any further details about his exact motivation, but those are -- that's the information we received from witnesses and the suspect himself. we're currently still conducting several interviews, several follow-up interviews, we're going to be putting the pieces together and try to present a case to the district attorney for her to decide what she's going to charge him with within

the next couple of days. he is currently being held at the jail. and the sheriff department does have him in custody pending his initial appearance in court later on this week. the victims as we've found out, there were six women and one mail victim, the victims are from various countries, including korea, nigeria, nepal, and the philippines. we don't have any further information regarding their exact residence. their age range from 21 to 40 years old. there were no kids involved in this incident. all the victims with the exception of the secretary who was the first victim were all students here at this university. and with that, i will take your questions for a few minutes. we're not going to be providing

any more briefings today. we will do one again tomorrow. but as information becomes available. >> did you find the gun? and what kind of gun was it? >> thank you for asking that question. i want to correct the record. yesterday i mentioned in the press conference that we did recover a gun. that is not accurate. we will be searching this morning various locations between here and alameda for a gun. we do know, however, that the -- based on ballistic evidence at the scene that the gun was a handgun. it was a semiautomatic handgun based on the ballistics we've recovered -- ballistic evidence we've recovered here at the scene. >> were they students? or did he kill the person that he stole the car from, as well? >> with the exception of the secretary who was the first person that he commandeered, everyone else suffered gun shot wounds were students at the school. >> did he --

>> is the suspect showing any type of remorse? >> the interviews are being conducted in both korean and english. as you know, one of the -- two of our officers yesterday that responded here including one of our first responders were korean-speaking officers and they were very instrumental and helping us determine what happened. we have been talking to other witnesses here in various languages and not just korean because this is a multi-lingual school that caters to many students from foreign countries. in terms of the suspect's cooperation, i'm told he's been very cooperative with us. he is not been particularly remorseful, but very cooperative with us. >> why did he go to safeway? >> we don't know why he went to safeway. i think he just wanted to get away from the area and eventually we're glad he went there and surrendered because this could have been much more catastrophic than it was today.

even though the incident took place yesterday was very catastrophic. we're glad this incident came to a peaceful ending without him hurting anyone else or hurting one of our officers. >> we don't know exactly why he was expelled. we've been told that some of the possibilities are that he was expelled for his behavioral problems. anger management, but nothing specific, most specific incident about what caused him to be expelled other than what we've been told in regards to his behavioral problems. >> why did he go after this particular administratadministr? was she the one that kicked him out ultimately? >> we don't have information regarding to that. >> why was the majority of the victims women? >> we don't know exactly. the make-up of the victims and whether or not he had a particular aversion or anger towards women. there were a total of 35 people

here yesterday. about 23 of them were accounted for. the others left before we arrived there. so we don't have the actual make-up of whether female versus male. >> why did he stop shooting? he got tired? felt like he had enough? >> we believe he stopped because people were able to use the phone. he could've heard people calling 911. as you know, our police communication center is right down the street here. the first call we got yesterday morning was at 10:33, and within three minutes our first officers started to arrive. it was a matter of time before officers were arriving at the scene. and we don't believe the suspect was intending on having a confrontation with the police. so he left immediately after he was finished shooting.

>> is there any type of alert system in effect? >> no. we have not been able to locate any type of alert system that the school has. >> and the victims, did he randomly target these victims? or they're the ones that allegedly teased? >> we don't believe any of the victims were the ones that teased him. there was some indication that he was looking for particular people, particular administrator. we know the administrator was not here. but i can't confirm whether or not there was any anger toward any of the particular students that were shot. >> did he say anything before he started shooting? i know there was a report he said i'm going to kill you all. >> we don't have that detail, i haven't been briefed about that. we know that he entered the building asking for that particular administrator when he forced the secretary into the classrooms.

>> he asked them to line up, not everyone was cooperative and that's when he began shooting. okay. thank you. >> thank you. >> thank you very much. >> thank you so much. >> all right. that is oakland police chief howard jordan meeting the media early this morning talking about yesterday's deadly shooting at oikos university and giving us some details on it. they believe there was a specific administrator he was looking for out there. no details on why, other than maybe being expelled from the school. >> right. and the chief talked about he was recently expelled, the shooter was for behavioral problems and quite possibly some anger management issues. the shooter being described as going into the building, contacting a secretary who was there, one of which was killed and then eventually forcing that secretary into a classroom where he lined people up and shot at them execution style. we do know that about 35 people were in that building, 23 were accounted for. the chief also said that many

actually managed to get away and the gunman quite possibly stopped shooting when he understood that people were starting to call 911. >> right. so he wanted to then, i guess, get out of there before the police got there and avoid any confrontation on scene. that's when he fled to the safeway where he contacted a security guard we're being told and the police were able to move five miles away and apprehend him. >> allegedly he talked about the security guard -- and the police talking about why it happened and why he did it. and we are finding out this morning, as well, that from a police perspective he's not showing any remorse. they're also talking to the district attorney today to determine what charges will be filed against the gunman. of course, continuing coverage all morning long as new information is being unveiled this morning on the campus shooting rampage that happened in oikos university in oakland yesterday morning. we're also hearing from some of the survivors this morning, stay with nbc bay area news for the very latest. we'll give you twitter updates
