as we speak and the east bay is seeing the light to moderate rain. richmond, slick conditions through there. more rain on the way not just today and tomorrow another system moves in as we round out the workweek. we'll let you know when you can get outdoors and how much expecting in your city. first let's check your drive with mike. >> naturally the rain will affect the drive, but we should a lighter volume in many spots because spring breaks continue but it will affect your speeds. the mist kicking up and the winds shaking the camera, that's a problem around the bay. the south bay is starting to see rain as well. northbound 101 that's a pretty typical build showing up for a traffic tuesday at about this time. but the rain may make it more of a factor. north shoreline was closed at wright avenue overnight and it sounds like a deadly overnight accident was gloing on there. bob redell is at the scene, what's the latest that you have? >> reporter: mountain view police was hoping to have this

reopened around 6:00 but it looks like it will be a little bit longer. it's hard to estimate. it could be another half hour. it could be less than that. basically we're here at north shoreline at wright avenue, just off of central expressway if you are using central expressway to commute through mountain view, this will impact your drive in to work this morning. this happened before 9:00 last night when the driver of a black pickup truck accidently hit and killed the pedestrian. don't know the circumstances surrounding the accident, whether the pedestrian was walking alongside the road or trying to cross the street or something else. that person died here on the scene in front of someone's driveway. he was an adult man carrying no identification so one of the challenges this morning for police is finding out who this person was so his family can be notified. police tell us that the driver of the truck did stop, offered assistance, and has been cooperating with police. reporting live here in mountain view, bob redell, "today in the bay." it is 6:02. it's been just over a week since

the deadly shooting rampage at an oakland college. this morning at 10:00 oikos university is holding a memorial service to help with the healing. stephanie truong is live in oakland with a look at what's ahead. good morning, stephanie. >> reporter: laura, good morning to you. we're still a few hours out from the memorial service, but a group of about four people or so from oikos have come out within the hour to help clean up the area ahead of that memorial service. they've been mowing the lawn. cuttingtrimming trees and there's a picture of the seven victims. the main entrance is where the school has been hosting daily concerts in honor of the seven victims. ♪ and this is jennifer performing a song she wrote for one of the vict victims, who she considered a big sister, lydia sim, who was just 21 years old.

the noon concerts will continue through the end of the month every day except sunday. the school is trying to help fund raise for the victims' families. oikosuniversity.org lists donation information for the victims' foundation, it's a wells fargo account. the tibetan association of northern california is trying to collect money for funeral expenses for two victims who esfamie live overseas. one goh is expected back in court april 30th. he may enter a plea to the seven charges of murder and three charges of attempted murder. live in oakland, stephanie truong, "today in the bay." 6:04 right now. san francisco police will meet with residents today about a recent mass murder. five people were found dead inside a home on house street march 23rd. bin look is in jail facing five murder counts. later today police chief greg sur will hold a town hall

meeting to discuss public safety in the ingleside neighborhood. it will be at the wellness auditorium at city college. fire crews at the scene of an overnight blaze in the east bay. that fire started before 2:00 this morning at this cash 4 gold on hesperian boulevard near hacienda. we're happy to report no injuries. firefighters think it was started accidently by somebody trying to steal copper wiring. pg&e cut off power to that building and expecting to turn it on at about 9:30 this morning. a teenage driver in custody for killing a father and daughter out for a bike ride could be released from juvenile hall. prosecutors have until 4:30 to file charges or the minor must be let go. police need more time to investigate the deadly crash on treat boulevard. officers say a father and his daughters were on their bikes when the suv ran them down.

solaiman nuri died on impact. his 9-year-old daughter hadessa died at the hospital. hadessa's 12-year-old sister suffered minor injuries. a gang membered accused of gunning down a father and two sons will take the stand. edwin ramus accused of killing tony bologna and his sons in 2008. yesterday ramos telling the jury he'd been driving his car when the passengers spotted the bolognas' car and started firing. the shooter thought one man in the car belonged to a rival gang. cross-examination begins later today. police are patrolling dodger stadium leading up to today's home opener. l.a. police started the patrols in the stadium parking lots and parks near the stadium. the goal is to keep fans from arriving too early and drinking before the game. increased security as a result of bryan stow's beating at last year's home opener.

speaking of stow he's still recovering after the two men jumped following that game. two men are charged in the attack. stowe suffered severe brain damage and is still in rehabilitation. his family is suing the team saying stow will need lifelong medical care costing at least $50 million. 6:07 right now. san jose city council will decide whether to add more to the list of places where you can no longer light up. they'll exercise a plan to ban smoking in outdoor dining areas, as well as in lines where people wait for services and in the common areas of apartment complexes. supporters say the goal is to reduce people's exposure to secondhand smoke. the vote on the proposed ban is set for this afternoon. a nine-year fight to try and unionize sonoma's county biggest hospital is set to wrap up today. the national union of health care workers says it's reached a contract agreement with santa rosa memorial hospital. that three-year contract

includes wage increases, improved retirement benefits and job security protections for about 700 hospital employees. a vote is set for later on today. this morning more delays for california's voter approved high speed rail project. a state congressional committee is launching an investigation in to possible conflicts of interest on the multibillion project. the leader of the committee is ordering the high-speed rail authority to come up with documents and records of its past communications. the committee said it will check for conflicts of interest involving rail officials and contractors. the current esmetimate for the rail line is $68 billion. it is 6:08 right now. sure, it may be spring break, but according to christina loren not a lot of kids getting a break from mother nature. >> parents, plan the indoor activities for today or else they'll be tracking the mud right back into the house. good morning to you. showers are on the radar right now and you can see the east

shore it's your turn. the peninsula got slammed earlier this morning. the heavy and moderate rain moving into the oakland area and it will continuously move into the tri-valley heading through the next couple of hours. but i wanted to zoom out and show you the greater bay area. that's where the bulk of the moisture is concentrated. we'll see another wave pass through the bay areaeading through the second half of your day, but the next wave will be lighter and you will be able to get it outdoors from time to time just count on kind of a damp dreary day today. temperatures are not going to climb by all that much either. i wanted to illustrate it for you. right now we're in the mid-50s headed towards maybe the upper 50s later on today. in san francisco, 57 degrees. a four-degree temperature spread when where you are now and where you're expected to end up. you'll probably need the jacket. and once the showers roll through your city, that rain cools the air, so it will feel cooler, the rain-cooled air lasts for a couple of hours before the drying period starts.

will continue to work. good people there, congratulations to them. any minute now the special prosecutor in the trayvon martin case could decide on whether or not to file charges against george zimmerman, the man who admitted to shooting and killing the 17-year-old as he walked home. that happened almost two months ago. the prosecutor making the decision yesterday not to put the case before a grand jury. this means there is no possibility of a first-degree murder charge and it's now solely up to her to press those charges. now, corey is not under any sort of deadline, so theoretically she could take as much time as she'd like to make the decision, but nbc news is reporting that decision could come as early as today. john and laura? >> thank you very much. 6:15 right now. we check back in with christina loren, trying to put a silver lining on it, we need the rain, right? >> there's your lining right there. you need the rain during spring break when you have the kids at

moisture coming down. showers, light, scattered, spotty. that's the way we like to dictate that. as we head throughout the afternoon you'll be able to get outdoors between 10:00 and 4:00 and then it ramps up overnight. on-and-off light showers wednesday before the next wave moves through starting midmorning in the north bay on thursday. the next system will move through faster. it's a colder system and it's packing more moisture. what are we expecting in terms of your totals? first system, a half of an inch in san jose. once the second system comes through by 3:00 a.m. friday, an inch and a half in some north bay cities, so we could see localized flooding and we're expecting heavy downpours over the higher elevations. the whole thing blows out by the second half of saturday. and sunday looks good for outdoor activities. 70 degrees. let's check the drive with mike. >> well, you know, we're looking over here to the east bay. we have an earlier accident, i should get on this side and not

block this sign. westbound 580 off the split with 13, we still have two accidents reported. no major slowing but your slow lane is blocked by one of the accidents. an overturned car in the slow lane. waiting to get an update on the injuries. they sound like minor at most. looking here eastbound 80 heading away from the richmond bridge and toward the carquinez, we've got an accident approaching the area off to the san pablo dam road and a slower drive toward the coming skyway. and rain having come through might be affecting the sensors and your drive as well. coming out of the altamont pass a 20-minute drive, typical 40s and 30s coming through livermore and pleasanton but moving more smoothly approaching the dublin interchange and no problem for sunol 680. broadway at 101, saw slippery conditions as rain came through but close to the limit, all the

way into the south bay with your northbound commute drives moving ni nicely. the volume starts to build from capitol up to the airport, 87 as well. still have the issue going on in mountain view. north shoreline boulevard is blocked or at least was a few minutes ago at wright avenue because of an overnight deadly accident. bob redell is on the scene and they'll bring us an update. but the alternate is moffett miding up to middlefield. san francisco's doyle drive will be closed at the end of the month. the closure will allow for demolition of doyle drive and for the opening of its replacement presidio parkway. the closure will start friday, april 27th, at 8:00 at night and it will last until monday, april 30th, until 5:00 in the morning. that means drivers going over the golden gate bridge will only be able to use merchant road, lincoln boulevard, or highway 1 southbound along park presidio to get into san francisco.

on the road. let's check in with mike. >> that's right, christina, you should slow down because of the slippery conditions. the north bay with travel flowing, and southbound nice volume and a lot of schools in marin county out of session and that a lighter flow past the schools but the slower drive through san rafael. the east bay volume is kicking in and it looks more dramatic because of the glow of the lights, the water on the roadway enhances lights and watch the conditions. the off-ramps could be conditions in the east bay and an issue in the south bay as well. "today in the bay's" bob redell where police are still on the scene of a deadly accident in mountain view. >> reporter: yes, they said they would be out of here about 6:00 around a half hour ago but obviously this investigation is taking longer than expeed but it looks like they are taking apart some of their measuring

cleanup, setup preparations for the memorial service that will happen at 10:00 this morning. they were trimming trees, the weeds, and cutting the lawn and sweeping. all around the memorial you see the messages and flowers left behind. and the school is also focusing on raising money for the victims' families if you go to o oikosuniversity.org you'll see the memorial set up. and the tibetan foundation is trying to collect money for funeral expenses for two students whose families are overseas in india. ♪ and there's also been efforts to heal through music. the school has held daily 30-minute memorial concerts every day except sunday. the noon concerts are open to

the public and will continue through april 30th. and that date, april 30th, is also when we expect the suspect one goh to be back in court and perhaps enter a plea to the seven charges of murder and three charges of attempted murder. live in oakland, stephanie truong, "today in the bay." the former modesto high school teacher who made national headlines when he started living with one of his students is due in court today, 41-year-old james hooker left his family and he quit his job last february to live with 18-year-old student jordan powers. hooker now facing charges of sexual misconduct with a different teenager, an incident that took place 14 years ago. he has a hearing in that case taking place as we told you. powers says she ended the relationship with hooker following his arrest on friday. it is 6:33 right now. don't be alarmed if you smell some gas and hear loud noises in the south bay today. pg&e will vent natural gas from a 20-mile stretch of pipeline

that it will be pressure testing with water in the alum rock area of east san jose. they began pressure testing pipes after the deadly san bruno blast. they say the natural gas will dissipate into the air and will not be harmful. gas service is not expected to be affected for people living in the area. bay area lawmakers looking to gain support for regulating medical marijuana, tom ammian know wants to create an agency to oversee existing laws and regulations for medical marijuana. 2 1/2 percent tax could be imposed. and those looking to attend san jose state university may soon face some new hurdles. the university president will announce changes today regard ing admissions for local students. currently santa clara county high school students are guaranteed a mission if they meet the entrance requirements.

the new plan is only to give them preference. overcrowding and budget cuts are behind the changes. this morning crews in the tri-valley will break ground on a $2 million trail that will run underneath 580. the project will close an 800-foot gap between the two trails that stop on opposite sides of the freeway. 580 has been a barrier for people on foot and drive for the people wanting to go back and forth from double lyublin and pleasanton. it's 6:35 right now and we check back in with christina, what's happening out there? >> it depends on where you live, good morning to you. the microclimates really distinguishing themselves this morning. let's start by taking a live look at san jose. and you can actually see a little bit of blue out there in that sky. camera just went dark for a moment. let's take you live to san francisco and we've got flight delays out of sfo two hours at this point. light showers coming down. more on the way so you want to

check ahead with your carrier as we head throughout the morning hours whenever there's weather, very typical to see the flight delays at sfo. two hours already. the ripple effect likely to take place today as well. as you can see right now, though, our front kind of falling apart. this is the first wave of moisture. more is on the way. but we're not dealing with the yellows or the oranges, just light greens and that's mostly centralized over the tri-valley. over the next two hours temperatures will struggle to break into the 60s today. even with limited sunshine. we're talking about maybe a five to six-degree temperature spread from 54 degrees in san jose to 60 later on, that's it. i will get to my seven-day forecast, ire time iwe're timin next two systems letting you when you can get outdoors. first want to check your drive with mike. we'll take you over to the east bay. a sigalert has been declared at least by the department of motor

vehicle -- not the department of motor vehicles, the department of transportation over through the area eastbound 80 at richmond parkway. we've got the countercommute direction slowing because it's down to two lanes with traffic flowing toward highway 4. that's opposite your main commute. westbound is showing a slower drive about 19 to 20 minutes. a smooth flow down towards the bay bridge toll plaza where the metering lights are on. 580 itself one lane is blocked at the macarthur boulevard exit. two accidents happened over the last hour, still blocking one lane and some minor injuries reported and some distraction but no major slowing. we'll get a look over to the south bay with northbound 101 showing that slow drive north of 680 heading past 880 and, again, up past the airport with speeds into the 50s and we've still got the closure for north shoreline boulevard. the northbound side at wright avenue continues to be closed with the investigation with the overnight deadly accident. we'll look at the live look at the golden gate bridge, a smooth drive with the clouds hanging

at speeds into the 40s and 50s into downtown. and the update shoreline boulevard north at wright avenue we had all lanes reported as closed. they are just reopening, but do you know what, we've got bob redell out there and hopefully he's got an update. what's the latest on the overnight deadly accident? >> reporter: they just reopened the lanes within the past five minutes. good morning to you, mike, at north shoreline and wright avenue just off of central expressway. you can see the city of mountain view is sweeping up what is left of the flares that police used to divert traffic. this accident happened just before 9:00 last night when the driver of a black pickup truck accidently hit and killed a pedestrian. we don't know the circumstances surrounding the accident, whether the pedestrian was walking alongside the road, trying to cross the street or something else, that person did die here on the scene in front of someone's driveway. he was an adult man, was carrying no identification, so don't know, you know -- one of the challenges for police this morning is trying to find out

this comes as enrollment in the programs continues to rise. experts say without early education, many kids are doomed to fail. >> they don't behave well. they don't learn much. they don't get rewarded by the school. before you know it, they're on a path to high school dropout. that's a pathway to prison. >> program quality is another concern. only 12 states met all the group's benchmarks for quality pre-k classes, things like educated teachers, training and small class sizes. the number of teen births in the u.s. has dropped dramatically in recent years, the new statistics show teen births dec 2010. reaching just over 34 births per 1,000 teenage girls. now, this rate has actually dropped 44% since 1990. but we can tell you the statistics vary by region. in the state of mississippi, for example, there were 55 teen
