and traffic all morning long. right now back to you on that breaking news. we continue to following breaking news this morning as a tsunami watch is in effect for the indian ocean. it all started around 1:38 pacific time when an 8.6 magnitude quake hit off the coast of indonesia. then a second quake, 8.2 magnitude, hit about two hours later. usgs told us this morning these types of quake make a tsunami unlikely, but a watch still remains in place. we are monitoring that video coming in from throughout the region this morning. mass evacuations took place. the good news is tha no reports of injuries or deaths have been reported from the quake. it did not out power, however, in parts of indonesia. it's a reminder of quakes in the same region as the devastating 2004 tsunami that took the lives of 230,000 people. much closer to home now, 6:01. funeral services will be held

today for an east bay father and daughter killed while out on a saturday morning bike ride. stephanie joins us live from concord where charges are expected against that teenage driver. good morning. >> reporter: good morning. you know, the family members of the two victims say the support they have been getting from the community has been huge for them. you can see just how much support they have been getting in this growing memorial along treat boulevard here where the memorial site is growing. they're not focused on the release of the teen driver accused of killing the 41-year-old man and his 9-year-old daughter. the teen driver's parents picked him up from juvenile hall in martinez around 4:30 yesterday afternoon. he was released because prosecutors missed their 2 business day deadline to file charges and keep the 17-year-old in custody. they say they are waiting for police to wrap up their investigation before filing charges and that could take a couple more weeks. this family members say they are

trufing the legal system and really just hoping this tragedy will help prevent others from feeling the pain they have had to go through. this morning at 10:30 in antioch is when the family an friends will be laying the two nuris to rest at the oakview memorial park. we'll have that coverage coming up later today. for now live in concord, stephanie trong, "today in the bay." 6:03 right now. saying goodbye to a loved one killed in last week's oikos university shooting proving to be harder than expected for one family. katleen ping's family celebrated her life yesterday and hoped to bury her but legal red tape is delaying the release of the body by the coroner. the law requires ping's husband to sign for the remains, but he is in the philippines. her family members here in the bay area want the coroner to make an exception. >> that's just a body. she's in heaven.

but we want to give her a decent burial, that's why we want to get her body. >> it's an unusual and difficult situation. you've got both members of the family that are trying to do the right thing, but the spouse is the one that has the legal right. he's the legal next of kin in this situation. >> ping's husband tells her parents he's working to get here. he has until the 14th of april to claim her remains. after that, her parents can step in. meantime the president of that university says the school will need help to survive the stigma of the shooting that killed seven people on campus. the bay area news group reports oikos university leaders are concerned students will no longer apply to that school. classes at oikos have been cancelled indefinitely, but university leaders say classes could be held temporarily at patton university in oakland or unitech college in fremont. 6:04 right now. the search for morgan hill teenager sierra lamar resumes this morning.

"today in the bay's" bob redell joins us live from morgan hill where the first of three searches planned this week will start later this morning. good morning, bob. >> reporter: good morning, laura. what's remarkable is this friday will mark the fourth week that sierra lamar disappeared and there's no indication in the community here of morgan hill that they're going to give up on the seven for her for clues, evidence surrounding her whereabouts. in just a couple of hours, the klaas kids foundation will launch another volunteer search here at burnett elementary for the 15-year-old girl who disappeared before heading off to school. the support has been overwhelming. there have been more than throw,000 vathro3,000 volunteers helped law enforcement search around the home. the community has scrounged together $10,000 for a reward leading to information about her whereabouts. the sheriff's office believes she was most likely abducted. they have since found her cell phone, purse and clothes. they're still waiting for test results from the crime lab on

the clothes to see if there's any sort of dna or trace evidence there that could give them an idea of what happened to sierra lamar. if you want to help try to find her, you can show up this morning here at burnett elementary at 8:00. be here between 8:00 and 1:00. bring your photo i.d. to prove that you are 18 years of age and you will want to dress accordingly. it is damp, it is wet out here. of course you will be out in the elements. that means long pants, sturdy shoes. they'll have a search today and also the klaas kids foundation plans on conducting searches this saturday and sunday as well. reporting live here in morgan hill, bob redell, "today in the bay." this morning a local kung fu instructor is behind bars accused of fondling two minors. 36-year-old mang ricky wong is accused of groping a 9-year-old girl and 11-year-old girl over the past two years. he was an instructor in san mateo. police are speaking with other

parents whose children were taught by wong to see if more charges should be filed. this morning three men are behind bars in connection with san jose's seventh killing of the year. francisco chavez, allen calvillo and alberto lopez. they are accused of killing a man in east san jose. police say he was beaten and stabbed to death. investigators will only say the killing is gang-related. well, today could be charles manson's last opportunity to ask for freedom. the 77-year-old inmate faces his 12th parole hearing at corcoran state prison in central california. if his parole is denied, manson would have to wait until he's 92 for another chance. manson was convicted of being the mastermind behind one of the most gruesome mass murders in american history, the 1969 killings of actress sharon tate and six others in southern california. in just hours, we should

learn more about what happened during the infamous pepper spraying incident at uc davis. this is video that went viral of campus police dousing occupy protesters last november. the officers union fought the release of the investigative report, saying it would compromise officers' safety. as part of an agreement reached yesterday, the names of most of the officers involved will not be released. the report will be posted online at noon. walnut creek city leaders are said to consider a strict new alcohol ordinance that would regulate all local businesses that serve alcohol including clubs shall bars and restaurants. businesses would have to comply with a broad list of performance standards set by the city. this is all in reaction to a series of violent incidents downtown in recent months. a group of business owners says the law goes too far and they are threatening a lawsuit. the city's planning commission will consider this ordinance tomorrow. rain or shine, ground-breaking on the south bay's b.a.r.t. extension project will take place this week.

crews start work tomorrow to eventually connect fremont to east san jose. the more than $3 billion project will include 16 miles of track and three new stations. construction is scheduled to be complete by the end of 2015. there are plans on the table to build an underground tunnel to san jose as well but vta is several billion dollars short of funding. it is 6:09. it is rain or shine for that ground-breaking project because we've got rain in the area. what's going on, christina loren? >> a very interesting side note, laura, good morning to you. we have almost an inch of rain in some of your metropolitan cities across the bay area. from just the past 24 hours. areas of ponding, puddles out there, give yourself plenty of time to reach your destination safely this morning. not one of those mornings you want to go racing out the front door. take a look at those totals. right now as the first system pulls out, we still have

residual spotty showers, especially south of san mateo. half moon bay, a pretty good cell just developed over your neck of the woods. this is the general pattern we're expecting throughout the day today, not widespread steady rain. very light, scattered showers. so as we head throughout your afternoon, temps will climb into the 50s. only 54 degrees by noon. you will be able to get outdoors at least for the next five or six hours here in san jose. we've got more rain on the way. i'll time out the next system. first, we want to get you to work on time this morning. as you can imagine, showers on the roadway, dangerous conditions. we do have a crash to report. 237 westbound at lawrence expressway, this is a multi-vehicle crash reportedly blocking at least two lanes. you can see that yellow, the backup has just started so count on residual backups for at least the next half hour. there is a crew on the way to the scene. we'll continue to update you on this throughout the morning. the good news is this is the only serious crash across the

and killed -- admitted to shooting and killing 17-year-old trayvon martin. two attorneys announcing yesterday they are no longer representing zimmerman because they have not heard from him since sunday. they did say they are concerned for zimmerman's emotional and physical safety. you'll hear more from them on the "today" show coming up at 7:00 a.m. 6:14 right now. missile batteries are in place in the far east in preparation of north korea's rocket launch. the he of the u.s. command inspected the site this morning. the japanese government has vowed to intercept any missile that strays into their airspace. north korea plans on launching their rocket within days, perhaps as early as tomorrow, and says they're on a peaceful mission to send a weather satellite into space. the republican presidential race is down to three after rick santorum announce ed he's dropping out. his decision leaves mitt romney, ron paul and newt gingrich still in the running.

romney is already setting his sights on the november election. analysts say it's unlikely gingrich can catch up. >> single digits. it's hard to see him capturing that support that rick santorum left. >> the question this morning is who will santorum endorse? romney's campaign has asked to meet with him and gingrich has said he would welcome that endorsement. >> would you welcome some fitness tips from the first lady? michelle obama made a guest appearance on nbc's hit show "the biggest loser." the first lady led a workout in the white house for the weight loss reality show. mrs. obama also talked about the importance of working out as a family. last night's episode was the second time the show has shot an episode actually at the white house. 6:15. this morning san jose is officially telling smokers to butt out. san jose is now one of 100 other u.s. cities to extend smoking bans to yut door dining areas and other places where people gather. the city council's vote was

unanimous. the law already bans smoking within 25 feet of libraries and parks and sports arenas. the vote extends the smoking ban to outdoor patios of bars and restaurants, common areas of apartments and areas where people stand in line or gather outside, such as movie theaters or light rail stations. it also forbids smoking inside an apartment which is part of a multi-unit building. that new law takes effect may 25th. we're just getting news into our newsroom from the associated press that the tsunami watch has been lifted for most parts of the indian ocean this morning. this following the 8.6 quake and then the 8.2 aftershock in indonesia this morning. so we'll continue to monitor the aftereffects. no reports of injuries so far but we continue to get some pretty amazing video in from that region this morning. this one here, she's monitoring the local forecast for us. a lot of rain. >> yeah, rain. we need the rain. we need the rain. but it will impact your outdoor

activities later on today. we've got spotty showers in the forecast. in addition to that, we've got fog developing out there so winter-like elements to contend with. you want to keep that in mine and give yourself lots of time. we are following a couple of crashes for you, a serious one in the south bay. 51 in oakland right now. we're in the 50s everywhere. mostly cloudy conditions making for uniform temps but we're only going to climb by 5 or 6 degrees on average throughout the day today. rain-cooled air and cloudy conditions, also a cold blast on the way so temps will not be on the warm side until we hit the second half of your weekend. we had a pretty good-looking cell just cross through half moon bay so watch out for slick conditions between redwood city and san mateo. we've got the clock on your futurecast at 1:00 p.m. starting to get a little bit more active at that point. we'll see steadier rain this evening. it will be light and the heavy

gold plates from the 1970s. if you're interested, the plates cost $50 each. before any plate can be issued, the dmv has to receive at least 7500 applications. just about 6:19 now. plans are under way to bring back a water transportation project that was scuttled in san francisco. the port of san francisco wants to start a water taxi service just in time for several big-time events, including the americas cup. budget problems doomed a recent attempt to bring the project to the waterfront. each 60-foot boat holds almost 50 passengers and is scheduled to make stops from the south beach harbor to fisherman's wharf. a search for a vendor will again next month. the giants will be back on the field today against the colorado rockies. tim lincecum will be on the mound today. he is looking for his first win in his second start of the season. the a's will try to get an entire game in against the

good wednesday morning to you. 6:23 right now. the suspended san francisco sheriff has hired a star attorney in his bid to get his job back. shepherd kopp has signed on to help him fight the mayor's decision to suspend him for official misconduct. his previous clients include celebrities like michael jackson, mel gibson and russell brand. state regulators are spreading the word about a toxic trio of chemicals found in nail polish. a new report reveals some polishes commonly found in nail salons have high levels of chemicals linked to cancer and birth defects, despite being advertised as chemical-free. there was a news conference held in san francisco to call for stricter labeling laws. >> what we really want to do is make sure there's transparency and the information gets out so everyone can make good choices. we think manufacturers want to

do the right things and we're sure they'll talk with us about how to do that. >> state regulators determined the mislabeled products could be harmful to thousands of workers and their customers in more than 48,000 salons across the state. the use of three chemicals is legal if properly labeled. things getting coyote ugly in golden gate park. reports of confrontations between pets and coyotes is forcing the closure of some park trails. starting today a quarter-mile stretch between north lake and middle lake will be off limits to dogs. animal control officials say it's during pupping season that runs through august that coyote parents become more aggressive. dogs will be alloweded back on the trails when the pupping season is over. a new report out today finds some of the bay area school districts have ranked high for suspending and expelling children. the report also shows that african-american and latino students are three times more likely to get suspended than

morning long. we are following developing news out of indonesia this morning. people in that country are still on high alert after a major 8.6 magnitude earthquake struck. a tsunami watch, though, was just called off just a few minutes ago in the ocean off the west coast of sumatra. a series of aftershocks followed, including one that measured 8.2, almost the same size as the initial quake. people rushed out of buildings. hospital patients you can see here being wheeled outside. earlier we spoke with nbc foreign correspondent ian williams in thailand by phone this morning. he said the quake was felt all around the indian ocean. >> reporter: the tall buildings here in bangkok did shake. it wasn't as bad here as it was in other parts of southeast asia. we had a report of at least one building, though, in the city center being evacuated. so it was felt pretty extensively.

>> now, we have heard reports of a small tsunami, about 4 inches high, reaching thailand, but so far no reports of any major damage. 6:31 right now. almost a month after sierra lamar disappeared, police continue to cull through tips as a community continues to search. bob redell is live in morgan hill where volunteers will gather this morning to scour the fields for clues. good morning, bob. >> reporter: good morning to you, laura. in just over an hour here at burnett elementary, the klaas kids foundation will launch another one of its volunteer searches to look for sierra lamar. you can see by the sign they do need your help in canvassing the south county for clues and evidence surrounding the 15-year-old's whereabouts. this friday will mark four weeks since she disappeared before heading off to school. after all that time and after more than 1200 tips investigators have received, they still don't have a much

better idea of what happened to her. yes, they believe that she was most likely abducted, but by who and where did she end up, those are two huge question marks. more than 3,000 volunteers along with law enforcement have searched several miles around her home here in morgan hill since her disappearance. her clothes and cell phone have been found. crime lab test results pending on that. the family has been able to raise roughly $10,000 for a reward. this is money they received through donations and fund-raising. if you want to help out, show up between 8:00 and 1:00. bring a photo i.d. to prove you are 18 years old and dress appropriately, wear long pants, sturdy shoes. the search going on today and then again saturday and sunday here at burnett elementary. reporting live here at morgan hill, bob redell, "today in the bay." a san jose teenage girl is recovering from stab wounds this morning. the girl said she was attacked

10:30 in antioch at the oak memorial park. >> 6:35 right now. san francisco is cracking down on cyclists who ride recklessly after a collision that killed an elderly man. last night the board of supervisors unveiled the new safe streets program. the program increases enforcement of bicycle laws and allows cyclists to pay lower fines in exchange for taking safety classes. it comes two weeks after a 71-year-old man was struck by a cyclist in a crowded crosswalk at castro and market. the cyclist could face felony charges. this morning the drunk driver who plowed into a young baseball fan near at&t park faces sentencing. 23-year-old andrew vargas pleaded guilty to felony dui in exchange for a year in county jail, five years probation and community service. vargas was driving in the oncoming lanes at mission and

new montgomery streets last august when he hit 9-year-old phillies fan ryan white, who was in town with his family for a giants game. white was critically injured and continues to rehabilitate at his home in pennsylvania. 6:37 right now. a verdict will be handed down for a south bay engineer accused of killing a lawyer. he is charged in the shooting death outside her office back in july of 2008. prosecutors say he killed the attorney because she was representing his wife's family in a $15 million wrongful death suit. his wife drowned at their cupertino swimming pool in 2003. a jury acquitted him of the charges in connection with her death. if he is found guilty, he faces the possibility of life in prison without parole. drivers in one north bay city may want to pay extra attention on the road the next couple of days. santa rosa police will be out in force looking for traffic violators. they're going to be looking for

red light runners and drivers who use cell phones. the crackdown runs through next week. it is 6:37 right now. time to check that morning forecast with meteorologist christina loren. rain coming down. moung how long will it last? >> the rain is coming down. i'm also covering traffic for you this morning and now the incidents coming up. first let's start with the weather and how much rain we have already received. upwards of three-quarters of an inch in hayward and oakland so watch out for ponding and puddling out there, especially through the construction zones. take it easy out there this morning. most of your highways are slick across the greater bay area and we'll add an additional 1 to 2 inches of rain even right here in san jose as we head throughout the next 48 hours. right now activity is ramping up over the santa cruz mountains. you can see an active cell. yes, that is a very strong thunderstorm cell. so we are watching for the potential of pop-up thunderstorms, especially over the higher elevations as we head

throughout this afternoon. it's really going to be dependent on how warm we get this morning. we do get some breaks of sunshine. 54 degrees by noon inland, you're 58 at 4:00 p.m. even in the heat of the day staying on the cool side you'll be keeping that jacket on. overall give yourself plenty of time to reach your destination safely this morning. 237 westbound at lawrence expressway, we told you about a crash involving at least three vehicles. reportedly it was blocking two lanes for about 30 minutes. at this time it's on the shoulder but we still have backups at about a mile. in addition to that, we have southbound 880, a new accident to tell you about, stevens creek in san jose reportedly on the right-hand shoulder. give yourself 5 to 10 extra minutes for that one. also on 87 northbound, delays building. you can see the yellow even with lighter than normal traffic because of the spring break. yeah, your still going to find delays 87 northbound, so keep that in mind this morning. let's take you to the east bay,

we, the rain not letting up on this wednesday morning. welcome back. let's check the accidents on the roads. christina loren pulling double duty today. >> this morning i'm getting my money's worth. we have a lot of reports of spinouts on your local highways. we'll tell you where the slow down down is. 48 in livermore and 46 in santa rosa. look at your temperature where you are now in your city, add about 5 degrees. that's all we're expecting for daytime highs today. we've got rain-cooled air in the forecast and spotty shower activity. also expecting some thunderstorms, which we're watching right now developing over the santa cruz mountains so keep that in mind. associated with some of the

in indonesia. an 8.6 magnitude quake hit off the coast of sumatra about 1:30 this morning and an aftershock, huge, measuring 8.2 hitting about two hours later. the quake set off a tsunami watch impacting four countries bordering the indian ocean, but that just ended. this is video from boanda aceh indonesia. it did knock out power in parts of indonesia we're told. these are in the same region as the devastating 2004 tsunami. a 9.1 magnitude quake sparked that disaster. you may recall, it killed 230,000 people. here in the bay area, a concord teen accused of causing an accident that killed a father and daughter is back home this morning, while the family of the two killed prepare for a funeral. stephanie is live from concord

with the latest. stephanie, good morning. >> good morning. a lot of people have been stopping by the memorial here along treat boulevard to add to the flowers and candles and messages. today they will get their chance to say their final goodbyes at that funeral service this morning in antioch. family members of the two victims say they are focused on the healing and not on the release of the 17-year-old driver who was accused of killing their loved ones. he was picked up yesterday afternoon by his parents from juvenile hall in martinez. prosecutors had two business days to file charges against the teen but are waiting for police to wrap up their investigation and that could take at least a couple more weeks. family members of the 41-year-old man and his 9-year-old daughter say they understand it will be a long process and they are leaving it in the hands of the legal system. so far police say the teen driver may have been speeding. they are checking cell phone records to see if he may have within distracted.

they are also waiting for toxicology test results to come back and rule out alcohol and/or drugs. as for the nuris, they will be laid to rest at 10:30 this morning at the oakview memorial park. 6:52. new this morning los angeles police are investigating the killing of a young couple near the usc campus. our sister station in los angeles reports the couple was found shot to death inside a bmw overnight in a neighborhood not far from campus. now, we're hearing the car was apparently double parked on the street when this shooting happened, but so far it's unclear if that is the reason that particular car was targeted. it is 6:52 right now. saying goodbye to a loved one killed in last week's oikos university shooting proving very difficult for one oakland family, katleen ping's family celebrated her life yesterday. they hoped to bury her after the

service but legal red tape delaying the release of ping's body by the coroner. the law requires ping's husband to sign ft remains, but he's having trouble getting back from the philippines. he has until saturday to claim her body. after that, her parents can actually step in to do that. meantime, the president of the university says that school will need help to survive the stigma of last week's shooting that left seven people dead. the bay area news report reports oikos university leaders are concerned students will no longer apply to that school. classes have been cancelled indefinitely but university leaders say classes could be held temporarily at pat onuniversity in oakland or unitech college in fremont. the search for morgan hill teenager sierra lamar is set to resume in an hour. bob redell is live in morgan hill where the teen disappeared almost a month ago. good morning, bob.

>> reporter: yes, laura, good morning to you. this friday will mark four weeks since she disappeared and there's no indication that the community of morgan hill is giving up on their search for the missing 15-year-old girl. you can see here burnett elementary, just over an hour klaas kids foundation will launch another volunteer search for her. the support for her has been overwhelming. more than 3,000 volunteers have helped law enforcement search several miles around her home since she disappeared. the community has scrounged together $10,000 for a reward. the sheriff's office believes that unfortunately she was most likely abducted. they have since found her cell phone, purse and clothes. they're still waiting for test results from the crime lab on any trace or dna evidence that might be found on those clothing articles. if you want to help out in the search, the klaas kids foundation is asking that you show up between 8:00 and 1:00

the campus police officers involved will not be removed. the report will be posted online at noon by order of the alameda superior court. it appears paying your taxes can be dangerous. a new study found more deadly car accidents happen on tax day than any other day in april. the rate is 6% higher or about 13 fatal accidents on that day. it could be attributed to people raying to the post office or stressing over taxes, causing a driver to be distracted. this year tax day is on april 17th, so make sure to drive safely. ground-breaking on the south bay's b.a.r.t. extension project will take place this week. crews begin work tomorrow to eventually connect fremont to east san jose. the more than $3 billion project will include 16 miles of track and three new stations. construction is scheduled to be completed by the end of 2015. there are plans on the table to build an underground tunnel to
