smith is live in hayward with what they're upset about and how a rolling strike could upset campuses. good morning. >> reporter: good morning, laura. that's right, in just a few hours csu faculties and other workers are going to begin the process of voting. their union president says they're fed up they're being asked to take a number of hits while campus presidents are getting raises to the tune of 10%. over the next two weeks, 24,000 members of the california faculty association will vote on whether to authorize a strike. their contract expired in 2010. some of the issues that they're concerned with, bigger class sizes, more extension courses for students that they say are put on those students where faculty earn less. these are professors, librarians, counselors and coaches and comes at a tough time for the 23-campus system. it lost nearly $1 billion in state funding since 2008. they've seen tuition hikes, faculty layoff, and fewer admissions for students. the csu spokesperson says he's hopeful that a settlement can be

reached. voting, again, starts today, runs through april 27th and could result in rolling two-day strikes at east campus. they haven't said, though, which dates they've picked. reporting live in hayward, christie smith, "today in the bay." new this morning, oakland police right now investigating six separate shootings within a ten-hour period over the weekend. the most serious injury happening around 11:15 last night on herbert guice way when a man was shot in the chest. that man is right now in stable condition. a total of five people were injured as a result of various shootings. officers telling us only one arrest has been made so far. and we now know a toddler found inside a parked car at a san jose shopping center is the daughter of two victims of an apparent murder/suicide. the little girl right now is in protective custody after being found saturday at the gould center in south san jose. she was strapped into a car seat

feet away from the spot where her father shot the girl's mother and turned the gun on hills. so far, officers have not released the names of the gunman or the woman he killed. this morning, two people are in the hospital after the driver of a hot rod lost control and plowed into a building. san jose police say the car crashed into a pole sunday night. the driver and passenger just left a car show a few blocks away and were speeding down the street at about 80 miles an hour just before that crash. in a south bay, a man recovering right now from emergency surgery after a bizarre accident. he was hit by a remote controlled airplane. investigators say a boy fired up the plane at the model aircraft park in morgan hill. they say the plane just went out of control hitting people nearby. one man was rushed to the hospital after the propeller cut him above the knee. investigators say people who operate remote-controlled planes

were supposed to have spotters and in this case, it appears the boy did not have one. efforts are underway to keep occupy protesters from squatting in vacant buildings. the police department is asking police officers to help keep demonstrators from entering empty structures. the warning comes after a word of possible takeovers by protesters on may 1st of an undisclosed property. the bay area right now slowly recovering from the house crashing party actually out there particularly in a few upscale communities. according to the "mercury news," i guess it depends on where you live. neighborhoods with low-cost homes especially in sections of alameda and contra costa counties, housing is far below peak values in 2006. take a look at the zip codes on your screen in two upscale areas in los altos, homes are near the highest point. and one zip code in palo alto is back at its peak.

it may take another three to five years in the entire region to return to a healthy housing market. all right. healthy forecast coming our way. time to check in with meteorologist christina loren joining us right now. >> you know what? we've got a lot of vitamin d headed our way. may not have had a chance to get outside at all because of the wet weather. the good news is, that wet weather providing us with good air quality. if you are going to enjoy the sunshine and 70s, you could breathe in that air, open up your windows and comfortably enjoy 63 degrees by noon today. we're going to round out the day with plenty of 70s on your temperature map. 70s in the south bay, east bay, santa rosa, 71 degrees today, not too shabby in san francisco. 64 once you cross over that bay bridge touching on 69 degrees, even in the city of oakland. now, we do have some changes. as we look through the next couple of days, an area of low pressure is going to ride to our north. i'll let you know where and i've got that seven-day outlook. 90-degree weather possible later this week. that's no joke. i'll show you when coming up.

5:05 -- >> it was snowing in tahoe last week. things will change quickly on your commute, as well. southbound 680, reports of an accident. a car having overturned. it says several times on the chp report and i do see some slowing now south of that dublin interchange heading south toward that area through pleasanton and sunol. now the live shot from the sunol, shows you a low volume of traffic. that must be a big visual distraction if few cars are registering as a slower drive down that portion of 680, off of 580. we'll track that back in the maps, we'll look at the vicinity. the castro valley area. smooth drive, not a problem, and a smooth drive across the bay. san mateo bridge, all the bridges moving smoothly now. 101 and 280 a smooth drive up and down the peninsula. a new accident for san jose, back to you. >> thank you very much, mike.

it's 5:06 right now. san francisco might send in the clowns to come back on late night noise. this is video from the facebook page of a mine troop that's being used to crack down on noise pollution in paris. chronicle reports the san francisco entertainment commission could do something similar by sending in mimes into neighborhoods known for night life. the goal would be to use theater and dance to raise awareness about noise pollution. the entertainment commission says the plan is just an exploratory phase right now. >> really? >> so don't be scared. >> no, they do freak me out, please stop that. it is 5:07 right now. still ahead, a little rest for the weary. how you can celebrate the tax deadline with all kinds of free stuff. and a tiny little fine for google. a live look outside. golden gate bridge, nice temperatures heading our way. it's going to finally feel like spring, it sounds like. >> very nice to hear. and for all the latest news,

welcome back, everyone. we give you a live look in downtown san jose. the sharks lining up for that quest. they're hosting the blues in game three of the playoff series, the first home game so far. good luck to the sharks tonight. it is 5:10. it's also an emotional day as the coast guard suspends their search. "today in the bay's" bob redell is live with more on the crew lost at sea. >> reporter: last night around sunset, the coast guard did call off the search for an area

around the islands, which is about 30 miles outside the golden gate. coast guard says they spent about 30 hours this weekend searching an area that covers roughly 5,000 square miles for these four missing sailors onboard the low-speed chase. that's a 38-foot racing sailboat seen here on youtube. a video that's posted before the weekend. on saturday during a race around, huge waves slammed the boat into the rocks, several sailors were knocked into the rough seas, including mark from belvedere. the coast guard was able to recover his body. alan kahill is still missing as are two other women and one man. >> now we've lost not only like these amazing, beautiful human beings, but the top sailors in our entire county. if anyone could've made it, they should have made it. it's just not right.

>> in this image captured from coast guard video, you can see that rescuers used a helicopter to retrieve at least one of the sailors, the survivors were cold and bruised, one broke his leg. the missing sailors were wearing life preservers and weather gear, but nothing to protect them from the ocean's very cold temperature. last night about 400 people held a vigil at the san francisco yacht club in belvedere where some of the sailors were members. reporting live here vista point, marin county, bob redell, "today in the bay." employees at yahoo will find out more about the future of their company, more with that and the rest of the business news. >> good morning. kind of a preview of changes last week. he's restructuring yahoo, hopefully to reinvigorate the company. but we're going to find out a lot more tomorrow. that's when yahoo reports its quarterly profits. and if things go as expected, thompson will get on the phone with reporters for a conference call and answer some tough

questions about what he intends to do with the ailing company now that he's cut 2,000 people from its payroll. over the weekend, we learned the government wants to fine google for not being more straightforward. in washington's investigation into what data those google cars collected. google cars do more than just take pictures. they record the names of wi-fi networks too. years ago those same cars actually recorded some of the data on people's wi-fi networks and that sparked the investigation. google says one guy added the computer code to the cars which caused them to take in too much information. but that one engineer won't cooperate with the government investigators pleading his fifth amendment rights. remember, the government case is a civil case, but if you admit to something in civil court you can end up in criminal court. well, we talked in the past year about the so-called p.i.g.s. portugal, italy,

greece, and spain. jackie joins us from cnbc. today we concentrate on the "s," spain. >> that's right, scott. good morning to you. the futures are a touch higher here in the states. that's where we'll start as wall street comes off its worst week of the year. investors as you mentioned continue to keep an eye on the debt crisis with the focus on spain. spiking to levels that make it difficult for the country to refinance its debt. spain, of course, is europe's fifth largest economy and that's why it's of concern right now. the asian markets fell overnight, european markets a touch higher. in the u.s., we're going to get data on retail sales and housing and citigroup has just reported its earnings beating on on the bottom line, $1.11 a share but seeing revenues about 47%. the stock is trading lower in the premarket. we saw the dow falling nearly 137 points on friday to close at 12,849. and the nasdaq lost 44 points to close at 3,011.

and the senate today holding a procedural vote this afternoon on the so-called buffet rule named after billionaire investor warren buffett requiring people who make more than $1 million a year to pay at least 30% in income taxes, to raise money to reduce the u.s. deficit. republicans, of course, opposing the bill saying it would hurt small businesses and the job creators in this country. scott, back over to you. >> jackie, thank you much. coming up in a bit. reid hastings angry about the internet. we'll look at that ahead. >> thank you very much. restaurants in the bay area trying to help people stomach the pain of filing those dreaded income taxes. tomorrow, arby's giving out free curly fries if you like their facebook page. and liking panda express will give you a free serving of shanghai angus steak. visit chili's for a free appetizer or dessert.

pf chang's giving out a 15% discount on all orders to try to ease the sting of tax day. and a little reminder here, the offer's only valid tomorrow. >> okay. interesting cornucopia of selection if you happen to eat them all at once. nice forecast ahead. let's check in with christina loren. >> yeah, you might want to make those outdoor plans this week. that's really good-looking weather. you deserve it after getting through last week. i would have to say thursday into friday probably the most severe weather day. you made it through as a stark contrast this week we're talking about sunshine, 70s, quiet weather pattern. that lasts well into this week. in fact, we've got a warm up on the way. getting too hot for some people come this friday. we're in the 50s, so nice and mild start. right by the water, comfortable conditions, we'll be at about 62 in fremont as you break for lunch, 59 degrees in oakland rounding out the day. in the upper 60s even in places like oakland.

70 in fremont and 73 degrees is the forecasted high. things start to change just a touch for tuesday and wednesday. we're going to see more of an onshore flow as an area of low pressure rides to our north. still have pressure fully in control. that sunshine will be out. we're going to have to get through fog tomorrow morning. same thing for wednesday, but then, hey, things really start to change as high pressure sets up. driving that offshore flow for the second half of the week. and what that means is we're going to see those winds pump from land to sea warming as they do so. so potentially talking about the mid-80s as of thursday looking more like the 90s in the warmest spots across the bay as of friday. we'll cool you off just a touch for saturday and sunday. 80 degrees on saturday. now sunday, things do start to change quite a bit. an area of low pressure is not only going to bring in that additional cloud cover, that marine, that a.c. we get naturally, that marine air. but it's also going to be a day where we might see light scattered showers for the second half of your sunday up in the north bay.

if you're already thinking about the north bay, saturday's the day for your outdoor plans, 80 degrees. he's back, it's green week, the good thing, mike, if people want to ride their bike to work this week, it's not going to come pouring down on them. >> i'm also thinking about the weekend. can't get enough of weekdays off. we're looking over here at the southbound direction for 680, though. we are following this accident between stone ridge, reports of a vehicle overturned several times. a dodge charger reported blocking a fast lane as you're heading southbound. we see the slowing right here. we do have a crew. our camera man heading out there to check things out and will give us a report on the update once he gets there because there are two chp units there, as well to give us more information. we do have slowing, as well, westbound 580 toward about north flynn. that's also unexpected slowing for folks. this is monday after a lot of spring breaks are coming back into school and a lot of folks coming back into business. we may see more slowing as these folks make their way down towards that transition.

meanwhile, south of there, 680 and 880 both move smoothly into san jose. but 101 northbound at 13th, reports of a hit-and-run accident. one party on the scene filing paperwork off the lanes, off to the shoulder, might be a little distraction, but not causing problems for this portion of your commute. up toward the east bay. still watching westbound appian way. sounds like they're going to wait until daylight to pull that off the hillside. but i'll let you know if they have to block any lanes during the morning commute. a smooth drive approaching the bay bridge and no metering lights. too early for that. live look outside, we'll show you what things are like. in this north bay, southbound so 1 ba 101. back to you. >> thank you very much, mike. well, starting today, a popular convenience store will make it less convenient for minors to buy a pack of smokes or alcohol. seven-eleven has equipped all

welcome back, everyone. beautiful live look outside from san francisco this morning. nice temperatures. finally it'll feel like spring. we'll check the forecast with christina coming up. jury selection starting this morning in the retrial of roger clemens. clemens accused of lying under oath during congressional testimony back in 2008. prosecutors say he did not tell the truth about never using performance-enhancing drugs during his career. last july, a judge declared that trial a mistrial after prosecutors showed jurors inadmissible evidence. if found guilty, clemens faces the possibility of up to 21 months in prison. one of the giants' most recognizable players down and out for the season, but certainly staying positive. brian wilson and his period will be off the mound for the entire season because of problems with his elbow. he says he'll still be in the presence of the locker room during the rest of the season.

and he's already coming up with ways to spend his time. >> better watch out i'll be upstairs in the booth. i'll be announcing games, maybe win an emmy. >> it actually would be pretty fun to hear him. getting second and third opinions on that elbow, but most likely he'll be heading for the second surgery of his career. doctors replace the ligament of your elbow from elsewhere in the body, usually from your forearm, hamstring or foot. they tend to get that injury because of a repetitive motion of throwing a baseball at high speeds. the surgery is named after tommy john who missed the 1975 season due to the replacement ligament surgery. good luck, wilson. >> as for the giants game itself, well, the orange and black feeling kind of down or all the way around. they couldn't hang on for the sweep against the pirates end up losing at home by final count of 4-1. look at that.

>> starting today csu professors and counselors will be heading to the ballot box voting on whether to authorize a strike at a dozen campuses. "today in the bay" live in hayward with exactly what they're fighting for. good morning, christie. >> reporter: good morning, john. they're upset and it's not unlike what we've heard before from students. they're saying that they're being asked to take a hit while those at the top are not. and, in fact, are getting raises at some of the campus presidents they say to the tune of about 10%. so starting today, what's happening here and at a number of campuses is that they're going to start taking a vote according to the california faculty association. 24,000 professors, librarians anden counselors from 23 campuses will vote on whether to authorize a two-day strike. they've been without a contract since 2010 and one of the key issues is freezing salaries at the current levels. a csu spokesman says it's really

early to start talking about a strike while they're at the bargaining table. the system has lost already about $1 billion in state funding since 2008. they slashed student admissions and hiked tuition, which has sparked some demonstrations and classes. a board of trustee meetings of the price of a csu education has risen steadily over the past few years. faculty is considering rolling strikes that would move from one campus to each other campus. the voting goes on until april 27th. but they haven't said if approved which days they might strike. reporting live in hayward, christie smith, "today in the bay." >> it is 5:31 right now. this morning, a second grade teacher is dead. reportedly shot and killed by her husband. investigators say the man shot his wife then turned the gun on himself as she was walking out of an attorney's office on keller street sunday afternoon. the 43-year-old woman was

pronounced dead just a few hours later. friends of the couple told a press that the pair had marital problems and some said they were in the process of getting a divorce. a canine officer suing city hall and the police department over the disciplinary action taken against him. david ray was the subject of an internal police investigation after an incident last july which he and possibly other officers accessed pictures from a suspect's smartphone. she says he deleted pictures of her and uploaded a partially naked photo from her phone to her facebook account. reyes said he made a mistake deleting the photos but accuses the city and police department of violating a law that guarantees certain rights to officers being investigated. the coast guard is suspending efforts today to search for several missing boaters. bob redell is live in marin county with an update on what's turning out to be certainly emotional day for the family

members. >> reporter: here we are hours after a vigil last night. 400 people, friends of these sailors attending a vigil. the san francisco yacht club north of belvedere. the coast guard did call off the search, an area around the islands just outside the golden gate by about 30 miles. they were on the low-speed chase of a 30-foot racing sailboat. you can see it here posted before the weekend on saturday during a race around, huge waves swamped the boat, slammed it into the rocks. the coast guard was able to recover a body. alan kahill is still missing, as are two other men and one woman.

the survivors, they were cold, severely bruised, one person broke his leg. the missing sailors, they were wearing life preservers and weather gear, but nothing to protect them from the ocean's very cold temperatures. reporting live here atavist that point in marin county, "today in the bay." one of the biggest retailers in america closing two stores right here in the bay area. best buy says it's now working on finding the employees of the two bay area locations and other positions within the company. back in march, the company announced it would shut down 50 stores across the country by the end of this summer. it is 5:34 right now. soon oakland voters could have their say on term limits and voting. some council members are considering a measure for the november ballot that would limit council members and the city

attorney to three consecutive four-year terms in office. another initiative for the ballot would repeal rank-choice voting in mayoral and city attorney elections. instead, those races would go back to the general election early in the year followed by a runoff election in november. rank choice voting was approved in 2006, but the system has certainly faced some harsh criticism since mayor jean quan beat the state senator, even though perada was a top choice of more voters. the golden gate bridge turning 75 next month. burr starting tonight, the southern approach at doyle drive will be torn down. tonight through april 27th, caltrans crews shutting down the far right northbound lane of doyle drive. it'll be closed weeknights and mornings between 8:00 p.m. and noon. on weeknights or actually weekend nights closed from 9:00 p.m. until noon. the demolition work is needed to prepare for a full closure of doyle drive starting april 27th

through april 30th. >> close and open the windows, though, i think we're going to have a nice temperature this week. air out that house and spring cleaning, christina. >> we've got really good weather. any sort of gardening you've been putting off because of that wet weather, you'll want to get outdoors and plant this week because we've got some gorgeous conditions. and we're going to maintain this fair stretch of weather through the upcoming weekend. getting a little bit toasty by friday. you're at 50 degrees in san francisco, at about 8:00 a.m., we're talking about the low 50s. inland bay and at the coast. by noon, mid-60s, comfortable day today, and if you wanted to hit the beach, you could do so comfortably and forecasting about 69 degrees in santa cruz. high pressure is in control. but we've got this area of low pressure that's going to try to break down that ridge and inch its way to the bay area. however, not going to happen, we'll see the tail end come through. as a result, maybe some showers up in the north bay. we'll talk about that when i get to my future cast. the bigger weather story this week is the major pattern shift.

temperatures climbing into the 90s in some cities as we round out the week. i'll take you through that forecast. lots to talk about there. 5:36. let's see what's happening on the roads. well, great weather looks like it's ahead. but the roadways, we've got to get to work through this congestion. a sig alert, still have the fast lane blocked between stone ridge, an overturned vehicle blocking your fast lane, chp on scene. reports of injuries, but no more detail than that. from dublin in towards sunol, unusually slow because of this sig alert. a new one westbound 580. it's in your center divide. it will be a distraction. and you already see slowing past north livermore and also coming in towards north flynn for a 15 to 16-minute drive and building toward that same dublin interchange where i showed you the slowing and the sig alert. 580 is slow from hillcrest where you have construction on the eastbound side, westbound the

attack said they were carried out by a group of fighters with ties to the taliban and al qaeda. eight policemen, three civilians, and 36 insurgents died in those attacks in kabul. now to north korea where that country's young leader surprised the nation and the rest of the world by speaking publicly for the very first time. something his father did only once. >> military troops marching and missiles were displayed to carriers as kim jung-un. a nuclear-armed nation. u.s. officials believe north korea has about ten nuclear weapons. this morning, the

tornado-ravaged state of oklahoma, a sixth person was found dead. 24 people were hurt after more than 100 tornadoes ripped through the plains this weekend. news came out that the warning sirens in the city were damaged and did not sound as that brutal twister came in. >> i've thought about that ever since i found out that we lost five people. i would think it would have helped, yes. >> obviously emotionally touched there. it'll be a long recovery process as survivors continue to pick up the pieces of what's left behind of their lives now just filled with destruction. tragic. tragic. >> the prewarning days in advance helped some. >> that's the same system that brought all the lightning. and that system -- this is what typically happens. we watch these systems amplify

the idea. netflix founder and ceo reid hastings lashing out against competitors this morning. sounds like he's extremely angry at comcast. >> yeah, hastings, john, doesn't think comcast is playing fair. comcast recently announced it would not cap the amount of data you use if you use its xfinity app to watch videos. seen in an earlier interview says that's patently unfair. his netflix service and every other service is kept. watch too many netflix movies and you'll get an extra bill. hastings says on his facebook page today if i watch last night's snl episode on my xbox through the hulu app, it eats one gigabyte of my cap, but if i watch the same episode through the xfinity xbox app, it doesn't eat that at all. now the idea that all data should be treated the same, net neutrality, hastings says
