good morning, i'm kris sanchez. coming up on "today in the bay" we're following developing news where a power outage haus pg & e customers wondering why. and we'll hear from experts about why some bay area politicians who face scandal survive, and others do not politically. it was unusually warm yesterday, but will today be another scorcher? we'll look at how those temperatures are expected to shape up. this is "today in the bay." and here's our live camera on treasure island looking at the city this morning, you can see a bit of that fog bank that rob is going to elaborate on

that's cooling things down just a bit on this sunday morning. thanks so much for joining us. i'm kris sanchez, happy earth day. we have? events you can visit and get involved in if you want later, but first that forecast with rob mayeda. if you're going to roll up your sleeves -- >> it was a little hot. this morning, it's still kind of mild inland, we have some low 60s around livermore, but a strengthening sea breeze will start to cool things down. we're starting to see some of that low-level cloud cover spilling into the bay area. hour by hour you'll notice the clouds will break up a bit, and then the low clouds filling in, not just low clouds, but some mist on the coast. by tomorrow morning punching all the way into stockton and modesto. today 70s and 80s inland, 60s on

the coast. we'll start to see some cooling today. livermore still near 85, but i think we'll take off 5 to 10 degrees for most of the bay area, but a sneak preview of tomorrow and the week ahead, this westerly system is approaches the coach, bringing an increased chance of rain and much cooler temperature. we'll talk about the forecast in just a few minutes. it was a hot day yesterday. certainly we got on the for some volunteer out in milpitas for us. first some developing news. at this hour, power is till out in parts of mountainview and has been out since last night. pg & e says the cause is a downed power like which happened near 1300 montecito. at the start of the outage last night around 7:30, more than 3,000 customers were in the dark, certainly lots of people talking about it on twitter and

facebook. we talked with pg & e. they say power should be back on for everyone by 9:00 this morning, but with another day that's going to be quite warm, consider leaving your pets outside, windows open or perhaps go visit a friend if you have an elderly folks with you, or if you are susceptible to heat, make sure you find someplace to stay cool. meantime in san mateo, the lights are once again on again after a power outage which killed a man. a downed power line felt other the 55-year-old's truck when he was drive on lodi avenue friday evening. he got out to move the line and when he touched it, he was electric roe cuted. pg & e says this is a good reminder if you ever see a power line down, stay away and call them to let them handled. one person is fighting for

his life this morning. the shooting happened around midnight near galvez and third street. police say a man suffered critical injuries in the shooting and was rushed to a nearby hospital. no other injuries are reported. police are searching for the person who opened fired. and now to the scandal involving an al immediate ra county supervisor. drugs and state treasurer. it took another unexpected turn. nadia lockyer gave he resignation and then a somewhat bizarre interview, where she requested music be played in the background. >> i loved being supervisor. i think i did a hell of a job. >> she is married to state treasurer bill lockyer. she went on to say she stepped down, she entered rehab for drug and alcohol addiction and a sex scandal in which he claimed an

exboyfriend assaulted her in a newark hotel room. several bay area politicians have recently found themselves surrounded by controversy, in some case the scanned alwayses have ended careers. in others, folks have weathered the scrutiny. today's monte francis talks to two experts. >> reporter: menlo college political professor says is the tearful resignation does not endear her to her constituents, but instead could preclue lockyer from ever running again. >> she's acting like it was done to her, she's not accepting responsibility, and i think that hurts politicians, so drama, the music and the tearfulness. >> also michael son says there's a double standard when it comes to sex scandals. >> when a woman commits a sex

scandal, the public is a lot less forgiving. >> gachb newsom survived and is now tlohriving. sam singer -- >> he had an affair, admitted to a drinking problem, he signed himself into some sort of rehab, got himself better, he's lieutenant governor today with a great career in front of him. >> everything you have heard and read is true. >> reporter: in contrast to, singer points to sheriff as someone who has mishandled his scandal, and singer believes mcrimmie is likely to lose his job. >> he's too little too late. the time to fight was when he first got accused of manhandling his life. after he pled guilty, he's trying to tell been everyone he's innocent, just won't fly. >> whether you're convicted

of -- or whether you're a governor who fathered a child outside the marriage, they both say the principle is the same. >> the best thing you can do if you're an elected official is to face up to the news media, admit your mistakes and move on. >> the reactions allow voters to see what kind of person this is. all right? it's not just the scandal itself, not just the financial xwro prity or the abuse of power, it's okay, they got caught, how are they reacting to it? the professor says the other important factor is the reservoir of support that they have from trar constituents. in the case of gavin newsom, that support was there, and this helped weather the scandal. now on to another scandal involving the secret service and prostitutes. a prominent republican senator is asking whether other american officials may have been involved. so far six agents have been fired, hundreds of people

interviewed, but in a video posted on facebook, senator check grassley lashed out at the secret service, and he's calling for a broader investigation. greatly wants hotel records checked for white house advance staff and communications personnel who were in colombia at the time of the scandal. >> i've always said that if heads don't roll, then at the culture of a federal agency will never change. >> i have no reason to believe. i do not know otherwise thisinvolved anything bus the -- >> 11 members are reportly under investigation for misconduct in colombia as well. the east bay is remembering a tragedy which teaked an entire generation. the 10th annual holocaust remembrance day will be held today in burkely at noon. ted at the magnes collection of jewish art and life. two survivors will be honored

during that ceremony. this is part of a week-long nationwide observance of the holocaust. the bay area is looking more green today, as many cities are taking part in earth day celebrations. san how says hacienda elementary will be giving tours of the one-acre outdoor class rom. san francisco is celebrating earth day with workshops and an ecofashion show at civic center plaza. in berkeley they will hold an earth day march and community pick any as ohlone park, ands yu can head with drake beach clean upat point reyes. the team will gives out seedlings in the first 10,000 fans attending today's game will get them. the a's are one of the greenest teams in baseball. they were the first baseball club to ditch plastic cups. they also recycle more than 330,000 tons of trash last year.

we see some clouds that weren't there yesterday, so our temperatures will be a bit lower. rain is still in the forecast, but not for a few more days. we'll talk with rob about that. news this morning u.s. secret compromised? rain claims it's copying a u.s. drone. iran media reports that its military has started to build a copy of a spy drone it captured last december after breaking the software encryption. a senior iranian commander says engineers are in the final stages of decoding the data, but washington says security systems will make it unlikely for iran to get available information from the lockheed drone. in bahrain, they're overshadowing the formula one grand prix. and the. bahrain's shiite majority wants to break the near monopoly

did i want and if you ever need someone to put of shelves, kris knows how. >> it was fun. a nice event. boy it was a warm one, 80s and 90s yesterday. this morning we're starting to see some changes, the low clouds pumping in across the peninsula. 62 in san jose. look at livermore, also in the 60s this morning. what's happening is the marine layer will thicken up a bit towards the afternoon, so we'll see widespread cooling for the coast this afternoon. the sea breeze turns stronger, but the inland higher elevations valleys, and some hilltops may still mac a run at the mid 80s. as we go through the afternoon. so today we're starting the cooling trend, especially for the coast, where you have some mist and follow. it's a real easy way to have that fog and mist. we're seeing a bit of that this

morning. a big drop in temperatures, that is one of the places it should cool off. as we go through the next few days, we continue to see cooling. the thing that's responsible may actually toss a few showers or way. more than showers you're seeing on the east coast. it will be a mess as we look at snow and heavy rain, things turn more active into showers. that during the day tomorrow, it's going to increase mid level moisture, which we're seeing right there. as it moves into the north bay, we could see an isolated thundershowers. this would be maybe monday late afternoon into tuesday. then plan on rain for thursday. so this is the pattern we had yesterday. it is moving away from the bay area. the heat into southern california and southern arizona, the ocean's air conditioning turning on. so some cooling today. again the north bay hills, maybe even the east bay hills could see an isolated shower in terms

of those possible thundershowers, and then that system that's sitting offshore will slide through wednesday into thursday. that will bring us a chance of sees some rain. here you go. low clouds on the coast, punching all the way into the central valley. we will see mist and drizzle. today some of those low clouds lead to cooling. 10s and 80s. still a little warm out towards livermore, but notice the cooling around the inner bay. that's where we're see a big drop in temperatures. we'll continue the drop, in fact it will feel quite cool on thursday. we'll see real rain, not just scattered showers, and the timing works out pretty good, because we should be clearing out as we get towards next weekend. so, yes, the weather roller coaster. >> are you a hands up or hold on kind of guy. >> hold on, especially with a 30-degree temperature drop.

there are change in the tender loin neighborhood. open spaces coming to one of the bay area's densest neighborhoods, and how it's transforming the neighborhood there. >> a lot of -- >> reporter: when you think of the gritty tenderloin you probably don't picture rolling grasslands or spacious playgrounds. for tracy martinez, bodecker park sits in the middle of one of the city's densest and most troubled neighborhoods. while it's offering up open spaces as a rare commodity in the urban core, activists say the layout needs some work. >> right now the park is so fenced in into different areas, it's ugly, black fences here, and many people have said this

reminds me of a prison. >> reporter: the park has become a hodgepodge of add-ones since it opened in the '80s, but now it's about to get a second life. >> this is going to be a much bigger lawn where you can run, jump, play and skip. >> reporter: the trust for public land, the group devoted to preserving open space across the u.s. has taken an interest in boedecher park. it's a campaign to give it a facelift. >> this is their backyard where they can run, play, get out or breathe fresh air. >> reporter: at the remove many of the men that'sing black fences, add a soccer feet basket bought court, outdoor gym. >> and biocoils will capture about 95% of the stormwater. >> reporter: in a neighborhood where many families lives in

single-occupancy hotels, activists say it's a luxury that -- >> where you can stretch out and run around, and it's okay to run around, you know, you can't calculate the importance. >> reporter: the city says the down side is the park will close for nearly two years following an august groundbreaking. in the end there are hopes this rolling green space will bear little resemblance to the concrete world around it. joe rho sato jr., kntv. we did some volunteer work this weekend. comcast is nbc's parent company, so the nbc bay area family got to work. in san jose, motivated hundreds of people to roll up their sleeves. laura talked with comcast cable president kneale smith about the company's efforts. >> this is the best day in the company.

starbucks is changing the recipe after customers were left feeling as bug-eyed. the seattle-based company will stop using food colors made of dried tropical beetles. it started using the dye in january after approval from the fda. temperature products have the same coloring. the vegan community started an online petition after learning of the use.

we still have mild area around the trivalley and santa clara valley, eventually we'll see it turn on. the real indicators would be san francisco and fair field. for the afternoon, sea breeze will pick up, low clouds on the coast. and watch this punch right through into the central valley. that's the marine push to reall drizzle very likely for the cost at times today. mostly 60s on the coast. 60s to low 70s, places like livermore, though, still the cooling we're seeing today is going to be, well, that's one of the changes we'll see early in the week, chants mountain thunder and rain. we're talking real rain coming back to the fraismt. it's hard to believe with the 80s and 90s yesterday. we'll walk you through the timing. a reminder it's still spring, which means we spring back and

forth between winter and summer. >> we'll bounce around with you. thank you very much. power is still out in mountainview. pg & e says the cause of that power outage is a downed power line. it happened near montecito avenue and shoreline boulevard. right now 318 homes and businesses are without power, but at the start of the outage, more than 3,000 customers were left in the dark. power should be back on for everyone by 9:00 this morning, or so says pg & e to us. in san mateo, the lights are back on after a man was electrocuted. the downed power line fell over his truck while droves on norfolk street. when he got out to remove the line, he touched it and suffered major injuries. he later died at stanford dical center. pg & e is issuing a reminder if you ever seen a downed power

line, stay away, keep animals away, let the pros handle it. an overnight shooting in a san francisco bay area neighborhood has a man fighting for his life. it happened near galvez and third. police are searching for the person who opened fired. some sex scandals to allegations of domestic abuse, several bay area politicians have recently found themselves in a whirled wind of controversy. in the case of nadia lockyer, an al immediate ra supervisor, she was not able to survive the scandal and resigned from her post. both other politicians such as gavin newsom have been able to survive personal scandals, now thriving. sam singer, who is often called in to handled problems, said -- singer says he should have

with a setback. they are now on probation. the bureau of land management put the event on probation, because it exceeded its crowd cap last year. a limited number of tickets this year caused a whole host of other problems. it's the first time they've been on probation since moving from san francisco to nevada as blackrock desert in 1990. burning man is the festival that happens every year in late summer. the fbi is warning that hundreds of thousands of people could lose their internet connection this summer if they don't act now, hackers invested computers worldwide through an online advertising scam, about you in an highly unusual move, the detectives set up a safety net. the problem now is that the system for that safety net is scheduled to be shut down in july. before that happens, the fbi is urging people to visit a special website that will let you know if you are a potential victim, and if so, how to fix it.

good morning to you. looking live at the shoreline there in the distance, sometimes that's a nice ways to see it, from the outside looking in, to takes in all the butte from from afar. six weeks from now, voters will decide the fate of several candidates and issues, one of which is proposition 29 known as the california cancer research act. for more on this initiative, let's bring in larry gersten and talk first about the basics. there are a lot of propositions. >> we're lucky this time. statewide there's only two. this time take a breather. proposition 29 will add, if it's

passed, a dollar per pack to every pack of cigarettes. that will bring in a total, by the way of $850 million annually, just like the title of the act, it would be dedicated, those dollars, specifically to cancer research. so we'll see. californians, by the way, last raised their tobacco taxes, what, 1998? so it's been a while. california ranks now 33rd among the 50 states in tobacco taxes, so proponents say it's too many to see if we can tack some on. >> i don't smoke, but last time i passed by a liquor store, they're very expensive as it is, $5, $6? it seems to affect certainly communities. if you are a smoker and don't make a lot of money, it's kind of a disproportionate tax, and like east coast, it's $7, $8 a

pack, so you're talking serious business. >> and the pros and consequence to raise money this way? ivities it's pretty straightforward, in terms of a change. proponents say there's not enough money in the budget to dedicate money for cancer. by increasing the cost, something else will happen, they say. if you increase the costs, we know there are studies that show the higher the cost, the less likely people are inclined to smoke. that's not only going to help them, but everyone else around in terms of secondary smoke. so that's the deal there. opponents say, well, listen, how much tax are you going to throw on us. again and again you're talksing us. they say, look, by adding a dollar, you're penalizing smokers.

1234r50 welcome back. we went from august yesterday, now back into april. temperatures for most of the bay area, look at that. we have the fog machine cranked up around the golden gate bridge with misty skies there, some schooling around, but i want to show you the temperature map. you can see some of the hills still in the yellow. waking up in the mid 60s this morning, so the marine layer is very compressed. it will thicken up to the asp. thanks to a stronger sea breeze for the coast in the inner bay, a lot of cooling today, spilling up toward the north bay. 70s to mid 80s. the trend will certainly by

cooler this week, a chance of seeing some showers, which was really quite strong is starting to move off to the east. mid level moisture approaches the coast. in addition to the cooling, one of the things we'll have to watch as early as tomorrow for the hills mainly north of sonoma county, we could see some mountain thunder and the temperatures for the rest of the week will continue to drop off. pretty good chance of rain for wednesday night and thursday. around the bay area it will be about watching the low clouds punching inland tonight, mist and drizzle vly vkeli for tomorrow morning. and then that sea breeze is actually going to cool things off. we'll see the winds picking up later today. of 10s in and around san francisco. the coast and 70s inland, as we cool things off to start the
