garcia-cannon. >> good morning, everybody, i'm john kelley. we are following developing news out of the east bay where federal agents are at the scene of a massive pot bust and overnight raid at an oakland warehouse. christie smith joining us live from oakland where the dea has joined local authorities in that investigation. good morning, christie. >> reporter: good morning to you, john. yeah, the dea was out here earlier. right now, seeing a lot of oakland police officers inside this warehouse. the lights keep going on and off, but i think what's happening right now if we can take a look, this truck coming up. there are a number of garbage bags on the back of it. i asked an officer earlier what was in those garbage bags and he told me marijuana plants. one officer said there are over 1,000 plants inside the building. part of an ongoing investigation here at 89th avenue and g street, tucked away in east oakland. the dea was here earlier, one officer says this started with a

s.w.a.t. operation. about 33 officers involved inside. they tell me they arrested ten people outside. they say another person was arrested with a gun, one of those people arrested, they tell me, was a woman. they also say they found multiple weapons here, dogs, pit bulls, marijuana grow equipment, lights. we asked one officer if this could be part of a medical marijuana operation. he said he didn't think so. he also said he thinks they're going to be out here for at least another hour clearing out the warehouse. that's the latest from here reporting live in oakland, christie smith, "today in the bay." 5:01. this morning, a north bay family had repairs to make after the home was sprayed by bullets. police still on the lookout for whoever shot at the home on wednesday on robinhood drive. several people inside the home at the time, but no one was injured. officers searched a nearby hill but didn't find anyone. well, east bay parents on

high alert this morning after a student was approached by a suspicious man on her way to school. pleasant hill middle school sent out a note to parents about that incident monday morning and an 8-year-old girl was on campus when a man approached her for directions. and he asked her for her name, address, and whether she had a boyfriend. the girl just walked away. 5:02 this morning, a grisly discovery could be linked to a yacht crash. the body was discovered near the cliffs. investigators are working to see if that body may be a missing sailor. an autopsy is being performed. authorities say it is a male, appears to have been in the water for two weeks. happening right now, an emotional testimony in that trial against the right-wing extremist who confessed to killing dozens of people in that massacre over in norway. marla tellez in our newsroom

following the developments. >> good morning. survivors are taking the stand in the trial against anders breivik. he's the 33-year-old who admits to killing 77 people in norway last summer. among the survivors, a 24-year-old woman testifying today she was just 23 feet from the bombing outside a government building. she was left in a coma for a month and woke with amnesia. the key issue for the court to decide is whether breivik is mentally competent. well, graphic protests in south korea this morning, we're going to spare you the close-up shots, but we can tell you getting very violent with a cut out of kim jong-un. demonstrators say they're angry over the north's threat to reduce the south's government to ashes. and dozens of people gathering to recognize the worst nuclear disaster in history. 26 years old today was the reactor explosion at chernobyl.

the radiation effects about 400 times more potent than the bomb dropped on hiroshima. 26 years later, the reactors are being decommissioned, and that will take a while to complete. >> thank you very much. plans to develop land on hold in the east bay because of the occupy movement. uc berkeley owns 10 acres of farmland known as the gil tract. protesters have been camping out on that land all week long protesting along with a whole foods store on a portion of that land. the university now asking the city to postpone its consideration of the plan because of the campers. 5:04. within hours, the oldest rail cars in the country could be on their way to a major revamp. b.a.r.t. officials are set to recommend to build the fleet of the future. bob redell joins us live from fremont this morning with more on the multibillion dollar contract. and stirring up some

controversy. good morning, bob. >> reporter: yeah, good morning, laura. b.a.r.t. will recommend that the canadian company be the company that builds the new b.a.r.t. cars, the ones that would replace the current cars we have up there. and you can see the new design in these drawings. these will replace the 40-year-old cars, they come with digital screens, easier to clean material, the contract would call for up to 775 cars at a cost of $2.5 billion. that's significant because it's about $184 million cheaper than the next highest bid. so why would there be any controversy? well, the second place bidder, this is a company out of france is promising to use more american-made parts than bombardie. even after taking that into consideration, they still scored higher and financially it's a better deal for commuters.

not content with this decision gave us a heads up that it will be making a "significant announceme announcement" during this morning's board meeting. the federal trarnsit administration requires 60% of the cost does go to american-made components. and in this instance, all three bidders exceeded that requirement. so today the staff will make its recommendation to the board and then next month the board is expected to decide, make it a decision on whether it'll accept that recommendation. if it doesn't accept that recommendation, then the bidding process would have to start over. but if they do accept, these new rail cars would be online starting in 2015. reporting live here outside fremont b.a.r.t., bob redell. >> thanks for the update, bob. let's check in with christina loren. seems like the rain is rolling out. >> it is. you saw bob redell out there

live. he doesn't choose to use the umbrella, but you also saw his head glistening a little bit. it's moist out there. if you don't want to get your clothes damaged by the moisture, bring that umbrella. i want to point out some more of the more impressive totals in the south bay. we needed the rain so badly down here in the south bay and we picked up quite a bit. san jose just below 1/4 of an inch. and san francisco, that goes for you, as well. but hey, a little more rain on the way and any drop in the bucket helps with our deficit. we're about 50% of average here in the bay area. as we head throughout this weekend, we've got a gorgeous, gorgeous sunny weekend shaping up with temperatures in the 80s. two more weekdays to get through. today, spotty showers, that'll be early. we're going to see clearing by noon today and then for tomorrow, 70s, the weekend, we really warm you up. it's going to be kind of cloudy today. you'll need that jacket likely by the bay and at the coast. let's check your drive at 5:07 and see if there's any problems because of those showers with mike. >> let's show folks the oakland camera.

i did tell you that oakland 880 was traveling smoothly as far as the reports go. glistening roadway. that'll create an issue with visibility as well as the water kicking up off the road on to your windshield and the mist, you'll use the windshield wipers. back out to the maps, and there was an incident south of there, southbound 280, the lanes have been cleared. all activity has gone from the shoulder. but a little bit of slowing at the transition. watch those transitions anyway because of the on and off ramps especially an issue as you're making that turn and slick conditions hit you. 580, smooth drive westbound continues, eastbound, slowing out of livermore, that is clearing up now. so we're back up to the limit in both directions for that commute spot through the tri-valley. and highway 4, no slowing yet. the last couple of days we saw early slowing westbound, but this morning, we're holding steady for antioch into the 60s. that's great news. watch those wet roads, guys, that could be an issue, back to you. >> thanks, mike. right now, 5:08.

welcome back, everyone. good thursday morning to you. kind of a drizzly start across the bay area. hoping for clearing skies. 5:12. there was a new survey showing a slim majority of california voters support the governor's proposed tax hike to fund education. 54% support temporarily raising the state sales tax by half cent for four years. the proposal would also raise income tax for those earning more than $250,000 per year. the public policy institute poll found 39% oppose the ballot measure. that very same poll shows 80% of californians oppose the automatic cuts to k-12 education which would result if that november tax initiative fails. now the governor's approval rating at 43% among adults and 47% among likely voters. the latest bay area ipo disappointed investors. scott mcgrew -- >> i don't want anybody to lose

money. but the first day of trading for south san francisco's envivio is instructive. this less than a week after a different bay area company called splunk doubled in the first day. what can we make of this? possibly that investors are rational. that we are not seeing ipo fever where everyone jumps into a new stock because it's a new stock. we may be seeing people acting like grown-ups. top administration officials are advising president obama to veto a bill making its way through congress the cyber intelligence sharing and protection act. now this law which has strong opposition among civil liberties groups would allow the government and various cyber security companies to share information about hack attacks and other threats to the nation more easily. some critics worry the law would give the government more freedom to track internet traffic. well, it's thursday, we get

first-time jobless claims on thursday. just a few minutes from now, in fact. let's bring in jackie from cnbc headquarters. good morning, jackie. >> good morning, scott. well, the futures pointing to a lower open on wall street. after the markets closed up on wednesday, on the back of positive earnings from boeing and apple. there was also a muted reaction to the fed which left rates unchanged and upgraded the forecast to reflect an improving job market. the asian markets rose overnight, but the european markets are lower and pressuring us here in terms of the futures picture right now. we're going to data this morning on unemployment filings and pending home sales that will probably impact the markets. and we've gotten earnings from exxon mobil which missed estimates but pepsi and bristol-myers beat the street. dow rose, the nasdaq up 68 to 3,029. meantime, johnson & johnson's new ceo officially takes the reins today.

in interviews, he outlined his top priorities including overhauling the factories to fix some of the quality control issues that have led to massive recalls of consumer products like tylenol and motrin over the last three years. federal regulators have also asked to testify in a lawsuit claiming that j & j improperly marketed its schizophrenia drug for unapproved uses. and h & r block is closing 200 underperforming stores. the company's trying to streamline the businesses to focus on growing the digital tax market. for this completed tax season, handled 14.8 million customers at the stores, up 1% from last year and nearly 7.3 million people online. that was up 12% from last year. so streaming to online definitely going to help that business. back over to you. >> all right. thank you much. well, attention football fans, your twitter record set during the super bowl has been beaten by the other kind of football fan. fans watching the soccer game

happening out there right now. still lingering showers, very light, very spotty. not by any means widespread. as we head throughout the morning hours, the situation will continue to improve. so that's the good news. and some cities actually picked up a little bit over 1/2 inch of rain. that was it, though. as we head throughout the afternoon, we're going to continuously dry out. you'll see that sunshine by about 4:00 p.m. today. 59 degrees in sunnyvale, 56 in san mateo, 57 in san francisco. you don't need that heavy jacket. subtropical moisture, moisture from yesterday now producing a lot of rainfall in california. if you're headed toward los angeles, travel cautiously today. for us, we're talking about a few showers. we're going to warm you back up to the 70s tomorrow. we've got a good-looking weekend shaping up. future cast tells the story. stop the clock at noon, sunshine coming through places like santa rosa, even livermore getting the sun at that point. by 3:00 p.m., mostly sunny conditions and that's good news because temperatures are going to be on the cool side. we've got a cold blast behind the cold front that came

through. and that's going to keep your temperatures down today, but as high pressure moves in by tomorrow, we're right back up to 72 degrees inland. up to 80 on saturday, 81 degrees on sunday. you'll want to keep that spf 30 handy as we recommend because we will have a high uv index. coming up, we'll take a look at your pollen levels, those have improved. coming up first, let's check your drive with mike. >> those conditions have stayed mostly the same, christina. as you know, overnight rains haven't had that chance to dry off because there's no sunshine. and we're also seeing some of the drizzle and mist play with our sensors, we're sorting things out. this southbound 280 approaching 680. we see some slowing on the sensors but no incidents. i think this is one of those ghost situations with regard to the rain and causing some issues. so far, no problems for the south bay, i'll continue to track these blips. as they show up, we'll move up the lower bay shore and 101 and 280 moving smoothly. no delays. all overnight construction held off because of that rain in the

air. dumbarton bridge moving smoothly across the bay. show you the camera and literally there's the sign. it says slippery road conditions. that's what you're dealing with. the winds not so much of an issue. not a major problem. doyle drive will close starting friday tomorrow at 8:00 p.m. cutting off basically marina from the golden gate bridge. you'll get a lot of slowing through the city. right here, no slowing into the city, though. bay bridge, just fine this morning, guys. back to you. >> thank you for the update. that mystery surrounding aubrey huff is now over this morning. team officials say his absence is due to anxiety disorder. bruce bocce says huff is seeing a specialist down in florida for his condition and that treatment will continue in san francisco. dr. sonia kim is a certified e.r. physician who has never treated the baseball star but

lights. and again, the water on the roadway could be an issue. the slick conditions lowering your traction. until the sun comes up, gets a chance to dry things out. we'll send it back to you. >> great advice. well, there's proof this morning about what exactly caused that loud boom near lake tahoe over the weekend. nasa scientists suspected a meteor entering the atmosphere. and guess what? a man says he found some small pieces to back that up. the experts say it was likely the size of a small minivan when it actually streaked through the sky, but by the time it landed here on earth, there's nothing but pebbles. >> for about six hours and pulled in here and parked and was walking along the road and, bam, there it was. >> is it just me or does that guy have a bit of a brad pitt look? he says the meteorites may be older than our own sun. about 50 fall to earth about each year, but most of them end up out in the ocean or unpopulated areas. 5:25. still ahead, pot club crack

"today in the bay's" christie smith is there watching the massive law enforcement response move in. good morning.

>> reporter: good morning to you. oakland police are telling us this is one of the biggest marijuana grow operations they've ever seen very sophisticated. they say there were more than 1,000 plants here inside this warehouse. and just about 15 minutes ago, we saw them drive out of here with a flat bed truck that was filled with garbage bags full of marijuana plants. we were standing over there when that happened. and i can tell you that the smell was quite strong when that truck drove by. opd now telling us this operation has been going on for two months. last night at about 9:00, they arrived with their s.w.a.t. teams to this warehouse on 89th avenue and g street, an industrial neighborhood in east oakland. they say they arrested 11 people including one woman. they say that one person on the scene had a gun. they also seized multiple weapons here they're telling us there were dogs inside, pit bulls. the dea was here earlier, but this morning only opd, we asked

if this might somehow be tied to medical marijuana. the officer that we spoke with said he didn't think so. they told us they were going to be on scene for quite some time. but within the last few minutes or so, they all wrapped up and pulled out of here. reporting live in oakland, christie smith, "today in the bay." and more on this subject. this morning, the feds taking steps to crack down on two north bay pot dispensaries. filing legal paperwork to seize two properties in novato, these clinics are located right next to each other on redwood boulevard. employees at the green tiger tell the clinic is now shutting down. the green door says it will remain open unless it receives a district order to shut down. 5:31 this morning, the search is on for three men linked to a pair of hate crimes in san francisco. take a look at these police sketches. officers say these men yelled homophobic words at their

victims before attacking them. they all spoke with an east coast or foreign accent. police say the first victim was attacked march 29th at 2:30 in the morning on castro street. the second attack happened more than a week later at 10:40 at night near the intersection of market and gough street. two communities trying to rebuild after that deadly san bruno explosion. they will remain open at least until november. the school board says that's when it will revisit the possibility of actually closing the schools to help fight declining enrollment and to cut costs. community members say it's especially important to keep crestmore open because its attendance zone includes the area destroyed by the san bruno pipeline explosion. parents there asking the board to seek money to try and save the school from a recent $70 million settlement given to the city by pg & e. 5:32. it is one of the biggest decisions b.a.r.t. has ever made and it's facing major criticism.

this morning, b.a.r.t. officials are set to recommend a canadian firm build the next generation of rail cars. "today in the bay's" bob redell joins us live on one of the trains this morning with more on the multibillion dollar contract. and why it's causing such a stir. good morning, bob. >> yeah, good morning to you, laura. we're here, just got past hayward station heading north for the morning commute on a very soggy thursday morning. and if all goes as planned, these new rail cars will start coming online in 2015. and what a difference they would make according to b.a.r.t. for example, the seats would be much higher, you obviously wouldn't feel like you're sitting so low to the ground. you have more room to store your luggage. the materials would be much easier to clean. and there'd be a digital screen as we come into the bay fair station. digital screens that tell you what station you are coming into. it would be -- that would be the future of b.a.r.t. and to help you visualize, b.a.r.t. has released the artist

what's going to happen today at this meeting, staff has already said they're going to recommend bombardia, and the next month the board is expected to give a yay or nay. there doesn't seem to by in indication they will say no, but if they did, that would be a shock. cars replacing these that are the oldest in the country, 40 years old. reporting live, bob redell, "today in the bay." >> good to see you, bob. keeping comfortable out there. a rapid transit bus project barrelling forward this morning. ac transit approving a plan to speed bus service through oakland and san leandro. buses arriving every five minutes on the new nine-mile line and the new bus only lanes will be built along much of that route. construction all set to begin in 2014 with buses up and running

by 2016. >> all right. let's see if you've got to take your umbrella waiting for the bus this morning. checking that forecast with christina loren. >> yeah, i certainly would, especially if you don't want your clothes to get damaged. nice slick conditions along the golden gate bridge. when i show you the radar, it looks dry. we've got thick, low clouds, that drizzle, that mist you're so accustomed to, that's what's happening out there. we did have some light showers come through over the past two hours in the south bay, but those have since let up, and i can show you right now looking mostly dry. throughout the day today, though, we will have that drizzle and mist factor at least until about 9:00 a.m. few spotty showers also possible. areas to the south of i'd say redwood city, even mountain view, that's where we're expecting showers for the next few hours. this afternoon, cooler conditions than yesterday by about ten degrees, but we will clear you out. you'll get that sunshine, vitamin d' ba back in the forec. you'll need that jacket all day long.

inland at the bay and right by the water. 57 degrees at 4:00 p.m., 59 by the bay as you make your way home from work. check your drive at 5:37, get you to work on time with mike. the chp incident report clear of any incidents. however, the wet roads could play a factor. so allow, you know, your typical amount of time, maybe a little extra here. we're looking at 17-minute drive for slowing out of the altamont pass. a typical build for this thursday as folks head toward the dublin interchange. and castro valley moves smoothly. yellow means speeds are down towards the 40s. and that is an issue if you're traveling between 880 and 580. further north, we'll look at the crossing. the bay crossing and the bay bridge and a smooth drive here. but a good number of cars with these headlights heading left to right. no metering lights and no major delays, but this is a good, steady volume of traffic, but the winds are relatively calm

welcome back, everybody. thursday morning. that's a live look at the embarcadero out in san francisco. you see a little built of traffic happening in that camera shifting back and forth slightly. some rain, some wind out there. so be aware when you hit the road, 5:41. congress is set to vote on the plan to keep student loans from doubling. house speaker john boehner says the vote will happen friday. president obama's pushing for an interest rate freeze before those loans double july 1st. the republicans and democrats are torn about how to do it. >> stopping this from happening should be a no-brainer. >> let's fix the problems for young americans and leave the campaign theatrics for the fall. >> the republican bill up for vote tomorrow would pay for lower student loan rates by slashing funds from president obama's health plan. there's some encouraging news about the economy this morning. the federal reserve says it expects unemployment will slow down this year. but there's something that could pose a significant risk to the

growing economy. isn't that how it always works? bad with the good? well, "today in the bay's" tracie potts with more on the new outlook. good morning. >> hey, that risk would be inaction by congress if they don't do something about income taxes going up, social security taxes going up if they don't act this year. automatic budget cuts kicking in. it could post a significant risk to an improving economy. the new outlook quite rosy for this year, 2.9% economic growth, unemployment they say may drop to 7.8%. they think the warm weather in march actually helped out a bit with construction. and so obama administration officials are pretty optimistic about our economic outlook for this year. >> it's a little premature to declare victory. i think keeping interest rates low is still appropriate for our economy. >> we're gradually getting stronger, much stronger shape than we were six, nine, 12, 18 months ago.

>> but there are still some challenges. a weak housing market, demand for goods made in the usa has hit a three-year low, and of course, we don't have to tell you especially out in california those high gas prices, the fed said that is the main reason behind inflation, but they think it'll be temporary. >> okay, we'll keep our eye on that. thank you for the update. new this morning, the tsa makes a decision that could have widespread affects on security nationwide. marla tellez with new information for us. good morning. >> laura, good morning. just coming across the wires. the associated press is reported that transportation security administration has decided to give atlanta's busy airports permission to issue security i.d.s to workers before background checks are completed. now, they say it's because of extended delays in the process. keep in mind, hartsfield jackson atlanta is the busiest airport. once airline workers have been fingerprinted, they can receive

a security pass, but they do not have to wait for the results of a security threat assessment. the question is, will this lead to other airports to ask for the same protocol? well, now to syria, this video coming into our newsroom shows a massive explosion in the city wiped out parts of a residential area. at least 16 people killed. this is despite u.n. monitors on the ground tasked with overseeing that u.n. truth deal. the associated press just releasing these photos of what appears to be a missile in north korea. these photos taken almost two weeks ago in pyongyang. analysts who have studied these photos say the authenticity of the missile is questionable. some even saying it is fake. now, jon, officials say this only adds more doubt to north korea's military capabilities. >> okay, marla. thank you very much for that. it's an unwelcome decoration in some san jose neighborhoods.

we're talking about graffiti. the city laid off employees and outsourced the graffiti clean-up program to try and save money. the city now pays a company for each square foot of graffiti they clean up. taxpayers aren't getting exactly what they paid for. here's a preview of tonight's nbc bay area investigative unit exclusive. >> reporter: more than 25,000 work orders to see exactly how your money is being spent. so how much did the company charge to remove these stickers? >> and all of those stickers are 5 square feet. >> well, a sign is -- i'm not an expert on square footage. >> reporter: neither are we, but we do know this mailbox isn't 205 s and how many trees have you seen covered in 25 square feet of paint? according to records, this is one of them. >> it's not what we paid for. >> does it make you mad to see

it works out like this for today. temperatures already starting mild. but we've got a cold blast on the way. we're not going to climb all that much from where we are now. 65 degrees in the warmest city across the bay area. and clearing the next few hours. low pressure moving through the central portion of the united states. for us, cold blast for today. that's going to keep temperatures at about 60 degrees by the bay. a few showers early by friday we warm you back up into the 70s. so your future cast works out like this today. we stop the clock at 1:00 p.m., you can see a break within the cloud cover over the greater bay area. that's good news, a little bit of sun today. 4:00 p.m., maybe a lingering cell up in the north bay, but overall, a lot of improvement. it should be mostly sunny. just 61 in livermore, and you'll be back in the upper 50s just for one day in san francisco. tomorrow, back mid to upper 60s in the bay. and saturday, we get a couple of great beach days. 81 degrees on sunday, monday,

nice and mild, and we stay quiet in terms of our weather pattern through next wednesday. 5:48. this is when the hurry up and wait starts. check that drive with mike. >> yeah, let's get right to the slowdown. highway 4 jams up in antioch, a typical pattern we see. we haven't had major problems because of the overnight wet conditions. still, watch those roadways. highway 4 behaving like we expect. bay point now below 60 at this one particular sensor approaching east willow pass. no major incidents getting through bay point through concord. right here, the dublin interchange shows slowing now approaching and passing through the area. slowing into the middle of livermore as you head toward pleasanton and an 18-minute drive. this gentle build is typical for westbound 580, as well. we continue, though, with a smooth drive through fremont. 880 and 680 down into the south bay where northbound 101 shows the slowing north of the 680/280 interchange. and 237 in both directions as that volume starts to increase
