moving through very quickly. however, we still have drizzle and mist coming down in the area. you'll likely encounter slick conditions. the showers aren't going to come down all day. that sun will make its way out over the bay area. i'll let you know when coming up and more importantly, we've got a warm-up on the way. what you need to know for the weekend that's on the way, back to you guys. we're following some developing news this morning. a major pot operation busted in the east bay just the past few hours. thousands of plants and nearly dozens of arrests keeping oakland police very busy. "today in the bay's" christie smith at the large warehouse where even the dea is now involved. good morning. >> reporter: good morning to you, laura, you know we spoke with oakland police this morning and they say this operation had no front, no signs outside of this warehouse. it was strictly for growing marijuana. they're telling us one of the biggest operations they've ever seen with over 1,000 pot plants inside. they say and growing equipment. now, within the last hour, oakland police hauled out

garbage bags full of marijuana plants in a truck. i was taking pictures with my iphone, and i can tell you the smell was very strong. police say this investigation has been going on for at least two months. and the last night at 9:00, s.w.a.t. teams moved in about 33 officers, broke right through the fence, rammed it, used flash bang grenades to get inside. they tell me they arrested 11 people, including one woman. they seized multiple weapons and say there were dogs inside the warehouse, pit bulls. police say this goes way beyond street-level operation. it's much bigger than that. the dea, they say, was out here earlier, but when we arrived this morning, it was just oakland police. i did ask one officer if they thought this might have anything to do with medicinal marijuana, and they're saying no. that's the latest from here reporting live in oakland, i'm christie smith, "today in the bay." east bay students on alert this morning after an incident

involving a suspicious man. pleasant hill sent a note home on monday saying an eighth grade girl was approached by a man on campus asking for directions and asked for the young lady's name, address, and whether she had a boyfriend. the girl was very smart, she just walked away. police say the man disappeared. 6:02 this morning, a grisly discovery could be linked to a deadly yachting accident. a badly decomposed body was spotted in the water on tuesday. an autopsy will determine if it is one of the four sailors swept overboard during a race nearly two weeks ago. authorities say it is a male and appears to have been in the water for about two weeks. b.a.r.t.'s aging fleet of cars getting closer to the end of the line. the board will take an important step toward handing out a $2.5 billion contract to build new b.a.r.t. cars. bob redell is live onboard talking to passengers about what this means today. good morning. >> reporter: yeah, good morning to you, jon.

and if the b.a.r.t. board does approve this recommendation from staff to build the new rail companies, these new cars could start coming online in a few years in 2015. and as a regular rider, these cars are 40 years old. some of the oldest in the country. what are you going to miss most about these? >> i won't miss it. i think the overall friendliness of the train could be upgraded and maybe a little bit more police presence. >> but as far as the design, our understanding is that the material is going to be -- excuse me, sir -- easier to clean, the seats will be a little bit higher, so it's easier for you sitting down, also a little bit more storage room and digital screens that tell you which stop you're headed off to. have you taken a look at the new design? >> yeah, it's pretty nice. i like it. seating could be a little bit better. but you can't complain a lot. the bumpiness of the train, it's not too bumpy.

>> and you said you're a regular new york rider and we know what they're like, so you've got some good opinion there. have a safe trip. take it easy. what's happening today, the staff is recommending the canadian company be the company to build these new rail cars up to 775 cars. at a cost of $2.5 billion. that's about $184 million less than the next highest bidder, and the next highest bidder is a french company and they're not content with the staff decision because they say, yes, we did come in higher. but we're using more american made parts. and as a result of this, they have given up the heads up that today they'll be making, "a significant announcement at the board meeting." what's happening today, staff is making this recommendation, the board doesn't decide until next month whether they're going to go with it or not. if they do, as i mentioned earlier, the first new rail cars the ones you saw in the artisterinartister

renderings in 2013. a new survey shows a slim majority of californians support the tax hike to fund education. 54% support temporarily raising the state sales tax by half cent for four years. they would also raise income taxes for those making more than $250,000 a year. the public policy institute poll found 39% oppose the ballot measure. same poll shows 80% of californians oppose the automatic cuts to k-12 education which will result if the november tax initiative fails. the nurse's union will hold a one-day walkout starting next week. the california nurses association has been at odds over pay staffing levels, patient care, and other concerns. the walkout coincides with concerns that the san leandro hospital is closing the emergency room to reopen at as a

rehabilitation center. 4,500 nurses are expected to participate in this walkout on may 1st at hospitals throughout the bay area, including alta bates, eden medical center, and in san mateo. talk about the rain starting our day. how long will it last? checking in with christina loren. >> those microclimates giving me a time this morning. depends on where you're waking up. the south bay, where you're seeing the showers and the east bay, as well. i wanted to show you this beautiful live shot, though, of the clouds moving so quickly you can actually watch them with a naked eye this morning. you see that vividly from san francisco as that storm system pulls out of the area. all works out like this. still had some lingering activity around fremont, the western facing slopes surrou surrounding san jose. and that'll be the case through the next few hours. by about 9:00 a.m., mostly clear

conditions and sunshine across the bay area. it all works out like this. steady drizzle for today with pretty heavy low clouds especially along the peninsula. gradual clearing this afternoon, and then a much warmer weekend to look forward to. temperatures today, though, cool enough to keep that sweater on just about all day long. we'll hit about 60 degrees at 4:00 p.m., inland, 59 by the bay and 57 degrees by the coast. your seven-day outlook paints the picture for the weekend showing you which day is better for outdoor activities. that's in my next report. first, let's check the drive with mike. >> yeah, that weather, spring mix this morning. we're looking over here to 580. a new accident we told you about westbound at spring town or your first street exit there. now, it's over on the shoulder, moved quickly there, but it's enough to trigger a little bit more slowing. we'd typically see this pattern anyway, but watch for the activity. 24 minutes now out of the altamont pass over to the dublin interchange. despite that activity we saw on the map for 680 coming through fremont, no major slowing through through sunol and the area, but a build-up northbound

101 from 680 up to 880. that's the volume you see. no incidents, slick roads, just be careful there, guys. back to you. >> thank you, mike. 6:08. $250 million rapid transit bus project barrelling forward. ac transit has approved plans for a rapid transit line to speed a bus service through oakland and san leandro. buses will arrive every five minutes in new bus only lanes will be elevated with loading platforms along much of that route. construction is set to begin in 2014 with buses up and running by 2016. laura, plans to develop attractive land now on hold in the east bay because of the occupy movement. uc berkeley owns ten acres known as the gill tract. a handful of protesters have been camping out there all week long protesting plans to build senior housing along with a whole foods store on a portion of that land. the university now asking the city to postpone its

consideration of the plan because of the campers there. two schools now saved in a community trying to rebuild after the deadly san bruno explosion. they will remain open at least until november. community members say it's especially important to keep cresmore open because it was near the area destroyed by the explosion. parents are asking the board to use some of the money from a $70 million settlement with pg & e to keep the schools open permanently. and there's proof this morning of what exactly caused that loud boom over the weekend. nasa scientists suspecting it was a meteor entering the atmosphere. well, a man from arizona says he found something to back that up. small pieces in the sierra. the expert says it was likely the size of a small minivan when it streaked through the sky. but by the time it got down here to earth, it was nothing more than pebbles. >> for about six hours and

delays the hiring process. this decision begs the question, will other airports demand the same process? and i'm keeping an eye on the massacre trial underway in oslo, norway today. developing today, emotional testimony from survivors taking the stand against confessed murderer breivik. the 33-year-old admits to killing 77 people in norway last summer. a 24-year-old woman testifying today she was just 23 feet from the bombing outside a government building. she was left in a coma for a month and woke with amnesia. the key issue for the court to decide is whether breivik is mentally competent. now to the ukraine. dozens of people gathering to recognize the worst nuclear disaster in history. 26 years ago today, the reactor explosion at chernobyl. experts say the radiation affects a bad explosion about 400 times more potent than the bomb dropped on hiroshima. now to this day, laura, officials say about 5 million

people remain in what have been termed contaminated territories. >> hard to believe it's been that many years. 6:15 right now. a man with ties to hercules is in jail this morning accused of kidnapping his son. they face charges including kidnapping and endangering the welfare of the child. police say they took stone's 5-year-old son porter. the boy is waiting for a heart transplant and needs medication through an i.v. police say porter is doing well this morning. and we have some new information this morning following the rescue of five people from an suv that were dangling over an overpass. a 66-year-old woman pulled from that suv, unfortunately, has died from head injuries. crews pulled that woman along with three more adults and a child from that suv along interstate 805 on wednesday. construction workers had to use a forklift to keep the vehicle from falling into the ravine.

the suv had hit another vehicle, overturned several times before finally slamming into that concrete rail. this took about two hours to get all five people out of the car. a popular east bay summer program could be at risk of sinking thanks to a thief. someone towed away a trailer two weeks ago from aquatic park in berkeley. inside that trailer, dozens of kayaks used during summer camp. the boosters say the equipment is not insured and there's no money in the budget to replace them. the kayaks are valued at $450 to $2,000 each. it's rough going for aubrey huff, but he's expected to return to san francisco this week. the manager revealing huff is on the 15-day disabled list so he can receive treatment for anxiety. he says huff has seen a specialist down in florida for that condition and that treatment will continue in san francisco. now dr. sonia kim is a certified physician who has never treated

the baseball star, but she says she has seen the impact of anxiety on her patients. >> anyone who suffers from chronic constant worrying or nervousness, loss of concentration, poor concentration, sleep disturbance that affects your daily living activities. >> and we can tell you huff isn't the only major league baseball player on record that has had to deal with this disorder. at least four others including don trel willis has taken time off for anxiety. the giants will play against votto, giants are coming off a loss to the reds. they tied the game at two heading into the bottom of the seventh inning. a wild pitch from jeremy, opens the door for the reds to score 3-2, reds. later hits a line drive to center, reds score again, 4-2 was the final. >> not a good day for the giants. 6:17 right now.

what kind of day are we having outside with all this rain? >> it's actually improving. giants back at home tomorrow and the weather will be nice. >> good. >> they usually do okay out at at&t park. let's take you outside right now and show you the city of san francisco. what i love about this picture is realtime weather happening as we speak. you can see those clouds with the naked eye moving because we've got gusty winds out there this morning, which means you could get caught by a pretty strong gust from time to time over local bridges. you want to keep that in mind. as the storm system exits, we have a lot of instability and that's what drives those winds. right now, though, the showers left over over the western facing foothills surrounding san jose, and 680 might be slick at this point because we have had a steady drizzle in that neck of the woods for the past half hour or so. mike's going to be along in just a minute updating you with everything you need to know before you head out that front door. 56 degrees in oakland, 55 in livermore, low pressure that came through yesterday now going to tap into that subtropical

>> good morning. apple, jon, would like to tear down an old japanese restaurant on the corner in coopertino. here it is to build a brand new two-story restaurant just for its own employees. now the company went before the coopertino planning commission asking for permission. apple will also have to take out 27 trees which it says it will replace. the first day of trading for south san francisco's envivio was a bit of a debacle, shares sank 56%. this less than a week after a different bay area company doubled in its first day. so what do we take away from this? well, possibly that investors are being rational. we're not seeing ipo fever. everybody jumping into a stock just because it's a new stock. well, football fans, your twitter record set during the super bowl has been beaten by the other kind of football. fans watching the soccer match barcelona versus chelsea set a new record for the number of tweets per second. 13,684.

6:25. there is some encouraging news about the economy this morning. the federal reserve predicts unemployment will slow this year, but there is something that could pose a risk to economic growth. tracie potts is live on capitol hill this morning with more on the new outlook. good morning. good morning. that's something that could pose a significant risk to the economy is inaction by congress. the federal reserve said if congress doesn't do something to stop income taxes from going up, social security taxes from going up, automatic budget cuts from kicking in, all of it this year, then we could look at a significant risk to an improving economy. they boosted their outlook this

week saying economic growth may hit 2.9% this year. that's pretty good. unemployment could drop to 7.8% nationwide. we know it's quite a bit higher than that in california. fed chair ben bernanke thinks it's premature to declare victory, but they do want to keep rates low to support that economy. now here on capitol hill, one of the big challenges to that is high gas prices. they'll be talking about that in the hearing here today. and also tomorrow there's a vote on student loans trying to keep those student loans rate low. laura? >> thanks for the update, tracie. christina loren, let's find out how wet we have to get before we get that sunshine this weekend. >> just really depends where you're waking up. good morning. we've got showers coming down in the south bay, but san francisco getting a little sunshine this morning, sunrise with 6:21, it's now 6:26. and we're looking good. the situation dramatically

>> reporter: yeah, good morning to you, jon. they wrapped up a little while ago, but i've got to tell you, this is a really unassuming warehouse we're talking about. no signs on it at all. police say there was no front business here. it was all about growing marijuana. they say this is one of the biggest operations they've ever seen. more than 1,000 plants were seized this morning rolled out in a truck. i got close to take pictures with my iphone and i have to tell you the smell of marijuana was quite strong this morning. here's what we know. investigators say that this investigation has been going on for about two months, then last night it came to a head with the bust. s.w.a.t. teams, 33 officers rammed the front metal gate, they used flash bang grenades to get inside. this is an industrial area at 89th avenue and g street in east oakland. 11 people arrested including one woman, one person was arrested nearby police say with a gun on him. multiple weapons, they say seized inside. they also say there was dogs in

now with what all this means for commuters. hey, bob. >> reporter: well, it'll be a better riding experience to work. good morning to you. yeah, the oldest fleet of rail cars in the country. these are approximately 40 years old and talking to some of the people today, they are tired of it being so run down, in their opinion. sir, what about you? you said you're a regular rider. what could be something you would change? >> well, i've seen the new seats online and they look pretty cool. the new design -- >> what's wrong with what you're sitting in right now? >> well -- you know, i don't -- i'm okay with it. the new seats i've seen is that they're eliminating one of the armchairs. >> so you like that? you have more elbow room. >> a lot -- >> you don't like that? >> no, i like that. >> reporter: i know another complaint is the cleanliness issue. people saying the newer seats would be easier to clean, also a little bit higher off the ground so it's easier to sit down if

we won't know for a couple of hours. and the board will wait until next month to decide yea or nay if they go with that company. reporting live here at union city station here on b.a.r.t., bob redell, "today in the bay." >> thank you, bob. 6:36 right now. congress is set to vote on a plan to keep interest rates on popular student loan programs from doubling. john boehner says the vote will happen friday. president obama's pushing for an interest rate freeze on the stafford loans which doubles july 1st. but republicans and democrats certainly torn about what to do about it. >> the republican bill up for a vote tomorrow would pay for lower student loan rates by slashing funds from president obama's health plan. well, the parents of a high school sophomore in redwood city right now suing that school because he was kicked out of class for cheating. the teen was removed from the

honors english class at sequoia high school after allegedly copying homework. they signed an academic honesty pledge at the beginning of the school year and this punishment is justified. the parents say the wording of the agreement was inaccurate. a hearing on this is set for may 17th. a rainy start to our day. we want to check in with christina loren. keeping an eye on microclimates for us. >> yeah, given the time this morning, laura. 6:37. good morning. as you make your way out that front door this morning, this is a beautiful sunrise we're getting over the city by the bay. not so much the case, we have overcast conditions in the south and east bay with showers lingering. just to the east of san jose over the western-facing foothills and you can see a little thunderstorm just develop there. most of the activity is now clearing as a result as that system pulls out of the bay area, we have some really gusty winds starting to pick up, and that will be a factor for the first part of the day. as you can see, they're sustained. out of the west at 15 miles per hour with gusts locally heavier

welcome back, everyone. a live look outside. those microclimates hitting the bay area this morning. rain in some spots, clearing in others. we'll have a look at the all-important weekend forecast. 6:45. and new this morning, do you remember that horrific deadly pilot crash on a florida interstate that took place early this year? well, a new report just released is kind of scary. it says somebody made a mistake when they actually gave the green light to reopen that roadway. "today in the bay" live in our newsroom with the details. good morning, marla. >> that crash killed 11 people in january and involved at least a dozen cars. the cause, low visibility because of fog and smoke. and just into our newsroom, a florida state report says a highway patrol lieutenant who ordered interstate 75 to reopen despite terrible visibility had no formal training in opening and reopening roads. the report concludes troopers made errors, but found no criminal violations.

well, another major wildfire burning this morning in a state not accustomed to such disasters. check out this video out of michigan. night video of the flames lighting up the northern lower peninsula. so far at least 1,500 acres have burned and about 50 homes are under evacuation orders. the good news is, no reports of any injuries. and in our last hour, i showed you the graphic protests taking place today in south korea. government officials in seoul getting violent with the cut-out of north korean leader kim jong-un. meanwhile, an interesting twist by the associated press just releasing these photos of what appears to be a missile in north korea. analysts say the authenticity of this missile is questionable. some even saying this missile is fake. now, officials say this only adds more doubt to north korea's military capabilities.

popeye. the sound you're hearing this morning is that fog horn if you're waking up in san francisco as we do have low clouds still hanging out. thick enough to generate a steady drizzle along 280 up and down the peninsula. getting reports from my facebook viewers that, yeah, they had to use the windshield wipers all the way up from san francisco from san jose. so keep that in mind. throughout the day today, the showers are going to continue to clear. right now, the greater bay area is nice and dry as i widened out and show you the look. got that realtime doppler radar in action here and it's not finding any moisture at this point except for just in the south bay getting ready to move out. what happens is that system does pull out as we have gusty winds starting to pick up. and these winds are going to continuously increase throughout the day with gusty winds gusting to about 30 miles per hour from time to time. but i wanted to show you your future cast because the situation is greatly improving as we speak and it's going to continuously improve by about 11:00 a.m. getting mostly dry conditions and a few breaks of sunshine up in the north bay, south bay, still have a little bit of cloud cover lingering

over san francisco. but by 3:00 p.m., mostly sunny conditions over the greater bay area. so that sun comes back out today and it stays out. now one thing we will have to deal with, our windy conditions. i'll stop the clock on your future cast at 4:00 p.m. today. and you can see here some of the pink and red coming in, that's gusty winds shaping up through the higher elevations of the east bay. you know the oakland hills, keep that in mind and san jose, your higher elevations, as well, and the foothills, those will certainly gust later on today. winds will be a factor today and tomorrow, temps, though, will climb from the 60s today to 72 degrees by tomorrow. and we're going to keep you climbing all the way through sunday up to 81 degrees, peak warmth, lots of sunshine, great beach weather. great weekend to get outdoors and work on that garden, as well, as we had a high pollen count earlier in the week. now that pollen level has dropped. that's the good news, we're expecting the pollen levels to creep back up over the course of our dry weekend. but check your drive at 6:49 with mike. >> hey, folks, we'll take you to the south bay with the build, the volume continues to build so

we have more slowing now northbound 101. 87, 85 anywhere north of 17. and 280 at the interchange, as well. showing a big build-up over the last few minutes. there you go for your south bay commute. slow also getting down here 680 jams up as you're coming through pleasanton and sunol. earlier rain complicating things a bit. slick conditions, but no major incidents there or coming off 580 or the tri-valley. a smooth drive over towards castro valley and the y. hayward shows slowing as well as san leandro. a little early for this amount of slowing. 880 all the way down into union city for the speeds into the 40s and below. live look at the san mateo bridge and we'll look at the conditions. we still have a little moisture on the roadways, still the on and off ramps still an issue as the sun comes up, continues to dry things out. no delays or incidents oen the peninsula, but 280 was getting a good amount of rain or drizzle, at least. you'll use those wipers if they're on steady, keep those headlights on. 6:50, we continue to follow developing news this morning. oakland police and the dea

busting a major pot operation. christie smith joins us live at the warehouse where nearly a dozens arrests were already made. good morning. >> reporter: good morning to you, laura. there's not one sign on this building. police say there was no front business here if you will. this was all about growing marijuana. this morning, oakland police came in. i want to show you what the gate looked like. they rammed it, had a s.w.a.t. team out here to try to get inside. they used flash bang grenades, as well, at a warehouse. this is an industrial area. started about 9:00 last night. police are saying it's one of the biggest marijuana growing operations that they've ever seen. more than 1,000 marijuana plants seized from here, 11 people arrested including one woman. multiple weapons seized, dogs inside, pit bulls police tell us, lights, growing equipment. police say this goes way beyond a local street-level operation here in oakland.

much bigger than that. an officer was asked if he thought this might be a medicinal marijuana operation. and he said he looked around and didn't see any signs of that. reporting live in oakland, christie smith, "today in the bay." and this morning, the feds targeting two north bay pot dispensaries. the green door wellness education center and the green tiger collective sit side by side in novato. federal prosecutors filing paperwork to seize those properties. green tiger tells the marin i.j. it will shut down. the green door says it will stay open at least for now. well, an autopsy being performed in the coming days on a body found in bodega bay. it could be the remains of a sailor killed in the yacht cr h crash. a badly decomposed body was spotted floating in bodega bay on tuesday. the sonoma county sheriff's department says this was a man appearing to be in the water for about two weeks.

the crash threw five people overboard, four of those crew members are still reported missing. 6:53. b.a.r.t.'s aging fleet of cars getting closer to the end of the line. "today in the bay's" bob redell is live onboard with the steps being taken today towards handing out $2.5 billion contract to build the next generation of cars. looks like the commuters are with you, bob. >> reporter: good morning, laura. the canadian company will be the ones to build the new fleet of rail cars, up to 775 of them to replace these cars right here which are some of the oldest in the country if not the oldest at 40 years old. sir, you said you've been able to take a look at the design, new design, what do you think? >> i'm not that impressed. looks like the transit with plastic seats. >> reporter: but the argument is the seats would be easier to clean. >> that's true, they could take a fire hose and take out the --

>> but you're saying you'd like to have the old cars you're seeing right now. >> i'm hoping by the time the cars come in, i won't be working by then. >> so they would be producing these cars at a cost of $2.5 billion. you can see the artist rendering of the exteriors of what the new cars would look like. and their bid came in at about $184 million lower than the next highest bidder. the next highest is a french company. i bring them because they're not content with the decision, the staff recommendation. they're saying, look, yes, we're costing more but we're using more american-made parts. as a result of the recommendation today, they say they will make a significant announcement at the board meeting a few hours from now. today the staff will recommend and next month the board will decide whether to give it a thumbs up or thumb down. reporting live here on b.a.r.t., bob redell, "today in the bay." >> best interview of the day.

i also hope i'm not working by the time it's finished. a $200 million rapid transit bus project barrelling forward, as well. approving plans for a rapid transit line to speed the bus service through oakland and san leandro. the new nine-mile line includes bus-only lanes, an elevated loading platforms. construction set to begin in 2014 with buses up and running by 2016. it's an unwelcome decoration in some san jose neighborhoods, we're talking about graffiti. last year the city laid off employees and outsourced its graffiti clean-up program to save money. the city now pays the company for each square foot of graffiti they clean up. taxpayers aren't getting exactly what they've paid for. here's a preview of tonight's nbc bay area investigative unit exclusive. >> reporter: we pulled city records, more than 25,000 work orders to see exactly how your money is being spent.
