now. if it's been tough getting your personal engine started this morning, here's a reason to smile. it's friday, april 27th, this is "today in the bay." good morning, everybody. we appreciate you joining us. it is right now 5:00 on the nose, i'm jon kelley. >> and i'm laura garcia-cannon. police s.w.a.t. teams have surrounded a house. people living in that home have barricaded themselves inside. all this result of a deadly stabbing. "today in the bay's" christie smith is live with the latest. christie? >> reporter: good morning to you. right now police have several streets blocked off around cleveland, and i can tell you there is a very heavy police presence out here this morning. they're asking the media to stay back just a little bit because some people in a home claim to be armed. they're hold up in a home after a stabbing that termed fatal this morning. san jose police investigators tell us just before 2:00 this

morning they got a call of a stabbing victim down in the 200 block of cleveland. that man was taken to santa clara valley medical center where he died. then people in the house where the 911 call came from locked themselves in and refused to cooperate with police. and then started claiming they had guns and they held up in the house. police say they have no reason to believe this is a hostage situation. and they don't know why people are acting this way or why the man was stabbed at all. but at this point, more and more police officers, s.w.a.t. teams, bomb squad truck is out here, and they are trying to get to the bottom of this. we're waiting for an update from police as soon as we get that, we'll bring it to you. reporting live in san jose, christie smith, "today in the bay." and we are also following a developing story in the east bay. this morning, police on the lookout for a yellow taxi after a cab ride went very, very wrong. investigators say the cabby

picked up three people. when they arrived, the passengers robbed the driver at gunpoint and forced him into the trunk of his own cab. a short time later, they dropped him off in oakland and then took off in the car. here's a look at the license plate number, 8z27362. if you happen to see this car with that license plate, police are warning you the people inside are considered armed and dangerous. new this morning, crews are sweeping up debris after a crash in oakland involving an ac transit bus. the crash is under investigation. but it appears the car sidesw e sideswiped the bus near the intersection of west grand and telegraph. there were passengers onboard of the bus at the time of the crash, but everyone appears to be okay. we'll of course bring you more information on the crash as it becomes available to us.

brace yourself for gridlock, noise, and likely a few traffic headaches. that's what could be in store for drivers this weekend with a major stretch of roadway all set to come crumbling down. we are talking about doyle drive, which of course is the road that connects the north bay to the golden gate bridge and san francisco. we have our team in place to get you to where you need to go. mike showing you how to get around the closures, but we start out with bob redell with a look at why the shutdown is in place and exactly for how long. good morning, bob. >> reporter: yeah, good morning to you, there, jon. as we head on to doyle drive northbound 101 getting ready to cross the golden gate bridge. it's this area, and i don't know if you can see the eke excavators. they can start tearing down this elevated section of roadway. transportation officials were kind enough to provide us this animation to give you a visual representation of what will be shut down. doyle drive, of course, will be

shut down from the city at marina on lombard street. and then all the way, of course, until you get to the toll plaza. and there will be alternate routes and we'll talk with mike shortly. the roads will still be open. of course, the golden gate bridge and highway 1 as this work goes on for 47 hours nonstop talking about roughly as many as 300 workers tearing this down, not reopening this area until 5:00 monday morning. unless, of course, they got done sooner than this. this is part of a massive project going on. they're going to get rid of doyle drive because it's seismically unsafe. they want to replace it with a new road tunnel system called the percidio park way. and it's 76 years old. it's only a year younger than the golden gate bridge itself. used to be called blood alley, but now because of the risk of earthquakes, it's not a safe roadway.

>> doyle drive is from 1936. it's old, it's seismically unsafe. and this has been a project to rebuild it. it's been under construction a little over a year. >> reporter: the $1.1 billion project, the entire project not expected to be finished until 2016. as we're approaching the toll plaza, keep in mind you do want to avoid the golden gate bridge this weekend. that's when the transportation officials are telling us. unless you want to bike or walk across the bridge. especially with a giants having the series in town. >> that's a huge issue. now a lot of folks probably don't really appreciate doyle drive and how critical that is to the approach into or out of the city. but again, that will affect you folks heading over along the embarcadero cutting you off from the marina, the marina or the palace of fine arts also cut off there approaching the golden gate bridge.

you'll have to take an alternate. surface streets, that is an okay alternate down toward geary or california, but that's going to impact on weekends and now they're going to get really packed up getting over towards 19th avenue or highway 1. that connector on to the golden gate bridge will remain open on to and off of the bridge, but that flow will basically pack itself up from california and up to the bridge itself. it's already tough there. so, you know another way around it is to avoid the bridge entirely and go across the bay bridge. this adds mileage, but taking bay bridge eastbound 80 over toward the berkeley area. up past golden gate fields and west across that bridge, westbound 580, that will get you around the backup and making it easier for the flow. keep that in mind, guys, back to you. it is 5:06 right now. after sacrificing years of their lives to defend our country, today, 50 homeless veterans will get help finding a place to

live. homeless veterans will be able to apply for permanent housing today the event of the veterans affair complex. vouchers will be given to 50 homeless veterans through federal funding. veterans can drop off applications between 1:00 and 3:30 this afternoon. applicants will need to bring a photo i.d. in an effort to let's say jump start executions in california, governor brown wants prison officials to explore a new way of doing them. instead of using the three drugs for lethal injections, he wants to expedite things and consider using just one. executions have been on hold since 2006 when a judge called for new procedures and those have yet to be ironed out. the three drug combination is a sticking point here. one judge has argued the one drug method may be less likely to cause suffering. meantime, a measure to abolish the death penalty altogether will be on that november ballot. also this november, it is likely voters will be asked to soften the state's three strikes law.

professors at stanford university writing an initiative with more than enough signatures to qualify for the ballot. right now, prosecutors can charge any felon as a third strike and then lock up the offender for 25 years to life. the three strikes reform act would reserve the penalty for murderers, rapist, and child molesters. new this morning, a new twist in the george zimmerman case. a hearing in a few hours will focus on his finances. marla tellez in the newsroom this morning with the latest developments. >> good morning. george zimmerman is due in court this morning days after being released from jail after paying 10% of his $150,000 bail. this morning, his attorney, mark o'mara whether have explaining to do to the judge. he just learned a website created for zimmerman raised $204,000. you may recall one week ago zimmerman's family testified and they didn't have big money to get him out of jail.

o'mara says had the judge known about the $200,000, his bail may have been higher. now to the ukraine where information comes in about four blasts in the eastern part of that country. almost 30 people hurt including school children, prosecutors believe this is a terrorist attack. officials saying the blast came within minutes of each other. and these guys here, they are back on solid ground this morning in the last 30 minutes, nasa reporting that the spacecraft arrived safely in kazakhstan. the capsule undocked from the iss early this morning. now the crew, two russians and americans onboard spent almost six months on the iss. and nasa officials saying those guys are having to get used to gravity all over again. >> i can't imagine the adjustment. well, the race is on to revamp in san francisco.

we continue to follow breaking news this morning in san jose. a live look at a s.w.a.t. standoff. this is in the rose garden area of san jose this morning. police remain on the scene after they got a call of stabbing in the area. they did find a person there. they took them to valley medical certain where they later died. in the meantime, the people that called in the actual incident, they remained barricaded in their home and they tell police they are armed. we'll continue to watch this story as we have crews on the scene. we bring you live pictures of the event, as well. 5:14 right now. in the meantime, congress could vote as early as today to stop interest rates on student college loans from doubling. but scott mcgrew says no matter what happens, college students won't pay a cent more.

>> that's right, laura. we've seen both president obama and presumptive gop candidate mitt romney both stand in front of college students who are also voters and say they support keeping the interest rate on stafford loans low. now president obama recently said no college kid can afford $1,000 extra for the interest rate as that jump would bring. but it's worth pointing out, students don't pay their stafford loans while they're in college. they pay them starting six months later. the house could vote to stop this interest rate jump today, but they're still debating as to how to pay for it. that's the real sticking point this morning. just a few minutes ago, google said cars -- sales of cars in europe have tanked as countries there worried about the economy. european worries dominate financial headlines. jackie continues our coverage from cnbc. good morning. >> stocks moved higher on

pending home sales and positive earnings reports. investors appear to be shrugging off a move by the s&p to cut spain's credit rating by two notches due to the country's mounting debt problems. and the first a glance at how much the economy grew during the first quarter. also, earnings out this morning from chevron, ford, merck, and proctor & gamble, saw the dow rising 102 points, nasdaq up 21 to close at 3,050. mortgage rates have edged down a bit as markets await word this week on whether the feds raise interest rates. freddie mac saying the average rate on a 30-year fixed loan slipped to 3.88% from 3.9% the previous week. and finally, if you're planning to fly any time this summer, here's a word of advice, book now. summer airfares are higher and will probably keep going up as airlines try to offset higher fuel costs. travelocity saying fares are 3%

once the sun comes out, in the 60s right after the bat. and tomorrow might be too warm for outdoor grilling inland. temperatures in the 80s. some cities getting close to that 90-degree mark by sunday. basically, another mini meet wave and then we're going to cool down to average toward the beginning of next week. little rain possibly at next week. our ever changing weather pattern, spring has been active and that continues to be the case. 50 degrees right now in san mateo, starting out nice and clear, and once that sun comes out, we will warm right off the bat. sunrise at about 6:20. going to drive the winds offshore. today, we're looking towards breezy conditions. what happens is the winds push offshore. they warm as they move from land to sea. it's a warming trend. we're talking about temperatures 10 to 15 degrees warmer than where we ended up yesterday. now let's talk about the good and the bad we've got to get through when it comes to this warmer weather. we do have a high pollen count all weekend long. you want to keep that allergy

medicine. great beach weekend, it is going to be phenomenal. you can count on all of the beaches to be packed. nice and busy and temperatures will be beautiful for outdoor activities. so today, cooler of the next three days. 70 degrees in san jose. by tomorrow, we're back in the 80s. 82 degrees sunday, peak warmth, and then monday through the rest of next week. we stay nice and dry. looks like late thursday, though, a little storm system bringing in more cloud cover and maybe some showers as we kick off the end of your workweek on friday. let's check your drive with mike. >> the south bay overall, the freeways are looking really good. but i wanted to point out where we've been following that police activity, the s.w.a.t. teams on surface streets right here, cleveland at forest. that's around the rose garden. now it sounds like san carlos is unaffected by the activity. but avoid those roadways anyways in the perimeter if you can. 87 and 280 looking fine as far as the flow of the traffic.

now your approach to the east bay's hot spot just fine right now. but the upper deck of the bay bridge, we now have an accident blocking two lanes around treasure island. we haven't seen any slowing over the last ten minutes, but it has been there. and expect some slowing at least at the scene as you're passing. now the lower deck going to get a lot more congested over the weekend. starting at 8:00 tonight, we told you doyle drive closes cutting off folks to the golden gate bridge. that affects you. the beautiful palace of fine arts if you plan on going there this weekend, for example, here's the golden gate bridge. doyle drive would connect you between these two major tourist spots cut off again. i'll explain those in a few minutes. >> thank you very much. 5:20 right now. coming up, no luck, mainly skill required on this one. stanford's standout goes pro. but first he has to finish his finals. talking about andrew luck. talking about his big plans before heading to indy just ahead. >> kid's got a bright future. and a live look outside.

we continue to follow breaking news in san jose as we show you a live picture of a s.w.a.t. standoff in the rose garden area of san jose. it all started when police got reports of a stabbing in the area there. they did arrive to find a person stabbed. they took them to valley medical center where that person was pronounced dead. in the meantime, the people that originally made that 911 call from a home in the rose garden say they are barricaded inside the house. reportedly armed and dangerous. so the s.w.a.t. standoff

the time is 5:30 on the nose. i'm jon kelley. >> and i'm laura garcia-cannon. police s.w.a.t. teams have a home surrounded, people are barricaded inside that house all surrounding -- following a fatal stabbing. christie smith joins us live from san jose with the details. good morning. >> good morning to you, laura. i can tell you more and more s.w.a.t. officers keep arriving to the scene and the perimeter is getting wider here this morning around cleveland avenue. this started with a stabbing that turned deadly. and now people in one home are claiming that they're armed and refusing to cooperate with police. here's what we know. at about 1:45, san jose police got a 911 call of a stabbing victim down on cleveland avenue. that man was taken to valley med center where he died and police came back. they tried to talk with the people in the home where the 911 call came from in the first place, but police are saying they refused to cooperate and claimed they had guns inside the home they barricaded themselves

in. when we first arrived, some neighbors were evacuating, basically getting out on their own for safety reasons. police say that right now they don't even know the relationship between the people in the home and the victim, the stabbing victim or the motive behind this. why the man was stabbed in the first place. but police telling us that they're going to be here for quite some time. we're waiting for an update from a spokesperson as soon as we get that information, we'll bring it to you. reporting live in san jose, christie smith, "today in the bay." >> you said some neighbors were voluntarily evacuating. are police telling them to come out or perhaps to stay in their houses this morning? >> reporter: well, you know, the way that this is working is that it's a very fluid situation. when we show up, they're kind of keeping us back because obviously you have a concern in the house. when we first arrived, people were leaving on their own. again, it was a fluid situation. we asked if police told them to leave. and we said, no we saw what was

going on and wanted to leave on their own. >> worried for safety this morning. live at the scene, thank you very much, christie. 5:32 right now. new this morning, they hailed a taxi, then robbed and kidnapped the driver. right now police in the east bay are on the lookout for a yellow cab and the gunman inside. the cabby reportedly picked up three people at the bay point b.a.r.t. station, took them to an apartment complex in antioch. and when they arrived, police say the passengers robbed the driver at gunpoint forcing him into the trunk of his car. later, they dropped him off in oakland and then took the car. the license plate number on that cab, 8z2-7362. if you see the car, police want to warn you that people inside are considered armed and dangerous. >> well, if your idea of a relaxing weekend -- sorry, finish up. >> well, there's one more, an ac transit bus damaged after a

crash at the intersection of west grand and telegraph. crash is still under investigation, but appears the car sideswiped the bus around 2:00 this morning. a crew at the scene says there were passengers onboard that bus, but everyone appears to be okay. well, if your idea of a relaxing weekend is jackhammers and traffic jams, we've got something for you. that's what you can expect this weekend at san francisco's doyle drive comes down. the road is the main artery feeding the golden gate bridge for marin-bound travelers. and we have team coverage in place to get you to where you need to go. mike showing you how to get around that closure. but we start off with bob redell who is right now driving along doyle drive this morning. bob, later on today, that's not really going to be an option, right? >> reporter: no, not starting tonight at 8:00. come this weekend, actually, you'll be able to do what we're doing right now, obviously we're driving across the golden gate bridge, but it is not recommended. those in the transportation business are expecting gridlock,

slow and go traffic as the main approach is shut down. and of course, we are talking about doyle drive from 8:00 tonight until 5:00 monday morning. caltrans will close doyle drive in both directions starting at marina and lombard so it can take out this section of roadway. the bridge itself and highway 1 will remain open. but again, without doyle drive, there isn't enough asphalt to handle the normal flow of cars. so you should expect traffic jams. now this 57-hour marathon of non-stop construction will involve up to 300 workers, 40 excavators, those are the crushing machines, this 1/2 mile stretch of elevated roadway needs to come down because it's old. it's been around 76 years. and as a result, it's seismically unsafe. in its place will be a partially tunnelled roadway that will be called the parkway. it's a $1.1 billion project not expected to be completed until 2016. now, with this weekend's nice

weather and the giants' home games a lot, people will want to do what we're doing right now coming from the north bay driving into the city across the golden gate bridge. but like i mentioned with doyle drive being taken down, that's not going to be a smart option. how do you get around all this without pulling your hair out? >> the giants play tonight, christina called that out as one of the great spots for weather this weekend, but that's just off the roadway, as well. now as bob says, doyle drive closes at 8:00 p.m. tonight and that basically cuts off folks from the marina and lombard which is a good reference point. there's the palace of fine arts exploratorium. cuts that off from the golden gate bridge. along the normal route, a little further to the south, major roadway, gery boulevard as well as california. now, already very crowded as well as geary in california, they will be getting additional congestion and reroutes for

muni, as well. that will be an issue. you'll avoid that bridge, go to the bay bridge, take it away from the city over to the oakland side, take it up through berkeley and then go over across westbound 580 to the richmond san rafael side. that's going to mean a lot more congestion, as well. a live look at the area approaching. where 101 splits with 880, this area called hospital curve, that'll be jammed up, getting into the city. it's 5:36 right now. this morning, the ocean is effectively off limits to yacht racing. coast guard is putting a stop to sailboat races until it wraps up an investigation into a deadly boating accident. five crew men aboard the low-speed chase died when they were swept overboard during a race two weeks ago. a race scheduled for tomorrow and another scheduled for may 12th will now have to be re-routed or canceled. well, how about this? a los gatos home set on fire not once but twice.

and now that home on vista del monte adding to the $20,000 reward for any information leading to an arrest. that first fire was set the night of october 18th, and the second one on january 12th. fortunately nobody was in that building during either fire. the house now too damaged for anybody to live in the house. this morning, an update to breaking news we first brought you on "today in the bay." 11 people facing charges after a major drug bust in oakland. police seized 2,500 marijuana plants, several guns including assault rifles and body armor from a warehouse on 89th avenue in east oakland. all happened early thursday morning. they also found $40,000 in cash and 50 pounds of dried pot with a total street value of more than $1 million. it is 5:37 right now. meteorologist christina loren here to tell us that a cool start to the day but expect some -- maybe you need sun block, sunglasses for the weekend? >> that's right.

and republicans to agree how to pay for it? keeping those rates from going to 6.8% as of july 1st, which is what's going to happen if congress doesn't act is going to cost almost $6 billion. now, republicans have a bill that they're voting on today that would take that money from the president's health care law. what they call a slush fund covers things like wellness and research, screenings, immunization campaigns, money they say doesn't need to be spent by the federal government. democrats disagree. they think a better way to pay for this would be taxing big corporations, the owners of those corporations taxing their social security and medicare taxes, raising them, and also ending the subsidies that we give to big oil companies. so disagreement on how to keep this from happening as of july 1st. and keep in mind, that's only on new loans, and there are a lot of californians who are carrying this federal student loan debt $15,000 is the average federal student loan debt in california and almost half the students in the state are graduating with debt to the federal government.

jon? >> and those can take a long time to pay off. thank you very much. >> more than a year after the deadly arizona shooting rampage, a student at uc santa cruz receiving a very special honor. this morning, one of the parents of one of the victims will present gabriel zimmerman memorial scholarship. he was an aide to congresswoman ga gabrielle giffords. zimmerman grau zimmerman graduated in 2002 with a degree in sociology. a former marine who fired shots at several high profile government buildings will be sentenced this morning. 24-year-old pleading guilty to shooting at the pentagon marine corps museum and other buildings. police arrested him inside arlington national cemetery with a backpack containing potentially explosive materials and notes referring to jihad and osama bin laden.

he could be sentenced up to 25 years in prison. developing news this morning out of afghanistan. nato says it has lost another service member. "today in the bay's" marla tellez with the latest. >> good morning. nato just announcing a soldier has been killed in an insurgent attack in southern afghanistan. not saying much else other than nato typically waits to provide details about troop deaths. now, at least 36 nato members have been killed in afghanistan this month alone. george zimmerman is due in court again this morning. this time he'll have to explain his finances. his attorney mark o'mara saying he just learned zimmerman has access to more than $200,000. that's money raised by a website created for zimmerman's defense. o'mara says had the judge known about the $200,000, zimmerman's bail may have been higher. this week zimmerman posted bond after paying 10% of his $150,000 bail.
