good morning to you. i'm laura garcia-cannon. >> good morning. i'm jon kelley. after hours of searching, a s.w.a.t. team on scene still no sign of a suspect wanted in an oakland carjacking. this happened near the intersection of high street and santa rita street. police set up a perimeter there and called in s.w.a.t. teams. but we are being told at this point that search is off. police say that the suspect fled from a carjack being 2:00 a.m. they are believed to be armed and dangerous. christie smith just arrived on the scene. she will bring us an update on the entire situation in just a few minutes. >> new developments in another police activity we have been covering all morning long. stand-off in richmond involving a suspect wanted in connection with an attempted murder has just ended. the police had surrounded an

apartment around 11:00. a man barricaded himself inside. we are told just within the hour he has surrendered and now has been taken into custody. also happening right now, live look at a wildfire burning about 80 miles from phoenix mere the town of crown king, arizona. the fire started tuesday. firefighters say today is crucial because the flames are moving so fast, past a pyre line. they have a big bull acknowledge the terrain that could cause that fire to spread very rapidly in several directions. if that happens, firefighters will certainly have to pull out the hot, dry conditions in arizona. they were reporting temperatures of upwards of 106 degrees. a tough fight there. we will continue to monitor that as we bring you live pictures this morning. we have discovery to talk about right in the south bay. work crews at valley medical center unearthing a large gravesite that dates back more than 100 years. bob redell is live in san jose with an update on what the city

is planning to do about this strange discovery. good morning. >> reporter: discovery, jon, that came as a surprise to the workers doing construction at valley medical center. right behind me. and a surprise for the hospital itself. nbc bay area has discovered that during a dig last february, workers came across 15 pine boxes withed abouties inside. turns out that will are also many more buried there. as many as 1,445. the county discovered between 1857 and 1935 there was a cemetery on the ground to what used to be known as county hospital. information confirmed by a map of 1932. it turns out this was a pauper's burial site for indigent families that couldn't be found. the county has hired an archaeologist. >> law requires us to do it in order to see if any heirs still exist this would want to dispose

of the remains themselves or if there is any indication that it is a native american, the native american remains, we obviously let the bureau of indian affairs know. >> reporter: most of those caskets will remain only about 1 had 00 of them need to be removed for that portion of the construction project to proceed. but the county must go to court for permission. that's process that could take several months. it is 6:03. friends and family of miss morgan him teen sierra lamar marking the two-month anniversary of her disappearance today. volunteers will meet at burnett elementary in morgan hill at 8:00 this morning. the search for 15-year-old has been ongoing since she disappeared on her way to school the morning of march 16. the sheriff's office announced they found a red jetta believed to be connected with that case. also this morning, an international heroin ring with ties to the bay area now

dismantled and a dozen people, including the alleged ringleader, now behind bars. at also seizing guns and cash. the suspects are tied to drug trafficking rings that smuggled heroin into the bay area from mexico. state and federal at have been tracking the suspect for nearly three years. during an investigation they called operation middleman. agents making arrests in several bay area cities, including east palo alto, hayward, and oakland. 6:04. eventually shut down the youth's prison system being scrapped. governor brown reversed his decision monday protests from law enforcement agencies. they argd counties were already swamped with an increase in prisoner population. more juveniles would be sent to adult prisons. governor brown wanted to shift the young offenders to the county to stave state $25 million annually. speaking of big money, some last-minute shuffling as we approach the pace book ipo which is happening on friday morning.

but today let's check in with scott mcgrew to find out what's happening with this one. lot of things going on, scott. i'm sure we will be right down to the minute. >> good morning to you. yeah. we got news this morning that facebook will be filing new paperwork putting 25% more shares into the system. this is a big move. you saw earlier what was -- yesterday that facebook increased the price, the price range of its shares. now this morning, facebook saying it is going to offer more shares. they have it on both ends. this could end up being one of the biggest ipos in american history. got general motors, you have visa. you compare it to anything we have seen in silicon valley and it is going to be multiple bigger than google. again, more shares available this morning. at the same time this morning, general motors says that it will discontinue advertising on facebook saying it is infective which is absolutely the most

we have developing news. month signs of a suspect wanted in the carjacking from oakland. live right now to christie smith who is live on the scene. she can fill us in on what's happening and give tuesday latest. good morning. >> reporter: good morning. oakland police s.w.a.t. teams have been out here nearly four hours. searching for those armed carjackings suspects who apparently fled a carjacking overnight after hitting a car and getting out and running away. oakland police set up a command post right out there heavy -- heavy equipment, armored vehicles. first told us this morning. they were unable to locate those suspects. this is on high street at santa rita which is below interstate 580. there were no evacuations but a very tense time out here. people beginning to wake up and still seeing police cars out here and all the activity was --

which appears to be winding down as police called off their search because they were unable to locate those suspects. reporting live in oakland, christie smith, "today in the bay." 6:13. ordinance designed to discourage under aged drinking and adults from allowing it is now a law in the south bay. marla tellez is in san jose where the city counselsy voted unanimously to pass this law. good morning. >> reporter: good morning. it is called the social host law. for the city of san jose it is in a deadly drunk driving crash that happened here in south san jose. it was in wen when leland high grad died in that fiery crash. he was a passenger after a night of drinking p his intoxicated friend got behind the wheel and is now serving time. this inspired councilwoman nancy pyle to push important the social host law until now homeowners could be fined for

having an underaged drinking party at their home. but only if a disturbance was reported. now, a disturbance something like loud music. the new law means homeowners are liable even when the party does not cause any sort of disturbance. we discussed feedback from locals, most are happy with this new accountability. >> parents should be involved in what their children are doing. i feel like it is important they understand where their children are and what they are doing. and if they are involved in any sort of accident like that. >> underage drinking should not be allowed. yes, i am for it. >> reporter: social host law holds responsible homeowners who are not home at the time of the party or are unaware one is even happening. many cities throughout santa clara county, interesting they already have the social host law, san jose is now the largest city in the region to adopt it. >> san jose cracking down on

payday lenders. the city council approving a cap on the number of lenders who can set up shop around the city. the vote makes san jose now the largest city to limit the number of payday lenders. the ordinance would also block lenders from opening in or near low-income neighborhoods. sponsor on the measure say lenders target low-mcfamilies and track them in a cycle of debt. san jose city leaders looking to the skies in hopes of attracting more people to live downtown. the plan is to build let's high-rise apartment towers and hoping to get another 1,000 people to move into that area. in an 8-2 vote last night the san jose city council approving incentives to residential builders. those incentives include a 50% break in construction taxes and a 50% reduction in fees. developers would have to invest in the park. 6:15. silicon valley's water provider is on tap to pay penalties for some leaky equipment. the santa clara valley water district faces up to $25,000 in

fines for hydraulic oil at several reservoirs. as well as aging medical cal valves that's letting water in and out of the dams is being blamed. 20 gallons spilled into the reservoir, you may recall, in january, and there was a smaller leak at the lexington reservoir last year. those spills were cleaned up and the agency says the water is safe. sonoma county is a step closer to banning plastic bags. county's waste management agency will lay out a plan today to conduct environmental impact on plastic bags. if approved the vote will be take dwroen ban the fwhags all retail stores. the ordinance can only be adopted by the unanimous vote, however, of the ten-member board which is made up of representatives of each of the nine cities in sonoma county. this one will be a matchup of the last two world series champs and takes place at at&t park tonight. st. louis cardinals rolling into town to take on g-men. 7:15.

near santa rita and high street. coliseum, volume increases here as well. northbound not a major issue. southbound side, that's where we are seeing traffic flow bump up. expect slowing approaching 92. so far you are okay. back to you. >> all right. okay. we are also keeping our eye on facebook this week. workers certainly busy there as well. this morning, setting the stage and getting ready for the big ipo on friday. want to check in with scott mcgrew for the latest. >> you say a stage, that's an actual stage. you mean that literally. they are busy constructing a steel monstrosity in the central courtyard of facebook to host a celebration set for friday morning to open the nasdaq marketplace. mark zuckerberg, seen hear on the road show, while in new york city. will skip the big apple in favor of menlo park. not an unusual move for a company so big. we have been reporting all morning, facebook just filed a new paperwork increasing the number of shares it will offer by 25%. clearly facebook thinks the market wants more shares and at a higher price, too.

mikes that traffic. president obama sitting down with top congressional leaders from both parties to tackle a to-do list that may seem more like a wish list this election year. brian mooar live with a preview of the rare sitdown meeting. good morning, brian. >> reporter: the president is hosting lunch at the white house and some of the items on the menu will be hard to swallow for republicans. one of the things the president wants to do up front is raise the debt ceiling. uncle sam's ability to continue paying the bills. he wants to do it by increasing taxes on the richest americans. by wanting to push tax cuts go away for people above a certain limit. that's something republicans have said they do not want to do. especially in an election year. they don't want to be seen raising taxes. and republicans have also set a line, house speaker boehner says that he will not allow that increase in the debt ceiling without some cuts in spending. so the lines are drawn. and that -- president and congressional leaders are going to hash it out today.

but there is a deadline here. even in this election year, they have to, by december 31, figure out some way to cut spending and to do tonight a way to -- both parties can pass it here on capitol hill. and continue moving forward. it is a problem, though, if they do not come up with that agreement, that taxes will go up for everyone. the bush era tax cuts will expire and also those terrible off-the-cliff spending increases, spending cuts that both sides agreed to, the cuts to military spending and domestic spending, will kick in automatically if nothing is done. nobody wants to see that. >> not at all. thank you very much, brian. >> see if pressure can help get things done on capitol hill. let's check in with weather, christina loren is here to talk about wednesday. >> high pressure get it done in the weather department for this afternoon. temperatures climbing by about three to five degrees from yesterday's highs at the water. inland temperatures a couple degrees warmer. noon readings, 71 degrees in san

found hundreds if not thousands, of marijuana plants in that home. richmond police are on that scene at this hour. working to get a warrant to search the home and remove the many, many plants. 6:32. part of a construction work site at a south bay hospital all on hold this morning. after crews unearth a 19th century cemetery. more on valley medical center's discovery of long forgotten graves. there is a lot of them, bob. >> reporter: yes. good morning to you. and the hospital had month idea that there was an old gravesite on the property here in san jose. so a construction crew stumbled upon 15 pine boxes during a dig last february. that's just a small portion of what lies underneath. there are many more the county estimates over 1400. now before this was the valley medical center, this site used to be county hospital. an old map shows that between

1875 and 1935, there was a pauper's graveyard located on northern part of this property. >> people died indigent, families couldn't be found, were buried at this site. these sites exist all over -- across the country. >> reporter: none of these pine caskets have been removed. in order for that to happen, the county has hired an archaeologist. law requires that person to try to find out if there is any family there around or see if any of the bodies buried are native americans. the county only needs to remove about 100 caskets for this portion of the construction to -- project to restart up. but for that to happen, they must go to court to get permission. that could take several months. again, trying to move about 100 of those caskets. the other ones will remain. bob redell, "today in the bay." still no suspects in the homicide investigation in castro valley in a pollup to the story we reported early yesterday. sheriff's department

investigators gathering bags of evidence from the home on omega avenue. a body was found in that home monday night by deputies who were conducting a probation search. the victim has not yet been identified but we know that a woman and her adult son who live inside the house and neighbor says the son was holding a party sunday might while the mother was out of town. the neighbor also says that a fight took place wrought side of that home during the early morning hours. 6:34. new report this morning female farm workers are too fearful of immigration issues to call police. 52 farm workers were interviewed. primarily focused on california. the group says that female farm workers reported fondling and vulgar language on the job. human rights watchers calling on congress to pass laws protecting immigrant farm worker women. today marks would months since sierra lamar vanished from her morgan hill neighborhood. searchers for the 15-year-old

have been going out and failing since she showed up for school the morning of march 16. divers have also been searching nearby reservoirs. the sheriff's office recently announcing they found a red jetta believed to be connected with the case. another volunteer search scheduled for this morning at 8:00 at burnett elementary in morgan hill. palo alto and police force are agreeing on a new labor deal. two-year contract will save the city $1 million annually through concessions that include wage cuts. officers will now be responsible for pension contributions in three paid holidays. also being eliminated. palo alto is facing $4 million deficit. oakland right now looking to clean up foreclosed homes in the neighborhoods and asking some big-time banks to help put -- foot that big bill. expanding the program the banks required to register homes in the program's database the moment a default notice is sent. they must also pay hundreds of dollars in yearly registration

the search is off. police say the suspects fled from a carjack being 2:00 a.m. they are believed to be armed. new developments in another police action we have been covering all morning long. stand-off in richmond involving a suspect wanted in connection with an attempted murder has ended. police surrounded an apartment near ells street and bay view area since 11 cloak last night when a man barricaded himself inside. but now he finally surrendered and was taken into custody this morning. next this was an amazing and pretty freaky discovery at a south bay hospital. construction crews enearthing a long forgotten cemetery. bob redell is live in san jose with more on the graves found at the medical sent zper what the city is planning to do about this freakish find. good morning. >> reporter: good morning. yes, this discovery to the construction crews working here at valley medical center and to the hospital itself, nbc bay area discovered during a dig last february, workers came

across 15 pine boxes with bodies inside. turns out there are many more buried there. as many as 1445. after some research, the county discovered between the years of 1875 and 1935 there had been a seem tear i don't the ground of what used to be known as county hospital. information that was confirmed by a map from 1932. turns out this was a pauper's burial site for indigent people whose families could not be found. none of those pine caskets had been removed in order for that to happen, the county hired an archaeologist. >> law requires us to do in order to see if any heirs still exist who would want to dispose of the remains itself or if there is any indication that native american, native american remains, we obviously let the -- bureau of indian affairs know. >> reporter: most of those caskets will stay here at valley med. county needs to remove about 100 of them for the portion of that

construction project to proceed. but they first must go to core for permission and that's a process that could take several months. san jose city council voted unanimously to pass a law that is design stod deter teenage drinking. marla tellez in san jose with what certainly homeowners need to know. >> reporter: good morning. bottom line now for homeowners, if you have an underaged drinking party at your home, even if you are not home, you are responsible and you will be held liable for anything that may happen. this is called the social host law. for the city of san jose stems from that deadly drunk driving crash that happened right here back in 2010. that crash killed la teen. the friend behind the wheel survived and is serving time for that crash. it was a night of partying for

those teens. it makes homeowners liable for parties involving underage drinking even when the party does not cause any sort of disturbance. until now, homeowners could be fined but only if a disturbance was reported so it closes that loophole. i just spoke to a woman that has young kids at home. she supports the new law saying that parents need to be involved. >> whatever they can do to help notify parents. that's important. helps for accountability all around. >> reporter: another thing homeowners should keep in mind even if you are completely unaware of party -- party is happening at your home. you are still liable. other cities in the south bay have already passed this social host law, including santa clara and palo alto. san jose is now the biggest city in the region to adopt it. >> thank you very much.

developing news now in richmond where firefighters are responding to an electrical fire and stumbled on to a huge marijuana grow near ohio avenue and 6th street in richmond. that's where our very own christie smith is live with all the latest details. good morning. >> reporter: good morning. right now richmond police are waiting to obtain a certain much warrant to try to get inside of this warehouse where they say that the firefighters stumbled on a large marijuana grow operation after an electrical fire broke out at this warehouse around 3:30 this morning. those bags are full of other items in here but they say that the amount of marijuana that is in here on the first and second floor of the warehouse would be equal to or more than what you see in the bags there. they are telling me over a thousand marijuana plants are here with an estimated street value of hundreds of thousands of dollars. they say when they got here

there was actual lay woman who was working here who said that it was a legal operation. they are trying to look into that. they say that the city does sanction some dispensaries but that was not -- would not cover this situation here. right now, again, they are telling me month weapons found inside but just a huge amount of marijuana. so again, they are waiting to get that warrant and go ahead and get inside. that's the latest from here. reporting live in richmond, christie smith, "today in the bay." >> christie smith on multiple scenes. great job out there. san jose, city now cracking down on payday lenders. city council approving a cap on the number of lenders who can set up shop you a round the city. this vote makes san jose now the largest city to limit the number of payday lenders. the ordinance would also block lenders from opening in or near low-income neighborhoods. sponsors of the measure say lenders target low-income families and trap them into a big-time cycle of debt. san jose city leaders looking to disguise in hopes of

attracting more people to live downtown. the plan is to build three high-rise apartments there. hoping to get another 1,000 people to move into the area. the city council approving incentives to residential builders and those incentive was include a 50% break in construction taxes and 50% reduction in fees. the developers would then have to use to invest in a park. the vote also eliminates a requirement for an expansive air container system for firefighters in high-rise buildings. today marks two months since see air lamar vanished from her morgan hill neighborhood. searches for the 15-year-old have been ongoing since she failed to show up for school the morning of march 16. divers have been checking nearby reservoirs. the sheriff's office announced they found a red jetta believed to be connected to the case. another search is scheduled for this morning at 8:00 a.m. at burnett elementary in morgan hill. this morning, an international heroin ring with ties to the bay area dismantled

and dozen s arrested. the investigators say the us isects are tied to a drug trafficking ring that smuggled heroin into the bay area from mexico. state and federal agents have been tracking the suspect for about three years during an investigation they called operation middleman. agents making the arrest in several bay area cities including east palo alto and hayward and in oakland. bloody mess is how investigators described the scene after killing at a home in castro valley. sheriff's have not identified that body. so far it is not clear how that person died but we have learned a woman and her adult son live in that home. the neighbors say the son had a party there sunday might while his mother was out of town. she says there was a fight outside during the early morning hours. just released medical report shows that george zimmerman suffered a broken nose and other injuries the night he killed

unarmed teen trayvon martin. that report from zimmerman's family doctor list it is broken nose along with two black eyes and two cuts on the back of zimmerman's head. the doctor performed the exam a day after the february confrontation between zimmerman and martin and an orlando tv station also reports martin's autopsy shows the teen had injuries to his knuckles. the city of fullerton will pay the mother of a homeless man that died after a police beating $1 million. this settlement coming a week after a judge ordered would police officers to stand trial in that beating. they pleaded not guilty. 37-year-old kelly thomas died last july. that beating, as you can see, was caught on camera. 6:57. today is the day of reflection for cyclists nationwide. bay area cyclists will meet up in richmond for rides in silence. events are held in memory of bicyclist killed while riding their bikes.
