good morning, and happy independence day, everybody. the time now is 4:31. i'm jon kelley. >> i'm laura garcia-cannon. >> let's check the weather. we have a lot happening dur the day and, of course, at 9:00 p.m. when most fireworks displays light up the sky. this morning it's nice and mild at 58 degrees. you don't need a jacket in san jose. you might need one in places like gilroy where we're starting out right at 50 degrees. this afternoon, though, i brought back the 90s and temperatures drop off the remainder of the week. we'll go through the full forecast coming up. back to you and your top stories. it's 4:31 right now. a convicted felon is back in jail after san francisco police found dozens of military grade explosives in his home. jerry lopez is facing a long list of felonies, including possession of destructive

devices. police got tipped off and went to his home in the mission district on tuesday. they found more than 60 explosive devices inside or the equivalent of more than 12 sticks of dynamite. neighbors were told to shelter in place while offices cleared the house. no one was hurt. no verdict yet in the trial of william lynch. he's accused of beating up father lindner back in 23010. lynch admits yes, he attacked the priest but says he did it because lindner sexually abused him as a boy. legal experts say the jury could be trying it to decide between misdemeanor assault and felony assault. jurors have this holiday off, and they will resume deliberations tomorrow. there's a minor snag in the cast against the suspended sheriff. san francisco mayor ed lee is refusing to use taxpayer money to fly his wife back from venezuela to testify before the ethics commission. the mayor is trying to remove the sheriff from official office

for official misconduct aafter he pleaded guilty to a misdean meern violence charge. she may have to testify via video chat. those hearings are set to resume in two weeks. city leaders are coming to grip with a new fiscal reality morning with with a $9 million budget shortfall. they have to outsource jobs after laying off 40 worksers. a private colorado based companies will maintain the 29 parks. many people who moved to milpedes for the quality of life are worried problems won't be fixed. >> they don't get the response they're used to, and everybody is going to go what happened? >> city manager says it's very unfortunate it had to lay off so many workers but said the city had no choice. holiday campers are warned to watch out for mountain lions.

although the attack happened far from the bay area lass week, park prangers say there are plenty of open spaces where big cats roam. some campers say it's too close for comfort. >> there are more people here tonight than last night, to hopefully it won't come because of more population. >> state fish and game are tracking the mountain lion that attacked the hiker, but so far no sign of it. it's no secret independence day is a time for celebrations, but for some velt rans it triggers painful memories. one bay area soldier who recently came back from afghanistan says the explosions and fireworks reminds her of combat and brings on symptoms of post-traumatic stress disorder. veteran support groups say it's understandable. >> the best to do is sort of cope. p if you come here, if you work in the kitchen, some people want to leave town. some people want to go somewhere to find solitude. >> the bay area support group

we have the fireworks coming, and what about the clear skies. let's check in with christina. >> temperatures are in the 50s to start. we're headed towards the 70s later on this afternoon. i'm talking about 70s at the coast, not just inland cities. we're going to have a really warm day today with temperatures approaching that 90-degree mark. you really need to take caution when it comes to fireworks. if you're lighting them off, illegal kind in your backyard, keep a close eye on the situation because we have elevated fire situation today. we go deeper to that later. right now back to you guys and my full forecast is in the next report. nau very much. 4:36. 49ers could get mir money back after all. a court grantd a restraining order against santa clara freezing $30 million in redevelopment funds. back in 2010 voters approved that money to go towards the new stadium. that money was diverted to the county after redevelopment agencies were shut down this

year. the county wants to now use that money for other things like education. san francisco 49ers released a statement saying, we remain optimistic that when the merits of the case are heard, the court will support the people's overwhelming decision. just days after california said good-bye to foi grai, and they filed a lawsuit to strike down the california law that went into effect to ban the delicacy. it prohibits products derived from force-fed birds is vague and unconstitutional. we're following a developing story in oakland this morning. a 3-year-old boy in critical condition, his parents right now in custody suspected want child abuse. >> today police are on the lookout for four other children still missing. christie smith joins us live at oakland children's hospital with more. christie. >> reporter: good morning.

s in a really disturbing story of a 3-year-old boy taken here to the hospital in oakland unresponsive, and now oakland police are asking for the public's help. they're looking for four other children with ties to the boy. they're concerned p about their welfare and want to locate them. mornd morning paramedics were called to a home on a report of an unresponsive boy. the sitter said the child was alone for a while and found facedown in the bathtub, but with the first responders said the child was dry and had clothes on. police said that past and kurnlt injuries were consistent with some type of abuse. they arrested the sitter, the stepfather and the mom. police say in talking with the family, though, they didn't reveal where those four other children are. >> we want to make sure that we can verify that they are not harmed and have not suffered any type of physical abuse such as the 3-year-old.

this is "today in the bay." welcome back, everyone. what a beautiful, live look outside. the bay bridge all lit up this morning. probably not a lot of traffic to report out there. a lot of folks have today off. maybe you're just waking up early with us. we appreciate it. 4:43. no fourth of july holiday for utility crews still trying to restore power in several east coast cities. tracie potts right now is showing us how weather is affecting independence day celebrations coast to coast. >> severe weather is approaching the capital. you are instructured to leave the area. >> reporter: rehearsal for the capitol 4th celebrations were cut short due to approaching storms. >> we came down here from new jersey, and we're planning to go to the national mall. >> reporter: more than a million people across seven states and d.c. are still without power

after last weekend storms. >> a lot of family are asking if i'm all right and if everybody is okay. >> reporter: it could be friday or later before everyone is back on. residents aren't happy. >> every time i call them over the last four days, they act as if it's first time they've heard this information. >> we bought a very expensive generator today. >> reporter: the hod, humid weather isn't helping. >> it's very, very uncomfortable in the house. >> reporter: forecasters predict triple-digit heat across the plains today and thunderstorms with damaging winds and hail possible in the midwest and northeast. it's hot out west, too, in and other states where firefighters are battling raging wildfires. residents thankful they're making progress. dry weather for some areas to cancel today's fireworks. a national celebration amid a nationwide scorcher. of course, the big concern today is so many people outside in this stifling heat. we've seen 24 deaths between the

proposed site. the committee said it would rather consider tahoe for the summer or winter games two or four years later. veil, colorado is out of the running for 2022. so far norway is the only country to announce it will continue its efforts it to bid for the 2022 games. an olympic hopeful -- it doesn't even hit my head. i'm so little. an olympic hopeful who thought his dream ended got the nusz of a lifetime. tarwater decided it to retire from the sport after barely missing the team in three different events. a decision by michael phelps to drop one of the races in the summer game, tarwater gets to go to london after all. >> i couldn't believe it was happening, because i started to hear the murmurings of phelps made an aannouncement. we don't know how it will affect you. we'll wait and see. then it was, you know, this could really mean something to me, you know. i was just shocked when i heard.
