we have more today but there is more olympic action as we speak. thanks for joining us. i'm kris sanchez along with meteorologist rob. we're on an hour earlier because we have a behind the scenes look at london and we're watching the olympic action here. rob is watching the forecast. >> and the weather. actually some showers trying to move into london right now. >> really? looks nice now. >> we had sunshine, clouds filling in there. no sun to start off many part of the bay area. the fog and drizzle outside. temperature in the 50s as low clouds have made their way into livermore. the day planner forecast around the bay area. clearing skinz inland but fairly cool temperature. mid-70s to lower 80s inland. san francisco and the coast, drizzle, almost to lunchtime, which means a fairly cool forecast there for the san francisco marathon. now, speaking of london, looks more like san francisco in terms of the temperature. mid-60s, scattered showers could affect outdoor events over the next two to three days there. that's something we'll be

watching as we see cycling events and things like that, track and field eventually later on in the week there. >> thank you very much, rob. certainly the weather is not so much a factor for thing like swimming. it is the biggest bombshell of the games so far. the bay area's natalie coughlin was suddenly pulled from yet's freestyle relay. we just got an interview in with coughlin about what happens now that her olympic competition has ended and retirement is next. >> my focus was yesterday's swims and focusing on this week and then we'll go from there. i don't think it needs to be a hard and fast by september 309 make a decision or 2014 make a decision. >> again, she has not yet decided whether she's going to retire, but her competition in the olympics in london now over. here in the bay area coughlin is a friend and role model to a lot of people, swimmers and other people alike.

"today in the bay" spoke with one olympic hopeful who swam with coughlin. >> since i was little i've always looked up to her. especially since she's a backstroker. just seeing how accomplished she's been is definitely an inspiration to me. >> reporter: 17-year-old madison wright is a rising star in the competitive world of swimming. in 2010 she was on the same team with natalie coughlin for the short course championships in dubai. natalie was team captain. >> she really welcomed me into the national team scene. she was really supportive of me. and just wanted me to feel comfortable with the team. >> reporter: white swims for crocanyon in danville and coughlin inth east bay, a lot of are fans. >> she went to cal berkeley. everyone follows. >> reporter: everyone is asking the same question, why was coughlin left out of the final race in the 4x100 freestyle

relay. >> it was a little weird not seeing her in it. i'm not sure the reason why she wasn't in it. you know, i definitely think that she had a say. >> there was a reason maybe for her to accept the coach's decision, but we are saddened that she couldn't participate in another event and to represent the bay area. >> anow coming up at 6:30, we'l go back to london and rob mathai are more on that. live look at london once again, and the u.s. has five medals, one gold, two silver, two bronze and today more swimming and americans hoping to set records. "today in the bay's" tracie potts is live in london with more on today's competition. what are you looking forward to? >> more swimming. we'll see a lot more of it. natalie coughlin is not the only swimmer from the u.s. who's going to be disappointed here.

michael phelps with 14 gold medals, wanted to win two more, he didn't do it yesterday. >> so far these swimming games belong to ryan lochte. >> reporter: ryan lochte is back in the water today after winning gold in the 400 meter individual medley with a comfortable three seconds to spare. >> this is only the start of the olympics, so i've got to keep going. >> reporter: today he competes in the men's 200 meter freestyle. he beat 14-time medalist michael phelps, who's looking to set a record for winning more medal than any other olympian ever but he's off to a slow start. phelps came in fourth. >> it's frustrating. just have to try to move on. >> reporter: the world's number one skeet shooter, kim roady competes today. >> i'm at four olympic medals. >> reporter: one more and she becomes the first american to medal in five consecutive games. look for superstars on the court

today. lebron james, kevin durant as the men's basketball team plays france. in tennis, venus williams competes at wimbledon where she carried the torch back in june. today she'll face the italian she beat at the australian open, then take otero main yn the the with her sister. dana vollmer's favored in today's 100 meter butterfly. missy franklin swims solo after helping the american relay team win bronze. >> one of the best relays i've had a chance to be a part of. >> reporter: gymnastics gets under way with national champion jordyn wieber. fortunately, that's inside but other things like beach volleyball and field hockey. we can hear them cheering. those events are outside. unfortunately, we've had some rain here. it's kind of cool. in fact, the weather feels a lot more like the bay area, certainly, than these athletes would like it for those outdoor events.

earlier this year than in the past to accommodate a new addition, which is the half marathon, which starts in less than an hour. if you are a runner -- rather, if you're not a runner on are a spectator for that san francisco marathon, here are street closures. several lanes of the golden gate bridge are shut down right now but two southbound lanes and one northbound lane are open to traffic. in the richmond neighborhood, several roads are closed. at fisherman's wharf, part of jefferson street are shut down. sections of the embarcadero. it would probably take me in 2:00. pleasanton is host to runners. it kicks off at 8:00 this morning. the day begins with a 5k fun run and walk and ends this evening with pro racers who are competing for a combined

$10,000. in all, more than 5,000 spectators are expected at today's event. and if eating is more your thing, garlic lovers, you have another chance tone joy a south bay tradition. gilroy garlic festival ends this afternoon. organizers estimate more than 100,000 visitors will have attended the three-day event by the time it's over. now, they say money raised will help fund scholarships and community activity. the garlic festival is being held at kris malhill park. gates will open in a few hours and it runs throughout the day. still ahead on "today in the bay," while you were sleeping, bay area athletes were performing in london. we'll get an olympic update on how they did overnight. plus, we'll hear from ryan lochte on what he had to say about the showdown with michael phelps. release me, momigus!

looking live at a pretty start to the day there along the san mateo bridge. that traffic running smoothly. don't worry f you're headed in and around san francisco, expect road closures because of the san francisco marathon. an upset in olympic swimming centered on the u.s. men. ryan lochte won the 400 meter individually medley beating michael phelps who took gold in the event in the last two olympics. >> i'm so happy. i have my family right there cheering for me. it's a dream come true. >> phelps came in fourth. he said after that it was frustrating to start on such a bad note, about ybut he says he has more than six chances to win. with just two more medals he would be the world's most decorated olympian. we'll put up the winners overnight, we'll play music for you when it's up. if you don't want to know, you want to watch the action later today, you can turn your head. when the music is done, it will be safe to turn back.

looking live, we can see some clouds squishing down, making for a nice, pleasant start to this sunday morning. of course, we're watching the weather in london as well. no pressure, rob. have you to watch two kinds of forecasts. >> we're watching the one a little across the pond, as they say right now. actually some showers rolling into london. this morning around the bay yashgs you may need the windshield wipers or a light coat to wick off the mist and drizzle we're seeing in the bay area. san francisco and oakland seeing drizzle within the last hour.

55 in both locations. temperature pretty uniform as we ve low clouds that have moved inland. pushed inland by the onshore breeze, blowing into fairfield. winds up to 20 miles an hour. around the inner bay, we'll see drizzle and then the low clouds will peel back to the coast as we go through the afternoon. another cool day on the coast with low to mid-60s except santa cruz will warm up to the low 70s. from tuesday probably through friday, seeing the numbers inland start to climb up. temperatures in the 80s to mid-90s by midweek. let's hope for better weather today around the giants game. better outcome, too, as we watch the giants' start time just after 1:00. should see mid-60s and misty skies. if you're going to head out early, don't be surprised to see mist even into the late morning hours. satellite radar view shows you the monsoon moisture that can spill back to the bay area, at least for now is off into arizona and east of palm springs. we will see that creep closer to

us by tuesday and wednesday, bringing some thunder in the sierra and maybe even showers in the coastal range late in the week. something to be watching for as we go through the rest of the week. right now, a look at all the low clouds that have pushed inland, even close to livermore. they will start to come back to the coastline by 1:00, but a very cool day from pacifica down to pillar point and santa cruz getting clearing this afternoon. and then this evening, you're already starting to see some low clouds spill across san mateo heading to the east bay. today, temperature unusually cool for this time of year. a lot of 70s around the santa clara valley. down toward morgan hill and gilroy, those will be the warmer temperature, those numbers in the 80s. trivalley we'll look for low to mid-80s today, but all-day westerly wind may keep the temperatures down more in the 70s range, especially towards the 880 side of the east bay. 680 off to the east we'll see the warmer temperatures today. north bay we'll see numbers in the low 80s, 70s elsewhere

around the inner bay. cool 66 in san francisco and low clouds on the coastline. just kind of stapled to the coast today. watch the numbers as we go towards monday and tuesday. you'll see those numbers start to jump up, especially come tuesday. those inland temperatures starting to rise. we'll see those numbers around livermore approaching the low to mid-90s. middle part of the week cooling as we head towards next weekend. watching some of that monsoon moisture, which may trigger some mountain thundershowers late in the week. yes, london, as we've been seeing over our shoulder on this newscast this morning, as the music plays, looks like san francisco temperatures. unlike san francisco, they're actually dealing with thundershowers. some outdoor events. we'll have to see how that plays out. the warmest part. day in london, you're starting to see the clouds build. not the 70s and 80s, they had a nice break from the weather last week. >> what's your favorite summer olympic event? >> gymnastics. having watched that in san jose.

>> reporter: thaedz youtube's head of brand lee hunter. he says job one is to keep the feeds up and running with a war room set up on site to make sure your video stream is uninterrupted. >> i've sat in the rooms with these guys and it's accurate to call it a war room. laptops up, looking at servers and making sure everything is coming through in the right way. it's impressive to watch. a lot of hands typing away furiously. >> reporter: these will not only be the most streamed games, they'll also be the most mobile games. youtube is ready for that as well. >> you have those big moments where you crowd around the tv and make sure you're watching and you're also on the go and want to get it. a lot of audience we expect to be coming from mobile. it's hard to tell how many people are accessing it, but those moments you hear there's a medal chance and you need to grab it quickly, so you power up your tablet or phone, we're powering the back end of that. >> reporter: it's a partnership combining technology with the world's biggest sporting event. taking your favorite athletes everywhere you go.

for your taste buds. a week ago the director of the state parks and recreation department admitted a lost special fund of $54 million. more than enough to keep all the parks open. now we're learning that some 500 state special funds may have 2.3 billion more than originally thought. so, how could this happen?

nbc bay area political analyst larry gersten joins us. let's talk about, first, what those special funds are. >> yeah. i think that's where we start. special funds are accounts, various accounts set up for programs that allow the money to be spent only for designated projects. california has a recycling program. it gets its money from deposits we put on bottles and cans. that money can be only used for recycling and conservation projects. that's it. multiply that very narrow, specific program times 500 and suddenly you find yourselves with all kinds of different programs designated for specific spending. that's all the money can be used for. that's it. so it's actually designed to promote transparency. we want people to know where the money's coming from, where it's going, no place else. >> right. that often makes people feel more comfortable about having their tax dollars go into a fund. but when we hear $2.3 billion, i

wouldn't lose a chunk of change like that. i find it hard to believe that there is a good explanation for losing $2.3 billion. >> yeah, $54 million is tough enough to swallow. $2.3 billion? where the heck is this coming from? we don't know the whole story. we have to give time for this to be fer eted out here. a lot of the problem seems to be based on two sets of assumptions, assumptions by the governor's department of finance, on the one hand, and assumptions by the controller's office. now, between the two of them, there's about a $2.3 billion gap. finance says we have $8.8 billion in these special funds total. the controller's office says, no, we have $11.1 billion. now, how do we get to this? the best explanation seems to be a rather simple one. that is that the director of finance is adding up all these numbers at a time differently from the controller. so, the spending cycles are such that the money flows through and we see the different times.

>> so, it's like if i balance our checkbook on the 1st of the month, my husband balances it on the 8th, it's different timing. >> checkbook example is a great one. imagine you have $1,000 in your checking account. you write a check for $200. if you're like me, i go to my checking account and say, i $800 now. i've spent the money. but you haven't. you haven't spent the money until the person or the institution cashes that check. it seems kind of simple but that seems to be the basis of the problem. meanwhile, it's raising all kinds of ruckus, you can see that. >> the governor wants voters, you and i as voters, to pass proposition 30, temporary tax measures, because it is -- we are in a catastrophe, a financial meltdown of sorts. what does this mean if the voters hear, wait a second, you're letting money pile up, lay around idle, maybe i will or will not vote. is that going to affect people? >> you have to think psychologically something is not right here, right? especially if you're not paying a lot of attention.

but we need to remember that that $8 billion budget deficit, we've all heard about, that refers to the general state fund. the money the state allocates for education, for prisons, for all kinds of things. even if we have $2.3 billion more than we thought, that money has to stay in the special funds programs. it's law. that's the way we've done it. so the hole remains. but the big problem for the governor is making people understand the difference between the special funds programs and the general state budget and the hole we've got. that's going to be one tough chore for him. he's already got enough problems. he'll have one more added to his bucket, so to speak, between now and november. >> thank you very much, larry. you can always get more of larry's political insight any time, nbcbayarea.com. still more on head for you. we're going to go to london.

san francisco and oakland. seeing drizzle in the east bay this morning. 58 in san jose. our day planner forecast replaces like san francisco and the coast probably trending partly cloudy by the afternoon. a cool day. even our inland valleys today, mid-70s to some lower 80s inland today in the skies we're seeing right now in san francisco, not too different from the changes we're seeing late this afternoon. right now in london, temperature in the 60s. that's the view you're seeing over our shoulder this morning is a look at some of the clouds spilling in. actually some thunder, reports from the weather channel talking about some pretty strong weather heading into london. may impact some of those events today. >> we were chuckling. i'm looking at the blue sky and rob is looking at the clouds. >> i always pinpoint the storms. >> exactly. thank you very much, rob. now here is a live look at london where it is now sunday afternoon and day two of competition is well under way. nbc bay area tracie potts is live in london with more on what's happening right now. good morning to you. >> reporter: good morning. let's talk about the local

athletes from the bay area, especially kerri walsh jennings from santa clara, who along with her partner, misty may-treanor beat australia twice. another late night match today. the buzz is not so much about what they're doing on the sand in terms of beach volleyball but what they're wearing. instead of those traditional bikinis, they put on long sleeve shirts yesterday. in fact, their opponents had on long pants as well. look, the weather here has turned cooler. it's windy. it's raining. they may have rain to deal with with that match later tonight. the rules actually for a long time allowed that, but it was just unusual especially for londoners who are used to see the rain to see beach volleyball participa participants not dressed the way they normally are.

singh, table tennis champion, she won her first two matches now, we can report. one next mexico and against luxembourg. she plays tonight against china. there is a rumor that bill gates may actually be in town to watch her. apparently they're table tennis buddies. she says she thinks he's in town. she's not sure if he's at olympic park. we'll have our eyes out for that. >> if you have a fan, bill gates would be a very nice one to have. thank you very much, tracie. the biggest bombshell of the game so far, the elimination of the bay area's natalie kuf lyco from yesterday's relay. we heard from coughlin minutes ago about what happened and whether or not this means she might retire. >> my focus was yesterday's swims and focusing on this week,

and then we'll go from there. i don't think it needs to be a hard and fast, you know, by september 30th make a decision or 2014 make a decision. >> now we want to go to raj mathai, who's in london with more on that decision to pull natalie coughlin and the medal -- from the medal race and the buzz that it is creating in the sports world. >> hello from london. we're still trying to figure out what exactly happened with natalie coughlin and why she was benched by team usa. this is a shocking development for one of the bay area's biggest sports stars. let's show you how the sequence of events shook down. it was all smiles initially for coughlin during the morning races of the preliminary races. she was great. she had one of the fastest times but shockingly she was benched for the finals. in those finals, team usa, as you probably know by now, won the bronze medal. even though natalie coughlin did not swim in the finals, she does win a bronze along with her teammates. she was not invited to the podium. instead was given her medal later in the evening.

following that race, natalie coughlin did have brief comments to the media. quote, i was a little bit disappointed because i tend to get better as the meet progresses but i don't envy the coaches, what they had to go through. here's where the irony continues. speaking of the coaches, terry mckeever is the head coach for team usa and also the head coach at cal and one of natalie coughlin's star pupil in the east bay. they've worked together for ten years. ultimately it was mckeever's decision to bench natalie. this was probably her final race of her career. she wants to return to the east bay. she has a beautiful home in lafayette. she turns 30 next month and she wants to start a family. we're expected to chat with natalie coughlin later on today. we'll have that report on our evening newscast. we're in london. back to you now in the bay area. >> another upset in olympic swimming centered on the u.s. men. ryan lochte won the 400 meter

individual medley, beating fellow american michael phelps, who took gold in the event in the last two olympics. lochte won the event by an incredible three full seconds. phelps did not medal at all. he came in fourth. he still has six more chances to win. with just two more medals, will he become the world's most decorated olympian. we're going to put up the winners overnight, but if you don't want to know who they are, we'll play some music so you can turn your head. when the music is over, it's safe to come back. ♪ lochte did win the united states' only gold medal so far. that puts united states third overall, tied with italy.

china is first with four gold medals and two bronze. you can find the entire list of bay area athletes competing today on our website. go to nbcbayarea.com and scroll down to london 2012. click on weekend watch guide to find it. well, when your dog learns his tricks, he earns a treat. do you really know what's in that tasty reward? nbc bay area has new results done on a bay area dog that died after eating chicken jerky treats. we have more on the fda's investigation. >> fda scientists just completed this extensive seven-page necropsy, hoping they could find something definitive between the death of this dog and the treats she ate. it's part of an ongoing mystery that started almost as soon as these treats came onto the market. since 2007 more than 1800 people have filed complaints with the fda saying their dogs got sick or died after eating chicken jerky treats.

rachel chambers of morgan hill says three of her four dogs became sick after eating milo's kitchen jerky treats made by del monte. >> he was very, very sick. she was sick for a couple days with diarrhea. >> but it was shepherd mix callie who couldn't be saved. >> it was violent and she did not deserve the way that she died. >> veterinarian treated callie. he says he's seeing a trend. owners bringing in sick dogs after feeding them chicken jerky treats. you think they're dangerous? >> they are. even causing vomiting and diarrhea, it's discomfort to the pet. >> fda has issued warnings saying chicken jerk canny treats may be associated with illness in dogs. despite the warning, they're still on shelves. the fda says it's tested for bacteria, mold, chemicals in

good morning. here are some of the folks running the san francisco marathon. they've been at it for about an hour. if you're not a runner, not a spectator, you want to make your way around, you can expect the roads to reopen around 10:00 this morning. a santa cruz woman is dead after a bizarre incident on a party bus. as "today in the bay's" reports, one lawmaker is demanding changes for just that kind of bus. >> reporter: the california highway patrol says two women started arguing on a party bus headed for santa cruz. >> everyone on that bus was intoxicated. >> reporter: the fight got physical and the chp says somehow the bus's door open and they both fell out. a 25-year-old identified by authorities as natasha noland

was run over and killed. the second woman survived with scrapes and bruises. there were 12 to 15 passengers in the bus but no others were hurt. >> the investigation is really difficult because the witnesses that were on the party bus weren't very cooperative. some of them actually fled the scene. >> a tragedy but it's one of those tragedies we could almost see coming. >> reporter: assemblyman jerry hill is trying to get a bill passed tightening regulations on party buses. >> this will hold the driver, bus company and a responsible mature 25-year-old or older individual responsible in the future. that's what we're hoping will stop this from occurring. >> reporter: since the bus driver can't always see what is happening behind him or her, hill says a designated adult would be responsible for making sure there's no underage drinking going on or be held libel. >> the chp says the driver of the party bus is cooperating with the investigation.

good morning to you. looking live at san jose and some fog making a cool start to our morning. temperatures all around the bay pretty uniform, rob says. we'll check with him in a bit. in competitive judo san jose state is known for producing olympic athletes. raj mathai introduces us to marty malloy, who has spent a lifetime waiting for her olympic moment. >> reporter: looks can be deceiving. 26-year-old marti malloy is usually all smiles, but don't let that smile or her small 5'3" frame deceive you. thud after thud, you can see and hear she's a fierce combination of agility, speed and strength. >> my strength is definitely my strength. you know. i'm pretty physical, so i have that advantage in my weight category. >> she takes 60 kilo guys and throws them around, literally. >> reporter: in london, malloy

26.2-mile run had an earlier start time this year because there was an extra event. it was a half marathon, which was added this year. and it will start in less than an hour. the marathon meets street closures. several lanes on the golden gate bridge are shut down right now. the explanation, that live picture. two southbound lanes, one northbound lane are open to traffic. in the richmond neighborhood, several roads are closed. at fisherman's wharf, part of jefferson street are shut down. section of the embarcadero are also shut down. much more ahead on "today in the bay." still to come, the queen of england's cameo in the olympic's opening ceremony. marathon under way. bay area event of olympic proportions, 26 miles of running through the mist and fog. what a nice start to the ground there. the ground dry at that location. we've been watching drizzle around parts of the bay area. let's show you the temperatures as low clouds have spilled inland. we've seen those numbers mostly in the 50s aren't the bay area. notice the wind direction. an onshore breeze reaching well into fairfield this morning, pushing the low clouds even into the trivalley this morning. we're going to get drizzle, even around the inner bay and inland locations through 10:00. then clearing for inland spots today. kind of a cool day around the bay area. real warm kicks in come tuesday and wednesday. at the ballpark we'll be watching earlier start time for the giants game. hopefully kind of a different finish, let's put it that way. we'll see the dodgers/giants coming up at 1:0 5. should see mid-60s and some partial clearing, breezy through the afternoon. satellite radar view, low clouds on the coast.

monsoon moisture which could fire off thunder. may start to become a bigger part of our pattern, especially by the end of the week as that moisture spills out of arizona and eventually sweeps toward central california. stay tuned in that seven-day forecast. for now, no tropical clouds. just the stratus or nimmo stratus. to 2:00, it's goomy on the coastline today. by 6:00 we've got the low clouds coming through the san burno gap spilling in towards hayward and oakland this evening. our temperatures held down by the all-day sea breeze. antioch and fairfield, the warmest locations. mainly just orange out there. the warmest places inland today looking at mid-80s. then we're talking about mid-90s coming our way by the time we get to monday and tuesday. so, there comes the temperature jump for inland locations. notice the coast not changing a whole lot. we'll see warming around san francisco. this is mainly inland valley heat event for the middle part of the week. the items to watch, if you look

closely there at the text, we have mountain thunder in the forecast possibly around friday. areas that could be prone to that is the coastal range or maybe some of the east bay hills. really depends on how far inland that monsoon moisture spills out of the desert southwest. in london right now, they're actually seeing some pretty strong showers rolling in. we'll see how that affects these outdoor events monday into tuesday. i imagine beach voluntarily beale ball f it starts raining, that won't be good. they were dressed in layers. >> thank you very much. turns out the queen of england's fondness for the movie "slum dog millionaire" played a big part in getting her to play a cameo. they say the director of danny boyle not been behind the event, she may not have agreed to the unconventional request. the queen taped a spot, which ended with a stunt double leaping from a helicopter into the stadium. boyle describes the queen as a
