health hazard for some. bob redell is live in san pablo with an update on some of the people who suffered breathing problems. good morning. >> reporter: good morning. we know that inspectors from the cocoa county health services department and the air quality management district had been taking samples around the area surrounding the fire. one telling the chronicle last night they did not find anything hazardous in the air. it's our understanding that there are more test results that are still waiting on those to come in sometime today. clearly, there was smoke and some people did -- or about 200 people showed up at doctor's hospital in san pablo. some children wearing masks. there were several more who visited the e.r. the complaints range from a sick feeling caused by the smoke to trouble breathing and other respiratory problems. >> light-headedness.

we could smell the stuff. >> wearing these masks, having a hard time breathing. >> headaches, migraine, and people's eyes are red and watering so it's not like a gimmick. >> reporter: there had been a shelter in place during the fire for the areas of san pablo, richmond and north richmond, basically asking people to seal themselves in their homes. but that shelter in place has been lifted. reporting live in san pablo, bob redell, "today in the bay." >> the expectation is the fire should not affect your morning commute. today b.a.r.t. is running normally and the three b.a.r.t. stations that were shut down last night have reopened. now that includes the richmond station. for the east bay drivers who thought they were getting a free pass through tolls because of that fire, well, turns out that message was too good to be true. last night cash lanes were closed because toll workers were sent home due to the smoke out there. signs at the toll booth said do

not stop toll free. today caltrans says cameras took pictures of license plates and drivers will be sent a bill in the mail. drivers will not be fined extra for not stopping at the plaza. that makes sense because they were told not to stop. bay area drivers who continue commute in the east bay could feel the impact of the fire at the pump. coming up we'll tell you if the fire could push gas prices up. of course we're following the latest on the fire all morning long. >> officials from the chevron refinery are coming out now to give a news conference. we want to check in live. >> this is similar in concept to how refineries utilize flares and safety devices. the shelter in place was ended last night by contra costa county health services at 11:31 p.m., the refinery also ended our shelter in place by 11:49 p.m. last night.

all employees and contractors are thankfully safe and accounted for. three employees did sustain minor injuries but they have been treated on site. the fire started at our facility's four crude unit at 6:30 p.m. the source of the fire is still under investigation. 20 response vehicles and 80 firefighters were on scene to help respond to the incident including chevron's emergency response team, teams from other contra costa refineries, and fire crews from richmond, el cerrito, rodeo, hercules, that provide mutual aid. we want to again thank them for their efforts last night. finally, we want to just close by saying we apologize to our neighbors and this community for the fire, and the concern that we have caused them. we are now working to determine

door of the san jose police officers association, vote of no confidence on chief moore from the membership is on today's agenda. this meeting is scheduled to get under way at 7:30 this morning. the issue is being brought forth by officer howard johnson who also sits on the p.o.a. board. he and several other officers tell nbc bay area there is mounting frustration with how this department is run so they want chief moore out. my colleague damian trujillo got an interview with the chief who says he gets it but he's not going anywhere. >> i understand the frustration i think it's a little misplaced. work with the p.o.a., i know they really want me to stand up and say that our cops need more money. i'm here to tell you i have been saying it our officers need more money to stay here. >> reporter: today the board is voting whether to take this issue to the full membership. if they vote no, then the entire

issue i will be dropped altogether. in the meantime, moore says he is staying focused on protecting the citizens of san jose. the city much like last year is having a rough year in terms of the number of homicides, so far almost 25 homicides on record for 2012, and statistics show the city's on track to tally 40 homicide this is year. that would be one more than last year. regardless of these statistics of course there are officers among the force who tell us that they absolutely flat out disagree with today's vote of no confidence on today's agenda. again this meeting gets under way at 7:30 this morning. they say that they support moore who has been chief for 18 months now. reporting live in san jose, marla tellez, "today in the bay." >> the time 5:09. this one is an uncomfortable warning for you. lock your doors and windows police cuts and rumors of easy targets boosting a burglary spike. the biggest increase in palo alto with a 63% jump in home

when iphone was introduced way back in the olden days, 2007, there weren't that many things you could do with it. remember, there was no app store and it didn't play flash video. still doesn't. the youtube app was critical to the early days of the iphone. you'll still be able to watch charlie bite his brother's finger either through your web browser or to a google built app which will show up soon. speaking of apple and biters, the apple samsung trial continues. apple accuses samsung of copying the iphone and ipad. apple tried to show that samsung was left in crisis when it first saw the iphone. internal memo complained the difference between its phones and apples were the difference between heaven and earth. apple trying to prove that samsung was so panicked it flat out copied the iphone. >> so interesting. >> it is.

you can't get much more dramatic. team usa beats canada. a lot of bad blood between these teams. the gold medal match, u.s. against japan on thursday. you might recall if you follow soccer, japan beat usa in last year's world cup final so this is a nice rematch between two power houses in women's soccer. for another local, kerri walsh, it's about her kids. we're talking during the olympics that she has two young sons and her husband here. those sons are going to stay up late with her tonight. they got to watch mom. they are going to break curfew. the semifinals for beach volleyball. 11:00 p.m. london time is the match. walsh and her teammate taking on the chinese team. this semifinal might be even tougher than the finals if they advance that far. the two are looking for their third consecutive gold medal. another thing to look for later today in our coverage.

wait till the seven-day outlook. unbelievable. it's not been this hot so far this summer. it's going to be hot about every single day this week. 56 in sunnyvale. take a look at this. this ridge of high pressure is so big and so strong it's pumping up moisture from the coast of baja dragging it through the four corners region. we'll see some of the moisture come into bakersfield, even los angeles. for us the biggest impact will be hotter weather. this ridge amplifies tomorrow. we're talking peak on thursday. 100 degrees in the forecast. that means places like gilroy that get hotter than livermore, for example, are going to get close to 104. it's going to be a cooker this week. warm breeze for today. temperatures not too hot yet. we'll be at 83 in san jose. 91 in livermore. take a look where we're headed. up to 97 tomorrow. triple-digit heat. mike is making a face. he's not excited about it. you know what, the good thing is if you park in the shade, if you

yet? >> reporter: well, i think that's what everyone wants to know. i can start by saying we heard from a spokesperson for chevron. she started by apologizing to the whole community for having to shelter in place and having to deal with this refinery fire t huge plume of smoke. but what we don't know right now is exactly what caused this refinery fire in the first place. she told us that part of this is still under investigation this morning. we know this started around 6:30 last night, sending the huge plumes of black smoke in the sky, prompting a shelter in place for communities including richmond, north richmond, san pablo and north oakland. many people complained of throat irritation and breathing problems. the spokesperson says that the shelter in place was lifted at 11:31 last night, five hours after this fire started. the refinery ended its shelter in place here about 20 minutes

later. what we do know is that they tell us they were doing normal diesel processing operations in crude unit four. there was some sort of leak, it ignited. right now the main fire is out. >> safety officials are allowing a small controlled burn as a safety measure to help reduce pressure. this is helping to ensure that more hydrocarbons do not escape. this is similar in concept to how refineries use flares as safety devices. >> reporter: earlier we were hearing that one worker was injured. she now told us that three workers suffered minor injuries, that unit four is offline now. chevron has investigators here, also outside investigators looking into a cause. of course many, many more questions about with this, exactly what was leaked, what started this and even notification procedures, a lot of people have questions about

that so chevron is holding a community forum in richmond at 6:00. reporting live in richmond, christie smith. >> as you can expect air quality a huge concern for people in the communities near the refinery. dozens showing up at the emergency room of doctors medical center saying they were feeling light headed and had trouble breathing. the bay area air quality district has set up air monitoring stations that were checked throughout the night and into the morning. the district says it will have results in a couple of days but for now, the shelter in place warning has been lifted in richmond, north richmond and san pablo. >> the refinery fire could impact the entire bay area in another way. a disruption in production could mean higher gas prices. bob redell is live in san pablo with what could be in store. good morning. >> reporter: good morning to you. yes, this fire from yesterday could increase the amount of money you have to spend to fill up the tank in your car by how

much will depend on how long it takes for chevron to get its richmond refinery back up and running. remember, that fire burned for several hours yesterday, it's not clear what kind of damage if any it caused. what happens there can have a tremendous impact on gas prices because it does provide so much fuel for the state, producing more than 240,000 gallons a day. >> obviously we're having problems with bob's audio. we're going to bring you another update coming up. >> we can tell you for the record this is not the first time a fire erupted at that refinery. in fact, it's the third fire over 13 years. back in january 2007, this fire burned for more than ten hours at the number 4 crude unit. the site of yesterday's fire. at the time of the fire, the refinery was preparing for scheduled maintenance and one worker was injured. >> we also take you back to

march 1999, hundreds of people were sent to the hospital with breathing and eye problems after smoke from a fire at the refinery spread across the western county. cal osha fined chevron after investigators found the refiner had not properly inspected a valve. we're following the latest on the refinery fire all morning long on air and on line. we'll have more live updates throughout the morning and the day on nbcbayarea.com. >> 5:35. a baby girl believed to have been kidnapped by her father is safe this morning but her father is still at large. investigators say jonathan martinez kidnapped his 1-year-old near tracy and threatened to harm the girl and himself. the abduction triggered an amber alert. police found martinez' car in a parking lot. it turned out he dropped the baby off at a relative's house. several family members came out to pleasanton yesterday to help. they tried to help investigators

with their search. >> 5:35. budget cuts taking a toll on safety in the bay area communities, average response time for firefighters have increased by more than a half minute after last month's fire station closures in east contra costa county. according to the fire chief in some cases the delay has been up to five minutes. the financially struggling district closed fire stations in brentwood, nightsen and bethel island july 1. back in june the average response time was 6:34. in july it increased to 7:10. >> summer making a late arrival for us. in august. we're going to feel it. >> the heat is on. >> the heat is on. good morning to you. starting with this live picture, beautiful sunrise over san jose. you'll notice here we don't have as much cloud cover as we did this time yesterday. throughout the inland cities, however, plenty of low clouds from san francisco down the peninsula. let's take you to your

temperatures where it is comfortable. 55 in oakland, 56 in sunnyvale and 53 in santa cruz. fantastic conditions at the beach this week. that means hot conditions inland. the one thing you have to deal with if you are headed to the beach or live bayside, we have gusty winds on the way. you'll notice on the key where you get the yellows and the orange, that's stronger wind. we stop the clock at 5:00, getting some gusty winds throughout the greater bay area. that will make it feel more comfortable. we're talking about a warm breeze, so as we head through tomorrow, that wind will shift out of the north and that is our major warm-up in the bay area. it pushes that marine layer back out to the ocean and then negates that cooling that we typically get. this is how it works out. 92 inland. coastal cities about 68 degrees. by tomorrow, we wrap numbers up by 5 to 10 degrees, then hot all the way through next week. so stick around, i've got the seven-day outlook ready in my

officer is clinging to life after being shot nine times during a deadly attack on a sikh temple. lieutenant brian murphy, a 21-year veteran of the force is in critical condition but he is expected to survive. officers say murphy was shot by this man, 40-year-old wade michael page, a 40-year-old army veteran who unloaded handgun at a sikh temple, killing six, injuring three. page was killed a short time later in a shootout. sles gers say page was the former lead of a white supremacist heavy metal band. they believe he acted alone. >> a plea deal is in the works for an arizona man accused of killing six people and wounding 13 including congresswoman gabrielle giffords during a mass shooting that happened in tucson last year. jared lee loughner is expected to plead guilty. if he is able to enter the

charges the judge will consider accepting the plea. >> a break in ranks could mean a no confidence vote for chief chris moore. a decision whether to vote is due by the police officers association. marla tellez is live in san jose with what is behind this push. good morning. >> reporter: jon, good morning. there is just one police officer behind this push, his name is officer howard johnson, he also happens to serve on the board for the police officer association. he is the one who put this on today's agenda. they have a 7:30 a.m. meeting here at union headquarters. you can see from this, vote of no kof dense on chief moore from the membership scheduled today. officer johnson and several officers say they're frustrated with the chief and how he runs the department. chief moore tells nbc bay area he knows they are frustrated specifically about pay, and chief moore says he is working to get them more money.

behind all of the beauty of the olympics. hey, raj. >> reporter: for the most part things have been fantastic. the london committee t city itself and the ioc, the international olympic committee has done a fabulous job. how they treat the vips, the fans, and even the journalists. but there is that dark side of the olympics that they don't want us to see but we pursued it a little. it's away from all of the glitz and the glamour on the television coverage. you're going to see all of the land marks of london and the beauty shots. it's a few miles away from the glamour, and yet it seems like a world away. this is the housing complex we're going to show you for the volunteers and the part-time workers. the part-time workers, the cleaning staff in charge of cleaning up the london games. it's hardly the ritz-carlton or the motel 6 n is an old scrap metal yard filled with barbed wire and not much traffic. they wouldn't let our cameras in. thousands of people, mostly students, live here during the

olympics. one college student from south carolina. >> 10 to a trailer. they are pretty much like storage units. they aren't great. >> in hungary, maybe 3 pounds. >> it's not great accommodations. they said those two gentlemen that there's about 60 to 70 people sharing one bathroom. so the facilities are definitely subpar. however, they said it's a chance of a lifetime. they are visiting from different countries and this is their olympic experience despite the poor housing. now to the olympians, the athletes themselves. we're going to keep a close eye on kerri walsh looking for gold medal three. and she says it's all about her kids. she's going to keep her kids up late, her young sons are visiting from california. her family is here from the bay area.

her match at 11:00 p.m. london time. so like it or not mommy is working late, and everyone's going to stay up to watch. her and missy may-treanor. if they win tonight they advance to the gold medal match tomorrow night. last but not least, what do you do after your competition is over and you're waiting for the closing ceremony? roll out the red carpet, michael phelps, his girlfriend, a lot of team usa swimming stars out on the town. if you go out to the london clubs and the restaurants you're going to see it. last night a vip party for the team swimmers, phelps, ryan lochte, a lot of bay area swimmers as well. natalie coughlin, dana vollmer and nathan adrian. there is glitz here after you're done with your events you have a good time. speaking of good time right where we are just behind our camera, by about 50 feet is the athletes village. apparently we won't know pause we're not allowed in, apparently they have a very good time when

squishing it to nothing. we're going to get enough of the natural coolant to keep it at 69 in san francisco. closer to 80 tomorrow. we normally hit the upper 60s this time of year, we're trading those 60s in for 70s and 80s. that's the beauty of the bay area. when it gets to be 100 degrees in concord, all you got to do, head to the beach. won't take you long and you drop off by 30 degrees. that's going to be the temperature difference as we head through thursday, friday, even saturday. so, taking it to your satellite imagery. you see all of these showers wrapping around in the clockwise form. well, this is high pressure. high pressure so strong that it's pulling up moisture from off the coast of baja, through the four corners region. we're going to get a little of that moisture tomorrow than today. hot weather on the way as this ridge amplifies. we're talking about potential for records as we head throughout the week and the longest stretch of hot weather.

we hit the hundreds but for a couple days at a time. talking about six to seven days of extreme heat. we want to make sure you're ready. by tomorrow it will be too late. beach weather, comfortable conditions. pacifica, you're going to git a high around 69. we're forecasting 70s in half moon bay. that's a beautiful day in half moon bay. the warmest beach city will be santa cruz, about 77 degrees as we head throughout this afternoon. highs across the bay area will be hot today, but you take your city, who at your high, fact on 5 to 10, that's what we expect tomorrow. by tomorrow 97 degrees. triple-digit heat on thursday, staying hot friday and saturday. and then we'll cool off sunday into monday. 5:52. >> let's go live out here, we'll see that. 101 showing a good volume of traffic northbound. under the 680/280 interchange. we have slow sensor readings

from tony road all the way up past the interchange where i showed you the live shot all the way to 880. likely things will slow down over the next 20 minutes and kick in after 6:30. we'll watch for that pattern. but know that the slowing has started. a lot more company down here. also a new accident reported 880 at 237, no details in from chp so sounds like there may be activity. we're seeing a slowdown. we'll keep that in mind. we'll watch this. 880 and 101 moving nicely. we'll give you a live shot to see how 101 is past the palo alto area. they have the shopping center. volume picks up but you could get your starbucks, head up to the city without delay. other side of the bay, 880 through fremont. it moves smoothly. the only delay is getting your truck weighed at the scale. the bay bridge on the oakland side, easy drive here, east shore freeway.
