we have lots of them going for gold today. >> first, we want to start with a developing story. missing for 15 hours, within the last hour, though, we've learned a young mother and her 2-month-old baby are safe and okay. the man suspected of kidnapping them at gunpoint in oakland last night is still on the run. oakland police and the krchp issued an am bert alert after marcos hernandez forced his 17-year-old girlfriend and their baby into a silver ford focus after 11:00 last night. police say hernandez hit his girlfriend several times before threatening to kill her if she did not get into the car. the couple had been arguing. police believe hernandez may be headed to sacramento county. he does have a violent history. hernandez is believed to be armed and dangerous. police say anyone who spots him should not try to approach him but instead call 911

immediately. now to continuing coverage of the refinery fire in richmond. tonight, chevron is gearing up to open up a help center for people impacted by monday's fire. starting tomorrow, representatives will be on hand at richmond's nevon community center to take claims from people who suffered property damage or medical problems. but many are seeking their own legal counsel. today, investigators with the state bar came out to warn people to beware of anyone lobbying on behalf of attorneys. they want victims to understand they have many options to turn to for legal help. and fallout from the fire is hitting you in the wallet. take a look at the jump in prices at the gas pump. the price of gas is up seven cents in oakland over yesterday and up 13 cents over last week. san francisco and san jose are also seeing spikes, though not quite as high. the chevron refinery is the third largest in the state.

now to our exclusive coverage of the london games. we begin with the gold medal game in soccer and what a game it was. cal's alex morgan at the center with the great assist. she passes to carli lloyd who puts the ball in the net. the u.s., 1-0. lloyd wasn't finished, though. in the second half, she puts in her second game. on the defensive end, hope solo lays out like superwoman to stop the game-tying shot from going in. team usa takes the gold with a dramatic 2-1 win. redemption for the americans of losing the world cup final to japan just a year ago. it was awesome. now, much of the power behind the american women's soccer team came from bay area athletes. scott budman stopped by a packed house worth of fans today in san jose. he joins us with more on the celebrations. they are whipping it up. >> reporter: yeah, really good time. you mentioned the bay area. the bay area represented, in fact both on offense and

defense, for the u.s. women's soccer team which kept a packed south bay bar on the edge of its collective seat until the final whistle. it's not london but san jose was just as happy to see the u.s. soccer team earn gold. from the first goal, cheering for local products like uc berkeley grad alex morgan, and an entire team of role models. >> for me, athletes -- they have passion. these women have passion. they're here to win. they're representing the usa. i think it's great for the new generation to play soccer. >> reporter: soccer fans backed into this bar, spending their lunch hour and then some hanging on as the u.s. team did the same. >> oh, yeah, this is great. great escape from work. watch the game for a couple of hours. it's nice seeing the u.s. playing japan again.

>> reporter: half a world away, happy to see gold brought back home. another note about today's soccer game, some 80,000 fans packed into london's wembley stadium for the match, making it the most people ever to see a women's soccer game. reporting live in downtown san jose, scott budman, nbc bay area news. >> it was so exciting. thanks, scott. the bay area was also well-represented in the olympic pool today as the u.s. women's water polo team took on spain in the gold medal game. check it out. the u.s. was down 2-1 in the second period when heather petree scores the tying goal. a little bit later, it's danville's sister act, jessica stephens passes to her sister, maggie, who scores the tiebreaker. from there, the team was on a roll. all eight goals were scored by bay area athletes.

>> reporter: there was no problem making history. late wednesday night, kerri walsh and misty may-treanor nearly inseparable for a decade proved yet again there is no better duo in the world. but unlike their previous gold medals, this one came with a life change for walsh, actually two of them. joe and sundance. >> that's what life is all about, family. and i just feel so blessed that i have the support that i do. my husband sacrifices so much. it was a family journey and a family goal. and misty embraced all of the madness because we are crazy. >> reporter: and her crazy life will continue to change. her volleyball soulmate is retiring. >> can i get to fasttrack disneyland? can it cut this line? she's not going to get rid of me. i'm not going anywhere. i'm going to still be involved with the sport, whatever she needs, if she needs somebody to come serve balls, shag balls.

doesn't want to tell you where the company is spending some of your money. the nbc bay area investigative unit is asking for financial transparency. and san jose water wants no part of our questions. chief investigator tony kovaleski joins us now. they're not exactly being forthcoming. >> that's true. san jose water wants rate payers to hand over 44% more in the next three years. it's a public utility wanting to keep some of its spending private. san jose water told us, no records and no interview, no interview to explain why. well, we don't have the records, but we did talk with the ceo. mr. roth, tony kovaleski with nbc bay area. we've been trying to talk to you about how you're spending rate payer money. he's the ceo and the chairman of the board. published reports show richard roth earns more than $2 million each year. don't you think rate payers have a right to know how you're

spending their money? but before he answers that question, let's understand what mr. roth wants from rate payers. the utility has asked for a 44% increase, including 21% next year. one of its reasons for asking for the increase, consumers are apparently conserving too much water, lowering water bills and lowering san jose water's bottom line. >> i rinse, turn the water off. it's all about conserve, conserve, conserve. i would say to them, practice what you reach. >> reporter: tina pays for san jose water bill. >> everything ought to be laid out on the table. what are they hiding? >> reporter: nbc bay area sent this request for records to san jose water. it asks the utility to provide all travel, entertainment and expense reports. we also wanted to review all gift purchases and bonuses for its top executives and board of directors. we wanted to check receipts for

plane tickets, hotels, restaurants and gifts. specific spending records, no state agency has asked to review. >> the goal of d.r.a. is to provide the commission with recommendations that ensure safe and reliable utility service at the lowest possible rates. >> reporter: he's a project manager for the state's division of rate payer advocates. the agency protects consumers by reviewing costs for california's investigator-owned water companies, like san jose water. the d.r.a. has inspected thousands of financial records from san jose water but has not reviewed or asked to see detailed records like the ones requested by nbc bay area. they are records that remain off the radar and san jose water clearly wants to keep it that way. san jose water denied nbc bay area's records request, saying, quote, we are not obligated to provide the requested information and will not be doing so. don't the rate payers have a

right to know how they're spending their money? >> i think they do. >> reporter: but this state assembly member knows under current state law, san jose water doesn't have to share those reports with rate payers. currently the water provider is allowed to keep all the specific records and all that detailed spending secret. >> they operate in an environment where they have no competition and they are charging the public -- the taxpayers, the rate payers to cover the costs of their operations. they ought to make those kinds of records available. >> reporter: dickinson has proposed a new law requiring more public transparency, more public accountability for all public utilities. >> if they want the rate increase, they need to be prepared to justify it. so they've got to make records available that would help the public make that judgment. >> reporter: rate payers have a right to know how you're spending their money, don't they? and the answer from san jose water's highest paid executive -- why is it a secret? >> it's not a secret.

>> reporter: you're not providing it. we've asked for the records. if there's nothing to hide, why not give them to us? >> because we don't have to, tony. it's our legal right. >> reporter: ultimately the ceo of san jose water wants his rate payers to accept a 44% increase over the next three years while keeping all specific travel, entertainment and bonus expenses a secret. you're getting into a $70,000 audi that rate payers paid for. shouldn't they get to find out what else they're buying? >> sure. >> reporter: provide us the records we've asked for. let us come over to san jose water right now and get your expense reports for the past three years. >> not going to happen. >> reporter: why not? >> it's not relevant to the rate increase. and we're a private company and we don't have to. and it's the law. you want special privileges. >> reporter: you're a private company but a public utility, sir. so here's more perspective for you. in the records it did review the

so the ghost card has managed to reach and rescue three people on the bay. they were on a sailboat near alcatraz. and then the mast literally collapsed. we don't know why. but it left three people stranded. luckily everyone's rattled but they're okay. the mast is just hanging there in the water as it gets pulled by the coast guard boat in front of it. that's on the bay near alcatraz. they're being brought in. i don't know what the weather conditions are right now in terms of water or how choppy the bay is. let's turn it over to jeff ranieri to find out. what are the conditions in the bay? >> we have a small craft advisory. anyone thinking about heading out into the ocean, there is a gale warning over the next 24 hours. boaters should be advised by extreme conditions. we're warming up here. brentwood, 104 coming in from our facebook followers. thanks for letting us know about that.

gilroy, 103. walnut creek, 102. and sales representative sales representative at 99. is this the hottest day? not quite. on june 16th, we had 106 in livermore. right now, we have this huge contrast on the weather boards. 60s at the coastline and those low 100s inland. it's clear in downtown san francisco. a lot of blue sky. but here is the thing. we have some fog building offshore. that could provide a little bit of immediate cooling for the coastline over the next 24 hours. but it's not going to thwart a lot of that hot air. we still have more hot weather to contend with heading throughout at least the next 48 hours with high pressure staying across the four corners. here's how the temperatures look. 60s and 70s across the bay. 80s in the east bay and upper 70s in the south bay.

all. marianne favro is live in san mateo with more on an alleged embezzlement scheme. >> reporter: he ran a company in san jose that is now closed. he was in court in santa clara superior court but didn't enter a plea. the victims are from throughout the bay area, including here in san mateo. for years, hundreds of people got membership cards. when their son-in-law, jeff wiggs, went to look into the benefit, no one responded. >> my in-laws have been members for many years, apparently, and they were at the $14,000 level at that point in time. and they'll receive nothing. >> reporter: this is the man behind the alleged scam, david

ba ngo. he was arraigned today in santa clara county superior court. >> we've charged him with seven felony counts. and you can divide them into three groups. the first two counts charge him with stealing. he is charged with stealing from cmc, the company, and also from the beneficiaries and members of the company. >> reporter: prosecutors claim he stole more than $200,000 from 300 clients. stephanie lei also faces one count of grand theft. jeff wiggs' in-law sent in their payment and say they received this returned check with lei's name added to the check. >> it seems to be a scam. i haven't heard of anyone who was successful in getting money out of them. seems to be a black hole down which money will fall and never come back out again. seems to be another scam against the immigrant community. >> reporter: if ngo is

convicted, he faces more than 11 years behind bars. the d.a.'s office tells me they do anticipate that more victims will come forward. reporting live in san mateo, marianne favro, nbc bay area news. >> thank you. a skydyeing jump gone wrong tonight. a man is recovering at a san jose hospital. witnesses say the man leapt from a monterey bay plane yesterday afternoon but his parachute opened too early causing him to land really hard. no word on how seriously injured he is. cities love conventions. they bring in all kinds of tax money. but a new survey of the top convention cities include some surprises. the usual suspects are at the top. orlando, washington, d.c. and las vegas. san diego at number 6 and san francisco at a surprising 16. but does san jose deserve to be at the bottom of the list of 50 cities? irving, texas, beat the silicon valley coming in at number 37.

some believe san jose may rank higher after next year when it's $100 million convention center expansion is finished. google is shelling out a record $22 million to settle charges that it bypassed privacy settings for millions of web surfers. the ftc announced that today. google added special code to websites to shield web users from being followed by advertisements. google still isn't admitting it did anything wrong. as athletes collect medals, fans are starting their own olympic collection at souvenir superstores. every olympic competition has its mascot and a one-eyed creature named winglock is the official representative of the 2012 games. >> this is the helmet of the cyclists. this little thing here is the

midfielder carli lloyd scored both u.s. goals, one in each half. a third straight gold medal, won before a sell-out crowd at london's wembley stadium. >> united states never stopping -- >> reporter: the u.s. women's basketball team also has gold in its sights. they rallied in the second half to get past australia today, 86-73, to reach saturday's gold medal game. on the track, u.s. runner manteo mitchell broke his leg but still managed to finish his portion of the race, helping advance the u.s. to the final. in a different heat of that same event, this collision between runners from kenya and south africa appear to derail medal hopes for amputee oscar pistorius. >> disappointing. i believe we could have run a phenomenal time today. it's a pity. >> reporter: on appeal, south africa was reinstated to the final.

the kenyan team was disqualified. after nearly two hours, the open water marathon came down to a sprint. hungary's eva wristoff taking the gold over u.s.'s haley anderson by .4 seconds. the swimmers actually eat and drink while competing. and one other u.s. team is celebrating tonight the women's water polo team, a first-ever gold medal after beating spain 8-5. big day for danville's maggie stephens, the 19-year-old scored five of those eight goals for the u.s. as they get the gold medal. don't you know the folks at stanford are going to be anxious to have her on campus this fall. that's where she's going to school this fall, joining the water polo team. >> i think she's going to be a star on campus, that's for sure. >> our online coverage of the games in london continues in full force on our website, nbcbayarea.com. it features bay area athletes, video clips and articles.

they say adults who use the morning for productive tasks like exercises, meditation or work get the most out of their day. researchers say that's because people are less likely to follow through on nonessential activities as the day goes on. the body also has the most energy in the morning and the mind is in the best position to make important decisions. curiosity is turning out to be a busy machine. today it upgraded its photo output sending out the first color image from mars. there aren't a lot of colors on mars, as you can see. and the photo is kind of choppy. but it's still an amazing sight, considering this picture came from over 300 million miles away. nasa engineers are thrilled at the enthusiasm curiosity is generating. it has its own twitter account now with more than 820,000 followers. and that number grows at the rate of about 1,000 per hour. >> that is pretty spectacular. >> i know. >> so weird.

us here over the next 48 hours. here's the thing, a lot of this hot air we've been dealing with, at least for the past two days is eventually going to kick off to the east. and that will bring us a break in that seven-day forecast. it's also going to allow more fog to build back at the coastline throughout the next 48 hours. we'll find 60s and 7 at the immediately coast. also that fog building heading into tomorrow morning. for the interior valleys, anywhere from 90s to 100s. and we'll keep some isolated forecast in temperatures in the low 100s for saturday. as for our friday, 90 in san jose. 95 in morgan hill. 99 in gilroy. 94 in los gatos and 87 in palo alto. for the east bay, yes, it's going to be another day with triple digits here. walnut creek, 100. 101 in livermore. 100 in antioch. 99 in pittsburg. 85 in fremont. 73 in san francisco. 92 in santa rosa and low 90s up into wine country. two full days of competition left at the olympics. sailing will be happening. mostly sunny skies, temperature of 80 degrees. and it looks like the best

weather of the games coming right as we head throughout this weekend. a slight chance of a shower heading into the closing ceremony on sunday. but not a big storm. sailing debuted in the 1900 games in paris. and we have three bay area folks competing in that competition. three-day forecast, temperatures in the low 100s to 90s inland. low 90s inland. it's not going to stay hot for too much longer. so far, everyone has been reveling about the hot air. seems like. >> yes. >> they like it. >> i know. but after a while, it just -- >> it can get on you. >> he doesn't want to hear it. >> i love you, though. 205 nations are competing in this year's olympic games. while not all of them will have athletes win gold, they all could. that means their national anthems would be played. >> who put that is music together? it's the job of one man. raj mathai continues to anchor our coverage from london with that part of the story. >> reporter: hello from london.

one of the best parts of the olympics is the national anthem of any country, standing on that podium listening to your national anthem. now, there was one composer in charge of recording all of the national anthems. and now, lester holt is all years with the composer of the london philharmonic. >> reporter: athletes stand i atop the platform far from home as the strains of their national anthems fill the arena. the tears of national pride flowing in london are tearing of affirmation of this man. >> when i saw michael phelps on the podium and he had tears, i would like to think that 2% of that was the music he was hearing at least. >> reporter: english composer philip shepherd was tasked with scoring and arranging all 205 anthems of the olympic nations. they were ultimately recorded by the london philharmonic orchestra. >> what i do is take the melody as being sacrosanct.

you can't touch it. it's perfect as it is. my challenge was to take the harmony f you like, and the phrasing and the way the chords fall and reimagine them. >> reporter: a musical tightrope of national honor. >> i'm looking at the anthem as being literally an instrument of state. a flag is a flag. it's a very important thing for people. people live and die for these things. an anthem has the same kind of integrity to it as well. >> reporter: because of music copyright issues, the london organizers were required to record the new arrangements. they started with shepherd's handwritten manuscripts. but there were challenges. for example, the anthem of uganda at just 18 seconds had to be stretched. >> when you have a medal ceremony, there's a window of 60 to 90 seconds that the music has to last. >> reporter: the anthems, which each country approved, were recorded in just over 50 hours. but then, regime change in

libya. >> we went back into abbey road studios recently and rerecorded the new libya anthem. >> reporter: shepherd and i briefly collaborated on an anthem the u.s. and uk each claim as their own. for most of us, the drama of the olympics is over who takes the medals. for philip, it's over, will the right anthem play? >> i was watching the other day and they were about to play the chinese national anthem. and i was thinking, that's chn on the sheet. right next to it is chi, which is chile. please press the right button. >> reporter: one final note, the national anthem of uruguay is the longest of all nations at almost seven minutes. it was respectfully shortened for these olympics. from london, i'm raj mathai. >> thank you, raj. let's stay with the musical theme. by now you know lots of athletes are sent to the 2012 olympics.

woods on the eighth hole, par 3. take a look at his tee shot. this baby's going to land just a few feet from the pin. tiger talking to it. he would birdie the hole. in fact, he had six birdies on the day. ninth hole was a par 4. here's tiger, third shot, he's able to chip it. pretty close to the hole which helps him save par. tiger's shot, a 3 under 69. he's tied for 14th. by the way, carl peterson leads at 6 under. just one day away from the 49ers' first preseason game against the minnesota vikings friday night. veteran quarterback alex smith knows he may get limited reps but views the first preseason game as an important showcase for the younger players. >> i feel like it's your job to stay in the game as starters. once you come out, those young guys are the guys going in after you. they've earned that. to stay in the game -- yeah, and to be there.

thanks for joining us. i'm janelle wang. >> i'm jessica aguirre. happening right now, a seriously damaged sailboat being towed to shore after tense moments on the bay late this afternoon. that boat's mast broke when it was near alcatraz island, prompting the three-person crew to issue a distress call. the coast guard rescued them within the last hour. two are getting a ride in the coast guard. the third stayed on the boat to steer it. all three are okay. easy to understand why people were on the bay today, triple-digit temperatures across the bay area. and we are not done yet. chief meteorologist jeff ranieri is in the nbc weather center tracking the hottest spots. >> and we do have a few zones here that are topping out over 100 degrees, near record-setting. one of the hottest in the east bay. brentwood, 104. gilroy, 1036789 livermore also 102. walnut creek, 102 there as well. in san ramon, checking in at 99. you'll see
