triple-digit heat on the way. 80s and 90s bay side, your full forecast in a few moments. >> as your commute builds i have an eye on an accident now for oakland, 580 coming up. >> a live look outside. it is monday, august 13th, this is "today in the bay." >> thanks for joining us. i'm laura garcia-cannon. >> good morning. i'm jon kelley. we begin with a developing story in lake county where scorching temperatures and dry brush are fueling two fast-moving wildfires. in the past 14 hours flames ripping through about 5,000 acres near clear lake. that's about 50 miles north of santa rosa. marla tellez is gathering up information and updates from firefighters. she joins us now in the newsroom with all of the latest. >> good morning. depending on where you live in

lake county these fires are certainly not making life easier right now. the bigger of the two is called the wye fire burning off highway 20. it's taken down three structures with it. it's 25% contained. it is immediately threatening hundreds of homes in the spring valley community. in fact, that community, the spring valley community, is under evacuation orders right now. that's 480 homes. todd derum joins us on the phone. thanks for being with us. >> good morning. >> you are heading to the command post now. when can you expect to get a handle on these fires? >> we're looking forward to getting our resources today and throughout today, with those resources and additional resources on order, with hopes we get a break in the weather in the next few days, that should give us an opportunity to make

progress on both of these fires. >> so you expect in a couple more days that we could get 100% containment? >> still early to tell that right now with the size of these two fires right now, but that's what we're shooting for. >> our meteorologist expected to be about 106 degrees in lake county today in clear lake specifically. certainly not good news if you're a firefighter. >> yes. those high temperatures which we've been seeing in lake county and colusa county, firefighters have been dealing with those temperatures for the better half of this week or this last week, and going from fires to fires in northern california. so again, as i mentioned earlier, looking forward to seeing the augmented resources show up. >> thanks so much for your time. best of luck to you and your

crews. the smaller fire is the walker fire, that's burning in a more remote area off highway 20, it's burned about 2,000 acres, is 30% contained. highway 20 is shut down, officials say it will be closed for at least another 12 hours. jon. >> thank you very much. on the subject of fighting fires, how about paying for protection. starting today some california homeowners will start seeing a new bill in the mail. the controversial $150 fee covers wildland fire prevention services. state fire leaders say it's a result of living in a wildland area susceptible to wild fires often from lightning strikes. they point to the increased number of homes in rural areas. homeowners already pay for fire protection for their local fire district. will get a $35 discount. >> one week after the massive fire at the chevron refinery in richmond federal investigators plan to go inside the facility to pinpoint the exact cause of

the fire. christie smith is live. we understand they are focusing on a pipe that's decades old. >> reporter: this is a big week for federal investigators starting today they say that their focus is to get into the refinery and get close to a pipe that they are suspicious about. what they want to do is examine it and remove it and for testing at an independent lab. it's one week since a vapor cloud ignited here in richmond, forcing residents to shelter in place as a huge cloud of black smoke could be seen for miles. investigators at the chemical safety board tell the associated press they are focusing on possible corrosion in a pipe dating back to the 1970s. they say that an inspection in november led chevron to replace a pipe connected to the one that failed but it's unclear if there was corrosion in the smaller pipe that wasn't replaced. chevron for its part says it is cooperating with investigators and it's committed to better

understanding the root cause of this entire incident. reporting live in richmond, christie smith, "today in the bay." >> thank you. you know the fallout from the fire hitting all of us in the wallet. gas prices continue to go up across the bay area. san francisco has the highest average price for a gallon of unleaded gas. $4.17. just last week it was $3.93. >> you don't go out driving if you don't have to. >> you know, i don't do that much. i keep driving the same amount. >> san jose and oakland prices are up about 25 cents from just a week ago. $4.10 a gallon. >> 6:05. this morning three people recovering right now from injuries after a boat ran into rocks on bethel island. a rescue helicopter picked up two of the boaters sunday evening and air lifted them to a hospital. so far no word on the extent of those injuries.

>> a judge will decide if there is enough evidence to send two men to trial for allegedly helping a mother and father kill their daughter's pimp. alfonzo williams and tony wilson are pleading not guilty killing calvin sneed. investigators say williams provided the gun that gilton used to shoot snead in the head. san francisco police say gilton is related to the girl who was pimped out by snead. the girl's parents are also facing murder charges. >> this morning one person is dead, another injured after a shooting about a block away from an oakland elementary school. oakland police say shots were fired sunday evening on 18th street near lafayette elementary school. both victims were taken to highland hospital in separate cars. one adult male was pronounced dead on arrival. the other victim is now in stable condition. officers have not released descriptions of any possible

suspects. >> grandparents at the center of what san jose police are calling the biggest meth bust in u.s. history. seven family members including a grandfather and grandmother have been ordered to stand trial. officers say the family secretly ran a distribution hub out of their apartment for a mexican drug cartel. it was discovered in march by two police officer who is tracked a stolen ipad to the apartment complex in san jose. insidee the attic they found $3 million of methamphetamine. >> the legal battle over the estate of the painter of light heads back to court today. thomas kinkade's girlfriend claims he wrote two handwritten wills that leaves his mansion and $10 million for a museum of his art work to her. his wife for 30 years is contesting the wills.

especially out in the extreme east bay with temperatures in the triple digits. actually i want to point out they will be in the 90s. you'll round out at 102. comfortable conditions at the coast. the micro climates really kicking in as we head through this afternoon. temperatures in the 70s and 80s at the beach. for the first part of the week, then heat relief starting tomorrow. i'll talk about that when we get your seven-day forecast hour by hour, 80 at noon, it's going to be hot. in san jose hotter than yesterday. we're talking about mid-90s. 102 in concord. at the coast 74 degrees. we'll take you through the cooler changes in my next report. let's check your drive. it's getting busy. >> things are crowded in spots, crowded in northbound 880 as you approach 98, reports of a fender-bender there. should be moving to the shoulder shortly but we do see slowing approaching the coliseum. about the same area for 580,

also in your commute direction, westbound at 90. the zoo exit, a fender bender clearing as well. no slowing shows up there because westbound 580 a lighter flow of traffic. approaching the bay bridge, no major issue, away from the bay bridge eastbound 880 off the berkeley curve that incident is clearing over to shoulder and distraction and a little slowing but the commute direction is kicking in off of berkeley and in toward the toll plaza. a live look out there shows you what things are like at the toll plaza. no metering lights yet. this is fremont and southbound with the headlights, northbound with the taillights past the truck scales, an easy flow south of hayward into the south bay. >> thanks so much. >> picking up where mike left off, a heads up, expect more traffic headaches in san francisco. >> construction on the central subway project will block a small section of the city's north beach neighborhood. the work will involve relocating utility lines on columbus avenue

>> welcome back everyone. 6:14. if you are just waking up with us here is a check of the top stories. high temperatures, dry bush fuelling a 5,000 acre wild fire in lake county, that is near the city of clear lake. at least one building is destroyed. the town of spring valley is also under evacuation orders. in richmond investigators will inspect the chevron refinery a week to the day a fire sent smoke into the air. they will focus on reports of corrosion in a decades old pipe the company inspected last year but never replaced. >> a legal fight over thomas kinkade's estate heads to court. the girlfriend is suing

kinkade's estranged ex-wife for ownership of kinkade's mansion and several pieces of art and control of millions. kinkade's wife says two wills allegedly hand written by kinkade to his ex-girlfriend are not valid. >> a pirate will be sentenced. prosecutors say he was the chief negotiator after four americans were taken hostage aboard a yacht. all of those hostages were executed. the fbi arresting the man along with several companions shortly after this incident. this marks the first time americans have been killed in a pirate attack off the coast of africa. >> now to decision 2012. and the race for the white house. this morning the gop is off and running with presidential candidate mitt romney newly announced running mate paul ryan making several stops. the republicans will split up this week. romney bus tour rolling into florida today without ryan. the wisconsin native heads to

drought stricken iowa, the same state the president campaigns in today. president barack obama will tour a farm in iowa and announce the agriculture department is buying up pork, lamb, chicken and catfish to support farmers suffering from a very hot and dry season. >> as millions of baby boomers flood social security with applications for benefits, the program right now facing a funding shortfall. right now the program has a $2.7 trillion surplus but for the past two years social security has been paying out more in benefits than it collects in taxes. the social security trustees project says the surplus will be gone by 2033, that is unless congress acts. the program would only collect enough tax revenue each year to pay out about 75% of those benefits. >> 6:16. yahoo! stock under pressure as the company thinks about keeping billions away from its shareholders.

>> scott has been watching those numbers closely. >> trading gets under way in a little less than 15 minutes. yahoo! shares hammered last week after the ceo hinted the company may keep the billions of dollars it makes when it sells its chinese assets. billions yahoo! shareholders had been told they would get as a cash payout. this puts yahoo! stock at its lowest point since meyer took over and makes stock desirable when you look at the price earnings ratio, the cost of the stock compared to how much they make. yahoo! makes money, so p.e. 17 which comparison google's is 19 and facebook 121. this is like golf, you want the low number. facebook shares under more pressure, later this week we see the end of a lockout where certain investors can sell shares. investors call that the overhang. the knowledge that lots of

shares could hit the market all at once. facebook will go through several of these over the next few months. a few minutes ago bp announced it's selling it's carson refinery which is about 6 million gas a day in california. 15% of all of the gasoline created here in the state. the refinery is down in l.a. near long beach. it was purchased for more than $2 billion. barnes and noble cutting the price of its nook e-book reader, it's below 200 bucks competing with kindle and we expect a smaller ipad tablet as well. e-book readers are popular. more novels were sold in e-book format than paper. >> really. so interesting. it's easy to hold. thank you. >> 6:18 now. now to the london olympics games or should we say the road to rio. thousands of olympians trekking back to their home countries after going for the gold.

we've got new video at heathrow airport where some 6,000 athletes are starting to board flights. heathrow opened up a special temporary olympic terminal just to deal with the crush of departures. the first flight from london to the bay area arrived at sfo around 30 clock this afternoon. >> a lot will be wearing the medals. among those heading home are bay area athletes, a lot who helped lift team usa to the top of the podium. bob is live outside san jose's hp pavilion with a look at local heroes coming home. >> reporter: good morning to you. quite a haul. look at the athletes who played for colleges at stanford and cal. if you are to compare the two, boy, it was close but it was cal that eeked out stanford, 17-16. 16 going to stanford, 17 to cal but it's stanford bringing home

more gold, 12 versus cal's 11. stanford all american ryan hall could have added to the medal count yesterday but his right hamstring didn't want to cooperate. you can see him there having to pull himself out at about with 11 miles into the race. saying after he made that tough choice to stop because he didn't want to risk injury and hurt his career. that's the first time he had to quit a race. >> from the beginning it didn't feel fluid and was tighter and tighter. i was out there trying to work through it but got to the point to where it wasn't going to let me continue on. >> reporter: so you aren't able to travel to london and watch american athletes. in a few weeks they will perform at the hp pavilion. the women's gymnastic team and some of the men's team will show off their skills and what's a tour of gymnastics champions. that is september 8th at the hp

does it for me every time. you don't need to be hot blooded today. it's going to be hot out there. at the coast temperatures are going to be comfortable because of what we are getting, very, very thin marine layer out there but enough to keep your temperatures from soaring into the 80s in san francisco today. but you'll get close. i'm forecasting 74 degrees, an awesome look at how weather works here in the bay area. so what happens is high pressure compresses that cloud bank to the surface. then the sun comes out and warms it up, clears from the top down so. a little science for you. 54 degrees in san francisco. 61 in sunnyvale and temperatures on the cool side with that blanket, then you get full sunshine but we're starting out almost completely clear from fairfield, concord, livermore to san jose and an indication of a hot day ahead. you're going to bring your temperatures even more so up into the high temperature range.

triple-digit heat range. so i tacked on 3 to 5 degrees. what i can tell you, there is improvement when it comes to our fire weather as we head through the next few days. we're going to see more of the coastal cloud cover each day and that will shave off a few degrees from the day time highs starting tomorrow all the way through the week. 104 degrees in gilroy, 102 livermore, 103 fairfield, by tomorrow we shave off a couple. hit the low triple digits. 97 by wednesday, then finally getting temperatures back to our seasonal averages into this upcoming weekend. want to make sure everybody is aware there are two fires in lake county. resources are spread thin. let's be on our best fire safety for today. here's mike. our own spiderman. >> no big alarms out there. but we have a minor issue off the castro valley "y." 580 slows and 238 because of the volume, but we have an issue

from firefighters. she joins us with the latest. >> talking to a division chief with cal fire throughout the morning, he says hundreds of firefighters are battling the flames, the best they can in lake county. but they are also battling fatigue because resources are limited with other fires burning throughout california. the fire crews are spread thin. there are two main fires burning off highway 20 about 10 miles apart. the bigger concern here is the wye fire at about 3,000 acres so far, it has burned down three structures, it has the entire community of spring valley evacuated. that's about 480 homes. that one is 25% contained. the other fire is the walker fire that's burning in a more remote area, 2,000 acres so far. 30% contained. i mentioned fatigue among the crews. a lot of that can be blamed on the heat. >> firefighters have been

dealing with those temperatures for the better half of this week or this last week, and going from fires to fires to fires throughout northern california sofa teak is getting to be a factor for our firefighters. >> the chief tells me more help is expected to arrive. that should help with the exhaustion issue. for the heat, meteorologist christina loren is forecasting a high of 106 in clear lake so that's going to make the fire fight more difficult. the chief says he expected to take at least a few more days to completely get the upper hand on both fires. jon and laura, both are off highway 20. highway 20 is shut down and will be throughout the day. >> thank you for that update. moving to other news, the accused in the murders is heading back to court, charged with murder for the death of her partner's mother on december 30. she has pleaded not guilty. prosecutors say she attacked

yvonne kirk with a machete and told police a man attacked both of them. she lived with kirk's daughter. the hearing is at 2:00 at the santa clara court house. >> the investigation widens in the chevron refinery fire in richmond. federal investigators will be at the scene trying to understand why the fire started last week. christie smith is live in richmond with what they will focus on. good morning. >> reporter: good morning to you. this is a big week for federal investigators going to be heading in and this is the area right there that is the area that burned last week. what they are going to focus on is a pipe from the 1970s that was apparently inspected last november, but not replaced. one connected to the one that failed was replaced, that according to the associated press, who talked with the u.s. chemical safety board. it was a week ago when a vapor cloud ignited at the refinery sending a huge plume of smoke

we're going to get more of this coastal fog each morning. it will be enough to drop the temperatures off, and also bring up the overnight humidity recovery. that's the good news. winds are not much of a factor right now but they will become more of a factor as we head throughout this afternoon. right now santa rosa has a wind straight offshore so when you talk about an easterly wind that's a wind that warms and drys as it pumps the land to sea. we're talking about a dangerous scenario later on this evening as temperatures approach 106 degrees. up in the clear lake area. however, tomorrow we'll be back down to 102 degrees and as we continue through the work week temperatures will continue to drop off as well. 54 degrees we start you out, good morning to you in san francisco. the place to be is the beach. that's when conditions will be the nicest. you're not going to get that many great beach days. wednesday and thursday, more of that coastal fog, temperatures dropping off at 80 degrees in santa cruz. fantastic. traffic was thick over 17 all

weekend long, in addition the malls, i could not find a parking spot at valley fair. where is the traffic? >> heading to valley fair. 280, 880, 101 is where the volume is kicking in. i told you about debris. got more details. it's around story road at the beginning of the backup north of 680. approaching off tully and story. there are garbage cans in lanes. there is no traffic break scheduled but more debris, north 87 from 85 up to capital expressway, reports of debris near the auto mall. that's why they have to slow traffic for next few minutes. it shouldn't be a problem if you leave after this report. we're looking at palo alto, 101, smooth along the peninsula where traffic flows nicely north and southbound. no problems north of the university all the way into san francisco. the bay bridge into san francisco, the delay you have, metering lights are on but no major issues, slowing through

throughout the remainder of the week the overnight lows will drop back to seasonal averages. lows in the 70s, in the 70s in places like concord. throughout the remainder of the week it will fall back to the 50s. heat relief is coming. >> no relief from that. we're getting started in the east bay where 580 and 238, your commute direction is jamming up. but this accident on meekland may play a factor. minor injuries, there is a motorcycle and small car involved. that is parallel to 238. both of the areas are going to get crowded. the build for southbound 880 south from san leandro to the san mateo bridge. north to the bay bridge you have a smooth drive but at the toll plaza you have the backups. between the two the coliseum we'll see slow downs. the raiders playing the dallas cowboys at 5:00.

a quick look at san jose. we'll look at northbound 101 slowing from basically story road up toward the airport. palo alto, 101 slows in both directions a tad as the volume picks up. still around 55. then you know we're going to end with this shot, a smooth drive into san francisco without delay for 101. aside from the volume you're okay. >> thank you. 6:49. we can tell you federal investigators planning to go inside the chevron refinery today looking for the cause of last week's massive fire. christie smith is live in richmond now and christie, we're hearing there's zeroing in on an older pipe that may be what they think could be the cause of that disaster. >> reporter: that's exactly right. for federal investigators the priority is to get into the refinery so they can examine a pipe that they are suspicious about and remove it for testing at an independent lab. it's one week since a vapor cloud ignited forcing residents

to shelter in place. the huge cloud of smoke could be seen for miles. investigators tell the associated press they are focusing on possible corrosion in a pipe. they say that an inspection in november led chevron to replace the pipe connected to the one that failed but it's unclear whether testing showed corrosion in the older pipe that failed. chevron says it is cooperating with investigators and they are committed to a better understanding of the root cause of this incident. reporting live in richmond, christie smith, "today in the bay." >> be prepared to pay more at the pump. last monday's fire in richmond pushing gas prices up across the bay area. it's the largest two-week price increase this year. san francisco has the highest average price. last week it was $3.93. san jose and oakland prices are
