morning san jose police may not have enough officers to fight crime on city streets. after two shootings and a deadly stabbing yesterday, the rank and file admit they do not have enough manpower. marla tellez is live in the south bay with a look at how police are trying to deal with this problem. good morning. >> reporter: jon, good morning. there is no doubt san jose police are hoping for a much calmer day today. they say with an understaffed department protecting the city is becoming a lot more taxing on them. also a lot harder to do. police say in fact they are looking for the suspects wanted in three major crimes that rocked this city monday afternoon. two shootings and a deadly stabbing in broad daylight that left a woman in her 60s dead. that crime happened on san carlos street at meridian. they were forced to call officers at home to work overtime. officers say that is becoming the norm and they are fed up. >> they are getting frustrated,

they are tired, pulled over because of stafring and working longer shifts. the fatigue is showing. >> reporter: the department is putting pressure on chief chris moore and city hall to boost staffing levels. currently there are 1,060 officers, just four years ago officials say there were more than 1400. we've also learned over the course of a busy day of crime for the san jose police department they can receive as many as 50 calls at once and with the department that is stretched so thin they cannot respond to all of those calls. live in san jose, marla tellez, "today in the bay." >> on the peninsula a burglary suspect is in custody after hitting the home after legend. more than $60,000 of computers and personal items were allegedly stolen from steve jobs' home. earlier this month a 35-year-old man was arrested in connection with that burglary.

he remains in jail. >> we've learned contra costa county leaders will have a meeting today over what exactly went into the air during last week's chevron refinery fire. christie smith is live with a look at what's ahead. >> reporter: good morning. in a couple hours the contra costa county board of supervisors are going to hear a number of things from county leaders, that is what has been learned so far about fire last week. also next steps and future concerns with these type of incidents. they are going to hear from the director of the health department and hazardous materials teams at the u.s. chemical and safety board continues its investigation into the massive fire at the chevron refinery last monday calling it one of the most serious u.s. refinery incidents in recent years. they are looking into why a leaking pipe ignited and how long it was broken. the chronicle is reporting that chevron initially deemed that

pipe that failed as possibly needing replacement, but cleared it for service. meantime, the bay area air quality management district is analyzing air samples, full results not in but they did find some higher than normal levels of a byproduct of burning a fuel that can cause eye and throat irritation as you recall hundreds reported experiencing that in richmond. reporting live, christie smith, "today in the bay." >> 5:04. tomorrow the american dream becomes reality for thousands of undocumented immigrants across the country. that's when president obama's immigration relief policy goes into effect. applicants will be eligible for a two-year renewable work permit with a promise they will not be deported if they meet certain guidelines. anybody interested must sign up online. application forms are available at www.uscis.gov.

coming to a close. however, the good news is if you've been suffering from the heat and a lot of people have been, 103 yesterday in livermore, 102 in danville, we're taking your temperatures out of the triple digits back to mid-90s as of tomorrow even the hottest cities across the bay. 63 in sunnyvale, 54 in san francisco, and 54 degrees in novato and even with that refinery fire and the fire to our north up in the clear lake area, we still are in the moderate to good air quality range. keep that in mind if you don't have an ac open yourç windows d make sure you do not suffer from the heat because it will be on. hot conditions, cooler tomorrow with an area of low pressure. it's going to usher in a stronger on shore flow. for us we will get the low clouds back at the coast but that's the good news, we're going to see some low clouds push past the bay and into your inland valleys. that's great news if you're suffering from the extreme heat. the beautiful bay area weather that we pay the big bucks to enjoy is back. hold on, i'll get my seven-day forecast. 100 in livermore. 98 degrees in concord today but

look at the cooldown. especially at the coast. thursday into friday. we'll get the cool ocean breeze. here's where it gets interesting. an area of low pressure is going to sag to the south for us to get a few north bay showers. we'll talk about the timing of that coming up. looks like saturday we'll tell you when. we'll check your drive. >> looking for the cooldown you showed us. through the maze toward the bay bridge, we have construction going on in both directions for 880 through oakland. the bottom of the screen. also here caldecott tunnel, the approach westbound 24. before you get there we had an accident reported on the orinda side. we do see the slowing that had been going on as they had a traffic break, has cleared. looks like the break has too. chp has to confirm everything is to the shoulder. expect distraction. closer to the caldecott we have around fish ranch road your construction causing a slowdown as well.

we're losing a lane but no major problems. we'll move you down toward the tri-valley. altamont pass, slowing into the 40s at times, mostly 50s out of the altamont pass westbound. eastbound, we have a disabled vehicle around north livermore avenue. sounds like it's pushed to the shoulderment may be a traffic break so we'll track that. no drama right now. better flow through sunol. southbound side has construction going on though the northbound is the one that shows slowing through the construction zone. they are repairing stuff around sunol boulevard for a better commute. south bay, northbound route looks nice. we'll end with 101 across the golden gate bridge where we have fog going on. visibilities okay. back to you. >> thanks, mike. it's on budget and on time but there were safety problems with the new span of the bay bridge. could it be true? caltrans will be in the hot seat in a few hours. bob redell is live on treasure island with details of today's safety hearing. good morning, bob.

>> good morning, laura. yes, later this afternoon the state transportation committee will question caltrans whether or not the new east span of the bay bridge we see under construction, questioning whether or not it is safe. specifically focusing on the concrete that's in the foundation that is supporting that 525-foot tall suspension tower. there are questions because of reports by the "sacramento bee" that caltrans engineers found some of the tests done to check the quality of the concrete were falsified. notten in the new bay bridge but other bridges in the area as well. caltrans says that in spite of this report the bridge is safe and according to the bay area news group so far the state senate transportation committee agrees and the mtc which also has oversight over the span. but that all could change, those opinions could change based on what happens during the grilling in sacramento scheduled for 1:30 this afternoon.

one senator's calling for an independent evaluation of that test data. the ultimate concern is making sure the span can withstand a major quake, that's the reason for the construction to replace the old section which failed during loma prieta and would fail again in a major quake. at a cost of $6.5 billion, the eastern span is the most expensive public works project in the state to date. scheduled to open up in 2013. that would be labor day weekend next year. reporting live, bob redell, "today in the bay." >> coming up how about the next big test for the olympic athletes. we'll let you know who is expected to be golden. >> i can only imagine. gabby douglas takes her winning smile to "the tonight show." what she had to say about her london experience.

the impacts and also the next steps in light of the event. now, the investigation continues, though, into the fire on monday at chevron, the u.s. chemical and safety board calls it one of the most serious refinery incidents in recent years, looking into why a leaking pipe ignited and how long it was broken. though access to the site still is restricted fror safety reasons. scientists at the air quality management district, they are still analyzing air samples. they say they did find some higher than normal levels of acrolin. >> it's a byproduct of the burning of fuel so you get it from cooking at home, from when you smoke a cigarette, there is a burning of anything, acrolin can be a byproduct. >> reporter: that can cause eye and throat irritation which of course hundreds of people reported experiencing right

after the fire. also, federal investigators say they plan to meet again with chevron trying to make sure that the area is safe and once that is established they hope to remove a section of that broken pipe. reporting live in richmond, christie smith, "today in the bay." >> also this morning firefighters starting to get the upper hand on a pair of wild fires in lake county so. far the wye fire and that smaller walker fire about 25% contained. firefighters from alameda and contra costa county helping out. both fires have been burning since sunday afternoon. about 6,000 acres have been scorched. evacuations in most areas have been lifted and residents are starting to return to their homes. no word yet on what caused this fire. >> a wild fire in stanislaus forest caused a closure of highway 4. the fire's only 10% contained,

burning 700 acres. as of now no evacuation orders have been released but investigators believe a camp fire for starting that fire on saturday. >> there's growing concern san jose police may not have enough officers to fight the crime taking place on city streets. marla tellez is live in the south bay with a look at how police are now trying to deal with this issue. good morning. >> reporter: jon, good morning. dealing with three major crimes. basically at once is not easy to do for any size police department but for san jose it's tougher because they don't have enough man power and that's what officers were up against on monday. on monday they responded to two shootings and a deadly stabbing. they say this crime is unusual but when it does happen at once the department is stretched so thin officers cannot respond to everything. and this is becoming the norm and has the department fighting low morale.

the department considered a vote of no confidence for chief moore. they say they have the chief's and the mayor's attention. >> they are frustrated as many i. they left me with many things to think about, one is to better communicate the steps i take to support them. >> we need savings from pension reform to hire more officers. >> reporter: until staffing is boosted police are working serious overtime. during monday's crime wave, the department was so short on officers it had to call officers on their day off to come in to help. even so at last check the suspects wanted in the shootings and the stabbing are still on the run today. marla tellez, "today in the bay." >> san francisco port officials will give an update on their response to a fire that badly damaged the pier 29 back in june. the commission will provide an update on the fire damage. investigators say welders were attaching a ladder to a wall

when a spark ignited the fire. it caused more than $2 million damage to the two-story waterfront building along the embarcadero. crews had been preparing the building for next year's america's cup. >> if i recall correctly christina loren says one more hot day, then from sizzle to drizzle. i like that phrase. >> a little drizzle in your future. we have a good looking forecast in the near future. inland a hot one. san jose, it could be worse. today we're not suffering from poor air quality. air quality is in the moderate range. and you know that they are really investigating all of ha particulate matter with the recent fire at the refinery. two fires in the clear lake region. throughout the next couple of days i can tell you conditions will dramatically, dramatically improve. however, east bay, south bay, moderate range of air quality. open up the windows.

scandal. the commission of higher education says it made the decision based on the findings of the school's internal investigation. that investigation found top university administrators concealed sandusky's crimes to shield the school from bad publicity. penn state is required to submit a report by the end of next month detailing steps being taken to comply with the commission. >> new details about the unusual california connection to a major earthquake that struck near russia overnight. the quake has been upgraded now to a 7.7 magnitude from an original 7.3. the epicenter was nearly 400 miles deep off of russia's coastline. the usgs says it caused false reports of earthquakes in monterey and gilroy. it was felt as far away as northern japan but there is no threat of a tsunami. >> 7.7 is no joke. 5:44. mother nature continues to keep the heat on the west coast.

i had to use it in san jose and we hit 91. high pressure is still in control but we've got an area of low pressure that's going to deepen and move to the south the next couple of days. this is our natural coolant. by tomorrow we'll shave off about 5 to 10 degrees. you'll get the most significant cooling around the bay and at the coast. today, if you can bear it one more day, in livermore, 100 degrees, 101 in gilroy, 90 in los gatos. i'd like to keep things in perspective. if you're headed out to the giants game, for instance, it will be spectacular. they take on the nationals, 63 degrees at 8:00 p.m. beautiful baseball weather for at least one more day. thursday into friday, we start to cool off. on saturday it gets active around here. we get tropical moisture that could bring us north bay showers. it's looking likely, about a 40% chance showers north of the golden gate bridge. sunday to monday we cool you off a little bit more.

back to average next week. let's check the drive. that's pretty busy even with summer in session, mike. >> all of the schools have not come back. we expect to see that bump into september. we see a bump up in the volume for northbound 101. the metering lights are on as you get on 101 north of 680 red and then green, there you go, a couple more cars go. as you head up north of 680 where our camera was, heading up to 880, a typical pattern. i want to call out the northbound 17 here as you approach and pass 85. reports of wood debris through area and i've seen the slowdown. there may be a traffic break so they can clear debris from the area. so far through the mountains it's a smooth drive. looking to the tri-valley, the build westbound, 580, pretty typical pattern through livermore approaching the dublin interchange. a smoother drive for 880,

mission boulevard, that's the slower roadway. so a lot of folks use 880 but if you can head over early, further south, do so because that's clearer than mission is looking. we'll look across the bay. 92 across over to the peninsula side. your commute picking up. no delays but a steady flow from the hayward side. across the golden gate bridge, only deal with this, low clouds hovering around. back to you. >> thank you. time to talk about another bridge right now. the structural safety of the new span of the bay bridge will be the focus of a meeting in sacramento. bob redell is live at treasure island with more on how it could land caltrans in the hot seat. we're not talking heat from the weather. >> reporter: unfortunately not. there are concerns about the concrete in the foundation in the bay right there that is supporting that 525-foot tall suspension tower. that is the main focus of the

eastern span of the bay bridge. there are questions raised by the "sacramento bee" in reports that stated that caltrans engineers found that some of the test data to test the quality of the concrete was falsified. not only in the bay bridge test but other bay area bridges as well. so, today the state transportation wants to question caltrans. caltrans says in spite of this report the bridge is safe and the state senate committee along with the transportation committee agrees with that analysis but that could change when that committee grills caltrans around 1:30 this afternoon in sacramento. reporting live on treasure island, bob redell, "today in the bay." >> 5:49. coming up, a first time olympic gold medalist now a world record holder. >> why this is still an

the other take away is a majority of teens say youtube is their chosen way ever listening to music. they create a play list, let it rip, not necessarily watching but listening. this is effective in the car using an iphone. they route it to the stereo. this is a problem for youtube and the music industry because the mobile version of youtube don't have advertising. the new generation using mobile without any revenue stream is the number one problem in tech these days. it could be facebook's undoing. to europe where the recession continues. there has been no economic growth in france, negative growth everywhere else but germany, you put it together you get a mess. 16% of the things that california exports from wallets to computers all end up in europe. those of families taking time off recently as the kids are days away from going back to school. wall street no exception. trading is light.
