island. >> and one more day of triple-digit heat inland, 80s bayside, 70s at the coast. showers in the forecast. we'll tell you when coming up. >> a live look outside shows the sun coming up over the bay area. we'll look at the morning commute. it's tuesday, august 14th, "today in the bay" starts now. >> good morning everybody. thank you for joining us on this tuesday morning. 6:00 on the nose. i'm jon kelley. >> i'm laura garcia-cannon. we begin with breaking news where three suicide bombers have killed 20 people, wounded 48 in southwest afghanistan. word of the attack is just coming into our newsroom now. the afghan government leaders say one attacker set off explosives in his belt 18 city center. police started shooting at the other bombers accidentally setting off their explosives. we're not sure if the attack

affected u.s. service men and women in the area and so far no one is claiming responsibility for this attack. we're continuing to follow this breaking news for you and we'll of course bring you any updates as soon as we get them. >> the bridge is on budget and on time but there are safety problems with the new span of the bay bridge. that is the question. caltrans will be in the hot seat. bob redell is live on treasure island with details of today's safety hearing. good morning. >> reporter: good morning, jon. the state senate transportation committee will question caltrans about whether or not the new eastern span of the bay bridge is safe. specifically focusing on the concrete in the foundation that is supporting that suspension tower which you can see is -- >> unfortunately we're having problems with bob's microphone. we'll check back in later on, talking about the safety problems with the new bay bridge and the hearing going on to look

into that. >> the chp is trying to figure out what happened in the moments before a santa cruz woman was killed on a party bus. two women were fighting and fell out the door o the bus on highway 17. 25-year-old natasha was killed. a second woman survived. investigators say they are interviewing witnesses in a probe to determine what caused that incident. >> there are new concerns this morning. san jose police may not have enough boots on the ground to deal with a rash of deadly violence. marla tellez is live in the south bay with a look at how police are trying to deal with these issues. good morning. >> good morning. no doubt san jose police hope for a much calmer day today. with an understaffed department protecting the city is getting so much harder to do. a crime wave on monday afternoon over a span of five hours kept officers struggling to keep up, working two shootings and a

deadly stabbing that left a woman in her 60s dead. that crime happened on san carlos street. they were forced to call officers at home to work overtime. the suspects are on the loose. officers say this is becoming the norm and they are fed up. >> frustrated, tired, being held over because of staffing, having to work longer. the fatigue is showing. >> reporter: the department is putting pressure on chief moore and city hall to boost staffing levels to put this into perspective. there are currently 1,060 officers. there were more than 1400. we learned on a busy day for the police department they can get as many as 50 calls come in at the same time. they say when the department is stretched so in this they can't respond to all of those calls. >> shell says it is looking into

the cause of yesterday's fire at its refinery in martinez. the large gray plume of smoke was visible around 2:00 in the afternoon. officials say the refinery -- the fire was out about 15 minutes later. no one was hurt. and a shelter in place was not ordered. the bay area district says it's keeping close tabs on the refineries. >> we have an inspector assigned to each facility. we have air quality monitoring in some stacks. >> the five refineries operate in richmond, rodeo, and martinez. >> we learned leaders will have a meeting with public health leaders over what went into the air during last week's chevron fire. christie smith is live in richmond with all of the details on what to expect. good morning. >> reporter: good morning to you. that's right. in a couple of hours contra costa county board will get an

oral report from the director of the health department, also members of the hazardous materials team on what they found so far after the refinery fire. future concerns and what's next. at the same time investigators are trying to get a closer look at the pipe that failed sending a plume of smoke into the sky. the area around pipe is unsafe. county officials who will be speaking with the supervisors will need to know how the pipe failed and what systems were in place to find those failures. the number of people that visited hospitals in the richmond area more than 8,000 complaining about eye and throat irritation tied to the smoke. manager desire find higher than normal lefs of a chemical.

the final result is not in but the county is going to set up a public meeting we're told sometime in steept share with the residents about what investigators have found. christie smith, "today in the bay." >> pg&e warning some not to be alarmed by the smell of gas this morning. the utility will be performing a controlled release at hillside boulevard and holly avenue near el camino. it's scheduled between 7:00 and 7:00 tonight. >> a flex alert is in place for the second time in less than a week, you are asked to conserve power to avoid outages. that means avoid your owe vens, clothes drier and other appliances. you are asked to limit your use of lights and air conditioning. that starts at 11:00 this morning through 6:00 this evening. >> i hear no house work and get

and then you head throughout tonight, in the mid-60s. a at the coast 74. we're keeping an eye on the two fires up in the clear lake area. i want to show you where they are. and we do have improvement in the weather department. heat between 105 to 110 degrees. 15 to 25 percent hue mitt. the fires burned about 6 thousand acres. over the next couple days i believe firefighters will have a good opportunity in terms of the weather conditions. we see improvement. first your drive. here's mike. >> worse drive now westbound 580 and backing up on the 205 out of tracy. an earlier stall on the eastbound side, actually westbound in your commute direction. sounds like it's pushed to the shoulder. all of these cars heading in through livermore, there is the slowing in toward the dublin

>> welcome back everyone on a foggy day live on this tuesday over the golden gate bridge. traffic flowing through the low hanging clouds. mike will tell you about the traffic. christina loren talking about another hot day. it's 6:12. >> we start our day early but if you are waking up here is a check of the top stories. state lawmakers raising questions about safety on the new bay bridge. the state senate is holding a hearing to look into whether caltrans lied about the results of tests on the span. caltrans is blasting an article and insists the bay bridge is safe.

>> today the contra costa board hearing from doctors about possible health risks associated with last week's fire. thousands of people reported breathing problems after the massive plume of smoke spread out over eastern contra costa county. >> growing concerns, police are outgunned and outmanned leaving thecy vulnerable to crime. in a span of several hours yesterday two people were killed, another person shot during two separate incidents. san jose police say they had to call in officers to come in on their day off just to try to deal with the surge in violence. >> cal state says it will start turning away california residents interested in graduate studies beginning this january. school leaders say budget cuts make it too difficult for the system to afford in-state residents heavily discounted education. instead out of state students will have preference because of course they pay more money. some professors upset over this

saying it excludes california students and goes against the mission of csu. >> three state park executives punished for their roles in a secret buy-out program. the state says the executives let certain employees sell unused vacation time back to the state. the buy-outs led to pay-outs more than $271,000 and came as the parks department moved to close 70 parks due to state budget cuts. the "sacramento bee" reports the requests were submitted on post-it notes instead of official forms to avoid a paper trail. the department says the three executives manipulated the system but the terms of the punishment has not been revealed. >> the city of denver cracking down on in your face advertising. >> the city is ordering pot clinics to take buzz words out of advertising. in a unanimous decision the council decided to ban outdoor advertising for medical marijuana. the ban applies to bill board,

bus bunches and sign twirlers. print television and radio ads have to have disclaimers that pot is for registered colorado patients only. >> we can tell you a popular website among teens has been shut down. >> scott says it sold novelty i.d. >> yes. being you could use that i.d. to buy beer. the i.d. chief says it is no longer issuing novelty i.d.s, it would even work if the cash year scanned it. a statement posted on the site the owners say we do not like criminals and do not think we are bad people. we just try to help the poor student have some fun. to real i.d., a bill to show your proof of insurance using your smart phone. the assembly bill would make it legal to show electronic proof

of insurance instead of carrying around a paper card. the "mercury news" reporting that the man who burglarized steve jobs' home will make his first court appearance. the 35-year-old accused of stealing more than $60,000 of computers from the late apple founder's home. we don't think mrs. jobs and the children were home at the time. the house was undergoing renovation when the alleged burglar struck. yelp off a good earnings report were crushed in trading on the absolutely true news that google was buying frohmer's travel guide, a guide that google is doubling down. google also bought the gap recently. the person behind the deal now runs yahoo! perhaps yahoo! will soon buy a review company. >> what we'll be seeing is more

hot weather but then you said it's going to cool off. >> yes. you know a lot of people are sick of it at this point. it's been pretty oppressive in the east bay. in the south bay, gilroy, triple digits today. the last day of the triple digits, tomorrow we're talking about mid 90s and by this weekend the 80s return. i want to start, good morning foster city. 6:17. a live look here, beautiful conditions as the sun comes up. over the bay area. we do have some fog. what happens is when high pressure moves in, it compresses the marine layer. over the golden gate bridge you're socked in with fog. any fog that develops isn't going to last with strong high pressure out there in full force again. 68 in concord, 54 in san francisco and 63 degrees in sunnyvale to start you out. it's a crisp morning. hot and hazy inland though we're not sparing the air. as we head into the week we'll

get more low clouds each day, hence not as hot each afternoon. then we continue the slow heat, even get showers, that's right, showers as we head into the weekend. stay tuned for that. low pressure, this is our changing weather factor, this is going to move in a little closer to the coast line each day, all the way through this weekend and that is what's going to cool us off. if you're sick of the heat, the high pg&e bills, 98 today, though, like mike's favorite band. they will make an appearance on the "today" show this week. 93 degrees today in place like almaden valley. as we head into the weekend that's when you start to feel the cooldowns. showers in the north bay areas north of the golden gate bridge, as we head through the second half of saturday. keep that on your calendar. 90 by sunday. back to average come monday. 87 inland. >> we'll look for nick lachey on

the "today" show, looking for traffic on 101. we see traffic here slowing down as you travel north through the area. we have a live camera out this. it shows the fruk wags in traffic. it's smoothed out. on the south bound side look at that we see flashing lights. a minor distraction. the commute is northbound. back to the maps, the rest of the south bay is looking smooth. the surface streets all showing speeds down to the 50s which they should be. we're looking toward the tri-valley where we have more slowing. typical build pattern through livermore for a traffic tuesday. slow but no problems through sunol right now. and we'll show you the bay bridge toll plaza in the cash lanes, fast track looking great. we should see the metering lights in the next minutes. >> it's lights, camera, plenty

of action for the pac-12 tomorrow. the conference will turn on its own tv network dedicated to pac-12 sports. >> the pac-12 is not the first college conference. texas did it with espn but the pac-12 is the first to have this much control over its content. that's monumental. the conference owns the entire network which could create huge financial windfall, all of the sponsor ships. analysts say each school could make $10 million per year when this up and fully running. >> this week the city of santa rosa making its bid to host the final stage of next year's bicycle race. leaders will turn in their bids by friday. in may the race drew 40,000 people to downtown santa rosa.

>> welcome back. you might say it's cheerio to london and ola brazil. this morning the olympic flag flying proudly on brazilian soil marking four years until the 2016 games in rio de janeiro. at a packed news conference the mayor of the city says the olympics will help transform rio which has suffered from neglect. as many as 170,000 people risk being removed from their homes due to all of the construction getting set for the games. the olympic flag will be open to the public flying at city hall. >> an olympic gold medalist getting the hero's welcome in his caribbean homeland. keshorn walcott has been promised a check for $155,000, a luxury home and 20,000 square feet of land.

"today in the bay." >> 6:30 straight up. good morning. i'm jon kelley. >> i'm laura garcia-cannon. we should learn more today about what was released into the air from last week's monstrous chevron refinery fire. it sent a giant cloud of smoke into the sky. christie smith is live where leaders will get a briefing. >> reporter: good morning. in a couple hours the contra costa county board is expected to hear from key people in all of this, that is the director of the health department and hazardous materials. going to hear what they learned so far about the chevron refinery fire, what they know is in the air, and also future concerns about these types of incidents. the investigation continues into the massive fire that happened on monday at chevron in richmond. the u.s. chemical and safety

board calls it one of the most serious refinery incidents in recent years. the federal agency is looking into why a leaking pipe ignited and how long it was broken. though access to the site we're told restricted for safety reasons, scientists at the bay area air quality management system they are analyzing but they have found some higher than normal levels of ackrolin. >> it's a byproduct of the burning of fuel so you get it from cooking at home, from when you smoke a cigarette, any time there is a burning of anything. it can be a byproduct. >> reporter: what that can do is cause things like eye and throat irritation which so far we're told more than 8,000 people have checked in at local hospitals complaining of those things. federal investigators plan to meet with chevron, make sure that the area is safe, try to get in there and eventually

remove that pipe, also wanted to mention that sometime in september the county is planning a public meeting to let everyone around the richmond area learn what they have found out so far. reporting live, christie smith, today. >> it's been a serious battle but firefighters getting the upper hand on two wild fires in lake county. so far the wye fire and the walker fire are about 25% contained. firefighters from alameda and contra costa county are helping out both of these fires have been burning since sunday afternoon. about 6,000 acres have been scorched and hundreds of homes threatened. evacuations in most areas have been lifted and residents are getting back to their homes. no word on what caused this fire. >> in the pacific northwest, the taylor bridge wild fire is burning in central washington. at least 2,000 ikers have been scorched. several dozen buildings were

destroyed and there was a scary moment for a lot of firefighters. flames overran their position. eventually they were able to drive off to safety without injury. >> the safety of the bay bridge the subject of a meeting. how it could land caltrans in the hot seat. >> reporter: this afternoon the state senate transportation committee will question caltrans about whether or not the new eastern span of the bay bridge is safe. they are focusing on the concrete that's in the foundation of that 525-foot suspension tower. there are questions because of recent reports by the "sacramento bee" that caltrans engineers found some of the tests, the quality of the concrete work were falsified. at other bridges as well. ka caltrans says that the bridge is safe and according to the

news group so far the committee agrees with that. and so does the transportation commission which has oversight over the new span but that could change based on what happens during the grilling scheduled for 1:30 this afternoon. one is asking for an independent evaluation. also making sure the span can withstand a major quake. at a cost of $6.5 billion, this new eastern span is the most expensive public works project in the state, scheduled to open up labor day weekend of 2013. next year. reporting on treasure i'd land, bob redell, "today in the bay." >> a bit of unpleasant surprise. clipper will soon start collecting missed payments from clipper card users, the company notifying customers through

e-mail. charges will be deducted from their accounts beginning in september. these missed payments date back as far as 2010. here's the deal. the customers have cards set up with auto load and the feature had an error that sometimes failed to actually deduct those payments that were due from the customer's bank accounts. >> make sure you don't get overdraft charges. >> make sure you don't get overheated as well. temperatures are up there today. >> taxing temps continue. this is where you're going to get the best treatment by the bay. near the coastline today. best conditions again. i wanted to point out dr.ing weather phenomenon happening. high pressure compressing the marine layer forcing it to the surface. you have pockets of visibility. only about a quarter mile across the peninsula and the coast this morning, you want to take it easy out there. let's talk about san jose. what a contrast here. we're starting to see that sun rise, beautiful conditions and

we did lose most of that low cloud cover that we started with. enough to drop your temperatures by a couple of degrees. i want to point out what we are expecting. stop the clock at 10:00. this morning we're going to see temperatures start to warm rapidly as we're going to get clearing by 10:00 a.m. even in san francisco down to san mateo and palo alto. by tomorrow morning at this time, though, that marine layer will fill in most of our inland valleys. that's going to cool us off 5 to 10 degrees. as we head through wednesday, thursday, cooling off a touch more. by thend the 80s return so last day of triple digit heat. 84 bay side. and 74 at the coast. my seven-day outlook is ready to go in the next report. i want to help you make those weekend plans. not too early to think about the weekend. let's check the drive. you've got to work for it first. >> right, too early to think about the weekend. we're looking at the castro valley "y," hayward, slow off 580 from northbound 238. and also southbound 880 out of

>> new this morning, a big time jolt off the coast of eastern russia has a magnitude 7.3 quake striking the pacific ocean. the quake hit around 1:00 local time on tuesday 100 miles off the coast shaking that felt as far as northern japan. so far no reports of damage or injury and no tsunami alert. >> 6:44 we're learning that yesterday's deadly shoot-out near texas a&m university began with an eviction notice. thomas shot the constable who was approaching his house to deliver that notice. other law enforcement officers surrounded the home and in the

resulting shoot-out the gunman and a bystander were shot and killed. a woman nearby was wounded. >> a military judge will decide whether to delay the trial of the army psychiatrist charged in the deadly ft. hood shooting. major hasan's court marshall is scheduled to start monday. hasan is charged with 13 counts of premedicated murder in the november 2009 attack at the texas army post. >> there is more fall-out in penn state university. the school being warned its accreditation is in discrepancidy in the wake of the jerry sandusky sex abuse scandal. the middle state's commission of higher education says it made the decision basedn the findings of the school's internal investigation. that investigation found top university administrators concealed sandusky's crimes to try to shield the school.

the merge from 87. the parkway shows a slowing westbound on capital to curtner up to downtown. there is alma 11 expressway getting more traffic. 280 at 880 and 17, a smoother drive northbound under that overpass so holding steady for the interchange, that's the rest of your northbound route. looking pretty steady there. >> a look out here. as you come into the south bay, you come around the bend into fremont and also look at all of this toward the castro valley "y." the volume all down to 880 and the san mateo bridge. other side of the peninsula we'll end with a look at palo alto and 101 coming north past the shopping center the volume grens but no major delays. back to you.
