>> good morning. it's 5:01. i'm marla tellez in for jon kelley. >> i'm laura garcia-cannon. we begin with breaking news this morning in san francisco. an apartment building is evacuated in the tender loin after what police call suspicious items discovered inside. the building on is 600 block of jones street between geary and o'farrell. bob redell got to the scene. what can you tell us? >> reporter: well, the bomb squad has been out here for the past few hours. what they have done, shut down this block, the 600 block of jon jones. and just a moment ago we heard one of the officers with the bomb squad yell fire in the hole fire in the hole and we heard a popping sound as in something was being activated. that's how the police describe. it's quite possible they destroyed whatever the item was

that was suspicious that led them out here to begin with. we haven't gotten response from the bomb squad yet as to what happened because this, as i said, just happened a few moments ago so it's possible that they have destroyed whatever that suspicious device was and maybe they would be clearing the scene soon but we don't know. what they have done. there was an apartment building where the device was found. we believe it happened after midnight, they evacuated everyone from this building, police tell us around 75 people. there are also residents mingling in our area where we're standing becauseç they are not allowed back home, people who might have been out last night trying to get home and the police of course said you can't so we -- if you can see in the foreground you have the bomb squad technicians, the team ç there, and we believe the building is to the right of them. you can't see it but that's what we heard somebody yelling fire in the hole fire in the hole hearing the popping sound and an officer telling us they activated the device. if that means they destroyed it

it's possible that this situation has been cleared. at least as far as the threat is concerned. reporting live here in downtown san francisco, bob redell, "today in the bay." >> this morning san jose police chief chris moore will hold a meeting with the gang task force to talk about options dealing with a rash of violence. christie smith is live at san jose city hall with details of that meeting and what's expected to come of it. christie, good morning. >> reporter: good morning to you, marla. this meeting starts about 9:00 here at city hall where we expect to hear from the police chief but also the mayor. members of the city council and the district attorney's office as soon as that meeting is over. they are expected to talk with the media. this comes as san jose's homicide rate just rose by one after a deadly shooting before 11:00 last night at south king road and burdet road. the victim an 18-year-old, no arrests have been made and police don't know if the shooting was gang related.

hours earlier hundreds of people marched through the streets of east san jose and many said they had been personally touched by street violence in san jose. there has been a spike in violence, eight killed in 11 days and now people are calling for peace. >> we're not really safe, you know. stay home. not affiliate with them. >> reporter: police have announced arrests in two of the recent killings with the san jose police department short-staffed, some on the city council want to call in help so officers can focus on what's going on on the streets. it's believed that that could be the focus of the meeting with the gang task force, police also expected to address exactly what specific steps they are going to take. again, we are expecting to hear from the police chief as soon as that is over. reporting live in san jose, christie smith, "today in the bay." >> 5:04. new this morning a teenage driver accused of killing a concord man and his daughter will be arraigned in juvenile

court. david rosen is charged with two counts of a vehicular manslaughter in the death of 41-year-old solaiman nuri and his 9-year-old daughter hadessa in april of this year. police say rosen was speeding when the cadillac he was driving struck nuriç and his two daughters riding their bikes. 12-year-old nuri suffered minor juries. >> police need helpç finding a man of sexually assaulting a womt. police released this sketch. they found his baseball hat near the crime scene but no sign of him. the attack happened at kottinger park on sunday. the victim told police she noticed someone following her and then tried to get away. she was attacked and robbed. neighbors who live around the park are worried. >> this is a family oriented area and kids out playing.

this is a safe place people think they can go. it surprises us that that would happen here. >> again, another look at the suspect sketch. if you know any information you are asked to call pleasanton police. >> just in, a norwegian court found the right-wing extremist who confessed to filling 77 people in a bomb and shooting massacre last year is sane enough to be sentenced. after 10 weeks of testimony the court handed down a 10-year to life sentence against anders breivik, the anti-muslim militant said he carried out the attack in self defense to protect norway from being taken over, he says, by muslims. >> casey anthony is a free woman. what she plans to do with the rest of her life is a mystery. her probation officially ended last night. she was acquitted of murder for the death of her daughter last summer but was ordered to serve a year's probation for an earlier check fraud conviction. her trial in the 2008 death of

her daughter captured national headlines. the attorney says he has serious concerns about anthony's safety and whether she will be able to rebuild her life. >> lance armstrong will be stripped of all seven of his tour de france titles. he made it clear he's not admitting guilt. last night he announced he would no longer fight the doping charges levied by the u.s. anti-doping agency. the decision means he will be stripped of his seven titles, all other titles and earnings and a ban from cycling for life. it's possible the cycling union could appeal. armstrong continues to point out he never tested positive for performance enhancing drugs. he wants to devote more time to family and his live strong foundation for cancer survivors. >> a suit has been filed against the san francisco 49ers, the nfl and security at candlestick park after a beating and shooting at

preseason game last summer. two men are suingç claiming th league and security did not do their part to keep fans safe. >> sacramento lawmakers are moving to ease regulations on utilities. a bill proposed passed unanimously yesterday. if it passes the senate the new law would reduce the amount of environmental review pipeline projects would have to undergo to do that. certain stretches of pipeline would be exempt from the environmental quality act. >> new this morning a compost fire outside after nursery near los angeles continues to burn this morning dangerously close to a blimp factory. the nursery is just yards from the good year facility in carson. firefighters brought in a bull doze tear turn some of the compost to keep it from burning. luckily the weather is cooperating. low winds and high humidity helping to keep the fire from spreading so. far no one has been hurt. >> it's looking like the weather's go withing to cooperate for us this weekend. let's check in with

meteorologist christina loren. >> it certainly is. good morning. we're at 54 to start in san francisco, 59 in sunnyvale and 56 in san jose. livermore and concord checking in with a comfortable 56 degrees start to the day. i wanted to show you futurecast because we're going to see an interesting setup. we stop the clock at 11:00 and you can see at that point most of the cloud cover will push back out to sea. however, looks like we're going to see the blanket of clouds hugging the coast all day long, the westerly flow will bring that natural ac off the pacific into your inland valleys. that's going to keep us a touch below average for today. so 86 degrees in places like livermore and forecasting 78 in san jose. 74 degrees bayside. 63 degrees at the coast. the micro climates are going to come into play when it comes to who is going to get the best weather for the weekend. we'll talk about that in my next report. first let's check your drive. it's friday. good morning, mike. >> good morning, folks. good friday to you.

580 westbound is your commute direction and we can never really deal without any slowing, that wouldn't be appropriate would it for the stretch through this portion, but a smooth drive through livermore and the dublin interchange. 680 and 24 t walnut creek interchange fine as far as speeds go and 24 cleared over at you approach the caldecott tunnel for the road work. those folks can get about their weekend as well. east 80 up toward the carquinez bridge away from richmond, away from the bay bridge, an accident blocking the shoulder so stay to your left as you approach the bridge, heading past comings skyway.ç no major slowing. there may be injuries, an ambulance might be on the scene but i haven't heard much beyond the initial report. a live look, see how things are shaping up at the bay çbridge. on the far, far right, you can see some flashing lights clearing. westbound no problems.

>> you might be a dummy if you don't make outdoor plans inland. temperatures are going to be so comfortable, not too hot. i'm going to tell you the beach, you'll still see the steady flow of traffic over 17 headed to santa cruz. they are not going to get the best weather as we head into this weekend. it's your inland cities, san jose, 75 degrees strong all weekend long. it's going to be perfect. the only caveat, these cloudy mornings and i believe we'll see flight delays as we have the four last days. the first four days of the week had flight delays so we'll track that. this morning it's comfortable in sunnyvale 59, 56 in san jose, and 56 degrees to start in livermore. cool conditions, we have an area of low pressure situated right to ourç north. we'll see breezy conditions with a tight pressure gradient. but that only makes for very, very interesting viewing when it comes to the america's cup world

in the city, we have giants came tonight so expect traffic, most work traffic around at&t park and along the embarcadero, christina talked about the america's cup and if you want to head out in person, embarcadero is going to be crowded. it's still going to be crowded because of the activity. also note in the city, we do have the police activity. bob redell is on the scene. suspicious items around geary and jones, 38 and 27 bus lines go through the area. that will mean a minor reroute because a couple of blocks are closed. look for sfpd and where they have it blocked off. that will mean another two or three minutes through the area. as long as the signals are okay for you. coming off of the san mateo bridge, a smooth drive westbound. eastbound away from the peninsula a smooth drive. a flat section here, look at that, you see folks coming off the bridge. to the south.

night. their apartment building is in the tenderloin, it's evacuated, it's on jones street between geary and o'farrell. that's where bob redell joins us live from the scene. what's the latest? >> reporter: good morning to you. this entire city block, on the s been shut down. the bomb squad is in the middle of the road. we've seen one of the bomb squad technicians in a bomb squad suit coming in and out of an apartmentç building down the block, that's at jones and geary. and this call came in around midnight. the description of a pipe bomb like device found in the basement. last time you checked in with us it was at 5:00 straight up, we heard fire in the hole fire in the hole, then a loud popping sound. we learned that was the bomb squad testing a device it uses to destroy objects. it's our understanding that they have not actually approached the device itself yet.

the suspicious device. they looked at it but not done anything to it. when it comes down to the bottom line this is still an active scene. they have this device in the building and trying to figure out the best way to handle the situation. if you looked in the foreground to the left you would see the bomb squad truck and in the back they have a sealed container they can put devices in. it's not clear if they can handle this in the building itself. 75 people have been evacuated from the buildings and the apartment building itself. 45 of those people are receiving help from the red cross. if you have business in this area, just so you know, jones from post to geary is shut down and geary from taylor to jones is also shut down. the bomb squad tries to figure out the best way to take care of this suspicious device and get it out of there so they can get this building back open and of course the streets back open as well. reporting live, bob redell,

violence. christie smith is live with details of that meeting and what's expected to come out of it. good morning. >> reporter: good morning to you. happy friday. there's going to be a press conference after the meeting sometime after 9:00 this morning here at city hall. the police chief, mayor, members of the district attorney's office, city council, all expected to address people concerned what steps the city is taking to deal with the spike in violence. this comes at the same time that the city's homicide rate, unfortunately, just rose by one last night with another deadly shooting. that was south king road and near tully road. the victim a 18-year-old san jose man. no arrests and police don't know if this was gang related. the shooting happened just hours after residents and politicians marched through the streets of east san jose, saying eight homicides in 11 days is too much. it's horrible and some say the

and his two daughters. 12-year-old hannah nuri suffered minor injuries. the family wants rosen who was 17 and uninsured at the time of the accident, to be charged as an adult. >> turning to decision 2012, everyone knows mitt romney's a shoo-in for the republican nomination and gop leaders have arranged an earlier than usual vote in tampa. delegates will begin the roll call vote on monday to officially nominate romney for president. republican officials say the process will begin earlier than usual in part over concerns for ron paul supporters who remain staunch advocates for the texas libertarian. >> 5:33 now. petaluma's baseball stars will play in the u.s. championship game at the little league world series tomorrow. last night there was no doubt about it, take a listen. did you see it? this grand slam gave petaluma a 5-0 lead in the very first inning. the boys never looked back.

>> severe weather could put a damper on the republican national convention. organizers keeping an eye on tropical storm isaac which could turn into a hurricane and threaten tampa, florida. claire leka is live on capitol hill with more on what isaac could mean for those headed to tampa. good morning, claire. >> good morning to you. tropical storm isaac gaining strength in the caribbean, up to 15 miles per hour and of course gop convention organizers scrambling, "the new york times," though, is reporting that mitt romney will be formally announced as the republican presidential candidate two days early, now on monday, instead of originally scheduled on wednesday. the reason for this of course

impending tropical storm isaac and what it may hold for the tampa area and they are also worried about about possible protests from ron paul supporters. now, rnc convention organizers working very closely with the national weather service, florida governor rick scott and other state and local officials about what is happening with tropical storm isaac. the rnc says there are contingency plans in place but it's yet to detail what those plans are. and it's still too early to predict whether or not isaac will even show up near tampa, but forecasters are saying to expect a wind and rain event at the very least for the tampa bay area on monday when the convention is supposed to begin. we're live in washington. i'm claire leka. back to you. >> either way a stormy year in politics seems to be. thank you. >> we want to give you an update

on news in san francisco that shut down a number of city streets for hours. bob redell is live outside the tenderloin district. you got an update. >> reporter: yes. the bomb scare is over here. this is a bomb scare that shut down this block here at jones between post and geary. since around midnightç last night. and the call came in that there was possibly pipe bombs in the basement of a building a block from where i'm standing. in the past 10 or 15 minutes the bomb squad gave the all clear. we have sergeant michael. thought there were pipe bombs. what was it? >> 12 to 15 sections of pipe cut and capped and contained a substance, i don't know the substance at this time but the bomb squad working with the fire department determined that those sections of pipe and the contents were not explosive. >> there was something else you found that made the situation

suspicious. >> there was a small caliber ammunition that we'd use in a gun located in the same area of the basement. those two combine to trigger some alarm in the officers' mind. >> was there anything illegal about what you saw down there now that you've gotten a better idea of what's happened? >> at this point no. there doesn't appear to be anything illegal but an investigation is on going by the arson task force and the police department so we'll look into that, looking to see who may be responsible. >> how much time before the 75 people who were evacuated can go home and this street is reopened? >> that process started basically 15 minutes ago so i've been talking to the press so i don't know how that's progressing but we're in the process of getting folks back in their homes to start their school days and work days. the street will be open once the bomb squad is finished packing. >> the situation that started around midnight shutting down

it can be friday light. let's see how that's doing. >> it's friday later for the build-up especially this first week of school for almost all of the san jose schools. this will be an issue for south bay roadways, right now the construction for highway 85 is not a problem. that will be cleared well before the slowdown starts. here we have slowing for 880 down toward the 101, that is for the most part cleared between brokaw and 101, that construction crew clearing if not cleared by the time you get there because you're going to wait until the end of the report. 101 a slowdown. how many cars are showing up now. a few more. i'm not going to count them. but a smooth drive from 680 through the area. that's the reason for that mild dip. fremont, speeds close to the limit but heading south, over there where the pacific commons, the new theater a. smooth drive from fremont toward the bay bridge. a look at the san mateo bridge. the volumetics up.

with this picturesque setting napa and sonoma county are top destinations for balloonç ride. experienced pilot, scott, says accidents do happen especially with the high number of flights. he made an emergency landing that injured 15 passengers in sonomaç county. he blames an abnormal weather shift that caused him to land in 30 miles per hour wind gusts. >> certainly those are situations that are pretty extreme. >> we found that wind was the cause or contributing factor in more than half of all incidents in california investigated by the ntsb. pilot error or bad judgment was the other reason things went wrong. >> we have a saying i'd rather be on the ground wishing i was up in the air than being up in the air wishing i was on the ground. >> he is with the balloon federation of america.
