assault in a quiet bay area neighborhood, so the question is why did police release him from custody only to move back into the very neighborhood he is accused of terrorizing? christie smith is live in foster city with why the police chief is stepping in. good morning. >> reporter: good morning to you. some neighbors say they are so upset by this that they are having trouble eating and sleeping knowing that this teen was let out on bail. tonight in a neighborhood watch meeting they are expecting to hear from the police chief in foster city as well as senator leland yee. justin shing is accused of sexual assault, peeping and burglary and he lives in the same neighborhood. foster city police say he broke into two homes, one he stood over a girl's bed and touched her. another time they say that he was actually crouching on the ground in a bedroom when an owner saw him and tackled him. >> when it happened the first

time you think like okay, one event. then it happened again and in the same block. for me this is a guy who is totally irrational. >> reporter: again, shing is back home in the very same neighborhood nbc bay area tried to talk with him. police say he has admitted involve it in these cases. reporting live, christie smith, "today in the bay." >> police have release add sketch of a man they say sexually assaulted a man at a shopping center a. man who looks like this approached a woman in the parking lot near nordstrom yesterday afternoon, groped her and then took off. that victim a woman in her 30s described the suspect as an indian male about 3 years old with a medium build wearing a yellow hooded sweatshirt at the time. investigators say that same sman likely responsible for another sexual assault that occurred last week about two miles away

near downtown palo alto. >> a power struggle in south san jose has a group of neighbors demanding a fix from pg&e. 160 customers in the hacienda school neighborhood say their power service is not reliable. they had nine power outages so far this year. pg&e says birds caused seven of those outages during an outage on monday crews separated some lines to allow more space for birds. >> if it's just birds on the wires and they wide at any space between the wires and that takes care of it that's awesome. i would love it but i'm guardedly optimistic. >> pg&e says it is about to send an apology let tear the residents and plans to give nem a $50 credit for all of the inconvenience. while pg&e's new ceo will be in san francisco to talk about safety improvements made during his first year with the company and what comes next.

anthony earley jr. will have a press conference. earley joined the company in september. he will talk about changes made this past year to improve safety and the utility's plans for the future. >> what is good news for the economy could be bad for drivers in the south bay. various social networking site linkedin will expand its campus. there could be real off line traffic because where they are moving could mean thousands of more crowds on a crowded 101. arturo santiago is live in sunnyvale with more on the details for this plan. good morning. >> reporter: good morning, jon. these are serious things to consider. this is a big expansion for linkedin. we are on the 500 block of matilda avenue about a half mile off 101. check out this map. not far away in menlo park in

close proximity is that new fast book campus. imagine add be 3,000 linked in employees. linked in leased the building to 2026 t filing also says the company plans on constructing a new campus to accommodate 2900 employees. the property itself has 560,000 square feet and the owners have agreed to tear down some of the smaller buildings. and businesses in the area will have a lot of expractice revenue to look forward to. linked in you could consider it expanding its footprint here in sunnyvale because it has a building with its name on a couple of gears down. its headquarters, however, remain in mountain view. we're live in sunnyvale. >> we can tell you linked in is one of those rare companies

which is pleasing investors. shares have done well since its ipo. >> considering groupon, yeah, linkedin has done well. it makes far more money per user, it has fewer users but is an important metric. there's advertising sure but the bulk comes from job placement and making business connections and those are less chicagole than the facebook user sharing pictures of his cat. stock closed at $109 a share, up $1.49 well double of its original ipo price. facebook will hop at less than half of its ipo price. >> 6:06. now we move on to the latest on tropical storm isaac. the storm is moving north through louisiana, we have a look at the storm, we'll take a

look at the pictures from louisiana, new orleans. new orleans was spared the brunt of isaac but outs of the city and higher communities are under water. some towns, the nart add to rescue dozens after the water toppled over the local levee protecting the parish. despite isaac the levees repaired following katrina. they have done their job. but that's not making some feel better. >> it's just too much bringing back of a lot of katrina. i'm done. >> many businesses have signs in windows saying they will be open later today early tomorrow. at the latest. >> can't even imagine what's going through the find of the people and then had to suffer through this one again.

wraps up tonight. >> right. he's the guy for months, mitt romney will officially accept the party's nomination for president. last night his running mate. >> we have a plan for a stronger middle class with a goal of generating 12 million new jobs over the next four years. in a clean break from the obama years, and frankly, from the years before this president. we will keep federal spending at 20% of gdp or less because that is enough. >> he did loosen up, joking about the generation cap between he and romney. his ipod has acdc. he said he heard the music on romney's and similar to the kind you hear on elevators. >> there will be a mystery guest

because of tropical storm isaac flooding several towns, the storm is moving north through louisiana. >> a showdown expected in court over key evidence in the colorado theater shooting. lawyers for suspect james holmes are trying to keep a note book he mailed to a doctor from being used as evidence. it reportedly contains details after violent attack. the notebook is protected by doctor/patient privilege. holmes allegedly killed 12 and wounded dozens at a movie complex on july 20th. >> the former florida neighborhood watch volunteer accused in the shooting of an unarmed teen has been granted a new judge. the appeals court ruled that a circuit court judge went too far when he wrote that george zimmerman is, quote, a manipulator. the 28-year-old zimmerman pleaded not guilty second-degree

murder charges in the shooting death of 17-year-old trayvon martin. >> police in arizona say a shooting outside the raiders preseason football game earlier this month may be a case of self defense. michael horn, former police officer, shot chris knight during a fight near the stadium. witnesses say knight who is originally from the sunnyvale area was acting aggressively toward the former police officer and his wife. the victim was shot in the face and lost his eye. he remains hospitalized. >> the time 6:15. san jose leaders think new jobs will solve a spike in violence and crime. many young adults attend classes at the work to futures center where they learn job skills. they are usually hired by companies that partner with the city to see if kids would have a second chance. the program is run with federal

dollars and nearly 300 kids take advantage of the program each and every year. >> mosquitoes carrying the west nile virus are the target of ground fogging this evening in brentwood. the mosquito and vector control district will spray this evening, weather permitting. the target area by sand creek parkway, typical symptoms of west nile virus are fever, headache and fatigue. most get better on their own but in those rare cases the virus can be fatal. >> a total of 80 sycamore trees have dodged the act. the trees were slated to be cut down in june but complaint kpants sent it back to the drawing board. more than 100 people turned out to support these trees. no final decision was made but

you're going to wake up with a cloudy sky. enjoy the clear sky, it's getting foggy in san francisco but still not too bad. you can see the tops of the buildings, and you can see scientific lesson here. you see the low clouds are forced to the surface. that's high pressure compressing all of the low clouds. you get marine layer this close to the surface we get drizzle at the coast. let's show you the opposite in san jose. this is what your tie will look like. i'm talking by about 10:00 so temperatures are crisp, maybe you wanted to go for an early morning jog. 66 up in fairfield. 48 in no ma vo. quite contrast when what we're getting at the coast and inland.

high pressure still in control. this is going to keep temperatures in the 90s for one more day, then we're talking upper 70s, low 80s as of tomorrow, substantial drophuff. probably until about 2:00 p.m. in the city. you want to get your tan on, today is a great day. temperatures will tumble. santa cruz, 77, tomorrow probably not breaking out of the mid-60s. keep that in mind. 77 in fremont. 70 in san francisco, also getting large swells into the weekend. down in the monterey area. go to a guarded beach. we'll talk more about that coming up. looking good, 94 degrees inland, wait to bay side and 73 at the coast. we head through the next few days. let's check your drive. >> thanks. this morning we're watching the altamont pass. it's slow from livermore allhe way to 680.

we're looking at sensors showing speeds topping 20 to 30 miles per hour. it's very slow. another area that's starting to pick up with congestion is the bay bridge toll plaza. our metering lights are turned on as of 6:15 and you can see, yes, the typical headaches that build around this time. a good thing you have a lovely sunrise to look at. you can see palo alto, 101, traffic moving along there, and also san jose at 101 northbound moving into the south bay, starting to pick up with congestion but we're looking at very smooth conditions, no accidents to report. here we are two hours into the show so very good. keep it up. let's go for it, 0, 0. >> eyes on the road. >> 6:21. no secret we're deep in that race for the white house. but apparently president obama had extra time on his hands, decided to pop on a website and guess what, it crashed. >> it was not intentional.

>> no. comes with being president i suppose you have the potential to melt down a corner of the internet. the president went on and told users they could ask him anything and he would answer. the popular site then crashed as thousands of people offered their questions, all at the same time. when it was back working the president answered ten questions, most were policy related like spending on space exploration t ask me anything are interesting. it's included a soldier injured by a bomb and what makes this compelling is the people who offer to do these amas do mean anything. so you get really interesting questions and answers that you wouldn't normally hear. unfortunately, the president didn't acknowledge the really fun one. would you rather fight one horse sized duck or 100 duck sized horses? that would have been a really

interesting answer. now, jon and marla, one thing, it's tradition for one party to stay silent while the other party is having its convention, a courtesy that dates back. president obama has no public appearances on the calendar today because of the republican national convention. most americans wouldn't think of going on the site. but maybe a gaffe. >> did it make your business and tech report. >> scott mcgrew's attention. coming up, tonight a big night for mr. mitt romney a. preview of what's happening at the convention. we'll have that live in a report from tampa.

expand its mountain view headquarters, because where they are moving could mean thousands more cars on a crowded part of 101 it has some worried. arturo santiago is live at sunnyvale with more details on the expansion plans. good morning. >> reporter: good morning, jon. you can consider this as linked in's expansion in sunnyvale. it has a building with its name on two doors down, the building is on the 500 block of north matilda avenue. the company announced that it closed the deal to lease 565,000 square feet. the campus would accommodate up to 2900 employees and according to the regulatory filing the lease will run to the year 2026, creating a lot of revenue for local businesses. it could also be creating a lot of traffic. when the time come there is could be significant issues between this campus, a half mile

off 101, and the facebook campus in menlo park off the 101. you'll recall there were major concerns over the traffic volume facebook would generate when it made the move. the owners here have agreed in the filing to tear down some of the smaller buildings to accommodate the campus and linkedin plans on moving in in july of 2014. its headquarters will remain in mountain view. arturo santiago, "today in the bay." >> 6:32. turning to decision 2012, it was a bay area politician who stole the show. the speech by condoleezza rice is drawing praise across the country. ricw addressed the convention last night and spoke about leadership and the challenges our next president will face. >> one of two things will happen if we don't need. either no one will lead and there will be chaos, or someone

will fill the vacuum who does not share our values. my fellow americans, we do not have a choice. we cannot be reluctant to lead and you cannot lead from behind. >> rice focused remarks on america's role around the world and how mitt romney is ready to step up to the plate and be a global leader. some insiders call rice's speech at the convention presidential, and that's igniting speculation about her political future. rice included a line in her speech about her parents making her believe she could be president, but when asked about that comment rice says she has no plans to run for the office in 2016. that has not silenced one gop strategist who told msnbc rice would likely hear calls for her to run for governor of california in the near future. >> this morning it's a story only here on nbc bay area. the foster city police chief will address a concerned community after a teenager

accused of sexually assaulting a woman and burglarizing two homes is allowed back home into the same neighborhood where the crimes took place. more on this exclusive story. good morning. >> reporter: good morning. neighbors are upset for a number of reasons. first, the teen is out on bail and as you said, he lives in the same neighborhood where these assaults took place. at a community watch meeting they are expected to hear from foster city's police chief and after learning that 18-year-old justin shing is out on bail which was set at about $100,000. he's accused of sexual assault, peeping and burglary. in the past two weeks police say he broke into two homes, one time they say he was anding over a 17-year-old girl's bed and touching her, another time in the bedroom when a homeowner saw him and tackled him. he was arrested but with him on

police. >> my section i pray for, my neighborhood, we split it up with a map. i took it personal, that this is my area and i'm praying over my area and i don't want no crime here. >> with the neighbor's help the police capture the suspects in a stolen car. police say rhyme in their city is up 42% over last year. >> san francisco voters may get to have a say in the sky rocketing hosts of hiv aids drugs. the november 2013 ballot could on taken the stop run away drug pricing initiatives. they want the city to negotiate directly with the drug companies to bring down drug prices. the proposes measure, the makers of a new hiv aids druv just approved, the cost $28,000 a year which supporters say the

not great. so today and sunday are your best beach days. 70 at the coast. and tomorrow at 10 to 15 degree drop-off. i want to help you make those plans, which cities are going to get the best of the best. let's check your drive. >> thank you. we're watching the altamont pass heading into the east bay. if you're using that route, sensors are showing 20 to 30 miles per hour in that location. we have an accident on 80 eastbound, three left lanes or blocked at gilman street, north of emeryville heading into berkeley and also it looks like another accident, in fact, a car hit a power pole on 92 and that's on the off ramp. the power pole, there is a fire that starts because of that. that's on 92 eastbound.

>> about 6:42. 2 million baby bathers are recalled after a number of children were hurt after using these devices. the mother's touch deluxe baby bathers from summer infants were sold in many colors and patterns from 2004-2011 in stores and online. you're not supposed to lift the bathe wer the baby inside but parents do and the wire frame can come off the side causing the baby to fall through. the company is offering a free repair kit to fix this. >> the government warning computer users of a scam that shuts down your computer and demands you pay ransom to the fbi to get it working again. the malware is posing as an alert from the fbi. after locking the computer it displays a threatening looking page that threatens to report you for a crime unless you pay the fine up front.

communities near the city are under water this morning. rooftops are all that are visible in towns like slidell, louisiana. the national guard had to rescue dozens stranded after a wall of water toppled over the 18-mile local levee protecting the parish. despite isaac's determination the federal levees repaired following katrina have done their job sparing much of new orleans significant flooding. that's not making some feel better. >> it's just too much bringing back of a lot of katrina. i'm done. >> many businesses have signs in windows saying they will be open later today, early tomorrow at the latest. >> i guess the bright spot is it didn't develop into that monster hurricane that people saw with katrina. >> how ironic on the day, yes. unbelievable. so yeah, a lot of interesting things to think about there. when it comes to our neck of the

woods we live in earthquake country and there was a 4-point magnitude quake in los angeles yesterday. you want your plan in place as well as we do not get warnings like you do, we can watch these storms sometimes for ten to 15 days and watch them to develop. an earthquake, boom, it happens. starting with a live look, san francisco, you can see someone turned on the natural cooling. this is going to keep the coastal cities cool compared to where we ended up yesterday. cities like santa cruz hit the 80s. today 76 in santa cruz, we're getting a more robust on shore flow. temperatures are uniform all the way from novato to napa, in the 50s, a couple of 60s. we're starting out so warm even with the stronger on shore flow i think temperatures are going to end up just about as warm in the inland cities. things change tomorrow. temperatures drop like a rock, an area of low pressure comes in, this brings in the strong

onshore flow. clouds, not even getting out of the clouds until possibly 2:00 p.m. in the city by the bay. and you might only see the sunshine for a couple of hours in the city so take advantage of the sunshine we have out there for you today as temps plunge by friday. santa cruz, 77 degrees at 4:00 p.m. lots of sunshine. make sure you bring that sunshine. we do have a high uv index. 93 in livermore, 70 in san francisco. and i want to spend time on the seven-day outlook to show you the changes and of course a holiday weekend coming up so yeah, you want to pay attention if you try to make outdoor plans. saturday not great for the beach, then temperatures jump up to 97 inland. that means your beach cities, fantastic conditions on labor day as well. you work hard for the money, treat yourself to the beach this year. 6:48, anthony is here to help you out. >> working hard for our money. we're talking about 80
