and we'll talk with others, florida governor jeb bush and by the way he doesn't think the thing about the twin babies is going do work out all that well. >> none of us are for sure. >> first, a serious subject out of louisiana and mississippi. they're powerful, heartbreaking, entire neighborhoods under water this morning. emergency crews are going door-to-door trying to rescue people trapped in homes. >> we want to get to the latest on this storm. isaac is drenching the region with even more heavy rain adding to those flooding problems. the storm also responding at least one reported tornado powers out to more than 740,000 people across the region. late last night, president obama declared federal emergencies in both louisiana and mississippi. al roker and lester holt are in hard hit louisiana this morning. let's begin with lester in flood ravaged braithwaite.

good morning to you. >> good morning. we're getting the actual bands. the sun on my face, five minutes ago it was pouring, and some neighborhoods outside of new orleans are undergoing evacuations even as we speak. behind me, you may see national guard troops on one of the protection levees here, the gates, about to go into a flooded neighborhood just behind me. in rural braithwais test, the rooftops stoods out like islands in a sea of floodwaters. dan mason never expected he would have to leave his house through an upstairs window, the price of his underestimating isaac. >> a lot of times, i realized water was coming in, it was lm halfway up the steps. it was quick.

>> inplaquemines and st. bernard parish, dozened had to be rescued by boat, among them a 73-year-old dialysis lis patient, macy lucas. >> the water came into the attic. >> isaac packing driving rains and 80 miles an hour wind made landfall in plaquemines, a huge parish split in two by the mississippi river. unlike new orleans, its levees are not part of the federally financed and build system. still, the man in charge here is stunned by what isaac has done. >> this wasn't supposed to be a katrina. it's turning outs for the east bank to be as bad if not worse. we have areas on the east bank that flooded for this event never flooded for katrina. >> to the north, new orleans was hard hit but escaped a repeat of its fate seven years ago. the post katrina upgrade by its army corps of engineers paid off. >> it's operating as designed.

we have no reason to believe that system will be compromised. >> still, the big easy had big problems with localized flo flooding, roads, a ballpark. there were lots of downed trees and power line, too. from louisiana to alabama, nearly three-quarters of a million customers lost power as isaac lashed the region with high wind, rain and powerful storm surge and in no hurry to leave. >> we will continue to see the weather effects of the storm, especially the northern part of our state. >> in bay st. louis, mississi i mississippi, soldiers navigated coastal streets that had been turned into rivers. parts of biloxi and gulfport were torn by the tornadoes and turned over gulfport homes but left no one hurt. meanwhile, back in louisiana, dan mason is happy to have made it out of his flooded house alive. now comes the hard part.

>> start all over again. >> we're not only getting welcome breaks from the rain but the wind is starting to die down. that's good news. they'll be able to get the cherry pickers up today and start restringing the power lines down up and down the gulf. in the meantime, the national guard crews behind me are getting in boats and will research areas evacuated by boats yesterday to make sure everyone is out and accounted for. on lake pontchartrain, where more homes are in danger of flooding there, that's where we find al roker this morning. good morning. >> good morning, lester. there is lake pontchartrain, actually an estuary between here and the gulf of mexico. there is flooding, you can see we have come above lake pontchartrain exceeded its banks but the levee protected those homes. you can see that earthen levee. it has done its job. just to the north of here, in

slidell, louisiana, there were evacuatio evacuation evacuations. >> i'm sorry. i guess we lost al there. he was making the point that la lake pontchartrain north of here, the winds have driven water across there and that has flooded some of the neighborhoods in that area so they brought in buses to try to get people out of there today. new orleans itself is in recovery mode. the mayor said they'd be in hunker down in mode, they were during the night because the rains continue. we've gotten breaks with sun and winds have died down and will get out to make sure everyone is accounted for. looks like a cleanup from loss of power and trees down. al, back to you. >> thanks a lot, lester. the heavy rain coming through is what's playing with our satellites so we have that in

and out problem. for the most part, we are looking at more rain, anywhere from 5 to 12 inches of rain from louisiana to central illinois. >> thank you. we will get the rest of your forecast in just a bit. for now, it's 7:08. back to matt in tampa. >> thanks. paul ryan delivered an impassioned speech here last night as he officially accepted the vice-presidential republican nomination. tonight, mitt romney gets his turn. nbc's peter alexander has more on last night's speech and what to look forward to today. >> good morning from the convention floor. be very clear, this is the most important moment of mitt romney's political life. the stage is set here or you may hear from behind me the stage is being reset. last night, this room mass more electric we have seen at all conventions so far, paul ryan going on the attack, saying the president has squandered his

unique opportunity and saying a romney-ryan ticket will not duck the tough issues paul ryan publicly accepted the vice-presidential nomination. >> i am honored to accept the nomination for vice president of the united states. >> reporter: the 42-year-old conservative quickly assumed the traditional vp role of attack dog, offering a harsh indictment of president obama. >> these past four years, we have suffered no shortage of words in this white house. what is missing is leadership in the white house! >> reporter: ryan tried to appeal to a wide audience, as well as tea party conservatives and younger votes. >> college graduates should not have to live out their 20s in their childhood bedrooms staring up at fading obama posters and wondering when they can move out and get going with life. >> reporter: while democrats have accused ryan of threatening to slash entitlements like medicare, the party's hard

charging budget chairman turned the argument back on the president. >> the greatest threat to medicare is obama-care and we're going to stop it. >> reporter: ryan also poked fun at his running mate, 23 years his senior. >> there are the songs in his ipod which i have heard on the campaign bus and i've heard it on many hotel elevators. he actually urged me to play some of these songs at campaign rallies. i said, look, i hope it's not a deal breaker, mitt, but my playlist starts with acdc and ends with zeflin. >> reporter: the closing remarks. >> we can get this country working again, we can get this economy growing again. we can make the safety net safe again. we can do this! >> reporter: ryan welcomed his mom, wife and three children onto the stage. the night also touted two republican on for policy heavyweights. >> my fellow americans, we do not have a choice. we cannot be reluctant to lead and you cannot lead from behind.

marco rubio, also by a mystery guest causing a lot of buzz in tampa, some of the buzz being floated around, nancy reagan and clint eastwood. >> jeb bush is the former republican governor of the state of florida. governor bush, always nice to see you. >> matt, welcome to florida. >> you watched the speech last night. did paul ryan do what he had to do? >> absolutely. first of all, he introduced himself to the american voters. this is a person that's from the heartland of our country, that comes from a background many people can relate to, who's been extraordinarily successful. i love his mom. i love the whole package. >> most of the reviews i read this morning were pretty strong in terms of the power of the speech and its tone. some were critical. stephanie, the deputy manager for the obama campaign manager said 40 minutes of vitriol and previously debunked attacks.

was it an honest speech or campaign convention speech. >> i thought it was a very honest speech paul ryan is in the reality ring of the republican party. normally presidents submit budgets to congress. the only guy in the last four years that has had substantive ways to solve the problems is paul ryan. >> one of the things he criticized the president for was rejecting what ryan called urgent recommendations of a bipartisan debt commission. congressman ryan failed to mention he served on that same debt commission as the gop's ranking member of to the house budget committee, he ultimately voted against those same recommendations. where is the truth in that? why is he barking up that tree? >> first of all, this was a president's commission. i don't think you've ever heard bo say simpson bones in the same sentence. he's not even -- simpson-bowles in the same sentence. he never acknowledged its

existence. what paul ryan says, the reason i didn't vote for it, it didn't even deal with entitlement reform. he has a proposal for entitlement reform. he and his team will attack the plan but not talking about alternatives. >> let's talk about women the key to this election. governor romney has chipped away. it's down to about 10 or 12. some people are worried about ryan to this ticket and bringing with his his staunchly conservative views about abortion will hurt that. do you agree? >> if you create a climate of sustained economic growth where jobs are created and people can pursue their own dreams whether than get in line with an ever increasing government, they will win. >> social issues will not play a factor? >> i'm pro-life and i know paul ryan is but there at won't create a job for someone laid off.

>> remember that somewhat famous ly hillary clinton campaign ad about the 3:00 phone call. voters decided he was and now he had four years to work with foreign policy and national security. governor romney and ryan don't have that same experience. are they prepared for that same phone call. >> absolutely. the governor gets good economic remarks. if you had a debate is he capable of being president, of course, he is. the president has served but his policies have been week. i loved condi rice's respectful description of a weak foreign policy. i think mitt romney will restore a sense the united states has a powerful moral role in the world. >> in an earlier interview, you talked about this election and you said, quote, this probably was my time. it struck me that are you having second thoughts about not running? >> well, there's a comma there,

another insider attack when a man in an afghan army uniform turned his weapon on coalition forces. the weist nile virus outbreak shows no sign of slowing down as cases are up 40% from last week. nearly 1600 people have now been infected and at least 66 people have died. the cdc is warning this could become the worst year on record for the mosquito born virus. a 100-year-old driver who backed his car into a crowd of school children has police in los angeles investigating was the accident a case of bad brakes or bad judgment? mike taibbi has the story. >> reporter: it was a low speed accident but still terrifying. police say preston carter, 101 next week, had backed out of a parking space into a crowd on the sidewalk near south l.a.'s main street elementary school. >> the cadillac we see down the street was backing out of one of the parking stalls. he misjudged the street and backed up into the sidewalk

where the kids and the parents were standing. >> reporter: carter who had a valid drills and not cited for any infraction said his brakes failed. >> one thing i want to speak, i have sympathy and love for each family. it was not on no purpose. >> reporter: the combination of an elderly driver and vehicle suddenly out of control has been lethal in this past. in 2003, an 86-year-old driver hit the gas instead of the brake and plowed into an open air market in santa monica, killing 10 and injuring 63. as for carter, his own daughter, rose jenkins, said she'd long worried about his driving. >> i'm very concerned about it. i want him really to stop driving. i've been wanting him to stop driving the last year. i think this was a wake-up call forhim. i don't think he will be driving anymore. >> reporter: in this accident, several children were pinned beneath carter's powder blue cadillac as others pounded on

several members of the royal family were out for the paralympics. prince harry who's had attention lately was not expected to attend and he didn't. very soon, we will see him back in the public eye, the whole family no doubt wanting to put last week well behind them. >> i declare open the london 2012 paralympic games. >> reporter: another global sporting celebration, another night for london to shine as well as the royal family. the queen, prince edward, princess ann and william and kate back in olympic stadium supporting the world's paralympians. not present is prince harry. starting monday he will play a role back into the insatiable public eye. ever since the public party pics went out last week some showing him nude in a hotel room with the prince rather sheepish

been wanting to serve again in afghanistan. defense sources said that could be by the end of this year, perhaps very soon. >> if he would like to go back out there and forget what just happened. if he does good deeds out there, too, and comes back commended, hopefully people will forget. >> reporter: harry's good deeds will begin at home. next week, he'll be at the paralympics and the patron of a charity to help wounded soldiers as they race to the south pole. royal watchers say we still don't know if his video of las vegas might surface but there are certain to be changes to his security detail. >> michelle kosinski of london, thank you. we want to get a check on the progress of isaac and al in new orleans. hey, al. >> hi, savannah, how are you? we are standing outside of lake pontchartrain. you can see the horizon. it has overflowed its banks and slowly receding. the winds are pushing is this

direction and will be pushing the water back into the banks of lake pontchartrain. and isaac is now a tropical storm, slowly making its way to the north. 55 miles southeast of alexandria, louisiana. 45 miles an hour winds, winds out of the northwest at 8 miles an hour. as it makes its way, the path of the storm, by early friday morning, it is a remnant low into arkansas, eventually moving into missouri by saturday morning and then by sunday morning, it's a low pressure system bringing rain to central illinois and indiana. rainfall amounts are going to be the next big story out of this system. we're talking about 7-10 inches of rain, as far north as central illinois. >> 7:35 on a thursday morning. starting with a live look here at san francisco, clear conditions more or less, we do have a little bit of marine layer formation that's going to burn off by 9:00, leaving us

with beautiful beach conditions. clear to start here in san jose. temperatures are nice out there in the 50s and 60s. we'll be in the 70s later on, 70 degrees there, 82 in redwood city, 92 in concord. holiday weekend around the corner now and temperatures nice for outdoor activities. >> that's your latest weather. matt. >> thanks very much. the republican national convention wraps up in ten commandments mitt romney's acce up in tampa with tonight's acceptance speech. what should we expect? bill o'reilly, host on fox news, has a new book, "lincoln's last days." you've been watching. what do you think so far? >> the usual. nothing different than the other 1500 conventions i covered. the republicans are a little bit energized. i think they think they have a pretty good shot to defeat

barack obama. i think they're a little more optimistic than four years ago with john mccain. >> this is supposed to be mitt romney's coming out party. the tampa bay times said there seems to be enthusiasm at the convention for younger faces. talk to delegates and they're more likely to gush about chris christie and marco rubio than their nominee. ask them to explain his agenda and eidology and point paul ryan. is this mitt romney's convention or paul ryan's? >> people who travel on political ventures are conservative people or liberal people you will see in charlotte. they're not the mainstream voter. they're very committed and very ideological. romney is more of moderate republican and ryan more conservative. of course, they will go for conservatives. not a revelation. >> you talk about the conservatives and the gender gap

and how important women are, i talked to governor bush a few seconds ago, do you think this convention is reaching out to the people who will decide this election, independents, moderates and women? >> it did because of what ryan said and romney will say tonight gets on the internet and the internet dominates now. they get applause lines and visibility to people not paying that close attention. 20 million people watched the convention. it's 320 million people in the country. political candidates have to get their word out. this is the only way to really do it. >> what do you make of chris christie? he gave a speech the other night got a lot of attention. mixed reviews. some people thought he talked a lot about himself and what was happening in new jersey and not enough about mitt romney, what do you think about chris christie. >> morris on the factor said it was very bad speech and i saw the word narcissistic attack. i don't think it was that bad. this is what i've done in my

state, challenged the vested interests and bringing down a budget. maybe he could have worn the linkage a little more, worn a romney t-shirt, i like mitt. i didn't think it was that bad. >> when you look at what's gone on here over the past couple of days and what will go on tonight, are conventions necessary anymore? >> two days, not four. this is like one of those marathon dances they had in the '20s, they never stopped dancing until they collapsed. that's what it's like. how much bloviating can you take? two day, one night for the vice president, one night for the presidential nominee. it's going to be worse in charlotte. what are they going to talk about there next week? what? >> i know. when i saw you were coming here today and we were going to get to talk, i was surprised to see you have a new book out. i thought you just missed me and wanted to come see me. >> this is a kids book, lawyer. children. kids are children. >> i thought this was young adults? >> no. fourth grade to ninth grade. >> lincoln's last days.

this was a real test for new orleans, seven years to the day after hurricane katrina. and while isaac was not nearly as strong a storm, it did linger over this city. the damage looks nothing like katrina damage but the wind and the rain did take a toll. the wind has died down but nearly 24 hours since isaac roared ashore here. look at the rain. it's still coming down. we're going to go down in our car to see what kind of damage we see in new orleans. this is probably why 75% of new orleans doesn't have power right now. these could be live wires so we're not going to get out of the car. you think they've been out of that house since katrina probably? >> there's been nobody in that house. somebody is actually living there. they have a little roof left on top there. >> no, that's bad. this is the canopy that used to be over the pump. it's completely upside down. look at this. there's a couple cars in here

principal. if your loans are federal loans, there a lot of choices in payment plans. the ten-year plan is your best option to getting out. that's the standard repayment plan. however, if you need to defer for any reason, you want to make sure that if the interest is not being picked up because your loans are subsidized that you at least make that payment on the loan to just stay on top of it and it will not hurt your credit rating. >> all right. thanks so much, jennifer. appreciate the question. next we're getting a question on our facebook page. christina from easton, maryland writes "i have three children, ages 10, 9 and 7. i want to know the best way to save money which will get the most gain without putting it into an education al -- if she just wants to use a regular investment, the most important thing is saving the money

automatically. with three kids she needs to be saving at least $500 a month. it's hard to hear right now but it has to be saved automatically from your checking account going right into a mutual fund every single month and i'd break it up so it's $250 every two weeks. if i wasn't going to use a 5 to 9 plan, i'd use a balanced mutual fund, 60% stock. i would use the van guard balance fund, low-guard, conservative, the returns have been over 7% for the last ten years and over three years have been over 13%. if you're worried about a balance fund, i'd look at a target dated fund at 225, right around the time you're continuing to give -- >> but you won't get the

this is an nbc news special report. here is kate snow. >> good afternoon from new orleans. despite heavy rain from hurricane isaac the levees in new orleans have held but there is concern at this hour about what is happening across state line in mississippi. there is a threat there that a dam at a lake may break because of the pressure of the water. thousands of people evacuated there. throughout this region, high water from isaac has flooded homes and businesses. officials say half of louisiana residents are without power. at least two deaths have being blamed on the storm and rescuers are kept busy along the shores of lake
