will be held at each of the three locations where those lives were lost including the former site of new york city's world trade center. nbc's danielle lee joins us at ground zero. >> reporter: good morning, mara. today's ceremony at the national memorial behind me will feature six moments of silence marking the terror attacks as well as a reading of the victims. what you'll notice this year is there will be fewer speakers than in years past. one year of their debut, these reflecting pools in front of the fallen world trade towers will be front and center. >> you can't forget that day. >> reporter: while the country isn't forgetting the people lost in the attacks, this year much has changed. unlike last year, politicians had been asked not to speak. only relatives will read the names of the victims on this 11th anniversary. president obama will stay in washington and participate in ceremonies at the white house

and the pentagon. monday families already gathered near shanksville, pennsylvania, along with defense secretary leon panetta. they were remembering the victims who died fighting to keep their plane from reaching the capitalcapital. >> they gave their lives for all they loved. they gave their lives for the families they loved and for the country they loved. and there is no greater sacrifice >> reporter: back in lower manhattan construction is resuming on the memorial museum that sat unfinished for nearly a year while the port authority, which owns the site, battled over financing with the memorial foundation. >> i'm gratified that on the eve of 9/11 we're able to announce an agreement that i think will ensure the completion of the 9/11 museum. >> without a museum this memorial doesn't teach you anything. it doesn't tell them anything about what happened on that day. >> reporter: a positive step forward on a project that for many will make this tribute complete.

and some more relief for residents and first responders who have suffered from cancer due to debris following the terror attacks. the world trade center health program will now cover treatment for many of them. i'm danielle lee, back to you. after a long summer break congress is back in session in washington. on the agenda, they'll try to pass a spending bill to finance the government's day-to-day operations until next march, but no action is expected before the election on ominous automatic spending cuts and tax increases commonly referred to these days as the so-called fiscal cliff. nbc's steve handelsman reports from capitol hill. >> reporter: lawmakers in the house and the senate are back after a month-long break with a pile of urgent business. but they're focused first on the elections. >> both parties are looking at public opinion polls, looking at which parts of their agenda are popular and which part of the other sides are unpopular and

dramatize those with floor votes that don't result in any bills. >> reporter: so democrats want a new vote on the paul ryan budget to drive home to voters that he would change medicare. republicans want the vote to phase out solar and wind power subsidies to drive home to voters that president obama lost a half billion on solyndra. a far bigger issue, the impasse over hiking taxes on the rich that if not settled could raise everyone's rates january 1st and trigger huge defense and social service cuts. the fiscal cliff is getting put off until after election day. the farm bill that will help with the drought is partially postponed because republicans are pushing for a cut in food stamps. >> the american people are asking to balance this budget. >> reporter: each side blames the other. >> for people that are outside and out of work, they're astonished by the fact that this congress won't do anything. it seems content to kick the can down the road.

>> reporter: so what might get passed before the election? nearly one of those short-term stop-gap spending bills to keep government going past september 30th. i'm steve handlesman, nbc news, capitol hill. and now here's a look at some other stories making news early today in america. in nebraska, four masked men armed with an ak-47 took over a mini market. they dragged a clerk along the floor as she struggled, then forced her to the cash register to hand over money. they were in and out of the store in less than 90 seconds and they're wanted for at least one other holdup. in california, newly released video shows a 70-year-old woman getting car jacked in a parking lot. moments later she was run down by her very own suv with her attacker behind the wheel. the woman has recovered from her injuries but the car jacker is still at large. in north carolina it's hard to believe, but authorities say that's a u.s. marine on the left viciously attacking a taxi driver.

the marine stationed at camp lejeune is accused of beating and threatening to kill that cabby. the marine later checked himself into a mental health facility and is expected to be arrested. finally, on a far less serious note in georgia, there's a legal battle brewing over a pink dollhouse. a homeowner's association is suing in part because the play house built for a 4-year-old girl by her grandmother irritates neighbors due to its color. grandma says she'll fight to keep the pink. now for a look at your national and regional weather here is meteorologist todd santos. maybe those people need something to do. >> you have to find something else to get mad about. we should see a decent day across a good stretch of the u.s. we will still deal with patches of heavy rainfall, especially the central and western portion of the four corners, southern nevada and northern arizona. looking at the map across the whole country, look how large of an area we're dealing with with

clear skies. east coast, major airports shouldn't see many issues today. beautiful towards chicago. once you get towards denver, maybe some activity later in the afternoon with potential thunderstorms. the best chance areas for showers and thunderstorms are through portions of arizona where you see some good coverage. this is still early in the day. once we get daytime heating factoring in, that can produce local flash flood potential with heavier showers, especially as you overlap some of the areas that have over seen the showers. lake meade, this could help the situation there, down about 113 feet from full pool. once you talk about temperatures, you find at least a few cool spots. 53 in medford, oregon, 55 in san francisco. late they are afternoon many areas looking for decent temperatures. a large

drone missile. he and six others died when their car was hit by a missile yesterday. the strike by teachers in chicago enters a second day. more than 350,000 students will get another day off school. talks between the teachers union and the school board will continue today on key issues like teacher evaluations. and parents listen up, a new study says that letting children cry for short periods during sleep training does not cause long lasting psychological problems. the research looked at parents who comforted their children and those who stay in the room with the child. scientists say wind turbines could produce enough electricity to power the entire world. two separate studies looked at the physics of wind power but not the finances. with other experts saying making that much wind power technology would cost way too much money. jet man has staged a spectacular display of flying in formation with an iconic world war ii spitfire fighter plane.

adventurer yves rossy flew in the skies over switzerland. now here's an early look at how wall street will kick off the day. the dow closed at 13,254 after falling 52 points yesterday. the s&p dropped 8 and the nasdaq sank 32. taking a look at overseas trading this morning. in tokyo the nikkei lost 61 points but in hong kong the hang seng gained 30. stocks fell monday as investors locked in gains from last week's rally. traders held off on any big bets ahead of the feds policy meeting at the end of the week. news americans cut back their credit card use again in july underscored investors' anxiety about the economy. tech stocks took the biggest hit weighed down by intel after several firms slashed its price target. insurer aig fell 2% after the u.s. sold $18 billion worth of its stock. bp is selling a group of gulf oil fields to planes exploration for just over $5.5 billion.

leap frog tumbled 9% after toys"r"us announced plans to launch its own children's educational tablet next month. hp has upped its expected layoffs over the next two years to 2,000 bringing the total to 29,000. meanwhile, trying to emerge from bankruptcy, eastman kodak ousted its cfo and announced another 1,000 layoffs. millions of websites hosted by godaddy.com were down for several hours monday. the hacker group anonymous was reportedly behind that outage. finally, there's been a lot of speculation about apple's next generation iphone expected to be unveiled tomorrow. but this one may take the cake. a jpmorgan analyst says the new phone could add between a quarter to half a percentage price point to the nation's gross domestic product. the reds walk off back-to-back jacks, and a record-tying u.s. tennis final. plus, the ravens make themselves at home in the end zone in a monday night football blowout. your early morning sports headlines are straight ahead. and we're talking a lot about how much sunshine we're dealing with across the country. we'll see if it can last through

good morning. no better way to end week one of the nfl than with a monday night doubleheader. let's go to baltimore where they honored the late art modell. of course he brought the ravens to baltimore in '96. art would have been proud of the way the team played against the bengals. led from start to finish. joe flacco dismantled cinci's defense. 34-yard bomb to anquon boldin. the first of two touchdowns from flacco. ed reed sealed the deal in the third, picked off andy dalton. rumbled down the sidelines. soared into the end zone. ravens had everything going and they won it easily 44-13. >> raiders had some of the most passionate fans in the league, but their team, well, that's another story. chargers grabbed the lead in the second. philip rivers to malcolm floyd. san diego up 10-6 at the half. then the wheels fell off. oakland's special teams were anything but. two snaps in the dirt, one blocked put, the mistakes added up and the raiders played themselves out of the game. chargers won it 22-16. from the gridiron to the diamond, white sox increased their lead in the a.l. central with a victory over the tigers. alex rios and a.j. prosinski hit

well, last weekend the sky was lit up over the ukrainian capitol. the dance of fire fireworks festival is actually a contest between different nations with teams being judged on synchronizing their fireworks with their selection of accompanying music. teams from france, estonia, finland and ukraine competed in the finale. a winner will be announced later this week. in croatia artists have found a new purpose for waste. an english art collective took piles of scrap wood and turned them into a new front for an art museum. they constructed the facade in 14 days and included a few statues also made from wood. the artists said they wanted to promote conservation by showing recyclables can be turned into something worthwhile. in ireland, love is in the air. over 40,000 single men and women flocked to europe's largest matchmaking festival. 40,000. the event is in its 120th year and lasts throughout the month.
