a very good morning to one and all. it is 4:31 on the nose, i'm jon kelley. >> i'm marla tellez. we have a lot to get to. september 11th, of course. let's check the forecast, first and foremost, with meteorologist christina loren. good morning. >> good morning to you, jon and marla, good morning to you at home. we've got a good-looking day shaping up. i want to start with your current conditions because it is cold out there this morning. in oakland, you've dropped off to 52 degrees. we haven't had that in months so make sure you pull out that jacket. the next couple of hours these conditions will continue to get colder and we'll hit our coldest point of the morning at sunrise. today will be hot, though. 4:31. first we want to check your drive on a tuesday. >> good morning. traffic tuesday so expect really heavy volume with traffic today but right now pretty light on the peninsula. we're looking at the taillights away from university up towards

embarcadero. word is there's traffic control because of construction north of here. further north you might find a little slowing. not enough to show on our sensors. we'll show you that on 101. we do see the construction zone marked just as you come off that dumbarton bridge but no slowing because traffic is so light you can get across the bay. back to you. >> okay, mike, thanks so much. at 4:32 we begin with breaking news that's happening in the south bay. a close call for people escaping an early morning apartment fire in san jose. stephanie chuang is drive at the scene with the very latest for us. >> good morning, marla. >> reporter: as you can see and hear one of the fire trucks is already leaving. they have pretty much wrapped up. the flames are out. it is still smoking so crews who just finished their briefing will make sure and monitor for any hot spots or flare-ups. there were two people in the

apartment where the fire began just a minute before 3:00 this morning. one of them is as a local hospital. she suffered second-degree burns on his arm. you're looking at video from the man who lives below the unit that caught fire. the flames were big in the front part of the apartment unit completely destroying it and gutting it. flames were shooting out of the roof by the time firefighters got here, forcing the men inside to escape. >> the whole balcony was engulfed in flames. >> and we hear some people had to actually escape? >> jump from the window. the people next door, they didn't come out the front door because the fire was in the front room. they jumped out the window. the bedroom window, which is right next to my apartment. >> and again neighbors saying the two men jumped from the second floor, one of them with second-degree burns but the fire captain telling us the man was

conscious and talking and should be okay. the fire totally gutting that apartment. still unsure of any damage to the neighboring units pause it is dark out here. fire crews did evacuate 11 other people who live in those units in the apartment. there are four units altogether in that building and they are okay. they are just standing by to see when they can get back inside. still no word on what caused the fire in the first place. now live in south san jose, stephanie chuang, "today in the bay." today is a somber day marking the remembrance of the 9/11 terrorist attacks that killed nearly 3,000 people. we give you a live look at ground zero, the ceremony getting under way in an hour from now at 5:46. there will be a moment of silence to mark the moments the first to your was hit. danielle lee takes a look at what will be different at this year's ceremony. >> reporter: one year after their debut, these reflecting pools sitting in place of the

fallen world trade towers will once again be front and center. and while the country isn't forgetting the people lost in the september 11th terror attacks, this year much has changed. unlike last year, politicians have been asked not to speak. only relatives will read the names of the victims on this 11th anniversary. president obama will stay in washington and participate in ceremonies at the white house and the pentagon. monday families already gathered near shanksville, pennsylvania, along with defense secretary leon panetta. they were remembering the victims who died fighting to keep their plane from reaching the capitol. >> they gave their lives for all they loved. they gave their lives for the families they loved and for the country they loved. and there is no greater sacrifice. >> back in lower manhattan, construction is resuming on the memorial museum that sat unfinished for nearly a year while the port authority which

owns the site battled over financing. >> i'm gratified that on the eve of 9/11 we're able to announce an agreement that i think will ensure the completion of the 9/11 me museum. >> without a museum, this memorial doesn't teach you anything. it doesn't tell them anything about what happened on that day. >> reporter: a positive step forward on a project that for many will make this tribute complete. in new york city, i'm danielle lee for nbc news. there are several local events today honoring those who lost their lives during the september 11th attacks. san francisco's fire department will lower flags to half staff at every fire station. then at 6:59 the fire station on folsom and 19th street in the -- at 6:59 all stations will conduct a ringing out ceremony. 6:59 marks the moment the south tower of the world trade center collapsed. also in the south bay at 6:59

san jose's fire chief william mcdonald will address the fire department in remembrance over dispatch radio and announce a moment of silence. a memorial bell ringing will follow. at 9:45 the livermore-pleasanton fire department will hold a bell-ringing ceremony at the fire station. each of those ceremonies are open to the public. you can find a more expansive list of all these events happening all day long on our website, nbcbayarea.com. tragedy before his eyes. this morning a witness describing the deadly accident in walnut creek that killed his mother and left his wife fighting for her life. >> it all happened so fast. he looked with glazed eyes, he was speeding. he came directly at us. there was no time to move. i saw his eyes before he killed my mom. >> it's just so very hard to listen to. that is casey hahn. he said he and his family were

just walking on the sidewalk when a speeding truck plowed right into them. his mother, 53-year-old sherry hicks, was killed instantly. his wife is now listed in critical condition at a nearby hospital. investigators say they are still trying to figure out exactly what led up to that crash but nbc bay area has learned the driver of that truck was convicted of dui back in 2005. he's now facing vehicular manslaughter charges. 4:38. a vigil will be held for the lafayette college student who died while tubing down the sacramento river. 20-year-old brett olson will be honored at his alma mater at 7:00 tonight. olson disappeared on september 2nd near chico. that sparked a massive week-long search that included thousands of friends and supporters. the cal poly san luis obispo student's body was found on sunday. this morning we're learning more about a violent attack at a

giants/dodgers game. 26-year-old christopher torrey smith was arrested. smith approached a man inside a restroom inside the park and started beating him. the victim suffered facial lacerations. smith will be charged with battery, vandalism and public intoxication. he is the same man facing charges in connection with a dui accident that killed two pedestrians in tahoe's incline village. well, we're talking about all the september 11th local events that are happening. let's check the forecast and see how mother nature is going to respond today. good morning, christina. >> hey, good morning to you. i wanted to show you this live picture over coit tower. it's just beautiful out there this morning. let's start with your current conditions. there it is, beautiful. you'll notice they have got the light house activated, the fog horns are blowing and we will likely see some flight delays this morning because that fog is thick but temperatures are going to be comfortable. we're in the 40s and 50s. a nice, cool breeze on the way

this afternoon and we're going to hold on to another summer-like day as we're getting very, very close to the start of fall. inland we're talking about the upper 80s as opposed to the 90s we saw yesterday. we'll see upper 60s and temperatures are going to be a little on the warm side today and tomorrow and then they soar. we'll get to those numbers coming up. first we want to check your drive. >> we have san jose. the headlights, light volume of traffic for 101. overall you see a nice, smooth flow. the yellow blips, speeds barely coming down near 60. we're looking over at the 237, eastbound that is heading into san jose, we do have reports of some debris in the roadway so watch for that. a crew should be clearing that shortly. i'll let you know if they have to schedule a traffic break but none scheduled so far. a live look further north, 880. the flashing lights are on the truck scale section so 880 moves

stance in front of the fed meeting later this week thursday. european markets are in the red today. we do get data out on a trade deficit and mcdonald's reports august sales. in terms of how the markets closed yesterday, the dow falling 52, the nasdaq losing 32 to throws at 3104. u.s. companies appear reluctant to add workers this fall because of uncertainty over the presidential election. the so-called fiscal cliff of spending cuts and tax hikes are looming in january and the effect of europe's economic slowdown. the latest survey from manpower finds the vast majority of employers see no change in their fourth quarter hiring plans. only one of the 13 sectors manpower tracks, education and health care services, had a stronger hiring outlook than just three months ago. i'll end it there. back over to you. >> thank you very much for the update. check back with you later. meteorologist christina loren on set to talk about the forecast on this tuesday.

>> if my phone went off, it would have been rock you like a hurricane, so she got lucky there. that's how i roll. good morning to you. temperatures this morning are on the cold side. you might have to dust off that jacket. yes, sweater weather returning to the bay area. temperatures are going to spike from the 50s, low 50s in fact, back towards that 90-degree mark but not quite reaching it so it's going to be a touch cooler today than it was yesterday. then we're going to heat up. not until the end of the week, though, that's your tease for this morning. i want to show you what's happening out there. this is high pressure, but a little weak trough is going to try to make its way through today. this is going to usher in a nice, cool breeze. also a strong onshore flow waking up with plenty of cloud cover up and down the peninsula. that's going to keep us cool. a westerly flow will carry in that ocean air and temperatures will be in the 70s and 80s as opposed to the 80s and 90s inland. and then we get downright hot. yes, it's going to be hot around here. wait until i show you that

seven-day outlook. lots of 90s on the seven-day. enjoy 81 degrees today in san jose. you'll hit about 76 degrees. beautiful along the east shore in fremont. san francisco getting a lot of sunshine today, just as we did yesterday. look at thursday, up to 95. then we hold on to those 90s friday, saturday into sunday, finally starting out next week with a little more crisp in the air. we'll start out with temperatures in the upper 30s and 40s, so it's going to get cold around here very quickly. make sure you enjoy that summertime while it lasts, guys. back to you. >> okay, christina, thanks. 4:48. a bay area community is voicing its anger over a stun gun incident involving a park ranger. dozens of people crowded a meeting last night held by the golden gate national recreation area. many wanted some to explain why a ranger used a taser on a park visitor during an encounter nine months ago. officials say the suspect gave the ranger a false name and was tased as he tried to walk away

from the ranger. an internal investigation by the park later cleared the ranger of wrongdoing. many at this meeting say the explanation does not add up and the complaints have now caught the attention of california congresswoman jackie spear. >> to use a taser on someone who is walking away from you is, i think, inappropriate. >> spear now says she plans to send a letter to the national park service asking the agency to refine their stun gun guidelines. show up and answer the questions or face the consequences. that's the order from the federal magistrate to oakland mayor jean quan. attorneys want to depose the mayor on police reforms and a possible federal takeover of the police department. quan was supposed to attend a deposition last month but backed out at the last minute to attend a city council meeting. a federal magistrate says she must be deposed by september 25th or face possible contempt charges. quan telling the chronicle she

right now you are looking at downtown san jose, the south bay. all is calm. it is 4:53. >> it appears for the most part fans are cheering the new stepped-up security measures at last night's raiders game. for the first time anyone attending the game was required to walk through a metal detector. the new procedure is league wide and officials had warned fans the new procedures could lead to delays getting into the games. in addition to the metal detectors, police announced a zero tolerance policy for rowdy fans. we caught this video right here, one fan getting arrested during last night's game. in total the alameda county sheriff says there was at least 15 arrests. authorities also posted new banners all over the coliseum with a number fans can call or text to get help from stadium security. and we're happy to report things were relatively good up in the stands, but out on the field, let's just say it wasn't

real pretty for the men in black. still for the raiders losing their season opener to the chargers, kate longworth was at the coliseum and has all the player reaction. >> a lot of hype was made coming into this game. carson palmer and darren mcfadden on the field at the same time for the raiders but it didn't play out as many expected. as the raiders showcased a pretty bone-dimensional offense as mcfadden was palmer's targeted receiver. a few key players went out during this game, causing some problems for special teams and the raiders never really recovered. >> you've got to eliminate the self-inflicted wounds. that's the thing that has hurt us in the preseason and obviously hurt us tonight. we've got to find a way to get those things eliminated. >> we stopped ourselves, especially in the first half. you know, we had the fumble and then the dropped reverse that we lost a bunch of yardage on. just kind of silly things that
