good morning, everybody. it is 5:00 on the nose. happy halloween. thank you very much for joining us. i'm jon kelley. >> i'm laura garcia-cannon. so much happening on this wednesday morning. we got the big ticker tape parade coming up. get ready for the party of the year in san francisco. world champion giants will take place. they're going to have a big parade there. we'll have more in live reports this morning. >> that is right. hundreds of thousands of fans. we'll get to that. >> first, san jose elementary school principal going on trial accused of failing to report child sexual abuse allegations against a teacher. prosecutors say a parent approached the principal last october, alerting her to possible inappropriate behavior by the girl's teacher. prosecutors say the principal

did not notify police. the prince pal was arrested after a second parent reported inappropriate behavior to police. an oakland teenager charged with killing his adoptive parents has pleaded not guilty by reason of insanity. the attorney for moses cayman says his client has a mental disorder that affects some adopted children. he says the disorder's caused partly from cayman's early childhood trauma as well as failled attempts to find his boyological parents. prosecutors maintain the 16-year-old killed his parents back in january during a fit of rage over some trouble he was having in school. 5:01. the race for san jose's district eight city council seat getting ugly. accusations flying between incumbent rose herrera and jimmy wynn. saying they caught him on video dumping wynn's campaign signs in a trash can.

her husband says that's not how it happened. he says those signed were posted on his front lawn and he was ata attacked when he tried to get rid of them. whalen has filed a police report. >> i was knocked down, you know. i was walking around this corner and somebody hit me in my shoulder and i went to the ground. >> mr. whalen became instantly verbally and physically aggressive. after just a few short moments, he began to physically charge at me. >> a political consultant who took the video says he was threatened by whalen who told him he had a knife. a lot fans getting locked and loaded for the parade. >> including. >> our very own christina loren. probably got a front row seat. she will fill us in on the weather. >> i am not alone out here at this very early hour. and take a look at these giants fans. they came prepared this morning. they're ready for the parade.

you see the baby in the background, just adorable. you have the fans who brought out the broom to remind everybody about that sweep. that brought us to this parade. as the giants are now the world series champions yet again. if you are going to be coming out here, it is a little bit on the drizzly side. let's get ride ae's get right graphics. temperatures are going to be cool to start. right about 58 degrees at the start of the parade. 53 degrees right now in san jose. let's get right to the action. at 11:00 a.m., 58 degrees. cool, cloudy conditions. mild and breezy. as we get into the day, showers are on the way to the bay area. a lot of people want to make those plans to go trick or treating. i think rain is going to become a factor. looks like the showers are going

to hold off till then which is great news for the parade. we're not expecting showers to rain on our san francisco giants parade but as we get into the second half of the day, you will get some showers. especially areas north to the golden gate bridge. spreading to the south as we head throughout the day. we're not expecting action in the south bay until 9:00 p.m. you want to be prepared, be ready for that. 64 degrees in san jose. seven-day outlook tells the story. we have a steady climb in temperature as we get through today. it is going to be very comfortable as we head into your weekend. the only showers are going to be tonight, into tomorrow morning. back out here live. the giants fans are out here. they have to get out here and traffic is going to be a nightmare. >> it's great, everybody's wearing orange and black because

it's halloween. something else going on? yeah, definitely traffic, use mass transit. bart says buy your tickets ahead of time. cal train as well. heading across the bay, the san mateo bridge moving fine. a good number of cars heading westbound. because of the parade and halloween. keep that in mind for this morning. we're still watching one accident. the others are cleared up. consolidated to one report. part of the off ramp is blocked beau the off ramp is open. a smooth drive here. we're looking further north with the construction to the toll plaza but no problems as you head past 980 as far as the zone goes. little roadways. i've seen them also at the toll plaza. watch the slick conditions for the drizzle christine is talking about. both directions moving pretty smoothly. the southbound side heading away from at&t park shows slowdowns.

down the peninsula, we're looking at a smooth drive into the south bay. where we only have the construction blocking the on ramp northbound 8080 from baskam avenue. you still have the off ramp with road crews there but the area looking fine. light for the south bay for now. >> we've been talking about it, get ready for the party of the year in san francisco. the world champion giants making that victory march today. >> what do they say, if you win it, they will come. hundreds of thousands of fans expected. some of those fans working very hard to get the front row view. they camped out all night long. "today in the bay" is live along that parade route where that first come, first serve motto is in full effect. sounds like it's going to be a party out there. >> a big party. some have come very early to be part of the celebration. the crews have already started with the staging areas. we've got about a dozen people or so who have come this morning. you've got about ten of them

with panda hats of course and even a horse mask. i don't know what that's all about. bearing the light drizzle. coming around 10:00 last night from san francisco and some as far away as fresno. it's not just fans setting up along market. there are vendors along the parade route, mostly selling fooled for the hundreds of thousands of people expected here. we caught up with fans at the destination, civic center plaza. they were ready with chairs, blankets. but many said no sleep for me. they're too excited to cheer on their giants in today's big celebration. >> it was worth it because the players do so much for the fans. they have their contracts and whatnot. but they do see us when we're there cheering them on. i know once they won, they were like, yeah the fans right now in san francisco are going nuts. >> reporter: the fans did go crazy following the victory. it got out of control actually,

burning a muni bus and tagging up area businesses. the attorney has charged 9 of the 11 cases so far his office has. both criminal and civil charges if the people in question damaged city property. it's a message police want to get out there. there are so many people trying to enjoy the parade, which starts along market and moves into the city, ending at city hall. it should be a lot fun out here. >> no doubt, and you're in the heart of it. thanks so much, stephanie. >> we've been explaining, the city in the process of finalizing last minute details, getting ready for today's giants big party. >> crews have been work nonstop for what could be one of the biggest parties to hit the bay area. until new years. ever seen market street this busy at such an early hour. i want to show you some video we shot. this is a few blocks down, where pg&e has been taxed with hacking balloons that will eventually arch across market. they're in orange and black. they're waiting for the muni line to be deenergized so they can attach them together. there will be 10,000 balloons up an and down market for today's ticker tape parade that start, at 11:00 a.m. these are the floats, the staging area here at the market, these floats just arriving right now. go giants, world series champions. speaking with dave thomas. he's the man who is in charge of these floats. in 2010, he said he had 24 hours notice. this time around, 60 hours notice. some of the challenges, this orange frilly stuff. he said he finally got all of it

mind-boggling. we have new pictures and video streaming in. now, a closer look at this terrible aftermath. just painful and very emotional out there. >> reporter: we're going to show you, jon. good morning to you. superstorm sandy killed at least 55 people along the atlantic coast. as we know, wiped out people to more than 8 million people. many of whom are waking up on this wednesday, still in the dark. just look at this photo snapped by someone from across the hudson river. yes, this is new york's skyline. the usually sparkling sight is dimly lit this morning because some 200,000 lower man halten customers are still without electricity. given the magnitude of the outage, it is expected to take crews days to restore all those outages. now, it's also going to be a while before la guardia is open again. these aerials show how flooded the tarmac really is. new york's subway system is also still closed. but jfk international and newark

airports are back in business today with limited service. meanwhile, developing story in new jersey. this video just into our newsroom in the last few minutes shows multiple fires burning in the peninsula town of bricktown which was hit hard by sandy. at leeast 14 homes here have burned. the scary thing here is fire crews cannot get to these flares this morning because so many roads are still impassable. we're going to keep our eye on that situation and keep you posted. now, one last note to leave you with is sfo is reporting a few dozen cancellations for a third day in a row. flights to boston, jfk and newark are canceled. laura. >> everybody's trying to get back on their feet. including the american stock market back to work this morning after a two-day hiatus. scott mcgrew, are they ready? >> i think they are. probably always were, even at the height of the storm. the computers, infrastructure, probably would have held up even

if the market s hadn't decided o close monday or tuesday. the issue really along has been people. how do you get people to the new york stock exchange. how do you get technician, to all the electric gear on the nasdaq. they can finally ask workers to return, at least some of them. facebook employees have their first opportunity to make some money today. officially their lock you on their shares ended monday but the marketings were closed. what sort of market are they going to go into? we'll turn to cnbc. not a lot of precedent here. what kind of day are we looking at? >> good morning, scott. it's uncertain what to expect today. last time the new york stock exchange was closed for more than a day because of the weather was in 1888 and that was due to a snowstorm. certainly during a different era. the nyse and the nymx are opening but many traders may not be able to get to work and that's because the subway system is under way and commuter trains

into the city could be closed for days, if not weeks, because of the flooding we've seen. futures are pointing to a higher open. it appears investors are appearing optimistic. mayor bloomberg will be down there today. he's going to be ringing the opening bell. that is a symbol this morning we're looking to. >> jackie, thank you, stay dry. google just updated its information for i-pad to make sure it's a bit more suri-like. google says its comprehension and searcher terms are much better. i'll give it -- how tall is the golden gate bridge? >> golden gate bridge is 746 feet tall. >> there you go. of course, i've had my own. laura, what time does the parade start? >> 11:00. >> there you go. >> have a nice day. >> he's got it wired, man. >> no kidding. i was worried he was going to say how tall is laura garcia-cannon, i kind of paused.

thank you. >> packs a punch, i can tell you that. >> christina's live in san francisco early this morning. with all the fans. >> reporter: i am. you know what, you guys, this is a family event. we have so many families that are out here early this morning on halloween. the little ones are dressed up as ball players. this is michelle. all she wants for christmas is to meet brian wilson. the same for her son. today might be their day. he's going to be marching down along with the san francisco giants ticker tape parade. starts at 11:00. a lot of people are already out here. you will notice there's a lot of prime real estate available if you wanted to come and post up and get ready for the parade. you know what, the weather's cooperating for the time being. it's a little misty. that's going to change as we get through the first part of your day. partly cloudy to mostly cloudy conditions. not going to see a lot of

sunshine today. what i can assure you is it is not going to rain on our parade. let's get to the morning lowings. they're going to drop into the low to mid-50s. it's not that bad out here. at 11:00 a.m., we're talking about 58 degrees. cool and cloudy in san francisco. 1:00 p.m. mild and breelzy as you're trying to make your way home from the parade. we're going to check on your drive with mike in a moment. at 3:00, area, of drizzle, that's when it starts to change. we have a storm system on the way. we stop the clock for you at noon, most of the showers stay to the north. at 3:00 p.m., those showers are still north of the golden gate bridge. trick or treating time start also at about 6:15. by 6:00 p.m., you might be struggling through a few shower also if you're getting your trick or treating on. it's some moderate rain from nevada to san francisco. here's what i recommend. get out there early. you might want to start your trick or treating at about the

5:30. that way, load up on the candy and don't lose out on the snicker bars because of this weather. south bay, you look good. through 9:00 p.m. tonight, i think it will be nice and drip in the south bay. tomorrow morning, a few residual showers clearing for the second half of your thursday. 69 in livermore. 64 degrees in beautiful san jose. a steady climb on the way. 71 degrees by thursday. a few showers making way to sunshine. friday, that sun is full force. we have that time change. fall back. so basically we're going to gain an extra hour of sleep. that's the good time change. we like that. 2:00 a.m. sunday is when that goes into effect. monday and tuesday, we're enjoying the 80s. we have gorgeous conditions setting up. back out here live at the parade.

as we get really for the parade. a lot of excited giants fans out here. hey, mike, traffic, that's not going to be fun at all. what do you have to advise people before they head out here? >> i have to advise people that driving is not a good idea if you're going to head in for that parade. folks already lining up. they have the barricades up. market street, probably won't be able to cross it from 9:30. highway 101 to the civic center to the ferry building. keep that in mind north of market and south of market kind of separated till that parade's over. this is your incline heading over to san francisco. it's an easy drive. we can see this span which we couldn't yesterday. tlaems the low cloud also on the city side. the mist christina's talking about. some slicker roadways there. we're still watching the flow of traffic as it builds off of the incline. no major problem, into the city. heading south 101 a stall reported aaron the interchange.

we advise you about that market street closure. the entire stretch will be affected. already have the barricades up. bart, cal train or the ferry system, three great options for you. at wynton, the accident reported at the off ramp but i haven't seen any slowing. over to the peninsula side where we head to foster city, an easy drive. you can see this shot, so really just the mist, but the fog not so much of an issue. if you plan on filling up this morning, some very good news as prices continue to drop. gas prices have fallen as much as 81 cents a gallon at some bay area station, over the past month. that is mon montal. prices could drop 25 to 35 cents more within just a few weeks now. according to a aaa survey, right now, a gallon of regular gas

will cost you $4.25 in san francisco. $4.06 in san jose. $4.10 in oakland. a lot of relief at the pump. >> yeah, we'll take it. 5:23 now. dozens of people in one peninsula city may soon have to find a new place to live. details on the controversial late night decision coming up.

welcome back. it's 5:25. several redwood city residents may have to find another place to live after the city planning commission voted last night to redevelop the place they call home. pete's harbor has been haven for residential house boats for years. residents pay a monthly fee to dock their bolts and live at that harbor. the owners want to develop the land for permanent apartments. the planning commission

unanimously approved a plan to replace it with a waterfront apartment complex. the plan still needs approval from the state. it is 5:26 right now. time to check back in with our unofficial master of ceremonies out at the parade, that being christina loren. she's out there leading the orange crush. fill us in on the weather. how many's it going out there, young lady? >> reporter: it is going fabulous. i'm surrounded by giants fans. it is also halloween. i've seen more giant costumes. then i found this guy. we're not sure what exactly to make of it. but we like it because it's all about the orange and black today. let's get right to your forecast. it is going to be a nice comfortable day. temperatures are going to be in the upper 60s inland today, about 68 degrees in places like san jose and livermore's going to be nice and warm as well. happy halloween, everybody. now, we do have a very tricky trick or treat forecast. you want to stay tuned.

"today in the bay's" live in san francisco with a really great sneak preview of some amazing floats they had to put together so quickly, bob. >> yeah, with 60 hours notice. the man behind all these floats being set up now at spears and market. tells us he was told around game three, hey, we think we're going to win this, let's start getting a go on these. these floats are being pulled out right now. one of the challenges was getting that orange frilly stuff. they said they got the rest of it around 3:00 yesterday afternoon. of course, one of the challenges is fighting the law of physics getting the paint to dry in time and they were able to pull it tough. a lot of people involved in putting this parade together. would you be surprised to hear pg & e is also involved? this was a quarter to 5:00 this

morning. they have their cherry pickers up and down market street installing balloons that will arch other the roadway. they wanted to deenergize the muni lines so they could get these stranded correctly. now, you'll have the floats, the san francisco giants, but as we saw in 2010, you'll also have a former giants and former hall of famers, willie mccovey, willie mays, they'll be out here as well. as stephanie is about to tell you, there's already a lot people showing up here. if you do want to get out here, you might want to take your advice from your fellow fans. they are expecting perhaps 1 million people out here this morning. reporting live, for "today in the bay." thanks, bob. it's going to be a huge party. one of the ultimate sorry riree.

now, live along the parade route. >> reporter: some people did not want to take any chances at all, they wanted to get the best seat in the house. we are along the beginning of the parade. i'm joined by juan rodriguez of union city who was one of the first. came here at midnight, right? this is work horse, matt cain, work horse of the team. what it was so important to get out here so early? >> i just wanted to be here, front row, see the parade. >> reporter: who are you most excited to see? >> sergio romo, i love him. >> reporter: and you told me that about two years ago when they clinched it, you couldn't come because -- >> i was stuck at work. >> reporter: this time around? >> i have to go straight to work after the parade's over so -- spent the night here, watch the

parade, go straight to work. >> reporter: you have two buddies here. how far away are they from? >> they're from fresno. >> reporter: you guys excited? >> definitely excited, yes. >> reporter: want to ask you about what it means to be here for the parade. >> it means a lot to me. i'm happy to see my team. eye go to a lot of games every year. it's really important to me. go giants. >> reporter: thank you, appreciate it. now to some other important information, how are you going to get here? people saying it's going to be very difficult unless you take public transit. bart is on rush hour service with every available train. this is all day long. parking at the bart stations will be very tight so keep that in mind. try to get dropped off if you can or walk to the station. also, try to buy round trip tickets as early as you can or use clipper cards to avoid the very long lines. muni has rerouted buses already. keep in mind, use muni metro instead of the market street surface bus. and the san francisco bay area service is offering extra

nbc. facebook nbc bay area. the usgs has downgraded a small earthquake that rumbled across the south bay early this morning. the quake struck just southeast of morgan hill just before 3:00 this morning. it was originally thought to be a 3.3. so far, no reports of any injuries or damage. two women are suing the maraga school district and former administrators saying they ignored abuse allegations against a former teacher. this coming afltser a swim coach sued that district. all three women say they were abused by a former teacher at the intermediate school during the 1990s. they claim the district ignored warnings about that teacher. that teacher ended up killing himself shortly after he was placed on administrative leave back in 1996. 5:36 now. a little drizzle to start our

day. our meteorologist christina loren is live with some of the preparations for the big parade. will it rain on it, christina? >> reporter: you know what, laura, i don't think it's going to. i think we are going to see fantastic conditions during the parade. i am joined now by some very dedicated die hard fans who show up here at this hour. hear the cheering. i want to talk about the different things they're doing. look at this sign, giants got hungry so they ate some cardinals. the glitter is still wet. you can also see people bringing out pumpkins. it's going to be a lot of fun. yeah, it's still early out here. the action is already getting under way. let's get right to your forecast for today. we have a good looking day shaping up. it's chilly out there right now. temperatures are in the 50s just about everywhere. grab your coats. if you're going to be back home from work after i'd say about

3:00 p.m. or somewhere around 3:00 p.m., you can leave the umbrella at home. if you work till 5:00, you want to go ahead and take that umbrella with you because we are expecting showers especially north of the golden gate bridge. highs are comfortable. upper 60s inland. we're talking about the mid-60s bay side. at the coast, the upper 50s and low 60s. so back out here live with some very dedicated fans. there's still a lot of room out here for you. but if not, if you can't make your way out here, you don't want to fight the crowds, don't worry, we're going to air it live starting at 11:00 right here on nbc bay area. where ever you're headed, we are here to help you out. >> i'll give you some options getting out of the city coming up but right now we're worried about your commute. this is the bay bridge and the backup for some cash lanes forming. the roadway, the sheen, slick roadways. some because of that drizzle christina was talking about. out to the maps. this is approaching the bay

bridge toll plaza where an accident was reported. it looks like all lanes are clear. i haven't seen a backup form over the last ten minutes. we have slowing from highway 13 to the single eastbound bore which only has half capacity now as they move a car that is on its side in the tunnel itself. some injuries reported but crews are continuing to get called off like the fire crew is no longer needed there, that's better news. clear drive westbound for 580. slowing start, out of the altamont. traffic flow is light but we'll check a wider view coming up. just six days till election. the president will not be back on the campaign trail. he's try to help states recover from hurricane sandy. weem have the latest details in a live report. sandy is still very real on the east coast. we'll show you a dramatic rooftop rescue still ahead.

"today in the bay's" tracie pots with a look at what that could mean for election day. >> for governor romney, it means more campaigning. starting today, he's got three stops in florida. he starts out in tampa, then miami, then up in jacksonville later in the day. he is back today after taking some time off in the wake of this storm. hurricane turned tropical storm sandy. now he's going to be putting out there again in florida. but yesterday in ohio governor romney was collecting donations. he was soliciting donations for the american red cross. president obama not yet back on the campaign trail. he had a stop scheduled tomorrow in colorado. we're not sure yet if he's going to do that. today's events danced. but he will be going to new jersey. interestingly to tour storm damage with republican rival

governor christie. >> what about ohio, that's the biggest battleground state affected by the storm. >> it is. we've been focusing on new york and new jersey and they're having to make some changes to accommodate election day tuesday. ohio got a big jump on this. 300,000 people voted early. over 1 million ballots went out for absentee voting. so even before the storm, they really got a jump, a big chunk of people in ohio already voted. >> tracie, thank you very much. the recovery just beginning after superstorm sandy. we're tracking the latest pictures and the video of the destruction. now, a look at everything that's happening out there. >> reporter: we're going to start with the dramatic rooftop rescue in new york staten island. emergency crews using the chop earp to pluck five adults and one child from homes flooded by sandy. these people tried to ride it out despite evacuation orders.

welcome back, everybody. all those strong winds in connecticut unearthing a very strange discovery. very halloween-esque. a woman looking at a fallen oak tree found a skeleton in the upturned roots. the tree was planted in 1909 which happened to be on the 100th anniversary of president linken's birthday. police say the remains likely belong to one of the thousands of people buried there in colonial times. the state medical examiner will take a closer look and examine those remains. 5:53. the storm causing an argument this morning between west coast and east coast tech workers. >> the issue's a very exclusive
