a spike in breast cancer rates among women in the south bay. we'll tell you what's behind the surprising new study overnight and what every woman in the bay area needs to know. right now another live look outside this time from the south bay. a live look over san jose before the sun comes up on this tuesday, november 27th. this is "today in the bay." 4:30. very good morning. happy to have you along for the ride. i'm jon kelley. >> i'm laura garcia-cannon. lots to get to this morning. let's first check the forecast with meteorologist christina loren. good tuesday morning to you. >> good tuesday morning to you. hold on to your hats, we've got some major wind blowing into the bay area later on today. the storm system right now driving clouds into the whole state of california. all of california north of los angeles going to get slammed as we head through the next few days so you want to keep that in mind. this morning we're on fog watch,

but the fog is not quite as extensive or widespread as it was yesterday. it's not as thick out there. we'll show you where it's the thickest, when it will clear. what i can tell you is this is the last dry day to get things done before we get four to five consecutive days of rain. we'll take you to that forecast, that's coming up. first let's check your drive, mike has the day off. anthony slaughter in the house. >> we are talking about that fog as one of our main stories, but you can see in the south bay things are moving along smoothly. in the north bay is where we have the problems. on the traffic maps you can see across 80 and 101 into san rafael and also into vallejo. that's where we're seeing thicker patches of fog this morning. otherwise we don't have any major traffic concerns to let you know about right now but as they come to the traffic office we'll be sure to pass them along. we are also following breaking news in the south bay. an officer-involved shooting in milpitas and right now police are looking for an armed man still on the loose.

it happened on jacklin road and arizona avenue. bob redell is live on the scene with what we know so far. >> reporter: good morning to you, laura. it's quite a large crime scene. the circumstances surrounding this officer-involved shooting is unclear to us right now. we do know it happened around 2:00. we do not believe that the officer involved was hurt. and as far as the condition of the suspect, that part we're not clear on. we do know this person did escape, took off in a car and we believe that milpitas police and we have to imagine surrounding agencies do have a bolo, be on the lookout, for this person. over there where you see the lights and investigators, we have seen earlier through our zoom lens, i know it's hard to find right now, it looked like there was three or four shell casings from a gun. that gives you a sense how many shots were the minimum that were

shot. it's not clear if those came from the suspect or the officer. again, the circumstances of what led up to this are unclear right now. from a traffic point of view if you do have business going to and from work this morning, jacklin road is a main artery through this town north of san jose and right now it is shut off from where we're at about to your right maybe a half mile, a few city blocks to arizona. like i said, it's quite a large crime scene and it's only been within maybe the past 30 minutes, 15 minutes where police have brought out this light which gives us a sense they're going to be out here for a while. reporting live here in milpitas, bob redell, "today in the bay." today the san jose city council will address the controversial proposal that would allow biologists to shoot birds at mineta san jose airport. since 2009 the airport has had 180 bird strikes.

the most serious incident happened in january of that year when a united airlines plane injested birds into its engine. seagulls and other birds like the open grassy space near the runways. right now they're not allowed to shoot away the birds because the city municipal code forbids it. they hope they will amend the code so they can use firearms. >> the flash bangs and whatever they use is the real key. i know people don't like to hear that but maybe they'll get the message. >> if approved, they will undergo training before they're cleared to shoot. the 15-year-old suspect linked to a crime spree could be rained as early as today. authorities caught the teen in concord on friday after a week on the run.

the suspect linked to last week's killing of a young man during a carjacking in a 7-eleven parking lot and the attempted killing of a police officer. the suspect's name is not being released right now because of his age. no word yet on whether he will be tried as an adult. the other suspect in custody right now, 26-year-old jonathan wilbanks. he is facing multiple charges with special circumstances. >> san jose is looking for a new brief at a time when crime is up and morale is down. last night hundreds attended a neighborhood meeting to let the department know what they'd like to see in a chief. as we first reported yesterday morning there are at least two potential candidates to replace chief chris moore. one chief from fresno, jerry dyer and the other, rick braziel. the last three have come from inside the department. >> i think the problems need to be solved by an outsider who's going to take a fresh look on how business is done. >> what we're looking for is a

leader that can invest in time in san jose, invest in the community here in san jose and finish what i believe chief moore started, which is the building process to bring community police to san jose. >> chris moore plans to resign by the end of january. another hearing is scheduled for wednesday. san leandro's city manager is putting his money where his mouth is by using his own paycheck to keep his team in place. he will take a $20,000 pay cut so assistant city manager lee ann marshal and the police chief can each get a $10,000 a raise. he hopes his contribution will entice those people to stay. he says in tough financial times he believes in leading by example. new this morning, 34 years after their assassination, san francisco mayor george mosconi and supervisor harvey mills being remembered tonight in a

vigil. the annual vigil started spontaneously the night of the assassination and has been held every night since. it will have two parts, a ceremony on the steps of city hall. that vigil is planned to go up market street and could disrupt traffic right in the middle of the rush hour commute. 4:37. a memorial service will be held for the oakland family killed in a horrific crash on highway 50. a relative sent us this picture of the father. he, his wife and their 8-year-old son died in the crash here placerville saturday night. the father was a construction worker, the mother a home care worker and we're told they loved to ski. investigators are working to try to figure out why their prius crossed traffic and broadsided a minivan. a 4-year-old girl in the van was also killed. 4:38 right now.

the oakland city council's public works committee considering a new graffiti ordinance later on today. that includes harsher penalties and support for property owners often targeted by vandals. that meeting gets under way starting at 9:00. meantime an oakland man has been awarded the california peace prize for his work in steering others away from a life of crime. kevin granting is a former convict himself. he was in and out of jail and prison until 1989. he then turned his life around and dedicated himself to calming the hottest trouble spots in oakland. oakland police say grant is a bottle link between law enforcement and the community. >> it's been a way to bridge a relationship that needed to be repaired. >> since 2004 grant has been a violence prevention coordinator for the city of oakland's measure y. he is one of three winners of this year's california peace prize. investigators now say a carbon monoxide scare in san francisco's bernal heights

neighborhood was a false alarm, there was never any leak. 14 people went to the hospital after claiming a carbon monoxide detector had gone off, leaving some sick to their stomachs. it turns out it was actually the smoke detector that went off. two people did test positive for elevated levels of carbon monoxide in their bloodstream but investigators believe cigarette smoke was to blame. christina loren is here to tell us get ready for a busy week out there. some rain and fog happening. >> it's going to be ridiculous the next few days. we've got a lot of rain on the way. a subtropical moisture tap and we could be talking 3 to 4 inches of rain. that's a lot of rain, enough to cause a flooding concern so keep that in mind not just yet, not today. we're going to get into that as we head throughout tomorrow so we've got about a quarter of a mile visibility in fairfield. what you'll notice about your visibilities is they're looking a lot better than this time

yesterday morning. now, we do still have thick fog. you want to give yourself ample time to reach your destination safely, however, it's not as bad as yesterday. temperatures this morning are rather mild. we're in the 50s with a full deck of clouds overhead. napa at 50, 49 in san francisco, 52 in stinson beach. the north bay is going to get slammed. that's where we're going to see the most moisture so make sure you're ready for that. you want to bring in those outdoor objects as we head through this afternoon. here are your weather headlines. patchy fog, areas of drizzle. we'll get a little bit of sunshine for the first part of the day and clouds increase throughout the afternoon. series of storms, a prolonged wet and windy pattern starts tomorrow morning, expecting a rough commute. we'll time that system out to your doorstep coming up. 62 in live more, 62 in oaktown and 62 in san francisco. your seven-day outlook is in my next report. first let's check that drive as

promised. here's anthony. >> we are still tracking traffic moving along in the south bay. this is 101, as you can see 680 on the overpass crossing the stream but we don't have any problems in the south bay just yet. the visibility not too bad in the south bay but it's a different story in the north bay. you also notice the bay bridge toll plaza not too bad but farther north that oakland towards fairfield, solano and up towards napa and up towards santa rosa you'll actually see thicker patches of fog. here on the map no problems in the south bay if you're planning on leaving right now but the fog another issue in the north bay crossing over yang80 and 101. we'll keep you posted with any accidents that may come along. back to you guys. it is 4:42. forget the discounts and cyber monday sales. we'll show you the controversial new ad and why it's making local shoppers to a double take. and one of the most

new progress on capitol hill this morning as some republicans may be willing to back off an old pledge never to raise taxes. this comes as congress looks to avoid the so-called fiscal cliff where automatic tax hikes and spending cuts kick in at the end of the year if a deal is not reached. nbc's tracie potts has new details this morning from washington. >> reporter: today president obama meets with small business leaders, continuing his push for higher taxes for the wealthy. a new white house economic reports warns if tax breaks go away, the average middle class family willow uncle sam another $2200 next year. >> it seems to be a thing that we can all agree on, that middle class families should see an extension of these tax cuts. >> reporter: some prominent republicans who have been dead set against raising taxes on anyone, now hint they may consider other options. >> we've been open to revenue by closing loopholes as long as it's tied to spending cuts and

pro-growth tax reform that broadens the base and lowers rates. >> you don't raise rates, you just cap the amount of itemized deductions of taxpayers. >> reporter: the bottom line is america is borrowing too much money trying to keep medicare and social security afloat. >> there's going to come a point in time we can't borrow any more money and interest rates will skyrocket. >> this congress is one vote away from avoiding the fiscal cliff. >> reporter: one vote with key players still far from agreement. no word on when the next white house meeting might take place. tracie potts, nbc news, washington. 4:46. cyber monday sales soar and the s&p ends a five-day winning streak. for more on that and the rest of our news before the bell, we turn to bertha coombs live at cnbc world headquarters. good morning, bertha. >> reporter: good morning. the futures right now are flat. stocks took a little bit of a

step back on monday. the s&p snapped a five-day winning streak. investors are still cautious, watching what's going on in washington with the budget talks as lawmakers try to aindividual the so-called fiscal cliff due at year end. stocks came off of their lows on news that european leaders reached a deal to cut greece's debt. that's giving a little bit of a boost to stocks in europe. today we'll get data on demand for durable goods, home prices and consumer confidence. the dow slips to 12,967. the nasdaq edged up on the day, was up ten points to 2976. and i don't know about you, but my fingers are a little calloused. a lot of folks joined me yesterday and they were doing a lot of pointing, clicking and touch screen shopping on cyber monday. ibm smarter commerce says as of 9:00 p.m. eastern sales at 500 of the top retail websites were up 28% from the same day last year. sales from smartphones and

tablets rose 10%. paypal saw a 200% increase in local payment volume. as of monday afternoon shoppers were expect eed spend about $1. billion on monday. that would make it the biggest since they began keeping track in 2001 when it was just an exotic thing to buy online. now there are people who actually buy online when they're actually at the store. it's really getting ubiquitous. >> you do that comparative shopping, so to speak. whether it's online or in the store, retailers doing all they can to get your holiday shopping dollars, but some say one popular store is going too far. far to risque again. lululemon reads goodbye camel toe, hello mistletoe. one of its selling points are pants that never ride up.

an ad in 2010 that said just say no to camel toe just sparked controversy. despite that, sales continue to soar. >> as far as yoga pants go, what they're trying to do seems as though it's a good idea, though i would actually change the wording on the logo. >> in a statement they say we are passionate about educating our guests regarding the technical features of our products in an open and lighthearted way. >> all right. 4:49 right now. uc berkeley often makes those best schools in the country list but this morning it's also being called one of the most dangerous. the last four years the online website averaged crimes with data with large schools with their own police departments and ucla checks in at number one. uc berkeley at number three. san diego state is ranking 7th.

fresno state number 19 and uc riverside 24. ucla extremely unhappy with this report, saying its police department also responds to off-campus calls so that makes the report invalid. well, you'll certainly want to watch the weather report because it's changing this week. get out there and enjoy today, right? >> enjoy today what you can enjoy. we still have thick fog out there. as we head throughout the day today it's not going to be that warm either but it with will be dry in comparison to the next four to five days. so pockets of fog are starting to develop and thicken up in places like fairfield and napa. you want to travel cautiously. yesterday at this time we had zero visibility in san mateo and san francisco about 200 feet of visibility so you can see there is some improvement here. the fog, a lot of it, is not even touching the surface. you'll drive through patches as you make your way to work this morning. take it easy, you'll probably lose visibility at some point. the rain arrives as we head through tomorrow. tomorrow looks like a really rough commute.

the jetstream took a significant drop. storm after storm after storm coming through the bay area. just through sunday and through monday we're talking about 4 inches of rain. so the chances of trees going down with gusty winds in the forecast, our ground is already saturated in many parts of the bay area, it's going to be pretty active around here. keep that in mind and if you're traveling, stay very close to the forecast the next couple of days. right now we're getting a little prefrontal preparation. that's what we're expecting through the morning hours. we're not going to see the showers today. that doesn't happen until we wake up back here at 4:00 a.m. look at what is headed our way, a lot of rain on the way to the bay area. starting at 4:00 a.m. we get our first band of significant steady rain that. will continue until 11:00 a.m. showers will let up a little for wednesday night. as we head through thursday, the storm system coming through will only impact areas north of the

golden gate bridge for the first part of the day and then we'll see a little light activity as we head through the overnight hours thursday into friday. but then friday's storm is looking to be the most significant, packing a lot of moisture, a lot of wind, so that's what we're really concerned about. two significant storm systems on the way to the bay area. 64 in livermore, 62 in fairfield, 63 in fremont. just 63 in san francisco. temperatures will stay put the next few days. they're not going to drop off all that much but you do want to keep in mind rain on wednesday, periods of rain thursday, we'll get rain and wind friday. saturday into sunday another system. the tail end swings through. we'll be dealing with showers all the way through monday but dry out the second part of the day. just be sure you have the rain boots ready to go and you'll want to start building that arc. >> thank you very much. it is 4:53 right now. when we come back, we'll tell
